The underemployment trap

Many college graduates are underemployed, i.e., work in occupations that do not require a college degree. We document that underemployed workers are less likely to transition to a college occupation the longer they are underemployed and that longer underemployment histories are associated with lower wages in college occupations. To explain these findings, we develop a directed search model with unobserved heterogeneity, occupation-specific human capital, and on the job search. Workers are uncertain about their suitability for college jobs and learn through search. Underemployment is generated by search and information frictions, as workers with a low expected job-finding probability in college occupations self-select into underemployment. Once underemployed, workers’ college occupation-specific human capital decays. A quantitative decomposition shows that unobserved heterogeneity explains most of the duration dependence in underemployment.

A Welfare Analysis of Occupational Licensing in U.S. States

Abstract We assess the welfare consequences of occupational licensing for workers and consumers. We estimate a model of labour market equilibrium in which licensing restricts labour supply but also affects labour demand via worker quality and selection. On the margin of occupations licensed differently between U.S. states, we find that licensing raises wages and hours but reduces employment. We estimate an average welfare loss of 12% of occupational surplus. Workers and consumers respectively bear 70% and 30% of the incidence. Higher willingness to pay offsets 80% of higher prices for consumers, and higher wages compensate workers for 60% of the cost of mandated investment in occupation-specific human capital. Welfare effects appear more favourable in occupations in which licensing is more common.

Minimum Wage Effects on Human Capital Accumulation: Evidence from Canadian Data

This paper investigates the impact of the minimum wage on individuals' schooling decisions and the type of human capital acquired by students. Using Canadian longitudinal data, we explore 136 minimum wage amendments across provincial jurisdictions, and find three novel results. First, the minimum wage affects both the quantity and the type of human capital acquired by individuals. High minimum wages stimulate the accumulation of occupation-specific human capital at community colleges but discourage enrollment in academic programs offered by universities. Quantitatively, a 10% increase in the minimum wage increases community-college enrollment by 6% and reduces university enrollment by 5%. Second, high minimum wages strengthen the link between parental background and children educational attainment, worsening the university participation gap between individuals with high and low parental education. Finally, minimum wages also affect whether students dropout of post-secondary education or return to school later in life as mature students.

Consumption Smoothing Under Labor Market Uncertainty: Do Household Characteristics Impact Saving?

We examine the household consumption response to fluctuations in income and uncertainty, exploiting a large panel dataset that spans the period of the Great Recession. The results show that after controlling for changes in realized income, both household-specific income uncertainty and local labor market uncertainty depress consumption spending. We also find evidence of heterogeneity in consumption behavior, most notably an inverted U-shape response to income fluctuation and a greater vulnerability to labor market risk by male-only headed households and those with relatively intensive levels of occupation-specific human capital.

Matching skills of individuals and firms along the career path

Research since Gary Becker equated specific human capital with firm-specific human capital. This paper divides firm human capital into a specific and a general component to investigate the relationships between firm- and occupation-specific human capital and job switches. Applying the task-based approach, the results show that the degree to which firm knowledge is portable depends on task similarities between the firms. Firm- and occupation-specific knowledge are negatively related to wages in a new job, but achieving a good occupational, instead of firm, match is more important for employees. The occupational intensity, reflecting the overall knowledge composition on the firm level, decreases with experience and can outweigh the costs of covering long task distances. As regards matching, a small distance between the firm and occupational tasks matters for medium-skilled employees.

Does High School Employment Develop Marketable Skills?

While decades of academic research have consistently demonstrated a positive relationship between high school employment and adult earnings, the literature is empirically silent in regards to why this association exists. This study uses data from the National Longitudinal Survey of Youth 1997 (NLSY97) to examine the hypothesis that high school employment develops “marketable skills” in the form of occupation-specific human capital. By analyzing wage variation attributable to the commonality of skill portfolios across respondents’ high school and adult (age 20 and 23) occupations, this study fails to find consistent evidence that the types of skills utilized in high school employment are correlated with adult earnings. Within the framework of the human capital model, this would suggest that the positive, post-school economic gains of in-school work are largely attributable to increases in general human capital (e.g., workplace socialization, character building).

How specific is apprenticeship training? Evidence from inter-firm and occupational mobility after graduation

Do apprenticeships convey mainly general or also firm- and occupation-specific human capital? Specific human capital may allow for specialization gains, but may also lead to allocative inefficiency due to mobility barriers. We analyse the case of Switzerland, which combines a comprehensive, high-quality apprenticeship system with a lightly regulated labour market. To assess human capital transferability after standardized firm-based apprenticeship training, we analyse inter-firm and occupational mobility and their effects on post-training wages. Using a longitudinal data set based on the PISA 2000 survey, we find high inter-firm and low occupational mobility within one year after graduation. Accounting for endogenous changes, we find a negative effect of occupation changes on wages, but no significant wage effect for firm changes. This indicates that occupation-specific human capital is an important component of apprenticeship training and that skills are highly transferable within an occupational field.

The significance of firm and occupation specific human capital for hiring and promotions

This paper analyzes firms' hiring and promotion patterns, and infers the relative significance of the firm- and occupation-specific human capital required for each job rank. The results suggest that firm-specific skills are just as valuable as occupation-specific skills, and that the value of these specific skills increases in job rank. However, there is great heterogeneity across occupations. This paper also shows that the lengths of firm- and occupation-tenure are noisy measures of firm- and occupation-specific human capital, and contrasts our results with those of other recent studies on the returns to firm- and occupation-tenure for wages.

Worker Displacement and Occupation-Specific Human Capital

Decades of research have consistently demonstrated the long-term earnings losses associated with job displacement. Despite the pervasiveness of this result, there has been limited research explaining why displaced workers lose so much value in the labor market. This study examines the effect of occupation-specific human capital in moderating postdisplacement earnings losses using occupational data from the U.S. Department of Labor and the 2004–2010 Displaced Worker Surveys. Developing two measures of cross-occupational comparability, the results suggest that greater transferability of human capital across occupations plays a significant role in determining postdisplacement earnings.

Occupational change and status mobility

The impact of changes of the occupational field on the socio-economic status after unemployment has not received much attention in the literature so far. Due to a possible loss of occupation specific human capital the effects are assumed to be detrimental. This seems especially probable if the individual has attained specific human capital in the form of vocational training. A sample from the panel study “Labour Market and Social Security” (PASS) was used to analyse the occupational changes of unemployed individuals upon re-entry into the labour market. Compared to occupational changes from employment, changes in the unemployment group have stronger negative effects on the difference in socio-economic status between the last and the current job. The International Socio-Economic Index (ISEI) was used as the status measure. For unemployed individuals without vocational training no significant effect could be found, whereas those with training did incur substantial status losses. In conclusion the loss of occupation specific human capital due to changes of occupation does seem to be detrimental to the socio-economic situation of unemployed individuals after re-employment. This should be considered when applying strict labour market policies possibly pressuring individuals to change their occupation in order to take up employment more quickly.

Life-Cycle Wage Growth and Heterogeneous Human Capital

Wages grow rapidly for young workers, and the human capital investment model is the classic framework to explain this growth. While estimation and the theory of human capital have traditionally focused on general human capital, both have evolved toward models of heterogeneous human capital. In this article, we review and evaluate the current state of this literature. We exposit the classic model of general human capital investment and extend it to show how a model of heterogeneous human capital can nest previous models. We then summarize the empirical literature on firm-specific human capital, industry- and occupation-specific human capital, and task-specific human capital and discuss how these concepts can explain a wide variety of labor market phenomena that traditional models cannot.

The Impact of New Immigration on Native Wages: A Cross-Occupation Analysis of a Small Open Economy

This paper examines how immigration affects native wages by exploiting an unexpected episode of immigrant influx. The episode happened in Hong Kong, when its government unexpectedly relaxed the restriction on immigration from mainland China in 1993, resulting in a seven-fold increase in the net inflow of Chinese immigrants between 1992 and 1993. We use variation in the employment share of immigrants across occupations for identification. To tackle endogeneity between wages and immigrant inflows across occupations, we use Welch’s (1999) congruence indices, which capture the degree of substitutability between workers from different skill groups, to construct instruments for the prevalence of Chinese immigrants in an occupation. Using micro-level data, our two-stage-least-squares estimates show that a 1 percentage point increase in the ratio of new Chinese immigrants to natives decreases native monthly real wages in the same occupation by 2.8-3.6 percents (controlling for immigrant shocks in similar occupations). Within an occupation, female and more skilled native workers experience more adverse wage impact, reflecting a high switching cost associated with occupation-specific human capital.

A DYNAMIC ANALYSIS OF EDUCATIONAL ATTAINMENT, OCCUPATIONAL CHOICES, AND JOB SEARCH*

This article examines career choices using a dynamic structural model that nests a job search model within a human capital model of occupational and educational choices. Wage growth occurs in the model because workers move between firms and occupations as they search for suitable job matches and because workers endogenously accumulate firm and occupation specific human capital. Simulations performed using the estimated model reveal that both self‐selection in occupational choices and mobility between firms account for a much larger share of total earnings and utility than the combined effects of firm and occupation specific human capital.

Estimation of an Occupational Choice Model when Occupations are Misclassified

This paper examines occupational choices using a discrete choice model that accounts for the fact that self-reported occupation data is measured with error. Despite evidence from validation studies which suggests that there is a substantial amount of measurement error in self-reported occupations, existing research has not corrected for classification error when estimating models of occupational choice. This paper develops a panel data model of occupational choices that corrects for misclassification in occupational choices and measurement error in occupation-specific work experience variables. The model is used to estimate the extent of measurement error in self-reported occupation data and quantify the bias that results from ignoring measurement error in occupation codes when studying the determinants of occupational choices and estimating the effects of occupation-specific human capital on wages. The parameter estimates reveal that 9% of occupational choices in the 1979 cohort of the National Longitudinal Survey of Youth are misclassified. Ignoring misclassification biases the median parameter in the occupational choice model by 25%.

The ‘bounded' career: An empirical study of human capital, career mobility and employment outcomes in a mediated labour market

Many scholarly attempts to ascribe meaning to contemporary employment have adopted terms such as ‘new’ or ‘boundaryless’ careers.We argue that it makes more sense to conceptualize careers as ‘bounded’ than as ‘boundaryless’. We argue that careers are bounded by prior career history, occupational identity and by institutional constraints imposed by ‘gatekeepers’ to job opportunities. We present an empirical study of employment outcomes in a mediated labour market. Drawing on placement history and CV data from IT professionals, we examine the impact of occupation-specific human capital, prior career mobility and agency relationships on the probability of being shortlisted for a vacancy. We find that a candidate's prior history with the recruitment agency is a more important factor than occupation-specific human capital in determining access to job vacancies, indicating that intermediaries structure labour market opportunities. Even in a high-turnover industry, prior career mobility has a negative effect on access to permanent vacancies.

Recruiting Smarter Teachers

In recent years many states have raised teacher salaries to attract more capable teachers. Since teacher labor markets are typically in a state of excess supply, success of such policies is contingent on containing perverse feedbacks which arise among exit decisions, vacancy rates, and the willingness of prospective teachers to invest in occupation-specific human capital. Using SAT scores as a measure of ability, we find that an across-the-board raise produces modest improvements in the work force at best. Indeed, under plausible parameter values, it is possible for mean ability to decline.
