POLA HUBUNGAN EKSEKUTIF - LEGISLATIF DALAM PENYUSUNAN ANGGARAN PENDAPATAN DAN BELANJA DAERAH KABUPATEN MOJOKERTO TAHUN 2020

If the relationship between the two Executive and Legislative States Institutions is not managed properly, it will create a disharmonious relationship. The executive and legislative bodies are mandated by law to draft regulations, including Regional Regulations (Perda) related to the Regional Revenue and Expenditure Budget (APBD). Mojokerto Regency, one of the regions in the 2020 fiscal year, went through quite heated APBD discussions due to the absence of common ground between the DPRD and the Regional Government. As a result, efforts to accelerate APBD documents, which are expected to be completed before the end of November, are slow. The APBD document was finally carried out at the end of the month, November 30th. The research method used is descriptive qualitative research. The data collected is obtained through observation, literature study, archives/documents, or written literature related to the research title. The study results found that the pattern of relationships formed between the DPRD and the Mojokerto Regency Government in the preparation of the 2021 APBD tends to be Legislative Heavy, where the dominance of the DPRD is prominent. This can be due to the executive’s low political support because a temporary official leads Mojokerto Regency during the 2021 APBD preparation process. (Pjs) so that he does not have a representative power in the DPRD.

Left Ventricular Diastolic Dysfunction Is Not Associated With Pulmonary Edema in Septic Patients. A Prospective Observational Cohort Study

PurposeWe aimed to investigate whether left ventricular diastolic dysfunction (LVDD) is associated with pulmonary edema in septic patients.MethodsWe conducted a prospective cohort study in adult septic patients between October 2018 and May 2019. We performed repeated echocardiography and lung ultrasound examinations within the first 7 days after diagnosis of sepsis. We defined LVDD according to the 2016 recommendations of the American Society of Echocardiography and—for sensitivity analysis—according to an algorithm which has been validated in septic patients. We quantified pulmonary edema using the lung ultrasound score (LUSS), counting B-lines in four intercostal spaces.ResultsWe included 54 patients. LVDD was present in 51 (42%) of 122 echocardiography examinations. The mean (±SD) LUSS was 11 ± 6. There was no clinically meaningful association of LVDD with LUSS (B = 0.55 [95%CI: −1.38; 2.47]; p = 0.571). Pneumonia was significantly associated with higher LUSS (B = 4.42 [95%CI: 0.38; 8.5]; p = 0.033).ConclusionThe lack of a clinically meaningful association of LVDD with LUSS suggests that LVDD is not a major contributor to pulmonary edema in septic patients.Trial RegistrationNCT03768752, ClinicalTrials.gov, November 30th, 2018 - retrospectively registered.

Single-nucleotide polymorphism variation (SNV): Possible candidates as predictive biomarkers to response and progression free survival (PFS) in cutaneous malignant melanoma (CMM) patients treated with immune checkpoint inhibitors (ICI)

Abstract Background Treating CMM patients with ICI have significantly increased PFS and overall survival (OS) for this patient population. In order to further improve ICI efficacy we need to identify predictive biomarkers to foresee which patient would benefit from treatment. Extensive research is being performed globally but with very little focus on host genotype variations. The aim of this study was to identify host genetic markers that can predict treatment outcome in patients with metastatic CMM. Methods We have genotyped 49 patients with metastatic CMM treated with ICI at Karolinska University Hospital in Sweden. Blood samples were collected before treatment start. As platform we have used the Axiom Precision Medicine Research Arrays (Affymetrix ®). We have conducted genome-wide and targeted analysis of approximately 488,000 and 4000 single nucleotide variants respectively, using Partek Genomic Suite Software®. Results 49 patients were included between July 2015 and August 2017, 22 females and 27 males. The median age was 68 years old (range 31 – 84). All patients had metastatic disease (33 M1C, 5 M1B, 11 M1A). ICI was first line treatment in most of the patients (n:40). Patients were treated with either nivolumab or pembrolizumab. Twenty-eight patients achieved disease control (with 8 complete responses) whereas 19 had progressive disease. Eleven patients were still responding at the cut-off date in 2018 November 30th, 1 missed follow-up and 2 were not included in the response analysis due to premature death. Median PFS was 6,9 months (range 0 – 40 months). The median OS was 19 months (range 0 – 40 months, 22 patients still alive at cut-off). We have in the targeted analysis identified one candidate significantly associated with both response and PFS. We are expanding the cohort and genotyping 40 additional patients. Conclusion Host genotype variations could identify novel predictive biomarkers candidates to ICI. Validation of our results with a bigger cohort is warranted. Effect of planting time on growth, yield components, seed yield and quality of onion (Allium cepa L.) at Tehuledere district, northeastern Ethiopia

BackgroundOnion (Allium cepa L.) is member of the family Alliaceae and the most widely grown herbaceous biennial vegetable crop. Quality planting material is one of the major inputs to successful vegetable production. However, it is one of the major constraints in Ethiopia. Northeastern Ethiopia has suitable agro-climatic condition for onion seed production. However, onion seed production packages, including its appropriate planting time, are not yet determined. Evidences on effects of the different planting time on quality and yield level are not well explored. Therefore, this experiment was conducted at Jari small-scale irrigation scheme from September 2015 to April 2016 to determine an appropriate planting time for a better plant growth, yield components, seed yield and quality of Adama red onion variety.MethodsThe experiment was laid out in randomized complete block design with three replications. Treatments were nine planting dates: September 1st, September 16th, October 1st, October 16th, October 31st, November 15th, November 30th, December 15th and December 30th. Data were collected on growth, yield components, seed yield and quality parameters and analyzed using SAS version 9.2 statistical software.ResultsAnalysis of variance revealed that plant height, number of leaves per plant, number of scapes per plant, scape diameter, scape height, days to 50% flowering and maturity, umbel diameter, number of seeds per umbel, 1000-seed weight, seed yield and germination percentage were significantly influenced by planting time. The highest seed yield (1032.7 kg/ha) and the highest germination percentage (94.3%) were recorded from bulbs planted early (September 1st). On the other hand, the lowest seed yield (29.7 kg/ha) and germination percentage (15.3%) recorded from bulb planted late (December). The correlation values explain the apparent association of the planting time parameters with each other and clearly indicated the magnitude and directions of the association and relationships.ConclusionThe September 1st is recommended as appropriate planting time for onion seed production at Jari, northeastern Ethiopia.

Las inconsistencias de la reforma laboral en materia de capacitación. Artículo 153-A

The Federal Labor Reform has generated lots of controversy, even since it was presented as an initiative on August 1st 2012 by the former Mexican President, Felipe Calderon, in which he assured necessity to present this labor reform. In this paper it is point out some inconsistencies of this Federal Labor Reform published in the Official Federal Diary on November 30Th of 2012, particularly in reference to the III-Bis chapter named “De la productividad, formación y capacitación de los trabajadores”, and specificly expressed in the 153-A article, and its connection with 153-D, 153-E, and 153-I articles. From the reformation, the article 153-A, which apparently the alteration in the drafting seems to be minimum, this follows a problematic that starts from the central research question: What is the point in reforming article 153-A in this way if apparently it is the same?.

Transferts libres en chirurgie réparatrice (hors urgence) : évolution des indications en 20 ans

Purpose The purpose of this study was to analyze the evolution of the practice of free flaps in the treatment of tumoral and traumatic pathologies. Materials and methods This retrospective study was realized on 328 free transfers. The authors compared two periods each of 10 years: series 1 concerns 176 flaps realized from March 12th 1981 to March 13th 1991 (already published); series 2 concerns 152 flaps realized from December 1st 1994 to November 30th 2004. Results We noticed a decrease of the number of free flaps for lower limbs, a stabilization in the head and neck area and a clear increase in mammary reconstruction. Three donor sites were used in 89% of the cases: latissimus dorsi, forearm and rectus abdominis flaps. Others were used only one to seven times, for specific indications. Some surgical tactics saw their indication decrease (semi-free flap or “apple turnover” technique), others appeared (Y anastomoses). The number of failures decreased from one series to the other (from 5,7 to 2,6%). Conclusion The variety of the flaps remains restricted. The choice is due to the constancy of their vascular anatomy, the size of the pedicles and the reproducibility of their teaching in a University Hospital.

Organogênese floral do pessegueiro in vitro

Coletaram-se meristemas do pessegueiro 'Tropical' (Prunus persica L. Batsch) em 30 de outubro, 30 de novembro e 30 de dezembro de I986 e 30 de janeiro e 28 de fevereiro de 1987 e cultivados in vitro. Aqueles coletados até 30 de novembro desenvolveram-se vegetativamente, produzindo vitroplantas normais de pessegueiro. O mesmo não ocorreu com os meristemas coletados em dezembro, janeiro e fevereiro, os quais se transformaram em botões florais após quinze dias de cultivo in vitro. Evidenciou-se, assim, que o processo de indução floral para o pessegueiro 'Tropical' ocorreu em dezembro na região de Jundiaí, SP (23°08'S.), uma vez que nenhuma vitroplanta se desenvolveu após esse período. Evidenciou-se, ainda, a irreversibilidade dos meristemas após o processo indutivo de diferenciação floral.

Radiological Society of North America: Annual Meeting, 1941 An Invitation from the President

As President of the Radiological Society of North America, it becomes my privilege in behalf of the Society and the Pacific Roentgen Society to extend to all radiologists and to all members of the medical profession a most cordial invitation to attend the Twenty-seventh Annual Meeting, in December. For the first time in many years a national radiological society is holding its annual meeting on the Pacific Coast, and for the first time in these many years the radiologists of the East and of the Middle West will have an opportunity to display the same loyalty in attending the meeting that has in the past been so willingly demonstrated by the Pacific Coast radiologists. San Francisco is a wonderful convention city and offers much of interest for everyone who attends this meeting. The Scientific Program promises to be especially stimulating. There has been a wholesome response from both the radiologists and the medical profession in offering formal papers and in showing a willingness to take part in panel discussions on clinical radiology. The program is designed with the objective that every radiologist shall be able to take home something worth while to use in his daily practice. The arrangements for the Refresher Courses have been completed by Doctor Ira Lockwood. To those attending the meeting these courses offer an unusual opportunity for study. The Scientific Exhibits are being arranged by Doctor Eldwin R. Witwer. These, together with the Commercial Exhibits will, as always, be an important part of the meeting. The meeting will be held from December 1 to 5, 1941, with the Refresher Courses beginning on Sunday, November 30th, and reservations should be made promptly. The Hotel Fairmont will be the headquarters of the Society and the host to its members. The San Francisco radiologists and their wives will welcome you and your wives to San Francisco with the real California spirit. Come early to enjoy the big California-Stanford game and stay late to see the Pacific Coast.
