Fathers' Knowledge of Their Youth's Unsafe Behaviors on the Farm

The study discussed in this article examined the extent to which fathers were aware of unsafe farm behaviors engaged in by their youth. Fathers and youth provided information about the youth's behaviors on the farm, particularly related to tractors/large equipment. Fathers indicated whether they were familiar with the North American Guidelines for Children's Agricultural Tasks (NAGCAT). Youth engaged in numerous unsafe and dangerous behaviors of which their fathers were unaware. Fathers were not familiar with NAGCAT. Extension professionals from agriculture, family and consumer sciences, and 4-H youth development all have roles to play in educating parents about NAGCAT and youth farm safety.

At What Age Should Children Engage in Agricultural Tasks?

We compared parents' perceived-as-appropriate ages with actual-performance ages for their children engaging in selected agricultural tasks or practices, and we examined the factors associated with age discrepancy. We analyzed data from the Keokuk County Rural Health Study collected among parents of children age 17 or younger. Parents were interviewed separately regarding the age of their children's involvement in 14 selected agricultural tasks and their opinions about appropriate age of involvement. Of the 264 families included, 86.5% with a son and 69.8% with a daughter reported having children involved in at least 1 of 14 selected agricultural tasks. The average actual-performance ages for children to be involved in any of the tasks were younger than those that parents perceived appropriate. Furthermore, in 6 of the 9 North American Guidelines for Children's Agricultural Tasks (NAGCAT) that we assessed, parents' perceived-as-appropriate ages were younger than minimum ages recommended by the NAGCAT. Driving an all-terrain vehicle (ATV) was the most common task with actual-performance age younger than the NAGCAT-recommended age; 53.0% of boys (n = 106) and 36.1% of girls (n = 61) did so under the recommended age. Boys and children who live on a farm, or whose parents have been or are farmers, were significantly more likely to perform agricultural tasks at earlier ages. Our results suggest farm parents and other rural stakeholders need to be better educated and encouraged to follow the NAGCAT guidelines, and that multilevel interventions need to be developed to ensure protection of children from agricultural injury and death.

Guidelines for Children's Work in Agriculture: Implications for the Future

ABSTRACT The North American Guidelines for Children's Agricultural Tasks (NAGCAT) were developed to assist parents in assigning developmentally appropriate and safe farm work to their children aged 7–16 years. Since their release in 1999, a growing body of evidence has accumulated regarding the content and application of these guidelines to populations of working children on farms. The purpose of this paper is to review the scientific and programmatic evidence about the content, efficacy, application, and uptake of NAGCAT and propose key recommendations for the future. The methods for this review included a synthesis of the peer-reviewed literature and programmatic evidence gathered from safety professionals. From the review, it is clear that the NAGCAT tractor guidelines and the manual material handling guidelines need to be updated based upon the latest empirical evidence. While NAGCAT do have the potential to prevent serious injuries to working children in the correct age range (7–16 years), the highest incidence of farm related injuries and fatalities occur to children aged 1–6 years and NAGCAT are unlikely to have any direct effect on this leading injury problem. It is also clear that NAGCAT, as a voluntary educational strategy, is not sufficient by itself to protect children working on farms. Uptake of NAGCAT has been sporadic, despite being geographically widespread and has depended, almost solely, on a few interested and committed professionals. Key recommendations for the future are provided based upon this review.

Compliance With the North American Guidelines for Children's Agricultural Tasks (NAGCAT) Work Practice Recommendations for Youth Working With Large Animals

ABSTRACT The North American Guidelines for Children's Agricultural Tasks (NAGCAT) were developed to reduce the risk of childhood agricultural injury. The purpose of this study was to evaluate compliance with NAGCAT-recommended work practices (WPs) when youth work with large animals. On a daily basis, over a period of 10 weeks, youth self-reported the number of minutes they worked with a large animal and whether they followed the associated NAGCAT WP guidelines. Statistical analyses were conducted to compare boys to girls and to consider the effect of factors such as youth age, farm residence status, and selected parental characteristics. A high proportion of youth exhibited relatively low compliance for most of the five WPs evaluated. Respirators were rarely worn, but checking for people and obstacles in the area while working with large animals was commonly reported. In general, boys, especially the older boys, exhibited higher compliance than did girls. The results of our study demonstrate, in general, that youth are not following recommended NAGCAT WPs when working with large animals, identifying an area in agricultural safety and health requiring focused attention.

Compliance with NAGCAT Work Practices Recommendations for Youth Cleaning Service Alleys in Stall Barns

Unintentional injury is the leading cause of death in the U.S. among persons 1 to 44 years of age. Over one million children and adolescents in the U.S. live, work, and/or play on farms, where injury risk is relatively high compared to other settings. In an attempt to reduce the number of childhood agricultural injuries occurring on farms, the North American Guidelines for Children's Agricultural Tasks (NAGCAT) was developed to assist parents or other caregivers in assigning developmentally appropriate chores to youth exposed to agricultural hazards. The results presented here are from a longitudinal study in which we obtained (self-reported) daily chore, injury, and safety behavior data from children and adolescents. We focused on one NAGCAT chore, cleaning a service alley in a stall barn, in order to estimate the extent of compliance with specific work practice recommendations contained in the NAGCAT. Our results indicated that among the four NAGCAT-recommended safety practices for cleaning service alleys in stall barns (wearing nonskid shoes, leather gloves, a respirator, and eye protection), wearing non-skid shoes was the only safety practice reported with any degree of regularity. Overall, boys were more likely to wear non-skid shoes compared to girls. In addition, older youth were generally more likely to report higher work practice compliance compared to younger youth.

Efficacy of the North American guidelines for children's agricultural tasks in reducing childhood agricultural injuries.

We assessed whether active dissemination of the North American Guidelines for Children's Agricultural Tasks (NAGCAT) reduced childhood agricultural injuries. In this randomized controlled trial, lay educators visited intervention farms to review NAGCAT. New York State farms with resident or working children were randomized. Control farms were visited only to collect baseline data. Data on childhood injuries, tasks, and hours worked were obtained quarterly for 21 months. Injury rates per farm were compared between the treatment and control groups, along with time span to occurrence of an injury and to violation of NAGCAT age guidelines. Intervention farms were less likely than control farms to violate NAGCAT age guidelines in the areas of all-terrain-vehicle use and tractor and haying operations. Cox proportional hazards regression models showed a significant protective effect of the intervention on preventable injuries after adjustment for important covariates. Our results showed that dissemination of NAGCAT reduced rates of work-related childhood agricultural injuries. A comprehensive public health approach is needed to reduce non-work-related childhood injuries.

North American Guidelines for Children's Agricultural Tasks: Five-year assessment and priorities for the future

The North American Guidelines for Children's Agricultural Tasks (NAGCAT) are a safety resource created to assist parents in selecting safe work for their children 7-16 years of age. Since their release in 1999, a growing body of scientific evidence has accumulated regarding NAGCAT. The purpose of this project was to assess the current scientific and programmatic evidence regarding the efficacy and utilization of the NAGCAT resource in order to determine the priorities for the next 5 years. A systematic, evidenced-based method was employed to accomplish the project objectives. Our data sources included results from a survey of agricultural safety practitioners and researchers, a comprehensive synthesis of the peer-reviewed literature, and recommendations from a priority-setting meeting. Five main priorities were identified: to address the perceptions and barriers associated with the use and non-use of the NAGCAT resource; to revise and re-format a core set of the guidelines; to develop a NAGCAT resource dissemination/marketing plan; to provide training and support for agricultural safety professionals and parents using NAGCAT; and to conduct further research to facilitate accomplishing these priorities. This assessment and priority identification process was successful in outlining the next steps for the NAGCAT resource. As we move toward 2010, those involved in pediatric agricultural injury prevention will have a blueprint to ensure that NAGCAT are an effective and widely used resource for preventing work-related injuries.

Do parents' perceptions of risks protect children engaged in farm work?

Background The purpose was to describe farm parents' perceptions of risks on their farms and determine if these perceptions were associated with (1) using of the North American Guidelines for Children's Agricultural Tasks (NAGCAT) and (2) making NAGCAT-recommended changes to enhance the safety of farm work for their children. Methods This is a secondary analysis of data collected by telephone interview during a randomized trial that involved 450 farms in the United States and Canada. Results While 81% of farm parents perceived farming to be more dangerous than other occupations, only 66% of those parents felt that it was more dangerous for children to work on a farm than at other work. Furthermore, risk perception scores were only weakly associated with parents' use of NAGCAT and making NAGCAT-recommended safety changes. Conclusion Even with voluntary safety guidelines in hand and the general perception of farming as a dangerous occupation, many farm parents were not actively using NAGCAT to reduce the exposure of their children to hazardous farm work. Together with the continuing morbidity and mortality among farm children, this suggests that voluntary guidelines alone may not be sufficient to protect children working on farms.

New York State child agricultural injuries: how often is maturity a potential contributing factor?

Children living or working on New York farms face unique hazards and experience on-farm injuries related to these. The New York Community Partners for Healthy Farming (CPHF) surveillance provided a unique source of information for analyses of risk factors-particularly age-for these events. Agricultural injuries recorded by the state's agricultural nurse surveillance (CPHF) program over a 6-year period were analyzed. Injuries were classified by type, severity, and possible contributing factors, including whether the age of the victim was below the "job appropriate age limits" designated by the investigators using materials from the North American Guidelines for Children's Agricultural Tasks (NAGCAT). Of the 164 recorded injuries to persons aged 1-18 years, 29 were fatalities, 18 were disabling, and 55% occurred while working. Leading injury types were tractor run-over (12) and overturns (11). Of those injured while working, 35% were under the "job appropriate age limits." Tasks of loading hay (square bales) (100%, 3), fieldwork with trailed implements (100%, 3), and feeding calves (100%, 2) most frequently involved very young victims. Grouped by injury source, injuries involving non-powered wagons had the highest frequency of under-age victims (82%, 9). The frequency of problems with job appropriate ages suggests that some children on NY farms may be developmentally inappropriate for the tasks to which they are being assigned. The NAGCAT Guidelines are a needed tool for child agricultural injury prevention in New York.
