Understanding Landowner Education Needs for Invasive Disease Prevention and Restoration Planting in Southern Oregon

Abstract Understanding the knowledge and behavior of nonindustrial private forest landowners towards Port-Orford cedar (POC) root disease (Phytophthora lateralis), sudden oak death (Phytophthora ramorum), and disease-resistant seedlings can help target effective education and outreach programs. We surveyed two counties in Southern Oregon to gain knowledge about these pathogens, disease-resistant seedlings, landowner behavior, and landowner preferences regarding planting disease-resistant seedlings. Amenity-based management objectives were more associated with planting disease-resistant POC. Respondents were more likely to plant disease-resistant conifers than hardwoods. Disease-resistant planting preferences were associated with years owned and acres of ownership. Designing targeted education and outreach programs will be necessary to achieve broad scale adoption of disease management and restoration practices. Study implications: We present results from a survey of nonindustrial private forest (NIPF) landowners in two counties in Southern Oregon to determine general landowner characteristics and knowledge of two nonnative diseases, Port-Orford cedar root disease, caused by Phytophthora lateralis, and sudden oak death, caused by Phytophthora ramorum. NIPF landowners play meaningful roles in invasive disease management: recognizing and reporting symptoms of nonnative plant diseases with the objective of early detection and control, implementing management actions to help mitigate disease spread, and planting disease-resistant seedlings during restoration efforts. Understanding landowner knowledge about diseases is important for engaging them in insect and disease mitigation.

Proportion of Nonindustrial Private Forest Lands That Potentially Can Be Leased to Bioenergy Enterprises to Grow Short Rotation Woody Crops

Abstract Determining how much nonindustrial private forest (NIPF) land could potentially be allocated to growing short rotation woody crops (SRWCs) is critical for estimating the future supply of woody biomass for biofuels and overall bioenergy production. This study estimated the proportion of the land NIPF landowners would be willing to allocate to SRWC cultivation. In view of the bounded nature of the dependent binary variable [0,1] and model performance, a fractional logit regression model was used to estimate model parameters. The estimated proportion of land allocated to SRWCs was positively influenced by the rental rate per acre, owning land for investment or fee-access hunting purposes, and the landowner’s age. In contrast, size of the ownership, owning land for the production of agricultural products, and residing on the land negatively influenced the proportion of land allocated to SRWCs. Lease contract duration, location of the largest tract owned, owning land for personal recreation or ecosystem services, and landowner familiarity with the concept of alternative fuels production did not influence the proportion of land allocated to SRWCs. These results will contribute to a better understanding of SRWC biomass supply from NIPF land and provide important benchmark information for conducting feasibility analyses of biofuel and biopower manufacturing in Mississippi and other states with abundant woody feedstocks. Study Implications: To achieve targeted levels of bioenergy production and carbon dioxide (CO2) emission reductions and diversify NIPF landowner income, participation of NIPF landowners in woody biomass feedstock production will be critical, because they own a majority of forestland in the region. Moreover, they have diverse reasons for owning land which has extensive implications not only in terms of incentive types or monetary compensation levels they might require for cultivating SRWCs but also policies related to the development of the bioenergy sector in Mississippi, the location of individual bioenergy processing facilities, and feedstock types that will be developed. Thus, forest managers and biomass procurement foresters might need to decide whether to focus their efforts on maximizing the land area allocated to growing SRWCs or considering a mix of SRWCs at lower lease rates per acre and material obtained from thinnings, which might be more amenable to landowners who value environmental amenities.

Non-industrial private forest owners' preferences for fuel reduction cost-share programs in the southeastern U.S.

In the southeastern United States, effective large-scale management of wildfire risk, encompassing both fire occurrence and damage to property or assets, requires the participation of non-industrial private forest landowners (NIPFL) to reduce fuel loads on their land. This research utilizes a survey to assess NIPFL's current management practices, history of wildfire on their property, and willingness to participate in a cost-share program to reduce wildfire risk with a choice experiment. We find 80% of NIPFL have already engaged in some type of fuel reduction practices on their property. When offered a cost-share program to conduct prescribed burns and/or create defensible space, landowners selected to enroll 66% of the time. Results indicate that NIPFL prefer cost-share programs administered by government agencies over those administered by non-governmental agencies. They also prefer programs that require the creation of defensible space instead of the use of prescribed fire. These results provide insights into possible incentive programs to increase wildfire risk management and highlight barriers to participation.

Forest Disturbances and Nonindustrial Forest Landowners: Management of Invasive Plants, Fire Hazards and Wildlife Habitats After a Hurricane

Abstract There is limited research about the interacting impacts of hurricane damage and forest disturbances like invasive species and wildfires on nonindustrial forest land management. We administered a mail survey to 1,000 randomly selected nonindustrial private forest landowners in the Panhandle of Florida who owned forestlands in the counties most severely affected by Hurricane Michael. Results show that most landowners did little to no forest management to prepare for the hurricane. Following Hurricane Michael, 34% of respondents reported increased invasive plants whereas 82% experienced timber loss, 62% had damaged wildlife habitats, and 53% had increased vulnerability to wildfire hazards. Landowners who experienced timber damage from Hurricane Michael were more likely to reduce fire hazard, eliminate or reduce invasive plants, perform road and trail maintenance, improve wildlife habitat, reforest both salvage harvested and areas that were not salvage harvested, search for information on the internet about forest management, and pass their forestland to family. Study Implications: Forest disturbances such as hurricanes, invasive species, and wildfires are predicted to increase in severity and frequency, consequently affecting forest productivity, sustainability, and management. Despite significant impacts on forest lands, there is limited understanding of how these disturbances may affect nonindustrial private forest landowner management behaviors. This article highlights the attitudes, experiences, and perceptions of nonindustrial private forest landowners, including their awareness and overall forest management plans regarding invasive species control, wildlife habitat improvement, and reducing wildfire hazards after a hurricane. We assessed the important factors that contribute to landowners’ willingness to take action to address these interacting forest disturbances.

Educational Needs of North Carolina Non-industrial Private Forest Landowners and Barriers to Meeting These Needs

Forest landowners are an important target audience for many state Extension programs. Acknowledging the differences and associations between landownership values, characteristics, and educational preferences of forest landowners should lead to improvement of educational programs and ensuring that educational needs are being met. Through an internet-based survey of forest landowners four distinct landowner typologies were identified based on respondents’ reason for owning forestland. Results also identified the educational needs and barriers to meeting these needs for the landowners. Creating typologies based on attitudinal responses will allow for a more focused approach to developing educational products and services to meet landowner needs.

Understanding Nonindustrial Private Forest Landowners’ Perspectives on the Benefits Associated with Sustainable Forest Management Certification

Sustainable forest management provides ecological, economic, and social benefits to society. Sustaining these benefits in Arkansas relies on 345,000 nonindustrial private forest (NIPF) landowners who own 4.2 million hectares (10.4 million acres) of forests. Forest certification is a voluntary and market-based mechanism aimed to enhance such societal benefits while providing incentives or benefits for the landowners. Understanding NIPF landowners’ perspectives on the benefits associated with adopting forest certification programs would be useful in identifying potential participants and in designing outreach and communication programs to elevate the interests of less interested landowners in participating in certification programs. Using data collected from a mixed mode of mail and online (Qualtrics) survey of NIPF landowners in Arkansas, this study examined the potential factors that influence landowners’ perspectives on different benefits associated with adopting sustainable forest management certification by employing binary logistic regression. Results revealed that ownership and forestland characteristics (i.e., ownership size, whether having a harvesting plan), as well as ownership motivations (biodiversity protection, financial investment, hunting), were significantly associated with landowners’ agreement on the benefits of increasing timber growth and health, expanding markets, having a price premium for certified timber, enhancing public recognition, more environmental-friendly harvesting, and better management practices. These findings improve the understanding of landowners’ expectations after certifying their forestland and provide baseline information for improving certification program design to attract more adoption among private and family landowners.

Crown Lifting of Low-Density Loblolly Pine (Pinus taeda) Plantations on Nonindustrial Private Forest Lands

Abstract Pruning or the physical removal of lower branches, in combination with wider tree spacing, offers an alternative management scheme for small nonindustrial private forest landowners in areas lacking markets for small diameter wood. A 5-year-old loblolly pine (Pinus taeda) plantation was thinned to 495 trees/ha (200 trees/ac). Four crown-lifting treatments of 35%, 40%, 45%, and 50% live crown ratio (LCR) were then implemented. An additional unmanaged plot was established in an unthinned, unpruned area. Two replications were established for all pruning treatments. The target LCR was maintained throughout the study with the additional crown-lifting activities in 2003, 2004, and 2008. At age 8, the average diameter of the unmanaged plot was 13.5 cm (5.3 in), and the diameter of the 50% LCR treatment, which had the greatest diameter growth of all the treatments, was 20.8 cm (8.2 in). The highest mortality rate (22%) was observed in the unmanaged plot, but it was not significantly greater than the other treatments. Low density plantings maintained with pruning could allow small nonindustrial private landowners to obtain a high value sawtimber product while eliminating the need for thinning practices commonly used in traditional pine plantation management.

Natural Resource Manager Perceptions of Forest Carbon Management and Carbon Market Participation in Minnesota

Forests and wood products, through the mechanisms of carbon sequestration and storage, can slow the rate of global climate change that results from greenhouse gas emissions. In recent years, both natural resource managers and the public have placed greater focus on the role of forests and wood products as a solution to help mitigate the effects of climate change. Little is known about the perceptions and viability of carbon sequestration and storage as a management goal for natural resource managers of public agencies. We explored these perceptions in Minnesota, USA. Minnesota has 7.2 million hectares of forest land managed by a diverse array of landowners, from public agencies (55% of forest land) to private (45%) owners. We sought to (1) understand natural resource managers’ and forest owners’ perspectives on forest carbon opportunities and (2) understand the feasibility of management strategies that could be implemented to increase forest carbon sequestration and storage at a state level. We conducted two focus groups with 15 mid- and upper-level natural resource managers and non-industrial private forest landowners, representing both rural and urban perspectives and a variety of agencies and organizations. Minnesota natural resource managers and non-industrial private forest landowners indicated that they thought managing forests for carbon was compatible with other management goals but nonetheless represented a trade-off. However, they viewed the carbon credit market as the “Wild West” and noted several barriers to entering the carbon market, such as inconsistent carbon accounting protocols and a lack of connection between the price of carbon credits and the cost of managing forest land for carbon sequestration and storage.

Private landowners’ willingness-to-pay for certifying forestland and influencing factors: Evidence from Arkansas, United States

Forests offer provisioning, regulating, cultural, and supporting ecosystem services, and sustaining these services is becoming increasingly important. Forest certification programs serve as a viable market-based mechanism for enhancing sustainable forest management and achieving broader sustainability goals. However, certification cost has consistently been identified as a substantial barrier to enrollment in forest certification, especially for small non-industrial private forest (NIPF) landowners. We explored NIPF landowners’ willingness-to-pay (WTP) for adopting forest certification and compared it with certification cost. Using a state-wide landowner survey, we estimated average WTP for certifying forestland in Arkansas, USA. We also employed Tobit regression to explore factors that influence the WTP. We found that the average WTP for certification was US$12.10/property, considerably lower than average certification cost (US$75/property). However, among respondents who had a non-zero WTP, the average WTP was US$57.60/property. Moreover, we found that landowners WTP was positively related with gender, income, length of land tenure, intention of family legacy, interest in adopting forest certification, motivations for timber production and recreation, and price premium benefits; whereas it was negatively correlated with hunting and farming motivations and beliefs about expanded markets and increased paperwork. While targeting the landowners with attributes that influence WTP may help increase the certification enrollment of NIPF landowners, the broader success of forest certification entails reaching out to the majority proportion of NIPF landowners who are not yet willing to pay for certification programs. In addition to better connecting with NIPF landowners, bridging the gap between the WTP for certification and certification cost, for example, via providing joint certification for multiple landowners and incentive programs (e.g., tax reductions, cost sharing), is essential to expand NIPF landowners’ participation in forest certification.

Improving Communications to Increase Nonindustrial Private Forest Landowner (NIPF) Participation in Forest Certification Programs: A Case Study in Arkansas, USA

Despite the socioeconomic and ecological significance of the 10.4 million acres of forestland owned by nonindustrial private forest (NIPF) landowners across Arkansas (approximately 58% of forestland in the state), only 5% of this land is certified through the American Tree Farm System. As such, understanding how to improve the reach and content of communications to NIPF landowners is vital for expanding certification participation and subsequent improvement of forest management in Arkansas and throughout the southern United States. To explore current and optimal communications to increase NIPF participation, we employed Berlo’s source–message–channel–receiver (SMCR, 1960) model to analyze survey data collected from Arkansas NIPF landowners regarding their familiarity with, interest in, and information sources for forest certification programs. Our results indicate that NIPF landowners have a relatively low familiarity with certification programs and a low interest in adopting a certification program regardless of personal involvement throughout the certification process, the transparency of on-sight inspections to the public, and the requirements of forest management plans. However, positive correlations were found between self-reported familiarity with certification programs and the perceived usefulness of various information sources, indicating that communications to NIPF landowners have the ability to be influential. Furthermore, the results showed that the greatest perceived benefits to landowners were improved timber growth and health, better management actions, and environmentally-friendly timber harvesting, whereas the most concerning perceived drawbacks were increased record-keeping and paperwork as well as management costs. These findings will offer actionable insights into future messaging campaigns and provide directions for new approaches of reaching NIPF landowners to increase their participation in forest certification.

Factors Motivating Forest Conservation Easement Adoption in Wisconsin's Northwoods

The diversity of ownership of forestlands in the Northwoods Region and the absence of strong local land use regulations represent critical barriers to protecting the health of natural resources. Seen by policymakers as a viable land protection strategy, conservation easements represent a voluntary alternative to land use regulation for forest land conservation. However, landowner adoption for privately owned forest lands remains low in Wisconsin despite more than 16 million acres nationally held by nonprofit state, local, and national land trust organizations. Despite these successes, resistance exists from non-industrial private forest landowners to the adoption of conservation easements. This study explores these barriers using data collected from mail survey responses from 470 forest landowners in Wisconsin's Northwoods. A typology of landowners is developed based on attitudes toward the adoption of conservation easements, revealing that current interest among forest landowners is below 20%, and land trusts currently lack standing as trusted partners in forest land management.

The Impact of COVID-19 on management of non-industrial private forests in the Southeastern United States

This paper explores the potential effects of COVID-19 on forest management decisions undertaken by non-industrial private forest landowners (NIPFL) in the southeastern United States. We find 39% of NIPFL would likely alter their forest management practices as a result of COVID-19. Our results highlight the differential impact of COVID-19 on management practices among segments of NIPFL. Race, source of income from property, COVID-19 impacts to employment/income, and geography were significantly associated with deviations in forest management practices. Consequences to short-term reductions in forest management as it relates to future wildfire risk and associated damages are discussed.

Nonindustrial private forest landowner perspectives on forest certification: A look at awareness and barriers

Sustainable forest management is a universally desired goal to provide ecological, economic, and social benefits. Sustaining forest benefits across the landscape in Arkansas depends on nonindustrial private forest landowners (NIPF) who own 58% of forestland in the state. Forest certification is an effective “market based” mechanism for improving forest management to achieve sustainability. A mixture of mail and online surveys collected data on Arkansas NIPF landowners' demographic and forestland characteristics, ownership motivations, and attitudes regarding perceived benefits and drawbacks of forest certification. A binary logistic regression model revealed that age, gender, education, timber harvest intentions, motivations for owning forestland, and perspectives regarding the potential benefits of forest certification influenced landowners' awareness and interests in forest certification. These findings provide insight into NIPF landowners' attitudes in participating in a forest certification program. The findings are useful for developing outreach and education programs promoting NIPF landowners' participation in forest certification in Arkansas and other southern states.

Addressing the challenge of wood mobilisation through a systemic innovation lens: The Irish forest sector innovation system

In the face of growing demand for sustainable sources of biomass, the challenge of mobilising non-industrial private forest landowners (NIPF) with varying management objectives, to actively manage their forests and increase the supply of wood biomass, is an area of growing research and policy focus. While innovation and knowledge exchange is increasingly viewed as a means of promoting sustainable wood mobilisation, structural weaknesses in the sector such as deficiencies in the institutional and infrastructural setting or capacity of stakeholders, can negatively influence innovation processes. Addressing these overarching challenges requires a systemic analysis of the barriers to innovation across the forest sector as a whole. This case study of the Irish forest sector develops a comprehensive innovation systems framework, integrating structural and functional streams of innovation systems research. This `coupled structural–functional’ framework is applied to identify a number of interconnected systemic problems that hinder the functioning of the forest sector innovation system and negatively influence the potential for co-innovation and wood mobilisation in the sector. Three sets of key systemic wood mobilisation problems are identified, among which there is negative feedback. These so called `blocking mechanisms' have developed over time as a result of historical patterns of practice, prevailing culture, attitude and regulation and are defined here as (i) weak networks blocking capacity development of new forest owners, (ii) infrastructural problems blocking the reach and effectiveness of knowledge networks, (iii) rigid institutional structures and policy blocking co-innovation. To address these deficiencies in the current forest policy and institutional environment, this study makes a number of policy recommendations to promote co-innovation and tackle the multi-dimensional challenge of wood mobilisation.

Nonindustrial private forest landowner willingness to pay for prescribed burning to lower wildfire hazards

Despite the crucial role nonindustrial private forest (NIPF) landowners play in reducing hazardous fuels across large landscapes, there is lack of information concerning their support and valuation of fuel reduction treatments. This study determined NIPF landowners willingness to pay (WTP) for implementing prescribed burning on their forestland to lower wildfire hazards using a contingent valuation method (CVM). Of 2,000 questionnaires sent, a total of 531 landowners responded to the CV question. Of which, 26% of landowners were willing to pay the given payment amount to reduce wildfire hazard on their land using prescribed burning. The mean WTP was $41.39 per acre with a 95% confidence interval of $14.70 to $66.86 per acre. Landowner tolerance for smoke from prescribed burning, consideration of liability, concern about property damages due to wildfires, and education level were positively related with WTP. Since WTP for implementing prescribed burning was higher than its cost, available budgets can be more efficiently utilized by prioritizing more resources towards technical and educational programs on prescribed burn planning, implementing, and monitoring.

Assessing the Benefits and Economic Feasibility of Stand Improvement for Central Hardwood Forests

Abstract Stand improvement (SI) has been widely accepted as an effective forest management tool. Yet most studies on its economic feasibility for nonindustrial private forest (NIPF) landowners are outdated and focus on the single stand level. The objective of this study was to conduct an economic assessment of SI’s effects and feasibility in hardwood stands for a case study in the White River Basin in Indiana. It is shown that SI could make these forests more productive and sustainable than the prevalent “hands-off” practice by enhancing the timber value of the residual stand (TV), generating regular timber income, and to some degree, reversing the decline in oak dominance. On average, a 25% increment in the TV could be achieved. Although costly for some NIPFs, once combined with voluntary financial incentive programs, SI could meet landowners’ demands for low-cost, high-return investment options. In particular, participation in the Environmental Quality Incentive Program could, on average, increase the net present value of timber income from thinning activities by nearly $1,600 per hectare over the course of 30 years. The spatial analysis revealed that there existed considerable spatial heterogeneity in SI benefits and impacts, suggesting that public incentive programs should be spatially targeted to achieve greater efficiency.

Landowner Concern about Wildfires and Implementation of Fuel Reduction Treatments

AbstractFuel reduction treatments implemented by nonindustrial private forest (NIPF) landowners affect wildfire hazard potential on both their tracts and surrounding lands. However, it is not clear how concerned they are about wildfire damages and what actions they are willing to take to lower wildfire hazard. This study determined the landowner concern level about wildfire damages and identified factors affecting their concern and fuel treatment implementation using seemingly unrelated and binary probit models, respectively. Approximately, 68% of landowners were concerned about property damage due to wildfires, and 45% implemented some fuel reduction treatments. The most common and least costly fuel treatment was prescribed burning ($18/acre) followed by chemical ($59/acre) and mechanical ($127/acre) treatments. Raising awareness about potential monetary losses due to wildfires, assisting landowners in preparing written forest management plans, and prioritizing areas with predominant pine cover will encourage landowner participation in hazardous fuel reduction programs and facilitate more effective wildfire mitigation.

Likelihood of implementing fuel reduction treatments on nonindustrial private forest lands

Nonindustrial private forest (NIPF) landowners are a dominant forest landownership group in the south-eastern United States and play a crucial role in regular fuel management for effective landscape-level wildfire hazard reduction. However, little is known about their intentions to implement fuel reduction treatments in the future. This study estimated the likelihood that NIPF landowner will implement a fuel reduction treatment in the next 5 years using a binary logistic regression model. This likelihood was associated with landowner attitudes towards wildfires, forest landownership and socioeconomic characteristics, and forest location attributes. Approximately 30% of landowners were likely to implement a fuel reduction treatment and a majority were interested in treating pine plantations. Management of undesired vegetation, promotion of tree growth, wildlife habitat improvements and reduction of wildfire severity were primary motivations for implementing treatments. Past implementation of fuel reduction treatments, previous wildfire experiences, concern about wildfire-related property damage, familiarity with wildfire prevention programs, ecosystem service maintenance as an ownership objective, forest land area owned and implementation of fuel treatments by neighbouring landowners were positively associated with the likelihood of fuel reduction treatments. Findings will be helpful in developing more effective programs encouraging landowners to regularly treat hazardous fuels in their forests.

Financial Effects of the 2017 Tax Cuts and Jobs Act on Nonindustrial Private Forest Landowners: A Comparative Study for 10 Southern States of the United States

Abstract Changes in tax codes applicable to timberland investments can affect tax treatment of timber revenues and expenses. The 2017 Tax Cuts and Jobs Act (TCJA) is regarded as the most expansive overhaul of tax codes in the United States since 1986; however, our understanding of its effects on timberland investments for family forest owners has yet to be explored. Using the discounted cash-flow method, we estimated and compared effects of TCJA on land expectation value (LEV) and net tax from managing timberland for two classifications of median-income family forest owners in 10 southern states. Results showed a decrease in LEV and net tax for both material participants and investors, with a greater effect on landowners managing timberland as investments. Thus, owning timberland can become less beneficial under the current law for median-income family forest landowners. Study Implications: Family forests occupy a large portion of the total forest area in the United States and provide various goods and services to society. Taxes and tax policies are regarded as important issues for these landowners because policies could ultimately influence timberland investment, ownership structure, and management activities. After the 2017 tax reform, landowners became concerned about the effect of the new act on profitability and financial return from timberland investment. Here, we attempt to provide a better understanding of tax effects by estimating change in net benefit of owning and managing timberland under the current law compared with the previous law in 10 southern states. For policymakers, this study can provide insight into the importance of considering unique characteristics of timberland investment during the tax policy design and evaluation process. For landowners, this study can facilitate the timberland investment decisionmaking process and serve as a guide to the effects of the new tax rules on returns.
