Between co‐optation and emancipation: Chinese women's NGOs and power shifts at the United Nations

AbstractRecent scholarship on China at the United Nations (UN) considers whether there has been a discernible shift in power in China's favour. However, existing analyses predominantly focus on state actors and UN entities, whereas non‐state actors, such as non‐governmental organisations (NGOs), are largely neglected. This article examines the participation of Chinese NGOs in the UN, contributing to the analysis of China's evolving position in global politics. Through the contextualised examination of Chinese women's NGOs' engagement with the UN over the past three decades, the argument contends that there are different types of Chinese NGOs operating in hierarchical and shifting political settings. Despite the Chinese state's attempts to co‐opt NGOs to strengthen its multilateral power base, it is oversimplified to perceive the engagement of Chinese NGOs at the UN as merely serving the interests of the state. Instead, Chinese NGOs play multifaceted roles that are shaped by their relationship with the state, as they deploy different strategies to navigate political space both at the UN and domestically. Although the Chinese government continues to dominate state‐NGO relations, at the UN and elsewhere, there are a few instances where UN fora have provided Chinese NGOs with precarious but increased room for manoeuvre vis‐à‐vis the state.

Dissecting Stakeholder Participation in UN Human Rights Treaty Body Activities with Normative and Empirical Approaches: A Comparison of NGO and NHRI Participation

Abstract By addressing the question “Are the roles and values of stakeholder participation qualitatively different for non-governmental organizations (NGOs) and national human rights institutions (NHRIs), and if so, how?” this article dissects stakeholder participation in UN human rights treaty body activities. First, it normatively posits that stakeholder participation in treaty body activities carries three values, which weigh differently based on the actor and the treaty body activity concerned: facilitating “bounded” national deliberations, promoting international deliberations on human rights treaty standards, and supplementing the treaty bodies’ fact-finding capacity. It offers concrete normative guidance for treaty bodies on their engagement with NGO and NHRI participation to maximize the benefits of these values. It then empirically analyzes their current practice in light of the above-mentioned normative guidance. This article contributes, first, to the theorization of stakeholder participation in treaty body activities, which has been discussed but only in generalized or fragmented ways in previous studies. Second, it supports the effectiveness and legitimacy of treaty bodies by endorsing their practice that is consistent with the guidance and finding space for improvement. Finally, it provides a rationale for establishing and strengthening NHRIs by showing that NHRI participation has unique roles distinct from those of NGOs.

The role of NGOs in climate policies: The case of Tunisia

In this study, we examine the influential role of non-governmental organizations (NGOs) in shaping climate policy in Tunisia. Tunisia is a critical front in the global green transition. Our findings highlight how improved working conditions significantly increase NGO participation in climate initiatives, underscoring the value of a supportive operating environment. Growing professionalism within NGOs is particularly influencing strategic development in areas such as the Resilience 2050 and Low Carbon Economy 2050 programs. The interplay between NGOs and government agencies emerges as a transformative factor; exclusion from policymaking processes can lead some NGOs to intensify their climate action, while collaboration with governments and access to international funding generally strengthen NGOs’ commitment to broader climate agendas. We also explore the influence of resource constraints on NGOs’ ability to multitask, and the link between financial stability and political engagement. Our study highlights the importance of fostering robust NGO-government partnerships that balance local insights with global perspectives for effective climate action, and points to the need for such collaborations to support Tunisia's green transition within the broader context of global climate governance.

NGOs and Global Business Regulation of Transnational Alcohol and Ultra-Processed Food Industries

Abstract The intensification of efforts by state and nonstate actors to address issues affecting global health has produced a patchwork of transnational regulatory governance. Within this field, nongovernmental organizations (NGOs) are expected to perform authoritative roles in holding business actors to account and enhance the democratic legitimacy of institutions via their participation in governance processes. While there exists a large body of conceptual and empirical research on global business regulation and private authority, we surprisingly know little about the governance functions of NGOs engaged in influencing the practices of corporations that produce health-harming commodities. This knowledge gap is especially pronounced in the issue area of noncommunicable diseases. This article begins to address this gap by mapping the networks of NGOs that engage in regulatory activities (rule-setting, monitoring, and enforcement) related to the (ultra)processed food and alcohol industries. We identify the networks of NGOs involved in global policy making across health, regulatory standards, and multistakeholder initiatives using nonstate actor submissions to consultations held by World Health Organization, UN Codex Alimentarius Commission (Codex), and the UN Global Compact. This paper examines NGO governance functions and their patterns of engagement and participation across institutional spheres. Overall, the article makes a twofold contribution to existing debates. First, we identify the governance functions through which NGOs attempt to hold corporations to account, contrasting their “watchdog” function with other governance functions. Second, we examine the representation of NGOs, highlighting asymmetries in participation of NGOs in the Global North and South.

Combating Poverty and Social Inequality in 2023 a Global Imperative for Equitable Development and Social Justice


 In the last decade, poverty and social inequality have become increasingly pressing global challenges, exacerbated by the impact of the global economy, climate change, and the digital revolution. Rising inequality and unequal distribution of wealth not only hinder economic growth but also give rise to social and political instability. The fight against this problem requires a deep understanding of its causal factors and impact on global development. This research aims to analyze the factors that cause poverty and social inequality and their impact on global development, with a focus on solutions to overcome these problems. The research methodology uses a descriptive qualitative approach, with data obtained from relevant literature studies and in-depth analysis of the phenomenon. Data was collected from previous research results and processed through qualitative analysis to build a comprehensive understanding. The research results show that global economic factors, climate change, technology, public policy, and socio-cultural factors are the main causes of poverty and inequality. Its impact on global development includes stunting economic growth, social instability, and reduced access to health and education services. This research also finds that the solution to this problem requires international cooperation, innovative policies from governments, active contributions from the private sector, and the participation of non-governmental organizations. A multidisciplinary and participatory approach, as well as the use of technology and innovation, is needed to create sustainable solutions. Overall, this research provides new insights into strategies for achieving more inclusive and equitable development amidst current global challenges.

Exploring the dimensions of NGO donor‐based brand equity: A literature review

AbstractThe increasing participation of nongovernmental organizations (NGOs) in addressing developmental issues has resulted in a surge of NGOs globally and, consequently, intensified the competition among them for donations. NGOs, a type of nonprofit organization (NPO), have a distinctive characteristic: promoting a particular cause, which often pertains to social and political issues in an international context. The enhanced brand equity of NGOs can result in increased donor attraction, leading to a rise in both their amount of donations and donor loyalty. Conceptualizations of NGO brand equity, however, are scarce. This study thus critically reviews the current literature on NPO brand equity and proposes some guidelines for future, distinctive donor‐based brand equity models for NGOs. Our results also have important managerial implications for NGOs, highlighting relevant aspects in the brand equity building process that suggest future lines of research.

Providing a model for financing the treatment costs during biological crises using the fiscal space development approach

BackgroundExpanding fiscal space for health can be defined as providing additional budgetary resources for health, which is highly important during biological crises. This study aimed to provide a model for financing the treatment costs during biological crises using the development of the fiscal space approach.MethodsThis study employed a descriptive mixed-method design, consisting of three stages. In the first stage, a systematic review of relevant literature was conducted using multiple databases, including Scopus, PubMed, and Google Scholar. A total of 45 studies that met the inclusion criteria were selected. In the second stage, a panel of 14 experts identified five primary and 32 secondary strategies using an open questionnaire. Any additional strategies not identified during the literature review were added if a consensus was reached by experts. In the final stage, the Best Worst Method (BWM) was used to prioritize the identified strategies and sub-strategies based on their feasibility, effectiveness, quick yield, and fairness.ResultsFive strategies and fifty sub-strategies were identified. The most important strategies were the increase in health sector-specific resources (0.3889), increase in efficiency of health expenditures (0.2778), structural reforms (0.1111), health sector-specific grants and foreign aid (0.1667), and conducive macroeconomic conditions (0.05556). The most important sub-strategies were establishing and increasing earmarked taxes for the health sector (0.0140), expanding Universal Health Coverage (UHC) plans (0.0103), attracting the participation of non-governmental organizations (NGOs) and charitable organizations in the health sector (0.0096), integrating basic social insurance funds (0.0934), and tax exemptions for economic activists in the health sector (0.009303) during the crisis.ConclusionThis study identified five main strategies and 50 sub-strategies for financing the treatment costs during biological crises. The most important strategies were increasing health sector-specific resources, improving efficiency of health expenditures, and implementing structural reforms. To finance health expenditures, harmful and luxury goods taxes can be increased and allocated to the health sector during crises. UHC plans should be improved and expanded, and the capacity of NGOs and charitable organizations should be better utilized during crises.

Explaining factors affecting the participation of nongovernmental organizations (NGOs) in disaster management: A systematic review.

Numerous disasters have occurred over the recent years. Moreover, there has been a considerable rise in the number of victims, injured people, and damages caused by disasters worldwide. Governments cannot meet needs alone due to the complicated nature of crises and accidents. Therefore, nongovernmental organizations (NGOs) and communities must assist the states during disasters. The present study aimed to derive the factors affecting the participation of NGOs in disaster management using a systematic review in 2022. This systematic review was done using ISI, Science Direct, Scopus, PubMed/MEDLINE, ProQuest, and Cochran Library based on the preferred reporting items for systematic reviews (PRISMA) standard from January 1, 2000 to December 31, 2021. The articles were selected based on the search keywords (population, intervention, comparison, outcome (PICO)). After studying the titles, abstracts, and full texts of the articles, the factors affecting the participation of NGOs in disaster management were derived. The final assessment was done on 13 articles. Cooperation and coordination with other organizations, education, communication between NGOs, social empowerment, access to adequate references, and flexibility were the criteria with the highest frequency. As multiple NGOs take part in responding to disasters and performing relief operations, establishing a unified command and supervision system for effective coordination and collaborations among NGOs and other stakeholders is highly suggested. Further research is needed to develop a -measurement tool for assessing the effectiveness of NGOs' activities during disasters.

Participation of Organizations and Local Communities in Access to Universal Basic Education in South-West Nigeria

This study investigates the participation of organizations and local communities in access to Universal Basic Education in South-West, Nigeria. Two hypotheses were formulated to guide the study. Descriptive research of survey type was used. The population comprised all primary school teachers in South-West, Nigeria. The sample comprised 1,920 teachers selected from the States of Lagos, Ogun and Oyo. Fee-free Policy Impact of Universal Basic Education Descriptive Questionnaire (FPIUBEDQ) was adopted for data collection. Simple Linear Regression Analysis was used to analyze the data gathered. The obtained results reveal that the participation of non-governmental organizations and local communities had a significant positive impact on access to Universal to Universal Basic Education and the provision of materials had a significant positive impact on Universal Basic Education. It was therefore recommended that government should form a realistic view of the collaborative/partnership approach adopted to complement the funding of Universal Basic Education.

System dynamic modeling of the NGO post-disaster relief contribution in the 2021 Henan flood in China

As post-disaster relief (PDR) is vital to disaster recovery, there has been increasing research into and government focuses on the PDR role of non-governmental organizations (NGOs). However, few studies have quantitatively examined NGO PDR quality. Taking the 2021 Henan flood in China as an example, this study used system dynamics modeling and simulations to conduct a quantitative analysis of NGO PDR participation. The simulation analysis found that NGO participation reduced the death toll by about 24%, and the structural optimization revealed that NGO efforts could reduce the death toll by more than 29%. Through an analysis of the NGO rescue elasticity curve, this paper identified the optimum proportion for NGO PDR participation. Recommendations for NGO PDR participation are provided as well.

Foreign agents or agents of justice? Private foundations, backlash against non-governmental organizations, and international human rights litigation

AbstractThe premise of Russia's 2012 “Foreign Agents” Law, one of the first such laws restricting foreign funding for non-governmental organizations (NGOs), is that foreign monies equal foreign agendas. Since then, over 50 countries have adopted similar laws using a similar justification. This paper interrogates this claim of foreign donor influence through examining legal mobilization by human rights NGOs at the European Court of Human Rights (ECtHR). We track donor support for litigation by providing an overview of all foundation grant flows relating to strategic litigation for 2013–2014, and then matching the granting activities of two major U.S. foundations over 14 years to human rights NGO participation in cases before the ECtHR. Further, through case studies of Russian NGOs, we assess the causal role that donor support has played in facilitating their increased involvement in ECtHR litigation. The combined analysis indicates broad patterns of private foundation support to litigating NGOs, but uncovers no evidence that foreign donors were “pushing” NGOs toward litigation as a strategy, but instead more evidence suggesting that NGOs convinced donors to support human rights litigation. Despite the inaccuracy of the justification underpinning Russia's foreign agent law, the law threatens the survival of human rights organizations.

Facilitators of improving the function of nongovernmental organizations (NGOs) in Iran's health system.

Iranian health nongovernmental organizations (NGOs) could play a variety of roles at many levels of Iran's health system, but their participation in the health sector is far from ideal. Therefore, this study was conducted to identify practical solutions for increasing the role and function of NGOs in the Iranian health system. This qualitative study was conducted between 2020 and 2021 in Tehran, Iran. The data for this study were gathered through 32 in-depth semi-structured interviews with 11 managers from the Ministry of Health as well as from Iran and Tehran universities of medical sciences and 21 Chief executive officers and directors of health NGOs. Data were analyzed by the content analysis approach using the MAXQDA 10 software. The facilitators for expanding the function and roles of NGOs in Iran's health system are classified into two groups of legal and structural mechanisms. "The existence of mandatory laws," "government support for NGOs," "the formulation of standard strategic planning and goals," "the establishment of a database and a network of NGOs," and "the establishment of independent organizational units as the connectors and coordinators of NGOs' affairs in the public sector" are the critical facilitators for the improvement of NGOs' roles in Iran's health system. According to the findings of this study, only limited measures and efforts have been made to improve NGOs' roles and participation in the Iranian health system; at the same time, NGOs' participation in the health sector is far from ideal. Iranian health NGOs are at the beginning of this route, and they would inevitably require various legislative and structural mechanisms to succeed.

Peacebuilding in Politically Challenging Environments: How Do Local Peacebuilders Navigate Muddy Waters in the South Caucasus?

Abstract With the global proliferation of the liberal peace agenda, there has been an increase in attention to the participation of non-governmental organizations (NGO s) in the development and support of national peace agendas. However, with the rise of authoritarian states around the world, and the closing of civic spaces, NGO s have become constrained and limited in their actions. We often see autocratic and repressive regimes not welcoming the implementation of any initiatives that fall outside the scope of their official negotiation platforms, and therefore, limiting the participation of their citizens in unofficial peacebuilding initiatives. Through the application of the authoritarian conflict management framework, this article discusses the challenges of carrying out peacebuilding work in such non-permissive environments in the context of the South Caucasus and points out ways that local peacebuilding organizations and peace activists work around these restrictions to negotiate the reconciliation space that they are attempting to create.

Study on the participation of non-governmental organizations (NGOs) in local governance in Vietnam

The article presents an analysis of the real participation of Vietnamese non-governmental organizations (NGOs) in local government and their interaction with authorities. Particular attention is paid to such areas as access to information, political initiatives, public criticism, public control, self-government, volunteer movement, etc. In the course of the study, the author conducted a sociological survey, the results of which indicate the strengthening of the role of NGOs in local government. The article also notes shortcomings in the work of local authorities in cooperation with NGOs, gives recommendations for improving this activity in the conditions of the modern model of public administration.

Understanding the Complexities of Sarawak Women’s Social Participation in Non-Governmental Organizations

Objective - The purpose of this study is to gain an understanding of the issues that prevent women from socially participating in NGOs. Methodology/Technique – Qualitative research using in-depth interviews was used to collect relevant data. The findings were analyzed using a thematic analysis approach and discussed within the theoretical framework of social participation. In response to the nature of women’s social participation in Sarawak, the researchers highlighted long, critical answers and discussions by 36 selected participants from various NGOs in Sarawak. Finding –There were four difficulties for Sarawak women’s social participation in NGOs identified in this study. The factors were practical deterrents, a psychological barrier, discrimination and prejudice, and lack of resources. The impeding factors which were grouped in these four categories comprised 16 factors. This study hoped to help the stakeholders develop different strategies for assisting women to be more aware and active in a civil-based society. Novelty –The study highlighted the complex factors of Sarawak women’s social participation in NGOs. These factors show different perspectives on the subject investigation in Sarawak, Malaysia. Furthermore, the adapted qualitative method conducted in this paper is further discussed regarding the complex factors of Sarawak women’s social participation in NGOs. There are many studies conducted exploring political participation. However, studies on social participation that focused on NGOs that are not politically based are very low. Interventions to increase participation of NGOs in preventive care: A scoping review.

Background and AimsNongovernmental organizations (NGOs) have enormous potential to effectively prevent and manage diseases; however, little research is available on interventions used to improve NGOs' participation in this area. A scoping review was conducted to identify options proposed or implemented to improve the participation of the NGOs in preventive care.MethodsPubmed, Web of Science, and ProQuest were extensively searched. Google Scholar was also searched to find potential studies related to the subject. Relevant keywords were used in the English language. The reference list of relevant studies was also scanned. Studies were screened with defined inclusion and exclusion criteria. Relevant data were then extracted. Two individuals independently screened and extracted studies. The interventions implemented or proposed to promote the participation of the NGOs in the implementation of preventive interventions were deductively identified and classified.ResultsEighteen articles were included in our review. We identified 31 interventions and categorized them into 11 strategies, including (1) building strong collaboration among NGOs and with governments; (2) expanding networks and sustained relations among NGOs; (3) evaluating the NGOs' performance; (4) increasing intersectoral collaboration; (5) advocating for the role of NGOs; (6) supporting NGOs from the side of government; (7) empowering the abilities and capabilities of NGOs; (8) defining the precise roles and responsibilities of the parties; (9) strengthening the health system governance; (10) increasing the health literacy of the community; and (11) developing required regulations, rules, and policies. None of the interventions identified had evidence of its effectiveness.ConclusionThe current evidence on effective interventions to strengthen NGOs' participation in implementing health care is scanty. It means there is an information gap in the effect of interventions to improve NGOs' participation in health.

Challenges and Barriers to the Participation of Non-Governmental Organizations (NGOs) in Flood Management: A Qualitative Study from Iran.

Floods are one of Iran's most important natural hazards, which cause a lot of damage every year. Various organizations, including non-governmental organizations (NGOs), participate in flood management. The present study aimed to explore the challenges and barriers of NGOs' participation in the management of the flooding in Iran based on stakeholders' experiences. This qualitative study is a case study that was conducted using the content analysis approach. Fifteen participants, including 3 national managers, 2 volunteers active in responding to recent floods, and 10 NGO managers/secretaries who had the knowledge or operational experience of participating in disaster management, were approached for interviews. Data were collected using a purposeful sampling method and continued until reaching data saturation. Challenges and barriers to NGOs' participation in flood management were categorized into 4 main categories and 14 subcategories, including policy-making challenges, managerial challenges, executive challenges, and socio-cultural challenges. As multiple NGOs take part in responding to disasters and performing relief operations, establishing a unified command and supervision system for effective coordination and collaborations among NGOs and other stakeholders is highly suggested. Further research is needed to develop a measurement tool for assessing the effectiveness of NGOs' activities during disasters.

Common Fisheries Policy of the EU through the Lens of Multi-Level Governance Framework

The fishery sector has a unique position within the European Union regulatory system. Being in the joint competence of supranational and national authorities, it has a complex transnational nature, characterized by an active participation of non-governmental organizations and associations, as well as a number of coordinating international authorities. Additionally, the fishery is of particular importance for nation states since it is linked to issues of sovereignty and social stability. The paper examines possible applications of the multi-level governance (MLG) theory to the study of the EU’s Common Fisheries Policy (CFP), its history, current state and prospects for development. The first section outlines the key provisions of the MLG theory and describes its general applicability to the study of the EU institutions. In order to provide a better understanding of strengths and weaknesses of the MLG theory, the author compares it to a number of related approaches traditionally used in integration studies in general and the European integration studies in particular. The author concludes that the multi-level governance framework is particularly suitable to the study of complex regulatory processes that involve different actors, like in the case of the EU CFP. Such an approach allows the author to identify certain specifics of the EU political practices in this area of regulation. For example, the author highlights a clear desire of the supranational bodies to acquire additional competences and to bring about redistribution of power in their favor through mobilizing the support of sub-national actors and think-tanks and at the expense of national actors. However, the author concludes that in order to provide a truly comprehensive understanding of the EU CFP, the traditional focus of the MLG approach should be expanded to encompass yet another level of analysis — the global one.

A Measurement Model for Stakeholders’ Participation in Urban Housing Development for Lusaka: A Neo-Liberal Perspective

Development of urban housing requires participation of various stakeholders, from the state, private sector, and community to the civil society organizations. Cognizant of that fact, this research sought to establish the measurement model for stakeholders’ participation in an urban housing development from the neo-liberal perspective. The study employed a quantitative approach, in which a structured questionnaire containing 25 indicator variables identified from literature was administered to a total of 214 respondents drawn from key institutions involved in housing development and planning in Lusaka, Zambia. Data collected were analyzed through exploratory factor analysis (EFA) as well as confirmatory factor analysis (CFA), with goodness-of-fit based on a two-index strategy used in determining model acceptability. Results revealed that stakeholders’ participation is defined by seven variables, namely: private sector participation in the provision of affordable housing finance; private sector participation through construction of rent-to-buy housing; private sector participation through partnering in the provision of basic services; community participation in the develop of housing programs; the state facilitating access to affordable housing finance; the state stimulating private sector involvement in affordable housing provision; non-governmental organizations participation by coordinating the communities. The study outlines roles of various actors in housing development from a developing country’s perspective.

Participation of nongovernmental organizations in Iran's health-care system: challenges and suggestions for improvement

PurposeNongovernmental organizations (NGOs) play a critical role in modern health-care systems complementing state organizations. The purpose of this paper is to investigate the challenges of NGOs' participation in Iran's health-care system.Design/methodology/approachThis qualitative study was conducted in 2020. Data were collected through semi-structured interviews with 26 participants: 11 managers and experts at the office of NGOs in the Ministry of Health (MOH) and universities of medical sciences and 15 chief executive officers (CEOs) of health-related NGOs in Tehran, Iran. The participants were chosen using the non-probabilistic approach of purposive sampling with maximum variation. Data analysis was performed using the thematic analysis method and MAXQDA 10 software.FindingsChallenges of NGOs' participation in Iran's health-care system are categorized into external and internal challenges. Financial issues, the process of getting permissions, lack of trust in NGOs, weak relationships with the public sector and lack of law are identified as main challenges. Building trust in NGOs, passing the NGOs' law, making people more familiar with NGOs and capacity development are the most important measures that improve the role of NGOs and resolve barriers to their participation in Iran's health-care system.Originality/valueIn this study, for the first time, the challenges of NGOs' participation in Iran's health-care system are investigated by examining the views of both the public sector and NGOs. Improving the participation of NGOs in the health-care system provides Iran's MOH with the opportunity to make use of the NGOs' capacities to eliminate public health issues.
