A ship navigation information service system for the Arctic Northeast Passage using 3D GIS based on big Earth data

ABSTRACT Research on Arctic passages has mainly focused on navigation policies, sea ice extraction models, and navigation of Arctic sea routes. It is difficult to quantitatively address the specific problems encountered by ships sailing in the Arctic in real time through traditional manual approaches. Additionally, existing sea ice information service systems focus on data sharing and lack online calculation and analysis capabilities, making it difficult for decision-makers to derive valuable information from massive amounts of data. To improve navigation analysis through intelligent information service, we built an advanced Ship Navigation Information Service System (SNISS) using a 3D geographic information system (GIS) based on big Earth data. The SNISS includes two main features: (1) heuristic algorithms were developed to identify the optimal navigation route of the Arctic Northeast Passage (NEP) from a macroscale perspective for the past 10 years to the next 100 years, and (2) for key sea straits along the NEP, online local sea-ice images can be retrieved to provide a fully automatic sea ice data processing workflow, solving the problems of poor flexibility and low availability of real sea ice remote sensing data extraction. This work can potentially enhance the safety of shipping navigation along the NEP.

With the rapid development of the global satellite navigation system, navigation information services have been widely applied in various industries. Facing with the rapid exponential growth in the amount of navigation information services data, traditional data management mode merged a series of questions such as reducing storage efficiency, long query retrieval time and lacking intelligent data analysis methods, which has been unable to fully meet the satellite navigation services needs of the application. According to the existing problems of COMPASS satellite navigation system data management mode, the performance enhancement technology of COMPASS navigation information services based on COMPASS navigation big data was studied and proposed in this paper. The experiment results show that the data storage efficiency can be increased by more than 2.5 times and the user query latency can be reduced by about 90% through using big data technology in this paper, which has preliminary data intelligence analysis capabilities.

AIS 기반의 항로표지 통신망 서비스 설계 및 실험

오늘날과 같이 해상 교통량이 많은 상황에서는 선박의 안전운항을 위해 항로표지의 역할이 더욱 중요해지고 있다. 국제항로표지협회에서는 항로표지 통신시스템의 체계화된 기능 및 서비스기반에 관한 국제표준화를 추진하고 있다. 본 논문에서는 e-NAV에 대비한 항로표지 통합 관리 및 관련정보의 서비스를 위해 항로표지 정보 서비스 통신망을 설계하고 실험한다. AIS 기반의 항로표지 통신망은 외부 정보 수집과 실험을 위해 AIS AtoN과 합성(Synthetic) 및 가상(Virtual)을 포함하여 설계했다. 시스템 내부적으로는 AIS와 WCDMA 등의 무선망을 연동하는 복합구조의 통신망을 구성했다. 육상의 통신을 연계한 항로표지 정보 서비스 통신망을 통해 국제표준에 부합되는 AIS 기반 항로표지 정보를 제공할 수 있다. As AIS AtoN has worked an essential role for aids to navigation, the World-wide IALA-Net has announced plans to build the system. Systematic beacon network may offer opportunities to make an infrastructure for information service and upgrade AtoN service performance. This paper proposes Aids to Navigation information service network for e-NAV. Network based on AIS is consist of AIS AtoN channels as Real, Synthetic or Virtual AIS AtoN. And inner network is consist of Wireless networks as AIS, WCDMA, WIFI, WIBRO, USN or VSAT. Introducing of various network systems can lead to combine and design aomong land, beacon and service network infrastructures.

The Channel Navigation Information Service

The recent history and background of the Channel Navigation Information Service (CNIS) have been well documented in this journal by my illustrious forebears, Captain Richard Emden and Commander James Neill. Whilst this paper describes some of the changes in the service since those papers were published, it may be appropriate to review the key events in the introduction of what was once a unique initiative, and remind the reader of the operational doctrine and philosophy of the system.

The Channel Navigation Information Service for the Dover Strait

The history of the first 10 years of the Channel Navigation Information Service (CNIS) from its inception in 1972 has been well-documented in Captain Richard Emden's three papers published in the Journal of the Royal Institute of Navigation. While the purpose of this paper is to discuss the period of consolidation following these first 10 years, it is perhaps appropriate to set out briefly the factors leading up to the introduction of CNIS in the Dover Strait, the operating philosophy and some of the major milestones along the way.

The Channel Navigation Information Service

Since its inception in 1972 progress of the Channel Navigation Information Service (CNIS) has twice been described in the Journal. The tenth anniversary of the first broadcast bulletin of information occurred on 31 July 1982, and it is perhaps appropriate to review and bring up to date the major milestones in the history of the Service and to review the safety of navigation in the Dover Strait.It will be recalled that, following the multiple collision off the Varne in 1971 and bearing in mind previous major disasters – Torrey Canyon, Pacific Glory, etc. – the Department of Trade concluded that a voluntary Traffic Separation Scheme (TSS), without surveillance and without a coordinating information service, was inadequate for the dense and complex maritime traffic problems of the Dover Strait. Thus was born the Dover Strait Information Service, now CNIS, under the aegis of HM Coastguard, and located on the upper floor of an old Port War Signal Station at Leathercote Point, St Margaret's Bay. The Decca Marine Radar Company installed a simple harbour radar and its associated display towards the end of 1971 and Coastguard evolved the essential elements of what remains to this day a half-hourly bulletin, broadcast on vhf/rt Channel 10. In low visibility intermediate broadcasts are given, based on actual visibilities reported from sea.In August 1973 the French authorities installed a similar system at Cap Gris Nez and a very close co-ordination, vital from the mariner's point of view, developed.

The Recent Casualty Record in the Dover Strait

In the first six months of 1979 there were six collisions in the area of the Dover Strait (extending from the Greenwich meridian to 2° 30′ E and from 50° 30′ N to 51° 30′ N) that involved at least one vessel of 500 grt or more. (Two further collisions took place during the next four months.) Collisions have not occurred in these waters at a rate of one a month since 1969. Yet since then there have been several notable changes that should have led to greater safety. The IMCO traffic separation scheme has been made compulsory for ships of all nations through the coming into force of the new Collision Regulations on 15 July 1977. Secondly, the Channel Navigation Information Service was established in England in 1972, and it and its counterpart in France have been monitoring the traffic by radar and making regular broadcasts for more than five years. Finally, traffic discipline has steadily improved, as measured by the number of ‘rogue’ vessels that are held to contravene the routing scheme (Fig. 1).To decide whether this spate of collisions represents a marked deterioration in navigational standards it is necessary to do rather more than merely count occurrences (Fig. 2). In the first place, any evaluation must take account of the amount of damage to the ships involved and to the environment, and of deaths and injuries to personnel.

Systems Engineering Aspects of the Proposed Channel Navigation Information Service

This paper, by the head and the deputy head of the Civil Marine Navigational Aids Division of the Admiralty Surface Weapons Establishment, deals with certain problems relating to the proposed Channel Navigation Information Service, including radar coverage, the transmission of information, computer assistance and information display. The paper was read at a meeting of the Institute held in London on 30 January 1974 with the President in the Chair.Much of the background to marine traffic problems in the Dover Strait has already been discussed in previous issues of this Journal. It was decided in 1971 that some radar surveillance of the area would be appropriate. The first steps were taken when a radar trial was conducted by A.S.W.E. in the St. Margaret's Bay area near Dover in 1971. As a result of these trials the Coastguard station at St. Margaret's was fitted with a standard marine radar as an interim solution.
