Risk assessment of soil and wheat pollution by heavy metals around Zanjan cement factory, Northwest Iran

ABSTRACT This study aimed to evaluate the extent of the risk of lead (Pb) and cadmium (Cd) in the soil and wheat plants grown around the Zanjan cement factory in Northwest Iran and to assess the accuracy of soil regulatory standards in reflecting the potential risk of these pollutants. A total of 73 surface (0–20 cm) soil samples and 31 wheat plant samples were collected and analyzed for their Pb and Cd contents. Statistical analyses revealed that the soil Pb and Cd concentrations varied from 1.2 to 240.0 milligram per kilogram (mg kg−1) and below the detection limit to 27.5 mg kg−1, respectively. Additionally, the wheat grain content of these metallic pollutants ranged from below the detection limit to 3.5 and 1.6 mg kg−1, respectively, indicating that certain wheat samples were polluted with Pb, Cd, or both. Spatial analyses highlighted the significant role of the cement factory in spreading substantial amounts of HMs into the soil. By comparing the soil Pb and Cd total concentrations to their respective national regulatory standards, it was observed that 26.3% and 37.2% of the study area, respectively, were classified as polluted. Integrating the interpolated maps of soil Pb and Cd concentrations and identifying sites in which at least one pollutant exceeded its regulatory standard showed that a greater proportion of the area (42.3%) should be considered polluted. Finally, after accounting for sites in which either the soil was polluted and/or wheat grain content of Pb or Cd exceeded the threshold value of 0.2 mg kg−1, 67.4% of the area was classified as polluted. The findings suggest that thematic maps prepared for individual pollutants are inadequate for pinpointing the potential risk of soil pollution with HMs. Therefore, it is crucial to consider both the soil and plant aspects when assessing the risk of HM pollution in agricultural lands.

Assessment of biogas and syngas production from sugarcane vinasse: A sustainable alternative for the production of renewable fuels

AbstractThe increasing demand for renewable energy sources as a substitute for fossil fuels has driven researchers to develop sustainable processes for biomass energy reuse in biofuel production. Based on this premise, the present study aimed to simulate the production process of synthesis gas (syngas) from vinasse, a by‐product of the sugar and alcohol industry, highlighting the applicability of this gas in transitioning toward a more renewable and sustainable energy future. The simulation was conducted in four distinct stages using the Aspen HYSYS® software. The first stage involved obtaining hydrated ethanol from sugarcane juice, followed by anaerobic digestion of vinasse to produce biogas. The third stage involved purifying the biogas to obtain biomethane. Finally, the simulation of steam methane reforming was performed to generate syngas. The modeling and simulation results demonstrated the feasibility of the process, as it generated 20.68 Nm3 of biogas (~55% vol CH4 and 45% vol CO2) per 1 Nm3 of vinasse, corresponding to 11.66 Nm3 of biomethane (~96.5% mol CH4), which aligns with national regulatory standards and the literature presented. Regarding syngas, both evaluated configurations yielded satisfactory results. The first configuration resulted in syngas with an H2/CO molar ratio of three, making it a viable source of pure hydrogen and a raw material for biofuel production, such as dimethyl ether and methanol. The second configuration, with an H2/CO molar ratio of two, holds great potential for its application in the synthesis of liquid fuels (Fischer‐Tropsch), serving as a direct substitute for gasoline, diesel, and jet fuel.

Improving patient safety governance andsystems through learning from successes andfailures: qualitative surveys andinterviews with international experts.

Patient harm is a leading cause of global disease burden with considerable morbidity, mortality, and economic impacts for individuals, families, and wider society. Large bodies of evidence exist for strategies to improve safety and reduce harm. However, it is not clear which patient safety issues are being addressed globally, and which factors are the most (or least) important contributors to patient safety improvements. We aimed to explore the perspectives of international patient safety experts to identify: (1) the nature and range of patient safety issues being addressed, and (2) aspects of patient safety governance and systems that are perceived to provide value (or not) in improving patient outcomes. English-speaking Fellows and Experts of the International Society for Quality in Healthcare participated in a web-based survey and in-depth semistructured interview, discussing their experience in implementing interventions to improve patient safety. Data collection focused on understanding the elements of patient safety governance that influence outcomes. Demographic survey data were analysed descriptively. Qualitative data were coded, analysed thematically (inductive approach), and mapped deductively to the System-Theoretic Accident Model and Processes framework. Findings are presented as themes and a patient safety governance model. The study was approved by the University of South Australia Human Research Ethics Committee. Twenty-seven experts (59% female) participated. Most hailed from Africa (n = 6, 22%), Australasia, and the Middle East (n = 5, 19% each). The majority were employed in hospital settings (n = 23, 85%), and reported blended experience across healthcare improvement (89%), accreditation (76%), organizational operations (64%), and policy (60%). The number and range of patient safety issues within our sample varied widely with 14 topics being addressed. Thematically, 532 textual segments were grouped into 90 codes (n = 44 barriers, n = 46 facilitators) and used to identify and arrange key patient safety governance actors and factors as a 'system' within the System-Theoretic Accident Model and Processes framework. Four themes for improved patient safety governance were identified: (1) 'safety culture' in healthcare organizations, (2) 'policies and procedures' to investigate, implement, and demonstrate impact from patient safety initiatives, (3) 'supporting staff' to upskill and share learnings, and (4) 'patient engagement, experiences, and expectations'. For sustainable patient safety governance, experts highlighted the importance of safety culture in healthcare organizations, national patient safety policies and regulatory standards, continuing education for staff, and meaningful patient engagement approaches. Our proposed 'patient safety governance model' provides policymakers and researchers with a framework to develop data-driven patient safety policy.

ANALISIS KETERJANGKAUAN DAN POLA SEBARAN SMA/SMK/MA NEGERI DI KABUPATEN TANGERANG MENGUNAKAN NEAREST NEIGHBOR ANALYSIS

The development of educational facilities in an area must be considered optimally in accordance with national regulatory standards so that it makes it easier for the community to access these facilities. This study aims to understand and describe affordability, the distribution pattern of location points for SMA/SMK/MA Negeri in Tangerang Regency and to find out the relationship between the population aged 15-19 years for each sub-district in Tangerang Regency using a quantitative descriptive research method with a spatial approach. The affordability analysis resulted in 76.05% of residential areas not being reached, with a random pattern of location points and no correlation between the location points of State SMA/SMK/MA and the population aged 15-19 years with a correlation index value of 0.106.

The role of regulatory zones in mitigating the consequences of nuclear accidents

This paper addresses the New Alamein City and its proximity to El Dabaa nuclear power plant. It is mainly concerned with the 32 km radius of low population zone around the plant. It questions the erection of the new city and its future extension and their proximity to El Dabaa plant because nuclear safety regulations require the presence of a low population zone (100–194 inhabitants/square kilometer) around nuclear power plants. International and national regulatory standards have been revised for this purpose. Egyptian regulations for population are derived from the IAEA guides, the USNRC regulation and the Russian regulations regarding population protection zones around nuclear power plants. The research is status defining and data based, and the methodology used is the analysis of maps and documents, measurements and calculations. Data about the New Alamein City are reviewed and distances between El Dabaa nuclear power plant and the new city are measured in Google maps. Population numbers are collected, estimated, and areas and densities are calculated. Wind directions from the plant in the direction of the city are outlined. The distance between the Dabaa site and the west border of New Alamein City is 27.4kms, 4.6 km inside the recommended 32kms radius of low population zone around the plant. The intersection between that part of the city and the low population zone covers an area of 16.4 sq km. The population density of that part is 9900 inhabitants/sq km, which means that around 162,630 inhabitants may inhabit that area. The downwind from the plant reaches the lower half of the city. Recommendations are made to reduce the population density in that part of the new city lying in the downwind of the nuclear power plant and omission of future plans of extending it to the west direction. No new areas should be populated, as the density recommended for low population zone has already been exceeded. The only extension to New Alamein City can be in the east direction away from the plant. When a site is brilliant but is near highly populated areas, feasible emergency plan is key. Yet, the process of evacuation is not an easy job as the Fukushima accident has proved, even though Japan is a highly developed country, as many elderly people have died from the evacuation and fear of it, rather than from the radiation by the accident.

Algal settling ponds contribute to final effluent quality of integrated algal pond systems for municipal sewage treatment

AbstractAppropriate wastewater technologies and sound management are crucial to global water quality and conservation. The integrated algal pond system (IAPS), considered an efficient, passive and low‐cost wastewater treatment technology for peri‐urban spaces, is perceived to yield a final effluent unsuitable for discharge. Experiments were carried out to challenge the prevailing perception that algal‐based wastewater treatment processes and in particular IAPS produce an effluent that does not always meet national and/or regional regulatory standards. Formation of a microalgal–bacterial floc (MaB‐flocs) and settleability together with biomass removal from algal settling ponds (ASPs) is shown to reduce total suspended solids (TSS) from >50 to <20 mg L−1. Thus, production of a readily settleable MaB‐floc coupled with removal of settled biomass from ASP ensures that final effluent TSS remains below the general limit of 25 mg L−1 and yields an effluent suitable for either irrigation or discharge.

Functionalized boron nitride ceramic nanofiltration membranes for semiconductor wastewater treatment

Boron nitride (BN) nanomaterials were used to enhance the separation performance of membranes due to their ability to create more nanochannels with excellent chemical stability. Two different functionalization methods, including strong acid oxidation and a tannic acid (TA)-assisted exfoliation process, were explored to introduce hydroxyl groups on BN surfaces. We also propose a novel method for the fabrication of ceramic nanofiltration (NF) membranes with optimal functionalized BN loadings on ceramic ultrafiltration (UF) membrane substrates. The functionalized BN-coated ceramic NF membrane exhibited a promising separation performance for both particulate and organic contaminants by modifying the surface chemistry of the ceramic membrane and reducing membrane pores by adding nanochannels. Compared to the performance of the ceramic UF membrane alone, filtering ceramic UF membrane permeate through the functionalized BN-coated ceramic NF membrane increased an additional rejection of 20.4% for dissolved silica and 59.8% for humic acid, respectively. Collectively, the results provide a basis for the optimization of membrane-based semiconductor wastewater treatment by creating a hybrid of the ceramic UF and NF membrane processes. In turn, our findings not only facilitate the achievement of national regulatory standards for wastewater discharge but also provide crucial insights into the transport dynamics of particulate and organic contaminants.

Personal attenuation ratings versus derated noise reduction ratings for hearing protection devices.

National and international regulatory and consensus standards setting bodies have previously proposed derating hearing protector ratings to provide a better match between ratings determined in a laboratory and the real-world measurements of attenuation for workers. The National Institute for Occupational Safety and Health has proposed a derating scheme that depends upon the type of protector. This paper examines four real-world studies where personal attenuation ratings (PARs) were measured at least twice, before and after an intervention in earplug fitting techniques. Results from these studies indicate that individualized earplug fitting training dramatically improves a worker's achieved PAR value. Additionally, derating schemes fail to accurately predict the majority of achieved PARs. Because hearing protector fit testing systems are now readily available for use in the workplace, personal attenuation ratings provide a better estimate of worker noise exposures and are able to identify those persons who need additional instruction in fitting hearing protection devices.

Assessment of Diagnostic Radiology Facilities Technical Radiation Protection Requirements in KSA

The national regulatory body in the state regulates the source of ionizing radiation such as diagnostic radiology to minimize exposure to the operators and the patients. The Saudi Food and Drug Authority (KSA-SFDA) cover all medical regulatory aspects of ionizing radiation such as diagnostic X-ray facilities for all practices and intervention requirements. The study presents an assessment and analysis of the level of technical radiation protection requirements and the status of applying the national regulatory standards for different diagnostic facilities in KSA. Based on the online scientific recent database published in the field of radiation protection regulations and dose assessment for diagnostic radiology in KSA, and from the data published by the KSA-SFDA report in 2015. About 109 diagnostic X-ray facilities were selected from 35 governorates distributed in the kingdom. More than 95% of the examined facilities were in good condition concerning the national radiological protection technical regulation. About 11.9% of the facilities had a radiation leakage or cracks in the wall of the X-ray room/entrance door of the room. 16.5% of the facilities did not have a radiation warning sign written in Arabic/English languages. About 21.9% of the operators did not use any personal radiation dosimeter such as TLD or OSL. More than 40.7% of those facilities do not keep a record of the personal dosimeter reading at their facilities. Only 11.1% of the examined facilities do not have any personal protective tools such as a lead apron or thyroid shield. About 38.2% of the examined facilities do not carry out the annual periodic maintenance for the used X-ray machines at those facilities. From the obtained results, it was concluded that the majority of the radiation protection, radiation safety requirements and physical security measures undertaken in these facilities were in good implementation of the national and international technical regulations. The study suggests a need to apply for a quality control test procedures program regularly at those facilities.

Risk Communication under Conflicting Information: The Role of Confidence in Subjective Risk Assessment

In this study, we develop a model of food consumption with a focus on the subjectively assessed risk of consumers and their degree of confidence in their risk assessment and use it to examine consumer behavior in the chaotic situation created by the Fukushima nuclear accident in 2011. The data were collected in March 2012 using a mail survey for 1300 Japanese women, the primary food purchasers. The respondents were asked to evaluate the cancer risk of eating agricultural products, which were assumed to be grown in the affected area, despite meeting national regulatory standards for radioactive materials, as a measure of their risk assessment and willingness to purchase Fukushima beef. The results show that the effect of confidence in a consumer’s risk assessment on their behavior depends on the stated risk level: when stated risk is below an estimated critical value, termed the switching point, the risk perceived by a consumer without confidence exceeds that of one with confidence. On the other hand, perceived risk is inversely related to confidence when the stated risk exceeds the switching point.

Analysis of the effectiveness of animal rabies control measures in Ukraine

The aim of the study was to evaluate the effectiveness of anti-epizootic measures to combat animal rabies, which were carried out in Ukraine in 2018–2020. Materials of official veterinary reporting, report of the Accounts Chamber of Ukraine, reports on the assessment of the risk of rabies spread among domestic, farm and wild animals, information from the EU Reference Laboratories regarding rabies and wildlife, information from the internet resource Rabies-Bulletin-Europe, European Commission reports on the implementation of national rabies eradication programs in the EU were used for the analysis. It has been found that the lack of the identification of domestic carnivores is a probable factor of incomplete coverage of rabies parenteral vaccination of dogs and cats, despite 100% implementation of anti-epizootic plans. It has been found that campaigns of oral immunization of wild carnivores against rabies were carried out once a year (in autumn), not twice a year (in spring and autumn), which had a significant negative impact on the effectiveness of this anti-epizootic measure. Despite the identified shortcomings, the result of the campaigns of oral vaccination of wild carnivores against rabies was a twice decrease of rabies cases among the target groups of animals in the period 2018–2020. Anti-epizootic measures to control rabies of animal in 2018–2020 were carried out using national regulatory standards and the organizational and technical means of the State Food and Consumer Service. Based on the results of the assessment of anti rabies measures carried out in 2018–2020, a number of regulatory, technical and organizational recommendations have been proposed. The implementation of these recommendations will make it possible to increase the effectiveness of rabies control in Ukraine

Occupational Exposure in the Working Process of Radiological Nursing in Nuclear Medicine

The objective of this study was to identify occupational exposure in the work process of nursing professionals, with radiopharmaceuticals marked with 68 Ga in a nuclear medicine service in municipality in the south of Brazil. Nursing professionals who work exclusively in the positron emission tomography/computed tomography participated in the study. The professionals were identified with the pseudonyms alpha and beta. Data collection took place through observation and prescribed documents in national and international regulatory standards, which were defined in four consecutive moments: observation of professionals during the procedure with the radionuclide 68 Ga, application of scripts related to the observed process, occupational dosimetry, and verification of the dose rate in the period from May to August 2019. Exposure increased by 20% with noted decreases in distance between the sources and radiosensitive structures (i.e., the eye lens and thyroid gland), increased exposure time, and improper use of available shielding. After evaluating the routine of nursing professionals and considering the high-energy parameters of 68 Ga, time, distance, shielding, and the high dose rate, it is suggested that the work process should be reevaluated and standardized, paying attention to critical points, as well as not having only the dosimetric reading as an evaluation parameter.

Evaluation of Sand Filter as a Non-conventional Post Treatment of Oil Refinery Wastewater: Effect of Flow Rate

This work aims to evaluate the treatment efficiency and feasibility of a sand filter as a post treatment for a primary treated effluent from activated sludge process (ASP) of oil refinery wastewater (ORWW) at different flow rates. There are several factors influencing the treatment efficiency of the used sand filter including; wastewater characteristics, sand media and flow rates. The treatment unit consists of opaque sand filter column fabricated from PVC material. It was fed by a primary treated effluent from ASP of ORWW. The average concentrations of raw ORWW for turbidity, Chemical oxygen demand (COD), Biological oxygen demand (BOD), Total suspended solids (TSS) and phenol were 419 NTU, 409 mgO2/L, 118 mgO2/L, 111 mg/L and 2 mg/L, respectively. The sand filter was operated at three different flow rates namely; 120 L/h, 240 L/h and 360 L/h. The experimental results proved that 240 L/h is the optimum flow rate. The achieved removal values at this flow rate were 79.04%, 55.82% and 63.55 for turbidity, COD and TSS, respectively. The treated permeate complies with the National Regulatory Standards for irrigation and/or safe discharge on water streams after slight disinfection.

Estimation of electric and magnetic fields in a 230 kV electrical substation using spatial interpolation techniques

This study presents the estimation of the electric and magnetic fields level inside a 400 MVA electrical substation. Located in the northeast region of Brazil, the power plant operates with 230 and 69 kV at 60 Hz frequency. The on-site measurements were performed at previously selected locations covering the whole courtyard and followed the international and national regulatory standards. The electrical and magnetic fields 2-D contour maps over the entire courtyard are presented, which allow better visualisation and analysis of the exposure levels around all equipment. By using the GoldenSurfer V.13 tool, eight interpolation methods were applied to predict unsampled locations. The plots were made using the method that best fit the sampled dataset after the cross-validation technique is used. The measurements were taken during six days during a period of 16 h on 741 locations. For this electrical substation, the maps validate the high electric field level close to breakers and switches at 230 kV and high magnetic field close to equipment operating at 69 kV. The comparison between the exposure levels and those established in current guidelines indicate that the electromagnetic environment on this substation is safe for the occupational population as well as for the general public.

Policymakers, BigFintechs and the United Nations Sustainable Development Goals

This paper - part of a series from the UN Taskforce on Global Digital Finance Governance - examines existing regulatory frameworks relating to digital finance platforms - BigFintechs (BFTs) - and their positive and negative impacts on the United Nations Sustainable Development Goals (the SDGs), with a particular focus on regulatory initiatives in relation to or originating from developing countries. The paper begins by highlighting the significant potential of BFTs in contributing to the SDGs through financial inclusion and provision of financial services. However, BFTs also create unique risks to the financial system as a result of platform economics and tendencies toward market concentration and dominance, misuse of data and gaps in existing regulatory standards. In response to these risks and opportunities, domestic and international policymakers have developed a range of regulatory approaches to digital technology, finance and sustainable development. Most of these regulatory processes and approaches are not specifically focused on BFTs or the SDGs; they also do not specifically address issues from a developing country perspective. Further, while regulators and policymakers are now focusing on digitization and sustainability-related risks, so far there appears to be little synergy between the governance of BFTs and the pursuit of the SDGs. To better understand the scope and limitations of existing regulatory approaches, this paper considers two aspects. First, the paper examines regulations relating to economic activities, structures and impact of BFTs, with a focus on financial, data, competition and Internet/telecoms regulations. The existing regulatory processes address some of the challenges brought by BFTs, including risks to financial stability (i.e. systemic risk considerations), market dominance and concentration, data protection and Internet/telecommunications licensing. At the same time, existing regulatory responses to BFTs are not consistent across jurisdictions, leading to problems with extraterritoriality of domestic laws and regulatory fragmentation. Further, regulators often have limited technical expertise and experience in dealing with BFTs and are grappling with providing effective answers to risks generated by BFTs. Second, the paper examines regulatory initiatives relating to the SDGs. To date, most sustainability-related initiatives have been developed in the context of environmental, social and governance frameworks (ESG) rather than the SDGs. Our review concludes that an array of domestic and international policies has emerged to address sustainability-related risks, rather than to support sustainable development in a holistic manner. The proliferation of such different standards, however, creates regulatory uncertainty and a lack of clear standards for ESG/SDG governance. While several jurisdictions such as the EU have attempted to standardize ESG/SDG governance, there is still no coherent approach to ESG/SDG reporting and supervision. In addition, the majority of existing ESG/SDG governance standards are voluntary or insensitive to the impact of technology. Based on the analysis of the BFT and SDG processes and regulatory approaches, we highlight the gaps that need to be addressed by relevant stakeholders. First, regulators should promote greater consistency among international and national regulatory standards. This point is particularly relevant in the context of developing countries that may struggle to comply with varying international standards and approaches. Second, considering the broad scope of BFT business models, regulatory bodies should promote greater synergy and cooperation in their work. Third, regulators in developed countries should pay greater attention to the interests and needs of developing countries to support their pursuit of sustainable development. Fourth, regulators should adopt balanced and proportional regulatory approaches for fintech companies and services to address new risks created by BFTs. Specific ways to address such gaps are discussed in Technical Papers 3.2 and 3.3.

Editorial

The wide range of organisms in plant health is reflected in the large diversity of articles published in the EPPO Bulletin in this issue and over the years. Numerous species of bacteria, viruses, fungi, insects, nematodes and invasive plants, as well as vectors of pests and biological control agents are covered. Two new and two revised EPPO Diagnostics are published in this issue and more will follow in the upcoming issues. This issue also contains information on the EPPO datasheets project, which is co-funded by the European Commission and will involve revision or drafting of new dynamic datasheets for approximately 400 pests recommended for regulation. All the recently published new datasheets from this project are listed with information on how to access them, and three datasheets produced outside this project are published in full in this issue of the EPPO Bulletin. The article on the flexible scope accreditation of plant health laboratories describes one of the challenges of the large number of organisms that need to be identified with different types of tests and in different matrices (plant species, plant parts or other materials such as soil or water). The multitude of plant pests makes accreditation of activities in plant health laboratories complex. The flexible scope accreditation provides an alternative to accrediting each individual test separately, which is not feasible given the huge number of combinations of pest, test and matrix possible. Those working in plant health should also be concerned about many new threats, such as pests spreading to other continents as is currently being seen for the fall armyworm (Spodoptera frugiperda), for which surveillance in South Korea is described in this issue. For pests which are not yet known to be a problem, Sentinel plants can play an important role to identify the new threats. Guidance is given to NPPOs in the EPPO Standard on Sentinel plants published in this issue. The first records of specific organisms in countries, the control measures described in the EPPO National Regulatory Control Standards and the inspection procedures described in the EPPO Phytosanitary Procedures Standards published in this issue are other examples of the wide range of organisms covered in plant health. In addition, the 2019 Annual Report of EPPO is included in this issue and describes the very broad range of activities carried out during my first year as a Director-General of EPPO, and the achievements made by EPPO and all experts that contribute to our work. This diversity makes working in plant health very interesting, with many new challenges and the need to set priorities. A broad view of organisms which may be a threat is essential, but focus on the most important ones is needed because we cannot work on all of them.

Integration of Fenton Oxidation with Nano-Graphene Oxide to Eliminate the Hazardous Effect of Chromated/Dyed Tannery Effluents

Effective management of tannery effluent is needed for this time. Tanning industry is one of the worst industries from an environmental point of view, where is the prominent sources of pollution to the aquatic environment. Wet-finishing effluent is the most dangerous step which generate the obnoxious effluent in the tanning industry. The conventional treatments of such waste showed deficiency to coop with the required limits of national regulatory standards. In the present study an advanced oxidation technique based on modification of Fenton reaction combined with high porous nanomaterials was applied as an alternative treatment. Variable doses of H2O2, Fe+2, CaO and pH were investigated to determine the optimum operating conditions. The obtained results indicated a good quality of the treated effluent. Residual concentrations of COD, BOD and TSS were 98.51%, 98.11% and 98.82% removal, respectively. The most obnoxious material (Cr) was highly removed (98.92%). Also, decolorization value (YCOL values) was obtained using Nano GO (99%) and/or active charcoal (88.08 %) with CaO. The residual effect of H2O2 was reduced by MnO2, SnO and Fe powder than sod. thiosulphate. The treated effluent could meet to the National regulatory standard for discharging into the sewerage systems with respect to the studied parameters.
