Effects of climate change on the potential distribution of a dominant, widely distributed oak species, Quercus candicans, in Mexico

Mexican temperate forests are among the most biodiverse in the world. At present, they face anthropogenic pressures and climatic changes. Quercus candicans is a canopy-dominant, widely distributed species common in the moist habitats of these ecosystems. Its ecological importance, habitat vulnerability, and wide distribution make it a useful model of the vulnerability of Mexican tree forest species to climate change. We used ecological niche modeling to estimate future climatic suitability for this species and its potential range shifts under two emissions scenarios and three-time frames. We also identified areas where novel climates could arise and where predictions should be interpreted cautiously. Additionally, we analyzed how climatic suitability could change across the national protected areas system. In both emissions scenarios, areas with suitable climatic conditions were predicted to experience a net reduction of more than 40% by 2070. This corresponds to more than 100 000 km2 becoming climatically unsuitable. In the national protected areas, we forecast a contraction of approximately 30%. Climatic novelty increased considerably in the higher emissions scenario (RCP 8.5), accounting for 10% of the Mexican temperate mountains, compared to 1% on RCP 4.5. Areas of expansion of suitability not intersected by novel climates occur in areas highly affected by land-use change and other anthropogenic pressures. Effective protection of temperate forests’ tree species such as Q. candicans would need to allow migrations across altitudinal gradients, as areas of stability and expansion of climatic suitability are forecasted to occur at higher altitude sections of mountain ranges.

Using contingent valuation for a conservation and restoration program: The case of the national system of protected areas of the Dominican Republic

The Dominican Republic has a national system of protected areas integrated for 128 conservation units, covering a land area of 1.2 million hectares, representing around one-quarter of the country's surface. This study aims to understand the willingness to pay (WTP) of the Dominican society for a Special Ecosystem Conservation and Restoration Program for the National System of Protected Areas. It was selected the contingent valuation method to estimate the WTP at the national level. The aggregate WTP of the Dominican society is approximately US 126.2 million at the present value. It concluded that Dominican society positively values its protected areas. The WTP is higher in urban areas and among people familiar with protected areas, presenting opportunities for environmental education, emphasizing Dominican-protected ecosystems' values.

Deforestation in Continental Ecuador with a Focus on Protected Areas

Forest conservation is of particular concern in tropical regions where a large refuge of biodiversity is still existing. These areas are threatened by deforestation, forest degradation and fragmentation. Especially, pressures of anthropogenic activities adjacent to these areas significantly influence conservation effectiveness. Ecuador was chosen as study area since it is a globally relevant center of forest ecosystems and biodiversity. We identified hotspots of deforestation on the national level of continental Ecuador between 1990 and 2018, analyzed the most significant drivers of deforestation on national and biome level (the Coast, the Andes, The Amazon) as well as inside protected areas in Ecuador by using multiple regression analysis. We separated the national system of protected areas (SNAP) into higher and lower protection levels. Besides SNAP, we also considered Biosphere Reserves (BRs) and Ramsar sites. In addition, we investigated the rates and spatial patterns of deforestation in protected areas and buffer zones (5 km and 10 km outwards the protected area boundaries) using landscape metrics. Between 1990 and 2018, approximately 4% of the accumulated deforestation occurred within the boundaries of SNAP, and up to 25.5% in buffer zones. The highest rates of deforestation have been found in the 5 km buffer zone around the protected areas with the highest protection level. Protected areas and their buffer zones with higher protection status were identified as the most deforested areas among SNAP. BRs had the highest deforestation rates among all protected areas but most of these areas just became BRs after the year 2000. The most important driver of deforestation is agriculture. Other relevant drivers differ between the biomes. The results suggest that the SNAP is generally effective to prevent deforestation within their protection boundaries. However, deforestation around protected areas can undermine conservation strategies to sustain biodiversity. Actions to address such dynamics and patterns of deforestation and forest fragmentation, and developing conservation strategies of their landscape context are urgently needed especially in the buffer zones of areas with the highest protection status.

Sequential use of niche and occupancy models identifies conservation and research priority areas for two data-poor endemic birds from the Colombian Andes

AbstractThe lack of high-quality information on data-poor species can hinder efforts to inform conservation actions via spatial distribution modeling. This is particularly true for tropical birds of conservation concern, for which ecological studies and assessments of their conservation status have received limited funding. Here we use a cost- and time-efficient protocol for assessing the distribution of range-restricted taxa and to identify priority areas for their conservation based on a sequential application of environmental niche models (ENMs) and occupancy-detection models. This approach first uses available geographical information and niche-theory to prioritize potential study sites, which can later be surveyed to obtain high-quality presence–absence data to accurately model distributional ranges with limited resources. We apply this protocol to identify priority areas for two Neotropical birds of conservation concern endemic to the Colombian Andes: Yellow-headed Brush-finch (Atlapetes flaviceps) and Tolima Dove (Leptotila conoveri). We first fitted ENMs using spatially filtered datasets containing all available records up to 2018. We then conducted field surveys across climatically suitable areas identified for both species, carrying out a total of 1,750 counts to generate input data for the occupancy models. Overall, our results suggested more extended and more continuous distribution ranges for both species than previously reported, but also identified population strongholds that are not currently represented within the national protected areas system. Both species occupied a narrow elevational belt (~1,300–2,600 m above sea level) of the Central Andes of Colombia primarily on the slopes of the Magdalena River valley, with isolated populations in the Western and Eastern Andes; these areas have undergone some of the most marked landscape transformations in Colombia. This straightforward protocol maximizes available information and minimizes costs, while allowing for estimation of occurrence probabilities for range-restricted, data-poor taxa.

Twenty Years of the National Protected Areas System: are Brazilian National Parks achieving their legal objectives?

Among the policies for the creation of protected areas, the "Park" category is the best known worldwide. In Brazil, the national parks are important areas for the conservation of biodiversity and for ecotourism, but twenty years after the enactment of the law that regulates the National System of Protected Areas, there is no clear scenario of the National Parks' current situation regarding the fulfillment of their legal objectives. Aiming to understand this scenario in the six main Brazilian biomes, we evaluated variables related to: level of land regularization, existence and updating of management plans, number of authorized scientific research studies, variation in the number of visitors, development of recreation activities, ecotourism, and existence of an Advisory Council. For all biomes, the results regarding the legal objectives' attainment are negative, mostly in terms of land regularization, with the worst results being found in the Caatinga biome < 2% of the area within parks regularized. We concluded that only in specific cases the legal objectives of these protected areas are being accomplished and, therefore, if we keep the pace and the implementation and management policies of the last 20 years, the outlook is pessimistic for the conservation of Brazilian biodiversity.

Toward integrating private conservation lands into national protected area systems: Lessons from a megadiversity country

AbstractPrivate conservation lands are essential for protecting biodiversity, but few national‐level studies have assessed their coverage and the legal frameworks that support them. Here, we review the legal mechanisms enabling conservation on private lands in Brazil and evaluate these lands' potential to reinforce the national protected area system. We found that conserving native vegetation on private lands is the most important mechanism to protect biodiversity in five out of the six Brazilian biomes. Because Brazil has a law that mandates landowners to set aside conservation areas, remnants of native vegetation were protected rather than converted to other land uses in areas of old economic frontiers. These remnants can be the cornerstones of effective regional conservation systems. Still, upgrading these remnants to privately protected areas and integrating these privately protected areas into the national protected area system remains a challenge. We suggest that the Brazilian experience provides important lessons on how other countries can design innovative policies to recognize and expand private land conservation.

Brazilian Trails Network and Connectivity, Putting a Recreation Infrastructure to Work for Conservation Gains

ABSTRACT In 2020, the Brazilian National Protected Areas System (SNUC) completed two decades. It includes 12 categories of protected areas as well as ecological corridors. Although its implementation has brought conservation gains to Brazil, the SNUC has been managed more as a group of protected areas than in the systemic way it was conceived. Among other gaps needed to be filled, there is an increasing fragmentation of habitats and the difficulty of establishing landscape connectors between protected areas. In this context, the Brazilian Trails Network and Connectivity (REDE) is being implemented in coordination with the CONECTA Brazil program, based on three pillars: conservation, job and income generation and recreation. REDE is a conservation tool with the long-term objective of connecting all the protected areas in Brazil through trails contained in natural corridors. This paper will discuss the governance and the protection status of REDÉs Trails in order to achieve its set objectives.

Possible models of implementing private protected area concept in Lithuania

Nowadays people are more aware of the importance of the surrounding nature: landscape, biodiversity, and natural resources. However, society is facing many ecological challenges, so individuals and communities are becoming more involved in conservation. While government is not always capable of providing the best care of nature and all its components, ordinary people, or non-government organizations “step up” and help them. One way of doing that is creating private protected areas. Many countries in the world have examples of this kind of protected areas’ governance type: some are more regulated in legal systems, some are less, but they all provide crucial benefits to conservation if managed properly. In Lithuania protected areas are governed only by the government but usually the lack of funds affects the quality of conservation. Because of that, it is necessary to analyse different mechanisms of creation of private protected areas, take examples from best practices in the world and consider implementing it in the national protected area system.

Worlding resilience in the Doña Juana Volcano-Páramo, Northern Andes (Colombia): A transdisciplinary view

We present a transdisciplinary perspective for multiple actors interested in disaster-risk-reduction strategies in inhabited volcanoes, based on the novel approach of complexity and collaborative research. Our reflection is based on an ongoing research process that puts into dialogue scientific knowledge and local knowledge from Andean campesino communities inhabiting the Dona Juana Volcano-Paramo in the Latin American tropics. These local communities have experienced historically complex social, economic, and environmental conflicts in their territories; currently, most of them live in the buffer zones of the National Natural Park Dona Juana-Cascabel, which is part of Colombia’s national system of natural protected areas. We address inhabited Andean volcanoes as complex systems, which combine multi-temporal and spatial processes that allow for the emergence of nonlinear and heterogeneous social and ecological interdependencies. By transgressing disciplinary boundaries, we see an opportunity for building horizontal dialogues with communities inhabiting active volcanoes, understanding resilience, and eventually developing situated and collaborative disaster-risk-reduction strategies. The resulting vision is proposed as a fundamental methodology in settings such as south-western Colombia, marked by convoluted social dwelling patterns, and unequal biosocial and socioeconomic histories. Detached from positivistic and victimising perspectives, we seek to build knowledge on the antecedents, inheritance, persistence, and preservation of systems, ultimately enabling response-abilities for decision-making. The motivations, knowledge, and self-organisation capacities of the volcano inhabitants bring about new possibilities of doing locally while thinking globally. The transdisciplinary research approach allows us to situate our exchanges with the local community, and envision future collaborative paths towards promoting community-oriented forms of appropriation and transformation of a volcanic lifeworld.

Management Effectiveness Assessment for Ecuador’s National Parks

Ecuador belongs to the group of 17 megadiverse countries on the planet, and the Ecuadorian national system of protected areas covers around 20% of the country’s territory. Despite some initiatives for protected areas management effectiveness evaluation, the information on this matter is scarce and a general overview is missing. In this context, this study aims at investigating problems faced by National Parks in Ecuador and developing a base level management effectiveness evaluation for possible comparative assessments in the future. Focusing on all 12 legally established National Parks, this study used the Management Effectiveness Tracking Tool (METT), an internationally consecrated methodology based on a scorecard questionnaire that includes six elements of management cycle: context, planning, inputs, processes, outputs and outcomes. The questionnaire was applied to Ecuadorian National Parks management teams through face-to-face interviews. The resulted overall management effectiveness indices are between 40.6% and 99.0%. The general condition of biodiversity value was considered as good in line with the legal status and National Parks design but topics related to budget allocation, tourism arrangements, communities and indigenous people received lower scores. The low enforcement emphasis is not necessarily the best way to improve management effectiveness; the identified issues should be addressed by including communities and indigenous people in the decision making and benefits sharing as well as strategic allocation of budgetary resources, with proper adaptation to Natural Parks’ specific conditions.

UNIDADES DE CONSERVAÇÃO CARIOCAS: HISTÓRICO E CENÁRIO ATUAL

Protected areas are the main strategy for biodiversity conservation. The Atlantic Forest is a biodiversity hotspot therefore a priority site for establishing protected areas. This work describes the history and current scenario of the Conservation Units (UCs – Unidades de Conservação in Portuguese) – as protected areas are called in Brazil – in Rio de Janeiro municipality. Therefore, this study reports the process of UCs creation in Rio de Janeiro, analyzes how they are distributed among the different categories of the Brazilian National Protected Areas System and spatially throughout the city and, finally, verifies if UCs have a management plan and how they were elaborated. The process of UCs establishment in Rio de Janeiro seems to reflect the world growing concern about environmental issues which resulted in changes in the Brazilian environmental policies. Currently, 24% of the city area is covered by forests and 67% of this forest cover is inside its 60 UCs. This scenario is not as positive as it sounds: (1) half of Rio de Janeiro UCs belongs to a category which might be of little efficiency in conserving biodiversity, (2) the existence of these UCs does not guarantee biodiversity conservation as many seem to be “paper parks” and only 25% of the UCs have its most relevant management tool and (3) most UCs overlap among each other which can lead to uncertainties regarding the management responsibility of the areas that they share. Considering that the city has forest cover below the minimum quantity to maintain biodiversity integrity, the effectiveness of its UCs have to be maximized. This requires that Rio de Janeiro UCs have their limits revised to eliminate their overlaps and have an appropriate management guided through well-designed and frequently updated management plans.

LISTA DE ESPECIES DE PECES DE LA CUENCA DEL RÍO QUEGUAY, RÍO URUGUAY BAJO

The Queguay river is one of the main tributaries of the lower Uruguay river basin. At the confluencce of its main effluents large wetlands and riparian forest are developed, that according to their biodiversity and ecosystem functions have been included in the National Protected Areas System, under the name “Montes del Queguay”. At a national scale the basin is included in two ecoregions: the Basaltic Slope and the Western Sedimentary Basin. Except for an unsupported listing in scientific collections, there is no documented information about its ichthyofauna. Therefore, the objective of this work was to prepare an updated list of the fish species in the Queguay River basin. Considering all the sources of information, a total of 94 species were registered for the basin, corresponding to 60 genera, 28 families and nine orders. The composition of species found was similar to the largest tributary of the low Uruguay ecoregion, the Rio Negro basin. The main migratory species of the Plata basin stand out, as well as a species of annual fish endemic to the wetlands of the basin, and the presence of an invasive exotic species (Cyprinus carpio).

Marine and coastal protected and conserved areas strategy in Brazil: Context, lessons, challenges, finance, participation, new management models, and first results

Abstract In the last two decades, Brazil has advanced significantly with the expansion and improvement of its national system of protected areas. Until recently most of the expansion was concentrated in the Amazon region (with useful lessons). It also had an uneven ecological representation of coastal and marine ecosystems, concentrated in coastal waters. Despite significant advances, the levels of funding, staff and stakeholders' engagement remain relatively low for such a vast system. Within the past few years, key elements of a new strategy for protection of coastal and marine areas have started to emerge, combined with some participatory processes and a focus on expansion of the total area protected (from &lt;1.5% protection of the country's marine area). These included: a renewed focus on priority areas for conservation; attention to national and international commitments and targets; clarity about the need for partnerships and funding; better engagement of Brazilian society and stakeholders; new, and more collaborative, models of protected areas management and conservation; and openness in the relationships with wider society. Significant results of this effort have started to appear: new large mosaics of oceanic protected areas were created; Amazon mangroves were recognized by the Ramsar Convention; new mangrove protected areas were created, besides other ones proposed; project proposals are under development with partners for better funding and sharing of responsibility; and there is a better engagement with stakeholders. The building of the Brazilian Blue Initiative is underway. The implementation of the proposed 15‐year marine strategy is at its onset: partnerships need to be strengthened and substantial funding is required. It will only be possible to manage the larger system of protected areas if there are more collaborative and innovative models for protected areas and conservation management. These should include partnerships with civil society, local and traditional communities and the private sector, as well as greater engagement of scientists and research institutions, stronger and more qualified tourism, volunteer work, etc. Further innovative funding mechanisms will also be needed along the way.

The characteristics of formation, development and evolution of National Protected Areas in China

This paper considers that the history of Chinese civilization is the historical foundation for the nationally protected areas and features the protected areas of China. After 1950, the formation, development and evolution of various protected areas conformed to the fundamental law of development of Chinese civilization. The protected areas are divided into three categories, namely the natural protected areas, cultural protected areas and comprehensive protected areas for the nature and culture. The natural protected areas are composed mainly of the national parks; the cultural protected areas are composed mainly of the Major Historical and Cultural Sites Protected at the National Level; and the comprehensive protected areas are composed mainly of National-level Scenic and Historic Interest Areas. In the new era of building an ecological civilization, it is crucial to develop a national protected area system including the aforementioned three protection systems in accordance with the unified deployment of the Central government. Three protection systems are supposed to cover various protected areas in China and develop a system of nationally protected areas with Chinese characteristics.

The impact of the economic crisis on the implementation of the EU Nature Directives in Greece: An expert-based view

Established under the European Union (EU), the thirty-year trans-national network, Natura 2000, is considered one of the largest biodiversity conservation frameworks worldwide. The global financial crisis has afflicted European economies since 2008 and has not only caused radical changes to the economic development but has also resulted in major implications on nature conservation activities in one of the weakest EU member states, however a biodiversity hotspot, Greece. The present research constitutes a broad-based assessment of the effects of the current economic crisis on the application of the EU Birds and Habitats Directives by the Greek state for the first time. By applying an expert elicitation method, Policy Delphi, we attempt to address the impact of the crisis on the administrative levels, competent authorities and procedural frames of the national protected area system, as perceived by 38 Greek key stakeholders and experts on the topic. An evaluation of the practices and obligations of 4 Management Bodies of the Greek protected area system was conducted to get an insight of the financial consequences on their operation. The structured and participatory approach followed in this study, allowed a systematic collection of experts’ transdisciplinary judgments on the state of the Greek Natura 2000 network in terms of implementation, management, administration, monitoring and legislation. With a strong tradition in managing its high nature value in a centralized way, in the face of the economic crisis, implementation challenges of the Greek state concerning Natura 2000 have been enlarged. According to a substantial part of the Greek conservation community that participated in the survey, many enforcement obstacles are considered, either direct or indirect consequences of the economic crisis, while some are inherent to the lack of a national comprehensive conservation strategy and not necessarily attributed to the austerity. However, the lack of national structural strength, as illustrated by the respondents, rather than the funding size proved to be an important cause of vulnerability for the Greek network. Based on the findings of this study we propose recommendations for improvements that align economic with conservation interests and measures that can substantially counteract the negative impacts of the economic austerity on the enforcement of nature conservation.

Tourism impact assessment: A tool to evaluate the environmental impacts of touristic activities in Natural Protected Areas

Tourism may be an ally or a threat to conservation. The expansion and diversification of tourism had an increasing environmental impact on protected ecosystems. Therefore, it is important to assess and anticipate the potential impacts of tourism on Natural Protected Areas (NPA), to articulate the public use of NPA and their conservation. The Tourism Impact Assessment (TIA) is a methodology for evaluating the environmental impacts associated with tourism in NPA. We tested TIA on three NPA of the National Protected Areas System of Uruguay. We identified fifteen main tourist activities that can affect four biological components (i.e., biodiversity, plant coverage, soil and water), and 21 potential impacts. The severity of these impacts was evaluated for each area based on expert consultation. We conclude that TIA is a practical tool to assess, monitor and prevent tourism impacts in NPA that can be used to reach a sustainable tourism management.

A growth simulation model as a support tool for conservation management strategy in a mountain protected area

The effectiveness of protected areas to conserve biodiversity depends on conservation management strategies and their application, usually to specific protected areas. This paper presents the results of an assessment of the conservation management strategy for a protected mountain area dominated by Norway spruce forests. The study was based on the prediction of future forest ecosystem development using a SYBILA growth simulation model. This model predicts the changes of forest stand over 25 and 50 years in the context of the conservation management strategy that is part of the broader management plan. The article presents a case study of acidophilous spruce forests below the alpine tree line in the Hruby Jesenik Mountains (Czech Republic), where the forest ecosystems are protected under the Natura 2000 European network and the Czech national system of protected areas. Conserving the character of forest habitats, especially those that are historically affected by humans, is the main target of conservation management strategies. Synthesizing the growth simulation results allows an assessment of the conservation management strategy in achieving management targets. The paper highlights the importance of growth simulation models as support tools for the assessment and creation of adaptive conservation management strategies in mountain protected areas.

The protected areas system in Brazil as a baseline condition for wetlands management and fish conservancy: the example of the Pantanal National Park

ABSTRACT Considering the need for the Brazilian government to develop tools for environmental monitoring for biodiversity conservancy purposes in the national protected areas system, this paper focuses on determining reference site metrics (or baselines) for adapting the Index of Biotic Integrity (IBI) based on the fish assemblages in the Pantanal National Park (PNP). The habitats in the PNP were grouped into four categories: main rivers, corixos (channels connecting the floodplain), permanent bays, and temporary bays. Fish samplings were performed at 12 points during the dry season (Oct-Nov 2010 and 2011). 146 fish species were identified from the total 18,954 individuals collected with standardized fishing gear. There was no association between the structure of the fish assemblage and categories, suggesting a theory on homogeneity of habitats. The final IBIPNP consists of nine metrics, most of them were framed in excellent class, some in fair, and none in poor. There was no significant difference in IBIPNP scores between the two sampled years. This approach provides a direct application for wetland management purposes.

A framework for the classification Chilean terrestrial ecosystems as a tool for achieving global conservation targets

Countries that are signatories of the Convention of Biological Diversity are committed to the goal of protecting 17% of their natural ecosystems by 2020. The lack of an up-to-date, operational classification and cartography of regional ecosystems seriously limits the assessment of progress towards this goal. Here, we present a broad ecosystem framework, which combines land use, functional traits of dominant plant species, and climatic factors for the classification of terrestrial ecosystems and apply this framework to classify Chilean terrestrial ecosystems. This new classification is consistent with the recently proposed IUCN framework to assess ecosystem conservation status. Using this framework, we identified and described 30 Chilean terrestrial ecosystems, including land units of natural and anthropogenic origin. We also provide a cartographic representation of ecosystems for land planning purposes and an overall assessment of their conservation status. We evaluated the representation of the 30 ecosystems in the Chilean National System of Protected Areas (NSPA) and in Private Protected Areas (PPA), identifying 15 ecosystems underrepresented (below the 17% target) in the NSPA, in contrast to only 11 when the area of NSPA+PPA was considered. The proposed classification can be broadly applicable to assess the conservation status of ecosystems elsewhere, using similar conceptual and methodological tools. The development of functional ecosystem classifications for different countries must be encouraged to facilitate monitoring of global conservation targets.
