Bibliometric analysis of publications trends in Indonesian research institutions: A comparison of pre-integration (2015–2021) and post-integration (2022–2023) periods

Background: Institutional transformation – integrating many disparate research insti-tutes into the National Research and Innovation Agency (BRIN, for Badan Riset dan Inovasi Nasional) – was the most significant reform in the history of institutional gov-ernance in Indonesia. This integration policy aims to enable the state to strengthen the national research and innovation ecosystem and improve the performance of research institutions, one indicator of which is their output of publications reporting the results of research. Objectives: To compare the published output of research institutes before and after the integration of research institutions into BRIN. Methods: Relevant data retrieved through Scopus on 24 December 2023 and span-ning the period between 2015 and 2023 were analysed using Microsoft Excel, and col-laboration networks of authors and of countries were constructed using VOSviewer and examined for co-authors in different countries collaborating with first authors in Indonesia. Results: The number of publications increased annually over the period 2015–2023. However, the annual rate of growth after (2021–2023) the integration of research institutions was higher (36%) than that before (2015–2021) the integration (30%). Conference papers (51%) dominated the pre-integration era, whereas articles (57%) dominated the post-integration era, and the number of reputable journals in which the research was published was greater after the integration. Conclusions: The period after the integration of research institutions saw enhanced research output in terms of the number of research publications, annual rate of growth in that number, and the number of reputable journals in which the publica-tions appeared.

Start-Ups and Innovation Ecosystem in China

China plays the dominant role of the ‘whole nation system’, improves start-ups and innovation ecosystems and creates development cornerstone for building an innovative and scientifically advanced country. China strengthens the supply of key innovative factors such as policies, talents and fund and consolidate foundation for building a national innovation ecosystem to provide institutional guarantee for start-up enterprises. Besides, a ‘four-chain integration’ innovative service system is built combining ‘innovation chain’, ‘industrial chain’, ‘capital chain’ and ‘service chain’ and creates an innovative microecology with start-up characteristics. Regional innovation policy is the catalyst for start-ups. China’s start-ups fully integrate into the national grand strategy and target planning of the region and city, strengthen synergy and interaction of national and regional resources and closely connect the core strategies and industries of the city or region to develop start-ups.

Drivers and Barriers of National Innovation Ecosystems for Implementing Sustainable Development Goals: A Latvian Case Study

Research examining the drivers and barriers of implementing sustainable development goals (SDGs) in national innovation ecosystems (NIEs) is scarce. This study proposes a framework of drivers and barriers to NIEs for SDGs implementation used in the Latvian context. An exploratory qualitative approach based on the Latvian case study is used to generate in-depth information on the drivers and barriers of NIEs for implementing SDGs. Our results show that at the NIE level, drivers for actors and institutions, such as legislative compliance, eco-innovations, cross-sector cooperation, and talent pools, are hindered by some barriers, such as lack of networking skills, institutional voids, totalitarian power, and academic rigidity. Despite attempts at technological convergence that facilitated distance learning, remote work, and telehealth solutions during the pandemic, the lack of collaborative platforms hinders the development of artifacts. Sustainable innovation is hindered by a lack of resources and openness that also blocks open innovation. Beyond coevolution and co-specialization initiatives, friction between the public and private sectors hinders complementary and substitute relations. Our results provide a systemic and holistic NIE tool to analyze the drivers and barriers of the SDGs.

Study on the development status of the coupling of the digital innovation ecosystem and the digital economy

Abstract In recent years, the level of China’s digital economy development has been increasing, but the problem of low coordination between the digital innovation ecosystem and digital economy development still exists. This paper constructs the evaluation index system of the digital innovation ecosystem and digital economy development, respectively, and analyzes the development level of the digital innovation ecosystem and digital economy according to the entropy value method evaluation model. To explore the coupling development status of the digital innovation ecosystem and digital economy, the coupling development of the two is analyzed through the coupling degree model and the coupling coordination degree model. According to relevant calculations, from 2017 to 2023, the average development composite index of China’s digital innovation ecosystem 0.3189 increased by 0.4920, and the average development composite index of the digital economy rose from 0.1622 to 0.3524. The coupling degree between the national digital innovation ecosystem and the digital economy increased from 0.2125 to 0.64319, with an obvious increase in the coupling degree. The degree of coupling coordination between the two regions is specifically characterized by a gradual decrease from the eastern areas to the western regions, with certain regional differences.

Outlines of the Science and Technology System: A Look into the Past for Forming Policy for the Development of the Next Generation Ecosystem. Part 1

Overcoming stagnation in the scientific and technological system or, more broadly, in the national innovation ecosystem, which can be described as “the right researchers in a faulty system”, implies, as a start, an analysis of the existing structure, status and roles of its key elements. Strategic and framework planning as a way to allocate resources and determine actions to achieve national or regional goals can be undermined if national policies on the legal and regulatory environment, improvements in physical and institutional infrastructure, support programs and funding mechanisms do not provide a push in the right direction or, moreover, it does not develop and implement a comprehensive framework for innovation. By analyzing the traditional aspects of the state and recent changes in the country’s scientific and educational system and relying on independent opinions and a survey of primary sources conducted in 2022, in the context of international experience, we identify its current values and the models that produce these values in a mixed economy.

(Invited) Hydrogen Consortium: Technical Progress on Renewable Hydrogen Production R&D

HydroGEN Energy Materials Network (EMN) is an U.S. Department of Energy (DOE) EERE Hydrogen and Fuel Cell Technologies Office (HFTO)-funded consortium that aims to accelerate the discovery and development of advanced water splitting materials (AWSM) for clean, low-cost hydrogen production. This is in line with the H2@Scale initiative, with the goal to meet U.S. DOE’s Hydrogen Shot production cost target of $1/kg H2 within 1 decade (1 1 1). Materials innovations are key to enhancing performance, durability, and cost of hydrogen generation technologies. Large scale, low cost hydrogen from diverse domestic resources can enable an economically competitive and environmentally beneficial future energy system across multiple sectors.HydroGEN is focused on low technology readiness level AWS technologies, including low- (alkaline exchanged membrane electrolysis) and high-temperature electrolysis (proton-conducting solid oxide electrolysis), photoelectrochecmical (PEC) and solar thermochemical (STCH) water splitting. This presentation will provide an overview of the HydroGEN EMN and technical highlights of a few lab-led and FOA-awarded R&D projects. HydroGEN continues to grow its community of industry, university, and national laboratories, forming a national innovation ecosystem focused on renewable hydrogen production.

Діджиталізація як чинник швидкої інтернаціоналізації стартапів

The article defines the essence of the concept of "global startups", and examines the factors influencing their emergence and rapid spread in the global economy. The size of the local market, the state of development of the national innovation ecosystem, the number and availability of re-sources, the level of competition in the domestic market, state protection of intellectual property rights and technologies, etc. The authors summarized the approaches to interpreting the essence of the internationaliza-tion and digitalization processes and investigated their impact on global startup entrepreneurship. It was found that the connection between digitalization and the internationalization of startups is sig-nificant, as entrepreneurs increasingly use information and communication technologies in their dai-ly activities to analyze national and international market information, sell products or services, or contact potential customers, suppliers, or strategic customers and partners. Digitalization refers to the use of digital infrastructure, the Internet as a medium for selling products and services and cre-ating value for customers. Attention is focused on the importance of digitalization for the early internationalization of startups. Systematized key factors of the internationalization of start-up firms: institutional envi-ronment of the home and host country, industry and market conditions of the country of origin and host country, state of development of formal and informal institutions, access to venture and social capital networks, availability of knowledge about foreign markets, leadership and entrepreneurial traits cofounders of startups, their cultural traits and cognitive skills, the presence of global think-ing and broad business orientation of startup founders. Based on the analysis of the success stories of domestic startups on the global market, the conditions and features of the emergence of global startups of Ukrainian origin were studied. For local startups to enter international markets, strategies for their rapid internationaliza-tion have been identified: joining international professional associations, integrating the local busi-ness into the system of European and global value-added chains, and developing bilateral plans for industry and key economic areas of the country.

Barriers to the Formation of an Ecosystem of Technological Entrepreneurship in Russia

The article is devoted to the current issues of the development of the technological entrepreneurship ecosystem, the growing importance of which is due to the need to implement innovative high-tech business ideas, their implementation and iteration to achieve Russia’s technological sovereignty. The purpose of this study is to generalize and evaluate Russian experience of state support for technological entrepreneurship, as well as to identify barriers to the formation of an innovation ecosystem at the regional level. During the research process, a complex of general scientific methods was used, including: analysis and synthesis, logical, monographic, questioning, generalization, interpretation, graphic visualization. The continuity of international practice of innovative development for Russia, especially in the context of promoting the development of the technological entrepreneurship sector, is determined in the plane of the formation of an innovative society, mental and cognitive strengthening of the national innovation ecosystem. An analysis of the key imperatives in terms of institutional, financial, economic and program mechanisms for supporting the Russian high-tech sector and entrepreneurship was carried out. Based on the results of a survey of subjects of the innovation process conducted as part of thematic foresight sessions in the period 2019–2023. in the regions of the Volga and Ural Federal Districts, barriers limiting the development of the technological entrepreneurship ecosystem are identified, and development directions that help improve its efficiency are identified. From the point of view of practical significance, the results of the study can be useful to government authorities at all levels in the implementation of ecosystem management decisions, including the development of tools to support individual sectors of the economy, the preparation of road maps, regional strategies and standards in the field of innovative development.

Legal security of the system of infrastructure support of innovative activities under the conditions of European integration processes

The European integration vector of the development of Ukraine in modern conditions should be directed to the key needs of the state, one of which is the aspiration to join the EU, which should be based on established processes of approximation of current legislation to international legal standards and dynamism of entry into the European scientific, educational and digital spaces. Proper strategic planning and systematic measures to support activities in the innovation market have a decisive influence on the state of the national economy, including its innovative direction. Today, there are indeed legal problems regarding the lack of a systematic approach to ensuring the innovative development of the national economy and regions of Ukraine, which require an urgent solution in the conditions of the general trend regarding the passive-static state of the current legislation in the field of innovation, taking into account the need for the intensification of European integration processes. The legal support of the national innovation ecosystem should have effective means of supporting and stimulating the implementation of innovative activities and the corresponding infrastructural support of the innovation process, taking into account modern challenges, real needs and generally defined strategic guidelines of the state in this area. At the same time, the construction of an effective innovation policy should also take place according to the principle of adaptive formation, taking into account the real needs of regulatory regulation, the current state of innovation development, the need to ensure effective interaction between all subjects of the innovation infrastructure and components of the national innovation system. conclusions and prospects for the development. Innovation ecosystem as a new form of organizational integrity and a mechanism for financing and reproducing innovations

The subject of the study is the factors, models and processes of the emergence and development of modern innovation ecosystems (IES) that ensure the flow of assets, their transformation into innovations, and distribution across the territories of economic growth. The purpose of the paper is to identify the factors and trends in the development of the IES, based on the practices of individual States and driving forces of the world. The methods of sampling, grouping, comparison, analogy, analysis, generalization, system-structural approach to assessing the development of the subject of research are used. The result of the study was the definition of IES as an open institutional mechanism for the reproduction of innovations, transforming the competitive market environment in the direction of the dominance of stable intersectoral network structures. The decisive role of IES in the chain “national innovation strategy → (start-ups + companies + state institutions) → IES → [new start-ups + deep-tech companies unicorns (hectocorns) + new level of quality of the competitive environment] → global competitive advantage of the State” is established. On the example of China, the prospects of formation a model of the national IES, focused on long-term development, technological selfsufficiency of the State and, at the same time, providing the possibility of expansion to new markets, are proved. The authors see the prospects for further research of the IES in Russia in a shift of emphasis from the “banking” nature of the IES towards the formation of large territorial centers of the location of the IES while maintaining strong institutional support of the State.

Increasing the Level of Innovation of the National Economy: Legal Issues and Strategic Directions

Problem setting. The development of the national economy in an innovative way in modern conditions is complicated by the presence of internal and external negative factors of influence. The state of war significantly changed the requirements for the implementation of innovative activities, as a result of which the problem of forced adaptation to new conditions arose. Therefore, the issue of ensuring a favorable climate for the stimulation and development of innovative activity, the accumulation of investment resources, and the implementation of a set of effective measures to increase the level of innovativeness of the national economy are relevant today. Analysis of recent researches and publications. The issue of legal support for the stimulation of innovative activity and the problem of innovative development of the national economy of Ukraine is the subject of research by many scientists. S. V. Hlibko considered the issue of legal support for the national innovation system and the innovation process. O. V. Rozghon researched the types and organizational forms of technology transfer in the innovation process. Problematic issues of legal regulation of priority areas of innovative activity in Ukraine were considered by Iu. V. Georgiievskyi. Questions regarding the innovative development of the national economy were mostly investigated by economist’s scientists. However, today’s realities, which reflect significant structural changes at all levels of the economic system and changes in the conditions for the implementation of innovative activities, require additional conceptual studies of the indicated problematic issues. Target of the research is to study the current legal aspects and strategic factors of enhancing the innovativeness of the national economy, including the study of certain issues related to improvement of current legislation in the field of innovation. The provisions of the main strategic document regarding the implementation of the development of innovative activities provide for the need to increase the level of innovativeness of the national economy with the definition of starting points for ensuring the development of the innovative economy and the national innovation ecosystem. In order to increase the level of innovative development of the national economy, it is necessary to implement complex measures of strategic, economic, regulatory and social direction, Ukraine has a great potential for innovative transformations, and therefore its use will lead to the activation of investment activities and improvement of the functioning of the country’s economic system. Innovation policy should be focused on creating favorable conditions for the development of innovative activities. Today, the main law establishing forms of state stimulation of innovative processes and aimed at supporting the development of Ukraine’s economy in an innovative way needs a constructive update. The system of legal means of ensuring innovation activities (including infrastructural support of the innovation process in the national innovation system) is of decisive importance in terms of increasing the level of innovativeness of the economy. Conclusions and prospects for the development. As a result of the conducted research, it can be concluded that the basis of increasing the level of innovativeness of the national economy in modern conditions is the implementation of the relevant legislatively planned areas and the implementation of complex measures of strategic, economic and legal direction. For the sustainable development of the innovative national economy, it is necessary to provide favorable conditions for the implementation of innovative activities, the development of the national innovation system, and the formation of an attractive investment climate.

INNOVATIVE ECOSYSTEMS IN THE CONTEXT OF MODERN TRANSFORMATIONS AND MILITARY ACTIONS IN UKRAINE

The article examines the essence of the concept of "innovation ecosystem", highlights the factors that affect the processes of formation of innovation ecosystems, and provides a proper definition of the innovation ecosystem. The components of the innovation ecosystem were analyzed; the priority areas of Ukraine's innovative activity are highlighted and their correlation with the Strategy of Smart and Sustainable Development of Europe is determined. It has been proven that innovation is a strategic growth factor. The principles of formation and functioning of the national innovation ecosystem are systematized. The importance of technological platforms as a mechanism of effective cooperation between participants of the innovation ecosystem is highlighted. Guidelines for the formation of innovative ecosystems in the context of cooperation between Ukraine and the European Union are proposed, which take into account the losses caused by the full-scale military aggression of the russian federation against Ukraine.

Innovation ecosystem as factor of providing progressive structural changes in the economy

The article reveals issues of building the innovative ecosystem institutions problem in context of the growing role of research Universities in ensuring innovative structural changes in the economy of Ukraine. International comparisons of the actual state of effectiveness and development potential of Ukraine’s innovation ecosystem have shown that it lags behind almost all indicators of the European Innovation Scoreboard. It is a confirmed necessity to form in Ukraine a state innovation policy based on criteria of the European Innovation Scoreboard with the goal of improving all its indicators, which comprehensively reflect the state of the national innovation ecosystem.It has been focused on the formation of the central link of the innovation ecosystem – the entrepreneurial innovation University as a progressive structural change’s generator in the economy. The justified urgency of increasing the state support for the priority development of research, design and development, and educational institutions that are part of national and regional innovation ecosystems. It is necessary to radically increase the volume and change structure of the state funding of institutions in the field of research and development, as well as innovation activity, reducing the share of the state funding of individual projects and individual grants, which should be financed mainly by business structures.It is shown that the main practical problem in determining the place and role of research Universities and other scientific and educational institutions in the structural innovation transformation of the economy of Ukraine is insufficient attention to formation and implementation of the practical function of basic innovations as the main factor of economic growth. It is suggested under formation of the Ukrainian state innovation policy, a separate priority area related to the creation of higher education institutions (Universities) of new generation as innovative entrepreneurial Universities should be identified, while it is important to develop Universities and scientific centres that demonstrate the presence of cumulative human capital, despite their temporary state of crisis.

Towards a Healthcare Innovation Scaling Framework-The Voice of the Innovator.

This paper investigates the systemic challenges that African healthcare innovators experience in the quest to scale their innovations. The aim is to aggregate insights and to conceptualize a foundation towards building a framework that can be used as a guide by intermediary organizations and global partners to support collaborative innovation in African countries. These insights were gained from analyzing a dataset of survey responses obtained from a follow-up on 230 innovators who took part in the inaugural WHO Africa Innovation Challenge that was held in 2018. The insights led to the identification of 10 key foundational blocks that assist in ecosystem management in a bid to strengthen national health innovation ecosystems and to improve the sustainability and integration of innovations in the health system.

Spatial differences of foreign capital R&D networks in China: quantitative analysis based on dissipative structure theory.

China's foreign capital R&D network has become a core component of the high-quality development of the national innovation ecosystem. Narrowing the spatial difference in the foreign R&D network is considered an essential strategy to improve China's holistic innovation capability. Previous studies only examined the internal factors of the system while mostly ignoring the quantitative analysis of the spatial differences diffusion. Based on the dissipative structure theory, the current paper demonstrates the construction of positive and negative entropy indexes of foreign capital R&D networks in China. Rested on a survey dataset of 340 foreign R&D institutions in 21 Chinese provinces from 2016 to 2017, this paper analyzes the spatial differences and driving factors of the innovation development of foreign capital R&D networks across the country using the Brusselator model. The results show that China's entire deviation degree of foreign capital R&D networks is small. Still, there are significant spatial differences in the deviation between the entropy value and the ideal status of dissipative structure in foreign R&D networks, with the minor deviation-value areas located in the eastern regions. In addition, the central and western regions where the late-mover layout of the foreign R&D network deviates are far from the ideal status. Among them, the western (i.e., Xi'an and Chengdu) foreign R&D network is significantly better than the central innovation performance. It is found that policy traction of talent advantage and intellectual property rights protection positively impact the negative entropy flow of foreign R&D networks in China, which becomes an influential driving force for the future system equilibrium. The paper concludes with several policy implications to guide China's innovation and ecological optimization of foreign capital R&D networks.

The essence, formation and features of assessing national innovation ecosystems

The features of the ecosystem approach to innovative development and the essence of national innovation ecosystems in the context of the fifth generation of the innovation process, as well as the model of the five-fold innovation spiral are considered. Based on a comparison of the positions of the Republic of Belarus and other countries in terms of the main indicators characterizing the environment for innovation, directions for improving the national innovation ecosystem are outlined.

Fostering Innovation in Romania. Insights from the Smart Specialization Strategies

Abstract Innovation has invariably been a precursor to development and competitiveness, while creating (at least temporary) barriers to differentiate between its leaders and its laggards. Although Europe is ranked the second most innovative region in the world, the EU faces a significant innovation divide, that is attenuating its footprint on the global competitiveness arena and weakening its mission of enhancing the wellbeing of all Europeans. The EU’s goal of the twin (green and digital) transition brings innovation (in its broadest sense) in the spotlight, while the EU Cohesion Policy (aiming to remedy the disparities between countries and regions) heavily relies on the smart specialization strategy as main methodology for reinforcing national and regional innovation eco-systems. In this context, the objectives of the paper are: (1) to explore Romania’s innovation performance (and profile over time) within the EU and identify the strengths and weaknesses of Romania’s innovation ecosystem – based on the analysis of the European Innovation Scoreboard (EIS) data; (2) to examine and assess how Romania and its eight development regions address the innovation challenges through their smart specialization strategies 2021(2)-2027 – based on the content analysis of the (national and regional) S3s using QDA Miner v6.0.

Assessment of National Innovation Ecosystems of the EU Countries and Ukraine in the Interests of Their Sustainable Development

The purpose of the study is to reveal specific features of modern EU innovation policy in the context of its focus on sustainable European development and to conduct an assessment of the parameters of national innovation ecosystems of the EU member states with different innovation potential and Ukraine from the standpoint of their influence on the innovative development of countries worldwide. With the use of the correlation-regression analysis, the hypothesis of changing the parameters of national innovation ecosystems that affect the innovation of the EU member states and Ukraine in the global context depending on the level of their productivity and innovation potential was reiterated. The factors that have the greatest impact on the ranking of the countries in the Global Innovation Index, depending on which group the countries under study belong to according to the classification of the European Innovation Scoreboard, were identified. It was revealed that the set of such factors in each group of countries varies and has a different degree of influence on the level of their innovation development. Based on the results of the assessment, taking into account the need for a speedy post-war reconstruction of Ukraine, policy recommendations were made for Ukraine. Their implementation will ensure the systemic influence of the state on the national innovation ecosystem of the country.

National innovative ecosystem as a platform for the country’s social-economic development

Objective: to improve approaches to forming a strategy for the development of a national innovation system.Methods: the work uses a set of methods and approaches, such as the system economic theory, the space-time analysis andsynthesis.Results: the results of the implementation of the Strategy of Innovative Development of the Russian Federation until 2020 was analyzed, which enabled to formulate conclusions about the low efficiency of the results of its implementation. The essence of the national innovation ecosystem and the approaches to its formation were determined. The necessity of applying the ecosystem approach in the formation of the national innovation system is substantiated, recommendations on the system economic theory application in building an integrated national innovation ecosystem are presented. An approach to the organization of the national innovation system as a quadruple helix is proposed, which will ensure the connectivity of its components. The analysis of the possibilities of using digital technologies to develop innovative connections based on ecosystem principles is carried out.Scientific novelty: it consists in the application of systemic economic theory and ecosystem principles that allow taking into account the institutional and socio-economic conditions specific to Russia for the development of the national innovation system.Practical significance: the research results presented in the article can be used to create a strategy for the innovative development of the Russian Federation for the future, as well as for the development of the national innovation system as a whole.
