In China, the strategy for the national information infrastructure development is implementing a large-scale and unparalleled project for developing artificial intelligence and its application to solving critical problems. Threats and risks of the current stage left no choice to China. The best Soviet and Russian developments of centralized planning and modeling are actively used, advanced American experience in applying neuroinformation technologies to influence society is being adopted. In fact, a neuroinformational mega-matrix is being formed, which will allow the Chinese authorities to keep the seething mass of people and organizations within a controlled circuit. Configuring cognitive communications in the socio-technical system “person — infocommunication environment — the state” allows to develop a social credit model for forming behavior vectors in large groups of the population with culling disloyal in behaviour (implemented now) and disloyal in thinking (soon to be implemented) human units of the China-community.

Linking the Role of Government to Internet Diffusion in Nigeria: Is the ‘Giant’ of Africa Awakening?

This paper focuses on the role of government in the development of the Internet, as a representative artifact of a National Information Infrastructure (NII) of a country. We consider Nigeria, a developing country that has been attempting to enhance the role of Information and Communication Technologies (ICTs) in various sectors of her economy over the years. A longitudinal analysis of Internet diffusion, as a representative NII technology was undertaken using the Global Diffusion of the Internet (GDI) framework. As is the typical practice with studies employing the GDI framework, empirical data was gathered from a variety of documentary sources including government/regulatory bodies reports and policies, websites, newspapers and research articles. The analysis reveals that there has been a determined focus on the development of the NII infrastructure in Nigeria. What comes to the fore is the important role that government is playing in ensuring that the Internet contributes to the economic rejuvenation of the country. We pinpoint that the federal government has been ineffective in indirectly facilitating the sector in the roles of strategist, guider and integrator. It is hoped that current and future policy initiatives in the telecommunications industry will change the negative determinants of NII development.

Next generation of information infrastructure: A comparative case study of Korea versus the United States of America

AbstractThis study compares the United States of America and Korea's cases of national information infrastructure (NII) development, focusing on the role of the governments in the development of their NIIs and on the realization of the next generation of information infrastructure vision. The important similarities and differences can be seen by comparison on sociotechnical dimensions: government function, histories, visions, policy design, implementation plans, and realities and prospects. Findings show different patterns of NII development, providing insights for the next generation of NIIs. This study provides a prospect towards future information infrastructure needs in the context of dynamic sociotechnical changes.

Networking of libraries and information centres: challenges in India

This article identifies the changes that libraries and information centres (LICs) need to undergo for networking, and lists the existing communication networks (INDONET, ERNET, NICNET, GPSS, RABMN, INET) and libraries and information networks (INFLIBNET, DELNET, BTIS, SIRNET, TIFACLINE, CALIBNET, MALIBNET, BONET, MYLIBNET, PUNENET, etc.) in India. It mentions the paradigm changes that LICs undergo, challenges to their networking, and also highlights the role of IT in transforming traditional LICs into a digital mode. It discusses the various Governmental policies that led to the development of national information infrastructure, the inadequacies of the infrastructure, the status of IT application in Government, and the challenges in converting library contents into computer readable form. It concludes that, although India has drawn up ambitious plans, it has not seen the benefits that could come from employing these facilities to improve the socio‐economic conditions of its citizens or help it emerge as an economic superpower.

Enthusiasts, deregulators, guardians, and skeptics: Contrasting policy viewpoints on the National Information Infrastructure

Abstract Passage of the Telecommunications Act of 1996, and events leading up to it, brought to public attention a proposed National Information Infrastructure (NII) that would connect homes, businesses, universities, schools, and government offices. The policy discourse surrounding the Act reveals a variety of perspectives among stakeholders, including the Clinton administration, federal agencies, Congress, telephone companies, the computer industry, broadcast and cable TV companies, educators, and other interest groups. While there are many reports and commentaries on the NII, few authors have tried to characterize the political viewpoints behind the public discourse. This article reviews more than 80 NII-related documents, published from 1988 through 1997, and classifies their views and authors according to a two-dimensional typology by policy analyst William Dutton. Comparisons are made between those advocating Public versus Market leadership in NII development, and between Promotional and Restrictive statements regarding NII policy.

National infrastructure diffusion and the U.S. information super highway

Governments are playing an increasingly important role in the development of national information infrastructure (NII). This paper explores one example in the United States' effort to build an “Information Super Highway”; which may determine the way its citizens create and communicate knowledge in the next century. This NII will provide widespread access to private and public networks capable of transmitting data, voice, text, images and video. It will consist of user information appliances, local area networks, access networks, and regional and national networks with speeds of hundreds of gigabits per second. In the course of its development the U.S. Information Super Highway's scope has been broadened to include high-speed connections to public schools, corporations, and eventually homes. The building of national information infrastructure, raises important issues of ownership, management, operation, use, and economics. A diffusion model of NII is presented to address these implementation issues.
