As part of the Indonesian government’s strategy to achive equitable welfare, sustainable development is a primary focus, as stipulated in Law Number 25 of 2004 concerning the national development planning system. This research analyzes the application of the democratic leadership style by the village chief in the implementation of the development in Gempolsari village. With a descriptive and qualitative approach, this study aims to analyze and describe the democratic leadership style of village chiefs through decision-making abilities, motivational skills, communication skills, the capacity to manage subordinates, and emotional control in the implementation of development. The research methods include observation, interviews, and documentation, with data analyzed using the Miles and Huberman analysis model. Research findings indicate that the democratic leadership style of the Village Chief is a crucial aspect in the implementation of development by involving the community in decision-making through deliberation, motivating employees and managing subordinates and emotions also affects the smoothness and success of the development implementation.

Design and Build a Village-level Government Medium-term Development Plan (RPJM) Information System

The village medium-term development plan (RPJM desa) is one of the development planning documents that is required to be prepared for the village-level government by Law number 25 of 2004 concerning the National Development Planning System in the law which also mandates that 3 (three months after the head of the village is inaugurated the preparation of the village medium-term development plan (RPJM desa) must be completed and determined. In this study, the author uses the website as an information system for the Village Government's Medium Term Development Plan to design an RPJM and carry out development activities needed by the village.

THE EFFECTIVENESS OF THE REGIONAL LONG-TERM DEVELOPMENT PLAN OF PURWOREJO REGENCY: THE EVALUATION OF STRATEGIC PLANNING

The implementation of strategic planning in the public sector is the art of managing government affairs involving the utilization of state power. A set of regional planning in Indonesia is characterized by continuity and interconnectedness within a planning system consisting of the Regional Long-Term Development Plan (RPJPD), the Regional Medium-Term Development Plan (RPJMD), and the Regional Government Work Plan (RKPD). RPJPD, as part of the national development planning system in Indonesia, is a planning document that guides regional governance for 20 years and delineated into four periods of the RPJMD, each with a validity period of five years. In the planning cycle, the evaluation process is essential to do. The study aimed to examine the effectiveness of the long-term development performance in the public sector in the framework of strategic planning evaluation in Purworejo Regency. The methods employed in the evaluation were cross-sectional and longitudinal qualitative comparative, which involved comparing and correlating the performance achievement of the four periods of the RPJMD conducted at the end of each planning year in the final period. The dominant aspect that supports the achievement of development performance targets is the aspect of government. The inhibiting aspects that hinder the achievement of performance targets in the RPJPD of Purworejo Regency for 2005-2025 are the aspects of economics, infrastructure, socio-culture, and time.

Analisis Deskriptif Indeks Pembangunan Manusia Indonesia Periode Tahun 2020 - 2023

Human development is one of the national development goals outlined in Law Number 25 of 2004 concerning the National Development Planning System. The Human Development Index (HDI) serves as a key indicator to measure the success of human development, comprising three dimensions: longevity and healthy life, knowledge, and a decent standard of living. During the period 2020-2023, Indonesia's HDI experienced an improvement. In 2023, Indonesia's HDI reached 74.39, a rise of 0.62 points (0.84 percent) compared to the previous year (73.77). This increase was observed across all dimensions, including longevity and healthy life, knowledge, and a decent standard of living. The objective of this research is to provide a descriptive analysis of Indonesia's HDI during the period 2020-2023. Secondary data from the Central Statistics Agency (BPS) were utilized, encompassing HDI data, life expectancy, years of schooling expectancy, and per capita expenditure per year. The research findings reveal a significant improvement in Indonesia's HDI during the 2020-2023 period. The HDI increase is evident in all dimensions: 1) Longevity and Healthy Life Dimension, Life expectancy at birth increased from 73.7 years in 2020 to 73.93 years in 2023. 2) Knowledge Dimension, Years of schooling expectancy rose from 12.6 years in 2020 to 12.8 years in 2023. 3) Decent Standard of Living Dimension, Per capita expenditure per year increased from Rp11,293,000 in 2020 to Rp11,899,000 in 2023.

Capacity Building for Puskesmas Health Workers in Compilation of Strategic Plans for Puskesmas Pulo Brayan

The Strategic Plan of the Pulo Brayan Health Center is still not by the standards of Law no. 25 of 2004 concerning the National Development Planning System. The purpose of community service is to increase the capacity of human resources for health workers in preparing the Strategic Plan at the Pulo Brayan Health Center. The activity was attended by 12 health workers from Pulo Brayan Health Center. The methods are in-depth interviews, focus group discussions, and workshops. At the workshop, the speaker provided material and continued with a discussion on the draft strategic plan. The results of the activity are that information and documents needed can be collected, public health problems in the working area of the Puskesmas are identified, problems in the process of preparing the Strategic Plan of the Puskesmas are identified and workshops can be carried out to increase the capacity of participants in formulating strategic plans. Health workers actively participate in discussions at each stage of the implementation of activities and are committed to drafting the Strategic Plan by the knowledge given by the speakers at the workshop.

The Juridical Framework of the Pentahelix Model in the Preparation of Regional Medium-Term Development Planning

Regional Development Planning is a process of compiling the stages of activities involving various elements of stakeholders to improve social welfare in an area/region within a certain period. In the provisions of Article 260, Law No.23 of 2014 concerning Regional Government, it is stated that the regions under their authority shall prepare regional development plans as an integral part of the national development planning system. The pentahelix planning model is an alternative to building a participatory and partnership planning framework that emphasizes the partnership principle, that it is necessary to know the urgency of the pentahelix planning model and the pentahelix planning model in the implementation of the regional medium-term development planning (RPJMD) to realize good governance (good governance), with a normative juridical research method with a statute approach, a conceptual approach, and a cross-disciplinary approach to law to solve related problems. The Pentahelix model has five actors who play a role in it, namely academics, business actors, communities, government, and media.

Compatibility of the Presence of the State Policies with the Presidential Government System in Indonesia

The presence of state policies amidst the presidential system has sparked controversies and raised glitches in state administration because these policies and the practice of parliamentarism intersect. On the other hand, fundamental issues arise from the national development planning system, calling for systemic maintenance to reinforce the direction and certainty of development in Indonesia. This article seeks to explore the compatibility of the state policies with the presidential system in Indonesia, mainly focusing on the urgency of the state policies and the form of the policies compatible with the presidential system in Indonesia. This research employed a normative method supported by statutory, historical, and conceptual approaches. To examine the urgency and the compatibility of the policies to the constitutional system in Indonesia, the policies need to be further investigated. The research results show that the urgency of the state policies can be viewed from the need to lead the directions, and policies, and set the certainty of the state development. The presence of these policies is expected to improve the shortcomings of the national development planning system, encompassing improvement of the political aspect of the development plan, constitutional design aspect, and ideological aspect. The compatibility of these policies with the presidential system represents the policies that leave no harm to the standard of the presidential system unless they (i) weaken the position of the president in connection with the parliament, and (ii) require the president to be responsible under the MPR (People’s Consultative Assembly). The compatibility of these policies can be formulated in three models: (i) the DPSP model; (ii) the parent law model as the state policies; and (iii) setting the policies by the MPR by adjusting to the principles of presidentialism.

EVALUASI LAHAN PEMBANGUNAN IBU KOTA KABUPATEN YALIMO, PROVINSI PAPUA PEGUNUNGAN

Evaluation of Land Spatial Planning for the Development of the Capital City of Yalimo Regency. Yalimo Regency is a new division of Jatawijaya Regency, with the product of Law Number 4 of 2008 dated January 4, 2008, concerning the formation of Yalimo Regency, Papua Province, which consists of five (5) districts namely: The districts of Elelim, Abenaho, Apalapsili, Benawa, and Welarek, with three hundred (300) villages spread across five districts, with a total population of Yalimo district, sixty-three (63). especially the population of the Elilim District, the capital of the Yalimo Regency. Based on the RDTR of Yalimo Regency, which is located in Elilim, the development of this area aims to build a dream city in the future that is green, sustainable, and integrated. A city that has very good prospects because it is very easy to arrange and organize in terms of the area of spatial land that is divided into three zones namely zone one elelim, zone two Hobakma, and zone three kilometers (km ) 120 Based on Law Number 25 of 2004 concerning the national development planning system, regional governments are given the mandate to develop a systematic and unidirectional development plan. The plan is set out in the form of a Regional Medium-Term Development Plan (RPJMD) for five years. The RPJMD document is a document that contains development plans to respond to various problems from various affairs. The document will be used as a guide in carrying out regional development, as well as to translate the vision and mission of regional heads. in addition, the preparation of the RPJMD becomes very crucial because the RPJMD is the guiding basis for the preparation of strategic plans (Renstra) for all regional apparatuses in Yalimo Regency so that they are more effective, efficient, and focused on providing measurable impacts. Regulation of the Regent of Yalimo Regency Number 8.2013, Concerning the Spatial Planning for Yalimo Regency for 2013-2033. That is to direct the development of Yalimo Regency by utilizing regional space in an efficient, effective, harmonious, balanced, and regional manner.

ANALYSIS OF LEGAL PRODUCT FORM AND CONTENT MATERIAL IN PRINCIPLES OF STATE POLICY

The amendment to Article 3 of the Indonesian Constitution is responsible for the removal of the People's Consultative Assembly (MPR) authority, to determine the State Policy Guidelines. This explains that the national development is presently guided by the following policies, (1) Law Number 25/2004 on the National Development Planning System, (2) Law Number 17/2007 on the National Long-Term Development Plan 2005-2025, and (3) Presidential Regulation on the National Medium-Term Development Plan. These laws are considered unable to guarantee the continuity and harmony of development between the central and local governments. In the absence of State Policy Guidelines (GBHN), the continuity of an important existing long-term regulation by a new government is not guaranteed. In this case, a state policy is needed to ensure the continuity of development, leading to a discourse to revive the PPHN (Principles of State Policy). Therefore, this study aims to analyze the legal product form and content material of the PPHN, by using a normative juridical method through secondary data. The results showed that PPHN was needed to ensure the continuity of Indonesia's development, with the formulation authority provided to the MPR, the most representative state institution. The material of PPHN was also philosophical and strategic, due to emphasizing state goals according to Paragraph IV of the Indonesian Constitution Preamble. This was outlined in MPR legal products as State Regulations, which guided national institutions in preparing work programs during their term of office.

REFORMULATION OF STATE PROPERTIES AS A GUIDELINE FOR THE DIRECTION OF INDONESIA'S NATIONAL DEVELOPMENT

Discourse of reviving the direction of the country is still ongoing as an effort to correct the national development planning system that is currently used. The pros and cons of coloring efforts to revive the direction of the country. The revival of the direction of the state is considered a manifestation of the return of the authoritarian system of authoritarianism in the new order era. On the contrary, the positive response to reviving PPHN is able to ensure that national development is more thorough, directed, integrated, sustainable and accountable. The problem is how the urgency of forming PPHN as a guideline for the direction of national development in the future? This research is normative juridical research using a statutory approach (statute approach) and a conceptual approach (conceptual approach). The national development system based on the SPPN Law has various weaknesses. this system is still executive heavy and vulnerable to abuser practices has various weaknesses. this system is still executive heavy and vulnerable to abuse of power. In addition, the current national development system provides a gap between the pattern of government development at the central, provincial, district/city levels plus between the leadership before and after it so as to create development that is directed, sustainable and more accountable. It is necessary to reformulate the PPHN which is regulated in the 1945 Constitution of the Republic of Indonesia and subsequently implemented in the system of administering state government power in Indonesia. The granting of constitutional authority to the MPR in the formation and determination of the PPHN will provide a unified perception considering that all colors of political parties take a common consensus for the interests of the nation and state. The implementation of development will be accountable to the MPR in the form of a performance report, even though the president is no longer the mandate of the MPR. This accountability is an effort to revive the principle of checks and balances on the implementation of national development.

Analysis Of The Padang City APBD For The 2018 Fiscal Year: Involution Of Siding To The Public

Within the framework of national development, the budgeting system is an inseparable part of the national development planning system. Planning and budgeting are part of management development that is designed to realize the ideals of national development. Public finance is one of the most critical dimensions to assess the government's partiality to general needs. Many studies have addressed the essential roles of the government budget in trust in government. However, there has been no research that has critically examined the state's alignment with the community through regional budgets. Therefore, this study contributes to the body of knowledge by analyzing local government finance and identifies the weakness of the expenditure. We chose the financial conditions of the city government of Padang in 2018 as the research object. The research was conducted employing qualitative and secondary sources. This study found that the budget is not entirely in favor of the public. Many expenditures have been spent on the program, which does not directly affect society. In sum, Padang city budget has not fully benefited the people of Padang city and sided with them. Our analysis contributes to the study of public finance by strengthening pro-society finance. This study also contributes to the local government in designing and implementing public finance.

The actualization of the 1945 Constitution of the Republic of Indonesia in the administration of the state, after 23 years of reform or after 4 amendments have been made, it is deemed necessary/important to carry out the 5th amendment. solely on the needs/allegances of the state and it is relevant to the affairs of the life of all Indonesian people. The research method used is normative juridical research considering that what is studied is the result of books and regulations regarding: the ratio of amendments to the 1945 Constitution of the Republic of Indonesia, public participation in constitutional changes, the national development planning system (SPPN), and reconstruction of the state policy model of the main principles of the state. . The basic question related to the current state administration issue is bringing back the State Policy Guidelines to be an important choice? In the course of Indonesia's state administration, it seems that a national development roadmap is urgently needed, in order to realize a good government, and maintain the sustainability of national development (sustainable government) so that the government (President) of the development program becomes a Vision-Mission that must be continued even though the President changes.

Study of Implementation of Policy of The Regional Development Agency in the Probolinggo Regency of Indonesia

The direction of development that is well planned and dynamic is strongly influenced by the participation of the community and elements in society who are directly or indirectly involved in government administration. By Presidential Decree No.27 of 1980 concerning the Establishment of the agency for Regional Development (ARD) Indonesia and Law no. 25 of 2004 concerning the national development planning system, the Probolinggo Regency Government in carrying out development in the region is first planned so that development can run well as expected. This research aims to describe and analyze the policy implementation of the role of the agency for Regional Development (ARD) in the development planning process in the Probolinggo Regency. This study uses interview analysis techniques in collecting data and answering research problems. The study results indicate the role of the agency for Regional Development (ARD) in implementing policies regarding the development planning in the study region is successfully implemented. However, in its implementation, it has not been able to run optimally to the factors that influence policy implementation.

Peran BAPPEDA Provinsi Sumatera Utara dalam Penerapan Pembangunan Daerah Berdasarkan Permendagri No. 70 Tahun 2019 tentang Sistem Informasi Pemerintah Daerah

This article aims to identify and analyze the rule of law, the role and constraints faced by the Bappeda of North Sumatra Province in regional development. 70 of 2019 concerning Local Government Information Systems. This type of research is normative by using qualitative analysis. The results of the study found that the legal regulations for regional development planning are regulated in Law Number 25 of 2004 concerning the National Development Planning System and Minister of Home Affairs Regulation number 54 of 2010. The North Sumatra Bappeda has a role in formulating technical policies, regional development planning, research and development starting from the strategy, policy direction, macroeconomic framework, development of regulatory framework, institutions and funding in accordance with the policies determined by the regent based on the prevailing laws and regulations.

Pemberdayaan Ekonomi Masyarakat Melalui Pengembangan Potensi Lokal Budidaya Black Soldier Fly (Maggot) di Desa Sukaratu Karawang


 Law on National Development Planning System (Number 25/2004) mandates that Development planning must refer to the consideration that the goal of development of all government levels is the same, namely the welfare of the community. Empowerment is a concept to give people greater responsibility for how to do work. The potential of Sukaratu village consists of agriculture, livestock, tourism objects, handicrafts, cultivation and plantations. Among these potentials, the authors take the economic empowerment potential of cultivating black soldier fly maggot as an alternative ingredients for fish feed and reducing organic waste, so that it can increase the income of the people of Sukaratu. The research method used is qualitative and quantitative research; observation and interviews in an effort to obtain data. The results showed that the potential of Sukaratu village consisted of agriculture, animal husbandry, tourism objects, handicrafts, cultivation and plantations, the potential of human resources in terms of age and education was good, but in terms of business creativity and business skills, need to be improved. Maggot cultivation can reduce organic waste. The capital is not large enough because it only requires terraced media and houses that are given nets for broodstock to lay eggs.

SPATIAL PLANNING LEGISLATION IN GHANA: EXPLORING THE EVOLUTION, CONTRIBUTIONS, AND THE WAY FORWARD.

This paper explored the evolution of spatial planning in Ghana’s context. Using Institutional Analytical Framework, the paper posits that spatial planning has gone through several changes over the years. Additionally, it was revealed that spatial planning as an idea dates back to nineteenth-century industrialization and urbanization that mostly happened in developed countries. These had less focus on civic design and came to be more competent in state policy. Although planning in Ghana antedates the early 90s, nationwide spatial planning commenced with the preparation and initiation of CAP 84 (Town and Country Planning Ordinance) in 1945. Fast forward spatial planning in Ghana is presently being done by tenets and provisions as captured in Act 925 - Land Use and Spatial Planning Act 2016. However, this paper establishes possible conflict and duplication of planning efforts and practices by looking at Act 925 and Act 480 - National Development Planning System Act, 1994. It envisages that planning in Ghana will go through another evolution to avert the “spatial” and “policy” perspectives to planning and as well attain coordinated efforts to guide the course of planning in Ghana. THE EXISTENCE OF STATE POLICY GUIDELINES IN THE PERSPECTIVE OF ORDERING THE ORDER OF LAWS AND REGULATIONS

The emergence of the discourse of reviving the Outlines of the State Direction (starting now referred to as GBHN) or in standard terms is known as the reformulation of the national development planning system with the GBHN model derived from the recommendations of the Indonesian MPR for the 2009-2014 period is a must. The purpose of this article is to analyze how the Outlines of State Policy Existence in the perspective of a hierarchy of laws and regulations. This article concludes that the existence of State Policy Guidelines in the Hierarchy of rules and regulations and the state administration system must always be maintained because it aims to optimize good governance that can synergize the development programs of the Central Government and Regional Governments.

Limited Amendment Of 1945 Basic Constitution and The Return Of Main State Guidelines

This study focuses on the consequence of discourse for bringing back the Main State Guidelines (GBHN) in the administration structure of Indonesian Republic. The GBHN has been considered a solution for the insustainability of Indonesian development, despite the fact that there have been the constitutions of National Development Planning System (SPPN), Long-Term Development Plan (RPJP), Medium-Term Development Plan (RPJM), and Annual Development Plan. The research method used is the study of normative law. The results obtained from the study are to bring back the GBHN, to require the amendment of Basic Constitution of 1945, to harmonize the statutory regulations such as the material test and juridical review of People’s Consultative Assembly’s decree regulating the GBHN, adjustment to the president’s liability in implementing the GBHN, and evaluation towards the National Development Planning System (SPPN) which so far have been implemented to produce the efficient development planning. This paper concludes that the GBHN presence will lead to the legal consequences of state administration and the rearrangement of the state administration itself.
