Policy styles and India’s national action plan on climate change (NAPCC)

ABSTRACT This article assesses India’s policy style, with respect to climate change particularly the launch of the National Action Plan on Climate Change (NAPCC). The NAPCC was India’s first significant climate policy document that demonstrates a paradigm shift from the “structural conflict” policy paradigm towards “embedded liberalism”. Policy ideas favouring “embedded liberalism” emerged from the Indian state were significant for the formulation of the NAPCC. The NAPCC was formulated due to a proactive and partially consensual policy style. The policymaking processes of “learning & puzzling” regarding a domestic climate policy involved relevant state and non-state actors and the policy idea was “powered” by the Prime Minister’s Office (PMO). This article explores interactions between state and non-state actors to find that the Indian government, in the context of the global aspirations of an emerging power facilitated and led the formulation of the NAPCC under an embedded liberal climate policy paradigm.

Climate Resilient Agriculture Practices - The Future of Farming

Climate-resilient agriculture (CRA) harnesses the intrinsic roots of agricultural and oxen production systems to generate increased long-term yields and farm income through sustainability. This review paper aims to draw attention to climate-resilient farming practices for medicinal plants and other cereal crops. There are several techniques and strategies that can be used to adapt to climate change, including yield-tolerant strains in poultry and cattle, Feed administration, irrigation, Agro-consulting and clay organic carbon. Governmental climate change adaptation programs such as the National Action Plan on Climate Change (NAPCC), the Pradhan Mantri Krishi Sinchayee Yojana (PMKSY), the Indian Council of Agricultural Research (ICAR), the Paramparagat Krishi Vikas Yojana and the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) continue to be implemented. Agriculture in India offers a living for the bulk of the populace and should never be disregarded. Increased demand for quantity, healthful food and diversity, as well as globalization effects and rising median income, would be revealed by India's growing population, globalization effects and increasing median income. Nutrient deficiencies in Indian soils, Imbalanced fertilizer application and Lack of Nitrogen-fixing crops have all caused significant climatic stress in India and the rest of the world. Various programs and policies, such as the Soil Health (Vitality) Card Scheme, are in place to improve fertilizer use efficiency. This cultivation practice pays attention to maintaining the environmental balance and bio-dynamization of agricultural systems so that ethical yield can be obtained.

Mainstreaming Energy Productivity Lending Practices Among Financial Institutions (FIs)

A number of studies have addressed issues on Energy Efficiency (EE) pertaining to improving productivity, employment generation, and increased energy security. Investing EE reduces demand for electricity generation, reduces fiscal deficit and energy deficits. In this context, very few studies focused on scaling up EE efforts, the present approach is fragmented and lack holistic approach to make finance available from financial institutions. Therefore, this study makes an effort to mainstreaming energy productivity lending practices among financial institutions through five voluntary principles framework. The proposed framework is in line with India’s National Mission on Enhanced EE (NMEEE) as a part of the National Action Plan on Climate Change (NAPCC). The outcome of this study will provide a boost to the country’s efforts on enhancing EE efforts by strengthening national action plans, strategies and policies. Thus, a greater collaboration, mitigating institutional barriers and develops a favorable environment for the fiscal and regulatory landscape to attract investments for EE efforts.

CLEAN INDIA - GREEN INDIA: A MODEL OF SUSTAINABLE DEVELOPMENT

Clean India and Green India are the two sides of one coin, i.e., sustainable development in India. Clean India or Swatch Bharat Aviyan (SBA) was the dream of the father of the nation. Mahatma Gandhi was mindful of the poor position of Indian rural people at that time and he dreamt of a cleaner India, where he emphasized on cleanliness and sanitation as an intact function of surviving. In June 2014, the then President of India Pranab Mukherjee in his address to Parliament said, “For ensuring hygiene, waste management and sanitation across the nation a “Swachh Bharat Mission” will be established. This will be our tribute to Mahatma Gandhi on his 150th birth anniversary to be celebrated in the year 2019”. Recently, the Narendra Modi Government is trying to establish the “Swachh Bharat Mission”. Green India mission is a National Mission under eight Missions of the National Action Plan on Climate Change (NAPCC), recognizes that climate change phenomena will seriously affect and alter the distribution, type and quality of natural biological resources of the country and the associated livelihoods of the people. Lying close to the models of sustainable Development, this paper is an attempt to magnify the Green and Clean India as a model of Sustainable Development.

Plugging the Implementation Gap

This article while discussing global and national climate regimes brings out the need for designing and implementing climate projects locally. It brings to the forefront, the local realities in an Indian urban context. The article particularly highlights disconnects between high level thinking and local implementation realities. It goes on further to suggest a novel idea which is being tested to overcome these disconnects. Global climate regime will primarily constitute the UNFCCC processes, and national climate regime will primarily constitute the National Action Plan on Climate Change (NAPCC) processes for the purposes of this article. The narrative of local realities brought out in the article is based on the work done at a locality in East Delhi through a prototype resilience centre. The centre conducted numerous community engagement activities, utilising an internally devised multi-stakeholder, participatory and inclusive framework. This prototype has managed to create an impact on the entire community through several interventions piloted with the involvement of strategic actors starting from January 2015 till date. The idea has been incubated within University of Delhi, and this article will present the concept of context integrity, which includes ‘nested’ relationships with larger institutions. That is, how an institution like University of Delhi can nest a small institution like the prototype resilience centre committed to larger goals of plugging the implementation gap which will bridge the disconnects between global climate regime and creation of local impact. Subnational Diplomacy in Climate Action Plans of Border States in India

Subnational action on climate change in India is driven by the State Action Plans on Climate Change (SAPCC). The idea behind the SAPCCs was to decentralize action beyond the National Action Plan on Climate Change (NAPCC) especially with regards to the State and Union List. In India, like most other nations, diplomacy and international negotiations remain exclusively in the realm of the central government. But effective response to climate change would require Indian states to engage in bilateral negotiations at least with countries of the same physiography. This should help in exchange and development of technology and creating databases on risk assessment as climate change goes beyond spatial borders and is a shared security issue. The rationale behind the SAPCCs also opens up furthering of the scope of sub-national diplomacy. This article examines the SAPCCs of the Border States and their missions on strategic knowledge of climate change as an example in order to suggest the need for greater subnational action in the form of climate change diplomacy. Relying mostly on document analysis this paper explores whether engagement in subnational diplomacy would maintain the constitutional spirit while pushing the limits of subnational action for climate change in India. It aims to explore climate policy in India’s federal system to understand the extended role the subnational Indian states therein can play.

A Geoinformatics Approach to Management of Data for India’s National Action Plan on Climate Change The National Action Plan on Climate Change (NAPCC) enacted by Government of India had considered climate change as a global challenge and is committed to engage multilaterally as per the United Nations Framework Convention on Climate Change (UNFCCC). Numerous studies had pointed to Global climate change research using big data from Earth observations to enable the coordinated and sustainable development of humanity.

Multilevel policy responses to mainstream climate adaptation through watershed development in rainfed farming systems of India

This paper reviews the latest policy responses towards mainstreaming climate adaptation through watershed development in rainfed farming systems of India, with reference to the multilevel governance structure from which they emerge. It employs a qualitative text review of the policy documents such as National Action Plan on Climate Change (NAPCC), relevant National Missions and selected State Action Plans for Climate Change (SAPCCs) and uses an illustrative case of action responses from the multilevel network of non-state actors. Through this exercise, it finds that the multilevel structure of these domains here offer facilitations as well as obstacles for proposed mainstreaming. The obstacles are in two forms. The first is yet an incomplete process of policy integration across different levels of governance. The second is the already existing set of challenges before watershed development in India, such as governance fragmentation, equity concerns in participation, and capacity-building and intercommunication between the levels. The facilitation comes through extra sources of knowledge and innovation from various state and non-state actors and their networks in multilevel systems, which need to be tapped in the current drive of mainstreaming for achieving the ends of climate adaptation in rainfed farming systems.

IMPORTANCE OF USING RENEWABLE SOURCES OF ENERGY FOR MAINTAINING ECOLOGICAL SUSTAINABILITY IN CASE OF IN EXTREME CLIMATE VULNERABLE ZONES : A CASE STUDY OF SAGAR ISLAND OF SUNDARBAN

The power sector in West Bengal has achieved significant improvement over the years in the areas of electricity generation, transmission and distribution. Two percent (2%) of the total power requirement of the State is met from Renewable Energy (RE) sources. There is a need for optimally harnessing the RE potential in the state. In the implementation of National Action Plan on Climate Change (NAPCC), a share of 15% of India’s total energy requirements is targeted to be met from renewable sources by 2020. To meet this ambitious target, a number of initiatives are being perused by various State Governments for enhancing the growth of renewable energy through active Public and Private participation in the sector. Coping with Climate Change: India–EU Cooperation on Renewable Energy and Clean Technology

Promotion of renewable energy and application of clean technology are essential for limiting emissions of GHG and facilitating environmentally compatible development. Although India and the European Union (EU) recognise their vulnerability to climate change, they differ on their ‘normative claims’ of the global climate change regime. India and the EU do not agree on emission cut targets. They can cooperate in multiple ways in the areas of clean technologies, renewable energy, research and development and sharing knowledge for sustainable development planning, etc. India has adopted a comprehensive National Action Plan on Climate Change (NAPCC), which comprises of both mitigation and adaptation measures to climate change. The implementation of the NPACC would be crucial in shaping a policy for inclusive and sustainable development. Hence, cooperation between India and the EU can take place in areas of the NAPCC that would help not only in coping with climate change, but also in enhancing India’s economic relations as well as development partnership with the EU.

Techno-economic evaluation of concentrating solar power generation in India

The Jawaharlal Nehru National Solar Mission (JNNSM) of the recently announced National Action Plan on Climate Change (NAPCC) by the Government of India aims to promote the development and use of solar energy for power generation and other uses with the ultimate objective of making solar competitive with fossil-based energy options. The plan includes specific goals to (a) create an enabling policy framework for the deployment of 20,000 MW of solar power by 2022; (b) create favourable conditions for solar manufacturing capability, particularly solar thermal for indigenous production and market leadership; (c) promote programmes for off grid applications, reaching 1000 MW by 2017 and 2000 MW by 2022, (d) achieve 15 million m 2 solar thermal collector area by 2017 and 20 million by 2022, and (e) deploy 20 million solar lighting systems for rural areas by 2022. The installed capacity of grid interactive solar power projects were 6 MW until October 2009 that is far below from their respective potential. In this study, a preliminary attempt towards the technical and economic assessment of concentrating solar power (CSP) technologies in India has been made. To analyze the techno-economic feasibility of CSP technologies in Indian conditions two projects namely PS-10 (based on power tower technology) and ANDASOL-1 (based on parabolic trough collector technology) have been taken as reference cases for this study. These two systems have been simulated at several Indian locations. The preliminary results indicate that the use of CSP technologies in India make financial sense for the north-western part of the country (particularly in Rajasthan and Gujarat states). Moreover, internalization of secondary benefits of carbon trading under clean development mechanism of the Kyoto Protocol further improves the financial feasibility of CSP systems at other locations considered in this study. It may be noted that the locations blessed with annual direct solar radiation more than 1800 kWh/m 2 are best recommended for installation of CSP systems. The results obtained can be used as preliminary indicators for identifying niche areas for immediate/short-term utilization of solar energy for concentrating solar power generation in India.

India′s National Action Plan on Climate Change

Climate change is one of the most critical global challenges of our times. Recent events have emphatically demonstrated our growing vulnerability to climate change. Climate change impacts will range from affecting agriculture – further endangering food security – to sea-level rise and the accelerated erosion of coastal zones, increasing intensity of natural disasters, species extinction, and the spread of vector-borne diseases. India released its much-awaited National Action Plan on Climate Change (NAPCC) to mitigate and adapt to climate change on June 30, 2008, almost a year after it was announced. The NAPCC runs through 2017 and directs ministries to submit detailed implementation plans to the Prime Minister's Council on Climate Change by December 2008. This article briefly reviews the plan and opinion about it from different experts and organizations.
