Factors Related to the Implementation of Facilitation Policies in the Prevention, Eradication, and Countermeasures of Narcotics Abuse and Illicit Trafficking (P4GN) by the North Sumatra Provincial National Narcotics Agency (BNN)

Effective policy implementation is crucial in combating drug abuse and trafficking, influenced by various complex factors beyond technical and administrative aspects. These factors include the policy's size and objectives, communication, resources, disposition, characteristics of implementing agents, and social conditions. This study, focused on the National Narcotics Agency (BNN) in North Sumatra Province, employs a cross-sectional design involving 70 respondents through total sampling. Using structured questionnaires, multivariate analysis identifies the policy’s size and objectives as significantly impactful, with a value of 12,821 times. In conclusion, refining and optimizing policy size and objectives, enhancing communication, ensuring resources, fostering positive dispositions, and aligning agents' characteristics with policy goals are recommended for effective implementation. Further research should explore specific optimization strategies and the dynamic interaction of factors in drug policy implementation.

Critical Opinion Paradigm Regulation of Criminal Actions of Drug Abuse Through Religious Rehabilitation Based on the Legal System

Addicts or users of narcotics are both victims and criminal perpetrators of crimes. All narcotics abusers utilizing criminal provisions are governed by the Article 127 of Law No. 35 of 2009 pertaining to narcotics According to Article 127, those who abuse drugs face jail time, while those who are addicted to drugs or who have been abused by them are sent to facilities for social and medical rehabilitation. However, it is often found that addicts experience a relapse after carrying out medical and social rehabilitation. When it comes to keeping drugs users from relapsing, religious rehabilitation is superior to medical and social rehabilitation. This study was carried out with a sociological juridical methodology. Purposive nonrandom sampling was the method employed for sampling. The data collection was carried out by library and field studies (through observation, questionnaires and interviews) of the authors and book users. Data analysis was performed using qualitative descriptive analysis. There is a gap in the motivation to resume drug use to shortcomings in medical and social recovery. Additionally, treating addicts with a religious approach that touches their hearts makes them less likely to hesitate to take drugs in the future.

Suicidal Deaths by Poisoning in Muzaffargarh: Observational Study Comprising of Regional Toxicity Patterns of Acute Poisoning in Cases of Suicidal Deaths in Muzaffargarh

Cases of suicidal deaths are increasing day by day and one of the main reasons is acute poisoning, which is the preferred method of suicide in many areas. The increasing number of deaths led us to conduct a study on this particular aspect. Objectives: To determine the frequency of toxic agents used for poisoning, regional trends of availability, modes and methods of use and reasons for self-poisoning. Methods: In this retrospective study, dead bodies of both genders and all age groups were studied with their respective data and history, for the years of 2019 to 2023. Unidentified, burnt, putrefied and bodies of chronic narcotic abuse were excluded. All the variables were analyzed through SPSS version 27.0. Results: Out of 387 cases of suicidal deaths due to poisoning, 67% were females with the predominant age group of 21 to 40 years. The majority were married and belonged to rural areas of Muzaffargarh with illiteracy levels up to 75%. The widely used poisonous agents were Kala Pathar, Wheat pills and Organophosphorus. Almost 61.7% of families did not allow postmortem of the deceased. Conclusions: It was concluded that suicidal deaths due to poisoning are soaring day by day due to the lack of proper legislation, suicide prevention strategies and provision of health facilities for the people of district Muzaffargarh.

Do modifiable patient factors increase the risk of postoperative complications after total joint arthroplasty?

Numerous studies demonstrate that modifiable lifestyle risk factors can influence patient outcomes including survivability, quality of life, and postoperative complications following orthopaedic surgery. The purpose of this study was to determine the impact of modifiable lifestyle risk factors on postoperative medical and surgical complications following a total joint arthroplasty (TJA) in a large national healthcare system. A retrospective chart review of a large national health system database was performed to identify patients who underwent TJA between 2017 and 2021. TJA included total knee arthroplasty, total hip arthroplasty, and total shoulder arthroplasty. Modifiable lifestyle risk factors were defined as tobacco use, narcotic drug abuse, hypertension, and diabetes mellitus. Postoperative medical complications and postoperative surgical complications were collected. Logistic regression and odds ratio point estimate analysis were conducted to assess for associations between postoperative complications and modifiable lifestyle risk factors. Of the 16,940 patients identified, the mean age was 71 years, mean BMI was 29.7kg/m2, and 62% were women. We found that 3.5% had used narcotics, 8.7% were past or current smokers, 24% had diabetes, and 61% had hypertension; in addition, 5.4% experienced postoperative medical complications and 6.4% experienced postoperative surgical complications. Patients who used narcotics were 90% more likely to have postoperative complications (p < 0.0001) and 105% more likely to experience prosthetic complications (p < 0.0001). Similarly, patients with tobacco use were 65% more likely to have postoperative complications (p < 0.0001) and 27% more likely to experience prosthetic complications. Our results demonstrate critical rates of increased postoperative medical and surgical complications after TJA for patients with narcotic abuse, tobacco use, or diabetes mellitus. Furthermore, adopting preoperative interventions and optimization programs informed by our findings on specific modifiable risk factors could aid orthopaedic surgeons in optimizing patient health. The Authority of The Integrated Assessment Team For Legal Certainty Regarding Rehabilitation For Suspected Drug Abusers

This study aims to analyze the authority of the Integrated Assessment Team (TAT) in determining rehabilitation for narcotics abuse victims and to identify obstacles in implementing rehabilitation recommendations, especially for those undergoing legal proceedings. The research uses a normative legal method, supported by empirical data, relying on primary legal materials such as laws and regulations, and secondary materials like literature related to the authority of TAT. The findings show that the TAT holds a crucial role in recommending medical and social rehabilitation for narcotics abusers. However, several obstacles hinder the effective implementation of TAT's recommendations, including poor coordination among law enforcement agencies and the limited resources available to support the rehabilitation process. Additionally, the social stigma surrounding narcotics abuse further complicates the rehabilitation process. The discussion emphasizes the need for stronger inter-agency coordination and increased support for rehabilitation programs to ensure better outcomes for narcotics abuse victims. The study concludes that despite the TAT’s authority being clearly regulated, several implementation challenges remain, which require urgent attention to improve the effectiveness of rehabilitation for narcotics abusers within the legal system.

Juridical Review of Advocates In Providing Free Legal Aid to Perpetrators of Narcotics Abuse Crimes

The authority of advocates in providing legal assistance to perpetrators of narcotics abuse crimes, as stipulated in Article 55 paragraph (1) of the Advocate Law, gives status to advocates as law enforcers who have an equal position with other law enforcers in upholding law and justice. The Effectiveness of The Recommendations Of The Integrated Assessment Team (TAT) of The National Narcotics Agency of Bali Province as A Judge's Consideration In Granting Drug Case Decisions

This study aims to analyze the procedure and effectiveness of the recommendations provided by the Integrated Assessment Team (TAT) of the National Narcotics Agency of Bali Province in determining rehabilitation for narcotics abusers. The research employs a normative legal method, incorporating a statute approach, case approach, and conceptual approach. The findings indicate that the TAT, consisting of a legal and medical team, conducts assessments to provide rehabilitation recommendations for narcotics abusers. The recommendations serve as evidence in court to help judges decide on rehabilitation for narcotics abusers, victims, and addicts. The research, which analyzed 10 narcotics cases, reveals that in 9 cases, the judges considered TAT’s recommendations when issuing their verdicts. However, the judges' decisions did not always align with the content of the recommendations. This demonstrates that while the TAT's recommendations are effective in influencing judicial decisions, full alignment between recommendations and verdicts is not guaranteed. The study concludes with a suggestion for stronger inter-agency commitment to ensure that TAT’s recommendations are consistently applied in legal proceedings. Additionally, it proposes the inclusion of norms related to integrated assessments in future revisions of Indonesia's Narcotics Law.

Unlocking Early Detection and Intervention Potential: Analyzing Visual Evoked Potentials (VEPs) in Adolescents/Teenagers with Narcotics Abuse Tendencies from the TelUnisba Neuropsychology EEG Dataset (TUNDA)

Narcotics abuse has extensive negative impacts on individuals, families, and society, including physical harm to organs and mental health disorders. Addressing teenage narcotics problems requires collaborative efforts involving educational institutions, families, and psychologists. Currently, narcotics has increasingly targeted teenagers, becoming a serious issue that demands special attention in prevention and treatment. Handling narcotic problems at the adolescent level necessitates close collaboration among educational institutions, families, and the community, including psychologists. Emphasizing the importance of early detection and prevention, this study proposes a method to detect the possibility of narcotic abuse in adolescents using the Go/No-Go Association Task (GNAT) test designed by psychologists. The study introduced the TelUnisba Neuropsychology EEG Dataset (TUNDA), an open EEG dataset with data on the emotional and habitual aspects of drug abuse in Indonesia, classified into "normal" and "risk" by psychologists. The processed EEG signal is the visual evoked potential (VEP) within 1000 milliseconds following the visual stimulus onset. The data is classified as “slow” and “fast” based on respondent's responses using MobileNetV2 architecture. Results showed MobileNetV2 achieved the highest accuracy for both normal and risk categories, with accuracies of 0.86 and 0.85 respectively. This study obtained ethical clearance and received funding support from Telkom University and Universitas Islam Bandung, with technical assistance from the Smart Data Sensing Laboratory. Penyuluhan dan Sosialisasi Guna Meningkatkan Kesadaran Bahaya NAPZA bagi Remaja Desa Sumbersari

Abuse of Narcotics, Psychotropics and Addictive Substances (Drugs) among the younger generation is a crucial issue that threatens the future of the nation. This abuse has a significant negative impact on the mental and physical development of the younger generation. Therefore, prevention efforts through education, routine counseling and positive activities in the community are very important. The socialization program on the dangers of drugs was carried out at the Sumbersari Village Hall, Ngampel District, Kendal Regency. The targets for this activity are teenagers from Sumbersari Village. This activity is carried out using the ABCD method which includes identifying community strengths, asset mapping, community economic analysis, creating relationships and activity priorities, as well as monitoring and evaluation. The results of counseling regarding the abuse of narcotics, psychotropic substances and other addictive substances in Sumbersari village show significant benefits for the younger generation. Participants' responses emphasized the importance of the understanding provided. The suitability of participants' expectations with the reality of the activity can be seen from the appreciation for the presence of food and similarities with socialization at school. Participants' understanding also increased thanks to the material presented in an interesting way. Comfort during activities is an important factor in maintaining participant concentration. However, participant satisfaction was affected by schedule discrepancies.

Based on data analysis, various kinds of social phenomena were found in the novel Ancika by Pidi Baiq. The formulation of the problem in this article is how the application of rehabilitation sanctions to the perpetrators of class I narcotics abuse in Decision No.1016/Pid.Sus/2022/PN.Jkt.Brt., and the obstacles and efforts in applying rehabilitation sanctions to perpetrators of class I narcotics abuse. This article uses normative juridical research methods, descriptive research nature, data used Secondary data and primary data, data collection using literature study, data analysis using qualitative, drawing conclusions using the deductive method. In the results of this study, Law Number 35 of 2009 concerning Narcotics has regulated the mandatory use of medical rehabilitation, but in practice it does not run according to the Law. The conclusion is that the implementation of rehabilitation for addicts and victims of narcotics abuse by the National Narcotics Board has followed the existing provisions. However, the possibility of shortcomings in the application of these rules remains open

Juvenile delinquency and the dangers of narcotics among secondary school children are social phenomena that must be immediately addressed together. Juvenile delinquency that often occurs nowadays seems to have lost its indication of delinquency and has led to criminal acts that can endanger the safety and comfort of people's lives. In this regard, the Bina Bangsa University PkM team has a program for implementing community service to provide solutions to the problem of juvenile delinquency and narcotics in the Kasemen District area which is rampant and never resolved. This service program takes the form of legal counseling to prevent and combat juvenile delinquency and narcotics abuse. Thus, there are several stages that constitute the method of implementing community service, namely, the observation stage, the preparation stage, the implementation stage and the evaluation stage. The results of these legal counseling activities are that the PkM Program at Bina Bangsa University has had a positive impact and significant results on the legal awareness of teenagers in Kasemen District, especially students at SMKN 6 Serang City. Providing counseling about literacy and the dangers of narcotics provides benefits, insight and experience. new for partners to fight the influence of narcotics, providing education regarding the indications and losses of juvenile delinquency, providing legal awareness for partners not to engage in deviant juvenile delinquent behavior. PkM activities, which take the form of legal counseling to educate Kasemen teenagers so they can fight the influence of narcotics and juvenile delinquency, can minimize crucial legal problems in the Kasemen District which are rampant.

Indonesia is a State of Law, this is stated in the explanation of the 1945 Constitution which states that; "The Indonesian state is based on law and not based on mere power." Law is a rule or regulation that regulates society. All behavior and actions of its citizens must be based on law, therefore, Indonesia is a country of law, obliged to carry out legal functions consistently as a means of upholding justice. As times progress, of course crime becomes more developed and organized. One of the problems that often comes to the surface in people's lives is crime in general, as currently we often encounter delinquency in the form of narcotics abuse. In Article 1 Paragraph 1 of Law of the Republic of Indonesia Number 35 of 2009 concerning NARCOTICS, the meaning of narcotics, namely substances or drugs derived from plants, either synthetic or semi-synthetic, which can cause a decrease or change in consciousness, loss of taste, reduce or eliminate pain, and can cause dependence, which are differentiated into groups as attached in the Law - The Narcotics Law is often used outside of medical and scientific purposes, which in the end will become a danger for the user, which in the end can also have an influence on the social order of the people of the nation and state. Combating narcotics abuse is not an easy thing to implement but the state is determined to eradicate it. Narcotics abuse covers all levels of society, including poor, rich, old, young and even children. Narcotics abuse has increased from year to year, which ultimately harms the nation's future cadres. One of the efforts made by the government to tackle the narcotics problem is through improvements in legal regulations. This improvement is very necessary because the influence of narcotics is very large on the survival of a nation.

Legal Analysis of the Application of Restorative Justice in Narcotics Abuse Offenses Involving Minors

This research aims to determine and analyze restorative justice arrangements in criminal acts of narcotics abuse for children as well as obstacles and solutions in implementing restorative justice in criminal acts of narcotics abuse for children. The research method used in this research is normative juridical. The results of this research show that restorative justice in handling and resolving narcotics crimes committed by children and efforts to resolve problems related to the use of diversion tactics in juvenile narcotics crimes in general have not run optimally in accordance with the provisions of Law Number 11 of 2012 concerning the justice system. children and the formal criminal justice system. Research recommendations to law enforcement officials that it is best to implement Restorative Justice in handling criminal acts of narcotics abuse by children in Indonesia should take a comprehensive approach.

The Enigma of Humanistic Justice in Addressing Narcotics Abuse

Drug abuse is a complex problem that requires a comprehensive solution. This includes how the concept is used in various aspects of tackling drug abuse. Justice in drug abuse eradication is a complex enigma, especially when the approach taken tends to be repressive and pays less attention to humanitarian aspects. Restorative justice is an alternative paradigm for handling drug abuse in Indonesia by linking it to the values of Pancasila. Restorative justice emphasizes recovery, reconciliation, and reintegration of offenders, victims, and society. This approach is in line with Pancasila values such as humanity, unity, and social justice. Restorative justice does not only enforce the law, but also pays attention to the social and psychological aspects involved in drug abuse cases. Applying restorative justice to the rehabilitation of drug addicts helps them overcome their addiction and become productive members of society again. Implementing restorative justice requires the cooperation of various stakeholders, including government, law enforcement, and local communities. This research aims to explore and understand the complexity of humanistic justice in the context of drug abuse treatment, as well as examine the definition and concept of humanistic justice in the context of drug abuse. This research uses an empirical juridical method, with interviews conducted at the Kediri City Attorney's Office and observation visits to post-rehabilitation drug abusers. Results of this study show that to overcome this, a comprehensive approach is needed that affects many aspects of life. The noble values of Pancasila provide a solid foundation in developing effective coping strategies.

Implementation Of Restorative Justice Approach In The Settlement Of Narcotics Crime Cases

The phenomenon of narcotics abuse is a serious problem that requires special handling, especially in Indonesia. Traditional approaches that emphasize criminal punishment have not proven to be fully effective in resolving this problem. This study examines the implementation of the restorative justice approach in resolving narcotics crime cases at the Bintan Police. The restorative justice approach emphasizes victim rehabilitation, perpetrator rehabilitation, and reconciliation between perpetrators and victims as an alternative to prison sentences. The purpose of this study is to analyze the legal arrangements that support the restorative justice approach in narcotics cases, evaluate the implementation of this approach in the Bintan Police, as well as identify the obstacles faced and formulate relevant solutions. The research method used is a qualitative method with a case study approach, involving in-depth interviews with police officers, medical personnel, and other related parties, as well as analysis of applicable legal documents and policies. The results of the study show that although there are efforts to implement a restorative justice approach in the Bintan Police, the implementation is not optimal. The main obstacles faced include a lack of adequate rehabilitation facilities, limited understanding among law enforcement officials, and social stigma against narcotics addicts. The study found that better coordination between institutions, intensive training and socialization, and improved rehabilitation facilities are needed to overcome these barriers. Based on these findings, the suggestions given include increasing the capacity and quality of rehabilitation facilities by the government, further training for police officers on restorative justice approaches, and educational campaigns for the community to reduce stigma against narcotics addicts. With these steps, it is hoped that the restorative justice approach can be applied more effectively, providing a more humane and recovery-oriented solution in handling narcotics cases at the Bintan Police.

Penguatan Profil Pelajar Pancasila pada Siswa di SMP Negeri 4 Tomohon

The issues addressed in this community service activity encompass a range of social problems, including environmental challenges, national disintegration, and the rampant abuse of narcotics among youth, who are considered the future leaders of the nation. The emergence of these problems in Indonesia indicates a significant erosion of Pancasila values in societal, national, and state life. The specific problems identified are: (1) a lack of student understanding of the Pancasila Student Profile, (2) an increasing prevalence of intolerance within society, and (3) insufficient dissemination of the fundamental values of the Pancasila Student Profile among both teachers and students. The proposed solution in this activity is the implementation of socialization and training sessions to strengthen the Pancasila Student Profile. The outcomes of these activities clearly demonstrate an improved understanding of the Pancasila Student Profile among students.
