Fostering community participation in sustainable municipal solid waste management at multiple scales in Tehran, Iran

This article delves into the intricacies of waste management in Tehran, offering insights into the structured framework governing the control of solid waste materials. As collected, the average daily generation of municipal solid waste (MSW) in the region is 0.645 kg per inhabitant. Unexpectedly, the impact of socio-economic factors on processes such as garbage sorting, creating products from recyclable waste, and composting was shown to be comparatively weaker than that of supporting elements. The initial approach entails providing environmental cadres and the community with more comprehensive MSW reduction training, which will cultivate a nuanced comprehension of waste management. The second strategy focuses on amplifying information dissemination through mass media and targeted campaigns, emphasizing effective MSW practices. The objective of the third endeavor is to augment the quantity of environmental cadres, which will be comprised of community and local leaders, in order to inspire and direct endeavors to reduce MSW. The fourth and final strategy underscores the expansion and diversification of waste storages, positioning them as customer-centric institutions dedicated to environmental campaigns and training. Ultimately, the collaborative implementation of these strategies is poised to instigate a positive shift towards heightened community participation in MSW reduction practices.

A Master’s Course Can Emphasize Circular Economy in Municipal Solid Waste Management: Evidence from the University of Pisa

Municipal solid waste (MSW) represents a significant global threat, which has to be managed by a model of production and consumption involving the sharing, leasing, reusing, repairing, refurbishing, and recycling of existing materials and products for as long as possible, otherwise known as a circular economy (CE). However, there is not a universal rule for waste recycling strategies, and it has been demonstrated that active public participation is crucial in the satisfactory management of waste. In this context, citizen participation and education are two interrelated approaches, which can help to engage and inform people regarding waste and its wider impact. The present study describes the development of an interdisciplinary hackathon (hackathons are events whereby individuals from different backgrounds are brought together to work on the solutions to different problems), targeted to students of a postgraduate Master’s course on Sustainable Development and Climate Change in order to develop and understand the MSW problems and priorities currently being targeted, with the aim to propose new potential solutions for MSW reduction, reuse, and recycling. Following an empirical approach, four working groups were established and assigned the following specific tasks: (i) communication/citizen education on MSW; (ii) the reduction of MSW production; (iii) innovative solutions to recover and enhance secondary raw materials deriving from MSW processing; and (iv) the eco-design of the cities of the future concerning CE principles applied to MSW recycling. Overall, the following main findings were derived from the hackathon event: (i) an essential objective of the CE strategy is to drive Europe’s internal market towards the production and consumption of more sustainable products, thus reducing environmental and social pressures, while still retaining value; (ii) the most effective ways of tackling environmental problems are to ‘change the way we consume’, as well as to ‘change the way we produce and trade’, with the responsibility shared between businesses, governments, and the EU, as well as the citizens themselves. In this scenario, research and innovation play a key role in driving the necessary systemic changes to reach climate neutrality and ensure an inclusive ecological and economic transition. Overall, the present study confirms how the hackathon represents an effective tool to engage citizens in participation and education.

Municipal solid waste (MSW) under the population shrinking and aging: Spatio-temporal patterns, driving forces, and the impact of smart city development

The phenomenon of shrinking and aging populations has profound implications for socioeconomic sustainability and presents unique challenges for managing municipal solid waste (MSW). These challenges have yet to be comprehensively understood thus far. In this study, we focus on the Circum-Bohai-Sea area in China (CBS) to investigate the spatiotemporal patterns of MSW generation under the population shrinking and aging. Results showed that the MSW growth rate reduced from 3.2% (2011–2015) to 1.6% (2016–2020) with population shrinking and aging. Geographical and temporal weighted regression (GTWR) revealed that disposable personal income and total population are the predominant drivers of MSW growth. In contrast, the population change rate and the proportion of elderly were the key factors for MSW reduction. Urban MSW reduction exhibited higher sensitivity to population shrinking, resulting in a 141.6% greater reduction compared to rural MSW for every 1% population shrinking. Conversely, rural MSW reduction displayed a greater response to population aging, with a 19.7% reduction more than urban MSW for every 1% increase in the proportion of the elderly. Based on scenario analysis, the smart city development will curb population shrinking (7.6%), while increasing the well-being, life expectancy, and population share of the elderly (3.4%). Future population shrinking and aging is expected to contribute to the growth of MSW, and this trend is further amplified by the development of smart city. However, smart city development led to MSW reduction overall with an MSW amount of 76.8 Mt (7.5% lower than in the business-as-usual scenario) by 2040, mainly attributed to smart sanitation technology. This study offers valuable insights for decision-makers in MSW management, not only in China but also for other countries grappling with population regression challenges.

Comparing and optimizing municipal solid waste (MSW) management focused on air pollution reduction from MSW incineration in China

China is the largest developing country in the world, and its municipal solid waste (MSW) has increased with a compound annual growth rate of 5.1 % since 1980. Incineration, which has the advantages of mass- and volume-reduction as well as energy and heat recovery, has become the mainstream environmentally sound treatment method in China. However, air pollution emissions are the primary reason for limiting MSW incineration (MSWI). Currently, the Chinese government is devoted to comprehensively implementing MSW classification. However, the classification model and the future MSW reduction rate are not yet clear. In this study, we project scenarios of air pollution emissions until 2030 based on the different MSW classification models (MSW reduction rates) and diffusion rates of ultra-low emission technology. A total of 6011 tons (t) of particulate matter, 25,881 t of SO2, 14,915 t of CO, 17,167 t of HCl, and 200,166 t of NOx will be emitted in 2030 under the business-as-usual (BAU) scenario, and air pollutants will not peak under this scenario. Air pollutants will reduce by 11 % of the BAU scenario by only implementing an MSW reduction of 20 % (JPN-model). The optimal scenario (DEU-model, increasing the efficiency of material recovery and upgrading air pollution control devices) means that air pollutants will be reduced by 83.2–96.2 % from the base amount under the BAU scenario. These results provide references for MSW management and air pollution emission reduction from the aspects of MSW classification and technology upgrades in China.

Use of life cycle assessment for estimating impacts of waste-to-energy technologies in solid waste management systems: the case of Buenos Aires, Argentina.

Analysing municipal solid waste (MSW) management scenarios is relevant for planning future policies and actions toward a circular economy. Life cycle assessment (LCA) is appropriate for evaluating technologies of MSW treatment and their environmental impacts. However, in developing countries, advanced assessments are difficult to introduce due to the lack of technical knowledge, data and financial support. This research aims to assess the main potentialities of the introduction of waste-to-energy (WtE) systems in a developing Argentinean urban area considering the existing regulations about MSW recycling goals. The study was conducted with WRATE software and the proposed scenarios were current management, grate incineration of raw MSW and incineration of solid recovered fuel (SRF). In addition, a sensitivity analysis on the energy matrix was included. It was found that the production of SRF allows increasing the energy generation from waste by 200% and reducing the environmental impact of about 10% regarding the current MSW management system. Acidification Potential and Abiotic Depletion Potential were sensitive to changes in electricity mix. Results showed that if MSW reduction goals are achieved, changes in MSW composition will affect the performance of WtE plants and, in some cases, they will be not technically feasible. The outcomes of this study can be of interest for developing countries stakeholders and practitioners interested in LCA and sustainable MSW management.

Generation and management of municipal solid waste in top metropolitans of China: A comparison with Singapore

With the rapid urbanization in the last decades, especially after the year 2000, several metropolitans were formed. e.g., Beijing, Shanghai, Guangzhou, Shenzhen, Tianjin, and Chongqing that locate at four world-class megalopolises across China. The generation and management of municipal solid waste (MSW) are important components for city development, both of which are spatiotemporally heterogeneous among these metropolitans, as a result of diverse socioeconomic statuses. This study attempts to sufficiently reveal the spatiotemporal heterogeneity by determining the MSW per capita, MSW composition, and proportion of each management strategy (landfilling, incineration, and compositing). Singapore is taken for comparison, for it is a Chinese community and well-known for its outstanding performance in environmental sanitation. Results show that MSW per capita is highly dependent on GDP per capita, and exerts an increasing tendency with time, but can be relieved with MSW reduction policy. For each metropolitan, the development of landfilling and incineration fits the Kuznets curve well, and government policy is a more determinant factor than GDP. MSW composition is also time- and location-dependent, and source sorting generally favors the subsequent resource utilization including the mainstream incineration. In addition to MSW generation and management, the action, goal, and experience in Singapore are expatiated, which are believed to be of referential significance for these metropolitans.

Prioritization of Waste-to-Energy Technologies Associated with the Utilization of Food Waste

Taking advantage of the growing production of organic waste for its conversion to waste-to-energy (WtE) also contributes to mitigating the problems associated with its final disposal, which is a global trend of increasing application. This work presents an innovative approach for the identification and prioritization of WtE alternatives available from the use of food waste (FW) present in the municipal solid waste (MSW) of a Colombian municipality with source separation and selective collection: (i) a systematic literature review, which allows one to identify WtE alternatives; (ii) the prospective MIC-MAC method (Matrice d’Impacts Croisés Multiplication Appliqués à un Classement) allowed the selection of criteria and sub criteria; (iii) the analytical hierarchical process (AHP) and the technique of order of preference by similarity to the ideal solution (TOPSIS), allowed a ranking of selected alternatives considering the technical, environmental, and social aspects. The WtE technologies identified were anaerobic digestion, gasification, incineration, biogas recovery from landfills, and pyrolysis; this last was excluded due to its greater application potential with substrates such as plastic waste. The six sub-criteria identified and prioritized were social acceptability (36%), greenhouse gas emissions mitigated (16.17%), MSW reduction (15.83%), energy production (13.80%), technological maturity (12.95%), and electrical energy conversion efficiency (5.25%), with the decreasing order of preferences of anaerobic digestion (78.2%), gasification (47.5%), incineration (27.4%), and biogas recovery from landfills (6.6%); the latter was the least desirable alternative (lower social acceptance and CO2 tons mitigated in relation to the other options). The innovative nature of this study is the identification and consideration of the comprehensive management of this type of waste of a large number of criteria (120 environmental, 52 social, and 59 technical) and the validation of the results through a sensitivity analysis, which allowed us to confirm for this study, that anaerobic digestion is the most favorable technology for the treatment and energy use of FW.

Decomposition analysis of the decoupling and driving factors of municipal solid waste: Taking China as an example.

As one type of debt 'borrowed' from nature, municipal solid waste (MSW) can be influenced by financing debt. Taking China as an example, an improved Logarithmic Mean Divisia Index (LMDI) model, together with the Tapio decoupling model, is developed to analyze the impact of private debt on MSW generation and the relationship between MSW and economic growth. The results show that the debt-income ratio promotes MSW generation and the output efficiency of debt inhibits MSW generation. Second, the linkage relationship between GDP growth and MSW shows three states: strong decoupling, expansion coupling and weak decoupling. The MSW generation per unit of GDP and the output efficiency of debt are the main contributors to the change of decoupling state. Third, implementing a MSW classification measure can greatly reduce the quantity of MSW removed and transported and improve the decoupling state. By 2035, deleveraging scenario and economic growth slowdown scenario can reduce MSW removal and transportation quantities by 765 and 1080 million tons, respectively. It is worth noting that negative population growth worsens decoupling while curbing MSW. The results provide a new perspective for the realization of MSW reduction and some sound policies are formulated to improve MSW management.

Estimating economic value of household municipal solid waste reduction program: A willingness-to-accept (WTA) approach

This study is aimed at estimating economic value of municipal solid waste (MSW) reduction program in the Mekong Delta by employing the willingness-to-accept (WTA) approach. This research will address two important issues in current growing literature about MSW management. First, this is the first research to evaluate economic value of the MSW reduction program in Mekong Delta. The second major contribution is the approach employed - supply curve through the WTA. This program requires community participation and provision incentives to them, therefore the requirement of public acceptance through WTA is estimated. Findings reveal that people are willing to accept an average of 30,000 VND/month for the MSW reduction program. Assume that household's MSW management fee subsidy policy is canceled, and the household is facing a full fee for the MSW collection (about 150,000 VND/month), they are willing to classify MSW at source to get a reduction of 30,000 VND or they are willing to accept a fee of 120,000 VND/month. In addition, it is interesting that more than 70 percent of people are willing to participate in this program. The determinants of WTA identified include the type of MSW at the source, education level, type of urban areas. This research then proposes that MSW management implementation policy should be focused on motivating households and improving people's perception of MSW. In case of government budget deficit, community participation would be more appropriate to manage MSW.

Potential of Energy Municipal Solid Waste (MSW) to Become Refuse Derived Fuel (RDF) in Bali Province, Indonesia

The generation of municipal solid waste (MSW) in Bali has various environmental impacts. One of the updates on sustainable waste processing is the RDF treatment plant processing. Before carrying out the processing, MSW characterization is needed because each region has a diverse composition. The processing of MSW into RDF provides benefits for achieving MSW reduction targets, renewable energy use, and the reduction of greenhouse gas (GHG) emissions. For this reason, this study was conducted to determine the potential of MSW in Bali as an alternative to renewable fuel and its potential to reduce GHG. MSW's potential calorific value as a raw material for RDF in Bali can reach 9.58 - 17.71 MJ/kg. The implementation of processing waste into RDF in pellets has shown a calorific value of ± 3904 - 4945 kkcal/kg. Implementing MSW processing into RDF in Bali can reduce GHG by 178 - 330 times compared to open dumping.

Biomass valorization and phytoremediation as integrated Technology for Municipal Solid Waste Management for developing economic context

Municipal solid waste (MSW) has ranked among the most detrimental global issues of the decade, where it has been induced by the population trends, urbanization, and economic growth. The majority of conventional pollution treatment methods involve high capital and maintenance costs with sophisticated instruments and technology. Biomass valorization and phytoremediation has been described to be an effective and practicable alternative for expensive, conventional engineering techniques in managing MSW and remediating contamination. Modern biomass valorization methods are promising technologies that provide effective MSW reduction, at the same time providing measures for removing pollutants from leachate with its particular focus on biochar, which is resulted by torrefaction of the perishable waste. The simultaneous ability of phytoremediation to remove many types of contaminants in leachate by significant amounts is emphasized in the context with considerations to the challenges in the sector. Phytoremediation is limited by several factors such as contaminant specificity, time consumption, and some external factors, while biochar applications are limited due to substrate specificity. The study aimed to review scientific literature to provide a platform for biomass valorization and phytoremediation integration for developing economy context.

Key informants’ perspectives on the challenges of municipal solid waste management in Iran: a mixed method study

Evaluation of the municipal solid waste (MSW) management system seems necessary to promote urban services. The present study is aimed to identify and prioritize the problems and deficiencies of MSW management in Iran. This study has used a mixed-methods (Scoping review and Delphi technique) approach to achieve its goals. The results obtained by the scoping review showed that the average rate of Iran’s MSW generation in the last decade (2009–2019) was 0.745 kg/capita/day. The average of MSW composition was estimated to include: organic material (68.42%), paper and cardboard (7.31%), plastic (9.80%), pet (0.99%), metal (1.59%), rubber (1.09%), textile (3.02%), glass (2.33%), wood (0.97%), and others (4.48%). Also a scoping review of the current status of Iran’s MSW management showed that at present, Iran’s MSW management has both some strengths (such as collecting more than 90% of the total generated MSW) and lot of weaknesses such as lack of a systematic program for MSW reduction, weakness in source separation, low processing and recycling, unsanitary disposal of MSW, etc. According to the results of the Delphi technique, Iran’s main MSW management problems are: disregarding the investment for culturalization in the field of SWM and low effectiveness of the existing educational methods, disregarding the principles of integrated solid waste management hierarchy, imbalance in cost-efficiency in MSW systems, the existence of major deficits and weaknesses in recruitment and selection of staffs and the existence of additional non-expert human resources, lack of incongruity between the non-standard solid waste disposal crimes and their penalties, lack of executive guarantees for the proper implementation of the existing regulations, poor performance of the responsible organizations in the field of public education, as well as lack of effective cooperation among the responsible bodies in this field. Overall, consideration and elimination of priority problems and reinforcement the strengths of Iran’s MSW management system can be effective in improving the performance of this system.

Uncovering the benefits of integrating industrial symbiosis and urban symbiosis targeting a resource-dependent city: A case study of Yongcheng, China

While promoting the economic development of resource-dependent cities, the industry also brings serious environmental and ecological issues. The combination of industrial symbiosis and urban symbiosis (IS/UrS) offers a new solution to environmental and ecological challenges for resource-dependent cities. To quantify the benefits of IS/UrS in resource-dependent cities, this study assessed triple benefits including environmental (raw materials saving and wastes reuse), reduced CO2 emission, and ecological (emergy saving) benefits via IS/UrS in Yongcheng (China) by combining material flow analysis and emergy analysis. The results indicate that a total of thirty-nine IS/UrS activities (including twenty-nine in-use and ten potential IS/UrS activities) are identified, which can achieve remarkable resources saving including 2.37 Mt slag substitution for feedstock mix in cement clinker production (96% from existing in-use activities), 0.43 Mt municipal solid waste reduction (100% from potential activities), 1.07 Mt coal saving (35% from potential activities), 4.88 Mt CO2 emission reduction (23% from potential activities) and 5.53E+21 sej emergy saving (17% from potential activities). Urban symbiosis activities can contribute additional CO2 reduction and emergy saving by 11% and 7% respectively. Based on the performance of CO2 reduction and emergy saving, recycling of slag/fly ash and scrap steel should be given top priority in the local IS/UrS policy making process. The case study shows that IS/UrS is a useful approach to facilitate the sustainable development of resource-dependent cities, and could be expanded to other similar cities.

Municipal solid waste characterization and household waste behaviors in a megacity in the northwest of Iran

Improper solid waste management poses adverse health effects and pollution challenges in both developed and developing countries. The present study is aimed to evaluate the fate of municipal solid waste (MSW) and household waste behaviors in Tabriz megacity. A questionnaire survey was performed to evaluate the knowledge, attitudes and practices of residents toward MSW reduction, source separation, recycling and collection. The results indicated that food wastes make up the highest portion of MSW, and high moisture content of waste leads to low heating value which is below than average heating value for applicability of incineration. Potentially recyclable wastes such as paper and cardboard, plastics, metals, textiles, glass, wood and others make up a total of 33% of the household solid wastes. Investigation of the fate of MSW revealed that about 55.5% of generated waste ends up in landfill sites, 20.5% is separated by itinerant buyers and separation facility just before landfilling, and 24% is converted into compost. The evaluation of resident’s behaviors toward MSW demonstrated the low knowledge of respondents and their high willingness to segregate solid wastes.

THE SOCIAL EFFICIENCY OF PAY-AS-YOU-THROW SCHEMES FOR MUNICIPAL SOLID WASTE REDUCTION: A COST-BENEFIT ANALYSIS OF FOUR FINANCIAL INCENTIVE SCHEMES APPLIED IN SWITZERLAND

The efficient management of waste is important in order to reduce negative externalities, such as air, water and soil pollution. A major challenge is the increasing amount of municipal solid waste (MSW) produced by households. Municipalities around the world have implemented pay-as-you-throw (PAYT) schemes in order to incentivise the reduction of MSW. Although the literature has shown that these financial incentive schemes are often effective, they are criticised in practice for raising costs to society. This paper aims to assess whether or not this criticism is correct. A social cost-benefit analysis was conducted in order to take into account economic, environmental and social costs and benefits. Our results show that PAYT schemes reduce overall social costs and therefore positively contribute to the social efficiency of a municipality. The above criticism is not supported by empirical evidence, but in practice forms a barrier to the implementation of PAYT schemes. In order to remove this barrier, we encourage the readers of JEAPM to disseminate our findings to a wider audience.

More than financial investment is needed: food waste recycling pilots in Shanghai, China

Abstract Household and municipal solid waste (MSW) are difficult problems worldwide, but nowhere more than in the rapidly growing cities and super-cities where over half of the world's population now lives. An important mitigation is the diversion of reusable materials through sorting “at source” in the household, and in countries where most meal preparations occur at home, this includes sorting out food waste. In this paper we examine results from an early pilot scheme for food waste recycling in 100 communities in the metropolis of Shanghai, China, that has had limited success (28% diversion rates on average) and is ready for reflective changes. We consider different approaches in the literature designed to support sorting and reduction of MSW, such as law enforcement, top-down policies, community involvement and financial investment, and then explore which of these are present and missing in Shanghai. We find that there is considerable government support and willingness to make financial investment – about 1.37 million yuan per distract – but this is not as effective as it could be, apparently because of a traditional lack of rigorous use of data, of clarification of roles, and of supporting enforcement legislation. Even though financial investment is important and significant for the household waste sorting and reduction, it cannot produce results on its own. It should be targeted to appropriate stakeholders in the context of wider considerations to produce an overall environment for food waste recycling to become mainstream.

Integrated municipal solid waste management approach in adaptation to climate change in Mekong Delta

A fast increase of municipal solid waste (MSW) has become the most concerning environmental problem in Vietnam, especially in the Mekong Delta region, that is considered one of the most vulnerable deltas to climate change in the world. There are 12 provinces and one central city in MD that occupy about 12% of the whole area of the nation with 5% of MSW generated. However, there is no currently effective management system in place for treatment and management of MSW in the MD. Landfill is the sole treatment option for MSW right now. With a low-level plain, MD is facing the most serious environmental problem in the near future with an effect of climate change and sea level rising. The landfill should not be considered for long-term use in this area. Suitable treatment options for MSW should be applied together with other solutions for reuse, recycling and reduction of MSW as well as pollution prevention issue. An integrated MSW management approach in adaptation to climate change is considered necessary.
 Sự tăng nhanh chất thải rắn đã trở thành vấn đề vấn đề môi trường được quan tâm nhất ở Việt Nam, đặc biệt là ở khu Đồng bằng Sông Cửu Long một trong những đồng bằng dễ bị tổn thương bởi sự biến đổi khí hậu nhất trên thế giới. Đồng bằng Sông Cửu Long có 12 tỉnh và một thành phố trực thuộc trung ương, chiếm 12% diện tích của cả nước với khoảng 5% lượng chất thải rắn phát sinh. Tuy nhiên,hiện nay chưa có một hệ thống quản lý hiệu quả cho chất thải rắn ở khu vực. Bãi rác là lựa chọn xử lý duy nhất ở thời điểm này. Với cao độ thấp, Đồng bằng Sông Cửu Long đang đối mặt với ảnh hưởng nghiêm trọng của các vấn đề môi trường trong tương lai gần bởi ảnh hưởng của sự biến đổi khí hậu và nước biển dâng. Về lâu dài bãi rác không nên sử dụng ở khu vực này. Các lựa chọn xử lý thích hợp cho chất thải rắn cần được áp dụng cùng với các giải pháp khác như tái sử dụng, tái chế và giảm thiểu chất thải rắn cũng như các giải pháp ngăn ngừa ô nhiễm. Cách tiếp cận quản lý tổng hợp chất thải rắn nhằm ứng phó sự biến đổi khí hậu cần đượcxem xét.

Wasteful waste-reducing policies? The impact of waste reduction policy instruments on collection and processing costs of municipal solid waste

We study the impact of some local policies aimed at municipal solid waste (MSW) reduction on the cost efficiency of MSW collection and disposal. We explicitly account for differences between municipalities in background conditions by using a bootstrapped version of the Data Envelopment Analysis methodology in combination with a matching technique. Using data on 299 municipalities in Flanders, Belgium, for the year 2003, our results indicate that municipalities that are member of a waste collection joint venture, or that subscribe to a voluntary agreement to reduce MSW at the highest ambition level, collect and process MSW more efficiently than other municipalities. Weekly instead of two-weekly waste collection, or using a weight-based pricing system appears to have no impact on efficiency. Our results show that aiming at MSW reduction does not lead to lower efficiency of public service provision, even on the contrary.

Bio-drying of municipal solid waste with high water content by aeration procedures regulation and inoculation

To improve the water content reduction of municipal solid waste with high water content, the operations of supplementing a hydrolytic stage prior to aerobic degradation and inoculating the bio-drying products were conducted. A ‘bio-drying index’ was used to evaluate the bio-drying performance. For the aerobic processes, the inoculation accelerated organics degradation, enhanced the lignocelluloses degradation rate by 10.4%, and lowered water content by 7.0%. For the combined hydrolytic–aerobic processes, the inoculum addition had almost no positive effect on the bio-drying efficiency, but it enhanced the lignocelluloses degradation rate by 9.6% and strengthened the acidogenesis in the hydrolytic stage. Compared with the aerobic processes, the combined processes had a higher bio-drying index (4.20 for non-inoculated and 3.67 for the inoculated trials). Moreover, the lowest final water content occurred in the combined process without inoculation (50.5% decreased from an initial 72.0%).
