Geographic Information System (GIS) and Multi-purpose Household Survey (MPHS) Based Tax Assessment Approach for manifold revenue generation in Mandav, Dhar (M.P.), India: A pilot ward study

Abstract: This study has been done under project entitled “Prepare Property Tax Register based on GIS & Multi-Purpose Household Survey its integration E-Nagarpalika with Technical Handholding Support” by M.P. Government. In Mandav, as a pilot ward 05 (Rampura Ward) were selected and that aims to find out the comparison of revenue generation in terms of taxation for individual household properties in the same ward. Study ward had 98 existing house hold properties according to Nagar Parishad, Mandav records and after MPH survey it became 164. Using GIS techniques and existing tax assessment approach, in a totality 191% demand growth has been observed. 100% demand growth has been found in commercial properties followed by 39% growth in residential properties and 16% growth in mixed properties. Land Use and Land Cover map has also been made using drone imagery (resolution 0.35cm) and GIS techniques. In study ward agriculture land were found 35.44% of the total area followed by built-up area 27.16%, waste land 17.63%, water bodies 14.36%. Individual, household and institutional level predictors of waste sorting: Evidence for Ecuador.

The rapid increase in waste generation in developing countries presents significant challenges, necessitating effective waste management strategies. This study examines the influence of individual, household and institutional factors on waste sorting behaviours in Ecuador, employing an ordered logistic regression model. Data were sourced from the 2019 National Multipurpose Household Survey (NMHS) and the Census of Economic Environmental Information in Decentralised Autonomous Governments (CEEIGAD). The NMHS uses a two-stage probabilistic sampling methodology, with census sectors as the primary sampling units and households as the secondary units. After excluding outliers and selecting individuals aged 15-65 years, the final sample consisted of 8601 households, including 26,175 individuals. The findings reveal that personal attributes such as gender, ethnicity, age, marital status and environmental concern significantly influence waste sorting behaviours. Household characteristics, including urban or rural location, are also critical. Institutional factors, such as municipal regulations, waste collection fees and waste separation at source, play essential roles in promoting waste separation. The study highlights the necessity for targeted governmental policies. Recommendations include improving environmental education, increasing sorting infrastructure in urban areas and ensuring waste collection systems maintain the separation of waste streams.

The impact of digitalisation on remittances. Evidence from El Salvador

This paper carries out a microeconomic analysis of the determinants of remittances from a receiving perspective in El Salvador. Specifically, using data from the ‘Encuesta de Hogares de Propósitos Múltiples of 2016’ (2016 Multi-purpose Household Survey -EHPM16), the characteristics of households that affect the reception of remittances in El Salvador in 2016 were analysed, focusing on the level of digitalisation in households. Determinants of remittances are not everlasting and are affected by social and economic changes. In this sense, the effect on remittances caused by an increase in the widespread use of Information and Communication Technologies (ICT) is not an exception. Based on a two steps selection model, the results point out that the household's level of digitalisation significantly increases the probability of receiving remittances, not their amount.

Localizing the Sustainable Development Goals: A case for investment in data and impact evaluation

This paper describes data collection and analytics challenges at the sub-national level related to measuring SDG indicators and the attribution of government expenditure to the SDGs. The analytical work assessed the quality of sub-national data using Demographic and Health survey (DHS) and its suitability for analysing the impact of local government expenditure on SDG indicators in the Philippines. Our findings suggest that national level surveys lack sufficient granularity to allow for a reliable and accurate measurement of progress over time at the subnational level. In addition, many of the SDG indicators could not be approximated at the local government level. At the same time, data on local government expenditure are in many cases too aggregated to be able to identify causal effects of education or health expenditure. In a best-case scenario, a design of multipurpose household surveys representative at the subnational levels would allow for timely collection, analysis and monitoring of progress over time and would allow for a more tailored modules that focus particularly on the measurement of SDG indicators. At the same time, the creation of data ecosystems at the municipality level through open data portals would enable the timely collection of government expenditures.

Education Mismatch and Wages in Mauritius: Premium or Penalty

Abstract The paper investigates into the link between education mismatch and wages in Mauritius. It adds to the existing literature on education mismatch and labour market outcomes by using Mauritius as a case study in Africa, where overeducation is a growing concern, with graduates struggling to find jobs corresponding to their education level and field, the so-called vertical and horizontal mismatches. This supply-demand inadequacy ascends from a mix of factors and one of them can be termed as the ‘diploma disease’. Using the Continuous Multi-Purpose Household Surveys from 2013 to 2017, the pooled estimation results find evidence for a wage penalty of 1.3% for overeducated individuals compared to perfectly matched workers. A wage penalty of around 9.6% is also noted for undereducated workers compared to their perfectly matched counterparts. Heckman two step estimation approach is adopted to account for sample selection bias whilst the instrumental variable two stage least squares is applied to cater for the endogeneity of overeducation. The wage penalty for overeducation and undereducation under Heckman estimation method compares to ordinary least squares estimates with slight differences in the magnitude of the wage penalty. Once we account for endogeneity, the wage penalty for overeducated workers rose to 11% while that of overeducation did not change.

Minimum wage and employment: a gender perspective for Mauritius

PurposeThis paper aims to examine the employment effect of the minimum wage in Mauritius, a country that has recently introduced an economy-wide national minimum wage. As women have low labor force participation rate and higher unemployment rate compared to men, this study sheds light on the impact of the national minimum wage on male and female employment.Design/methodology/approachA conceptual framework based on the labor–leisure model of Blundell et al. (2007) incorporating the minimum wage as an important variable influencing the employment decision of the individual serves as the methodological backdrop of this paper. It applies the difference-in-difference estimation technique and uses micro data from the Continuous Multi-Purpose Household Survey for the period 2017–2019.FindingsThe results show that minimum wage has a significant negative impact on overall employment. With the imposition of the national minimum wage, the probability that an individual, currently earning less than the minimum wage, remains employed is 0.525 lower than that of a worker earning above the minimum wage level. Moreover, using sex-disaggregated data, the analysis demonstrates the negative employment effects of the minimum wage adversely impact women more than men.Originality/valueThis is a first attempt to estimate the effect of the newly introduced national minimum wage on employment in Mauritius. While the effects of a minimum wage vary across different segments of the economy, this study adopts a gender perspective by comparing the impact of the minimum wage on male and female employment.

La Dolce Vita in times of harshness: Prevalence of health-related behaviors during the great recession in Italy

The current work investigates the heterogeneous effect of the 2008 recession on health outcomes in the Italian population across the main geographic areas. Health outcomes were proxied by individual-level information on healthy/risky behaviors, such as individual fruit and vegetable consumption, frequency of bodyweight monitoring, smoking, and alcohol intake. These health outcomes were employed as dependent variables in the empirical model that included some socioeconomic individual aspects (e.g., age, gender, education, and income source), as well as consumer price index data for tobacco products, alcoholic beverages, and fruit and vegetables. In this work, we used twelve years of data (2005–2016) from the Italian Multipurpose Household Survey (MHS), which collects individual self-reported characteristics, augmented with information on unemployment rates at the regional level, as well as with consumer price indexes for the goods analyzed. The results indicated that the 2008 economic crisis lowered the probability that individuals engage in healthy behaviors, such as self-monitoring their bodyweight, mostly among individuals in northern and central areas. Likewise, the economic downturn increased the probability of smoking regardless of the geographic area, with a larger magnitude in individuals in northern and central areas, whose health outcomes were more impacted by the economic downturn than individuals living in the southern and island areas.

Measuring macro- and micronutrient consumption in multi-purpose surveys: Evidence from a survey experiment in Tanzania

The nutrition transition in developing countries has increased interest in moving the measurement and analysis of nutritional choice beyond calories to a more complete understanfding of macro- and micronutrient consumption. To help move the literature on data collection forward we randomly assigned six different survey modules to measure food consumption across Tanzania, three using diaries and three using recall methods. These modules were chosen to reflect the variety of modules currently in use in multi-purpose household surveys collecting food consumption expenditures in some detail at a national scale. Using the percentage consumed relative to daily recommended intake of calories, protein, fats, sugars, fiber and 16micronutrients, we find that the household diaries and 14-day recall systematically underestimate nutrient consumption compared to the benchmark personal diaries. The 7-day recall performs better, on average. We also calculate minimum cost diets and cost-of-basic needs food poverty lines in each region, the prevalence and depth of food poverty according to these lines, and the cost of targeted transfers designed to eliminate food poverty. The 7-day recall provides reasonable results whereas the 14-day recall grossly overestimates food poverty and therefore raises the cost of hypothetical monetary transfers needed to alleviate this poverty.

Family ties and child obesity in Italy

This paper examines the impact of overweight family members on weight outcomes of Italian children aged 6–14 years. We use an original dataset matching the 2012 cross sections of the Italian Multipurpose Household Survey and the Household Budget Survey. Since the identification of within-family peer effects is known to be challenging, we implement our analysis on a partially identified model using inferential procedures recently introduced in the literature and based on standard Bayesian computation methods. We find evidence of a strong, positive effect of both overweight peer children in the family and of overweight adults on children weight outcomes. The impact of overweight peer children in the household is larger than the impact of adults. In particular, the estimated confidence sets associated to the peer children variable is positive with upper bound around one or larger, while the confidence sets for the parameter associated to obese adults often include zero and have upper bound that rarely is larger than one.

A thing of the past? Household surveys in a rapidly evolving (agricultural) data landscape: Insights from the LSMS‐ISA

AbstractHousehold surveys, a pivotal component of every country's national statistical system, continue to be criticized and praised in equal manner. While recognizing their limitations, it is clear that certain types of data must continue to be collected through household surveys, preferably in an integrated manner with other data sources. This is particularly true in the agricultural space for which household and farm surveys will be critical both to collect primary data as well as to validate alternative data sources. Recent methodological gains and technological innovations offer a unique opportunity to address many of the shortcomings of agricultural data. In this article, we briefly describe select examples of such methodological and technological changes, drawing from the Living Standards Measurement Study‐Integrated Surveys on Agriculture, a survey program aimed at improving the availability, quality, and relevance of agricultural data in multitopic, multipurpose household surveys.

Pro-social behaviours, waste concern and recycling behaviour in Italy at the end of the 1990s

This paper examines both theoretically and empirically the link between pro-social behaviours, individual attitudes regarding waste prevention and disposal, and individual recycling behaviour in Italy at the end of the 1990s, in a period in which policy makers started to make the population aware of the importance of waste prevention, disposal and recycling. In the theoretical framework, following Czajkowski et al. (Environ Resour Econ 66:647–670, 2017), we develop a utility function that represents the individual level of satisfaction, which is influenced by certain aspects related to environmental quality. In the empirical analysis, using the 1998 wave of the multipurpose household survey (MHS) conducted by the Italian Central Statistical Office and probit models, we show a positive relationship between pro-social behaviours, waste concern and recycling behaviour that is robust to the inclusion of social capital variables.

Energy saving in Italy in the late 1990s: Which role for non-monetary motivations?

The paper studies the relationship between energy saving behaviour, monetary drivers and non-monetary motivations in Italy, in a period, the end of the 1990s, when the energy industry was not yet liberalized, there were no energy saving incentive schemes, and the environmental sensitivity and information were lower. We consider as dependent variable the frequency with which individuals switch the light off when leaving a room; as monetary drivers, income and perceived energy costs; while non-monetary motives in our model are measured by proxies of pro-environmental attitudes, environmental information, social pressure, and pro-social behaviours. The analysis is based on probit and logit models estimated on a sample from the Multipurpose Household Survey dataset, conducted by the Italian Statistical Office. We find that individuals who were less concerned about environmental issues were also more attentive in energy saving behaviour, suggesting, together with results about income and perceived energy costs, that monetary motivations were primary in driving this energy saving behaviour. Such findings are robust to the inclusion of variables accounting for pro-social behaviours. Altruism by individuals who claim to be more concerned about broad environmental externalities may have adversely affected their propensity to optimize energy consumption.

Intrinsic incentives in household waste recycling: The case of Italy in the year 1998

This paper studies the relationship between environmental concern and household separate waste collection, controlling for social capital, in Italy in the year 1998 when policy makers started to raise awareness of the importance of waste prevention, disposal and recycling. At the time, the public's sensitivity and attitude to waste issues were mainly influenced by their own lifestyles. We consider five separate waste collections, namely paper, plastic, glass, aluminium and food waste, to be taken to the relevant roadside containers. It focuses on three types of environmental concerns, classified as egoistic, altruistic and biospheric, and identifies five measures of general environmental issues able to match the different types of concerns considered. It also controls for three types of social relations: bonding, bridging and linking social capital. We use the dataset from the Multipurpose Household Survey, conducted by the Italian National Institute of Statistics (ISTAT), and five probit models to shape the number of separate waste collections. The results show that greater concern for waste production and disposal, pollution, climate change, resource depletion and alteration of environmental heritage is related to a higher likelihood of doing household waste recycling. Nonetheless, for the highest number of separate waste collections, the magnitude of the marginal effect of environmental concern variables decreases, showing the relevance of marginal costs in recycling behaviour. Finally, bridging social capital is the only social capital positively correlated with all five separate waste collections.

Collecting and using reliable vaccination coverage survey estimates: Summary and recommendations from the “Meeting to share lessons learnt from the roll-out of the updated WHO Vaccination Coverage Cluster Survey Reference Manual and to set an operational research agenda around vaccination coverage surveys”, Geneva, 18–21 April 2017

Household surveys are frequently used as means of vaccination coverage measurement, but obtaining accurate survey estimates present several challenges. In 2015, the World Health Organization (WHO) released a working draft of its updated Vaccination Coverage Survey Reference Manual that moved well beyond the traditional Expanded Program on Immunization (EPI) survey design. In April 2017, WHO convened a four-day meeting, to review lessons learned using the updated manual and to define an agenda for operational research about vaccination coverage surveys. About 70 stakeholders, including EPI managers and participants from 10 countries that have used the updated Survey Manual, survey experts, statisticians, partners, representatives from WHO regional offices and headquarters, and providers of technical assistance discussed methodological issues from sampling to accurately ascertaining a person’s vaccination status, optimizing data collection and data management and conducting appropriate analyses. Participants also discussed data sharing and how to best survey data for immunization decision-making. The lessons learned from the use of the updated WHO Survey Manual related mainly to operational issues to implement better quality vaccination coverage surveys. It resulted in a list of 23 recommendations for WHO, donors and partners, immunization programs, and household surveys that collect immunization data. Similarly, 14 research topics, categorized in six themes (overall survey conduction, sampling, vaccination ascertainment, data collection, data analysis and use, and inclusion of questions on knowledge, attitudes and practices) were prioritized. Top areas of further work included improving our understanding of the accuracy of caregiver recall when documented evidence of vaccination is not available, improving engagement and coordination between immunization programs and entities conducting multi-purpose household surveys such as Demographic and Health Survey and Multiple Cluster Indicator Survey, improving mechanisms for sharing vaccination survey datasets and documentation, and making better use of survey results to translate data into knowledge for decision-making. This manuscript summarizes the meeting proceedings and provides an update of actions taken by WHO since this meeting.

Vulnerable employment in Mauritius: experience of an upper-middle-income country

PurposeThe purpose of this paper is to shed light on the socio-economic characteristics of workers engaged in vulnerable jobs in Mauritius. The study has a particular focus on the gender and youth dimensions of vulnerable employment. The study also provides a pre-crisis and post-crisis analysis of vulnerable employment.Design/methodology/approachThe paper uses several waves of the continuous multi-purpose household survey, which is a high-quality individual-level data set, to study vulnerable employment. Several definitions of vulnerable employment are used to identify the workers employed in vulnerable jobs. These include “own-account” workers and “contributing family workers”.FindingsThe results obtained suggest that women and young workers have a lower probability of being in vulnerable employment. Marital status, age and education are also important variables influencing the probability of being in vulnerable employment.Research limitations/implicationsThe paper has important policy implications regarding welfare and education policies. Appropriate mechanisms need to be put in place for the social protection and training of workers so that they do not end up in vulnerable jobs.Originality/valueThis paper studies Mauritius as it is a small island economy vulnerable to external shocks. Vulnerable unemployment has often been understudied as the focus of many studies has been solely on employment, and the quality of employment has often not been considered.

Online Social Networks and Trust

We use Italian data from the Multipurpose Household Survey to explore how participation in social networking sites (SNS) such as Facebook and Twitter affects the most economically relevant aspect of social capital, trust. We account for measures of trust in strangers (often referred to as social trust), trust in neighbours (particularized trust) and trust in the police (institutional trust). We address endogeneity in the use of SNS by exploiting the variation in the availability of broadband for high-speed Internet, which relates to technological characteristics of the pre-existing voice telecommunication infrastructures. We find that all the forms of trust significantly decrease with participation in online networks. We discuss several interpretations of the results in light of the specific features of Internet-mediated social interaction.

Food labels and adult BMI in Italy – An unconditional quantile regression approach

A goal of food nutrition labeling policies is to help consumers make informed choices regarding the healthiness of the food they purchase. Yet, findings regarding the effectiveness of label use to decrease negative health outcomes, such as overweight and obesity, are mixed. As most studies focus on estimating mean effects of labels, little is known on whether labels have any effect at the tails of the body weight distribution, which, given the social gradient of obesity, often includes at-risk groups. Additionally, label use, overweight and obesity vary across population subgroups. Thus, the relationship between using food nutrition labels and body weight may be characterized by marked heterogeneity, which the current literature has failed to address. This study explores the non-linearity of the relationship between reading ingredients on the food label and Body Mass Index (BMI) using an unconditional quantile regression estimator and one year of data on adult Italians from the Multipurpose Household Survey. We study this relationship across the BMI distribution and for different groups of respondents, divided by gender, income above and below the sample average, education level, perceived hardships to access food, and regular practice of sport. The results indicate that reading ingredient labels has a negative association with BMI, mostly at higher BMI quartiles (overweight and obese), although a relationship at the highest quartile is only found in a few subsamples. Females, and individuals with a higher risk of being overweight and obese such as low-income, low educated, or those who do not practice sport seem to garner the highest benefit from reading ingredients in the food label. The paper concludes with policy implications, tapping into the recent debate regarding the revision of food labeling in the European Union.

Optimizing household survey methods to monitor the Sustainable Development Goals targets 6.1 and 6.2 on drinking water, sanitation and hygiene: A mixed-methods field-test in Belize.

BackgroundThe Sustainable Development Goals (SDGs) require household survey programmes such as the UNICEF-supported Multiple Indicator Cluster Surveys (MICS) to enhance data collection to cover new indicators. This study aims to evaluated methods for assessing water quality, water availability, emptying of sanitation facilities, menstrual hygiene management and the acceptability of water quality testing in households which are key to monitoring SDG targets 6.1 and 6.2 on drinking Water, Sanitation and Hygiene (WASH) and emerging issues.MethodsAs part of a MICS field test, we interviewed 429 households and 267 women age 15–49 in Stann Creek, Belize in a split-sample experiment. In a concurrent qualitative component, we conducted focus groups with interviewers and cognitive interviews with respondents during and immediately following questionnaire administration in the field to explore their question comprehension and response processes.FindingsAbout 88% of respondents agreed to water quality testing but also desired test results, given the potential implications for their own health. Escherichia coli was present in 36% of drinking water collected at the source, and in 47% of samples consumed in the household. Both questions on water availability necessitated probing by interviewers. About one quarter of households reported emptying of pit latrines and septic tanks, though one-quarter could not provide an answer to the question. Asking questions on menstrual hygiene was acceptable to respondents, but required some clarification and probing.ConclusionsIn the context of Belize, this study confirmed the feasibility of collecting information on the availability and quality of drinking water, emptying of sanitation facilities and menstrual hygiene in a multi-purpose household survey, indicating specific areas to improve question formulation and field protocols. Improvements have been incorporated into the latest round of MICS surveys which will be a major source of national data for monitoring of SDG targets for drinking water, sanitation and hygiene and emerging issues for WASH sector programming.

Revisiting the impact of macroeconomic conditions on health behaviours

This paper estimates the average population effect of macroeconomic conditions on health behaviours accounting for the heterogeneous impact of the business cycle on individuals. While previous studies use models relying on area-specific unemployment rates to estimate this average effect, this paper employs a model based on area-specific unemployment rates by gender and age group. The rationale for breaking down unemployment rates is that the severity of cyclical upturns and downturns does not only significantly vary across geographical areas, but also across gender and age. The empirical analysis uses microdata from the Italian Multipurpose Household Survey on Everyday Life Issues. The estimates suggest that models employing aggregated and disaggregated unemployment rate measures as a proxy for the business cycle produce similar findings for some health behaviours (such as smoking), whereas different results are obtained for others. While using unemployment rates by gender and age group, fruits and/or vegetables consumption turns out to be procyclical (a 1pp increase in this unemployment rate decreases the probability of consuming at least five daily fruit and/or vegetable servings by 0.0016pp), the opposite effect, though statistically insignificant, is observed once general unemployment rates are used. While both models conclude that physical activity declines during economic downturns, the size of the procyclical effect is much smaller when employing disaggregated rather than aggregated unemployment rates (a 1pp increase in the unemployment rate by gender and age group decreases the probability of doing any physical activity by 0.0017pp).

Water conservation behavior and environmental concerns: Evidence from a representative sample of Italian individuals

Water conservation represents important pro-environmental behavior for a sustainable environment. We investigate the link between water conservation behavior and general environmental concerns, using a large dataset from the Multipurpose Household Survey conducted annually by the Italian Central Statistics Office and controlling for socio-economic characteristics and regional variables. Univariate probit models show that pollution and resource exhaustion are positively related to individual water conservation behavior while alteration of environmental heritage exhibits a negative relationship with water saving behavior. Our findings are robust to the inclusion of environment knowledge and social capital variables. Robustness analysis also indicates that television and radio, participation in environmental initiatives, money for environmental protection and churchgoing are significant positive drivers of water conservation behavior, as are several individual characteristics like having young children, being older, poorly educated, a homeowner, unemployed and retired.
