COLLABORATIVE BASED TOURISM GOVERNANCE MODEL IN SUSTAINABLE TOURISM DEVELOPMENT

Tourism has great potential to improve the economy, create jobs, and support the development of various regions. However, improper tourism management can cause problems such as environmental degradation, excessive tourism and unequal economic benefits. Therefore, it is essential that collaborative-based tourism management can be effective in developing sustainable tourism. This research aims to identify collaborative-based tourism governance research in tourism development. The output of this research is to provide recommendations for a collaborative-based tourism governance model to impact tourism development in the Tenjolaya sub-district, Bogor Regency. The research method used was descriptive qualitative with 28 informants from the sub-district government and the Tenjolaya tourism awareness group. After the data was collected using data collection techniques through observation, interviews, field notes, analytical memos, and document elicitation, the researcher continued the analysis of the data obtained and then confirmed it using data validity techniques. The research results show that tourism governance in Tenjolaya has implemented collaborative governance even though it is still local, so every indicator still needs to be optimally fulfilled using the good tourism governance model and the public-private partnership model. Thus, tourism governance in Tenjolaya must focus on good tourism collaboration so that tourism goals in Tenjolaya can be achieved based on fulfilling indicators that support good tourism governance, good tourism development and good tourism sustainability.

This article explores the responses of the Moroccan public sector to global economic fluctuations, focusing on reforms inspired by New Public Management within OECD countries. Morocco has initiated reforms affecting local governments to address various challenges, such as advanced regionalization, financial crises, the COVID-19 pandemic, and the adoption of a new development model. The study examines the crucial role of local governments in socioeconomic development and highlights the importance of management control to improve governance. The objective is to analyze the effectiveness of these local governments, the application of New Public Management, management needs, human resource competence, and models of good governance, identifying how management control tools can support their improvement.

Good Corporate Governance and Liquidity: The Urgency of Risk Disclosure of Manufacturing Companies in Indonesia

The purpose of this study was to determine the influence of the liquidity (those that are proxy ed with current ratio) and good corporate governance (those that are proxied with size of the board of commissioners, proportion of independent commissioners, institutional ownership, and managerial ownership) to risk disclosure. The analytical method used is panel data regression analysis for manufacturing companies listed on the Indonesia Stock Exchange (IDX) for the period of 2016-2018. The research sample consisted of 13 companies with a purposive sampling method. The reason for using the 2016-2018 period is to get the condition of manufacturing companies in Indonesia which were still relatively stable before the Covid-19 pandemic. The results showed that managerial ownership had a significant positive effect on risk disclosure. Liquidity, size of the board of commissioners, proportion of independent commissioners, and institutional ownership do not have a significant influence on risk disclosure. The novelty of this research is the formation of a theoretical model of good corporate governance through indicators of managerial ownership in influencing risk disclosure, thereby providing an overview of the importance of ownership by managers so that risk disclosure can be carried out optimally. This research contributes to the understanding of the factors influencing risk disclosure and provides guidance for companies in improving good corporate governance to achieve optimal risk disclosure.

EU’S SOUTHERN NEIGHBOURHOOD POLICY TOWARDS LIBYA AND SYRIA

The EU is actively involved in the dynamics of the states in its immediate vicinity to make them more stable. This involvement requires a high financial effort. In this paper I will analyse how the European Union (EU) implemented and intends to continue the neighbourhood policy with two states that went through the “Arab Spring” and became conflict zones. For the states in question, namely Libya and Syria, EU provides humanitarian aid and wishes them to recover from their failed state. The main objectives pursued by the EU within the European Neighbourhood Policy (ENP) are stabilization of neighbouring countries, promotion of EU key interests and facilitation of regional cooperation. In addition to the neighbourhood policy instrument, between the EU and the two states there is a significant increase in trade relations from year to year. This increase in economic exchanges also leads to a deepening of bilateral relations. This rapprochement can transpose models of good governance from the EU to these failed states, and over time can create an environment conducive to state reconstruction, where the citizen is at the centre of attention and the rulers’ own interests are no longer at the forefront. The purpose of the paper is to analyse the EU southern neighbourhood policy, with an emphasis on Libya and Syria. The starting hypothesis of the research is that the EU’s ENP aid to Libya and Syria ensures minimal stability for the two countries and a better neighbourhood for it. As a working methodology, I will use the qualitative analysis of documentary materials.

Technical governance refers to governing activities in which scientific and technological advances are systematically applied for a more efficient functioning of society, especially in the political and economic spheres. Technical governance models are shaped by the cultural, political and social aspects of regions and countries. The national response to COVID-19 has highlighted differences between these models. For China, the theory of technical governance was of great importance in the modernization of society. It is a specific field of study in contemporary China and part of the philosophy of technology. This paper presents a way to rethink the contradictions between scientism and anti-scientism. Scientism claims that scientific and technological progress has reasonable foundations and strengthens the position of science. Anti-scientism criticizes science and technology and sees them as a threat to the modern world. The so-called “reconsideration approach” is not about finding a compromise, but about critically integrating these opposing views in order to build a theory of technical governance. Reconsideration approach is a deliberative, historical and concrete scientific study. In this context, the word “deliberative” means a multilateral view when addressing issues of science and technology policy. The term “historical” rejects the only true definition of technology and indicates that it changes over time. The word “specific” refers to an assessment of technical issues that should be considered in a specific context, taking into account differences between countries, regions, groups and participants. Through the reconsideration approach, technical governance can respond to the challenges created by emerging technologies. A good technology governance model should not only describe the mechanism for integrating new technologies into society but also correctly combine human and technical factors, taking into account the national context of the country. Thus, the reconsideration approach for technical governance is a dynamic theory that responds to new technological challenges.

Meta-Analysis of Good Governance in the University System

Objective: The theory of good governance is among the newest topics in development in the contemporary world, and the university system, like other political systems, requires a deep and extensive understanding of the factors, components, and characteristics that make it more efficient and effective. The main goal of this research is to present a model of good governance within the university system. Methodology: Using a meta-synthesis tool with the seven-step Sandelowski and Barroso method, a systematic evaluation and analysis of 317 instances from past research findings were conducted, which, after the monitoring phases, were narrowed down to 50 relevant articles. At the end, the opinions of 11 experts and university managers were collected through a questionnaire method, and the impact coefficient of the identified factors was determined using Shannon's entropy method based on the content analysis approach. Findings: According to this research, five main dimensions were identified, including adherence to the law, government performance, participation, leadership, and vision. The adherence to the law dimension includes components (corruption control, transparency, political stability, quality of laws, and justice); the government performance dimension from components (accountability, effectiveness and efficiency, planning); the participation dimension from the component (public participation in decision-making); the leadership dimension from components (empowerment and innovative development, leadership duties, and responsibility); and the vision dimension from the component (determining political and economic goals and ideals). Results showed that the transparency component had the most significant impact among the research components. Conclusion: Good governance must, in the first place, enact very fair and progressive laws, and all country's institutions and organizations must follow the law and provide the necessary support for adherence to it, and create the necessary conditions for public participation in governance and utilize experts and opinion leaders for vision designing

Investigating public governance models in Slovenia and Japan: a comparative survey on state and local government

Public administration and governance must adapt to the changing socio-economic environment, improving quality, process efficiency, and collaboration. Hence, public administration and public governance models have been significantly modified multiple times, resulting in differences in public governance practices. This paper examines different public governance models’ principles in Slovene and Japanese public administration. It quantifies elements based on the models' principles and applies them to an empirical case using a survey of 55 Slovene and 135 Japanese public managers. The independent samples t-test examines the differences in characteristics of public governance practices between state administration and local government in Slovenia and Japan. The results show that state administration institutions in both countries are strongly characterised by the (Neo)Weberian model’s principles, while Slovenia's local government leans towards Digital-era governance (DEG) and good governance (GG) principles. Japan's state and local administrations show equal presence of New public management (NPM), DEG, and GG models. The study aims to bridge a research gap by providing new findings on how different public governance models can be found at various Slovene and Japanese public administration levels and offers insights for public managers and policymakers for future public administration reforms.

Factors Affecting the Good Governance in Teaching Hospitals: A Narrative Review.

One of the indicators of development in different countries is the efficiency of the health care system. Hospitals and health centers have a very important role in the sustainability of society as w well as its economic growth and development. Meanwhile, one of the important development indicators of hospitals is good governance. This study was aimed to determine the factors affecting good governance in teaching hospitals. This study was a scoping review of Iranian databases, including IranDoc, ISD, Magiran and International databases such as Science Direct, ISI, PubMed and Scopus to meet the good governance factors in teaching hospitals. There were no time limitations to data collection. the keywords governance, good governance, hospital governance, and good governance in hospitals, teaching hospitals, hospital management, hospital leadership, and their synonyms were used in the search strategy. The content analysis method was used to analyze selected studies. The findings showed that the characteristics of effective governance in teaching hospitals can be considered as follow: efficiency, managing conflict of interests, facilitated operation, managed and under control activities, integration, and synergy, achieving the desired consequences, creating an atmosphere that is rewarding and for each member. Based on the results regarding the good governance model in teaching hospitals, it is recommended that on the basis of the nature of service, the mission and value of teaching hospitals have to be clearly redefined. On the other hand, the methods based on which we treat patients should be seriously redefined and we should pay more attention to the patient's values because the patients feel that we are practicing and testing them.

The approaching pilot for One Health governance index

BackgroundOne Health approach advocates realizing the best health and harmonious symbiosis of human, animal and natural environment through cross-border, multi-sectoral and interdisciplinary cooperation. The good governance model is the leading factor for the performance of One Health governance. In order to tackle the complex problems in the One Health governance at the global level, the variation of One Health governance in different countries was analyzed by a set of indicators within the One Health system.MethodThe capacity of One Health governance was assessed after establishment of a set of indicators for the One Health governance index (OHGI) following the methodology of the global One Health index. The data to calculate OHGI was collected from various database sources, including the Food and Agriculture Organization, the World Health Organization, the World Organization for Animal Health, and official health-related institutions of various countries. Eight indicators (including 19 sub-indicators) were employed in the OHGI system to comprehensively evaluate the capacity of One Health governance in 146 countries of the world.ResultsAmong the 146 countries scored in the OHGI system, the average score was 34.11, with a median score of 31.49, ranged from 8.50 to 70.28. Most countries with higher OHGI scores come from Europe and Central Asia, East Asia and the Pacific and North America, while countries with the lower OHGI scores are almost from sub-Saharan Africa. Six countries scored more than 65 points, including Australia, Sweden, Germany, Netherlands, the United States of America and Finland, indicating that these countries are relatively mature in most aspects of One Health governance. However, there were some developing countries with OHGI scored lower than 15. Therefore, the gap between countries with higher OHGI scores and those with lower OHGI scores is more than 60.ConclusionsGood governance on One Health is an important indicator to measure One Health’s governance capacity. The political stability, the level of rule of law and economic conditions in different regions are significantly correlated with the One Health governance capacity. Actions need to be taken urgently to close the gap of One Health governance between different regions.

School administration should focus on improving oriented performance in terms of policies and procedures that will be implemented in schools. the principle of good school governance that mediates various interests to reach a broad consensus about what is in the best interest of the school community regarding policies and procedures. The purpose of this research is focused on efforts to produce a picture of the potential, implementation and analysis of the implementation of consensus-oriented vocational education so as to produce quality graduates. The results of this study are: 1) analysis of the implementation of good school governance in vocational schools; 2) analysis of supporting and inhibiting factors for the implementation of good school governance in vocational schools; and 3) good school governance model design in vocational schools. This research is a qualitative research with a naturalistic phenomenological approach, with a case study research design. The subjects in this study were school principals, teachers, DU/DI parties, stakeholders and the community. The research object is an analysis of the good school governance model at SMK Negeri 4 Lhokseumawe. Data collection techniques using interviews, observation and documentation. Data analysis was carried out through individual case and cross case analysis. The data analysis technique used is data reduction, data presentation, and drawing conclusions. The importance of this research is to be able to produce a recommendation that is more objective and applicable so that it is useful as a significant input in the framework of overcoming the problem of unemployment for vocational high school graduates in Lhokseumawe City. The contribution of this research is to produce a recommendation model for the implementation of consensus-based vocational schools as a key factor in the success of good school governance. Good school governance is a management model that is appropriate to be applied in the management of Vocational High Schools. Good school governance as a management model that provides greater autonomy to schools and encourages participatory decision-making that directly involves all school members (teachers, students, principals, education staff, parents of students) even the business and industrial world, as well as society as a whole wider.

In order to guarantee that "the rule of law" is present in all governmental operations, it is, therefore, imperative to restrict discretionary powers. The Indian judiciary has been correctly cited as an illustration of this worldwide trend as courts have gained authority in recent years. The Indian Court has, in many respects, evolved into a model for good governance that judges the rest of the Indian government. “On October 16, 2015, the Supreme Court of India (Supreme Court) issued a landmark judgment in NJLC. The judgment held unconstitutional the Ninety-ninth Amendment to the Indian Constitution, which established National Judicial Appointments Commission. This Article argues that the Court has expanded its mandate as a result of the shortcomings of India’s representative institutions. The Indian Supreme Court’s institutional structure has also aided its rise and helps explain why the Court has gained more influence than most other judiciaries. This Article examines the development of India’s fundamental structure doctrine and the Court’s broad right-to-life jurisprudence to explore how the Court has enlarged its role.

Exploring the foundations of the European administrative space and its alignment with global governance through the basic principles of good governance

This article focuses on examining the establishment of the European administrative space (EAS) and its compatibility with global governance through the basic principles of good governance. The article identifies how the EAS has been influenced by and forwards the good governance model in an effort to improve governance at the global level. The main purpose of this research is to analyze the relationship between the European administrative area and good governance by analyzing the basic principles of good governance and investigating how they are applied in the European context. The research was conducted through a documentary analysis of relevant literature, including official documents of European institutions, research reports, and academic studies. The article reveals that the EAS is an important path towards improving good governance, integrating and implementing some of the basic principles of this form of governance. This article provides an important contribution to the literature on European studies and global governance by examining the relationship between the EAS and the principles of good governance.

Green Waqf: Sustainable Surplus Perspective Balanced Scorecard Analysis

Green Waqf is a potential method for achieving prosperity, expanding financial inclusion, advancing Islamic justice, and eliminating disparities in poverty levels. This research aims to find a model of good waqf governance to generate sustainable income increases. It will be accomplished by developing an integrated waqf model incorporating an environmental perspective as a balanced scorecard. This study is a literature review that also includes descriptive analysis, and it employs balanced scorecard analysis as its framework for conducting research. The results of the research are used to compile the data. During this phase of the process, data collection methods are utilized in order to locate and collect information pertinent to green Waqf, waqf productivity, the balanced scorecard, and an Islamic perspective in a structured manner. The conversation illuminated that the Waqf regulatory system was not functioning at its full potential and required enhancement. The conversation inspired that the Waqf regulatory system needed to be operating at its full potential; this needs to be emphasized, especially as a response to the low levels of waqf literacy, nazhir capacity, and technology utilization. The waqf management system does not exist in a vacuum free of defects. It is hoped that by using a balanced scorecard, gaps will be closed by implementing strategies, particularly the productivity and growth strategies, to maximize waqf management and provide an understanding of waqf ecosystems, thereby increasing the productivity of waqf management, generating the profitability of waqf assets, and maximizing the distribution of Waqf to beneficiaries (mauquf 'alaih). It will result in closing the gaps.

Doing more with less: How to design a good subgroup governance model for the air pollution transport network in “2+26” cities of China?

Air pollution shares the attributes of significant spatial spillover effects and environmental public goods, leading to the territorial governance model that easily falls into a state of failure. Despite a growing number of studies on the local spatial spillover effect of air pollution, scant evidence currently exists on its global spatial association effect and a good subgroup governance model. Based on a panel data set of the daily prefecture-level city data on air quality measured by the air quality index (AQI) in “2 + 26” cities of China in 2015 and 2018, this study first builds an air pollution transport network (APTN), i.e., the cities as the nodes and the association relationships between the nodes as the edges. Furthermore, this paper reveals the spatial association effect and the temporal lagged attribute of the APTN using the Social network analysis (SNA) and the Generalized impulse response function (GIRF). The results are summarized as follows. (1) Every city has significant spatial association effects of air pollution with at least another city in the APTN, and northern APTN affects most to the air pollution of other cities, while southern APTN is obviously always affected by air pollution in other cities. (2) Transport strength peaks on the second day of an air pollution transport process, and the transport process lasts for 7–12 days. (3) The APTN is divided into four subgroups: Sycophants, Primary, Bidirectional, and Brokers, with Baoding, Zhengzhou, Heze, and Hengshui as the central cities of each group, respectively. Overall, our study provides a networked, modular, and early-warning governance model for policymakers.

The Good Governance Model for border village finance is needed in the integration of policies in village financial management. The purpose of this study is to model the financial good governance of border villages of the Republic of Indonesia and Papua New Guinea and their application in four border villages. Research respondents consisted of public sector accounting experts called informants to create a model of Good Governance and respondents of village officials and the community in four villages to determine the quality of the implementation of Good Governance. The analytical tool used is the Analytic Hierarchy Process. The results showed that the use of funds in accordance with the established budget which is very important for village financial management. In addition, an explanation to the community about village finances is the next important sub factor followed by openness in the financial sector, the system and procedure.

Between Rocks and Hard Places: Good Governance in Ethically Divided Communities

This article, prompted by Heidi Crowter’s campaign to eliminate the discriminatory aspects of current abortion law, outlines the challenges to good governance in a context of bioethical plurality. First, the nature of the plurality is sketched. Secondly, some reflections are presented on how those who have governance responsibilities might ease the tensions engendered by the plurality; and, at the same time, how the discontented governed might reasonably press their views. Thirdly, a model of good governance (demanding integrity by those who govern and respect for the global commons) is introduced. The conclusion is that good faith governance merits our respect, but it does not guarantee particular outcomes or positions that will meet with the approval of all bioethical constituencies or individuals. Accordingly, we have to learn not only to live with rocks and hard places but also to find civilized ways of debating our differences.
