OHS in mining activities is generally known as the Mining Occupational Health and Safety Management System (MOHS) which will regulate how and what forms of prevention and control both potential hazards or risks occur during mining activities. Drilling is one of the stages carried out before blasting activities. This is to obtain drilling fast, with the right position. The drilling, which was carried out at the Underground Mining Training Center, used a Jumbo drill and Jackleg machine. Risk identification is the process of identifying hazards, assessing risks and developing management strategies. The application of risk management has benefits including being able to guarantee business continuity by reducing the risk of every activity that contains a hazard, while the purpose of this study is to identify potential hazards and control the risk of work accidents for both workers and trainees at the Sawalunto Underground Mining Training Center.

Quantification study of working fatigue state affected by coal mine noise exposure based on fuzzy comprehensive evaluation

Noise has become a major occupational hazard in coal mines as the level of mechanization has risen. The present paper adopts the analytic hierarchy process and fuzzy comprehensive evaluation to quantitatively evaluate miners’ work fatigue with noise exposure. A fuzzy comprehensive evaluation model of fatigue states is established and validated using the rating of perceived exertion. Results show that with longer exposure to noise, the evaluated fatigue of participants during a continuous work shift increases, and the effect is greater for night-shift miners. The application of fuzzy comprehensive evaluation in fatigue evaluation provides a new scientific method for research on coal mine occupational health and the quantification of the physiological fatigue state of miners. The results of this study can guide evaluations of the fatigue state and improvements to the safety of coal miners exposed to noise.

Analysis of occupational health input-output of a iron mine in Hebei province

Objective: To explore the relationship between input and output of occupational health funds, and to provide basis for relevant departments to make decisions. Methods: In September 2018, a state-owned iron ore in Hebei Province (mining history of more than 10 years, which can represent the general type of iron ore) was selected as the research object. Through the investigation and collection of enterprise general situation, occupational health input, loss and output related indicators, the iron mine occupational health expenditure input-output table and model were established, and the digital relationship between the investment and output was solved by MATLAB software. Results: The labor consumption in the departments of underground mining, open pit mining, crushing and rock discharging, transportation, tailings and mineral processing (taking labor wages as reference) were 756.46, 1.281.78, 987.61, 1 570.71, 50.956 and 18.9116 million yuan/year respectively. The output value of each sector is 11 207.19, 18 989.95, 15 176.40, 25 294.00, 7.704.94 and 280.1797 million yuan/year respectively. The ratio of health input to total output was 0.004 5, and the ratio of occupational health input to output was 1/0.046. Conclusion: The input-output table model of occupational health in iron mine can reflect the relationship between input and output of occupational health funds. The input situation of the coal mine is poor, and the input does not bring obvious occupational health benefits.

Regulatory regime on coal Mine Safety in China and Australia: Comparative analysis and overall findings

China and Australia are the world's largest coal producers and exporters respectively. Both countries have developed the separate regulatory regime to regulate their coal mine safety. But Australia is far ahead of China in terms of coal mine safety. It appears that there remains significant scope for improvement on China's separate regulatory regime. This article explores the similarities and differences between the regulatory regimes of China and Australia, and introduces a slice of the arguments used to explain the distinct gap in mine safety. The first and foremost, the mining Occupational Health & Safety (OHS) legislation in Australia is based upon duty of care, risk management principles and workforce representation, while in China the mining OHS legislation could be characterized as being uniformly prescriptive. Secondly, the regulatory agencies in China, namely the State Administration of Coal Mine Safety (SACMS) and local regulation department of coal mine safety possess a multiple of distinctive problems. Thirdly, coal mines in China are divided into the state-owned coal mines (SOCMs) and township and village coal mines (TVCMs) which differ quite widely, including the mine ownership, mine objectives, and coal pricing. In addition the mine workers are powerless in the matter of coal mine safety regulation.

Comprehensive Evaluation on Employee Satisfaction of Mine Occupational Health and Safety Management System Based on Improved AHP and 2-Tuple Linguistic Information

In order to comprehensively evaluate the employee satisfaction of mine occupational health and safety management system, an analytic method based on fuzzy analytic hierarchy process and 2-tuple linguistic model was established. Based on the establishment of 5 first-grade indicators and 20 second-grade ones, method of improved AHP and the time-ordered Weighted Averaging Operator (T-OWA) model is constructed. The results demonstrate that the employee satisfaction of the mine occupational health and safety management system is of the ‘general’ rank. The method including the evaluation of employee satisfaction and the quantitative analysis of language evaluation information ensures the authenticity of the language evaluation information.

Mine Occupational Safety and Health Leading Practice Adoption System (MOSH) examined - the promise and pitfalls of this employer-led initiative to improve health and safety in South African Mines

Synopsis This paper assesses the effectiveness of the Mine Occupational Health and Safety Leading Practice Adoption System (MOSH) and its potential to improve mine health and safety in South African mines. Developed by the Chamber of Mines, which represents the majority of the country's large scale mining employers, MOSH was devised to accelerate progress towards achieving health and safety milestones, which were set by tripartite agreement in 2003. The paper documents and builds on the findings of a study conducted by the Centre for Sustainability in Mining and Industry (CSMI) in 2011 that evaluated MOSH strategy, structures, and process of implementation. The study found that MOSH operated across the mining sector, was directed and dominated by experts and, despite best efforts to include other stakeholders, was led by employers. Statutory worker health and safety representatives and structures were not integrated into the complex change process developed by MOSH. The Mine Health and Safety Inspectorate (MHSI) and organized labour were ambivalent about direct involvement in MOSH and preferred regulatory measures to enforce the participation of mines. MOSH interventions were not targeted at mines with a poor health and safety record, and MOSH lacked a baseline from which to track impacts on sector-wide health and safety performance. The leading practices most widely adopted by mines were designed to improve, rather than fundamentally alter, existing practice. Although the depth of engagement with MOSH among stakeholders and on mine sites varied, mining companies, labour representatives, and the Mine Health and Safety Inspectorate (MHSI) saw the programme as significant.

“Even if I were to consent, my family will never agree”: exploring autopsy services for posthumous occupational lung disease compensation among mineworkers in South Africa

Context: In the South African mining sector, cardiorespiratory-specific autopsies are conducted under the Occupational Diseases in Mines and Works Act (ODMWA) on deceased mineworkers to determine eligibility for compensation. However, low levels of autopsy utilisation undermine the value of the service.Objective: To explore enablers and barriers to consent that impact on ODMWA autopsy utilisation for posthumous monetary compensation.Methods: In-depth interviews were conducted with mineworkers, widows and relatives of deceased mineworkers as well as traditional healers and mine occupational health practitioners.Results: A range of socio-cultural barriers to consent for an autopsy was identified. These barriers were largely related to gendered power relations, traditional and religious beliefs, and communication and trust. Understanding these barriers presents opportunities to intervene so as to increase autopsy utilisation.Conclusions: Effective interventions could include engagement with healthy mine-workers and their families and re-evaluating the permanent removal of organs. The study adds to our understanding of utilisation of the autopsy services.
