Public Sector Organizational Culture Innovation: Improving General Literacy skills in SD/MI, SMP/MTs in Pesisir Selatan Regency

The enactment of law number 23 of 2014 concerning local government and government regulation number 38 of 2017 concerning regional innovation and supported by regent regulation number 7 of 2022 concerning the policy of developing a decent district in order to encourage the creation of an innovative organizational culture in the education sector of the southern coastal district. The research method used in writing this article is descriptive qualitative, the results obtained from this research are in the form of annual school report card data starting from the SD / MI, SMP / MTs levels in the southern coastal district, and which are challenges in improving general literacy in the southern coastal district school environment such as limited infrastructure, availability of books and reading materials, and community mindset. The conclusion is that improving general literacy in the southern coastal district requires a comprehensive and sustainable innovation in public sector organizational culture.

Manajemen Pemerintah Dalam Program Ekonomi Desa Simpan Pinjam Desa Tunas Jaya Kecamatan Bone Pantai Kabupaten Bone Bolango

This research aims to find out how the Government Management in the Savings and Loans Village Economic Program in Tunas Jaya Village, Kec. Bone Beach District. Bone Bolango chose 3 village officials as key informants while data collection techniques used documentation, observation and interview techniques. The method used in this research is a qualitative descriptive research method, namely describing research variables in qualitative aspects of understanding. The results of the research show that government management in the Savings and Loans Village Economic Program in Tunas Jaya Village has not implemented a good management process in managing the Karya Bersama Abadi Savings and Loans Village Economic Program. This is reinforced by data and interview results which state that the process of implementing the activities still experiencing several obstacles, both in terms of supervision and also the process of giving sanctions to members who have not carried out their obligations to pay credit. Some of the problems that are factors that hinder the progress of the village government management process in implementing the Karya Bersama Abadi program are weak leadership of the village head, inadequate facilities, low community mindset, and weak supervision from the village government.

Planning for Developing Urban Tourism Destinations (Study at the Tourism Office of Kupang City)

Tourism management in Kupang City requires significant attention from the local government due to its current low income from this sector. Given the city's promising tourism potential, it can be a vital avenue to boost local revenue, enhance the community's economy, and foster regional development. This qualitative research involved primary and secondary data sources collected via observation, interviews, and document searches with 40 informants. The data were analyzed using Creswell's (2016) methodology. Findings indicate that: (a) Both official and unofficial actors are involved in planning; (b) Economic reviews identify community mindset as a threat, economic development as an opportunity, budget constraints as a weakness, and the city's status as the provincial capital and gateway to Timor Leste as strengths; (c) Current tourism is limited to natural sites, with urban tourism development not yet optimal; (d) Goals and strategies are aligned with the city's vision and mission, requiring communication between stakeholders and the community; (e) The Kupang City Tourism Office is still developing the city tourism development plan.

Communication to Accelerate Reduction of Stunting Among Health Personnel In The Hulu Sungai Tengah

According to WHO, stunting is short or very short based on height for age less than 2 standard deviations on the growth curve due to irreversible conditions resulting from inadequate nutritional intake within 1000 HPK. The government has accommodated stunting through the Stunting Reduction Acceleration Program with the National Action Plan using the Stunting Risk Family Approach. The aim of the research is to analyze the barriers to health communication carried out by Nutrition Workers, Midwives and Health Promotion in the Community and Health Representative as well as the Health Communication Strategy in Hulu Sungai Tengah Regency data using case studies, interviews, observations and documentation. The results show that the Health Communication has been implemented according to the program but the acceptance of information from the community is correlated with economic, educational and cultural levels turns out to have a big influence on the community's mindset in understanding the stunting.

Fungsi Badan Pertanahan Dalam Pendaftaran Hak Milik Atas Tanah di Kabupaten Sikka

The human need for land from day to day continues to increase, in line with the rapid development in all fields carried out. This is the basis for the importance of registering land with the National Land Agency. Which is the formulation of the problem (What is the function of the land agency in realizing the land registration program in Sikka Regency? (2) What are the inhibiting factors faced by the Land Agency in the implementation of complete systematic land registration in Sikka Regency?. The methods in this study are (1) Normative research, namely research whose data is taken from laws and regulations, (2) Empirical research, namely how the law works in society. The results of the study show that the Land Agency has an important role in ensuring legal certainty over land ownership through a systematic registration process. The function obtained by the Sikka Regency Land Office is to carry out the determination of land ownership and land registration based on the Regulation of the Minister of Agrarian and Spatial Planning/Head of the National Land Agency Number 17 of 2020 concerning the Organization and Work Procedures of the Regional Office of the National Land Agency and the Land Office. However, there are several obstacles faced, including lack of human resources, unclear land ownership status, expensive registration fees, lack of public understanding. The author's conclusions: (1) The National Land Agency in realizing PTSL in Sikka Regency has carried out its function in determining land rights and land registration in accordance with the MINISTERIAL REGULATION ATR/BPN No. 17 of 2020. (2) Inhibiting factors include the lack of human resources in the Sikka Regency Land Office, the implementation of measurements of many people who put up land boundary signs that are not massive, and the lack of community mindset towards the importance of taking care of the issuance of land certificates. The suggestions: (1) For the Sikka Regency Land Office, it is hoped that complete systematic land registration activities in Sikka Regency are carried out in accordance with applicable regulations and determined targets so that legal certainty and land ownership can be realized properly. (2) For the National Land Agency of Sikka Regency, Sikka Regency should often conduct socialization regarding the management of land certificates and also coordinate with the local government.

Pemberdayaan Perempuan dalam Pemanfaatan Lahan Pekarangan untuk Mendukung Ketahanan Pangan Keluarga di Kecamatan Gunungpati, Kota Semarang

The aim of this service is to increase the active role of women through empowerment efforts based on activities to optimize yard land to support family food security, especially in Gunungpati District, Semarang City. Food is the most essential basic need for every human individual. However, there are still several obstacles encountered in realizing food self-sufficiency, such as limited land, limited community mindset, minimal ability to innovate and the absence of synergistic collaboration between various elements. Therefore, the government continues to strive to maintain food stability and national food self-sufficiency. One effort that can be made is by collaborating across sectors, including involving women. The role of women is really needed, especially in providing education, changing thought patterns and behavioral patterns in the family and society. The object of service is in Gunungpati District, Semarang City in collaboration with the Gunungpati Women's Farmers Group and Dharma Wanita Persatuan (DWP) Semarang State University. The service methods used are: a) Socialization, b) Training, c) Facilitation, and d) Mentoring. The results of the service show that there is an increase in the participation of farmer groups whose members are women in optimizing home yard land and turning it into something with added value and economic value. These farmer groups carry out land intensification by planting various vegetables such as spinach, kale, chilies, eggplants, tomatoes.

Dampak Kampung Budaya Majapahit pada Karakteristik Sosial Masyarakat Desa Bejijong

Majapahit culture has influenced the social characteristics of the people living in the Majapahit Cultural Village, Bejijong Village. The influence of the Majapahit Cultural Village has encouraged the community to live alongside Majapahit Culture. This research aims to identify the impact of the construction of the Majapahit Cultural Village on the social characteristics of the Bejijong Village community. This research used Emile Durkheim's theory of social change and Sorokin and Zimmerman's theory of village characteristics. The method used is qualitative descriptive with data search methods from primary surveys in interviews, field observations, questionnaires, and secondary data from literature studies. In the preliminary survey, interviews were conducted with Pokdarwis, the Head of Bejijong Village, and the Department of Culture, Youth, Sports and Tourism (DISBUDPORAPAR) of Mojokerto Regency, and a questionnaire was filled in by determining respondents using purposive sampling and the Slovin formula to obtain 44 respondents. There are two research variables, namely demographic and environmental impacts, with six indicators: population size, livelihoods, population density, social stratification, environment, social interaction, and social solidarity. This research was conducted in 2023, but the data is periodic from 2018 to 2022. The results of this research show that the existence of the Majapahit Cultural Village has had a demographic impact in the form of an increase in population, an increase in population density values, and a change in livelihood from being a farmer to being a farmer. I have other jobs in entrepreneurship, establishing tourism awareness groups, and increasing mobility. The ecological impact is that the building has a Majapahit architectural identity, and the community's mindset becomes more open regarding technology and its potential, preserving Majapahit culture.

Analisis Pelaksanaan Program Aplikasi Kepul (Jual Beli Sampah) dalam Upaya Meningkatkan Kesadaran Masyarakat terhadap Kesehatan Lingkungan Helvetia Kecamatan Sunggal Kabupaten Deli Serdang

The garbage problem is caused by several factors, one of which is the low awareness and concern of the community towards garbage. The Kepul application is a new breakthrough and innovation that serves as a platform to encourage the community to be more concerned about the health and cleanliness of the environment through the optimization of buying and selling recyclable waste through the Kepul application. The purpose of this research is to determine the success of the Kepul application program in increasing public awareness of environmental health. The method used in this research is a qualitative approach with descriptive methods and a case study research design, as well as data collection techniques including in-depth interviews, observation, and documentation. The research results obtained show the realization of environmental cleanliness and health and the ability to increase public awareness through the Kepul application program, and can change the community's mindset towards waste. It can be concluded that the Kepul implementation team has successfully encouraged the community to be more concerned about environmental health and cleanliness through the Kepul application in an effort to increase public awareness of environmental health.

Community Empowerment through Processed Moringa cultivation, Production and Marketing

In essence, community empowerment is the main result of the community empowerment process. Local potential is social capital in increasing community empowerment. Has the community empowerment carried out by the Keloris community in using Moringa as a healthy processed product had a positive impact on community empowerment? Through the research focus of empowering, sustainability, technology approach, researchers analyzed the empowerment process in the form of moringa cultivation, moringa production, production partners and distribution partners, as well as factors that influence empowerment activities. Through a participatory communication approach, it provides space for interaction between Keloris and the community in realizing empowerment activities. This research aims to analyze the role of moringa in empowering the community of Ngawenomboh Village, Kunduran District, Blora Regency, Central Java in using moringa as a healthy processed product, as well as what the factors behind it are. Using a social facts paradigm approach reveals in-depth phenomena in a qualitative descriptive manner by exploring data through in-depth interviews and observations with information sources from both the Keloris community and other participants. This research resulted in the role of the moringa community in empowering the community to use moringa as a healthy processed product. It has created empowerment, independence, community entrepreneurship even though sustainability obstacles are caused by community mindset, keloris commitment, technological adaptation and stakeholder support. In general, community empowerment activities are able to bring positive benefits in the form of awareness of the processing and use of moringa to provide economic value for family nutrition. Implementation of the climate village program (Proklim) related to gender-based

The Climate Village Program (PROKLIM) experienced development and positive responses from 2011 to 2022 from various stakeholders. From the start, PROKLIM has prioritized sustainability aspects in climate change adaptation and mitigation efforts at the grassroots level. With an effectiveness level reaching 80%, the implementation of PROKLIM can be seen from the active participation of the community in every stage of decision-making, from planning and implementation to monitoring activities in climate village locations, strengthening the sense of ownership of ongoing programs and activities. Even though it is considered adequate at 80%, according to SRN-PPI data, PROKLIM coordinators in each region must remain vigilant and strive to change the community's mindset and knowledge regarding climate change adaptation and mitigation actions. The success of PROKLIM activities depends on forming a sustainable community mindset in preserving and transforming the environment. The SIDIK, SPECTRUM, and SRNPPI platforms are expected to facilitate PROKLIM implementation and stakeholders, ensuring that community-based climate change adaptation and mitigation actions can be recorded, accounted for, and validated effectively. Planning For The Development of Urban Tourism Destinations (A Study on The Tourism Office of Kupang City

The relatively low revenue from the tourism sector indicates that tourism management in Kupang City requires serious attention from the local government, considering the promising tourism potential of Kupang City, which can be an option to increase local revenue and boost the community's economy towards building the region for the better. This research is qualitative, and the data were obtained from primary and secondary sources collected through observation, interviews, and document review with 40 informants. The collected data were analyzed using data analysis techniques (Creswell, 2016). The research findings indicate that the planning for the development of urban tourism destinations at the Kupang City Tourism Office revealed: (a) the actors involved in the planning process include both official and unofficial actors; (b) a review of the situation and identification of issues from an economic perspective shows that the threat is the community's mindset, which is difficult to change, while the opportunity lies in the economic development involving many creative economic players in Kupang City. The weakness is the lack of budget for urban tourism development, but we have the strength of being the capital city of NTT province and a gateway to Timor Leste; (c) forecasting indicates that the current tourism condition is still limited to natural tourist destinations, while urban tourism development has not been maximized. The actors strongly support the planning for more advanced urban tourism development; (d) the establishment of goals and strategy formulation refers to the vision and mission of the Kupang City Government. In implementing tourism development strategies, the organization first conducts communication among stakeholders and the local community; (e) the approval of plans indicates that, to date, the development plan for urban tourism destinations at the Kupang City Tourism Office is still in the planning stage

SEMIOTIC STUDY OF THE MEANING OF THE ORAL LITERARY TEXT OF THE COFFEE MANTRA IN THE LAND OF GAYO

Coffee dominates into the sphere of association and social life. The presence of coffee shops in recent years is also one of the factors of the phenomenon of drinking coffee, such as the form of campaigns that affect the mindset of social communities. The research method used to research Coffee Mantras in Gayo land is the Qualitative descriptive method. This research involves various types of disciplines, both from humanitarian, social, or natural sciences. There are several theories about the origin of the Gayo Tribe. Local people believe that the name Gayo comes from the word pegayon which means a source of clear water where sacred fish and crabs are located. One version says the origin of the Gayo Tribe is related to the Linge Kingdom which was founded around 416 Hijri or 1025 AD. As a result of the excavation of these ancient sites, prehistoric human skeletons were found. After scientific research, the human skeleton found, ranging in age from 3,580 to 4,400 years. Mantra Kopi in the point of view of the Gayo people, is a form of oral literature that will never be abandoned. They believe that with coffee that is spelled or chanted will bring good things

Developing Local MSMEs with Indonesian Socio-Culture Service Learning for Muria's Processed Parijoto Fruit

The concept of entrepreneurship empowerment was explored in depth to highlight its multifaceted nature and its role in fostering economic growth and cultivating a positive community mindset, which in turn spurred the development of essential infrastructure contributing to community empowerment. Service Learning, as a strategy for community entrepreneurship empowerment in the Indonesian culture, was enacted through the collaboration of faculty and university students who were acknowledged for their capacity to deliver authentic learning experiences. It, thereby, facilitated the acquisition of both soft and hard skills. This initiative exemplified the coordinated efforts among universities, such as the local MSME (Micro, Small, and Medium Enterprises) Community of processed Parijoto fruit, and its various partners. The execution of this community service program, which was done in Muria, comprised six primary phases: surveying, conducting interviews, gathering data, preparing materials, engaging in focus group discussions, formulating action plans, and conducting evaluations and reflections. The outcomes encompassed the analysis of laboratory products, educational sessions, mentoring activities, and the creation of educational resources. While the assessment of processing parijoto fruit yielded positive impacts from the endeavor, it was found to have a need to optimize support from businesses to sustain a conducive environment for MSMEs. Such entrepreneurship training initiatives have demonstrated efficacy in empowering communities and generating further prospects for individuals residing in rural areas.

Local Resource-Based Women Empowerment Model Through Family Development Session (FDS)

This research is motivated by the assumption in the Pungut Hilir Village community that the economic control of the family is the role of men as the head of the family. The task of women, as housewives, is to manage the household and care for children. It raises the opinion that women do not have a role in managing the existing local resources. Through this study, the researcher aims to discuss a model of empowering women based on Local Resources in the Family Development Session (FDS) Group. An Empowerment model for women is implemented to challenge this societal assumption. This empowerment model is not only to improve skills but also to enhance knowledge and change the community's mindset about the role of women in managing local resources. It also aims to increase the participation of women in Pungut Hilir Village in utilizing local resources. This field study is analyzed using qualitative methods, including data reduction, data presentation, and drawing conclusions. Data collection techniques involve observation, interviews, and documentation. The findings of this study reveal that housewives play a crucial role in economic development through FDS groups to enhance family economic stability. An effective empowerment model for the FDS group in managing local resources is the Local Community Development Model, which aims to develop capabilities and increase awareness to achieve desired goals. The objectives are implemented as follows: 1) improving the knowledge of FDS members through the design thinking model for knowledge dissemination, socialization, and capacity-building training; 2) enhancing the skills of FDS members independently by providing training and mentoring to process local potential into woven products, food, and herbal products; and 3) increasing the participation of FDS members through productive activities such as education, joint ventures, and cooperative savings and loans.

Implementation Of Health Operational Assistance Fund Management To Achieve Minimum Service Standards At Modo Health Center, Bukal District, Buol District

Data collection techniques include observation, interviews, and documentation, which are then analyzed using qualitative data based on the Miles and Huberman concept. The research results show that the Implementation of Health Operational Assistance Fund Management in Achieving Minimum Service Standards at the Modo Community Health Center, Bukal District, Buol Regency, was studied from: a). Planning, b). Implementation, c). Monitoring and evaluation have been carried out but have yet to be optimal. In the planning aspect, it only involves some stakeholders. Apart from that, the elements of implementing cross-sector collaboration are not running well, program implementation is not based on characteristics of needs, so it has not yet achieved the SPM, and monitoring and evaluation are still low, which is limited to the quality of the presentation of financial reports. The determining factors for implementing the management of Health Operational Assistance Funds in Achieving Minimum Service Standards at the Modo Community Health Center, Bukal District, Buol Regency were studied from: a). Policy standards and targets, b). Communication, c). Resources, and d). Socio-economic conditions have been implemented but are still not optimal from policy standards and targets that are not per policy content as well as the absence of SOPs, the lack of quality of human resources related to the management of BOK funds, the aspects of communication, coordination, and socialization between cross-sectors are still lacking, and conditions socio-economic conditions are not yet optimally supported because the mindset of rural communities is still strongly influenced by the beliefs and customs of local communities.

Adoption of the Simpeldesa Application: Shifting Social Relations between Residents and Village Government

The digitalization program of rural areas is articulated in Article 86, paragraphs 1-6 of Law No. 6 of 2014 concerning villages, within which it entrusts villages in Indonesia with the capability to implement information technology in rural development. The rural digitalization phenomenon has repercussions on various sociological aspects of human beings, including the patterns of interaction, the intricacies of interpersonal relationships, individual attitudes and actions, and the comprehension of individual identities. This phenomenon is also observed in the digital village of Kendalbulur. In support of good governance, the village government has developed an application for managing social, economic, and governmental affairs. Throughout the digitalization process, the community has experienced a transformation in the patterns of interaction between residents and the village government, shifting from physical co-presence to virtual space. The alteration in the relationship between residents and the village government is a noteworthy subject to scrutinize since it is not an easy task to alter the mindset of rural communities, in particular for those who were born during the baby boom era, given that the consequence is that all residents must become proficient in using information technology. It applied a qualitative descriptive research design combined with the Rapid Rural Appraisal (RRA) methodology. The principle of purposive sampling determined the selection of the research subject. The data analysis was conducted based on the Miles and Huberman framework. The Village Head (Kades), as the representation of village government officials, still prioritizes direct communication with their people. In addition to the utilization of digital technology, such as the Simpeldesa application, direct communication in this context involves practices such as deliberations (musyawarah) and communal cooperation (gotong royong), either with the villagers themselves or their representatives, such as the heads of neighborhood associations (ketua RT or RW).

Conceptualizing destination-community hospitality: an illustrated framework leveraging Persianate culture

PurposeBy adopting a cultural lens, this study aims to conceptualize destination-community hospitality to capture societal hospitality at the destination as an intangible asset. Destination-community hospitality comprises a set of attitudes and traits that are organically conveyed by community members and directly experienced by tourists. The paper contributes to efforts aimed at freeing hospitality from the confines of commercial lodging and food and beverage establishments.Design/methodology/approachThis study proposes an affection–attention–awareness (AAA) framework by drawing on the pertinent literature and leveraging the affective–behavioral–cognitive model of attitudinal change. It focuses on the effects of cognition in conceptualizing destination-community hospitality as the core of the framework. Methodologically, the framework is illustrated with qualitative data including observational fieldwork and interviews conducted in Iran.FindingsIllustration of the AAA framework in the context of Iran highlights how welcoming attitudes are leveraged at a destination as an ingrained community mindset even in the absence of formal initiatives or professional training. It underscores the hospitality advocacy role of local-community members irrespective of public-sector policy and capacity deficiencies.Practical implicationsDestinations that strive to attract tourists should tap into the significant wealth of intuitive hospitality within communities as an intangible resource. The ingenuity should be preserved to sustainably enhance the overall tourist experiences. The framework can serve as a guide to strategically facilitate destination-community hospitality.Originality/valueResearch on community-wide hospitality at destinations, as a major cultural asset in the context of strategic hospitality management, remains underdeveloped. With illustrative evidence, the findings elevate the critical role of community members as innate advocates of hospitality in developing destinations. The proposed framework of destination-community hospitality provides a new perspective and impetus for investigating hospitality beyond commercial domains.

Building A Community Mindset for The Advancement of The Local Wisdom Economy by Utilizing Technology

<p><em>Building a community mindset is very important, especially to improve the economy. It is known that poverty is the biggest challenge for society, and this problem needs to be resolved. This can happen because the community's mindset is behind technology development, where people only use technology for things that could be more useful. Therefore, it is necessary to change people's views on the use of technology, especially since technological advances are currently inseparable from people's lives. This technological advancement has caused enormous changes in the life of humanity with all its civilizations and cultures. This change also greatly impacts the economy as long as it can utilize it properly. However, many people still need to learn how to utilize technological developments to improve the economy of individuals and even regions. FUNGSI BAHASA LANSKAP LINGUISTIK PULAU KAMBUNO KABUPATEN SINJAI (PERSPEKTIF LANDRY DAN BOURHIS 1997)

Landry and Bourhis's Linguistic Landscape Study in studying LL texts obtains two functions, namely an informational function and a symbolic function. The information function is a marker that distinguishes the geographical area of the population that gives the language to the name of the place. That is, language acts as a marker of the territory of the speaking community and a differentiator from other population areas. While the symbolic function is the presence or absence of a group's language on the street signboard which has an impact on the feeling of being part of that group. This study aims to describe the language function of the linguistic landscape found on Kambuno Island. This study uses a qualitative descriptive method obtained through observation, interviews, and documentation. The results of the study found five data with three symbolic functions each, two information functions. This is experiencing inequality because it is found that the community's mindset is still low regarding the role of linguistic landscapes in the community environment.

Dynamic Governance in increasing Millennial Participation Food Independent South Sumatra Movement Program (GSMP)

Appropriate measures to address food security at the local level can be designed and implemented, understanding people's perceptions and judgments about their food security, will have practical implications for designing better interventions to improve community food security. This study uses a qualitative methodology through interviews, and then the data is coded using Nvivo 12 Plus. To realize this, the Province of South Sumatra implemented the South Sumatra Self-Sufficient Food Movement through efforts to change the community's mindset from "buyers" to "producers" covering the cultivation of plants, fish, and poultry. However, its implementation is still experiencing many obstacles, including beneficiaries still focusing on their main activities to earn income so that the assistance received has not been utilized optimally, GSMP socialization has not been optimal for beneficiaries, field assistance related to plant and fish cultivation has not been optimal, as well as assistance provided services provided have not been fully adapted to field conditions and beneficiary skills. So, it is expected to be able to recommend solutions for implementing the South Sumatra Independent Food Movement Program (GSMP), especially in Palembang City. This study concludes that millennial participation in the South Sumatra Independent Food Movement is relatively high and is influenced by factors such as interest, knowledge, and community involvement. Thus, further efforts are needed to increase interest, knowledge, and community involvement in this program to achieve the goals of the South Sumatra Independent Food Movement.
