SOCIAL POLICY IN THE PUBLIC ADMINISTRATION SYSTEM: ENSURING EQUAL ACCESS TO SOCIAL SERVICES

he article explores current issues of social policy within the public administration system of Ukraine in the context of decentralization, focusing on ensuring equal access to social services for all population groups. The relevance of the research is driven by the need to adapt social policy to new challenges. Key problems identified include socio-economic instability and the consequences of the war. The objective is to identify the main problems and factors affecting the effectiveness of social services delivery. The research aims to find ways to improve social policy at the regional level. The study employs methods such as comparative analysis, statistical review, index-based approach, and social service efficiency evaluation methodology. A comparative analysis of countries like Sweden, Germany, France, and Estonia revealed effective approaches to organizing social policy, with their practices partially applicable in today’s Ukraine. The research results indicate that decentralization has expanded the financial and organizational autonomy of local communities. The war’s impact has been significant, leading to reduced institutional capacity of authorities, the destruction of social infrastructure, and workforce shortages. The article proposes a conceptual model for assessing equal access to social services, which includes five key components: social capital, economic potential, infrastructure, governance level, and digital capabilities. This model enables the evaluation of access to social services based on objective indicators while accounting for regional specificities. The practical application of this model will help identify strengths and weaknesses in social policy at the local level and determine priority areas for future development. The conclusions emphasize that improving the mechanisms of financing, organizing, and monitoring social service delivery is a crucial task today. A key consideration is the specific characteristics of regions and contemporary challenges. Future research prospects include developing new approaches to evaluating the effectiveness of social services. Additionally, future studies should focus on examining the impact of digitalization on access to social services and integrating international experience to enhance the resilience of Ukraine’s social system.

Методика оценки реальных инвестиций с конфигурацией неординарного денежного потока

The methodology for efficiency evaluation of investment projects, concerning the calculation of several key indicators and making a decision on the advisability of project approval, is well-known in scientific spheres. It is based on the algorithm for evaluating portfolio investments, when the investment itself is initially and simultaneous. Further it generates a certain revenue flow to the owner of a security or physical asset. Real investments, such as capital or fixed assets investments are much more complex and diversified in their structure. The cash flow can naturally start with an influx of funds at the very beginning and then finish with the outflow. Frequently, the capital investment itself is not a single way of infusion, that's why the use of standard approaches often leads to a formal absence or, on the contrary, multitude of the internal rent rates and also causes uncertainty and problems with calculations of the payback period for purely mathematical reasons. Net Present Value can be defined by default in any situation, but the Internal Rate of Return specifically serves as the main relative and comparable indicator for both the project developer and potential investors in present conditions. This article offers the alternative algorithm that allows you to review the full-scale financial and economic characteristics of the project, regardless of the cash flow pattern under any circumstances. The divergences between the known and the proposed methodology are minimal, as the author explains us by researching the examples of the "ordinary" projects. Thus, this model can be considered as reasonable for evaluation purposes in comparison with basic methods, which are not intended to provide such an analysis in general. The object of the proposed research is real investment projects with signs of extraordinarity, the goal is to develop methodological approaches for their correct financial and economic evaluation. The methodological base is the apparatus of financial mathematics, the theory of efficiency and the theory of managerial decision-making. The key result is two approaches that always allow to calculate internal rate of return and the exact payback period, regardless of the configuration of the cash flow. The article will be useful primarily to initiators of projects in existing and created production, as well as potential investors in such innovations.

Una revisión sociotécnica de las redes sociales de una organización universitaria

En ese artículo se plantean los indicadores de eficiencia para las redes sociales (RS) de una organización universitaria y se proponen algunas bases teórico-prácticas para investigaciones futuras que consideren importante el creciente uso de las RS en procesos de gestión. Se trata de una revisión teórico-conceptual sobre los aspectos sociotécnicos de las RS capaces de subsidiar una metodología de evaluación. Esta investigación es de naturaleza y enfoque aplicado, con objetivos exploratorios y descriptivos, realizando un análisis sociotécnico de las RS, el estudio de los lineamientos de la organización universitaria para las RS, el análisis del flujo de la información y las proposiciones de los indicadores de eficiencia que serán mencionados. Este artículo es producto parcial del proyecto principal denominado “El flujo de información a través de las redes sociales”, que plantea como principal producto una metodología de evaluación de eficiencia de las RS de una organización universitaria.

Efficiency evaluation of sustainable energy development financing mechanism

Transition to the sustainable energy development and modernization model requires adequate financing, and, consequently, generation of specific mechanisms, instruments, institutions, and sources of financing. All this predetermines the need to study methodological approaches to development and optimal implementation of financing mechanisms for sustainable energy development, and approaches to evaluation of their efficiency. This article clarifies the concept of the sustainable energy development financing mechanism (SEDFM), defines its specificities, proposes a system of indicators and methodology for efficiency evaluation of sustainable energy development financing mechanisms.

Methodology of Evaluation the Efficiency of Road Operation and Construction

The paper covers issues of methodology of efficiency evaluation of road operation and construction. It describes main types of efficiency of road projects: public, commercial and budget. Also, the work contains methods of calculation main metrics of efficiency of road operation and construction projects (integral effect or net present value, investments returns index, IRR, payback period) and reveals metrics of results and costs in terms of calculated efficiency of a road project. The paper determines the essence of economic environment which matters in valuation of commercial and budget efficiency of a road project. It discovers main technical and economic parameters of operational status of a road network or its elements and provides algorithm of cost-benefit analysis of a public road.

DISCOVERING WHAT MAKES A SME WEBSITE GOOD FOR INTERNATIONAL TRADE

The effectiveness of websites has an impact on the representation of a SME and can have an effect on foreign trade. Thus, developing a reliable and robust model to assess the effectiveness of SME websites is important for researchers and practitioners. The aim of the study is to propose a SME website efficiency evaluation methodology from an international trade perspective. Determining the effectiveness of websites is a multi-dimensional decision-making problem which encompasses the assessment of information quality, system quality, and service quality. The criteria and sub-criteria affecting website effectiveness were determined through literature research and expert panel assistance. AHP method was utilized to determine the relative weights of the evaluation criteria in the study. Then, fuzzy linguistic variables were adopted to rank the websites of SMEs engaged in foreign trade. The proposed evaluation model identifies key factors regarding the criteria and sub-criteria of a website effectiveness. The model can provide a helpful reference in designing useful websites which are an important task for SMEs involved in international trade.

Logistic Aspects in the Methodology of Efficiency Evaluation of Transport System on the Example of Air Sar Service

The article presents the concept of building a transport system model based on the example of maritime aviation SAR service. The applied methodology of efficiency assessment lists the individual elements of the system and then after applying the mathematical formalization, aims to describe the structure of the system. Both the transport means and the system components necessary for the transport task have been parameterized, with particular emphasis on logistic aspects that support the rescue system.

Development of methodology for efficiency evaluation of cluster interaction of industrial enterprise

The object of research is efficiency evaluation of the cluster interaction. World experience convinces that cluster interaction significantly reduces the amount of costs and efforts for competitive rivalry and allows combining the advantages of enterprises. For efficient industrial enterprise business activity within the cluster it is necessary to develop and apply modern methods of efficiency evaluation of a cluster interaction at the level of an industrial enterprise. The lack of a scientifically based methodology for a comprehensive efficiency evaluation of the cluster interaction of an industrial enterprise does not allow an enterprise to determine the most promising areas of such interaction with cluster participants. An analysis of existing methodological approaches has shown that most scientists propose an evaluation either on a cluster scale or at a regional level. Effectiveness evaluation of the cluster cooperation on enterprise-participant of the cluster paid insufficient attention level. In addition, traditional methods of multifactor analysis of complex economic systems do not allow describing the cause-effect relationship between the parameters of impact and the predicted value using factors that take into account qualitative indicators. Therefore, to evaluate the cluster interaction, the authors proposed to use fuzzy set theory, which allows to make optimal management decisions taking into account the quantitative and qualitative parameters. As a result of the research, a comprehensive methodology is developed that takes into account the basic directions of cluster interaction based on quantitative and qualitative indicators of production, technology, innovation, financial and economic, personnel, information, marketing and management interactions based on fuzzy set theory, which will allow making optimal management decisions about effectiveness of cluster interaction of industrial enterprise as a complex and separately for its directions. The theoretical value of the research is to develop a methodology and tool to ensure the effective functioning of the processes of the industrial enterprise in the cluster. The practical significance of obtained results is that they can be used by specific industrial enterprises when choosing the forms and directions of cluster interaction.

Applying a Ruggiero three-stage super-efficiency DEA model to gauge regional carbon emission efficiency: evidence from China

China’s climate change mitigation strategies and efforts are based on accurate regional carbon emission efficiency (CEE) estimates. Decision-making units which are all data envelopment analysis (DEA)-effective cannot be ranked by using the original DEA model. While previous studies omit environmental factors when gauging resources or environmental efficiency. In this study, we combine a Ruggiero three-stage model with a super-efficiency DEA model (SE-DEA) to solve these two problems. Following this method, we consider environmental factors and thereby compare provincial CEE in China in the new production frontier. The main results obtained are as follows: (1) provincial CEE values differ significantly in the first stage and the third stage; (2) in the third stage, only Eastern China reaches the SE-DEA relatively effective level, where CEE rankings in descending order are: Eastern, Central, and Western China; (3) provinces are divided into four categories in terms of provincial CEE values and per-capita GDPs, and therefore, regional climate and development policies could be oriented due to different categories. This efficiency evaluation methodology and the results obtained in our study not only contribute to understanding this issue, but also could be of specific interest to climate change policy makers in China.

Efficiency of the current municipal waste expenditure - methodology approach and its application

The paper introduces methodology designed in order to evaluate and compare efficiency of chosen municipal waste expenditure via calculating efficiency ratings. First part of the paper briefly describes current situation around environmental protection expenditure in Czech Republic and explains reason why the area of current municipal waste expenditure has been chosen for the efficiency evaluation. Second part is dedicated to the idea of the efficiency evaluation methodology which is based on Cost-effectiveness Analysis (CEA). CEA is working with two aspects of efficiency. First aspect is efficiency of expenditure per capita and second is efficiency of expenditure per municipal waste ton. Data necessary for the analysis together with the sources where these data can be acquired are also introduced. The description of exact process of calculating efficiency ratings for each municipality then follows. Whole methodology is demonstrated on selected sample of municipalities together with the results of efficiency evaluation and their graphical depiction. Last part of the paper discusses problems that might arise while performing this efficiency evaluation together with possible expansions of the evaluation.

Municipal Expenditures Efficiency with Emphasis on the Competitiveness and Type of Company: Case Study on Waste Management Expenditures in the South Moravian Region

This paper, based on the analysis of current municipal expenditures on waste management, compares expenditure per capita and examines the impacts of competitive environment and type of waste management company (character of ownership) on the expenditure efficiency. Expenditures are compared by the number of competing companies in neighbouring municipalities by the districts and municipality size groups. First part of the paper briefly describes current situation around environmental protection municipal expenditure in Czech Republic and explains reason why the area of current municipal waste management expenditure has been chosen for the efficiency evaluation. Second part is dedicated to the idea of the efficiency evaluation methodology which is based on Cost-efficiency Analysis (CEA) and assessing the impact of a competitiveness and type of company to the efficiency. Evaluation and comparison is performed on the all 673 South Moravian municipalities for each of the years in the five-year period ended 2011.
