Mitogenomic profiling of Marcia recens (Holten, 1802): a step towards taxonomic resolution of India's Ashtamudi short-neck clam

ABSTRACT The Ashtamudi short-neck clam forms a significant fishery resource holding India’s first Marine Stewardship Council Certification. The taxonomic classification of this particular clam has engendered debate regarding its proper nomenclature. The present study aims to provide its first comprehensive mitogenome profile from the type locality to address the existing taxonomic ambiguity. The mitogenome assembled using the genome skimming method had 17,991 base-pair length with 13 protein-coding genes, 22 transfer RNAs, 2 ribosomal RNAs and control region. Phylogenetic analysis based on the concatenated data set of PCGs and rRNAs from 47 representative species of Veneridae grouped all species including short-neck clams from the subfamily Tapetinae into a single clade. This analysis also revealed the polyphyly of the genus Marcia. Nevertheless, the short-neck clam co-clustered with Marcia recens from Chinese waters. Subsequent mitochondrial gene order, genetic distance and morphological analyses substantiated the closer relationship of this clam to the genus Marcia, analogous to the phylogenetic output. The genomic data from the type locality provides additional molecular and phylogenetic evidence for the classification of short-neck clam in the genus Marcia. This will also help to address long-standing taxonomic uncertainties surrounding this species, offering valuable information critical for management and conservation of the resource.

Drivers of success, speed and performance in fisheries moving towards Marine Stewardship Council certification

AbstractWith growing concerns about global overfishing, market‐based eco‐certification programs like the Marine Stewardship Council (MSC) can incentivise adoption of sustainable practices. Several studies investigated drivers of improvement in market‐driven Fisheries Improvement Projects, but failed to use detailed, standardised measures of progress, or considered small samples. We considered the relative influence market, governance and fishery‐specific drivers have on MSC certification speed and success in 208 fisheries. To evaluate improvement we compared pre‐certification scores from MSC pre‐assessments—rapid high‐level audits against the MSC Standard—to scores from full MSC audits. Drivers considered included measures of pre‐assessment quality, as this initial advice might contribute to later certification success. National fishery management capacity, percentage of MSC catch and landed value were the strongest drivers of successful and rapid certification. Environmental improvements occurred for stock management, ecosystem health and governance aspects. While only 48% of fisheries with favourable pre‐assessment outcomes went on to be certified, improvements in many fisheries with lower pre‐assessment scores were observed in their lead‐up to full assessment. Random forest analyses allowed for considering multiple interacting variables simultaneously and revealed influential drivers under specific fishery contexts. For example, higher certification probability was associated with greater percentage of MSC catch under the full dataset, but not under subsets representing fisheries facing more challenging contexts for certification. Fisheries from lower/middle‐income countries had lower overall probability of certification, but this increased with higher management capacity. This suggests multiple drivers interact in instigating fisheries improvements, and MSC pre‐assessments provide valuable resources to understand this journey.

Southern responses to Northern-led sustainability certification: Promoting and hindering new fisheries governance in The Gambia, West Africa

Ocean governance is constituted by a range of institutions and actors across nation-states, markets, civil society and communities. As government-led management of commercial wild capture fisheries came under increased scrutiny following the rise of neo-liberalism and overfishing in the late 20th century, many non-governmental organizations and businesses turned to market and consumer-oriented approaches such as eco-labels and certification systems to define and reward sustainable fisheries and to incentivize change in others. However, our understanding of how small-scale fisheries in the Global South engage with these systems over time remains limited, particularly in the African context. This paper seeks to improve understanding by examining the interactions between diverse actors working to achieve Marine Stewardship Council certification for a small-scale fishery in The Gambia, West Africa, one of the earliest in Africa to engage the program. Situating the study within social science research on inequities and power imbalances in Southern engagements with Northern-led sustainability certifications, the case study analyzes qualitative data from documents and from 16 key-informant interviews. The data was organized using a social science approach which enables the analysis of factors promoting or hindering governance interactions and of who and what drives outcomes. Taking multiple factors into account, this paper argues that Southern interest in, and accessibility to, certification is dynamic, and influenced by the uneven distribution of regulatory resources, capacity, power and benefits. Promised but nebulous benefits clashed with arduous and recurring appraisals, exacerbating institutional factors leading the fishery to repeatedly fall short of certification. While important improvements can be gained from the pursuit of certification, Southern producers, managers and policy makers should have opportunities to be better informed about the diverse factors impacting: i) governance interactions and capacity building, ii) paths towards, and barriers to, improvements, and ii) the likelihood, or not, for achieving equitable access and social development benefits, especially for marginalized producers. The role and significance of sustainability certification in future ocean governance will be shaped fundamentally by such knowledge.

Stock status and supporting species of anchovy fisheries in the northern of East Java, Indonesia

Abstract. Wiadnya DGR, Harlyan LI, Rahman MA, Mustikarani SMI, Nadhiroh ENS, Taufani WT. 2023. Stock status and supporting species of anchovy fisheries in the northern of East Java, Indonesia. Biodiversitas 24: 4775-4782. Anchovy, a commercial fish with high demand in local and international markets, was selected as the Unit of Assessment (UoA) of the Fisheries Improvement Project (FIP) based on the priority fisheries consultation process under the Marine Stewardship Council certification in Indonesia. One of the criteria is the availability of stock status and information about supporting species. This research was conducted from January to May 2022 at Lekok Fishing Port, Pasuruan, and Karangagung Fishing Port, Tuban, using primary data collection methods, including a fishery survey to obtain data species composition data and fishing coordinates. The secondary data were the catch-effort data from 2013 to 2021 collected from both fishing ports. Data analysis was carried out by the surplus production models, Schaefer and Fox model, to determine the total allowable catch (TAC) and the exploitation rates of anchovy fisheries. The participatory mapping method was carried out to obtain data on the distribution of fishing grounds and catch composition. The exploitation rate of anchovy (Stolephorus commersonnii) and large anchovy (Encrasicholina punctifer) landed in the Lekok fishing port was 76% and 75% (moderate), respectively. In this situation, fishing efforts can still be increased, as TAC value for anchovy fisheries' sustainability. On the other hand, the exploitation rate of anchovy in the northern waters of Tuban is 105% (over-exploited), which is necessary to reduce fishing efforts for its sustainability. The classification of supporting species resulted in 19 identified species in the Lekok fishing port, covering three target species: two endangered threatened and protected (ETP) species, two main primary species, six minor primary species, one major secondary species, and five minor secondary species. While in Karangagung fishing port, eight species were identified, consisting of 1 major primary species, five minor primary species, and two minor secondary species. The supporting species' information is required to complete FIP Anchovy fisheries.

Pathway to sustainability: the Marine Stewardship Council certification standard as an improvement framework for African fisheries

Fishery certification is increasingly employed as a multi-stakeholder, market-based mechanism to promote sustainability of fisheries. Preparing for, and achieving certification continues to deliver tangible improvements and benefits to fisheries, but the number of certified fisheries from Africa remains low. Some of the factors that constrain certification of fisheries in the region include limited data to assess and manage fisheries, the open access nature of many fisheries, overfishing, poor management, inadequate enforcement, and low demand for certified seafood. To overcome these constraints, several fisheries employ a “pathway to sustainability” approach that involves using the MSC fisheries standard as a framework for gap analysis, action planning, progress tracking and improvement. Certification may not always be the goal. This allows fisheries to make ongoing improvements over prior performance, regardless of whether they immediately achieve certification or not. Progress towards the desired goal, sustainable management, can be tracked over time. Some of the reported benefits include clarity of objectives, consolidation and focus of stakeholder efforts, participatory engagement, ability to attract resources for improvements, benchmarking of performance and, ultimately, improved environmental performance through better fisheries management. This paper discusses the uptake of this approach in Africa, by presenting case study fisheries from the continent. It outlines mechanisms through which these fisheries embarked on a pathway to sustainability using the MSC fisheries standard, and the outcomes from these initiatives. It highlights the successes and challenges associated with implementation. The paper concludes that the MSC standard and the improvements that it incentivizes can make a positive contribution to regional efforts to improve environmental sustainability, fisheries governance and consequently the socio-economic viability and resilience of fisheries in Africa.

Marine Stewardship Council Certification in Finland and Russia: Global Standards and Local Practices

The state of seafood resources around the world has been declining for the last 50 years. There are multiple global, regional, and national regulatory arrangements that make an effort to revert this situation. The Marine Stewardship Council (MSC) is a voluntary global instrument, believed to foster sustainability in commercial fishing practices. This paper analyzes the institutionalization of MSC in Finland and Russia, and highlights how MSC as a global standard adapts to the different local contexts. It also shows which other global regulatory arrangements contribute to regulating fish production and what are the specifics of interaction between them. For the analysis of the MSC scheme, this paper uses the governance generating network (GGN) theory, which has been widely applied to the research on the FSC forest certification scheme and oil sector. The GGN lens helps to analyze the generative capacity of multiple global regulatory instruments including MSC in the Baltic Sea (Finland) and the Barents Sea (Russia). Qualitative methodology, such as semi-structured interviews with the same interview guide, document analysis, and participant observations were used in both Finland and Russia. We show that several GGNs are contributing to fishing regulations, e.g., the implementation of MSC in both countries is facilitated by multiple international organizations and conventions, which were signed prior to the creation of the MSC scheme. The limited added value of MSC certification is observed in both Finland and Russia: MSC ensures economic stability of certified companies and contributes to biodiversity conservation.

Mobilising international resource management certification schemes: Re‐configuration of the global shark fin supply network by producers

AbstractAs one approach to publicising sustainability efforts at the local level for a wider audience, international resource management certification schemes and their eco‐label programmes have been widely used as a verification tool. The case of Japanese shark fishery based in Kesennuma, Miyagi shows the full picture of the current global context behind a highly controversial commodity: shark fins. Campaigns against shark finning directed by environmental NGOs have led to shark fin being taken off the menu at some Chinese high‐class hotels. The shark fishery in Kesennuma is currently working toward obtaining Marine Stewardship Council (MSC) certification to prove that their shark products are not the result of finning, with the expectation that the certification will provide a clear distinction between human moral issues and sustainable resource management issues. Drawing on this case, this paper analyses the network of cooperative stakeholders in order to re‐configure a global sustainable commodity network for shark fins. It has been almost a quarter century since MSC was officially launched as an independent organisation in 1997. Initially, MSC certification was a major strength of differentiation, allowing producers of certified seafood to sell at a higher price, but the acquisition of certification by multiple fisheries targeting the same or similar species has reduced the economic benefits for individual fisheries. By analysing the shark fishery, which require resource management on the high seas, this paper provides new insights into how MSC certification can be mobilised by producers.

The effect of eco-certification on demand: The case of MSC-certified Norway lobster

We investigate if Marine Stewardship Council (MSC) certified Norway lobster fishing vessels in Sweden got higher prices and sold larger quantities after certification was introduced in 2015. Using detailed daily panel data and exploiting the fact that the same fishing water contains both certified and non-certified vessels, we use a difference-in-difference model for analysing demand effects of MSC-certification. We find a price premium the first months after the launch of the certification scheme for the initial adopters. However, this price premium dissipates over time and is mainly found for trawler vessels. For trawlers, we also find a negative effect on sold quantities the first months after certification but a positive effect a few years after certification. Creelers, on the other hand, got a positive effect on quantities sold both immediately after certification and after a few years. No general effect of MSC certification is found on neither prices nor quantities when the entire period January 2012 – January 2018 is investigated.

Wild-caught fish populations targeted by MSC-certified fisheries have higher relative abundance than non-MSC populations

Requirements for a fishery to achieve Marine Stewardship Council (MSC) certification include demonstrating that targeted populations (‘MSC stocks’) are fished at sustainable levels. The credibility of this claim can be evaluated by comparing estimated abundance of MSC stocks to benchmarks based on sustainability criteria. Additionally, to evaluate whether MSC certification provides a meaningful distinction, the sustainability status of MSC stocks can be compared with that of populations without a linked certificate (‘non-MSC stocks’). It is expected that MSC stocks are more likely to be maintained at levels of high abundance relative to sustainability benchmarks compared to non-MSC stocks. Similarly, it is expected that MSC stocks are less likely to become overfished, and if they do become overfished, that fisheries are incentivised to aid in their rebuilding to avoid suspension of certification. We compare published biomass estimates relative to biological reference points between MSC stocks and non-MSC stocks of wild-caught marine fish and invertebrate species around the world. These are observational data, and though we control for the propensity of certification, certification is not independent of relative biomass and therefore we describe associations rather than causal influences. Individual stocks from both groups were highly variable in relative biomass trends over the past two decades, with substantial overlap in the distributions of MSC and non-MSC stocks. In recent years (2014-2018), MSC stocks had, on average, greater biomass relative to biomass at maximum sustainable yield (BMSY) than non-MSC stocks. MSC stocks were also less frequently overfished compared to non-MSC stocks, with estimated biomass below a limit reference point (Blim) for 9% of MSC stocks and for 26-33% of non-MSC stocks. Eight MSC stocks currently or previously certified and defined as overfished in 2017 or 2018 had previously entered the program based on scientific advice available at the time indicating they were fished within sustainable limits. Subsequently, when revised stock assessments estimated the biomass to be lower than previously thought, fisheries for those stocks were suspended from certification. Together, these results suggest that eco-certification is associated with a credible claim on sustainable stock status and provides a useful distinction from other seafood. Further, our results show how the rare exceptions to this pattern may arise from retrospective changes in scientific advice.

Ocean and Marine Stewardship in Africa: The Marine Stewardship Council Certification in Namibia and The Gambia

Ocean and marine stewardship activities across different geographical areas contribute to global sustainability efforts, management, and conservation of ocean resources. The Marine Stewardship Council (MSC), through its sustainability standards and market-based mechanisms, rewards best practices for wild-caught seafood. To date, very few fisheries in Africa have participated in the MSC’s full assessment and obtained its certification. This paper explores the MSC certification scheme in the African continent by examining two case studies: the Namibian hake (Merluccius capensis and M. paradoxus) trawl and longline fishery and The Gambian sole bottom set gillnet fishery (Cynoglossus senegalenis and Synaptura cadenati). Drawing on document analysis, institutional ethnography, and extensive collaborative research with actors in these fisheries, we utilize three stewardship dimensions, i.e., Care-Knowledge-Agency, to qualitatively analyze how the MSC program provides an opportunity of actors to design ocean stewardship tools and promote fisheries sustainability in Africa. The Namibian fishery demonstrates a large-scale fishery with the adequate agency, technical knowledge, and interest in self-design improvements and stewardship, compared to The Gambian fishery, a small-scale fishery motivated to achieve certification but depends largely on external support to coordinate improvements and stewardship activities. The key motivation for Namibia and The Gambia actors to participate in the MSC’s assessment is the interest in increasing their international market access while ensuring ecosystem-based management and sustainability of the fisheries. Successful engagement with MSC requires establishing good governance structures, involvement of local actors, technical knowledge, and sufficient financial resources. The paper demonstrates the need for practitioners, government/market-actors, and academia to encourage sustainable seafood management in Africa by promoting various national and regional sustainability campaigns, environmental awareness programs and ocean stewardship initiatives.

Social and Economic Outcomes of Fisheries Certification: Characterizing Pathways of Change in Canned Fish Markets

The Marine Stewardship Council (MSC) eco-labeling program provides fisheries a pathway to demonstrate their sustainability by undergoing an environmental certification. Like other standard-setters, the MSC’s ‘theory of change’ presumes that markets use this information to select for sustainable products, providing an incentive for producers to improve their practices and become certified. However, the underlying mechanisms which actually work to link market behavior and participation in the program in different contexts have not been systematically identified. We draw on broad MSC field experience to identify processes that have supported the theory of change in individual fisheries. Then, we develop a broadly applicable rapid assessment protocol, relying on a semi-structured interviews of key informants, to gather systematic evidence for key dynamics within the theory of change: the effects of going through MSC certification on market processes, partnerships in the fishery, and governance. In a pilot test of the protocol, we identify important common and idiosyncratic processes in three canned product fisheries: United States west coast albacore tuna, Brittany sardines, and Portuguese sardines. We find that the harvesters and buyers/processors in these fisheries sought certification primarily to expand or maintain their market share, and that certification was synergistic with stakeholder cooperation. The cases demonstrate how our rapid assessment interviews allow program participants to relate their experience in their own words yet facilitate systematic comparison to identify common mechanisms within the theory of change. We propose its wider application to systematically advance our understanding of social and economic processes that drive of eco-label interventions in different geographies and supply chains around the world.

Can the Japanese fisheries qualify for MSC certification?

Among various ecolabeling schemes, the Marine Stewardship Council (MSC) is the largest certifier of seafood ecolabel for the wild caught fish in the world. An increasing number of fisheries in the world have applied for MSC certification. However, Japanese pre-assessed fisheries, one of the largest seafood producers, have not been keen on applying for the MSC certification. In this paper, we examine whether Japanese pre-assessed fisheries can qualify for MSC certification by using MSC pre-assessment scores of 53 fisheries in Japan. To understand these Japanese pre-assessed fisheries’ place in the world, we compared scores of these fisheries with those of the MSC certified fisheries. By using descriptive statistics, and cluster analyses, we found that most of the Japanese pre-assessed fisheries do not meet the MSC standards. Among other things, The Japanese pre-assessed fisheries targeting at total allowable catch (TAC) species are relatively well managed in terms of stock rebuilding, harvest strategy, and harvest control rules compared with other stock assessed, or non-assessed fish species. A cluster analysis sorted the Japanese pre-assessed fisheries with a good stock status into the similar clusters to the MSC fisheries. Difference in scores between the Japanese and MSC fisheries is ecological performance including approach for bycatch and endangered species. We found that the Japanese fisheries have a possibility to be strong candidates by adopting bycatch strategies.

Deep-sea benthic habitats and the impacts of trawling on them in the offshore Greenland halibut fishery, Davis Strait, west Greenland

Abstract The offshore Greenland halibut (Reinhardtius hippoglossoides) fishery, west Greenland, employs demersal trawl gear at depths of 800–1400 m. In contrast to many deep-sea fisheries, the target stock appears stable and the fishery is of significant economic importance. Recent Marine Stewardship Council certification of this fishery highlighted the paucity of knowledge of benthic habitats and trawling impacts, which this study aimed to address using a towed benthic video sled. The spatially discrete northern and southern areas of the fishery were found to be distinct in terms of the communities present, which non-metric multidimensional scaling suggests is primarily driven by temperature. Extensive physical evidence of trawling was observed. Trawling effort was significantly linked with community composition, with a negative association between trawling effort and abundance of some taxa, including some vulnerable marine ecosystem (VME) indicator species. Three potential VMEs are identified: (i) Flabellum alabastrum cup coral meadows; (ii) a Halipteris finmarchica sea pen field; and (iii) areas exhibiting mixed assemblages of VME indicators. Of immediate conservation concern is a H. finmarchica field, which seems to be at least regionally rare, is situated within the fringes of existing trawling effort and is currently afforded no protection by management measures.

When ‘sustainability’ becomes the norm: Power dynamics in the making of a new eco-label for low-environmental-impact, small-scale fisheries

In 2020, the Danish Ministry of Environment and Food launched a new state-led ecolabelling scheme for fish originating from small-scale, ‘low-environmental-impact’ fisheries; “NaturSkånsom”. The label was introduced to a domestic market where the vast majority of the fish landed by Danish vessels was already certified by the global leader in certification of (wild caught) fish products, Marine Stewardship Council (MSC). MSC’s high market penetration created a situation where especially small-scale fishers felt that MSC certification had developed into a market norm without providing fishers the benefits of demonstrating extraordinarily sustainable practices and thereby gain competitive advantages. Rather, MSC’s market penetration was perceived as undermining efforts to brand and market fish originating from small-scale fisheries as particularly sustainable. This article explores the processes that led up to the NaturSkånsom labeling scheme by applying a ‘power in planning and policy framework’ as an analytical lens. Through the NaturSkånsom process, the article investigates what happens when an ecolabel becomes a market norm, how small-scale fisheries actors who feel disadvantaged by such a development and environmental organizations form alliances, mobilize support and multiple resources to strengthen their positions in the political settings. The examination of this case highlights how stakeholders traditionally thought of as less resourceful can gain political influence. The article offers a glimpse into a possible, emerging future where those perceiving themselves as the most sustainable producers may increasingly view large and dominating ecolabels simultaneously as obstacles and forces for positive change.

Who You Speak to Matters: Information Sharing and the Management of a Small-Scale Fishery

Sustainable natural resource management requires collaboration, adaptability and coordination between science, policy and stakeholders. Communication of scientific information through social networks is integral to effective governance. This study employed social network analysis to investigate information flow between stakeholders associated with the blue swimmer crab (Portunus armatus) fishery in the Peel-Harvey Estuary, south-western Australia. Although the fishery received Marine Stewardship Council certification in 2016, a preliminary study conducted between 2017 and 2018 revealed that fishers were concerned about its status and management. Consequently, 85 face-to-face interviews were conducted with commercial and recreational fishers, academics, government bodies, representatives of fishing organizations, non-governmental organizations, and tourism organizations to understand the flow of information and the influence on perceptions of sustainability. The results showed that: i) Few individuals were key for sharing information within and between different organizations forming the fishery network and only two of the six groups (government bodies and the commercial fishing sector) were highly connected and appeared as key for information sharing; ii) After the public sector stakeholders, academic groups were the second-least connected, despite having actively researched the Peel-Harvey Estuary and the P. armatus fishery for over 40 years; iii) Recreational fishers exchanged information mainly with other fishers and the regional fisheries department, rather than the organization representing recreational fishers; iv) Modes of communication used with the recreational fishing sector greatly differed between the fisheries department (i.e., mainly via phone/email) and the recreational fishing organisation (i.e., strong online presence, social media and phone/email); v) Issues of inclusiveness and representation were highlighted for some of the groups and organizations. This study has identified logistical and institutional difficulties to communicate information regarding the science, management and environmental issues related to a small-scale crab fishery, providing managers and other stakeholders with a pathway of action for enhancing resource management.

Certification of European perch from the Irikla Reservoir (basin of the Ural River) according to the standards of the Marine Stewardship Council

Certification according to the standards of the Marine Stewardship Council (MSC) is highly demanded in the world market of seafood products. In Russia, a number of fisheries already have MSC certificates, but still there is a significant potential for certification of other fisheries. This requires analysis of the experience of companies that have successfully obtained the certification. Special attention should be paid to small-scale fisheries, whose financial opportunities to participate in certification programs, unlike large fisheries, are seriously limited. In the present work, process of ecological certification of fishery is considered on an example of the gillnet fishery of European perch Perca fluviatilis in the Irikla Reservoir, located in the middle course of the river Ural in the Orenburg Province. The catch volume of perch is 200–250 metric tons during the recent years. Fishing companies that fish in this reservoir have been working on MSC certification for over ten years. Process of certification has shown that the fishery meets the necessary standards, but even after the certification completed in 2016, there is a need for certain activities to support certification. These are in-depth analysis of the recreational fisheries, development of research plans in cooperation with scientific fishery institutes, specifically aimed at informing the certification process, independent analysis of the fisheries management system, detailed study of various bycatch species. It can be concluded that positive experience of this small-scale fishery with ecological certification can be important in improving fisheries management not only in Russia but also worldwide.

Time to certify: Explaining varying efficiency of private regulatory audits

AbstractPrivate regulatory programs, such as certification schemes, seek to control market access by providing greater certainty about products' credence attributes, including sustainability features of production processes. This article contributes to the literature that assesses the verification processes that determine whether private rules are being followed sufficiently by applicant rule‐targets (usually companies), and the regulatory intermediaries (auditors, assessors) that perform verification functions. By examining variation in the duration of verification processes of applicant rule‐targets, we question the assumption that within the context of a given program's design the efficiency of the verification process is invariant across time and space. We argue that the verification process can impose hurdles that are independent of rule‐targets' sustainability and their adherence to a private program's rules. Our analysis of 312 fisheries seeking Marine Stewardship Council certification shows that variation among intermediaries and objections to their certification decisions explain differences in the time it takes fisheries to receive market access.

Is there a Future in the Sustainability Certification of Sardine and Anchovy Fisheries?

Small pelagic fisheries management is difficult because they exhibit large natural abundance fluctuations and are considered forage fish. We discuss the challenges faced by these fisheries within the Marine Stewardship Council (MSC) sustainability certification framework, which evaluates the sustainability of fish stocks, the environmental impact, and effective fisheries management. Certification suspension is frequently linked to the sustainability of stocks. For MSC certification, scientific research will need to play a major role in filling key knowledge gaps, particularly on the nature and causes of ecosystem productivity changes (including climate change), and the role of small pelagics in the ecosystem. Different from other cases where MSC certification creates a direct market incentive through price premiums, in these fisheries, the incentive is related to fisher's public image and improves the bases for negotiation with authorities and the conservation sector. In this context, strategic cooperation between fisheries under the certification process may provide them more benefits than competition.

Media representations of seafood certification in Australia: Mobilising sustainability standards to attack or defend the value of an industry

Certification schemes respond to increasing environmental and social concerns about sustainability by encouraging consumer demand for ‘sustainable’ products. Such schemes have been a focus of much media coverage and the seafood sector is no exception with many seafood sustainability issues, including those related to both fisheries and aquaculture management, being widely reported on. This paper analyses how the certification schemes of the two best-known seafood sustainability standards organizations, the Marine Stewardship Council (MSC) and the Aquaculture Stewardship Council (ASC) certification, were presented in news media coverage during a period of conflict surrounding the sustainable production and management of seafood in Australia. Employing a content analysis of Australian online and print news media published between 2015 and 2018, we find that the MSC label was used to highlight the sustainability of fisheries all around Australia, while the ASC label was mainly used in the context of the Tasmanian salmon aquaculture industry, with both labels presented as ‘gold standards’. While we also find that ASC certification was used by ENGOs to attack the Tasmanian salmon industry and to question the validity of the ASC label, our data highlight that ASC and MSC certification was primarily used by industry as a tool to demonstrate its sustainability credentials, with the specifics of the certification schemes themselves receiving very little media attention.

Greenland's offshore Greenland halibut fishery and role of the Marine Stewardship Council certification: A governance case study

The Marine Stewardship Council (MSC) certification is the market-leading seafood eco-label, including in deep-sea fisheries, about which there are growing concerns around sustainability. Greenland is economically dependent on deep-sea fisheries, including for Greenland halibut (Reinhardtius hippoglossoides). The offshore halibut fishery, which employs demersal trawls (800–1,400 m), obtained MSC certification in 2017. This provides an opportunity to critically assess the governance of deep-sea resources, with reference to the MSC certification. The Marine Protected Area Governance (MPAG) framework, originally designed to analyse MPAs and adapted for this study, finds an effective system of state-led governance, supported by scientific, certification and industry actors. Arising from its socio-economic importance, the industry's considerable influence is used to align management with the MSC certification. Outcomes directly attributable to engagement with the MSC certification include the introduction of a management plan and new benthic research programmes. However, questions are raised about the certification, providing case study examples of existing criticisms. Assessments are weak with respect to benthic habitats and over-reliant on the definitive, expert judgement of Conformity Assessment Bodies (CABs), whose independence is questioned. Separate MSC assessments of Greenlandic and German vessels in the fleet provided an opportunity to consider the consistency and robustness of the process, which raised serious concerns. Two different CABs found the benthic impact of vessels using the same gear in the same area to be sustainable, by employing fundamentally different and conflicting logic. This represents a serious failing of certification process, undermining the assurance it is intended to provide.
