This study aims to analyze the perceptions and challenges faced by Majelis Wakaf dan Kehartabendaan (MWK) of Pimpinan Daerah Muhammadiyah (PDM) in Tasikmalaya Regency regarding the management of waqf assets for organic rice farming businesses. The research method used is qualitative descriptive with purposive sampling technique. Data collection is done through observation, interviews, and documentation. The data analysis technique applied is thematic analysis. The results of the study show that: 1) There is a positive perception regarding the use of productive waqf for organic rice farming businesses. However, the dynamic external environment introduces uncertainty that affects development strategies. 2) The challenges involve strengthening member participation, improving agricultural human resources, institutional reinforcement, and expanding marketing.

Distribution Strategy to Mauquf to Create the Trust of Nazir

Waqf assets that are well managed and developed according to a clear direction can increase the economic level of the community with the economic means therein. The role of Waqf nazir becomes very important considering their duties, namely, the manager, as well as the Waqf object service, according to their functions. Of course, this is related to mauquf 'alaihi, in which they are appointed to benefit from the allocation of Waqf. The purpose of this research is to look at the mauquf ' alaih strategy in maintaining Nazir's trust so that the assets of the Waqf were maintained and well maintained. The method used in this research is descriptive qualitative research with a literature study approach, which will explain about Waqf. The type of data used in this scientific paper is secondary data. The data sources referred to are journals and books on Waqf management. However, the results show that the management of Waqf assets has a very significant impact and produces greater benefits if it is managed and developed productively. Then the role of nazir will be seen as more visible considering that they are the ones in the workshop for the Waqf. Economic opportunities in productive Waqf can boost nazir's confidence and encourage him to be more active in the organization and Waqf

Analisis Solusi Permasalahan Zakat Produktif

Philanthropy is generosity, generosity, social contribution or something that shows love for humans. Philanthropy is an alternative that is used to reduce social inequality, create life benefits and improve people's welfare, such as through the empowerment of productive endowments. However, currently in Banjarnegara not many waqf are managed productively. This study aims to analyze the problems of productive waqf and their solutions in Banjarnegara Regency. The method used is descriptive method, while data collection is done by examining and exploring data sources or other information relevant to the study. The results obtained explain that the problems causing waqf management in Banjarnegara Regency are not optimal and the solution is divided into three aspects, namely human resource aspects, institutional aspects and government aspects. The aspects of human resource problems have the greatest influence compared to other aspects. The solutions that most affect the level of management of waqf assets are outreach and education to the public, increasing coordination with other related institutions and waive the cost of certifying waqf land.

Accounting for Waqf: A Survey on Scopus-based Literatures

This study aims to see the development of research on the topic of "Waqf Accounting" and research plans that can be done based on journals published on the theme. This research uses a qualitative method with a bibliometric analysis approach. The data used is secondary data with the theme "Waqf Accounting" which comes from the Scopus database with a total of 40 journal articles. Then, the data is processed and analyzed using the VosViewer application with the aim of knowing the bibliometric map of "Waqf Accounting" research development in the world. The results of the study found that in bibliometric author mapping the author who published the most research with the theme "Waqf Accounting" was Gürsoy Ç. Furthermore, based on bibliometric keyword mapping, there are 4 clusters that can be a research path with topics related to Management of Waqf Assets and Waqf Accounting, Waqf Accounting Awareness, Business Impact and Waqf Accounting, and Challenges in Waqf Accounting Reporting. Furthermore, the most used words are waqf institution, accountability, Islamic accounting, waqf accounting, reporting, and technology.

Pemetaan Penelitian Pengelolaan Harta Wakaf: Studi Bibliometrik

The management of waqf assets is one of the key points in developing waqf productivity. The success of waqf programmes is largely determined by good management in order to provide benefits for the people. The importance of waqf asset management helps in utilising the potential of waqf assets that have been collected to be more productive and beneficial as a whole. This research aims to map previous research on waqf asset management using bibliometric analysis. The research approach used is quantitative with bibliometric analysis method. The data source used is secondary data with VOSviewer software analysis tool. The results showed that there were 251 articles obtained through the DOAJ and Garuda websites from 2019-2023. In addition, there is a journal that dominates publications is the International Journal Reglement & Society related to waqf property management.

Comparative Analysis of Waqf Institutions Governance in India and Singapore

Waqf refers to a specific form of philanthropic charitable act that is practiced by allocating a non-perishable tangible asset. It involves designating categories of beneficiaries who are entitled to receive its benefits or income. This research investigates the governing structures of Waqf institutions in India and Singapore, with the objective of comprehending the intricate factors that influence their operational functionality. This research aims to explore the differences and similarities in the governance structures of waqf in both countries, considering its significance in their socio-religious landscapes. The main objectives of this comparative analysis are to examine the governance models of Waqf institutions in India and Singapore, identify regulatory mechanisms, and evaluate their impact on the administration and utilization of Waqf assets. Additionally, the study aims to illuminate the socio-economic implications of the differences in governance and assess the effectiveness of each model in preserving the intended socio-religious goals of Waqf endowments. This paper is grounded on research conducted using available written materials, and it embraces the qualitative research framework to analyze the literature at hand. By assessing and comparing the governance of Waqf institutions in India and Singapore, significant disparities are uncovered. India's approach is characterized by decentralization and the existence of various regulatory bodies, Singapore adopts a more centralized approach. The study sheds light on how different governance structures impact the effectiveness, transparency, and sustainable management of Waqf assets. Financial sustainability, community involvement, and adherence to socio-religious purpose emerge as pivotal factors that differentiate the two models.

Exploring the Evolution of Waqf Laws and Contemporary Practices in Muslim Countries

<p>Muslim countries. Throughout Islamic history's trajectory, waqf has served as a crucial element in the advancement of Islamic civilization. It has substantially contributed to religious, social, educational, economic, and community progress. To ensure the effective preservation and management of waqf assets, the presence of a robust waqf law that serves as a guiding framework is indispensable. In modern times, the legislation pertaining to waqf in Muslim countries has undergone significant evolution and enhancement. However, waqf laws in Muslim countries are subject to change. This paper employed a qualitative research method using secondary data to analyze the evolution and contemporary practices of waqf laws in Muslim countries. The result of this study found that waqf laws in Muslim countries have experienced multiple reforms, with the number of changes varying across different nations. Reforms in waqf laws across Muslim countries demonstrate ongoing efforts to enhance the legal frameworks governing waqf management and administration, addressing the evolving needs and challenges associated with waqf properties. These reforms aim to ensure efficient utilization and management of waqf assets for the betterment of society.</p>

Waqf and sustainable development law: models of waqf institutions in the Kingdom of Saudi Arabia and Indonesia

This research aims to find out the regional waqf (endowment) and sustainable development models in the Kingdom of Saudi Arabia and Indonesia in terms of their laws, managements and investments. It uses a qualitative approach through observation, documentation and interviews with officials and those in charge of waqf from the Kingdom of Saudi Arabia and Indonesia. The data was then elaborated with expert opinions based on Herman Daly’s sustainable economic theory and John Locke’s theory of ownership and Islamic law theory (hifz al-mãl, himãyah al-bī‘ah and istiṣlãh). This study found that through the waqf system, the waqf institutions in the Kingdom of Saudi Arabia and Indonesia managed to reach certain achievements, namely good education, poverty reduction, hunger alleviation, and decent work. It was found that waqf institutions in the Kingdom of Saudi Arabia carried out various programs in every area of sustainable development, including providing drinking water. Another service included digging wells in areas where they were needed, which we rarely found in Indonesia. The Sustainable Waqf Law contributed to several aspects that could positively impact society and sustainable development in general. The Sustainable Waqf Law could positively impact sustainable social, economic, and environmental development. In addition, the waqf contributed to the United Nations Sustainable Development Goals No. 1, 2, 3, 4, 6, 11, 13 and 16. Finally, it is important to involve various parties, including waqf institutions, government, communities, and other stakeholders, to ensure the sustainability, transparency, and fairness in the management of waqf assets and their utilization in achieving sustainable development goals.

Blockchain technology and the potential of waqf (Islamic endowment) sector revival

The waqf (Islamic endowment) sector encompasses significant untapped wealth that can contribute to socioeconomic and sustainable development. The sector suffers, however, from prevailing trust issues that have weakened its role and impaired its effective utilisation. As a trust-building technology, blockchain emerges as a potential solution to overcome waqf challenges. To demonstrate the prospects of blockchain technology in waqf revival, this paper presents the challenges faced by the waqf sector and the value that blockchain technology can bring to the sector, the challenges facing the adoption of the technology considering the prevalent governance and management structures and the current operating models. It also overviews blockchain in practice. This paper argues that the value of blockchain technology in waqf lies primarily in the development and management of waqf assets. This value, however, may only be reaped once existing waqf challenges have been resolved and a carefully architectured governance structure is developed. The waqf development and management model warrants close coordination with government agencies and waqf authorities as the current custodians of waqf assets. This renders some features of blockchain, namely decentralisation, irrelevant. Challenges related to legal and Sharia uncertainties surrounding blockchain technology and cryptocurrencies pose risks that must be carefully considered to ensure that blockchain waqf platforms are not pursued as a venture driven solely by blockchain hype.

PENGARUH PENGELOLAAN HARTA WAKAF TERHADAP KESEJAHTERAAN MASYARAKAT DI DESA SELOK ACEH KECAMATAN SINGKIL

Waqf is an important institution in Islamic teachings, the management of waqf property is a strategic step to develop the assets of the ummah for the economic prosperity of the Islamic ummah. In Law No. 41 of 2004, various forms of rules for managing waqf assets are explained and reaffirmed by government regulation No. 42 of 2006 which clearly prioritizes the management of waqf assets. This study aims, firstly, to determine the management of waqf assets that occurred in Selok Aceh Village, Singkil District, secondly, to determine Nazir's position in the management of waqf assets, and thirdly, to find out the facts that support and hinder the management of waqf assets. This research is a quantitative research. The place and location that is the object of this research is in Selok Aceh Village, Singkil District. Data sources are classified into two, namely primary which includes field studies by conducting direct interviews related to the management of waqf assets, while secondary data in the form of books, journals and others related to waqf. Data analysis uses four steps, first data collection, second data reduction, third data exposure, fourth conclusion. The results of this study conclude that the management of waqf assets in Selok Aceh Village, Singkil District has not been maximized because the abandoned waqf assets have not been developed and have not been preserved in the sense that they have not been certified

APPLICATION OF BLOCKCHAIN AND SMART-CONTRACT ON WAQF ASSET MANAGEMENT: IS IT NECESSARY?

Waqf assets are assets that can be utilized for the benefit of the people. Currently, there are many waqf asset management using internet-based Waqf Information Systems. However, the database used by the system is generally centralized, so it is prone to data manipulation. Each waqf entity has its data, causing data differences between waqf entities. This study aims to provide the concept of waqf asset management using Blockchain technology and Smart Contracts. The method is a qualitative analysis method with secondary data from various kinds of literature, study journals, and reports published by the government and related agencies. This study concludes that the concept of waqf asset management based on Blockchain technology and Smart contracts can facilitate the management of waqf assets, both movable and immovable assets. In addition, it can increase data transparency between nadzhir, wakif, and waqf regulators and minimize data manipulation. The role of regulators such as the Ministry of Religion, BWI, and BI is needed to create regulations that support the implementation of waqf management based on Blockchain technology and Smart Contract.

Waqf Management: A Bibliometric Review

<p><em>This study aimed to create a map of the evolution of waqf management research in indexed journals. This study analyzed keywords, topics, journals, and authors that were published in the Scopus database. This study focuses on a journal published between 2016 and 2021. This year was chosen because waqf management research has continued to advance since 2016. In addition, the scope of this study is restricted to three disciplines: social finance; economics, econometrics, and finance; and business, management, and accounting. There were a total of 93 articles that matched the year and topic criteria. Utilizing the Vosviewer application, the data is processed to determine the bibliometric mapping associated with the advancement of Waqf Management research. As indicated by the findings, the study's focus on waqf management has continued to evolve over the past six years. According to the results of the bibliometric analysis, the Waqf Management theme generates five clusters. Cluster 1 includes 15 topics. Cluster 2 includes 6 issues. Cluster 3 includes 4 issues. And Cluster 9 includes 2 issues. This study also demonstrates the need for further research on Waqf Management as a result of the proliferation of contemporary waqf products resulting from the development of waqf studies. This is necessary to preserve the integrity of the waqf and the management of waqf assets so that they remain within the sharia corridor. Since there isn't a clear way to tell if the performance of waqf institutions has gone up or down, one of the most important areas of research is the creation of performance criteria for waqf institutions.</em></p>

The Development of Waqf in the Middle East and its Role in Pioneering Contemporary Islamic Civilization: A Historical Approach

This article focuses on the history of the development of waqf (endowment) in the Middle East and its role in pioneering contemporary Islamic civilization. Waqf has been a supporting pillar for the upholding of the social-religious institutions of society for centuries. The method taken in this research is the historical-phenomenological approach. The result shows that waqf began to be known and practiced since the Prophet Muhammad built the Quba and the Nabawi Mosque. The same was further promoted by the Righteous Caliphs (Khulafa al-Rashidin) and the caliphs afterward. In the next period, waqf became rapidly developing in the Middle Eastern countries, such as Egypt, Turkey, Saudi Arabia, Jordan, Sudan, Kuwait, and Syria. The development of waqf is not only in religious facilities but also in agricultural land, plantations, educational institutions, apartments, money, and shares. All of them are managed productively, and their use varies greatly. Waqf played an urgent role even in pioneering contemporary Islamic civilization. There are two patterns of management of waqf assets for the development of Islamic civilization: first, the development of waqf for social activities, such as waqf for social justice, people's welfare, education development, health facilities, public policy advocacy, legal assistance, environmental preservation, the development of arts and culture and other programs; second, development of economic value, such as for the development of trade, industry, property purchase, and other economic activities.Keywords: Endowments, Development of Waqf, Social Activities, Contemporary Islamic Civilization

Waqf Institution and Management Cash Waqf During The Ottoman Period

This paper discussed the implementation and management of cash waqf during the Ottoman Empire. During the reign, waqf has become an instrument that is very successfully implemented in various sectors such as religion, education, social, and health. Waqf assets continued to increase and not only provided facilities for public but also assisted people who need capital to do business. Nazir as waqf institution (individual or institution waqf manager) have administered waqf with different schemes, such as providing loans in the form of qard hasan, mudharabah, bai’ul-inna, and bidaa. Management waqf institutionally was evaluated by the government in 1823, this evaluation led to the reformation of waqf institution and founded the new waqf institution which was known as Evkaf-I Hümayun Nezareti. This institution was the Ottoman sovereign wealth fund which functioned to manage all waqf assets. All waqf assets, as well as cash waqf, were managed by this institution with various schemes that are not much different from what has been done before. However, in this period the management of cash waqf was only carried out by this institution as the authority for managing waqf assets. The management of waqf assets under this institution lasted until the end of the Ottoman Turkish government. The establishment of cash waqf institutions in the Ottoman empire has shown an important step that has been taken to ensure the effectiveness of cash waqf development. Cash waqf management in the Ottoman empire has proof waqf as Islamic social finance in Islamic economic theory shown a significant contribution to society and the Ottoman government.

Management of Waqf Land at Jami Islahuddin Mosque Districts Manggala Makassar City

The pattern of waqf property management in Indonesia still tends to be in the management traditional pattern. Waqf in Indonesia still has narrowed of its meaning and purpose, the mosques and prayer rooms that were built have not been able to act as a center for driving community activities, and are only used as places of worship. In the city of Makassar, Jami Islahuddin Mosque is one of the Mosque that has been built on waqf land. Therefore, it is deemed necessary to conduct a study of how the management of waqf assets at the Jami Islahuddin mosque. This study uses a qualitative method with field research to describe the existing facts related to the management of waqf land at the Jami Islahuddin Mosque. The data collection technique used is through literature review, observation, interviews and documentation. The results of the study are: The management of the Jami Islahuddin Mosque Waqf Land has been carried out productively. This can be seen from the mosque which is not only used as a place of worship but is also used as an Al-Qur'an Education Center (TPA), Baitul Maal Wa Tamwil (BMT), and the Mosque Business Entity (BUM) Jami Islahuddin Mosque.

LEGAL AND PRACTICAL ISSUES IN THE MANAGEMENT OF WAQF PROPERTIES IN SRI LANKA

Waqf (Endowment) is the permanent dedication extended by a Muslim to any movable or immovable property for a purpose recognized by the Shari’ah as pious, religious, or charitable. This is one of the Islamic institutions that have existed since the time of the Prophet (PBUH). The Sri Lankan management operations of Waqf were exercised institutionally as early as 1956. Due to the improper management of waqf assets, society has faced several problems such as poverty, unemployment, recession in education. Therefore, this study aims to identify the legal and practical challenges faced by Waqf institutions in terms of proper implementation of the Muslim Mosques and Charitable Act- 1956 (Wakfs Act of Sri Lanka). The method of the qualitative study was used. The findings demonstrate that there is no authority to the waqf Tribunal to amend a verdict, the Waqf Tribunal depends on the District Courts in implementing the judgments and there are deficiencies in the selection of trustees or mutawallis. This study concludes with the argument that the institutional process of the Sri Lankan Waqf act has legal and practical shortcomings. If these shortcomings are minimized there is no doubt that this Islamic waqf system will help to develop Sri Lanka economically.

Analysis of Productive Waqf Management in the Context of Empowering the People by Muhammadiyah Regional Leaders, Enrekang Regency

Waqf has a strategic role in improving the welfare of the people if it is managed optimally. However, the use of waqf for social welfare is still very rarely done. So far, the use of productive waqf in Indonesia has not led to the economic empowerment of the people and tends to only be for the interests of worship activities and things that are commonly carried out in Indonesia such as mosques, prayer rooms, schools, graves and others. The same thing happened in Enrekang Regency. Waqf land in Enrekang Regency is divided into 5 types according to its use. The use of waqf land as a mosque dominates 80% of the total waqf land in Enrekang Regency. Followed by schools at 7%, then tombs at 6%, other social groups at 4%, and finally a prayer room at 3%. Therefore, the Regional Leadership of Muhammadiyah (PDM) Kab. Enrekang through the Waqf and Assets Council as a nazhir organization has a role in managing productive waqf that can be used to empower the people, especially the people of Enrekang Regency. Related to this problem, this research needs to be carried out to analyze the management of productive waqf by the Muhammadiyah Regional Leadership of Enrekang Regency and the empowerment of the people through the management of productive waqf, as well as the obstacles in the management of productive waqf faced by the Muhammadiyah Regional Leadership of Enrekang Regency. The type of research conducted is descriptive qualitative research. which was carried out using the methods of observation, interviews, documentation, and questionnaires with the research subject of the Muhammadiyah Regional Leadership of Enrekang Regency, specifically the Waqf and Wealth Council PDM Kab. Enrekang, wakif, and the people of Enrekang Regency. This research uses data analysis model of Miles and Huberman. The results of the study indicate that the management of waqf assets by the Waqf Council and PDM Treasurer of Enrekang Regency can be broadly said to be effective. This is supported by the results of research showing that of the total waqf land area of 41,201 m2 that is managed, 60% or 24,721 m2 have been empowered for the benefit of the community which is dominated in the form of schools/madrasah/pesantren. The remaining land that has not been utilized is 16,480 m2 or 40% of the total waqf land

Revitalisasi Pengelolaan Wakaf di Kota Langsa Perspektif Undang-Undang Wakaf

This article discusses the problems of managing waqf assets in Aceh. Until now, waqf management is still traditional regarding fiqh books, even though Indonesia has issued special regulations on waqf management. The purpose of this research is to analyze the management of waqf in Langsa City. This research is empirical legal research with a normative sociological approach. This article argues that waqf management is still traditional due to the understanding of the community and the Nazir think that waqf is only in the form of land and intended for worship facilities only. In addition, there is still a tug of war in the management of waqf assets between indigenous peoples and the government. Revitalization needs so that waqf assets can managed properly and correctly. The direction of revitalizations is; First , it relates to waqf regulation; second , nazir; third , the waqf paradigm (waqf culture); fourth ,l waqf institution.

The economic empowerment of the ummah to improve the standar of living of the community requires a professional waqf management system that has reliable human resources to improve and development the knowledge and also to improve nazhir ability to build strong, professional and responsible managerial skills. Existence nazhir very important in maintaining and managing the waqf. This study discusses how the empowerment and utilization of waqf assets carried out by nazhir. Nazhir efforts in developing endowment assets in the productive waqf.Furthemore, waqf nazhir strategy in emerging the standard of professionalism can be answered through the strengthening of institutional waqf, building nazhir capacity, developing managerial waqf and its functions that included in it. The research is qualitative in nature which is approached descriptively by showing the human interest side to solve the problem of waqf assets. the data was extracted through interviews and documentation, the data was validated by triangulation technique. The results of this study are 1) waqf land is only managed as a place of worship and education, it has no productivity value. 2) the resources they have come from what they are and do not have professional experience. Of course this is the main problem in the management of waqf assets.
