In the conditions of globalization and development of information technologies, the competition of enterprises on national and international scales is significantly aggravated, which determines the importance of ensuring competitive advantages for any enterprise through innovation. In modern conditions, the effectiveness of innovation activity of the enterprise and, accordingly, its competitiveness depends primarily on the completeness and reliability of business information about the activities of counterparties and the conditions of the external environment. The value of informing about possible changes in the business environment has a manifestation through the prevention of tactical and strategic errors of enterprise management. Innovative development is the basis of competitiveness of modern economies, which provides the possibility of accelerated growth at macro- and micro-levels on the basis of creation and strengthening of intellectual potential in the global business environment. Despite the presence of significant conditions for qualitative changes on an innovative basis, the Russian Federation continues to be in a complex highly turbulent period of unstable growth. Therefore, the task of domestic economic science is to find mechanisms for the implementation of modern management of innovative development in the practice of enterprises in the Russian Federation, systematizing and developing its methodology. This requires an in-depth scientific study in the direction of searching for conceptual foundations for the activation of innovative development of enterprises to make a technological leap in the Russian Federation, in particular, on the basis of attracting breakthrough innovations, modern concepts of knowledge management, formation of relevant business models, management of high added value processes and the use of information and communication technologies in the digital space.

Sociological discourse of technological development: global challenges and ukrainian realities

Methods. The methodological basis of the study was such scientific methods as analytical – when summarizing the results of scientific research of domestic and foreign scientists regarding the essence, significance and factors of influence on scientific and technological activity in the country; abstract-logical – when formulating a hypothesis regarding the relationship between social relations of taxation and the economic results of management of innovative and technological development; economic and statistical – during the study of the social characteristics of taxation in Ukraine. Results. Based on the analysis of the scientific works of domestic and foreign scientists, it has been confirmed that technologies promote innovation, create jobs and contribute to long-term economic growth. It was established that such generally recognized factors of influence on scientific and technological activity in the country as industrial, monetary and tax policy, as well as financial encouragement of business to introduce innovations and advanced technologies in combination with organizational changes, require a systematic approach to the introduction and addition of additional regulators depending on the situation. Attention is focused on the need to expand the list of factors influencing social changes, in particular, at the expense of tax sociology. Novelty. It has been established that the field of tax sociology can supplement traditional ideas about the economic model of behavior by determining the fundamental dynamics, the long-term ability to invest in research and technology. Practical value. The results of the research are of an applied nature as such that, based on the analysis of tax statistics, it is possible to predict the far-reaching consequences of the impact of tax sociology on socio-economic changes in general, and scientific and technological development, in particular.

Management of Innovative Development of the Regional Industrial Complex: Theoretical Aspect

Relevance. Innovative development is currently an integral part of any organization, city, country and the world as a whole. Innovative development determines the potential and ability to achieve a goal through the use of new technologies The modern world is a dynamic system at the stage of globalization associated with the expansion of international integration and the creation of regional integration associations. The modern economic paradigm, as the main instrument of systems, is exposed to the danger of wasteful consumption of resources caused by market competition. The concept of sustainable development of socio-economic systems is a new paradigm, the main content of which is a global unregulated economy and the need to find comprehensive solutions to achieve the goals of social, economic and environmental development. Thus, managing the innovative development of the regional industrial complex is a pressing issue, the study of which should begin with consideration of theoretical aspects. The purpose of the study is to study the theoretical aspects of managing the innovative development of the regional industrial complex. The objectives of the scientific article are to reflect the research ideas of Russian and foreign authors regarding the basic concepts that reveal the topic of research, such as “innovative development”, “industrial complex”; approaches to the composition of the structure of the industrial complex of the region are considered. Methodology. The research methodology includes the use of methods of comparative analysis of the points of view of scientists of Russian and foreign science, analysis and synthesis. The results of the study are presented by a comparative analysis of theoretical views on the main scientific categories of management of innovative development of the regional industrial complex, such as “innovative development”, “industrial complex”, the structure of the regional industrial complex. Conclusions. A theoretical study of managing the innovative development of the industrial complex of the region was carried out in the context of a discussion between representatives of Russian and foreign science, substantiating the author's concept of managing the innovative development of the industrial complex of the region.

ORGANIZATION OF EXPERIMENTAL WORK IN A SPECIALIZED GYMNASIUM FOR MANAGING ITS INNOVATIVE DEVELOPMENT

Purpose. The article addresses the current problem of modern education related to the management of innovative development in the educational process at school. The study is dedicated to the theoretical and practical exploration of ways and techniques aimed at effective management of the innovative development of the educational process in schools. The content of the experimental work reveals three directions of innovative development in the educational institution, i.e., specialized education (socio-economic profile), creation of an inclusive environment, and the implementation of innovative pedagogical technologies at each level of education (the technology of developmental learning at the primary education level; the technology of critical thinking at the level of basic general education; the technologies of problem-based and project-based learning at the level of secondary general education). Method and methodology of the study. The foundation of the research consists of theoretical methods such as analysis and synthesis, as well as empirical methods. Results. The novelty of the study lies in the development of an organizational-functional model for managing the innovative development of the school's educational process, which consists of five blocks, i.e., conceptual-target, analytical, organizational-managerial, procedural, and analytical-generalizing ones. The practical significance includes the outlined stages and activities in the study at each stage, which will enhance the effectiveness of the educational process. Practical implications of the results: The obtained results are advisable to be applied in educational institutions of the LPR (Luhansk People's Republic) as well as the Russian Federation.

Research of Green Innovation of Companies of Countries with Different Levels of Technological Development of Production

Abstract In the conditions of the transition to higher technological systems in the conditions of the implementation of the Sustainable Development Goals, the companies of the world face the question of effective management of green innovative development in their economic activities. The goal of the research is the formation of effective organizational and economic support for green innovations of companies of countries with different levels of technological development of production. This research contains: to describe the known positions of scientific schools regarding the managerial aspects of green innovations of companies of the world; to form the economic support of this administration, by developing an assessment of the potential of green innovations of companies of the world (the data of the Global Innovation Index Report were taken as a source of empirical data), to form criterion values of the potential of green innovations of companies of the countries for the purpose of their clustering. The research methods used include: system method; bibliometric analysis; method of assessing competitiveness; criterion method; method of generalization. The objects of evaluation include companies from five countries of Central and Eastern Europe. The main results of the study include: development of management theory; forming an assessment of the green innovation potential of companies from countries of the world with different levels of technological development of production (the data of the Global Innovation Index Report were taken as a source of empirical data); formation of criterion support for the results of evaluation of the green innovation potential of the countries’ companies. The conclusions of the study should include establishing the actualization of managing green innovations by companies of the world by involving the results of the assessment of the green innovation potential of companies of the world to the formation of the criterion values of this assessment in order to make effective management decisions on the part of all interested stakeholders. For further scientific research, to focus on the formation of effective communication links between different groups of stakeholders, the basis of this scientific direction is the criteria developed by the authors to ensure the level of green innovation potential of companies of countries in order to make effective decisions on the part of stakeholders (state bodies, investors, manufacturers, suppliers, clients, financial institutions) regarding organizational, social, economic support of green innovations of companies of countries with different levels of technological development of production. This study can be useful for the governments of countries in the development of international and national programs for the innovative development of the economy in terms of the implementation of the Sustainable Development Goals; to company managers when forming strategic and tactical plans for green innovative business development; to students and scientists in the implementation of scientific and educational programs.

Will Machines Innovate for and with Us - What Kind of Strategic Themes Could Belong to Innovation Automation?

The Internet economy and computer-aided innovation enable improvements in the quality and quantity of outcomes of innovation processes. Traditional “research pipes” are often too slow to fit with contemporary business logic. In this paper, we focus on the intersection of innovation and automation and the potential they create together. Innovation automation represents a next generation of automation that has structural implications. Automation in the innovation context is about maintaining the richness of creative innovation processes while also absorbing a greater amount of data, information, and knowledge inputs and producing more holistic outputs that meet customer needs better and are faster on the market. The paper builds a novel academic “playground” for the research on innovation automation as the efficient and effective use of co-creative intelligence—the fusion and mixture of artificial intelligence, human intelligence, and the intelligence of crowds. Covering the wide field of innovation automation requires various future research programs. The main focus areas in this paper are related to understanding innovation automation, enabling the way to new management of innovation and ecosystem development. We also propose relevant research themes for the future.

SUBSTANTIATION OF THE STRATEGY FORMING PRACTICABILITY FOR THE INNOVATIVE ACTIVITY OF INDUSTRIAL ENTERPRISES

This article deals with the innovative strategy of the company’s development as one of the main factors in the development of the company’s competitiveness. Available approaches to building a strategy for innovative development of industrial enterprises have been analyzed. It has been established that the approach to the management of innovative development of the enterprise can be defined as strategic management. It also has been established that the sustainability of the innovative development strategy of the enterprise has a priority value, increasing the cost of the economic and social consequences of its decisions and actions implementation. The purpose of the research has been determined – substantiation of the practicability of forming a strategy of industrial enterprise innovative activity as a guarantee of strengthening competitive positions, meeting the needs of consumers, and further development of the enterprise. The outcome of the development of any business largely depends on the combination of strategies it chooses and the tools it uses for that. Innovation strategy is one of the main strategies of enterprise development. An innovation strategy is a plan used by a company to encourage advances in technology or services, often through investment in research and development. The goal is to create a mechanism of effective organizational and economic management that can contribute to the innovative development of the enterprise. Innovative strategies are necessary for companies that want to gain a competitive advantage. After all, modern market conditions provide for a fast pace of product life cycles; new discoveries are made and new products are manufactured every day. This article presents the relevance of innovation strategies and the types of innovation strategies considered by various authors. The problems of this topic, the authors who explore the subject are brought into sharp focus. The main tasks of the innovation strategy are shown. The stages of its formation and principles of construction are considered. It has been analyzed that whether the innovation process is revolutionary or evolutionary depends on the trend chosen by the company, as well as on its effective strategy of innovative development. For another thing, the level of intellectual resources of the company and human intellectual capital will also play a significant role in determining the result of this process. It was concluded that the process of determining the direction of innovative development of these enterprises can be compared with the development of an innovative development strategy. It was determined that the innovative strategy of the organization should be considered as a system of enterprise actions, aimed at achieving the long-term goals of its activity, further development, strengthening competitive positions, satisfying consumer needs, ensuring steady demand for products, through the use of complex considerations of the external and internal environment, influence, determination of strategic innovation goals and development indicators, and formation of a system based on this trends of innovative development, types of market strategic behavior, distribution of innovative achievements, etc. The questions that need to be answered when forming a strategy are identified: How do innovations create value for potential customers? How will the company distribute the value of the innovations that gave rise to them?

The article examines the theoretical principles of public management of agro-industrial complex innovative development according to systemic approach. The purpose of the work is to develop the conceptual principles of using a systemic approach in the implementation of measures of public management of the innovative development of the agricultural sector. To achieve the goal, general scientific methods of knowledge and processes have been used: methods of induction and deduction - to clarify the interrelationship of the processes of public management of the agricultural sector innovative development; methods of system analysis and generalization - for systematization of existing scientific approaches, used theoretical sources and scientific literature; structuring method - to single out individual factors influencing the innovative development of the regional agricultural sector; method of system analysis, method of abstraction and formalization - for the development of conceptual foundations of the public administration system; graphic method - for displaying the theoretical and methodological material of the research. The prospects and possibilities of innovative development of agro-industrial complex enterprises have been determined. The importance of improving the mechanisms of public management in the direction of innovative development of agro-industrial complex has been substantiated. The main directions of public management of the innovative development of the agro-industrial complex have been considered. The conceptual provisions of the public management system of the agro-industrial complex innovative development have been formed. The generalized model of public management of the agricultural sector of the region based on the hierarchical interaction of key components has been proposed. The essence, purpose and strategic aspect of the development of the system of public management of the innovative development of the agro-industrial complex have been defined. The characteristics of the system of public management of the innovative development of the agro-industrial complex have been offered. It has been substantiated the expediency of introducing the concept of public-private partnership into the process of public management of the innovative development of the agro-industrial complex, which involves covering not only research organizations and producers, but also all participants in the production and sales chains of the agrarian sector.

УПРАВЛІННЯ СТАЛИМ ІННОВАЦІЙНИМ РОЗВИТКОМ У СФЕРІ НАДРОКОРИСТУВАННЯ

The article explores the main theoretical aspects of managing sustainable innovative development in the field of waste use. The role of the sphere of drug abuse in national security and in the economic potential of the country has been determined. Features of state regulation in this area were considered. The need is justified and the main directions for improving management in the field of waste use are defined. The essence of the concept of “nadrum” has been studied and the main users of nadrum in Ukraine have been identified. The essence of the concept of “overuse” and the specificity of its application was studied. The main stakeholders in the field of drug abuse have been identified and the need for coordination of their interests has been determined in order to build effective management mechanisms in this area. The essence of development is considered and key aspects that have an impact on the economy are identified, such as: extraction of natural resources; environmental protection; green economy; innovation and technology; investment; international cooperation; use of European standards; transparency and public participation and others. The place of innovation in the development of the sphere of drug abuse has been determined. The essence of sustainable development and its specifics in the field of drug abuse were considered. It is determined that innovation is the basis of sustainable development in the field of drug abuse. Innovations in the field of waste use allow to optimize the use of inks, reducing the costs of their research and development. Features of the sphere of misuse as an object of management were considered. It was noted that in order to be effective, management of sustainable innovative development in the field of waste use must be a systemic and holistic process. The specifics of management of sustainable innovative development in the field of drug use are identified and the main stages of implementation of this process are considered. It is justified the need to introduce the principles of sustainable innovative development in the sphere of non-exploitation to improve the effectiveness of its functioning.

Motivational management of enterprise innovation development in the context of limited resources and environmental influences

The article reveals the main characteristics of motivational management of the enterprise, directly related to the innovation development, especially in conditions of limited resources. The authors define the main goal of the motivation process and analyze the role of motivational management in the activities of modern enterprises and organizations. It is established that the development of an effective system motivation of employees stimulates their actions, and therefore activates and directs their actions to the development of innovative activities and contributes to increasing the level of interest in making a significant labor contribution to the achievement of the goals set by the enterprise. As a result of the research the internal and external motivational factors influencing motivational management and innovations implementation. It was found that creative activity in the innovative activity of enterprises is achieved through an optimal combination of various incentives, however, the current incentive system at enterprises is not able to effectively stimulate employees to engage in innovative activities. The authors propose the system of formation of motivational management of innovative development of the enterprise in conditions of limited resources and environmental influences. The coefficients of motivational management at the industrial enterprises in the conditions of limited resources have been calculated by means of mathematical modeling.

Targeting in management of sustainable innovative development for industrial enterprises

The problem of reindustrialisation of the country and its transition to the sixth technological mode is of particular relevance for the Russian economy at present. At the same time, for the effective management of reindustrialisation, it is necessary, first of all, to develop a system of target setting for sustainable innovative development of industrial enterprises and production sectors. The aim of the paper is to consider and use a new methodological approach to the formation of such a system of target indicators. It is shown that there is no direct possibility of using for this purpose the theory of endogenous economic growth, the theory of long waves and the concept of technological patterns, the theory of sustainable development of economic systems. The paper presents ways and means of solving three problems arising in the process of effective management of sustainable innovation development of industrial production at the level of industries and enterprises: taking into account the impact on the activation of innovation activity of incoming open “tangible” innovations (patents, licences, software products) and closed innovations in the form of R&D costs; identifying the predominant impact on the resource efficiency of enterprises and industries of certain types of technological innovation-process and product innovations; determining for each type of technological innovation (process and product innovations); determining the impact of the innovation activity of incoming enterprises and industries on the resource efficiency of enterprises and industries.

ОРГАНИЗАЦИОННО-ЭКОНОМИЧЕСКИЙ МЕХАНИЗМ РАЗВИТИЯ ИННОВАЦИОННЫХ НАПРАВЛЕНИЙ СФЕРЫ УСЛУГ

The article considers theoretical approaches to the formation of organizational and eco-nomic mechanism of development of innovative areas of the service sector, which allows designing long-term strategies aimed at improving the efficiency of innovative projects of enterprises of this sphere. The concept of organizational and economic mechanism of development of innovative direc-tions of the sphere of services, its main characteristics and requirements, according to which it should ensure the effectiveness of innovative development of the sphere of services, is considered. It is offered to understand a totality of organizational and economic levers of managerial influence di-rected on formation, use and improvement of organizational, industrial, technical-technological, fi-nancial, economic, personnel, ecological and safety resources for maximization of profit of the en-terprise, and also strengthening of competitive advantages in the market and cost of business under the organizational and economic mechanism of development of innovative directions of the sphere of services. The dynamics of indicators of innovation activity of enterprises of the service sector in Russia is investigated. Generalized indicators of innovative development of enterprises of the Russian service sector are systematized, according to the results of which it is concluded that enterprises are mainly engaged in modernization and optimization of processes to reduce production costs. The or-ganizational and economic mechanism is presented, the mutual coordination of the process stages and the influence of its components allow formalizing and managing the development and imple-mentation of innovations. The construction of organizational and economic mechanism of manage-ment of innovative development of enterprises in the service sector creates the necessary prerequi-sites for improving the efficiency of innovative projects and ensuring the sustainability of competi-tiveness in the conditions of growing competition and increasing the level of globalization of the world market of services. The described organizational and economic mechanism of development of innovative directions of the service sector allows designing long-term strategies aimed at improving the efficiency of innovative projects implementation.

System Principles of Innovative Development Management of the Region

Further development of the clarification of the objectives of the construction and use of system mathematical models in the formation and implementation of programs of innovative development of regions was achieved: clarification of how the conceptual apparatus is used (conducting a study of the semantics of the concept of innovative development and its components); problem analysis of innovative development of regions (complex analysis of the institutional environment of functioning); conducting economic-mathematical system analysis (taking into account the relationship between subsystems from the point of view of integrity); system modeling (evaluation of goals and means - resources); assessment of risks and determination of measures for their elimination or smoothing (continuous control and analysis of implementation and, if necessary, taking appropriate measures); application of a system of criteria for evaluating the effectiveness of management of innovative development at both the macro and meso levels with the possibility of timely adaptation to the economic situation (development and use of an innovative lever in the form of resource multipliers and their evaluation, based on the systemic interaction of all resources). The analysis of approaches in the management of innovative development of the country and its regions, in the form in which they are used at present, allows us to conclude that they are insufficiently effective for the implementation of measures proposed by state programs. A fundamentally new approach and concept is needed for the processes of forming and implementing programs, as well as for the very development of strategic program documents, necessary changes in management, initially focused on performance, with the help of clearly, mathematically based, formulated tasks, goals and management criteria. The system of managing the innovative development of the region should ensure the formation of optimal programs of regional development, which will allow for their preliminary assessment, analysis, tracking of possible scenarios of development of events and trends during implementation, correction of previously formed programs, using the capabilities of modern technologies. The study of the peculiarities of the development of regions in terms of innovative activity requires, first of all, a systematic study of the semantics of the concept of innovative development and its components. system modeling of complex objects takes into account all existing direct, reverse, cross connections, while management is implemented using information and communication processes and connections of the circuit covering all other circuits. "Management of regional development, in particular, innovative development", implies the existence of management objects and subjects, the developed model also includes management of the formation of operating conditions. Until now, system modeling is widely used in solving management tasks as a methodological approach for formalizing management goals and criteria, researching the mechanisms of functioning of system objects.

Economic aspects of innovative strategy of enterprise development in the conditions of macroeconomic instability

Methods. When conducting the study of the economic aspects of the innovative strategy of the enterprise development in conditions of macroeconomic instability, the method of scientific abstraction is used – in determining the theoretical and methodological approaches regarding the essence of the innovative type of development of production and economic systems; system approach - when using a methodical approach to the components of the innovative development management mechanism at the micro- and meso-levels. Results. The algorithm for the implementation of an innovative strategy for the development of production and economic systems at the micro- and macro-levels is defined, it is proposed to use V.E. Deming’s theory of quality improvement within the framework of the assessment of qualitative changes in development based on the innovative strategy and, based on a systemic approach, to conduct an assessment using a comprehensive indicator of innovative development; taking into account the concept of management to coordinate all phases of the mechanism of innovative development using the principles of the rule of five logistics. Novelty. The methodical approach to the assessment of the innovative development of production and economic systems at the micro- and macro-levels in the conditions of macroeconomic instability is proposed, the essence of which is reduced to the study of the algorithm for the implementation of an innovative strategy using V. E. Deming’s theory of quality improvement, which involves planning, implementation, verification and adjustment of plans; using a systematic approach to the study of the innovative model of the development of production and economic systems, it is proposed to take into account the logistic approach using quality indicators: demand, timeliness, satisfaction, deadlines, preservation, environmental friendliness, complexity, etc., and to calculate the assessment of innovative development based on a comprehensive indicator of quality improvement; within the framework of the concept of management, which includes four phases: planning, execution, control and adjustment, it is possible to coordinate all components of the mechanism of innovative development of the enterprise with the help of a whole complex of scientifically based principles. Practical value. Based on the results of the scientific research, the author proposes economic guidelines for managing the intellectual potential of an innovative enterprise, which will help to resolve the existing contradictions in the implementation of production and economic activities and will contribute to the development of innovative areas of work.

OPERATIONAL STRATEGY: DEFINITION OF THE TERM AND ITS PLACE IN THE PYRAMID OF ENTERPRISE STRATEGIES

The article presents the main results of the conducted scientific research in the field of operational management. It was established that in order to solve the urgent tasks of achieving strategic development by enterprises and farms in difficult conditions (quite a high level of competition; functioning in conditions of uncertainty; the need for immediate response to global and local changes, which lead to the need for rapid adaptation to new realities; the need to ensure modernization, digitalization, innovative development, quality improvement, rationalization of both production and management of enterprises in general, etc.) it is absolutely necessary to form and implement an effective set of strategies, one component of which is an operational strategy. The task of clarifying its essence, types, constituent elements, approaches to formation, sequence of development and implementation are really appropriate and require detailing. First of all, the term "operational strategy" needs to be specified.
 A thorough review of modern developments and achievements of scientists and practitioners dedicated to the definition of operational strategy was carried out. Despite significant scientific work, it is concluded that the considered definitions are abstract; some of them either do not give a clear understanding of its subordination, or do not outline its place in the general system of strategic management of the enterprise.
 Thus, the main purpose of the article is to formulate a definition of the term "operational strategy" based on the emphasis of its essential features and specifying its place in the general pyramid of strategies.
 As a result of the research, based on identifying a set of essential features by using the supporting techniques of logic, as well as taking into account the content of the supporting (basic) terms (strategy and operational management), the definition of the term "operating strategy of the enterprise" was formulated and specified. The main essential features of this term have been established, such as: decisions on issues of general policy and plans for the use of resources; support/ensure long-term competitive strategy; achievement of strategic competitive advantage; a plan for using the firm's resources.
 The place of the operational strategy in the general pyramid of strategies is specified: it is developed at the third level of management in accordance with the competitive strategy and is equal to other functional strategies of the enterprise.

The article examines the role of innovative development in ensuring the effective functioning and development of domestic enterprises in the construction industry in modern conditions. The key factors affecting the success of the implementation of innovations in construction enterprises are systematized and the principles of managing their innovative development are defined. Features and challenges faced by construction enterprises in the field of innovative development in the conditions of martial law in Ukraine are outlined. The main trends in the management of innovative development of construction enterprises were analyzed, which currently include: green construction and carbon-free production as elements of a circular (closed loop) economy; 3D printing technology in construction; digitization of processes/services, use of augmented reality technology; predictive analysis involving artificial intelligence technologies; mobile access technologies and integration of disparate data in processes; robotization of certain works and use of drones; development of the “smart cities” concept. Recommendations and proposals for improving the management of innovative development of construction enterprises to achieve sustainable growth and competitiveness in this field have been developed. The strategy of innovative development of construction enterprises is proposed. Management of innovative technological development of a coal mining enterprise based on the formation of the balance of interests and responsibilities of its entities

Relevance. One of the conditions for ensuring the required viability and competitiveness of a coal mining enterprise is the organization of management of its technological development. Te analysis of the theoretical foundations of managing the technological development of a mining enterprise is carried out – notions, concepts and principles of development management, methods and methodologies of development management based on the formation of the balance of interests and responsibilities of enterprise entities that carry out innovative processes. Development management is a subjective process aimed at adapting an enterprise to the achievements of the global innovation and technological process. Te technological development of coal mining enterprises in Russia over the past decade has been taking place in the context of sanction restrictions imposed on the world’s leading developers, manufacturers and suppliers of innovative technologies. Work under sanctions predetermines the need to improve scientifc approaches to managing the technological development of a coal mining enterprise based on the use of internal reserves of the enterprise by forming the balance of interests and responsibilities of its entities. Te purpose of the study is to develop methodological approaches to managing the technological development of a coal mining enterprise based on the formation of the balance of interests and responsibilities of its entities. Research methods. Te methods of structural-functional analysis, statistical analysis, socio-economic forecasting, production experiment, modeling of potential resource opportunities are used. Results. Te main elements of the innovative technological development of a coal mining enterprise are identifed. Te expediency of considering the balance of interests and responsibilities of the entities of the enterprise as a driving factor in its innovative development under sanction restrictions and adaptation to the achievements of the global innovation and technological process is substantiated. Legal dimensions of innovative development management functions

Using dialectical, systemic, logical and historical methods of scientific knowledge, the main purpose of the article was to study the features of the state legal regulation of the innovation development management system. The subject of the research is the system of innovative development. The sphere of innovation at the present stage acts as a highly organized type of activity that requires the reciprocal influence of the state. The experience of developed countries shows that the existence of a market economy is not a sufficient condition for technological growth. It is concluded that consistent state regulatory measures are needed to create a favorable innovation climate to help develop the country’s scientific and technical potential. As a result of the study, a number of key aspects of state legal regulation of the innovation development management system were identified.
