The WALLET Study: Financial Decision Making and Key Financial Behaviors Associated with Excess Spending

ABSTRACT Objectives The Wealth Accumulation and Losses in Later life Early Cognitive Transitions (WALLET) study data was used to examine correlates with excess spending in older adults who do and do not have early memory loss. Methods The WALLET study collected detailed financial information from participants’ primary checking account statements (n = 150). Information on participant sociodemographic, health, and disability status, memory functioning, financial decision-making, and financial literacy was also collected. Participants either had no memory problems or early memory loss. Bivariate and multiple regression analyses were conducted. Results The early memory loss group had significantly higher excess spending than those with no memory loss. Financial decision-making and higher-risk financial behaviors were also linked to higher excess spending. Early memory loss was no longer statistically significant after accounting for financial stressors and resources. Conclusions The multidimensional nature of financial capacity assessment has long been known. The WALLET study data is unique, however, in that it demonstrates the links between excess spending with decision-making, early memory loss, and a set of specific financial behaviors. Clinical Implications Real-world assessments of financial management and financial decision-making yield important information about how older adults are managing money and making key financial decisions. Checking account reviews can be used to determine excess spending.

Design of information management model based on multiobjective optimization algorithm in intelligent electric financial system

The electric power infrastructure is the cornerstone of contemporary society’s sustenance and advancement. Within the intelligent electric power financial system, substantial inefficiency and waste in information management persist, leading to an escalating depletion of resources. Addressing diverse objectives encompassing economic, environmental, and societal concerns within the power system helps the study to undertake a comprehensive, integrated optimal design and operational scheduling based on a multiobjective optimization algorithm. This article centers on optimizing the power financial system by considering fuel cost, active network loss, and voltage quality as primary objectives. A mathematical model encapsulates these objectives, integrating equations and inequality constraints and subsequently introducing enhancements to the differential evolutionary algorithm. Adaptive variation and dynamic crossover factors within crossover, variation, and selection operations are integrated to optimize algorithm parameters, specifically catering to the multiobjective optimization of the electric power system. An adaptive grid method and cyclic crowding degree ensure population diversity and control the Pareto front distribution. They experimentally validated the approach and the comparisons conducted against AG-MOPSO, INSGA-II, and NSDE algorithms across standard test functions: ZDT1, ZDT2, ZDT3, and DTLZ4. The convergence evaluation indices for this study’s scheme on ZDT1 and ZDT2 are 0.000938 and 0.0034, respectively. Additionally, distribution evaluation indices on ZDT1, ZDT2, ZDT3, and ZDT4 stand at 0.0018, 0.0026, 0.0027, and 0.0009, respectively. These indices indicate a robust convergence and distribution, facilitating the optimization of electric power financial information management and the intelligent handling of the electric power financial system’s information, thereby enhancing the allocation of material and financial resources.

PUBLIC SECTOR FINANCIAL MANAGEMENT REFORMS AND GOVERNMENT EXPENDITURE IN NIGERIA


 In Nigeria, governmental inefficiencies and mismanagement of public resources have led to challenges in fulfilling societal needs effectively. To address these issues, various financial management reforms have been implemented, aiming to enhance transparency, accountability, and efficiency. However, the impact of these reforms on government expenditure remains uncertain due to persistent corruption and operational challenges. This study investigates the influence of public sector financial management reforms, including the Government Integrated Financial Management Information System (GIFMIS) and the Integrated Personnel and Payroll Information System (IPPIS), on government expenditure in Nigeria. A conceptual framework is proposed to understand the relationship between these reforms and expenditure. Theoretical and empirical reviews provide insights into the context and previous findings related to financial management reforms. The methodology involves survey research and secondary data analysis, focusing on 16 years of data from federal ministries. Descriptive statistics and regression analysis are used to analyze the data. Results suggest mixed findings regarding the impact of GIFMIS and IPPIS on government expenditure, with some indications of potential effects but inconclusive statistical significance. Discussion of findings highlights the complexity of reform implementation and the need for further research to inform policy decisions effectively. Recommendations include conducting comprehensive studies, enhancing monitoring mechanisms, capacity building, addressing implementation challenges, promoting transparency, sustaining political will, sharing best practices, and engaging stakeholders.

Design and Implementation of Management Information System for University Library

With the rapid development of the Internet, information processing work in universities has also increased, from libraries to electronic book management platforms, everything is available. Although the number of libraries we have is constantly increasing and people's attention to them is also increasing, their existence is often universal, non-existent, and sometimes incomplete, which brings great difficulties to our daily management. Analyzed the workflow and functional requirements of university libraries, and applied them in practice to achieve better results. On this basis, the paper provides a detailed analysis of the main functions and various forms of the enterprise financial management information system. SQL Server 2008 is a database based system with high confidentiality and large-scale storage capacity. Through this concept and approach, one can better grasp and grasp the business skills required in daily work and work, greatly improving work efficiency. A library MIS based on AIS/S model was constructed using an A/S model and a SQL Server database. This software is user centered and librarian centered. They proposed a system to the library that maximized its workflow and improved its service management and supply.

Analysis of The Influence of Financial Information Systems, Internal Control Systems, and Information Technology on Quality of Financial Reports

The present study investigates the effects of information technology utilization, regional financial management information system implementation, and internal control system implementation on the integrity of financial reports generated by regional governments. A causal connection distinguishes the present investigation. Surveys were utilized to collect data, and questionnaires were distributed to respondents as part of the methodology. Respondents to the study were government employees. The samples used in this study were selected through convenience sampling. The research approach employed in this investigation was multiple regression analysis. According to this research, no observable correlation between local governments' degree of information technology implementation and the caliber of financial reports they generate can be identified. Nevertheless, the integrity of financial reporting can be improved through the implementation of financial management information systems and internal controls. An effective financial management information system can facilitate the production of financial reports of superior quality that adhere to specific regulations. The above system should address data security issues, timely information retrieval, report precision, report variety, and compliance with governmental financial report standards. Similarly, the enhancement of financial report quality generated by local governments can be achieved by implementing a resilient internal control system comprising communication, monitoring, the control environment, risk assessment, and control measures. The concurrent implementation of internal control systems, information technology implementation, and financial management information system establishment all contribute to improving the quality of financial reports produced by local governments.

This research is the design of a monthly financial reporting information system for Islamic boarding schools at the Girls' Islamic Boarding School office, which was built using the PHP programming language. This information system will henceforth be named SIM-KA (Financial and Budget Management Information System). SIM-KA is accessed using the local network of the women's boarding school office. The financial reporting and budgeting of female Islamic boarding schools is still less than optimal, and errors often occur in the amounts reported. It is hoped that the design of this information system will (1) help Islamic boarding school administrators in reporting and making Islamic boarding school budgets so that they are more optimal, (2) help speed up work in making monthly Islamic boarding school reports and budgets, and (3) reduce errors in calculating recapitulation reports and budgets.

The research method used in this research is a qualitative method consisting of literature studies related to the thesis title, field studies observations at Appel Specialist Repair, interviews with related parties, analysis of needs related to the system required, design and creation of an Android-based information system, and testing black box financial management application. Based on the research and analysis, UML models for designing and creating an Android-based financial management information system for Apple Specialist Repair in its finance.

The prayer room is a place of worship and is one of the centers of Muslim activities apart from the mosque. The financial management of prayer rooms which still uses a manual management system causes prayer rooms to have difficulty processing data and takes a long time. Therefore, a prayer room financial management information system is needed to make it easier for managers to input data and increase data accountability and transparency. This research aims to develop a web-based prayer room financial management information system. The data collection methods used were observation and literature study. System development is carried out through needs analysis, basic data design, and interface design using UML. The system was built using the PHP and HTML programming languages, using a bootstrap framework and creating basic data using MySQL. The research results show that the web-based prayer room financial management information system can make it easier for managers to input prayer room asset and financial data. This system can also increase accountability and data transparency, so that it can provide real-time financial report information to the congregation and the public regarding prayer room management. It is hoped that this research can make a positive contribution to the efficiency of prayer room financial management, become a reference for other prayer rooms that still use manual systems, and overall, strengthen the quality of community service activities at the local level.

During this period there were several obstacles, one of which was regarding the management of fabric stocks. The fabric stock owned is placed in boxes or sacks. When they receive an order, partners sometimes buy more fabric but it turns out there is still fabric stock that can be used. Sometimes partners forget to buy the fabric at the same price and charge the same price for fabrics of different prices. The aim of this service activity is to create a website-based goods and financial management information system owned by Meka Tailor. Furthermore, website training on goods and financial management was held for tailor businesses. From the service activities carried out, a website-based goods and financial management information system has been successfully built and can help partners in managing stock of goods and also monitoring their business finances. Partners also feel helped by the system that was built along with training in using the system.

Improve the Bi-LSTM Model of University Financial Information Management Platform Construction

Information Management Systems are vital tools for businesses and organizations to manage their data effectively, make informed decisions, ensure data security and compliance, and enhance operational efficiency. This paper presents a robust approach to information management through the utilization of the Optimized Probabilistic Bidirectional Long Short-Term Memory (OP_Bi-LSTM) model. The study developed into the architecture and application of Simulated Annealing (SA) for hyperparameter optimization, emphasizing the impact of fine-tuning on model performance. OP_Bi-LSTM, rooted in Bidirectional Long Short-Term Memory, exhibits superior sequential data processing capabilities, making it well-suited for a variety of information management tasks. The proposed OP_BI-LSTM hierarchical architecture further enhances its pattern recognition capabilities in the information management system. Results from extensive experimentation demonstrate the model's versatility and adaptability in various applications, such as sentiment analysis, fraud detection, and time-series forecasting. The proposed OP_BI-LSTM model performance analysis is evaluated for the consideration of the different customers and product data. The propsoed OP_Bi-LSTM model achieves the classification accuracy of 0.98. It is stated that OP_Bi-LSTM emerges as a powerful tool for information management, offering exceptional performance and adaptability. As the field of deep learning and information management continues to evolve, this model holds great promise for addressing complex data challenges and facilitating data-driven decision-making in a variety of industries.

Factors influencing implementation of the integrated financial management information system for managing public finances

With increasing technological advancement in contemporary society, various systems have been developed to improve public fund management. Several public entities have adopted the well-liked integrated financial management information system (IFMIS) for managing their finances. The current study aimed to identify factors influencing the implementation of the IFMIS. This case study on the County Government of Migori involved 255 employees. Principal component analysis (PCA) was used to identify the most significant factors that influence the implementation of IFMIS. The factors were categorized into technological, organisational, environmental, cultural, and ethical. From the analysis, training and dependency on experts were significant technological factors. For the organizational factors, the three key influencers were observed to be creating an organizational culture that dictates how the county operates, developing an organizational culture that supports technology and use in various departments, and having the ability to use it in record management, such as classification and storage. For environmental factors, the most crucial influencer was the efficiency of IFMIS systems. On cultural and ethical factors, this study revealed that importance is the ability to distinguish motivation from corruption, support openness and accountability in implementation, and put in place a formal organizational evaluation of culture. By understanding the importance of these factors, policymakers and administrators in the Migori County Government can prioritize resources and efforts towards addressing these key areas.

THE IMPACT OF REGULATORY MEASURES AND INTERNAL OVERSIGHT ON THE PERFORMANCE OF REGIONAL FINANCIAL MANAGEMENT INFORMATION SYSTEMS VIA SAP ACCRUAL BASE IMPLEMENTATION

ABSTRACT
 This research aims to examine and elucidate the influence of regulations and internal controls on the efficacy of the regional financial management information system (SIPKD), mediated through the introduction of an accrual-based accounting system. Employing quantitative research methods, a questionnaire was utilized to gather data from 80 respondents in private capacities, including heads of OPDs, Budget User Authorities (KPAs), Budget Technical Implementing Officers (PPTKs), and Expenditure Treasurers across 20 Provincial Government Organizations (OPDs) in Jambi, Indonesia. The collected data underwent analysis using Wrap-PLS 7. The results demonstrated that the implementation of SAP accruals acted as a complete mediator, as direct regulatory measures and internal controls did not significantly impact the SIPKD's performance. However, when mediated through these two external variables, there was a significant positive effect on the SIPKD's performance. These findings imply the necessity of updating local governmental regulations and enhancing internal oversight to align with the SAP accruals policy, thereby achieving performance benchmarks for regional financial management information systems.

PELATIHAN SISTEM INFORMASI ADMINISTRASI KEUANGAN PADA KOPERASI WANITA MIFTAHUL JANNAH DI KABUPATEN TULUNGAGUNG

Miftahul Jannah Women's Corporation in Tulungagung District, as a representative of micro-enterprises at the local level, faces various challenges in managing financial administration. Lack of knowledge of financial administration information systems is a major obstacle to improving the efficiency and transparency of co-operative financial management. Therefore, there is a need to train the financial administration information system to empower cooperatives and improve competitiveness. Training the financial management information system is a strategic solution to overcome the obstacles faced by the Miftahul Jannah Women's Corporation. Through a participatory approach, participants are involved in an understanding of the basic concepts of financial information technology, the use of financial software, and practical applications in a cooperative context. This approach is designed to accommodate a diverse level of digital literacy among participants. The training is designed with structured phases, including theory exposure, practical demonstration, and simulation training sessions. After the training, there was a significant improvement in the participants' ability to manage the co-operative financial administration. They are able to use financial software smoothly, compile accurate financial reports, and make better financial decisions. Positive impacts are also seen in increased transparency, accountability, and confidence among co-operative members. This training not only benefits the operational level of cooperatives but also empowers the economy of micro-enterprises in the region. With increased financial management capabilities, cooperatives can be more effective in managing resources, increasing production, and expanding market share. This empowerment contributes to local economic growth and improved welfare of co-operative members.

EFEKTIVITAS PENERAPAN APLIKASI SISTEM INFORMASI PEMERINTAH DAERAH TERHADAP PENYUSUNAN LAPORAN KEUANGAN PADA DINAS SOSIAL KABUPATEN SUMBAWA BARAT

This research discusses the obstacles or challenges faced in the application of the Local Government Information System (SIPD) application in the preparation of financial reports at the West Sumbawa Regency Social Service and how the effectiveness of the application of the Local Government Information System (SIPD) application in the process of preparing financial reports at the West Sumbawa Regency Social Service. The purpose of this study is to determine the obstacles or challenges faced in the application of the SIPD application in the preparation of financial reports and analyze the effectiveness of the application of the Local Government Information System (SIPD) application in the process of preparing Financial Statements at the Social Service of West Sumbawa Regency. This research uses mixed methods (combined methods) qualitative methods to determine the obstacles or challenges faced in the application of the SIPD application in the preparation of financial reports and quantitative methods to analyze the effectiveness of the application of the Local Government Information System (SIPD) application in the process of preparing financial reports at the Social Service of West Sumbawa Regency. The results showed that the use of SIPD for the preparation of Financial Statements still has obstacles and challenges, namely it takes longer because SIPD is integrated with applications at the Ministry of Finance and SIPD has incomplete features so that the preparation of Financial Statements must be used simultaneously between SIPD and the Financial Management Information System (FMIS) so that the preparation of Financial Statements, data must be done manually so that it slows down the process and is prone to errors because it requires accuracy in the process of preparing functional SPJ. From the results of the analysis using SPSS, the t test obtained a significance value of 0.842> 0.717 or the value of t count> t table so that it can be concluded that the use of the Local Government Information System Application is not effective on the quality of Financial Statements at the Social Service of West Sumbawa Regency.

Sekolah Menengah Kejuruan (SMK) 3 Pekanbaru city is an educational institution under the Amal Usaha Muhammadi(AUM) which equips its students with vocational training and Al-Islam Kemuhammadiyahan values. The problems faced by partners are 1) Principals' difficulties in controlling budget use because financial management is still done manually so it can impact the decision-making process 2) Services to students are not yet supported by adequate technology and information systems. From several problems that exist with partners, So service is prioritized on financial issues. The solutions offered to partners in overcoming several problems include 1) Education and empowerment of school financial management in supporting financial services, 2) Digital economy to improve services and make it easier for managers to make policies. The main output of this service is increasing the management and financial service capabilities of partners and assisting managers, especially school principals, in making decisions based on real financial data based on appropriate technology in the form of a school financial management information system at SMK Muhammadiyah 3 Pekanbaru

Menilai Kualitas Laporan Keuangan Pemerintah Daerah dari Aspek Sistem Informasi dan Pengelolaan Aset Daerah

This research aims to determine whether the regional financial management information system and regional fixed asset management have an effect on the quality of regional government financial reports in the West Bandung Regency Regional Government. The independent variable consists of regional financial management information systems and regional fixed asset management, while the dependent variable is the quality of regional government financial reports. This type of research is included in quantitative research, while the research methods used are descriptive and verification methods. The population in this study were employees of the accounting and asset recording section at SKPD in the West Bandung Regency Government. The sampling technique is non-probability sampling using purposive sampling, so the total sample is 94 people. The data analysis used in this research is multiple linear regression analysis using SPSS software. Partial and simulated research results show that leadership and work discipline influence employee performance. This study shows that there is a significant impact from the implementation of the Regional Financial Management Information System and Regional Fixed Asset Management on improving the quality of regional government financial reports.

Research on Development of Financial Management Informatization Based on Cloud Computing Taking the Application of HUAWEI CLOUD as an Example

With the development of the digital economy, enterprises' demand for rapid processing of large amounts of data is increasing, cloud computing is growing in all industries, while the financial management information in the Ministry of Finance is rarely studied. Therefore, by analyzing the application of HUAWEI CLOUD in the financial management of the Shaanxi Provincial Department of Finance, this paper studies the development of cloud-based financial management informatization. This paper mainly analyzes in detail the key links of digital construction of HUAWEI Cloud, the organizational form of government affairs system based on HUAWEI CLOUD, the construction of the financial management system and effect evaluation. According to the links summarized above, it builds a comprehensive HUAWEI CLOUD financial management system. It is found that the financial management sharing service platform of Huawei Financial Cloud makes the overall organizational structure of the Department of finance clearer. The platform helps to share the repetitive and non-technical basic work for the finance and accounting staff so that it can promote the staff's work efficiency. Then the Department of finance realizes the transformation of finance from transactional processing and objective reflection to value creation. The above results indicate that the Department of Finance makes full use of cloud computing technology to promote financial management information has profound economic significance. In contrast, cloud computing still leaves problems to be solved. We believe that with the improvement of technology, financial management will be further integrated with new technology.
