Project Management Information Systems and Performance of Monitoring and Evaluation Systems in The State-Owned Enterprises, Kenya

This study investigated the relationship Project Management Information Systems (PMIS) and the performance of Monitoring and Evaluation (M&E) systems in Kenya's state-owned enterprises (SOEs). The efficient execution of state-owned projects was identified as critical for achieving national development goals; however, challenges such as inadequate integration of PMIS, ineffective M&E systems, inefficient resource deployment, and difficulties in measuring project outcomes often hindered success. A baseline survey indicated that while 40% of SOEs had begun to integrate PMIS into their M&E processes, only 25% reported significant improvements in project tracking. The study aimed to examine the relationship between PMIS utilization and M&E performance, focusing on resource allocation and technological development. A descriptive research design was employed, targeting 263 SOEs, with data collected from 384 respondents, primarily M&E managers. The results demonstrated a robust correlation between resource allocation, technological development, and M&E performance, with Pearson correlation coefficients of 0.653 and 0.763, respectively. Regression analysis revealed that PMIS accounted for 64.9% of performance variance in M&E systems, underscoring its critical role in enhancing project outcomes. The findings indicated that effective resource allocation and technological advancements were essential for improving organizational performance. Recommendations included investing in technology, enhancing resource allocation strategies, and fostering a culture of innovation within SOEs. Additionally, the study highlighted the need for continuous training to equip staff with the skills to leverage technological advancements. Areas for further research were identified, emphasizing the importance of exploring contextual factors affecting performance, the long-term impacts of PMIS implementation, and comparative studies with the private sector to enhance understanding of resource allocation and technological strategies across different organizational contexts. Utilizing blockchain to enhance project management information systems: insights into project portfolio success, knowledge management and learning capabilities

PurposeThis paper explores how blockchain technology can enhance information quality within project management information systems (PMIS), thereby positively affecting knowledge management, learning capabilities and project portfolio success.Design/methodology/approachWe employ a literature review and a theory-based approach to develop a conceptual framework and set of propositions that integrate key principles from blockchain technology, project management and dynamic capabilities theory. Subsequently, a focus group is conducted to refine our propositions, providing insights and examples demonstrating the potential value of blockchain in project management.FindingsThe findings suggest that blockchain significantly impacts the information quality within PMIS. This improvement in information quality enhances traceability, reliability and security of project data, facilitating better decision-making and governance. The focus group revealed blockchain’s benefits in managing confidential data and streamlining knowledge sharing processes, ultimately contributing to project portfolio success.Originality/valueThis research offers a novel conceptual framework and original insights into the application of blockchain in project management, particularly within the context of Industry 4.0, paving the way for future research on digital transformation in project management.

DIGITALIZATION AS A MEANS OF OVERCOMING CHALLENGES AND THREATS OF CONSTRUCTION PARTICIPANTS IN A MULTIPROJECT ENVIRONMENT

This article examines the potential of digitalization as a strategic solution to address the challenges and threats faced by construction actors in a multi-project environment.Construction activities are inherently complex, often characterized by the simultaneous management of several projects, each with its own characteristics and challenges. In a multi-project environment, participants such as designers, developers, and contractors face significant obstacles, including resource allocation conflicts, communication barriers, inefficiencies, and increased risk of delays and cost overruns. The advent of digital technology offers a transformative approach to these challenges, enabling more efficient management and coordination across multiple projects. The main objective of this paper is to explore how digital tools and technologies can mitigate the specific challenges faced by different actors during the construction of multiple projects. Analyzing key issues such as scheduling conflicts, miscommunication, data management complexity and risk management difficulties, the article highlights critical areas where digitization can have a significant impact.One of the most urgent problems in a multi-project environment is the effective allocation and planning of resources. Traditional management approaches often fail to cope with overlapping schedules and competing priorities, resulting in delays and inefficiencies. Digital tools such as Building Information Modeling (BIM) and Project Management Information Systems (PMIS) offer integrated platforms that facilitate seamless coordination and real-time updates. These systems provide centralized data stores and sophisticated scheduling algorithms that improve decision-making and reduce the likelihood of conflicts.Communication barriers are another major problem in multi-project environments that can lead to misunderstandings, errors, and delays that negatively impact project timelines and outcomes. Digital communication platforms, including instant messaging, video conferencing, and collaboration software, enhance real-time communication and ensure alignment among all stakeholders. These platforms enable the rapid exchange of critical information and facilitate the collaborative environment necessary to manage multiple projects simultaneously.Ensuring that all stakeholders have access to accurate and up-to-date information is critical to effective decision-making. Digitization solves this problem by providing advanced data management and analytics capabilities. Big data analytics and artificial intelligence can analyze large data sets to predict potential problems and optimize resource allocation. These technologies help identify trends, predict project outcomes, and facilitate informed decision-making, ultimately increasing project efficiency and effectiveness.Risk management is particularly challenging in a multi-project environment due to increased complexity and interdependence. Digital risk management tools offer a framework for identifying, assessing and mitigating risks across projects. These tools provide scenario analysis, risk tracking and automatic alerts, enabling proactive risk management and reducing the likelihood of project failure.

Comprehensive approach to claim assessment in construction project

Effective claim management is crucial in construction projects to ensure fair resolution of disputes, control costs, and maintain project schedules. This article analyzes the claim assessment practices in construction projects across four regions: Malaysia, the United Kingdom (UK), Vietnam, and Lagos (Nigeria). By examining successful claim assessments, identifying lessons from disputed claims, and conducting a comparative analysis, the study uncovers effective strategies and common challenges in claim management. Key findings highlight the importance of comprehensive documentation, proactive claim management, and the use of advanced tools such as Building Information Modeling (BIM) and Project Management Information Systems (PMIS). Successful projects often employed robust documentation practices, clear communication channels, and advanced analytical tools to resolve claims efficiently. Lessons learned emphasize the necessity of clear contract terms, regular training for site staff, and standardized procedures to mitigate disputes. Recommendations for practitioners include implementing robust documentation practices, adopting proactive claim management, enhancing communication and collaboration, using advanced analytical tools, and engaging independent experts. The article also identifies areas for future research, such as the impact of emerging technologies, the effectiveness of Integrated Project Delivery (IPD), and the role of Continuous Professional Development (CPD) programs in enhancing claim management skills. By adopting these best practices and addressing identified challenges, project stakeholders can improve the efficiency, accuracy, and fairness of claim assessments, contributing to the successful completion of construction projects. Designing of Project Management Information System for Web-Based OSIS Saturday Clean-Up Attendance Data

The rapid progression of technology in today's globalized era has created a heightened demand for efficiency and effectiveness in various aspects of life. This demand is particularly evident in the management of student activities, such as the OSIS clean-up events held on Saturdays. These events, while important for fostering a sense of community and responsibility among students, often face challenges due to manual and non-systematic data management processes. We developed a project management information system to manage attendance and data related to Clean Saturday activities, addressing these challenges. This system utilizes the waterfall method, a structured approach that allows for quickly identifying and resolving issues that may arise during the management process. By implementing this system, Clean Saturday activity management becomes more streamlined and efficient, resulting in improved overall effectiveness. The outcomes of this research are twofold. Firstly, it simplifies the data processing involved in managing attendance at Clean Saturday events, making it easier for OSIS personnel to track and analyze participation. Secondly, it enhances the overall efficiency of the OSIS clean-up program, allowing for better resource allocation and improved outcomes for both students and the community at large.

Possibility to use decision-making methods for project management information system

Project management in today's world is an important task that requires constant decision-making to successfully complete projects. Project Management Information Systems (IMS) help with this, but their ability to use decision-making methods is often limited and the decision-making process itself is the responsibility of the project manager or other stakeholders. However, the use of decision-making techniques can significantly improve the efficiency and effectiveness of project management by considering various factors and alternatives. In the course of the study, an analysis of decision-making methods, such as the method of decision-making based on data, the method of optimization, the method of selecting scenarios, the method of prioritization, the method of balancing resources, the method of multi-criteria analysis, was carried out for the possibility of integration into the modules of the IMS to improve project management. The classification of project management information systems based on modules is also presented and described and a description of these modules is provided. As a result, it is found that the method of selecting scenarios, the method of prioritization and the method of multi-criteria analysis can be effectively used in separate, defined, modules for decision-making in the project environment. Integrating these methods into the IMS can help project managers make better decisions that meet the needs and goals of the project. This study confirms the importance of using decision-making techniques in IMS to improve project management. The integration of these methods will reduce risks, optimize costs and increase management efficiency. These findings stimulate further development of the functionality of the IMS and contribute to further research in this area.

ANALYSIS OF THE FUNCTIONS OF PROJECT MANAGEMENT INFORMATION SYSTEMS – TRADITIONAL APPROACH

Project management information systems in enterprises help managers to manage, improve and track the progress in the implementation of projects from their conception to the achievement of results. The article reviews the literature and presents the most commonly used applications for storing, organizing and controlling project information in accordance with the traditional approach to project management. The authors analyzed the possibility of implementing the processes and achieving the results defined for them, presented in the Project Management Body of Knowledge, by means of five selected project management information systems. On the basis of the obtained results of research conducted on a group of Project Managers, conclusions were formulated, also indicating directions for further research.

Postpartum hemorrhage champions: Sustaining gains beyond the E-MOTIVE Trial

Background: Results published from the E-MOTIVE trial concluded that for women undergoing vaginal delivery, early detection of postpartum hemorrhage (PPH), combined with bundled treatment of PPH, reduced severe PPH and associated adverse outcomes. Eighty hospitals across Nigeria, Kenya, Tanzania, and South Africa and over 210,000 women participated in the randomized trial, which was designed to assess the effect of implementing the E-MOTIVE intervention to detect and treat PPH. The results showed that the use of calibrated collection drapes dramatically increased the PPH detection rate, from 51% to 93%, and the use of the WHO-recommended bundle of treatments, from 19% to 91%. Moreover, implementing the E-MOTIVE approach to treat PPH resulted in a 60% reduction in severe PPH. The median blood loss, the need for postpartum blood transfusion, and the number of maternal deaths were also reduced. The E-MOTIVE trial trained a pool of PPH champions across the intervention facilities, including nurses, midwives, medical officers, and obstetrics and gynecology specialists. Their roles were to coordinate the training and practice activities of all relevant labor ward staff in their hospitals, observe labor ward staff practices, and provide specific feedback for targeted improvements in implementing the E-MOTIVE bundle correctly by reviewing regular performance indicators and outcome data from their hospitals to assess if improvements were needed. Methods: After the study findings, the Kenyan hub team continued tracking the performance of the facilities after the trial, without any active support. The PPH champions collected, discussed at the facility level, and shared data with the Kenyan hub team monthly. The data shared were included in the hub Project Management Information System and triangulated with data from DHIS, where it was analyzed by the Kenyan study team, and feedback was shared at the facility level. Results: Data analyzed from the last quarter (September-November) showed that seven E-MOTIVE implementing facilities maintained 5% PPH rates (blood loss >500 mls) and 2% severe PPH rates on moving averages. All components of the E-MOTIVE bundle were provided 100% to all PPH cases detected. During the same period, three maternal deaths were reported that had causes other than bleeding from PPH. Conclusion: Having PPH champions community of practice can help sustain best practices in the early detection and treatment of PPH beyond any project lifeline. It is a simple and cost-effective method that can prevent severe PPH and prevent maternal mortality arising from PPH.

Based on these ISPM metrics and a combination of statistical techniques, we built a model for calculating ISPM performance indicators. The quality reviewers can use this model to evaluate and track the performance of IS project managers.

Enhancing Project Performance through Effective Team Communication: A Comprehensive Study Integrating Project Management Quotient, Trust, and Management Information Systems

The aim of this study was to explore the relationship between project manager competence and project performance with the mediating role of team communication, employee trust, employee capability and team atmosphere. To achieve its objectives, this study used a quantitative research approach. Data was collected from 175 employees working on various projects in China. A structured questionnaire was used to collect the data from the respondents. All items were measured on a five-point Likert scale adapted from previous studies. Collected data was analyzed by using SPSS. The findings of the study showed that the performance of a project is significantly affected by the competencies of project managers. Moreover, the findings also showed that this relationship is significantly and positively mediated by team communication, employee trust, employee capability and team atmosphere. The findings show that the effectiveness of project manager competencies in enhancing project performance is influenced by these mediating factors which contribute to the success of the project. This research contributes to the theoretical understanding of project management by highlighting the multifaceted nature of project performance. It underscores the importance of holistic project management practices, where emphasis on both project manager competence and team dynamics is essential. Practically, the study offers insights for organizations and project managers, emphasizing the need for comprehensive skill development and fostering positive team environments. This study's originality lies in its comprehensive exploration of the mediating roles within the context of project manager competence and its implications in a globalized business environment.

In conducting the project management process, CV Winman Konstruksi has been using personal short messages as a means of communication between employees, but it needs to be recognized that this method may have limitations in terms of progress tracking, project documentation, and building a formal framework that can provide more systematic and structured guidance for the entire project team. The result of this research is a computerized system as a means of project management which is realized in the form of a project management information system website. In developing this system, researchers use the waterfall method which consists of the stages of needs analysis, design, design, implementation and testing. Later it is hoped that with this system, the management process at the CV Winman Konstruksi company can be monitored easily anywhere and anytime.

Information systems project management practice in Portugal - looking at the past to perspective the future

The study of Information Systems Project Management (ISPM) practice is fundamental for developing knowledge in this field. Over the past few years, several studies have been conducted in organizations by professionals and academics to identify approaches, processes, tools, and techniques, among other relevant aspects of project management practice. The use of these practices can be related to various factors, such as trends in the world of work or even the cultural context. In this way, an insight into the context of a given region can support actions to improve ISPM practice and raise success rates in information systems projects. This paper presents the results of a systematic literature review that seeks to synthesize how project management on information systems is practiced in Portugal and identify opportunities for developing the project management body of knowledge.

Development and application of web information system in enterprise management under SSH framework

With the development of information technology in society, many enterprises have set a set of enterprise information management systems for themselves. This paper proposes an Enterprise Management Information System based on the SSH framework for the Web. Firstly, the key technology in Web, Java 2 Platform, Enterprise Edition (J2EE), is combined with Spring-Strut-Hibernate (SSH) framework, and a lightweight solution of J2EE Web application is adopted to build a Web application with a clear structure, good reusability, and easy maintenance in a short period. The functional design and development process of the information system is explored and studied in detail, and computer software design and development technologies, tools, and methods are used to build an information solution for the enterprise project management business. The internal functions of the system are divided into project planning, implementation, suspension, change, evaluation, and result management, which can provide information technology tools to support the enterprise project management business according to its actual content and management mode. All key information of this system is stored in the database, and the database tables can be divided into system-like tables and project-like tables according to the design and definition classification. Finally, the implementation of some major functional modules in this system. The integration of the system SSH and the main public functions are implemented, and then the details of how the key functions such as user login, project information filling, and auditing are implemented in the enterprise project management information system, and how the document generation function is implemented after project approval. In this paper, the enterprise management information system performance test showed that the system response time, average occupancy rate of CPU, and memory during the test have reached the expected requirement. The maximum response time of 2.423 seconds, CPU and memory (physical) maximum average occupancy rate of 21.24% and 25.25%, respectively, all conform to the requirements of the performance index.

This Agroendo barn uses the PHP programming language and uses object-based modeling techniques to describe the analysis and design of the system, namely in the form of use case diagrams, class diagrams, and activity diagrams. The output of this research is in the form of a prototype design system for Analysis and Design of Construction Project Management Information Systems at CV. Lumbung Agroendo For further research, it can be complemented with other data management.

UTILIZATION OF BIM (BUILDING INFORMATION MODELING) TECHNOLOGY TO INCREASE EFFICIENCY AND ACCURACY OF INFRASTRUCTURE PROJECT PLANNING

This research aims to investigate the use of BIM (Building Information Modeling) Technology as an innovative solution in increasing the efficiency and accuracy of infrastructure project planning. The research method consists of identifying stakeholder needs, developing an integrated 3D BIM model, validating and testing the model, integration into the Project Information Management System (PMIS), as well as training and application in the field. By adopting this approach, it is hoped that it will be able to improve the quality of planning information, provide a holistic view of the project, and optimize collaboration between stakeholders. This research focuses not only on the technical aspects of BIM models, but also on their practical implementation in real construction environments. The results of this research are expected to make a significant contribution to increasing the effectiveness of infrastructure project management through the use of BIM technology.

Optimization of Resource Allocation and Task Allocation with Project Management Information Systems in Information Technology Companies

This study proposes a novel approach to designing an integrated Resource Allocation and Task Allocation Optimization System (RATAOS) using Enterprise Architecture (EA) to improve project management efficiency. The proposed approach integrates Project Management Information System (PMIS) with an optimization system designed using a random forest model and Natural Language Programming (NLP). The integrated system optimizes resource and task allocation, reducing operational costs by 14% and planning phases by 88.7%. Project completion time increased by 50.80%, demonstrating the effectiveness of the integrated system. The purpose of this study is to find a solution for PMIS to be used as an automatic data-driven Resource and Task Allocation Optimization System. The technique used in this study is service integration between the existing PMIS with the Resource and Task Allocation Optimization System.

The Integrated Problem of Construction Project Scheduling and Multiskilled Staff Assignment with Learning Effect

Effective multiskill resource scheduling requires comprehensive workforce assignments. Drawing on the multiskill project scheduling problem perspective, this study investigates the integrated problem of project scheduling and multiskilled staffing based on a more realistic perspective that human skill level is dynamic and has a variable activity duration caused by the learning effect. An integer linear programming model is innovatively constructed to solve the problem directly. Moreover, an adapted tabu search algorithm with six resource-oriented priority strategies is designed to solve large-scale problems efficiently. Based on a realistic construction project case and numerical instances, comprehensive computational experiments are conducted to validate the proposed algorithm. The findings reveal the impact of different resource strategies on project duration and personal skill growth, particularly through the optimization of project scheduling according to the dynamic scenarios. The research extends conventional project scheduling knowledge and its methods by solving complex scheduling problems for improved project objectives and employee value. In practice, the model and the algorithm can be integrated into the project management information system for strategizing a plan of project scheduling and staff assignment proactively.
