DİJİTAL DÜNYANIN DÜNÜ, BUGÜNÜ VE YARINI: BİLİŞİM SEKTÖRÜNÜN GELİŞİMİ ÜZERİNE DEĞERLENDİRME

Bilişim sektörü özellikle iki binli yıllar sonrasında büyük bir dönüşüm geçirmiştir. Bu dönüşüm tüm sektörleri bir şekilde etkilemiştir. Çalışma bu değişim ve dönüşümü yıllar içinde değerlendirmekte ve bu etkiyi, değişimi paydaşlar üzerine etkisini tartışmaktadır. Türkiye ve dünyada bilişim sektörünün bu değişimden nasıl etkilendiğini ortaya koymakta, bilişim sektöründe ilgili dönemlerde ön plana çıkan ülkelerin bu yöndeki başarılı olduğu noktaları değerlendirmektedir. Bilişim sektöründeki zaman içindeki değişiminin, akademik disiplinler üzerinde ne tür değişimler oluşturduğunu, yönetim bilişim sistemleri disiplinini merkeze alarak değerlendirmektedir. Çalışmamıza kaynak oluşturan dokümanlar belirli bir sistematik ile ve düzende taranmış, belirlenen araştırma sorulanını cevaplanması için kapsamlı literatür taraması ile konu değerlendirilmiştir. Önceleri bilişim sektörü, ABD, Almanya, Japonya gibi sektörde köklü bir geçmişi olan ülkeler üzerinden dönüşmektedir. Sonraları, yıllar içinde yürüttükleri başarılı politikalar ile Hindistan, İsrail, İrlanda gibi ülkeler, sektörde söz sahibi olmuşlar ve önemli bir yer elde etmişlerdir. Günümüzde ise doksanlı yıllarda sektörde ismini çok duymadığımız Çin, bilişim sektöründe yürüttüğü kararlı politikalar ile ön plana çıktığı görülmektedir. Hızla dijitalleşen dünyada önceleri sektörde ismi duyulmayan pek çok ülke bu sektörde varlık göstermeye başlamaktadır. Türkiye iki binli yıllarda sahip olduğu yoğun genç nüfusa günümüzde sahip değildir. Türkiye’nin bilişim sektöründe farklılaştırılmış ve ülke dinamiklerinin farkında stratejiler gütmesi gerektiği ifade edilebilir.

Exploring the management information systems discipline: a scientometric study of ICIS, PACIS and ASAC

This study examines the identity and development of the management information systems (MIS) field through a scientometric lens applied to three major global, regional and national conferences: International Conference on Information Systems (ICIS), Pacific Asia Conference on Information Systems (PACIS) and Administrative Sciences Association of Canada Annual Conference (ASAC). It adapts the conference stakeholder approach to the construction of the identity of the MIS discipline and analyzes the proceedings of these three conferences. The findings suggest that the MIS field has been evolving in terms of collaborative research and scholarly output and has been gradually moving towards academic maturity. The leading MIS conference contributors tend to establish loyalty to a limited number of academic meetings. At the same time, relatively low levels of repeat publication in the proceedings of ICIS, PACIS and ASAC were observed. It was suggested that Lotka's and Yule-Simon's bibliometric laws may be applied to measure and predict the degree of conference delegate loyalty.

The Intellectual Advancement of Human-Computer Interaction Research: A Critical Assessment of the MIS Literature (1990-2008)

This paper assesses the intellectual advancement of Human-Computer Interaction (HCI) scholarship as one of the five research streams of the Management Information Systems (MIS) discipline. It particularly demonstrates the vitality and maturity that the HCI stream (or sub-discipline) has achieved in recent years, and adds to the few studies that draw an overarching picture of HCI. This study uses the same approach as that of Zhang and Li (2005), and delineates the intellectual development of HCI research in MIS by employing a multifaceted assessment of the published HCI articles over a period of 19 years (1990-2008) in eight primary MIS journals. In addition, this study includes several journal special issues and two book collections in the assessment. Twenty-four specific questions are addressed to answer the following five mega-research questions about the HCI sub-discipline: (1) What constitutes HCI’s intellectual substance? (2) What relationships does HCI have with other disciplines? (3) How is HCI evolving? (4) What are the patterns of HCI publication in the primary MIS journals? And, (5) Who are the contributing scholars? A number of areas for future research are predicted, along with a discussion of potential future directions for the sub-discipline. This study is of interest to researchers in the HCI sub-discipline, the MIS discipline, and other related disciplines to inform future research, collaboration, publication, and education. It should also be of interest to doctoral students for identifying potential topics for dissertation research and to identify academic institutions for future employment where such research is understood, appreciated, and encouraged.

Audit Resource Planning Success in B2B E-Commerce: Development and Testing of a Measurement Scale

The e-commerce audit engagement scenario makes audit resource planning (ARP) an activity full of technological complexities. These complexities generally involve both e-commerce technologies and enterprise information integration, putting real pressure on the audit organization's scarce human and financial resources. However, the success (or effectiveness) of such complex audit resource planning activity is not well understood or easily measured. This paper attempts to develop and diagnostically test measurement scales using classical measurement development framework and contemporary structural equation modeling methods. This study is motivated by prior studies in the conventional (non e-commerce) audit resource planning, and audit-planning domain published in the accounting and management information systems discipline. The prior studies suggest that audit resource planning in a B2B (business-to-business) e-commerce engagement is a multi dimensional construct consisting of four latent dimensions. The four latent dimensions of ARP success are reflected through several manifest variables obtained from various relevant studies. The results confirm that audit resource planning success is operationalizable as a measurement scale with the four dimensions. The results of the study are tools for benchmarking future efforts by audit organizations. Accounting scholars can also use this study as a base for operationalizing audit resource planning success as a key dependent variable in future research.

To date, however, few studies have either synthesized existing studies or drawn an overarching picture of this sub-discipline. This study delineates the intellectual development of HCI research in MIS by a multifaceted assessment of the published HCI articles over a period of 13 years (1990-2002) in seven prime MIS journals: MISQ, ISR, JMIS, Decision Sciences, Management Science, DATA BASE, and JAIS. Twenty-two specific questions are addressed to answer the following five general research questions about the HCI sub-discipline: (1) What constitutes its intellectual substance? (2) What relationships does it have with other disciplines? (3) What are its recent evolutions? (4) What are the patterns of publishing HCI studies in the primary MIS journals? And, (5) Who are its contributing members? We use classification approach to address these questions. Descriptive analyses, including co-occurrence and cross-facet analyses, depict the key relationships. Trend analyses demonstrate recent evolutions. We present number of areas for future research, along with a discussion of potential future directions for the sub-discipline. This study should be of interest to researchers in this sub-discipline, in the MIS discipline, and in other related disciplines for future research, collaboration, publication, and education. It should also be of interest to doctoral students to identify potential research topics for dissertation research and to identify academic institutions for future employment where such research is understood, appreciated, and encouraged.

An Investigation of Expert Systems’ Impacts on the Management Information Systems Discipline

AbstractSince the introduction of electronic data processing systems (EDP) in the early 1960s, computer based information systems have gone through tremendous development in capability and design. In recent years, one advanced type of information system, expert systems (ES), made its appearance and is evolving at a steadily increasing pace, not only in concept development, but also in practical applications. This introduction of ES concepts and their successful applications creates two interesting situations. First, it creates a new research area in the field of business information systems, and second, it results in some challenges to the course content of existing management information systems (MIS) courses. The purpose of this paper is to discuss ES’ impacts on MIS discipline such as systems analysis and design, data base, computer graphics, application programming, and general system theory (including MIS or decision support systems).
