A national scale web mapping platform for mainstreaming ecosystem services in Greece

This study outlines the conceptualisation and development of a public participation geographic information system (ppGIS) and web GIS (webGIS) platform for hosting, visualizing, and updating ecosystem services (ES) related data at national scale through participatory mapping. The ppGIS/webGIS is developed within the framework of the LIFE-IP 4 Natura, a project has received the most substantial nature-focused funding scheme for Greece approved by the European Commission. One of the project's central goals is the mapping and assessment of ecosystems and their services (MAES) in Greece. This initiative contributes to the implementation of Action 5 of Target 2 of the European Union (EU) Biodiversity Strategy to 2020, following the standard EU MAES guidelines. The LIFE-IP 4 Natura online mapping infrastructure hosts and visualizes spatially explicit maps and information produced earlier in the project at a national level. It also provides a mechanism for updating this baseline information via public participation, thereby fostering increased public awareness of the necessity for ecosystem protection, conservation, and management. Following a multi-stakeholder user requirement analysis, the herein presented ppGIS/webGIS platform is designed and developed. The platform incorporates various geospatial data explorers (GDE), ppGIS services for local and national public participation, geotools and data, visual content representation, and an introductory-level knowledge repository for ES (ES-pedia). An, overview of the platform's preliminary usage is presented, and its potential in promoting the uptake and mainstreaming of the ES concept is discussed.

Identifying priorities for reform to integrate coastal wetland ecosystem services into law and policy

The ecosystem services concept has been slow to integrate into written law and policy in Australia. We sought to examine whether the concept has permeated deeper into practice, focusing on the coastal wetland protection, management and restoration context. We conducted a Delphi study involving 16 key informants. Over two rounds of interviews we found confirmation that the ecosystem services concept is not a central part of practice, and a strong consensus support for integrating and mainstreaming ecosystem services into law and policy through law reform. Our informants also provided additional new insights on how reform should proceed: (1) integration may occur through consolidated or interconnected law and policy instruments, (2) decision-maker discretion should be retained but subject to constraints, especially regarding (3) trade-offs between different ecosystem services and ecosystem services and other land uses. Our informants also called for (4) more effective and targeted policy to facilitate restoration projects, (5) incentivised protection and restoration across land tenure types, especially on privately-owned land and (6) caution in dealing with trade-offs and financial valuations of ecosystem services. The insights provided through this Delphi study will be instructive for law and policy reform in Australia and other jurisdictions grappling with fragmented management, protection and restoration of coastal wetlands.

Ecosystem services as systemic enablers for transformation in the Hindu Kush Himalaya: an analytical synthesis.

Centre-staging ecosystem services within development paradigms can improve understanding on the flow of benefits from nature to human societies across time, scale and geographies, and trigger well-being-oriented societal and policy responses in the Hindu Kush Himalaya region. This region is amongst the world's most biodiverse, has high-value nature-society interactions, supports one-fourth of humanity and faces several developmental challenges. An assessment of the existing evidence establishes that substantial benefits and values can be gained by nurturing the relationship between ecosystems and socio-economic systems. Mainstreaming ecosystem services in the development agenda helps address poverty and intersectionality, preserves culture and heritage, and enables holistic transformation in the region. The Nature Futures Framework of the IPBES is used to develop and apply an analytical framework for the region, in which ecosystem service-oriented action pathways are considered to be relevant and feasible for attaining sustainability. Three pathways, labelled as Prevention, Restoration and Development innovation, incorporate strategies and actions that mainstream ecosystem services and uphold the multiple values placed on nature by society. Illustrations are used to demonstrate the significant potential for policy action in creating positive impacts on both nature and society with the adoption of a Nature Futures framing for the region. The region has the potential to demonstrate the operationalisation of an integrated framework for nurturing nature-people relationships, in the pursuit of transformative change as envisioned under the sustainable development agenda. Ecosystem services can enable such transformative change, acting as triggers for action that mainstream nature into developmental decision-making.

What Is the Future of the Bush Capital? A Socio-Ecological Approach to Enhancing Canberra’s Green Infrastructure

Canberra, a city known as a “garden city” that emerged in the early twentieth century, is developing at a speedy rate. The compact city vision for Canberra was announced in ACT Planning Strategy 2018 while the city encounters climate change impacts. Although urban compaction has its own benefits, it is considered a challenge for maintaining and developing the quality and quantity of urban green spaces. Canberra owns a unique urban design legacy and is known for its bush capital/garden city character, which has intertwined the social and ecological layers of the city. The concern around urban compaction and densification calls for holistic green infrastructure (GI) planning to balance the built and non-built infrastructure. To do so, it is necessary to understand the underlying social-cultural and ecological layers of Canberra’s green spaces and the Ecosystem Services (ESS) they offer. The application of multiple ESS in the current GI planning and governance practices is another issue that needs to be examined to inform future development. Thus, this qualitative research seeks to understand the ESS discourses in Canberra’s GI and the challenges in applying these ESS in planning and governance. We used a socio-ecological approach to design the research and understand the multidimensional values and benefits of Canberra’s green spaces. We adopted semi-structured interviews with twelve experts from relevant disciplines with specific knowledge of Canberra’s urban landscape and green spaces to find out the socio-ecological synopsis of Canberra’s GI and green spaces governance. We found that it is necessary to mainstream multiple ESS in Canberra’s GI to amplify the existing socio-ecological values. The abundance of green spaces in Canberra can be better used to make a multifunctional landscape that serves multiple ESS. However, we identified the maintenance and budget issues as the main challenges that can be addressed by improving community engagement. To design an effective GI network and mainstream ESS in green spaces, the planning and governance system should employ a transdisciplinary, multi-object and multi-scale approach and state-of-the-art technologies. Moreover, this research underlined the importance of a protocol and guidelines that monitor the landscape projects’ design and delivery correspondence to the high-level policies.

Ecosystem-based adaptation to address urbanization and climate change challenges: the case of China’s sponge city initiative

ABSTRACT Rapid urbanization and climate change are two grand challenges faced by many cities in pursuing sustainable urban development. While ecosystem-based adaptation practices are increasingly recognized and adopted across the world as an important urban development strategy, their effective implementation in diverse biophysical conditions and development contexts is of interest, requiring scientific research and learning. This paper presents the case of China in implementing an ecosystem-based approach – sponge city development – to address the water-related challenges of urbanization and climate change. It draws on the literature to synthesize understanding of the interaction between the urban landscape, urban development, and ecosystem services, and proposes mainstreaming an ecosystem service framework in spatial planning and performance evaluation to guide ecosystem-based adaption practices. Focusing on China’s practice, the paper develops a five-step procedure for operationalizing and mainstreaming ecosystem services so as to improve policy implementation for sponge city development. This paper aims to provide a practical perspective to help enhance ecosystem-based adaptation in urban development to better address the challenges of urbanization and climate change. Key policy insights Cities are increasingly looking into ecosystem-based adaptation, as an integrated part of urban development, to increase resilience to climate change and to promote urban sustainability. China’s experience with implementing a national initiative called sponge city development contributes to learning and an understanding of ecosystem-based adaptation practices to address urbanization and climate change challenges. Existing literature shows the need and potential for an ecosystem service framework to guide spatial planning and performance evaluation for ecosystem-based adaptation. China is in a unique position to mainstream an ecosystem service framework in sponge city development to improve current practice and to promote climate-resilient and ecosystem-integrated urban development. A five-step empirical procedure outlines a systematic approach for mainstreaming ecosystem services, contributing to the literature and policy practice to build urban resilience and sustainability in the face of urbanization and climate change.

Mainstreaming Ecosystem Services from Indonesia’s Remaining Forests

With 120 million hectares of forest area, Indonesia has the third largest area of biodiversity-rich tropical forests in the world, and it is well-known as a mega-biodiversity country. However, in 2020, only 70 percent of this area remained forested. The government has consistently undertaken corrective actions to achieve Sustainable Development Goal targets, with a special focus on Goals #1 (no poverty), #2 (zero hunger), #3 (good health and well-being), #7 (affordable and clean energy), #8 (decent work and economic growth), #13 (climate action), and #15 (life on land). Good environmental governance is a core concept in Indonesia’s forest management and includes mainstreaming ecosystem services as a framework for sustainable forest management. This paper analyzes efforts to mainstream Indonesia’s remaining forest ecosystem services. We review the state of Indonesia’s forests in relation to deforestation dynamics, climate change, and ecosystem service potential and options and provide recommendations for mainstreaming strategies regarding aspects of policy, planning, and implementation, as well as the process of the articulation of ecosystem services and their alternative funding.

Mainstreaming Ecosystem Services and Biodiversity in Peri-Urban Forest Park Creation: Experience From Eastern Europe

The social role of peri-urban forests is diversifying, and this implies that peri-urban forests are redesigned to meet and shape social demands. A key challenge is the integration of the social demands for green spaces with the maintenance of key ecosystem structures and processes as well as the biodiversity of the green spaces. In this study, we report our experience and insights gathered through the implementation of a project targeting a peri-urban forest development near the city of Cluj-Napoca. One key particularity of the project was that it was designed by the city hall in cooperation with a major NGO, and the academic sector joined the project in its second stage, with the aim of mainstreaming ecosystem services and biodiversity within a well-established design concept. After comprehensively assessing the biodiversity and ecosystem services of the targeted forest, we found that the ecosystem supply was strongly related to the tree stand structure and the forestry management from the past decades. The public expressed concerns related to the parts of the established development design, which included built structures, artificial lights, toilets, and paved roads, perceiving that these actions will negatively influence the natural environment. We present the modifications undertaken in the project design after the public consultation and deliberation within the implementation team. An anonymous internal evaluation of the implementation team shows appreciation for the human and professional interactions and the resulting innovation and learning opportunities. To improve interdisciplinary collaborations, there is a need for a good institutional support and financial reward, transparency, and good communication within the team. At the end of the “Discussion” section, we present the insights gathered from this interdisciplinary experience in order to guide further similar projects in Central and Eastern Europe.

Multiple values of Bhitarkanika mangroves for human well-being: synthesis of contemporary scientific knowledge for mainstreaming ecosystem services in policy planning

Bhitarkanika National Park and Mahanadi Delta are the most biologically diverse mangrove patches of India. Due to inadequate representation of the value of the mangroves in decision-making, mangroves of Bhitarkanika and Mahanadi delta have undergone a rapid decline in the last fifty years. Thus, there is a growing need to assess the ecosystem services and multiple values of mangrove ecosystems in the region, and to identify the various anthropogenic and environmental drivers acting upon them. In this paper, we conducted a bibliometric analysis, followed by a synthesis of contemporary knowledge to understand the diverse ecosystem services of the Bhitarkanika mangroves and the existing data gaps for the protection and sustainable management of mangroves. It was observed that Bhitarkanika mangroves primarily serve as a buffer to coastal storms, tsunamis and cyclones, and they also contribute immense provisioning, and cultural ecosystem services for human well-being. The present review provides a comprehensive database projecting important ecosystem services and multiple values (including carbon sink potential, pollinator benefits and protection from storm surges) of Bhitarkanika mangrove forests. We found that there is a significant pressure on the mangroves of Bhitarkanika due to increasing aquaculture, environmental pollution, industrialization, storm surges and frequent cyclones. The present study helps to understand the urgent need of protecting the existing mangroves and to devise a coastal zone policy framework and strengthening participatory approaches for preservation of dense and intact mangroves of Bhitarkanika and Mahanadi delta.

Ocean Literacy to Mainstream Ecosystem Services Concept in Formal and Informal Education: The Example of Coastal Ecosystems of Southern Portugal

The concept of ecosystem services (ES) emerges as strategic to explain the influences that the ocean, and in particular coastal ecosystems, have on us and how we influence them back. Despite being a term coined several decades ago and being already wide-spread in the scientific community and among policy-makers, the ecosystem service concept still lacks recognition among citizens and educators. There is therefore a need to mainstream this concept in formal education and through Ocean Literacy resources. Although important developments in OL were done in the USA, particularly through the National Marine Educators Association (NMEA), this concept was only recently introduced in Europe. In Portugal, several informal OL education programs were developed in the last years, yet formal education on OL and, in particular, on ES is still very deficient. To address this limitation, the “Environmental Education Network for Ecosystem Services” (REASE), founded in 2017 in the Algarve region by a consortium of educational, environmental and scientific institutions, aims to increase OL through the dissemination of the perspective of how ES provided by coastal vegetation may contribute to the well-being of the populations. The projects and activities implemented by REASE focus mostly on formal-education of school children and include: 1) capacity building for K-12 teachers, 2) educational programs to support and develop ES projects in schools, including a citizen science project to evaluate blue carbon stocks in the Algarve, 3) the publication of a children’s book about the ES provided by the local Ria Formosa coastal lagoon, with a community-based participatory design (illustrations made by schoolchildren) and 4) a diverse array of informal education activities to raise awareness on the importance of coastal ecosystems on human well-being. REASE challenges are being successfully addressed by identifying threats to local coastal ecosystems that people worry about, and highlighting solutions to improve and maintain their health.

Integrating biodiversity conservation and ecosystem services into operational plan of community forest in Nepal : status and gaps

After initiation of community forestry system in Nepal, the status of forest cover has improved due to significant roles of people in conservation, management and utilization of forest resources. As a result of increased productivity of the forest and restoration of degraded areas, forest users have been able to receive various economic, social, cultural and environmental benefits to strengthen their livelihood. Despite many positive outcomes of community forestry, there are still some factors which haven’t allowed the proper biodiversity conservation and ecosystem services maintenance. The study carried out on 100 operational plans from different parts of the country and it showed that the incorporation status of biodiversity and ecosystem services into community forest operational plan is worse despite the fact that such plan is the main component to lead the destination of any community forest. In addition to this, some gaps and challenges were observed in community forestry which have not favoured to biodiversity conservation and ecosystem services management systematically at an optimum level. Among them, duplication problem of biodiversity and ecosystem services related issues in operational plan; timber oriented operational plan; limited provision about wildlife conservation and negative perception of people on wildlife and their conservation owing to human wildlife conflict; dominant socioeconomic factors; impact of introduced species, invasive and alien species; lacking in provision of adaptation and mitigation methods to cope with impact of climate change on biodiversity and ecosystem services and shrinking of biological corridor due to habitat fragmentation were major issues. Besides this, to address these issues, it was also identified from the national consultation workshop of forest officials and experts that most appropriate uniform methods, measures and mechanisms are needed to be developed for the complete assessment, prioritization, analysis and development of action plans to main stream biodiversity conservation and ecosystem services management into operational plan of community forestry.

Mainstreaming Ecosystem Services Based Climate Change Adaptation (EbA) in Bangladesh: Status, Challenges and Opportunities

The paper aims to analyze the extent of Ecosystem Service (ESS) based Adaptation (EbA) to climate change in the policy-making process of Bangladesh. The paper is based on a three stage hybrid policy-making cycle: (i) agenda setting; (ii) policy formulation; and (iii) policy implementation stage, where the contributions of EbA can horizontally (on the ground) or vertically (strategic stage) be mainstreamed and integrated. A total of nine national and sectoral development and climate change policies, and 329 climate change adaptation projects are examined belonging to different policy-making stages. The major findings include that the role of ESS is marginally considered as an adaptation component in most of the reviewed policies, especially at the top strategic level (vertical mainstreaming). However, at the policy formulation and implementation stage (horizontal mainstreaming), they are largely ignored and priority is given to structural adaptation policies and projects, e.g., large scale concrete dams and embankments. For example, ESS’s roles to adapt sectors such as urban planning, biodiversity management and disaster risk reduction are left unchecked, and the implementation stage receives overwhelming priorities and investments to undertake hard adaptation measures such that only 38 projects are related to EbA. The paper argues that: (i) dominant structural adaptation ideologies; (ii) the expert and bureaucracy dependent policy making process; and (iii) the lack of adaptive and integration capacities at institutional level are considerably offsetting the EbA mainstreaming process that need to be adequately addressed for climate change adaptation.

Adapting environmental function analysis for management of protected areas in small islands – case of Pico Island (the Azores)

Protected areas (PAs) are considered key priorities for ensuring long-term sustainability of small islands. The traditional approach of conservation versus development is currently being replaced by an approach of “win–win” relationships. During the last decades PAs have been increasingly requested to simultaneously ensure biodiversity conservation, mainstream ecosystem services into main development policies, and accounting for leisure-related revenues to sustain local and regional economies.Following this new paradigm, the Smartparks project (Planning and Management System for Small Islands Protected Areas), encompassing this study, aimed at an innovative approach for supporting the management of PAs in small islands. In this study, we propose a methodology based on Environmental Functional Analyses (EFA) to compare the potential for conservation and the potential for use of PAs that can be used not only on small islands but also in other territories. For this purpose, a set of environmental and socio-economic components was defined and selected indicators describing each component to calculate conservation and use/development functions of PAs were established. Pico Island, in the Azores archipelago (Portugal), was selected as the case study for testing the methodology.The EFA for all PAs of Pico Island was performed identifying those with more potential for conservation or for development of human activities, and also those with high levels of conflict. A total of 34 indicators was applied (assigning a value from 1 to 3) to the 22 PAs composing the INP of Pico Island: 44% were scored with a value of 1, in both ecological and social components; 22% and 29% were scored 3 in ecological and social components respectively. Social indicators were generally considered less important than environmental ones. In general, PAs presented higher values for conservation. The results further show that the potential for conservation and/or development was consistent with the IUCN category and the objectives assigned to each PA at the time of its classification. However, most PAs are located in the conflict zone of the EFA matrix, revealing a high interaction between PAs conservation objectives and human activities, which brings concern to decision makers and PAs managers.Despite several limitations, the method allowed the performances of PAs to be compared, providing a suitable tool to support rapid assessments and monitoring of PA networks in small islands. The adaptation of the EFA to the PA domain traces a new path for estimating the multiple values of PAs and it may contribute to improve PA management and decision-making. The method could be further included as part of scenario exercise and adaptive management, supporting the prediction of the future evolution of PAs and assessing their potential for conservation in the future throughout the proposed indicators. Thus, the methodology is not exclusive for small islands contexts and, with necessary adaptations and rescaling, it could be a powerful tool in PAs network management worldwide.

A Conceptual Approach to Promote the Integration of Ecosystem Services in Strategic Environmental Assessment

There is a growing interest in the potential of strategic environmental assessment (SEA) to mainstream ecosystem services (ES) concerns in decision-making. Experiences in this field have begun to emerge, showing the need for comprehensive guidance. This paper addresses this need by proposing a conceptual approach to integrate ES effectively in SEA. The approach is structured in the following four stages, each comprising specific tasks: establish the ES context; determine and assess priority ES; identify alternatives and assess impacts on ES; follow up on ES. The first stage includes the identification and mapping of ES and beneficiaries for the region affected by the strategic action and the identification of links with other strategic actions. The second stage aims at generating detailed information on a limited set of priority ES, which are considered relevant for shaping and informing the development of the strategic action. This requires determining the priority ES, reviewing existing regulations concerning these services and assessing their baseline conditions and trends. In the third stage, possible alternatives to enhance ES, or at least to minimise negative effects on them, are identified and their impacts assessed. Finally, during the fourth stage, the effects on ES are monitored and managed and the overall quality of the SEA process is tested. The paper concludes by discussing how the stages and their tasks require feedback and interactions and how they can contribute to achieve a better inclusion of concerns about ES (and their beneficiaries) into strategic decisions.

Navigating complexity through knowledge coproduction: Mainstreaming ecosystem services into disaster risk reduction

Achieving the policy and practice shifts needed to secure ecosystem services is hampered by the inherent complexities of ecosystem services and their management. Methods for the participatory production and exchange of knowledge offer an avenue to navigate this complexity together with the beneficiaries and managers of ecosystem services. We develop and apply a knowledge coproduction approach based on social–ecological systems research and assess its utility in generating shared knowledge and action for ecosystem services. The approach was piloted in South Africa across four case studies aimed at reducing the risk of disasters associated with floods, wildfires, storm waves, and droughts. Different configurations of stakeholders (knowledge brokers, assessment teams, implementers, and bridging agents) were involved in collaboratively designing each study, generating and exchanging knowledge, and planning for implementation. The approach proved useful in the development of shared knowledge on the sizable contribution of ecosystem services to disaster risk reduction. This knowledge was used by stakeholders to design and implement several actions to enhance ecosystem services, including new investments in ecosystem restoration, institutional changes in the private and public sector, and innovative partnerships of science, practice, and policy. By bringing together multiple disciplines, sectors, and stakeholders to jointly produce the knowledge needed to understand and manage a complex system, knowledge coproduction approaches offer an effective avenue for the improved integration of ecosystem services into decision making.

Mainstreaming ecosystem services into policy and decision-making: lessons from New Zealand’s journey

Since 2012 there has been an upsurge in New Zealand’s interest in how ecosystem service (ES) concepts can be used to assist decision-making. This paper outlines the progress New Zealand has made in integrating the ES concept into decision-making at government and business levels and provides insights into the challenges encountered. The observations and insights outlined in this paper are based on the interaction of the authors with the various actors in these dialogues and from their involvement in initiatives being undertaken by government and business. The key challenges discussed cover knowledge, indicators, indigenous cultural values, language and communication and decision-making. The paper also provides evidence to support or counter some of the ES critiques. While challenges exist with integrating ESs into decision-making, evidence to date suggests the approach is compelling and provides a structured, transparent and neutral mechanism to manage natural resources.

Utility engagement with payments for watershed services in the United States

This research demonstrates the growing use of payments for watershed services (PWS) by drinking water, wastewater, and electric utilities in the USA to meet a variety of objectives and considers the potential these widespread and long established institutions hold in driving PWS implementation and mainstreaming ecosystem services approaches. We developed a working typology highlighting similarities and differences among 37 identified programs covering source water protection, fire risk mitigation, point source pollution offsets, voluntary customer offsets, and hydropower mitigation. We identified six distinct mechanisms for funding the identified programs. Sales taxes and bond measures generated the most annual funding per capita while voluntary ratepayer contributions and donated water conservation savings generated the least. A variety of actors were involved in the implementation of these different programs. Notably, nonprofit organizations were critical to each program type and often acted as important intermediaries, facilitating transactions among utilities and landowners. We found these initiatives face multiple challenges including the difficulty of demonstrating the business case for investments in ecosystem services and changes in the regulatory environment that can decrease ecosystem service demand and limit flexibility in pursuing PWS approaches.

Despite much progress in ecosystem services research, a gap still appears to exist between this research and the implementation of landscape management and development activities on the ground, especially within a developing country context. If ecosystem service science is to be operationalised and used by decision-makers directing local development, an in-depth understanding of the implementation context for landscape planning and management, and of the opportunities and challenges for ecosystem services in this context are needed. Very little is known about these opportunities and constraints, largely because of the absence of methods to explore the complexity of the landscape planning, management and implementation context and the possibilities of integrating scientific information into these processes within a real-world setting. This study aims to address this need for information and methods, by focusing on a region in South Africa with a long history of ecosystem service research and stakeholder engagement, and testing a social science approach to explore opportunities and challenges for integrating ecosystem services in landscape planning processes and policies. Our methodological approach recognises the importance of social processes and legitimacy in decision-making, emphasizing the need to engage with the potential end-users of ecosystem service research in order to ensure the relevance of the research. While we discovered challenges for mainstreaming ecosystem service at a local level, we also found strong opportunities in the multi-sectoral planning processes driving development and in how the concept of ecosystem services is framed and aligned with development priorities, especially those relating to disaster risk reduction.
