A Study on the Relationship between Community Participation and the Improvement of Slum Settlement Quality in Medan City, Indonesia

This study explores the intricate relationship between community participation and the improvement of slum settlement quality in Area 33 of Belawan II Sub-District, Medan Belawan, Indonesia. The research employs a mixed-methods approach, revealing a significant correlation between environmental cleanliness, community participation, and the quality of slum settlements. The findings indicate that poor drainage conditions, exacerbated by waste blockages leading to stagnant water, and low community participation, driven by a lack of awareness and minimal involvement in environmental initiatives, critically impede the advancement of slum settlement conditions. Through the implementation of socialization and education programs, a notable increase in community awareness and engagement in environmental management has been observed, suggesting these as pivotal strategies for enhancing slum settlement quality. The study identifies the utilization of available land and the maximization of community participation as essential strategies to mitigate threats such as flooding and disease outbreaks. A SWOT analysis conducted within the study underscores the importance of prioritizing educational programs, community participation enhancement, and optimal land use to create sustainable and habitable environments. The conclusion emphasizes that despite the low level of community participation affecting settlement quality, significant opportunities for improvement exist. The study recommends government-community collaboration and the adoption of educational initiatives to foster environmental conditions conducive to community well-being in slum settlements. This research contributes to the body of knowledge by demonstrating that informed community involvement is crucial for addressing local environmental challenges and enhancing slum settlement quality.

Accountability for Management of Village Fund Allocations in Klari Village, Karawang Regency for 2020 – 2021

This study aims to examine the level of accountability in managing village fund allocations in Klari Village. Allocation of village funds is an important source of funding aimed at encouraging the development and welfare of the community at the village level. However, to achieve this goal, it is important for the village to have good accountability in managing these funds. This research uses a qualitative approach by conducting in- depth interviews with various related parties, such as the village head, village officials, community leaders, and villagers. The collected data were analyzed using a descriptive method to describe the current state of accountability. The results of the study show that accountability in managing village fund allocations in Klari Village still needs to be improved. Several factors affect the level of accountability, namely the lack of transparency in village financial reporting, the low level of community participation in making decisions regarding the allocation of funds, and the lack of outside supervision. In addition, there are administrative and technical obstacles that impede the efficient use of village funds. The use of information technology that has not been maximized is also one of the challenges in increasing accountability. Therefore, the recommendations from this study are the importance of increasing transparency, community participation, and external oversight in managing village fund allocations. In addition, a better understanding of related regulations and the use of information technology is needed to increase efficiency and effectiveness in managing village funds.

Pentingya Peran Serta Masyarakat Dalam Perlindungan Lingkungan, Perspektif Hukum Lingkungan

Community participation in environmental protection is a very important and main component so that the living environment where humans live is safe, comfortable and provides prosperity for humans. Ambon City is the capital of Maluku Province. Ambon City consists of several sub-districts. It can be seen that in recent years the Ambon city forest environment and residential areas have experienced several fires which resulted in destruction and damage to the environment along with buildings and structures as well as loss of life. This is what happened in South Leitimu District, Sirimau District, Nunaniwe District. The cause is indicated by the low level of community participation in protecting the environment. This can be seen from human negligence or negligence, deliberate human actions, human carelessness. The aim of this community service activity is to increase public knowledge and understanding through educational and socialization facilities in order to reduce to a minimum the damage and destruction of the environment along with the loss of life.

Strategi Peningkatan Partisipasi Masyarakat Dalam Program Kang Pisman Di Kota Bandung

Community participation is an integrated part of collaborative governance. With collaborative governance, it can increase community participation in regional development and realize social welfare. The waste problem in the city of Bandung is caused by the low level of community participation in reducing waste in households and in the informal sector. So, a strategy is needed to increase community participation in the Kang Pisman program in Bandung City to increase public awareness in managing waste. The aim of this research is to see the strategy for increasing community participation in the Kang Pisman program in the city of Bandung by looking at 4 strategies through collaborative governance, community development, circular economy and digital-based governance approaches through waste processing. The research method used is qualitative with a descriptive research type as stated by Newman (2016). The results of this research indicate that the Strategy for Increasing Community Participation in the Kang Pisman program in Bandung City is going well. The strategy to increase community participation is not only influenced by the policies of the Kang Pisman program which uses a community development approach, but there are also triggering factors from the circular economy, increasing collaborative governance and socialization using digital.

The Sustainability Level of an EcoVillage in the Upper Citarum Watershed of West Java Province, Indonesia

The Citarum watershed is the longest in West Java Province. It is used as a source of raw water for drinking water, irrigation water for hundreds of thousands of hectares of rice fields, fisheries, industrial raw water, and hydroelectric power plants. The high population and industry growth at the outskirts of the Citarum watershed, which is not accompanied by good waste management, also results in high pollution in the Citarum watershed. Various efforts to handle the issue have been carried out since 1989 until the present; however, this problem still needs to be solved. One of the approaches to overcome environmental pollution that has been conducted is to develop an environmentally-cultured village. This study aims to determine the sustainability level of environmentally-cultured villages in the Upper Citarum watershed viewed from ecological, economic, social, and cultural dimensions using a multidimensional scaling (MDS) approach with the Rapid Appraisal Technique for Ecovillage (RAPVIL) software (version 1.0). The result shows that the multidimensional sustainability of ecovillage development in the Upper Citarum watershed, West Java Province is “fairly sustainable” for the cultural dimension and “poorly sustainable” for the ecological, social, and economic dimensions. This result shows that ecovillage development still requires support from various stakeholders to improve its sustainability status. The cultural dimension has the highest value due to the local cultural values, including a value system, traditions, languages, norms, and customs that have grown in the community. Meanwhile, the social dimension has the lowest sustainability value, influenced by the low level of community participation in ecovillage development.

The Relationship Between Community Knowledge and The Level of Participation in Natural Tourism Empowerment Activities in Siguntur Tua Kabupaten Pesisir Selatan

This research is motivated by the low level of community participation, this is thought to be caused by the community's low knowledge of natural tourism empowerment activities. This research aims to (1) describe community knowledge about empowering natural tourism, (2) describe the level of community participation in empowering natural tourism, and (3) describe the relationship between knowledge and community participation in empowering natural tourism in Siguntur Tua, Pesisir Selatan Regency. This research uses a quantitative approach with a correlational type. The population of this research is 88 people who live in Siguntur Tua, Pesisir Selatan Regency. The sampling technique used cluster random sampling, taking 50% of the population, namely 44 people. The data collection technique uses a questionnaire and data collection tools in the form of a list of statements. Data analysis techniques use percentages and product moments. The results of this research indicate that (1) Community knowledge regarding natural tourism empowerment activities in Siguntur Tua is still relatively low; (2) The level of community participation in natural tourism empowerment activities in Siguntur Tua is still relatively low; and (3) There is a very significant relationship between community knowledge and the level of community participation in natural tourism empowerment activities in Siguntur Tua, Pesisir Selatan Regency. It is recommended to (1) Pokdarwis as the party responsible for increasing public knowledge by conducting outreach; (2) the person responsible for involving the community is more persuasive in communicating so that the community can be involved in empowering natural tourism; (3) the community needs to increase their knowledge by taking part in the socialization held by the Pokdarwis together with the Nagari government.Keywords: Community knowledge, level of community participation, natural tourism empowerment

Partisipasi Masyarakat Dalam Program Kampung Iklim (Proklim) Studi Pada RW12 Kelurahan Umbansari Kota Pekanbaru

This Article relates to how community participation in the Climate Village Program (Proklim) in RW12 Umbansari Village, Pekanbaru City. The phenomenon found in this Proklim research is the low level of community participation in coping and adaptation action activities as well as the institutions in RW12 according to the achievements that have been achieved based on the results of the proklim target assessment, and the lack of outreach to the community about Proklim activities so that people are not aware what are the goals and objectives of the proklim. This study aims to determine the level of community participation in proklim activities, as well as to find out what are the inhibiting factors that make community participation still not achieved in proklim in RW12 Umbansari Village. The theory used in this study is T.Ndraha's theory of participation in the process of decision making, implementation, use of results and evaluation. This study used a qualitative research method, namely by taking a phenomenological approach and collecting data using interview techniques, direct observation and documentation. The results of this study are that the target has not been achieved according to proklim standardization due to the lack of community participation in Proklim in RW12 Umbansari Village, due to low socialization, low public awareness, apathetic people, and community work factors that hinder the level of community participation in Proklim

Partisipasi Masyarakat terhadap Pembangunan Sarana Lingkungan Permukiman di Balangnipa

This paper aims to find out what factors influence the low level of community participation and efforts to increase community participation in the construction of residential environmental facilities in Balannipa Village. This type of research is quantitative research with a population of 100 respondents using probability sampling. Data analysis techniques using the Chi-Square Test and SWOT analysis. The results of this study explain that of the 6 variables analyzed, the factors that influence low community participation are age (X1) and type of work (X4), so that efforts to increase community participation are formulated, namely budget transparency, overseeing and supervising the use of allocated funds, maximizing manpower and time owned, all forms of aspirations and ideas must be accommodated, considered, and evaluated, manage and maintain facilities, infrastructure, and/or public service facilities in an effective, efficient, transparent, and accountable and sustainable and responsible manner, in the process of exemption land, referring to the Regulation of the President of the Republic of Indonesia No. 36 of 2005 Chapter II Article 4 (1) Concerning Land Acquisition, as well as constructing environmental facilities by paying attention to environmental sustainability aspects life.

FARMER'S PARTICIPATION RATE IN DESA PEDULI GAMBUT PROGRAM

Many factors destroy peat ecosystems, including land fires. The cause of the fire was motivated by economic aspects, namely land clearing for agricultural, plantation, and residential activities. Desa Peduli Gambut Program has main activities: strengthening local knowledge and village community preparedness in dealing with peat fire disasters and non-burning land management. The process requires the participation of farmers as an essential determining factor to ensure the success and sustainability of a program. This study analyzes farmer participation in the DPG program in Teluk Pekedai District. The descriptive quantitative method is supported by qualitative data using Sherry Arnstein's (1969) participation level analysis. The analysis results show that farmer participation in the DPG program in Teluk Pekedai District is at the therapy level. The low level of community participation in a program occurs because the level of government domination in deciding program plans is the cause of problems in program implementation. Farmer participation can increase by the role of the DPG chairperson, the role of the village facilitator, the village government and local government, and all elements of the community (community leaders).

Community Perception and Participation in Mangrove Ecosystem Restoration Effort in Lembar Village, West Lombok Regency

The mangrove ecosystem in the Lembar area has a high ecological role and is used as a pilot area for mangrove conservation and rehabilitation activities in the southern part of West Lombok Regency. Community perception and participation will determine the success of conservation and rehabilitation activities. Therefore, this study aims to determine and describe the perceptions and participation of the community in efforts to restore the mangrove ecosystem in Lembar Village, West Lombok. The research method was carried out through a qualitative research approach with the technique of determining the informant based on the purposive sampling technique. The results showed that community participation in mangrove ecosystem restoration efforts in the Lembar area of West Lombok as a whole showed a low category, this was caused by the characteristics of the community who did not have good knowledge and understanding of the mangrove ecosystem and the benefits of its development. The community's perception of the existence of the ecosystem and its development is categorized as low so that it has an impact on the low level of community participation in efforts to restore mangrove ecosystems.

Constraints related to the Community Management Model for Shared Drinking Water Systems Governance in Coastal Bangladesh

The community management (CM) model has been touted as a superior alternative to state control or privatization with regard to the governance of rural Bangladesh's shared drinking water systems (SDWSs) since the 1990s. Later, especially around the start of the 21st century, this model reached its limit, causing dysfunction in several SDWSs in the country. Due to the increasing institutional and socio-economic constraints, the pure community management strategy is unlikely to lead to SDWSs’ durability. This paper, therefore, investigates the limitations that prevent the CM strategy from maximizing SDWSs’ performance in Bangladesh. To this end, a qualitative case study approach was employed to examine pond sand filters (PSFs)—a shared drinking water system—in the southwestern coastal zone of Bangladesh. The study selected 30 functional and dysfunctional PSFs following purposive sampling from three unions (ten per union) in southwestern Bangladesh. This paper finds that a low level of community participation, lack of management rules, absence of an active maintenance committee and their financial incentive, community’s unwillingness to pay, dominance of the local elite, and lack of external support represent barriers to the success of the CM approach in ensuring the durable functionality of SDWSs in coastal Bangladesh. The findings have major implications for policymakers and practitioners seeking to optimize the community management model to ensure the durable functionality of a shared drinking water system in both rural Bangladesh and similar contexts worldwide.

Biolarviciding implementation in southern Tanzania: Scalability opportunities and challenges

BackgroundThe resistance to insecticides among malaria vectors poses a global challenge in the efforts towards malaria elimination. This calls for an addition of larval control methods such as biolarviciding. However, the implementation of biolarviciding in Tanzania has been very low. Therefore, this study explored factors affecting the implementation of biolarviciding in the councils of Southern Tanzania.MethodsA mixed method descriptive qualitative, cross-sectional study design was used to collect data from 32 community leaders through key informant interviews and 12 Vectors Control Coordinators through in-depth interviews and questionnaire interviews and document review of implementation reports in 12 councils. Data were analysed using ATLAS.ti version 8, where content analysis was performed and SPSS for the quantitative data.ResultsThe study found low implementation of biolarviciding intervention in 9 out of 12 (75%) surveyed councils. All Vector Control Coordinators reported a shortage of at least one type of resources: funds, trained personnel, transport, supply of biolarvicide, and equipment; low community involvement (50%) and low level of community participation 83.3% (10/12).ConclusionThis study highlights resource inadequacy and low community participation as main barriers to the implementation of biolarviciding. Availing adequate resources and strengthening community participation through involvement in all stages of implementation is crucial for successful and sustainable implementation.

Comparison of Characteristics of Posyandu Services During the Covid-19 Pandemic Before and after Revitalization of Posyandu and Empowerment of Cadres through Integrated Program

The Covid-19 pandemic has disrupted maternal and child health services at the Integrated Health Center (Posyandu). Posyandu play central role for early detection of stunting when a child fails to grow to the proper height for his or her age inchildren under five (toddler). Currently Posyandu target to reach at least 80% attendance rate has also not met. Before pandemic, Posyandu has started to even become less attractive, as evidenced by the increasing number of community absenteeism at the Posyandu, from 25.5% (2007) to 34.3% (2018). Weak implementation of Posyandu and the lack cadres’ ability in carrying out their task as one of the factors for the low level of community participation. We aim to provide a pilot intervention to address these issues. The purpose of this study was to compare the characteristics of Posyandu services during the Covid-19 pandemic and after Covid-19 pandemic with interventions given in the form of revitalizing posyandu and empowering cadres. This research method useds descriptive research with survey research design. The population in this study were 85 targeted children in four 4 Posyandus across Ende district. The sampling technique is simple random sampling. The results showed that before the intervention 78.8% of respondents received more than one type of health service and increased to 80% after the intervention. The visiting frequency to posyandu increased from 57.6% to 82.5%, There is a slight decrease in Posyandu’s attendance due to Pandemic, from 77.6% to 75%. It can be concluded that the intervention in the form of revitalizing posyandu and empowering cadres through an integrated program is one solutions to provide improvement in Posyandu services.

IMPLEMENTATION OF PUBLIC PARTICIPATION IN THE MAKING OF REGIONAL REGULATIONS IN NORTH KOLAKA REGENCY ACCORDING TO ACT OF THE REPUBLIC OF INDONESIA NO. 12/2011 CONCERNING THE MAKING OF LEGISLATION

The making of legislation has recently become a subject of discussion among communities, such as the very low level of community participation, arbitrary actions in the making of laws and regulations, the establishment of legislation that seems to be a rushed law product, the Covid-19 pandemic that restrict people to have a gathering to capture the community aspirations, and the establishment of all forms of regulations under the act that may affect people’s mobility in social life.The present study aims to find out the roots of problem concerning the extent of public participation in the making of regional regulations in North Kolaka Regency, Kendari, Indonesia. Therefore, it is expected that the legislation will be issued in accordance with the will of community and the Act of the Republic of Indonesia No. 12/2011 concerning the Making of Legislation, as amended by the Act of the Republic of Indonesia No. 15/2011 concerning Amendments to the Act of the Republic of Indonesia No. 12/2011 concerning the Making of Legislation.The author employed the combination of normative legal research and empirical legal research as the type of this study. The results indicated that the regional regulations that have been ratified will not be well applicable and effective at the implementation level, since they are not in accordance with the instructions for the making of regional regulations as regulated in the legislation. The presence of regional regulations that do not accommodate all the public interests as well as the low level of public participation will then create a new problem among community. For this reason, more comprehensive public involvement is needed, whether in the form of public sharing, FGD (Focus Group Discussion), or the help of experts in Bapemperda and Regional Government who specifically handle the issue on the making of regional regulations. Sustainable Management of Tourism in Pandemic Covid-19

<p>Currently, Tourism is an inseparable part of life in modern society. Tired with routine urban activities, triggering the development of nature tourism as a place of recreation that is most in demand. Therefore, this research was conducted to determine the role of community participation and land-use change in the Kampoeng Ciherang Tourism Area, to realize sustainable tourism management in the Covid-19 pandemic. The method used in this research was data collection using primary and secondary data, by directly observing the current conditions of Kampoeng Ciherang Tourism Area, which was supported by the availability of secondary data from the relevant agencies. This research discussed community participation in the management of Kampoeng Ciherang Tourism Area, and the impact on land use from tourism activities, especially during the Covid-19 pandemic. The results of this study indicated that in managing tourism, the Tourism Area of Kampung Ciherang had not been able to realize sustainable tourism management especially during the Covid-19 pandemic period, this could be seen from the low level of community participation because tourism management was still fully held by the private sector as the owner of facilities and infrastructure and government as supervisors, even though the change in land use did not experience significant changes at the tourist site. If it does not pay attention to sustainable tourism management, it is feared that in the future there will be an uncontrolled conversion of land from these activities.<strong></strong></p>

Implementasi Komunikasi Pelaksanaan Program BUMDES di Desa Pantae Kecamatan Biboki Selatan Kabupaten Timor Tengah Utara

The purpose of this study was to determine and analyze the communication process in the implementation of the BUMDes program in Pantae Village. This research is a type of qualitative research using Organizational Communication Theory in a policy implementation approach, which looks at the communication process within the organization, namely internal communication as well as external communication. Data collection techniques using observation, interviews, and document study. Data analysis used Miles and Huberman's model. The results obtained are that the internal communication process seen from vertical communication is still not running well, instructions for tasks and work from the head of BUMDes to BUMDes executives are not carried out and communication in terms of reporting and accountability is not carried out properly. Horizontal communication in the implementation of the BUMDes program has been carried out well, the process of delivering messages is carried out well, but there are obstacles in the form of frequency for communicating which are still lacking. In the context of external communication carried out by BUMDes, it was found that the communication process between BUMDes and the Inspectorate of TTU Regency had been carried out properly and in the form of formal communication, the obstacle encountered was the inability of BUMDes officials in compiling financial accountability reports which resulted in obstruction of the communication process. While the results of research related to BUMDes communication with the community, it was found that the communication process was not carried out properly. The low level of community participation is caused by the fact that the communication that is built is not participative communication.

Improved Peatlands Potential for Agricultural Purposes to Support Sustainable Development in Bengkalis District, Riau Province, Indonesia

Bengkalis District in Riau Province, Indonesia, has potential peatlands covering 647,962.26 ha or 76.05% of its total land area. Peatlands not only have a function as direct life support, especially by providing area for agricultural purposes, but also ecological functions, such as flood and global climate control. Peatland areas will be arduous to restore if damaged. This condition certainly has negative impacts on the socio-economic aspects of the people living in the surrounding areas in particular. Sustaining the function of peatlands for the ecosystems essentially requires a detailed review of spatial feasibility and socio-economic impacts of peat swamp reclamation. Plants that have been cultivated on peatlands by the community are palm oil, rubber, coconut, coffee, and areca catechu (pinang). On wetlands, in particular, people do sago farming. One of the problems encountered in the utilization of peatlands is the low level of community participation in the development of peatland management policies. As a result, the implementation of these policies is still conflicting, prone to dispute and hard to do.
