Cultivation of green environmental awareness towards cleanliness city in Malaysia

This paper aims to understand the local authorities’ reaction to green environment activities towards clean cities in Malaysia and how they respond to cleanliness awareness among the community. Four (4) cities, such as Melaka, Ipoh, and Muar dan Kuala Terengganu, were selected, and this study embarks on a qualitative research approach involving a semi-structured interview with top personnel from four local authorities. From the reaction point of view, some local authorities reacted positively towards the green environment and cleanliness of the city. Four (4) themes have been produced, such as awareness, which focuses on the daily routine of local authorities. Secondly, enforcement from the local government, with some warning and advice, really contributes to the changes in society’s attitude. Thirdly, support by local authority efforts, including awareness campaigns from electronic and printed media, does have a good impact. Lastly, active involvement from the local authorities regulated many communities in residential areas and had direct links with local communities and NGOs that annually organized green program activities. This study urged the Local Government Act 1976, which the local authorities are responsible for the enforcement activities such as the 3Rs (Reduce, Reuse, Recycle) activities and so on. Local authorities, state governments, and local communities should also help monitor and maintain environmental issues towards a clean city in Malaysia.

Assessing the role of non-state actors in health service delivery and health system resilience in Myanmar

BackgroundDue to the weaknesses of the public health system and its low reach, especially in border areas, provision of health services by non-state actors (NSAs) has historically played an important role in Myanmar. NSAs include local and international NGOs and civil society organisations (CSOs), but also Ethnic Health Organisations (EHOs) in the border areas, as well as the private (for profit) sector. This study aims to understand the changing role of NSAs in the shifting political environment of Myanmar between 2010 and 2022, and to explore their contribution to health system resilience.MethodsOur study includes three main components: a documentary review (n = 22), key informant interviews (KIIs) at central level (n = 14) and two township-level case studies (13 KIIs, 4 FGDs). Mostly qualitative data were collected in 2022 and synthesized, using a health system resilience framework to structure the analysis.ResultsDuring the transition period (2010–2014) and the new political era (2015–2020), while the country gradually transitioned to a democratic system, the government increasingly recognized NSAs. Initially, engagement with NSAs remained focused on disease-specific activities and government oversight was limited, but later it expanded to health system strengthening, including the start of a “convergence” with ethnic health systems. Progress was relatively slow, but defined by a clear vision and plans. The military coup of February 2021 brought a halt to this progress. Collaboration between government and NSAs was interrupted, and NSAs restored previous practices and parallel systems. Initially, most health service provision stopped, but with time coping strategies emerged, which showed the capacity of NSAs to absorb the shocks (focusing on basic services; using informal communication channels; maintaining buffer stocks of supplies) and adapt (changing modes of delivery and supply chains, and adjusting HRH training).ConclusionsThe study highlights the role of NSAs during crises, and provides insights on how the resilience capacities built over time by NSAs to provide services in adverse circumstances have informed the response to the latest crisis. While strategies of absorption and adaptation are noted in the study, we did not identify any transformation strategy – which might indicate the difficulty of NSAs to introduce radical changes when subjected to multiple shocks and a hostile political environment.

Advanced documentation technologies for people-centred preparedness and re-construction in Bela, India

PurposeDespite the recurrence of earthquakes, responses are usually triggered afterwards, lacking mitigation strategies to diminish risks. Damaged dwellings cannot be immediately reinforced to continue inhabitation, generating disruption. Repairs are usually costly, as large numbers of affected constructions make damage assessment difficult, and post-earthquake reconstruction programmes often lack a heritage-specific approach. This research seeks to address these issues through a methodology based on high-end documentation technologies applied to built heritage and local community engagement.Design/methodology/approach The methodology proposed combines different recording tools to capture social and built environment data, such as interviews, mapping, drone capture, photography and 3D laser scanning, in the pilot case study of Bela, a historical settlement in the seismic region of Kutch in Gujarat, India, affected by the 2001 Bhuj earthquake. This paper particularly discusses aspects of community engagement around data capture and representation processes.FindingsThe introduction of advanced documentation technologies can help speed up the process of damage assessment, analyse social aspects that are key to a respectful re-construction, and enhance community engagement through visual representations, which are relevant to social acceptance and understanding towards a meaningful introduction and sustained use in earthquake risk management.Research limitations/implicationsThe methodology proposed can inform similar cases in seismic areas and enhance engagement, helping to develop a sense of awareness in the community regarding the need for preparedness in the face of earthquakes. However, there are technical challenges in using advanced recording technologies in terms of equipment accessibility, skills, knowledge and future uses of the data. Social and cultural aspects, such as caste and gender divisions, also implied disparity in accessing the data and relating it to the research team, bringing forward the need to tailor public engagement to achieve inclusivity. Practical implicationsThis study has practical implications. The most relevant one is how the process of carrying out the research served as a way to raise awareness for future seismic events. In this regard, local academic institutions and non-governmental organisations (NGOs) are critical mediators in reaching the community in greater depth, from which to bridge to external and/or governmental agencies based on existing links and trust.Social implicationsThis study also shows social implications. As a case study-based research, the link developed with the local community will help coordinate actions in case an earthquake occurs and increase cohesion within the community towards a joint aim, in this case, to reduce the risk of disasters due to seismic events.Originality/valueThis paper accounts for a novel approach to documenting buildings in heritage settlements prone to earthquakes that uses the digital record as (1) a basis to assess and intervene in the built environment and better understand how it supports the local community’s ways of living and maintaining buildings; and (2) a platform for local engagement and agency in planning and re-construction as a post-disaster mitigation measure.

Community Participation in Flood Management Systems in Aceh Utara Regency

Flooding remains a persistent challenge in Aceh Utara Regency, representing a complex, cross-sectoral issue. If not addressed through collaboration among various stakeholders, including community groups, it has the potential to lead to new societal problems. This research seeks to assess the effectiveness and impact of using a participatory model in flood management efforts in the region. A qualitative approach was employed, gathering data through in-depth interviews with stakeholders such as local communities, government authorities, and non-governmental organizations involved in flood mitigation programs. The findings emphasize the urgency of adopting a participatory model to enhance the effectiveness of flood management systems. Actively engaging the community in planning, execution, and evaluation processes leads to a deeper understanding of local conditions, needs, and suitable solutions. Key aspects of the participatory model include raising public awareness of flood risks and mitigation measures, improving flood management infrastructure based on community input, creating more accessible and effective evacuation plans, and strengthening the community’s capacity for emergency response and simple mitigation efforts. In conclusion, this study aims to further explore the relevance and effectiveness of the participatory model in flood management in Aceh Utara Regency, ensuring the long-term sustainability of the region's disaster management system.

How NGO staff understand Maslow's hierarchy of needs and MHPSS pyramid in Iraq: a pilot descriptive study

BACKGROUND: The Maslow's hierarchy of needs (Maslow's pyramid) and the Mental Health and Psychosocial Support (MHPSS) pyramid are integral frameworks in humanitarian settings whose aim is to address individual and community needs. However, confusion often arises among non-governmental organization (NGO) workers about the application and differentiation of these models. AIM: This study aims to investigate the extent of confusion among NGO workers in Iraq as regards the Maslow's and MHPSS pyramids, identify the causes of this confusion, and explore its implications in the context of humanitarian mental health support. METHODS: A pilot descriptive study was conducted in December 2023 through an online survey involving 61 local NGO workers from MHPSS components in Iraq. We created a measure to assess the participants’ familiarity with both models, their perceived differences, and their views on the models’ applicability in humanitarian contexts. RESULTS: Male participants represented 55.7% (n=34) of the sample, while females accounted for 44.3% (n=27). Most participants were aged 25–34 (57%, n=35) and 35–44 (34%, n=21). A majority held bachelor’s degrees (67.2%, n=41), with 21.3% (n=13) holding master’s degrees. In terms of occupation, 49.2% (n=30) were engaged in the protection sector (gender-based violence and child protection), followed by health (19.7%, n=12), education (4.9%, n=3), and MHPSS staff roles in other sectors (26.2%, n=16). The study revealed that 54.1% (n=33) of the participants struggled to understand or differentiate between Maslow's and MHPSS pyramids. The causes of this confusion were related to perceived structural similarities (18.03%, n=11), lack of awareness and knowledge about the MHPSS pyramid (63.93%, n=39), and a combination of both (18.03%, n=11). CONCLUSION: The study underscores the importance of better training and education for NGO workers to improve their understanding of the Maslow's and MHPSS pyramids. Addressing this knowledge gap can increase efficacy in humanitarian aid provision, ensuring that individual and community needs are adequately met in crisis situations.

Forest Restoration through Village Common Forests in the Chittagong Hill Tracts of Bangladesh: The Role of NGO Interventions

Non-Governmental Organizations (NGOs) are widely recognized for their support of biodiversity conservation and forest restoration in tropical developing countries. In the Chittagong Hill Tracts (CHTs) of Bangladesh, ethnic forest-dependent communities have long maintained the Village Common Forest (VCF), an ancestral forest managed for community well-being. In recent years, some VCFs in the CHT have received support from local and international NGOs due to their perceived role in supporting biodiversity, ecosystem services, and improving local livelihoods. Although such support remains limited, its impacts on forest restoration and vegetation are not yet fully investigated. In the present study, we used remote sensing techniques and field surveys to measure vegetation cover changes and tree diversity in selected VCFs in the area. Our findings indicate that vegetation condition and tree diversity were better in NGO-supported VCFs compared with those without NGO intervention. Based on our study, we recommend increasing NGO involvement in VCF management with a more holistic and ecosystem-based approach, fostering institutional cooperation addressing land ownership issues, developing a market for forest ecosystem services, and improving local capacity for science-based forest management and ecosystem restoration in the CHT.

Community Engagement and Sustainable Heritage Tourism: Mediating Role of Archaeological Heritage Interpretation

ABSTRACT This article aims to explore the role of archaeological heritage interpretation in promoting sustainable heritage tourism and community engagement. Antandros heritage site in Türkiye is selected as the research case. The study employs qualitative analysis methods, to examine the archaeological heritage interpretation practices implemented by the Altinoluk Association for Recovery Conservation and Sustention of Antandros Ancient City, a local NGO in Altınoluk, Türkiye. The findings highlight the significance of archaeological heritage interpretation in sense-making and creating awareness among visitors about the value of heritage in guiding the preservation, presentation, and promotion of heritage, and engaging communities through a multi-stakeholder approach where a local NGO has a prominent position in incorporating heritage interpretation into sustainable development plans.

Stakeholder perceptions, challenges, and sustainable solutions for achieving safely managed sanitation in Kazakhstan: a case study from a cold region

ABSTRACT In this paper, we present survey results from 30 sanitation stakeholders across the public and private sectors, professional associations, non-governmental organisations (NGOs), and households in the two coldest cities of Kazakhstan. The objectives were to identify the perceived sanitation challenges, document innovative, and traditional solutions employed by the stakeholders to manage sanitation challenges during the cold season, and to propose initiatives and policy interventions to alleviate pressing sanitation issues. Commonly encountered problems included improper installation of septic tanks (e.g. above the frost line) by non-professionals and the difficulty of households to access latrines during heavy snowfall events. Ninety-three percent of respondents expressed that foul odours and sewage overflows were their primary concerns, with only 7% reporting health impacts as a primary concern. There were significant differences in the viewpoints of the respondents regarding the extent of sanitation infrastructure maintenance or upgrades needed in the two cities, suggesting regional differences across the country rather than a uniform national situation. In the context of Kazakhstan, local NGOs were identified as playing a key role in engaging with households to co-devise affordable and sustainable sanitation solutions that are suitable for cold regions, which can then be communicated to other sanitation stakeholders, including the public sector.

Stakeholder analysis and their roles in livestock disease reporting and response in Northern Kenya

IntroductionLivestock are central to pastoral livelihoods. A major constraint in pastoral production is livestock diseases, which is often exacerbated by inadequate surveillance systems. Reporting of disease outbreaks from pastoral communities to animal health workers is one of the challenges that affects effective and timely response to disease outbreaks. This study aimed to understand animal disease reporting and response in pastoral areas of Northern Kenya. Stakeholders, their roles, information flow among them and methods used for both livestock disease reporting and response and their strengths and challenges were identified.MethodsThe study was carried out in Marsabit County, a pastoral county in Kenya. Pretested tools were used to guide data collection through Focus Group Discussions, Narrative and Key Informant Interviews with pastoralists, County government Animal Health Workers, agrovets and private animal health workers, Community Disease Reporters, Chiefs, County Public Health Officers and local Non-Governmental Organization staff. Net mapping was further used where participants drew links among the various stakeholders and assigned them perceived influence and power. Output from thematic analysis, notes taken during data collection and net maps were used to produce a network of stakeholders and their links using Gephi software. Centrality measures were generated and recorded. Perceived power and influence scores were used to produce a graph and the reasons for the scores documented. Methods used for livestock disease reporting and response were obtained from thematic analysis.ResultsA network of 19 stakeholders with 67 links among them was identified. Major stakeholders were the Animal Owners/Pastoralists, Government Animal Health Workers, County Director of Veterinary Services, the Chief and radio based on network indices of Total degree and Betweenness Centrality, and also based on perceived scores of influence and power. Pastoralists had pivotal roles in both livestock disease reporting and response, Government Animal Health Workers (GAHWs) were mainly involved in disease surveillance and mass interventions including treatment and vaccinations. Non-state actors like NGOs and iNGOs collaborated and supported the County Government with resources to manage outbreaks. Various methods were used for reporting diseases, with use of mobile phones highly mentioned while for response to disease occurrences, the methods included trainings and treatment by both Government and Private AHWs and use of alternative veterinary practices by pastoralists. Various challenges constraining livestock disease response were highlighted, the most frequent challenges centered around low numbers and under resourcing of Animal Health Workers.ConclusionThese findings show that designing an efficient livestock disease surveillance system in pastoral areas requires recognition and utilization of all stakeholders and understanding of their roles. Gaps highlighted in disease response should be prioritized by the government and its development partners for improved animal health service delivery in pastoral areas. These inadequacies in livestock disease response have a direct effect on veterinary practice as mandated by the Government of Kenya Veterinary Surgeons and Para-professionals Act. The results are important for guiding policy formulation to support mitigation of disease impacts in similar areas with limited access to quality veterinary services.

Challenging Becomings: Gender Dynamics in the Syrian Medical-Humanitarian Response

ABSTRACT This article analyses gender dynamics in the Syrian medical-humanitarian response in non-government-controlled areas, which proved to be a deeply gendered experience. Drawing on existing literature and interviews conducted in Turkey with women employed by Syrian local NGOs, INGOs, and IOs, it explores the experiences of women health care workers in the response, and the adversity they encountered. Resisting the imagery of the masculine humanitarian archetype, it argues that women’s main quandary was how to gain acceptance as the professionals they knew they were, through a process of experimentation and becoming, drawing on Mattingly's concept of ‘moral laboratories’.

Prevalence of human papilloma virus infection and risk of cervical intraepithelial neoplasia among female sex workers in Mumbai, India.

Cervical cancer, mostly caused by human papilloma virus (HPV), has disproportionately high incidence in developing countries. HPV infection being essentially a sexually transmitted infection, high-risk behaviour women with multiple sexual contacts like female sex workers (FSWs) are at higher risk of co-infection with HPV and of developing cervical precancer and cancer. This study aimed to determine the prevalence and determinants of HPV infection and cervical intraepithelial neoplasia (CIN) among FSWs in Mumbai, India. A cross-sectional study was conducted among 448 FSWs, between the ages of 18-50 years, by collaborating with local non-government organizations working for the health and welfare of FSW communities at sexually transmitted diseases clinics. All FSWs were screened for HPV DNA by hybrid capture II followed by reference diagnosis of colposcopy and/or cervical biopsy. The prevalence of HPV DNA positivity was 35.5% and CIN was 2.2%. Factors significantly associated with HPV DNA positivity were age group younger than 30 years odds ratio (OR = 2.098, 95% confidence interval (CI) 1.408-3.127), Illiteracy (OR = 2.015, 95% CI 1.305-3.112), being single (OR = 2.409, 95% CI 1.558-3.724), less than 18 years of age at time of initiating work as FSW (OR = 3.718, 95% CI 3.718-2.392), having more than five clients per day (OR = 2.078, 95% CI 1.301-3.318), been working as a FSW for more than 5 years (OR = 2.321, 95% CI 1.455-3.701), not using barrier contraception methods (OR = 5.155, 95% CI 3.395-7.827) and having no exposure to human immunodeficiency virus (HIV)/acquired immunodeficiency syndrome (AIDS) education program (OR = 29.153, 95% CI 15.385-55.240). FSWs with a positive HPV DNA test are substantially more likely to have CIN compared to those with a negative test (OR = 7.6, 95% CI 1.59-36.25). The prevalence of HPV infection and CIN was high among FSWs. FSWs with a positive HPV DNA test had a seven times higher risk of developing CIN. The persistence of HPV infection is expected to significantly raise the risk of cervical cancer in the future. It is suggested to have an integrated approach towards cervical cancer screening and HIV/AIDS control activities.

Study of Seasonal Variations in the Physical-chemical Features of the Cauvery Estuary, Southeast Coast of India

Water is a vital element of the environment, supporting life on Earth and being necessary for all living creatures to live. Between rivers and the ocean, estuaries are places with distinctive ecological traits, an abundance of flora and fauna, and a crucial role in hydrological processes and biodiversity. The biological and physico-chemical aspects of aquatic habitats are intertwined. Investigating seasonal fluctuations in the physico-chemical characterisation of the east coast Cauvery estuary in Tamil Nadu is the goal of the current study. The Cauvery Estuary’s physical and chemical properties are known and have an effect on the estuary. Seasonal fluctuations in the climatic and physico-chemical parameters pH, DO, ammonium, nitrate, BOD, sodium, chloride, sulfate, and fluoride content were noted in the waters of the Cauvery estuary. In the future, research on the ecology, biodiversity, and cultural aspects of the estuary species, as well as the determination of the permissible limit for fisheries and aquatic life, may benefit greatly from the initial data on the physical and chemical properties of the Cauvery estuary. In order to protect the Cauvery Estuary, conservation initiatives are started in collaboration with local non-governmental organizations after a thorough understanding of the various factors influencing these ecosystems is obtained.

Community-based natural resource management in Roatan: Strengths and challenges.

This study explored the transformative journey of community-based natural resource management (CBNRM) in the Bay Islands National Marine Park, Honduras, revealing the interplay of cooperation, funding, and communication in fostering successful conservation initiatives. Using a mixed-method approach, we investigated the historical and legislative process and enabling conditions that led to the transition to CBNRM, based on Gruber's 12 key principles. In regards to the present CBNRM system, we looked at its strengths, its challenges, and whether its functioning is seen as satisfying by local resource-users. Findings showed that key CBNRM principles-including an enabling environment, conflict resolution, research-based decision-making, public trust, and monitoring-fostered the transition. Furthermore, satisfaction with reef management and perceived patrol effectiveness, which are pivotal aspects in CBNRM, exceeded 70% in Roatan. Challenges such as strengthening local institutions and enhancing compliance were identified. Nonetheless, co-managers are actively working to resolve these challenges by focusing on enforcement, diverse funding acquisition mechanisms and community participation. The study underscores the pivotal role of local NGOs and collaborative committees in facilitating successful CBNRM. By providing evidence-based insights, we highlight the efficacy of multilevel, co-management models in resource management and emphasize the value of adaptable strategies. These findings contribute to a deeper understanding of CBNRM dynamics in Latin America and the Caribbean, which may ultimately foster successful conservation initiatives in the Global South.

Enhancing quantitative capacity for the health sector in post-Ebola Liberia, a tracer study of a locally developed and owned coding and biostatistics program

Background Despite the demonstrated value of quantitative research in understanding and responding to public health events, analytics capability is not always prioritized or available in settings that would greatly benefit from it. In Liberia, there are no university degree-granting programs in biostatistics or mathematical modeling, promoting dependence on external technical assistance. To address the gap, a local NGO, Quantitative-Data for Decision-Making (Q4D), was founded to enhance capacity and opportunities for analyzing quantitative data among Liberians. Methods To understand the relevance, utility, and impact of the skills being taught at Q4D, a tracer study was undertaken with current and former students. Participants completed an online survey that evaluated how often and in what ways they are applying course skills, as well as any personal or professional advancement they have attributed to their learning of coding and/or biostatistics through the program. Results Among 43 participants, 81% reported a high level of confidence in independently applying skills learned through Q4D classes in their jobs and/or academic programs. Most participants (81%) responded that they were actively demonstrating the skills they acquired; 74% were teaching the skills to others. Among the 83% of employed participants who reported using the skills currently in their jobs, 56% rated the skills they learned as very or extremely useful in their current positions. Several students attributed salary increments, consultancy opportunities, and scholarships to the skills gained through the program. Conclusions Program skills are being applied by students employed in health-related sectors, suggesting that the training content is relevant and useful for addressing some of the workforce’s analysis needs. Moreover, skills built through the program have positively impacted students by preparing them with the skills required for additional employment and training opportunities to advance in-country health research capacity and reduce inequities.

INTERNATIONAL AGENCY INVOLVEMENT WITHIN HANDLING ROHINGYA REFUGEES IN ACEH: FOR THE FUTURE SOLUTIONS

This study explores the management of Rohingya refugees in Aceh, focusing on the roles and responsibilities of key stakeholders such as UNHCR and IOM. Utilizing qualitative methods, including interviews and field observations, the research identifies challenges and potential solutions related to refugee management. Findings reveal that UNHCR is pivotal in providing protection and essential aid to Rohingya refugees, including registration, documentation, and necessities. Meanwhile, IOM plays a crucial role in facilitating orderly migration and human rights advocacy. The study also highlights a shift in local attitudes towards refugees, influenced by media misinformation and political motivations. Both organizations collaborate with the Indonesian government and local NGOs to address these issues, but there is a pressing need for more comprehensive and long-term strategies. Recommendations include improving communication strategies, enhancing integration programs, and addressing the root causes of displacement. The study underscores the necessity for a coordinated approach to support and protect Rohingya refugees and suggests avenues for future research to refine these strategies and improve outcomes for displaced populations.

Determinants Of Adoption Of Soil Conservation Technologies Among Smallholder Farmers In Izzi Local Government Area Of Ebonyi State, Nigeria

The study examined the determinants of adoption of soil conservation technologies among smallholder farmers in Izzi Local Government Area, Ebonyi State, Nigeria. Multistage sampling technique was used to select 160 respondents for the study. Data collected with the aid of structured questionnaire were analyzed using descriptive and inferential statistics. Results showed that farmers in the area had average age of 47 years and operated on 1.5 hectares of land with an average farm income of ₦152,125. Further analysis revealed that the smallholder farmers had an adoption index of 2.21 which implied that they used at least two (2) soil conservation technologies with an average source of information of 2.72 showing that they got information on soil conservation technologies from at least three different sources. Furthermore, results revealed erosion, deforestation, reduced soil fertility and indiscriminate bush burning as the forms of soil degradation existing in the area while adopted coping strategies were crop rotation, use of organic manure, intercropping practices, appropriate use of fertilizer, use of mixed cropping system and planting of trees. The results of OLS multiple regression analysis showed that the coefficient of multiple determination (R2 ) of the regression model was 0.760. This implies that seventy-six percent (76%) of the variations in level of soil conservation technology adoption were accounted for by the independent variables socio-economic characteristics of the smallholder farmers included in the model. The result of factor analysis identified social, institutional and economic factors as constraints militating against adoption of soil conservation technologies among the smallholder farmers in the study area. The rejected hypothesis concluded that there is a significant relationship between the socioeconomic characteristics of smallholder farmers and their adoption of soil conservation technologies in the area. Based on the findings, the study recommends; that local government authorities and NGOs working in areas that are prone to soil fertility losses should introduce programmes that will train and promote soil conservation technologies to be adopted by farmers to improve productivity; provision of Infrastructural facilities such as good road network to ensure easy movement of agricultural inputs to the farmers field; and Agricultural extension services which are saddled with the responsibility of disseminating timely, complete actionable information should be re-positioned and strengthened to ensure smallholder farmers access to information, through appropriate channels.

Environmental Governance of Forests Over Limestone in Guiuan Marine Reserve Protected Landscape and Seascape (GMRPLS), Guiuan, Eastern Samar, Philippines: A Gendered-Age Perspective

Environmental governance of the Forests Over Limestone (FOL) ecosystem is critical, considering its unique and fragile characteristics. However, there is a limited study on the role of gender and age in the perception of stakeholders' participation in forest governance. A survey was conducted in the Forests Over Limestone of Guiuan Marine Reserve Protected Landscape and Seascape (GMRPLS), Guiuan, Eastern Samar, Philippines, to determine the perception of the residents in GMRPLS as to the responsible sectors and groups in the conservation and protection of FOL. The study results showed that men and women of various age groups identified the Department of Environment and Natural Resources (DENR), Local Government Units (LGUs), people organizations, non-government organizations, education, businesses and industries, and the community comprising of men and women of various age groups, e.g., children, teenagers, adults, senior citizens, as stakeholders of the FOL in GMRPLS. The study also tried to determine the relationship between age and the respondents' perception of FOL stakeholders. However, no relationship was found between age and their perception of the various groups responsible for FOL governance. Moreover, a very weak (0.096) relationship between age and their perception that adults are responsible for FOL governance was found at a 0.05 significance level. The results indicate that older people are expected to participate in the environmental governance of the FOL ecosystem. A very weak relationship between age and their perception that men (0.123) and women (0.089) are responsible for FOL governance was also found at a 0.01 and 0.05 significance level, respectively. The results suggest a need to develop and implement policies and programs that will empower women to participate in FOL governance while ensuring equal representation of men and women from various age groups in the management of FOL. The study recommends organizing developmental activities for young men and women from different age groups to promote and instill environmental values so that they continue to support the conservation and protection of FOL as they age.

Beneficiary appointment and delivery planning in a conflict setting

AbstractIn this study, we explore the challenges faced by humanitarian organizations engaged in relief efforts for internally displaced individuals during armed conflicts. Based on our semistructured interviews with three local nongovernmental organizations (LNGOs) in Syria, we introduce a new appointment scheduling problem to improve decision‐making for aid delivery planning in conflict settings. Operating in a highly resource‐constrained environment, these LNGOs face complexities that necessitate effective decision support tools to streamline supply delivery at relief facilities, where a large number of registered beneficiaries are served. Our proposed appointment scheduling problem aims to optimize the allocation of delivery times for various supplies, taking into account the urgency of needs and operational limitations. We present a heuristic that addresses the complexities of the proposed scheduling problem in a flexible way. The heuristic can accommodate simple rules derived from LNGOs' operational policies on the ground, such as imposing a single visit per beneficiary, delivering a single supply type per day, and preallocating time slots to conflict groups. We present a case study based on the Latakia district of Syria to assess the performance of our heuristic and the effectiveness of simplified delivery strategies. Our results not only showcase the efficiency of the heuristic, but also provide valuable managerial insights. We find that cross‐training of staff is more beneficial when supplies are relatively abundant. Furthermore, the simplified delivery policies are effective in certain conditions contingent upon various factors, including supply scarcity, difficulty of travel, and the level of conflict in the population.

Plastic Waste Management: Opportunities and Challenges in Implementing Circular Economy in Gorontalo

Indonesia is known as the world's second-largest producer of plastic waste, and plastic pollution in the country is expected to continue increasing. The beverage industry in Indonesia is one of the fastest-growing sectors, contributing significantly to the rising volume of plastic waste, which has reached 490 thousand tons per year. Therefore, a comprehensive solution is needed to address this plastic waste crisis. One approach that can be taken by the Government and Local Governments throughout Indonesia is to promote a circular economy practice consisting of 5Rs: Reduce, Reuse, Recycle, Refurbish, and Renew. In a qualitative study conducted by the Population Research Center of BRIN and BPS in 2022, the issues of plastic waste in the Gorontalo Province and the policies undertaken by the government, non-governmental organizations (NGOs), businesses, and the community have been documented. This article will descriptively present the practices of plastic waste management in the Gorontalo Province, along with various obstacles and challenges. The research results indicate that a specific pattern of cooperation and collaboration between the Local Government, NGOs, and local businesses with extensive networks is necessary to drive a plastic waste-based circular economy in Gorontalo. Transforming the plastic waste disaster into an economically prosperous opportunity is not impossible with sufficient green literacy, political will, and genuine commitment from all parties involved.

Comparative analysis of water quality index and river classification in Kereh River, Penang, Malaysia: Impact of untreated swine wastewater from Kampung Selamat pig farms.

The Kereh River in Penang, Malaysia, has faced severe pollution for over 40 years due to untreated wastewater from swine farms in Kampung Selamat, discharged via stormwater drains. Despite official claims that all 77 swine farms treat their wastewater to meet regulatory standards, local non-governmental organizations and villagers have challenged this, though their concerns lack scientific backing. This study evaluates the river's water quality by analyzing samples from upstream (US), midstream (MS), and downstream (DS), and from Parit Cina-Parit Besar, a conduit for untreated swine wastewater. Fourteen parameters were measured against Malaysia's National Water Quality Standards (NWQS). Significant differences were found in six parameters: ammonium nitrogen (AN), biochemical oxygen demand (BOD), chemical oxygen demand (COD), dissolved oxygen (DO), total suspended solids (TSS), and oil and grease (OG). While Dunn's post hoc pairwise comparison showed no significant differences among river segments, mean values indicated increased pollution downstream, particularly after the convergence with untreated swine wastewater. River classification worsened, with water quality index dropping from 69.88 ± 11.37 score (Class III) US to 38.49 ± 12.74 and 50.44 ± 3.14 scores (Class IV) MS and downstream, respectively. A significant positive correlation between E. coli and AN (r = 0.71, p < 0.01) suggests a common point source pollutant, particularly the untreated swine wastewater. The river exhibits low oxygen levels and high organic matter and nutrient concentrations, especially MS and downstream, highlighting substantial ecological and public health risks. Effective enforcement of waste treatment regulations and enhanced monitoring are crucial for mitigating pollution and restoring the river's ecosystem. Collaboration between authorities and pig farmers is essential to improve water quality and maintain the river's ecological balance. PRACTITIONER POINTS: Severe Kereh River pollution: Untreated swine wastewater from Kampung Selamat pig farms, primarily via Parit Cina-Parit Besar, has degraded the river for over 40 years. Regulatory non-compliance: Despite official claims, untreated swine wastewater continues to pollute the river, challenging regulatory standards. Significant pollution indicators: Elevated levels of AN, BOD, COD, DO, TSS, OG, and E. coli signal severe pollution midstream and downstream. Water quality index drop: WQI scores classify midstream and downstream sections as polluted, indicating worsening conditions downstream. Urgent need for action: Enforcing regulations, improving wastewater treatment, and relocating pig farms are crucial for restoring the Kereh River.
