Pengaruh Penerapan Sistem Akuntansi Keuangan Daerah, Standar Akuntansi Pemerintahan, dan Kompetensi Sumber Daya Manusia Terhadap Kualitas Laporan Keuangan Pemerintah Daerah (Studi pada Organisasi Perangkat Daerah Kota Bukittinggi)

This study aims to examine the effect of applying the regional financial accounting system, government accounting standards and human resource competence on the quality of local government financial reports (study in the local government organization of Bukittingi City). Research respondents are the Head of Service, Head of Financial Management and Staff of 28 Regional Apparatus Organizations in Bukittinggi City. Meanwhile, the total sample was 84 which was determined by purposive sampling. The technique in collecting data is through a questionnaire. Then the technique for analyzing the data in this study is multiple linear regression using SPSS 25. The study found that the application of the regional financial accounting system showed a significant influence on the quality of local government financial reports. Likewise, government accounting standards and human resource competencies show a significant influence on the quality of local government financial reports. Simultaneously, it was found that the application of regional financial accounting systems, government accounting standards and human resource competencies significantly affected the quality of local government financial reports.

Promoting the Construction of Underground Water Banks for Community Environmental Conservation by Local Government Organization in Thailand

This article presents the results of a study the promotion of building underground water banks in the community by the Local Administrative Organization (LAO), the model of underground water bank construction, and the effect of underground water bank construction on the community environment. The study area was at three LAO in Thailand that succeeded in constructed the underground water banks. The samples were 117 administrators and communities’ representatives. Data were collected by interviews and observations. Data was analyzed by content analysis. The results of the research revealed that there were 2 patterns of underground water banks: 1) closed pattern, which composed of 2 forms: wells form that was built to collect rain water in the area around the house, channel form was built to collect runoff along road edges. 2) open pattern, built in a large area hole which composed of 2 forms: the form of deep channel in shallow canals and the form of digging a deep hole to the bedrock layer in the middle of the pool. The two underground water banks would store water together and link together to form an underground water cable network pump groundwater back up for consumption in the community throughout the year. The promoting construction of underground water banks by the LAO has provided knowledge of how to build it for the people of the communities, supported budgets and materials to build in people’ houses, gardens, farms, fields, and public areas; coordinated cooperation of other agencies, and increased motivation by rewarding communities that build uunderground water banks in all households. It had a positive effect on the community environment as a whole, reduced the problem of flooding and scarcity, increasing soil moisture and using groundwater could enhance the community economy.

Social-media-based crisis communication: Assessing the engagement of local agencies in Twitter during Hurricane Irma

As social media platforms have become vital means of communication, it has become imperative for emergency managers and policy makers to understand how people are interacting with different agencies on these platforms for enhancing community response coordination during disasters. Although many public agencies have already adopted social media platforms for crisis communication purposes, empirical evidence on whether and how these agencies are effectively engaged on these platforms is lacking. This research aims to examine crisis communication activities of a variety of agencies in Twitter (now X) in response to Hurricane Irma in 2017. The study analyzed 13,353 hurricane-related tweets posted by the local agencies from eight counties in East Central Florida as well as federal and state agencies and other nonprofit and private organizations during the hurricane response period. An engagement metric was applied on these tweets to determine which agencies were most active in disseminating information during Hurricane Irma. The results revealed the most engaged local agencies in Twitter during Hurricane Irma for crisis communication and the Emergency Support Functions (ESFs) associated with them in coordinating disaster response activities. The study further investigated Twitter profiles and relevant attributes of these actively engaged agencies, and the contents of the hurricane-related tweets during Hurricane Irma. The study found that local agencies remain active and engaged in Twitter during a disaster compared to other levels of agencies. The ESF representing communication (ESF #2) was one of the most frequent ESFs associated with these active agencies; however, ESF #6 (Mass Care and Sheltering) was also found to be highly utilized. The results also provided insights on crisis communication performance of these agencies in terms of the three dimensions of social media engagement including popularity, commitment, and virality, which are correlated to the counts of like, reply, and retweet of each post, respectively. The study includes recommendations to local government and partner organizations and emergency managers to improve crisis communication in social media and suggests future research directions.

Multi-Method Comparative Analysis of Hydroclimatic Trends and Variability in Dry Creek Catchment, South Australia

AbstractThe trend and variability of hydroclimatic variables over time are apparent in seasonal creeks, especially those located in urbanized areas. Understanding hydro-climatic trends in urban areas is crucial for the sustainable management of water resources and the environment. This study aimed to explore the spatiotemporal variability and trends of hydroclimate variables as well as the potential connection between rainfall and streamflow in Dry Creek catchment, South Australia. The trend-free pre-whitening Mann–Kendall (TFPW-MK) test and Innovative Trend Analysis (ITA) were utilized to examine the monotonic and nonmonotonic trends, respectively, and multiple statistical tests were employed to examine the change points in the hydroclimatic time series. Sen’s slope, Simple Linear Regression (SLR), and ITA were used as alternative approaches to assess the magnitudes of change and overcome the limitations in the underlying assumptions of the various methodologies. The variability in the hydroclimate time series was estimated using several indices, such as the coefficient of variation, seasonality indices, flashiness index, and mean zero flow index. The analyses revealed important findings, notably the high variability of rainfall and streamflow during dry periods. Streamflow displayed greater variability compared to rainfall, with high CV values recorded both seasonally and annually. Furthermore, there was a significant upward trend in seasonal rainfall during winter. Additionally, the maximum and mean temperatures demonstrated a statistically significant increase, which can be attributed to global warming and significant urbanization in the catchment area. Comparative analysis has confirmed that the ITA has superior detection capabilities for nonmonotonic trends, outperforming other methods. It excels at presenting graphical representations that accurately depict trends, effectively differentiating between low, medium, and high values. The strong relationship between rainfall and streamflow demonstrated by the Tanh curve suggests that rainfall is the most reliable predictor of streamflow. The outcomes of this investigation are expected to support local governmental organizations and decision-makers in comprehending the spatial and temporal features of rainfall, as well as its correlation with streamflow. This information will further assist in developing flood and drought mitigation strategies backed by empirical evidence. Graphical Abstract

Local Self-Government Autonomy in Saint Petersburg

In modern history, public authority has expanded its political and legal interpretation. By an amendment to the Constitution of the Russian Federation from 2020 on improving the regulation of certain issues of the organization and functioning of public authority, the bodies of local self-government were included among the bodies of public authority. Based on Article 132 of the RF Constitution, LSG bodies entered the unified system of public authority in the Russian Federation and began to cooperate with state authorities for the most effective resolution of tasks in the interests of the population residing in the respective territory.The European Charter on Local Self-Governance defines and the Constitution of the Russian Federation enshrines the historical and legal basis for the establishment of local self-governance in a particular territory — its autonomy. The cultural and historical peculiarities of the inhabitants of these territories must be taken into account.The people of St Petersburg exercise their constitutional right to exercise power through local government. It has its own cultural code, which is expressed in special history, local customs and traditions, a multinational population, and a multitude of confessions. Local self-government is represented by 111 inner-city municipalities and 1 Council of Municipalities. Local government is regulated by the law on organization of local government in St Petersburg. The degree to which the residents’ right to power, and thus political stability in the region, depends on the quality of the local government’s performance of its powers.The 2019 municipal elections changed the quality of the representative bodies by supplementing them with independent, non-systemic deputies. This circumstance allowed for a different perspective on the specifics of local government and the functioning of LSG bodies. In the opinion of the authors, this renewal is not so much the desire of the population of the metropolis to change the composition of the representative bodies, but rather the consequence of a consistent government policy of centralizing local self-governance. After the incorporation of local self-governance into the system of public authorities and the artificial subordination of its legal nature to the needs of state power, the managerial principle of federal megacities of urban unity became the main reason, exploiting which, as a screen, the state power consistently deprives LSG bodies of independence, reducing the financial basis, the number of issues of local significance, and traditionally local functionality.The article attempts to determine the level of autonomy of LSG bodies of St. Petersburg, the direction of the vector of normative-legal regulation of state power in relation to the constitutional institution, to analyze the results of the findings, to draw conclusions and to assess the level of autonomy of local self-government in the political aspect, as well as the possible consequences of such state policy on the ground.The aim of this article is to provide scientific substantiation of necessity of certain decisions of state power bodies with the aim of preventing governmentalization of local self-government in St. Petersburg, to offer concrete measures for decision-making by state power bodies.

A study of the decentralised administrative arrangements between the central and local governments in Bangladesh during the COVID-19 pandemic crisis

PurposeDecentralised administrative arrangements and the active function of local government organisations are essential to tackle crisis effectively. Using Bangladesh as a case study, this paper examines the central and local government administrative arrangements during COVID-19 pandemic.Design/methodology/approachThis study applies qualitative content analysis and interviews to explore the local government’s role in Bangladesh’s COVID-19 management by interviews of 18 participants including government officials, experts, non-government organisations (NGOs) representatives, and the general public. This paper also analysed academic papers, policy documents and other publicly available documents, including newspaper reports.FindingsThe Constitution of Bangladesh intensified the active participation of local government in each administrative unit through decentralised administrative management. This paper however reveals that the administrative arrangement during the COVID-19 pandemic in Bangladesh was primarily a centrally led system. The local government was not sufficiently involved, nor had it integrated into the planning and coordination process. This indicated the absence of active decentralised administration.Originality/valueThis study fills the research gap of the administrative pattern and local relations in COVID-19 management by exploring the local government’s role during the catastrophic situation and highlights the importance of decentralised administrative actions in managing the crisis.

From conceptualization to practice: enhancing economic resilience at the local government level in Australia

ABSTRACT Seven principles of resilience developed by Stockholm Resilience Centre were adopted as a central framework from which practical objectives were identified to support local government organizations, and small local businesses to enhance their level of resilience to natural disasters. Discussions and interviews with local government executives from four coastal, local governments in Australia were undertaken to refine each economic development objectives to ensure utility and relevance. The final suite of practical objectives aims to respond to socio-ecological system features such as slow and fast variables, feedbacks and thresholds that create climate risks for businesses, and consider the sector and individual businesses’ learning capacity, participation and self-organization. We consider that these important objectives provide a pathway that enable small businesses, central to the local economic sector to self-assess their risks, and develop longer term adaptive and transformative strategies beyond preparedness and recovery. The significance of this research is in its ability to translate and anchor conceptual understandings of socio-ecological systems and resilience theory into a set of practical and useful objectives for local governments and small businesses to combat their vulnerability to natural disasters.

The relationships amongst career patterns, neutrality and organizational performance: the case of local government organizations in South Konawe District, Indonesia

PurposeThis paper aims to investigate the relationships amongst career patterns, neutrality of the state civil apparatus, and organizational performance of the local government in South Konawe District, Southeast Sulawesi Province in Indonesia.Design/methodology/approachData were analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM) to investigate the relationships between variables through direct and indirect influence testing.FindingsThe findings reveal that career patterns influence neutrality and organizational performance. Neutrality of the state civil apparatus in politics mediates career patterns and local government organizational performance. The findings indicate that, first, promotions most significantly influence the organization’s neutrality and performance. Second, demotions have the least influence on the organization’s robustness and performance.Originality/valueThis paper is among the first to examine the relationships amongst career patterns, neutrality, and organizational performance. Recommendations are provided to improve neutrality and organizational performance, that is, the need to increase promotions and reduce demotions.

CONCEPTUAL FRAMEWORK OF SERVICE INNOVATION FACTORS INFLUENCING TO ORGANIZATIONAL PERFORMANCE OF MUNICIPALITY IN THAILAND

Introduction: The development of Local Authoritative Organizations (LAO) in Thailand has continued for a long time, amid efforts to centralize power especially since the civil service reform and national political factors in each period have always affected changes in Local Authoritative Organizations (LAO). According to the decentralization plan of the Act on Decentralization Plans and Procedures for Local Administrative Organizations, there are guidelines for transferring missions to local authoritative organizations in 6 areas: 1) infrastructure, 2) quality of life promotion, 3) community organization, society and maintaining peace and order 4) investment, commerce and tourism promotion 5) management and conservation of natural resources and the environment 6) arts and culture, traditions and local wisdom. Currently, there are a total of 7,848 local authoritative organizations, excluding Bangkok Metropolitan and Pattaya City.

Multi-country case study on school health policy and its implementation in relation to COVID-19 control in Micronesia Small Islands Developing States

IntroductionThe COVID-19 pandemic caused school closures and rises in mental illness and non-communicable disease among school children worldwide. The Pacific Small Islands Developing States (SIDS) were also affected, but school health activities, which can effectively reduce negative effects of COVID-19, were not widely implemented compared to other Asia-Pacific countries. This study examined current school health implementation and related policies at national, local, and school levels in the Micronesia SIDS according to phases of COVID-19 control.MethodsMulti-country case study targeted the Federated States of Micronesia (FSM), Republic of the Marshall Islands (RMI), and Republic of Palau (ROP). These studies focused on school health implementation periods according to the PPR (Prevention, Preparedness, and Response) concept: Phase #1: prevention/preparedness, #2: early phase response, and #3: chronic phase response/recovery phase. Data were collected through policy document reviews that identified school health policies related to COVID-19 controls in the three phases and key informant interviews (KIIs) with 44 key informants (FSM, n = 14; RMI, n = 18; ROP, n = 12) whose work related to school health. The collected data were analyzed using content analysis methods according to the conceptual framework in this study.ResultsThis study identified three factors of school health implementation related to COVID-19 controls: promotion of decentralized education (FSM), implementation of COVID-19 controls in the school community (RMI), and disaster management for the protection of students including response to infectious disease (ROP). In Phase #1, no country had established a school health policy. In Phase #2, three enablers were identified in FSM and ROP, as reflected in COVID-19 controls by the education and health sectors. In Phase #3, RMI implemented COVID-19 controls in the school community. Documents on youth policy and disaster management in ROP were updated to reflect the chronic phase response and response to future public health crises.ConclusionsA decentralized education was instrumental in immediately implementing COVID-19 control measures in schools at national and local levels for coordination between education and health sectors. Despite each county’s multi-sectoral approach to engage COVID-19 controls in schools, local government organization requires strengthening and implementation of the formulated school health policy. In preparation for the next public health crisis, school health should be promoted that is integrated into both infection control and disaster management.

Enhancing Internal Control Mechanisms in Local Government Organizations: A Crucial Step towards Mitigating Corruption and Ensuring Economic Development

Corruption poses a significant challenge to economic development and governance worldwide, with its detrimental effects permeating various levels of society. In the context of Greece, where corruption has been a longstanding issue, the role of internal audit mechanisms within local government organizations (LGOs) emerges as paramount. This paper presents a comprehensive analysis of the internal control landscape within LGO revenue departments, focusing on factors influencing its effectiveness and proposing strategies for improvement. Drawing upon survey data and regression analyses, this study highlights the crucial role of robust internal control mechanisms in combating corruption and fostering economic development. The findings underscore the importance of competent personnel, legislative compliance, interdepartmental collaboration, and technology utilization in enhancing internal control practices. Despite existing legislation, gaps in internal control implementation persist, including understaffing, inadequate procedures, and limited access to information. This study emphasizes the transformative potential of effective internal audit measures in mitigating corruption at the local level, thereby contributing to broader economic growth and societal well-being. Recommendations for strengthening the internal control structures within LGOs include the formal establishment of internal audit functions, adherence to professional standards, and the promotion of information system utilization. By addressing the corruption and inefficiencies within LGOs, this research underscores the pivotal role of institutional effectiveness in promoting transparency, accountability, and sustainable economic progress.

Assessment of the prevention and problem solving of drug problem with participation in schools under the local administrative organization in Sisaket province

The objectives of this research were (1) to assess the suitability and feasibility of participatory approaches for the prevention and solution of drug problems of schools under Sisaket Provincial Administrative Organizations and (2) to create a consensus proposing a leadership development model that influences driving effectiveness, management and performance on drug prevention of schools under the local government organization. The informants were the study administrators and teachers who were responsible for prevention and correction drug problem of school, each group of 5 people, and the total of 10 people, obtained by purposive selection. The research instrument was a semi-structured interview. The interviews were conducted during January to March 2023. The research results showed that (1) Participatory approaches for the prevention and solution of drug problems of schools under the local administrative organizations in Sisaket Province of every created item had a suitability assessment at a level higher than the specified criteria and the possibility of implementing the guidelines; and (2) leadership development model that influences management and results of drug prevention operations in schools under the local government organization can be summarized in 5 issues: (1) raising awareness and education (2) developing communication skills (3) building trusted teams (4) being a good role model, and (5) self-reflection and assessment.

Research on the Legal Status of Urban Governments: from the Practice of Thu Duc City, Ho Chi Minh City, Vietnam

Objective: The article studies the legal status of city government in centrally run cities through legal regulations as a basis for the organization, operation, and construction of city government in Centrally run cities: From the practice of Thu Duc City, Ho Chi Minh City, Vietnam. From there, the authors proposed to improve the system of legal regulations related to the organization and operations of the Thu Duc City government. Method: The article is conducted based on synthesizing and analyzing international documents, thereby drawing out achievements and shortcomings of laws related to the organization and operation of government. Thu Duc City's authority in the process of organizing and implementing regulations in practice. In addition, the authors also conducted a survey of 300 votes on three related subjects: managers of Ho Chi Minh City and Thu Duc City; department-level managers in Thu Duc City; Ward-level People's Committee; and people in Thu Duc City about the legal regulations as a basis for perfecting the legal status and organization, operation and construction of the government of Thu Duc city and Ho Chi Minh City. Results and Discussion: The city-within-a-city model has existed and developed in several countries around the world such as China, Korea, Japan, and the Philippines. However, the city government model in centrally run cities in Vietnam is completely new, so there are still many legal problems, as well as practical implementation. Therefore, this article summarizes the legal regulations as a basis for building the Thu Duc City government, based on analyzing the achievements and shortcomings of the law related to the organization. and activities of the Thu Duc City government in the process of organizing and implementing regulations in practice. From there, the authors proposed to improve the system of legal regulations related to the organization and operations of the Thu Duc City government. Discussion: The government organization model in a special administrative-economic unit like the Thu Duc City government comes from the special and unique features of the objects managed and served by the government apparatus, Therefore, it is necessary to have certain characteristics in terms of position, role, function, authority, organizational structure, and operating methods, which are not completely similar to the local government organization model at the same level of the whole country. country, according to the general provisions of current Vietnamese law.

Information Technology Governance and Performance of Local Government Organizations: Testing Mediation Role of Accounting Information System Quality

This study aims to empirically test the role of effective information technology (IT) governance on local government organizations' (LGOs) performance with the quality of Accounting Information System (AIS) as a mediating variable. The samples of this study are LGOs in Yogyakarta, Indonesia. A total of 140 LGO officials, users of AIS software, are selected as the respondents. Data was collected through questionnaires. The minimum number of sample size is determined using the PLS-based 10 times rule of thumbs approach. This study uses Partial Least Square (PLS) to examine the relationship among variables. The results revealed that effective IT Governance did not increase LGOs' performance directly, but it should be through AIS quality as a mediator. This research results provide valuable input for LGOs particularly in emerging economies to enhance their performance by paying attention to the correlation between effective IT governance and AIS quality.

Pengaruh Kompetensi Terhadap Kinerja Pegawai di Lingkungan Inspektorat Kota Cimahi

The city of Cimahi is a small city when compared to several other cities in Indonesia, especially in West Java, but has a variety of interesting things, so it is called campernik. Currently, the City of Cimahi is not only burdened by the dense population and its demographic characteristics and diversity which have implications for the presence of urban problems, but also by the high demand for health, education, infrastructure and other general urban problems such as sanitation and unemployment. This problem is of course a shared responsibility, especially regional apparatus such as offices, agencies, sub-districts and sub-districts in Cimahi City according to their respective work areas. In the framework of administering the government, regional apparatuses become local government organizations that have responsibility to the Mayor of Cimahi with the assistance of supervision by the Inspectorate through the Regional Secretary. Quantitative methods were used in this study with a population and sample of 34 employees in the Cimahi City Inspectorate. The type of data used is primary data obtained through distributing questionnaires to all employees. The results of this study are that there is a significant influence between competency and employee performance variables in the Cimahi City Inspectorate environment of 97.7%. This shows that the better the competence of employees in the agency, the performance of employees will also increase.

Pengaruh Pelayanan Online oleh Disdukcapil Terhadap Kepuasan Masyarakat Kota Cimahi

Public services, especially the quality or level of service provided by government employees to the community, is often one of the problems that often arise in public relations with local governments. Service standards that must be offered by the government as a provider of public goods and services have increased. The Cimahi City Population and Civil Registry Office is a local government organization that has the responsibility of making residence documents for various kinds of goods needed by the community. The research objective is to find out the effect of online services by Disdukcapil on community satisfaction. The method used is quantitative with a total of 31 respondents. The analysis technique used statistical analysis through regression, correlation, determination, and hypothesis testing. The results show that online services (X) have a simultaneous effect on community satisfaction (Y). The remaining 14.3% is influenced by other factors that are not present in this study. This shows that the better the online services provided by officials at the Population and Civil Registration Service, the more people's satisfaction will increase.

Policy Change Process of Suwon City’s Participatory Budgeting System Applying Kingdon’s Policy Stream Framework

This study aims to analyse the amendment process of the resident participatory budgeting ordinance of the Suwon City Government by applying Kingdon's Policy Stream Framework, and to explore ways to activate the participatory budgeting system. This study examines the three streams in the Kingdon’s Policy Stream Framework influenced by the revision of the participatory budgeting ordinance and identifies who played a leading role. In particular, this study analyses to resolve the structural limitation of the system and suggests ways to revitalize the system. As a result, it is necessary to audit the political stream of Kingdon’s 3 policy stream in order to legislate a new system such as the participatory budgeting system. The political stream is the most influential in deciding whether to introduce participatory budgeting. It is also important to make a cooperative network among local government, local council and Non-Governmental Organisations (NGOs) in order to solve the structural limitations of the participatory budgeting system, such as the lack of professionalism and representatives of the residents.

Toward an Organizational Ethics Culture Framework: An Analysis of Survey Data From Local Government Managers

This research explores what public managers think about the elements of an ethical organizational culture predominately discussed in the literature. It develops a multidimensional framework of these elements and uses it to explore data from a national survey of local government administrators. The framework is derived from the literature in public administration on organizational ethics. This research tests the organizational ethics framework on city managers, one type of public manager. The results of the survey at the local level showed a need for more priority setting in public administration on ethics and organizational culture. Our major finding is that an ethical organizational culture is multidimensional, containing six main elements. Together these should be understood to explain the ethics culture in local government organizations and potentially other governments.
