Households’ entry into non-farm entrepreneurship and the market exit of enterprises in rural Ethiopia

Purpose This paper examines household and community characteristics that influence the entry of rural households into non-farm entrepreneurship and investigates the various factors that influence the market exit of non-farm enterprises (NFEs).Design/methodology/approach The authors use data from three rounds (2011/12, 2013/14 and 2015/16) of the World Bank’s Living Standards Measurement Study – Integrated Surveys on Agriculture (LSMS-ISA). The authors employ panel logit and multilevel logit models to examine the probability of opening one or more enterprises and the enterprise exit rates.Findings Results indicate that the likelihood of starting a NFE is positively associated with primary education attainment, access to credit, experiencing idiosyncratic shocks and availability of formal financial institutions. Age, higher education attainment and rising farm input prices constrain entry into non-farm entrepreneurship. The enterprise exit rate is negatively associated with small-town residence, wealth, access to tar/gravel roads and cellphone communication.Practical implications Policymakers and administrators should strive to address the challenges that communities face in transportation, communication and financial services. Policies aimed at stabilizing prices and increasing access to mobile communication, primary education and road infrastructure could help expand the rural non-farm sector.Originality/value Previous studies primarily examined the determinants of participation in NFEs at a given time using cross-sectional data. Large-scale agricultural land investments and food security in Nigeria

The study examines how large-scale agricultural land investments (LIs) affect household food security in Nigeria. It is one of the few studies in Nigeria that offers new empirical insights into household food security. Precisely, it unravels how LIs affect the livelihood outcomes of households in communities where LIs operate compared to households in communities without such LIs. This study engages the mixed methods of analysis involving quantitative and qualitative techniques. The quantitative data is drawn from the Living Standards Measurement Study-Integrated Surveys on Agriculture (LSMS-ISA) utilising the Logistic regression technique. The qualitative aspect of this study involved fieldwork conducted in two distinct Nigerian states: Kwara State, situated in the North-Central region, and Ogun State, located in the South-West region. The qualitative findings further enrich the quantitative findings. It also helped to investigate the nature of jobs households engaged in and also the employment density of the investors’ farms which could not be done using the national representative data (LSMS). The results indicate that households in communities without land investments have 0.2% higher likelihood of being more food secure than households in communities with land investments and it is significant at 5%. The qualitative analysis reveals several key insights, including the observation that female headed households in communities with LIs are less likely to be food secure, receive less wages, and spend more time in communities with LIs. Government should put in place policies (for example, compensation policies) that will ensure that land deals are properly monitored and structured to benefit and protect the host communities. If the government fails to properly regulate land deals, rural people will always suffer. Also, they should monitor and control the activities, and the type of crops grown in investment farms so that land investments can bring about the desired benefits such as improvement in household livelihood and enhance food security in the communities where they exist.

The effect of land tenure across food security outcomes among smallholder farmers using a flexible conditional difference-in-difference approach

ABSTRACTThe paucity of literature on the influence of land tenure across a range of food insecurity outcomes may impede a complete analysis in developing countries. This paper examines the association between land tenure and food security among 1434 sampled smallholders from the Nigeria Living Standards Measurement Study-Integrated Surveys on Agriculture (LSMS-ISA) three-round panel dataset. The data were analyzed by a flexible conditional difference-in-difference model and a generalized ordered logit regression. The regression results showed that smallholders who owned land and acquired plots for free were less likely to have high Household Dietary Diversity Scores (HDDS). On the other hand, owners of family-inherited plots were more likely to consume diverse diets and hold more assets. Holders of informal land documents were more likely to be food secure by having a low food expenditure share, high HDDS and Livelihood Coping Strategy (LCS). Meanwhile, perceived rights to mortgage land for a loan may be enhanced with having formal land certificates than informal land documents. The study concluded that formal land governance should recognize land ownership via family inheritance and holding informal land documents to support smallholder food security by increasing their dietary diversity and lowering their food expenditure shares.

How do forests contribute to food security following a weather shock? Evidence from Malawi

Rural residents in developing countries are particularly vulnerable to shocks related to weather events. In this context, forests are frequently presented as safety nets, especially for households with limited risk-management options. This analysis aims to provide further evidence on the effectiveness of such safety nets. Specifically, the objective of this work is to analyze the extent to which forests serve as an effective safety net for food security when other potential risk-management options are available, or not, in rural areas. Focusing on agricultural households in Malawi, we combine several rounds of observations from the World Bank's Living Standards Measurement Study-Integrated Surveys on Agriculture (LSMS-ISA) with geospatial data on forest cover and a drought index based on both precipitation and temperature. Our results show that forests play an important role in protecting households’ diets in the aftermath of a weather shock, especially amongst those that appear to have limited insurance options, and/or that may need to further diversify their portfolio of potential insurance mechanisms to cope with a shock. By looking at food security, we highlight both the market and non-market benefits of forest resources in the aftermath of a shock. Moreover, we provide additional empirical evidence on the characteristics of households that depend on forest resources during challenging times. Overall, in light of the fundamental role forests play for human and planetary health, these findings shed light on the need to preserve forest access to forest-dependent communities and strengthen the sustainable management of forest resources.

Factors Affecting Food Security among Households in Nigeria: The Role of Crop Diversity

Agriculture is central in order to achieve nutrition goals through the provision of food, energy and essential micronutrients for the physical and mental development of humans. Dietary diversity is a good indicator of human food security status. Using a dataset obtained from the World Bank’s Living Standards Measurement Study—Integrated Surveys on Agriculture (LSMS-ISA), this paper examines the linkages between crop diversity and food security (measured as dietary diversity) among farming households in Nigeria using ordinary least squares, Poisson regression, and instrumental variables (IV) Poisson regression to estimate the relationship. In addition, we investigate the determinants that lead to the consumption of each food groups considered for generating dietary diversity using a logit regression model. The results show that food expenditure, asset ownership and location of households are the key factors driving the types of food consumed by the households. Furthermore, increased food expenditure and access to credit were found to positively influence food security. The result established a positive and significant relationship between crop diversity and dietary diversity. Our findings call for more attention to diet diversity, as well as the need to harmonize the roles of rural income improvement, especially through non-farm livelihood diversification in tackling multiple nutritional deficiencies in Nigeria.

Land Tenure and Agricultural Investment: Do Ugandan Polygynous Households Comport with Theory?

Secure land tenure is critical in enabling farmers to make productivity-enhancing investments. While substantial research exists on the relationship between property rights and investment, this relationship is complicated in the presence of polygyny and customary law. If households are acting according to theory, we would expect households to make investments in land held under more individualized and secure tenure (non-customary). We test if this pattern holds across household types, namely monogamous vs. polygynous households in Uganda. Using five waves of the Uganda Living Standards Measurement Study-Integrated Surveys on Agriculture (LSMS-ISA), we measure the effects of parcel tenure on both fertilizer and long-term agricultural investment across different marriage structures. Our results suggest that customary land tenure in monogamous households leads to a decrease in organic and inorganic fertilizer use, and a decrease in the likelihood of erosion prevention and planting perennial crops. Contrary to expectations, polygynous households invest more in fertilizer and fallowing on customary land. Our results suggest that land privatization, without concurrent attention to customary law and marriage structure, could have a deleterious effect on investment incentive mechanisms.

ICT adoption and youth employment in Nigeria's agricultural sector

PurposeThis paper argues that through information and communication technology (ICT) adoption, the youth will be engaged in all nodes of the agricultural value chains, thereby improving the level of employment and reducing post-harvest losses. The study examines the determinants of ICT adoption among the youth. In addition, it estimates the impact of ICT adoption on youth employment in agriculture towards the actualisation of the Sustainable Development Goals (SDGs), particularly SDG-8, to promote inclusive and sustainable economic growth, productive employment and decent work for all.Design/methodology/approachThe study engages data from Wave 4 (2018/2019) of the Living Standards Measurement Study – Integrated Surveys on Agriculture (LSMS-ISA). The logit regression, the propensity score matching and the inverse probability weighted regression adjustment are used as the estimation techniques.FindingsThe study underscores that educational level, access to electricity, location, age and income are significant determinants of ICT adoption among the youth. The findings also show that the youth's average weekly engagement in agricultural activities is about 24 h. In addition, the result reveals that ICT adoption can increase youth agricultural employment by approximately 21%. The mean difference indicates that those with access to ICT participate in agricultural activities more than their counterparts without ICT access by 29.46%.Research limitations/implicationsOne of the limitations of the study is that some of the variables such as insecurity, social protection/safety nets, that may have a significant influence on youth agricultural participation where not included in the model due to data constraint. As a recommendation for further studies, given data availability, such variables should be considered when examining youth-agricultural employment nexus.Practical implicationsSince ICT adoption has a significant impact on agricultural employment, this study proposes improved infrastructure facilities such as reliable power supply, lowering the cost of mobile and data subscriptions and better education facilities should be prioritised at all localities. This will enable the youth to embrace agriculture and help improve their socioeconomic welfare and livelihood.Originality/valueUsing Wave 4 of the LSMS-ISA, logit regression, propensity score matching and the inverse probability weighted regression adjustment, makes this study one of the very few to examine the impact of ICT adoption on agricultural employment among the youth in Nigeria. It implies that this study has provided empirical evidence and expanded the frontiers of knowledge on the extent to which ICT adoption influences youth agricultural employment in Nigeria.

Large-scale agricultural investment and female employment in African communities: Quantitative and qualitative insights from Nigeria

This study examines how large-scale agricultural investments (LSAIs) affect employment outcomes of female-headed households in Nigeria. It focuses on wage income and labour allocations of households in communities where LSAIs occurred in comparison with households in communities where LSAIs did not occur. It engages a mixed method approach, which involves the quantitative and qualitative. The quantitative data was sourced from the Living Standards Measurement Study-Integrated Surveys on Agriculture (LSMS-ISA), which was analysed using Propensity Score Matching (PSM). The qualitative analysis entails in-depth interviews (IDIs) and focus group discussions (FGDs). The results show a positive relationship with the household income living in communities with LSAIs, but a negative association with labour allocation to agricultural activities. Also, the findings indicate that households in communities where LSAIs took place received higher wages and spent fewer hours in agriculture. Though, female-headed households spent more time on agricultural activities than the male-headed households, they earn less. The analysis from the qualitative study show, among others things, that female-headed households spent more time on off-farm business despite the fact that they earn less. The study concludes by recommending that the possible adverse employment effects of LSAIs could be reduced by optimising its positive impact, especially with respect to female-headed households in rural communities where most of such investments occur.

COVID-19 Pandemic, household income and coping strategies in Nigeria

This study analyzed the effects of the COVID-19 pandemic on household income and the determinants of coping strategies in Nigeria, using the combination of the COVID-19 National Longitudinal Phone Survey data and the fourth wave of the General Household Survey, Panel 2018-2019. The fourth wave of General Household Survey, Panel 2018-2019 data is part of the World Bank's Living Standards Measurement Study–Integrated Surveys on Agriculture (LSMS-ISA) and the National Bureau of Statistics of Nigeria collected the data in collaboration with the World Bank and funded by the Federal Government of Nigeria and the Bill and Melinda Gates Foundation. The COVID-19 National Longitudinal Phone Survey 2020, Baseline was implemented by the National Bureau of Statistics in collaboration with the World Bank. The analyses were based on multinomial logistic and multivariate probit models. Multinomial logit regression analysis shows that households that consider the pandemic a substantial threat and households with older heads were more likely to have decreased income while households that received transfer income and self-employed were more likely to have increased income. Several household characteristics exhibited different levels of influence on the choice of coping strategies during the lockdown. Therefore, policy options and support facilities should be developed to foster meaningful (wage/self) employment and coping strategies to achieve optimal results in response to the pandemic.

Is climate exacerbating the root causes of conflict in Mali? A climate security analysis through a structural equation modeling approach

Climate continues to pose significant challenges to human existence. Notably, in the past decade, the focus on the role of climate on conflict and social unrest has gained traction in academic, development, and policy communities. This article examines the link between climate variability and conflict in Mali. It advances the argument that climate is a threat multiplier, in other words, climate indirectly affects conflict occurrence through numerous pathways. We take the view that maize production and household food security status sequentially mediate the relationship between climate variability and the different conflict types. First, we provide a brief review of the climate conflict pathways in Mali. Second, we employ the path analysis within the structural equation modeling technique to test the hypothesized pathways and answer the research questions. We use the Living Standards Measurement Study-Integrated Surveys on Agriculture (LSMS-ISA), a nationally representative data from Mali merged with time and location-specific climate and the Armed Conflict Location and Event Data (ACLED) data. Results show that an increase in positive temperature anomalies when sequentially mediated by maize production and household food security status, increase the occurrence of the different conflict types. The results are robust to the use of negative precipitation anomalies (tendency toward less precipitation compared to the historical norm). Our findings highlight two key messages, first, the crucial role of climate change adaptation and mitigation strategies and interventions on influencing household food security status and thus reducing conflict occurrence. Second, that efforts to build peace and security should account for the role of climate in exacerbating the root causes of conflict.

Market access, household dietary diversity and food security: Evidence from Eastern Africa

Improved access to markets can influence household dietary diversity, consumption expenditure, and food security through multiple pathways. Market access can increase smallholder farmers’ income through decreased transaction costs, improve diet quality, and reduce poverty and household food insecurity. Improved market access also expands the variety of food available, opening opportunities for consumption diversification. We examine the association between market access and household dietary diversity, consumption expenditure, and food security in the Eastern African countries of Ethiopia and Tanzania using nationally representative panel data from the World Bank’s Living Standards Measurement Study-Integrated Surveys on Agriculture (LSMS-ISA). The empirical findings demonstrate that households located closer to market centers spend more on total household consumption expenditure, consume more diverse diets, and are less food insecure than households located farther away from markets. The results suggest that investing in accessible market development and rural infrastructure to link smallholder farmers to markets is essential for improving household dietary diversity and food security in sub-Saharan African countries.

The joint effects of terrorism and land access on livestock production decisions: Evidence from northern Nigeria

Livestock production is an integral part of the livelihoods of many households around the developing world and plays a significant role in farming households' food and nutrition security. However, conflict is a major challenge for livestock production in Africa and Nigeria in particular. We employ the Living Standards Measurement Study – Integrated Surveys on Agriculture (LSMS-ISA) panel data for Nigeria with a global georeferenced conflict dataset to examine the effect of terrorism on small-scale livestock production and the role of agricultural land access. Terrorism is an important factor that undermines livestock production. We find that increase in the incidents of terrorism reduces cattle herd size but does not reduce the herd size of households that manage a larger area of land. Also, terrorism significantly increases livestock diversification independently and jointly with land access. However, higher fatalities from terrorism reduces herd size irrespective of the size of land managed by households. Our findings suggest a plausible land abandonment in areas where terrorism is severe. Curbing terrorism in Nigeria would ensure farmers have physical access to their land and sustain livestock production.

Privacy protection, measurement error, and the integration of remote sensing and socioeconomic survey data

When publishing socioeconomic survey data, survey programs implement a variety of statistical methods designed to preserve privacy but which come at the cost of distorting the data. We explore the extent to which spatial anonymization methods to preserve privacy in the large-scale surveys supported by the World Bank Living Standards Measurement Study-Integrated Surveys on Agriculture (LSMS-ISA) introduce measurement error in econometric estimates when that survey data is integrated with remote sensing weather data. Guided by a pre-analysis plan, we produce 90 linked weather-household datasets that vary by the spatial anonymization method and the remote sensing weather product. By varying the data along with the econometric model we quantify the magnitude and significance of measurement error coming from the loss of accuracy that results from privacy protection measures. We find that spatial anonymization techniques currently in general use have, on average, limited to no impact on estimates of the relationship between weather and agricultural productivity. However, the degree to which spatial anonymization introduces mismeasurement is a function of which remote sensing weather product is used in the analysis. We conclude that care must be taken in choosing a remote sensing weather product when looking to integrate it with publicly available survey data.

Climate change and child malnutrition: A Nigerian perspective

Erratic temperatures and precipitation influence nutrition, human capital investment, and living standards, particularly for children. This study investigates the effect of climate change (changes in the monthly maximum average near-surface temperature and total monthly precipitation) on children’s health outcomes, particularly stunting and underweight, in Nigeria. We combine Living Standards Measurement Study - Integrated Surveys on Agriculture (LSMS-ISA) data with high resolution gridded climate data. We find that the rise in temperature is associated with higher levels of stunting – even more so in rural areas. The paper’s findings highlight the need for climate-friendly policies to mitigate the long-term effect of climate change on malnourishment. Without such policies, climate change could reverse years of progress in lowering children’s malnutrition.

Sex-disaggregated agricultural extension and weather variability in Africa south of the Sahara

Climate change and extreme weather shocks pose serious threats to a number of agricultural outcomes, including agricultural production, productivity, and income, especially when households depend heavily on this activity. Agricultural extension and rural advisory services are key instruments in promoting technical change, advancing agricultural productivity growth and, ultimately, improving farm livelihoods, and are expected to mitigate the negative effects of climate change and extreme weather shocks. Their mitigation effects, however, may vary depending on the sex of the recipient. This paper investigates the role of sex-disaggregated agricultural extension recipients in contexts where agricultural performance of farm households is affected by weather variability. To this aim, we match multiple rounds of panel microdata from the nationally representative, consumption-based Living Standards Measurement Study -Integrated Surveys on Agriculture (LSMS-ISA), collected in four sub-Saharan African countries, with remote sensing data on biophysical dimensions over a long-term horizon as well as year-specific weather shocks. To our knowledge, this is the first time that a micro-level dataset with individual-level information on agricultural extension services’ recipients has been assembled and examined to investigate the effects of extreme weather shocks and climate change. Applying panel data econometric estimators, the study finds that agricultural extension and advisory services translate into higher agricultural performance of farm households where women are also among the beneficiaries, as compared to non-beneficiaries and households where beneficiaries are men only. Moreover, these services can mitigate the negative effects of weather variability and climate change, controlling for country and time fixed effects as well as holding all other variables constant. These results call for national and international policies and interventions strengthening rural advisory services, especially targeted to women in settings where household livelihoods are predominantly agriculture-based and weather variability and shocks are expected to negatively affect farming activities.

Nutritional deficiency and women’s empowerment in agriculture: Evidence from Nigeria

This study investigates the relationship between women’s empowerment in agriculture, their nutritional status and those of their children. Growing empirical evidence suggests that there is a positive link, but that not all empowerment dimensions influence nutritional outcomes. Using longitudinal data from the Nigeria Living Standards Measurement Study – Integrated Surveys on Agriculture (LSMS-ISA), covering the period from 2010 to 2016, specific evidence on this topic is provided. Our findings show no relationship between women’s empowerment as measured by women who own agricultural land and have access to credit, and their caloric energy intake. Nevertheless, if women jointly own land and other agricultural inputs with their spouse, it has a positive influence on their caloric energy intake. The children’s anthropometric scores responded positively to women’s empowerment indicators, although with differential effects for boys and girls. Women’s access to agricultural inputs and land rights are necessary conditions for maximising the potential benefits derived from the women-empowerment-nutrition link. Improvements in the anthropometric scores of girl children of empowered women should be considered a priority for intervention programs.

Do Remittances Promote Fertilizer Use? The Case of Ugandan Farmers

A key factor that improves agricultural productivity is land fertility. Even though the benefits from using fertilizers are well documented and widely accepted, a low level of adoption and use is observed among farmers in developing countries. According to the literature, several constraints such as lack of access to credit and insurance can explain the low level of fertilizer use among African farmers. In this paper, I investigate whether remittances have the potential to remove these constraints by promoting higher fertilizer use. In order to address this research question, I use the Ugandan Living Standards Measurement Study‐Integrated Surveys on Agriculture (LSMS‐ISA) from the World Bank. The article provides a separate analysis between organic and inorganic fertilizer, as inorganic fertilizer is riskier and more expensive than the organic options. In an instrumental variable empirical framework, I find that remittances promote fertilizer use, in particular the organic fertilizer. To unpack the mechanisms behind, the article further shows that remittances (a) induce farmers to invest in livestock and (b) act as a buffer to rainfall variability in the case of inorganic fertilize use. The results indicate that remittances can, at least partially, remove credit and insurance constraints and promote fertilizer among Ugandan farmers.

Beyond ownership: women’s and men’s land rights in Sub-Saharan Africa

ABSTRACT Advancing women’s land rights is a priority for the international development agenda. Little consensus exists, however, on which rights should be monitored and reported, especially in Sub-Saharan Africa where individual property rights and customary tenure regimes coexist and where much agricultural land remains unregistered. In such contexts, land ownership statistics may provide only a limited picture of women’s and men’s land rights. While some surveys collect information on women’s land ownership, others collect information on women’s management of land or control over the output produced. Using recent waves of the Living Standards Measurement Study-Integrated Surveys on Agriculture (LSMS-ISA) for six African countries, we examine who holds the different rights on each plot of agricultural land and the extent to which these rights are held by the same person. We focus on (a) reported ownership, (b) who decides and manages the agricultural activities, and (c) who controls the output of land. We find that these rights over land do not always overlap, indicating that concepts of ownership, management and economic rights should not be used interchangeably. Consistent measures of women’s and men’s land rights are fundamental for the development of policies to empower rural women and to contribute to poverty reduction.

Climate variability and agricultural production efficiency: evidence from Ethiopian farmers

ABSTRACT It is known that climate and weather variability have negative impacts on agricultural production efficiency. The aim of this study is to analyse the impact of climatic variables on farms’ efficiency in Ethiopia making use of nationally representative datasets from Living Standards Measurement Study – Integrated Surveys on Agriculture (LSMS-ISA) 2011/2012. By using the Stochastic Frontier Approach, we estimate simultaneously the farmers’ optimal production function and technical inefficiency equations, taking into account unobserved heterogeneity of farmers. Our main findings show that climate change variables have a positive effect on households’ efficiency but the impact depends on the different geo-climatic characteristics of the regions of the country.
