The Linked Systems Project and Serials Cataloging

In the previous study by Havens, "The Networks Merger and Serials Control," the implications of the Linked Sysem Project (LSP) for serials control and particularly serials cataloging were explored. Since the paper's publication, considerable progress has been made with the LSP, and substantial changes have occurred with the participants which could have a vast impact on the project's continued development. As a follow-up article to the previous paper, this article will explore the applications of the LSP which are currently operative (name authorities) and which are projected (widespread bibliographic record exchange and, for the more distant future, full-text document exchange) and their relationship to the cataloging of serials.

Integrated Library Systems: The Z39.50 EXPLAIN Service

Now that we have a fully defined protocol with a nice set of services and well defined PDUs, can we build useful Z39.50 origin and target systems? The answer is a resounding “maybe.” Certainly within the environment for which Z39.50 was originally designed, as an extension of the Linked Systems Project (LSP), the answer is “yes.” For the rest of us, though, probably more is needed.

Serials Cataloging Trends and Developments

A fine-tuning of the cataloging code was continued by LC policy decisions and the work of the ALA RTSD Serials Section's Committee to Study Serial Cataloging. The AACR2 reprint appeared late in the year. Uniform titles were discussed and their use again debated, while the merit of successive entry cataloging in automated systems was once more questioned. The cataloging of computer files and newspapers was examined. Unprecedented attention was focused on the treatment of multiple versions, and USMARC format integration emerged as a second area holding major implication for all categories of material. Changes in CONSER continued, and implication of the Linked Systems Project for serials cataloging were explored. Reports on retrospective conversion projects and numerous other applications of automation appeared.

An Overview of Current Developments in the Bibliographic Control of Serials

A personal view of current developments in the bibliographic control of serials, including AACR 2, harmonization of bibliographic practice across national frontiers, CONSER, USMARC bibliographic format integration, the Linked Systems Project, the multiple versions question, and the International Serials Data System.

The Networks Merger and Serials Control

After moving for the past several years toward internetwork cooperation, the Online Computer Library Center (OCLC) and its two competitors, the Research Libraries Information Network (RLIN) and the Western Library Network (WLN), have entered into an agreement with one another and with the Library of Congress to implement the Linked Systems Project. Its goal is the eventual creation of a single bibliographic network. Some of OCLC's regional networks are also cooperating in order to improve service to their members, and the CONSER Program has recently expanded its levels of participation. All of these dcvclopments should have a positive impact on serials control. Increasing levels of automation in the treatment of serials should lead to increased efficiency in serials proccdures.

The IRVING Library Network: Linking Local Dissimilar Systems

What started as a pilot project in 1985 has become a successful online tool for resource sharing today. The IRVING Network gives libraries with incompatible computers the ability to access each other's current catalog, determine circulation status, and process interlibrary loan transactions, while maintaining the integrity of their own systems. Although communication standards are evolving through the efforts of the Linked Systems Project, cooperative vendor programs in AVIAC, and Standards Committee D of NISO, it may be years before the majority of vendors can implement the standards and offer network packages to libraries across the country. In the meantime, the IRVING Library Network presents a practical, working solution to the problem of linking heterogenous library systems.

Library networking in North America in the 1980s Part 2: The response of bibliographic utilities to local, integrated systems

Part I (in the previous issue of TEL) discussed how the changing library network environment and the trend towards decentralization and local, integrated systems was having an adverse affect on the growth of the bibliographic utilities. In this article, the reasons why the bibliographic utilities no longer dominate the North American library automation scene in quite the same way as before are summarized and their responses to the changing conditions and challenges brought about by microcomputers, integrated library systems and increased knowledge that libraries have about computers are discussed. Their responses can be viewed as a four part thrust: a move to distributed processing systems, participation in the Linked Systems Project; the introduction of new and improved services; and international ventures.

The Name Authority Co-op (NACO) Project at the Library of Congress

Over the past nine years, the Name Authority Co-op Project (NACO) has grown to become an important source of both authority and bibliographic records in the LC database. With the implementation of the Linked Systems Project in late 1985, the enriched LC authorities database is being made available on a more timely basis to a wider library public. This article describes the origin and growth of NACO, its operations, and prospects for future cooperation.

AN INTRODUCTION TO OSI AND THE LINKED SYSTEMS PROJECT

Humans have had to communicate with computers since the latter were invented but now it is also becoming important for the computers to be able to talk to each other. One way of providing these computer to computer links is to follow the developing Open Systems Interconnection (OSI) standards. Several organizations in North America have been developing initial links between their systems using these standards. This development has the general title of the Linked Systems Project (LSP).

Implementation of the Linked Systems Project: A Technical Report

The Linked Systems project (LSP) is directed towards implementing computer‐to‐computer communications among its participants. The original three participants are the Library of Congress (LC), the Research Libraries Group (RLG), and the Western Library Network (WLN, formerly the Washington Library Network). The project now has a fourth participant, the Online Computer Library Center (OCLC). LSP consists of two major components. The first component, Authorities Implementation, is described in Library Hi Tech issue 10 (page 61). The second component, the Standard Network Interconnection (SNI), is the specification of the LSP protocols, and the implementation of these protocols on the participant systems. Protocol specification was a joint effort of the original three participants (LC, RLG, and WLN) and was described in Library Hi Tech issue 10 (page 71). Implementation, however, has consisted of individual efforts of the (now) four participants. This four‐part report focuses on these individual implementation efforts.

The Linked Systems Project, directed toward implementing computer‐to‐computer communications, consists of two major program components. One component is the development of the Standard Network Interconnection. The other is the creation of a practical application —Authorities Implementation—which was discussed in the preceding article. This discussion of the Linked Systems Project covers the design and implementation of the Standard Network Interconnection. The article on “Open Systems Interconnection” in Library Hi Tech, No. 9, should be read as an introduction to this topic (and article).
