Hryhoriy Vashchenko’s Philosophical Foundations of Upbringing

The article presents the views of the Ukrainian scholar Hryhoriy Vashchenko on the goals, content and tasks of upbringing. The key concept of “ideal of upbringing” is revealed, which depends on the state system, worldview, religion and morality, internal forces and external needs, the level of cultural development, and national qualities of each nation. The traditional European ideal of upbringing is built on the principles of harmonious human development. The leitmotif of his creative legacy is the search for the ideal of educating the Ukrainian youth, which is based on two main principles: service to God and service to the Motherland. One can love one’s people only having a high national consciousness, when the Ukrainian people are imagined as a community that unites past, present and future generations, unity with this community is felt, and also a fair attitude towards other peoples has been cultivated. The task of a harmonious upbringing of Ukrainian young people is highlighted. Students should be subjects of the process of upbringing and its active participants. The school should become for them a small homeland that they love and cherish, that they build together with teachers. Vashchenko’s conclusions regarding the upbringing of young people remain relevant even today.

ESTABLISHMENT OF ART SCHOOLS IN UKRAINE (END OF XX – BEGINNING OF XXI CENTURY)

The article examines the socio-historical and pedagogical prerequisites for the development of art schools in Ukraine, the peculiarities of their development at the end of the 20th ‒ beginning of the 21st century. It is emphasized that the art school contains levers for the development of those qualities and properties of a person that determine the way of his existence in the world. The general culture of the individual, moral education, ethical orientations a powerful impetus for development in the process of learning art. The formation of the child’s cognitive interests, his knowledge of the universe, and not only the intellectual coverage of events, but also, most importantly, the ability to penetrate into their emotional subtext, also subject to art education, constitute its integral task. Due to the axiological nature of artistic images, art education acquires great importance in the formation of worldview positions of students. Art education especially vividly contributes to the development of a child’s creative abilities, encourages him to heuristic activity. The need for systematic hard work in the process of art education instills work capacity and a respectful attitude to work in students. Art education with its own concept of activity in the best way contributes to the formation of “intercultural competence”, which is interpreted as a positive attitude to the diversity of cultures. It is in its functioning that the multidimensionality of cultural and educational activities, the brilliant combination of the rational and the sensual, the scientific and the artistic, are observed. to the level of cultural development of Ukrainian society, ensuring functional and meaningful artistic and creative connections of the center and regions. The article emphasizes that art schools, combining different artistic directions, create a multifaceted spectrum of additional opportunities for the development of the giftedness of each student.

STRUCTURAL AND SEMANTIC FEATURES OF BRITISH TOPONYMS

The article is devoted to the review of structural and semantic features of British toponyms. The study of toponyms helps to understand the linguistic image of the world, highlighting ethnic experience and culture. Toponyms are important as means of transmitting historical, cultural, and other information across generations, which makes their study relevant in linguistics. The proper names of British territories are very diverse, as the country has been home to various civilizations and peoples for many centuries, each of which contributed to the language through their own names. In this work, 200 toponyms from three regions of Great Britain were investigated. According to the origin, the researched toponyms are divided into native and borrowed. Native proper names predominate in England, while toponyms of Scandinavian origin are found in the northern regions and the west of the country. Wales and Scotland are characterized mainly by Celtic names. Borrowed toponyms are distinguished according to four linguistic sources: Celtic, Latin, Scandinavian and Norman-French. English contains more loanwords because it is open to receiving words from other languages due to contact with other cultures and colonial heritage. In general, people who named geographical objects were guided by the features of the landscape where this object was located. This category of toponyms occurs in all three parts of Britain and has many subgroups. The emergence of this group is a logical consequence of the fact that the ancestors of the British named their surroundings according to what they saw. When creating and choosing toponyms, a certain pragmatic orientation can be observed, which depends on various factors, such as the historical context of naming, the level of cultural development, social, political, religious or patriotic motives of persons who give certain names to geographical objects. This layer of vocabulary is of great interest to researchers because it can collect linguistic, sociocultural and historical experience.

Household security as a financial aspect in family economy

Subject. The article addresses the financial security of a typical household in Russia as a structural unit of the economy through forecasting and planning the dynamics of changes in the amount of budget revenues and expenditures. Objectives. The aim is to consider the budget of a typical household in Russia to ensure its financial security for fiscal year 1, analyze its situation and opportunities, make forecasting and planning for the next fiscal year, according to our own methodology, and also to present the household as a significant structural element in the economic system of the State. Methods. The study rests on methods of observation, comparison, logical analysis, our own method based on forecasting and planning, and graphical method. Results. We performed the analysis of trends in budget revenues and expenditures of a typical household. Based on the results and using our own methodology, we made a forecast and a plan for the dynamics of budget changes for the next financial year, within the framework of financial security mechanism. We substantiated the importance of household's financial decisions in relation to the development of the economic system of the State. Conclusions. The financial aspect in the family economy is directly dependent on the level of cultural development of household members. The economy of the State, in turn, depends on the level of financial culture of each of its structural element, i.e. a household. The offered mechanism for ensuring financial security will help increase the level of financial culture of household members, thus developing the economic system of the State from the grassroots levels.

Переводная художественная литература в армянских журналах Тифлиса конца XIX – начала XX вв.

The article examines the dynamics of the development of translated literature in Tiflis–Armenian magazines at the end of the 19th to the beginning of the 20th centuries. It presents the programmatic policies of publishers and editors of the magazines, identifies quantitative and qualitative characteristics of translated literature, as well as its significance in shaping Armenian literary criticism and ethics, and in refining the Eastern Armenian literary language. The conclusion is drawn that, evolving within the general framework of the pre-revolutionary press of the Russian Empire, the corpus of Armenian translated literature in magazines bore significant resemblance to the corpus of translated literature in Russian periodicals. The main feature was manifested in the selection of works from neighboring nations, driven by the tendentious aim of some publishers to demonstrate to Armenian readers the level of cultural development and the image of the “Other” with whom they shared a combination of regional, socio-political, and sociocultural realities. These same realities became factors contributing to the dominance of Russian literature in the overall corpus of Armenian translated literature. In this case, a large number of translations were also influenced by the authority of the dominant culture of the empire and the ideals of its famous representatives, which largely corresponded to the philosophical and aesthetic views of Armenian literary figures. Furthermore, translated literature reduced the degree of isolation, alienation, and distance in the system of intercultural communication. The editors of Armenian magazines, well-acquainted with the modernist trends of European literature at the end of the 19th century, nonetheless preferred world classical literature. Their aim was to cultivate the Armenian reader within the framework of corresponding aesthetic categories. They were confident that Western cultural orientation would not harm national distinctiveness and would serve as a guide to world literature and literary studies. During this period, translated literature simultaneously became one of the main factors and indicators of the development of Eastern Armenian literary language, literary critical thought, and creative ethics.

IMPACT OF COUNTRY-LEVEL CULTURAL DEVELOPMENT ON THE ACHIEVEMENT OF SUSTAINABLE DEVELOPMENT GOALS

Purpose – The goal of the research was to test a general assumption about culture contribution to sustainable development via the relationship between culture-related indices and the achievement of specific sustainable development goals. Research methodology – Linear regression analysis along with robustness testing was used to test research hypotheses. The data set is represented by 19 explanatory variables and 2 dependent variables, which are proxies for sustainable developments goals Decent Work and Economic Growth and Industry, Innovation and Infrastructure – Innovation index and Global competitiveness index. The data were collected from 27 European countries for the period 2011–2020. Findings – Statistical analysis revealed relationship between sustainable development indices and culture development of European countries. Decent Work and Economic Growth demonstrated more significant relationship to cultural development than the Industry, Innovation and Infrastructure Development. Research limitations – The findings are limited by the fact that some variables were missing. Practical implications – The outcomes of the research allow to define the structure of relationship between sustainable development goals and cultural development indicators. Originality/Value – The research results have indicated that the achievement of sustainable development goals Decent Work and Economic Growth and Industry, Innovation and Infrastructure Development are affected by the level of cultural development.

Экспансия экранных технологий как условие смыслового и ценностного опустошения

The article examines a number of new views on the features of the mass expansion processes of screen tech-nologies in the space of modern culture, creating conditions for its stable semantic, value, teleological depreci-ation (nihitogenesis), and especially emphasizes the permanent influence of this expansion on the perception and consciousness of the screen device user. Based on the concept of historical development of the nihilistic tendencies in the European cultural tradition, its historically established features, the author in the study pays particular attention to the analysis of the attempts to revise the achieved level of cultural development and re-jection of its achievements in order to restart from the zero level of the general process of cultural genesis as part of the technological screen expansion. According to the results of the study, the causes and conditions for the transformation of pre-existing forms of nihilistic negation into existing trends of meaningful devastation and semantic devastation of culture are identified and analyzed.

Compliance with principle the rule of law, as an important component of the protection of human rights, in the application of legal norms by state authorities

In any modern democratic and legal state, to which Ukraine currently belongs, an important place is given to the understanding and implementation of the rule of law in social relations, that is, it occupies a dominant role in legal relations. In Ukraine, the rule of law principle is defined and operates, which is clearly stated in Part 1, Art. 8 of the Constitution of Ukraine. Therefore, this principle requires the state to implement the rule of law in law-making and law-enforcement activities. It is important to note that the ideas of freedom, equality, and social justice, which in the international community are considered the greatest values ​​in the protection of human rights, must first of all be enshrined in state laws.
 But what is important is the fact that law is not limited to legislation as one of its forms, as well as the manifestation of the supremacy of law is that it also includes other social factors, including customs, traditions, moral norms, etc., which were directly formed historically - cultural level of development of society and being legitimized by the state became effective regulators of social relations. All of the above-mentioned elements of law have been enshrined in the Constitution of Ukraine, which correspond to the idea of ​​law, the ideology of justice, that is, they were united by quality for the improvement of the legal system of the state.
 It is worth paying attention to the fact that justice is one of the universal dimensions of law, one of its main foundations and is decisive in the defined rights as a regulator of social relations.
 Therefore, justice and equality, the main constitutional principles from which the requirement of quality, ambiguity and certainty of the legal norm is noted, do not exclude the unlimited interpretation in the practice of law enforcement, since its equal application cannot always be ensured and therefore it inevitably leads to arbitrariness.
 Therefore, the law can sometimes be unjust and sometimes limit the equality and freedom of a person, so the understanding of the rule of law does not give good reasons for its comparison with the law. Every person's right to freedom, honor and dignity is protected by the court, which exercises judicial control over the observance of the rule of law, a fundamental principle of a democratic society.

Istorical and legal conditions of the formation of the legal ideology of Ukrainians in the 19th century

Purpose. The purpose of the study is to determine the influence of historical and legal factors on the development of the legal ideology of Ukrainians in the 19th century. The main emphasis is placed on the characteristics of the key directions of legal ideology that were developing, and the level of their practical implementation in the socio-legal conditions of the 19th – early 20th centuries is also determined. One of the tasks of the study was to establish the importance of the influence of historicisms on the process of formation and development of legal ideology, which is also important in today's conditions, because of the full-scale invasion of Russia. It is one of the key factors that determine the need to abandon Soviet ideological stereotypes, including legal ones. Methods. The methodological basis of the research was a complex of general scientific, special scientific and philosophical methods, as well as the principles of historicism Results. Five approaches are followed in the works of Ukrainian scientists. The first, philosophical-legal, is characterized by a complete juxtaposition of legal ideology and national ideology. The second direction is exclusively historical and legal. Within the limits of the third direction, it is proposed to consider legal ideology as an element of the legal policy of the state, in particular, the sphere of ensuring human rights. There is also a popular opinion that the ideas of legal ideology are value orientations that actively influence the lawful behavior of a person and the process of law-making. As a result, legal ideology can be considered an element of legal culture or even legal mentality. At the same time, within the latter, legal ideology is the most dynamic category, because it depends on public opinion, group and individual legal awareness. It was established that historical conditions have a decisive influence on the process of formation of legal ideology, as they not only impose on it the specifics of the era, social attitudes, the general level of cultural development, spirituality, but also turn a specific legal ideology into an element of culture that takes root in the legal consciousness of the population, becomes a component of his legal mentality. It was in the 19th century. three main types of legal ideology of Ukrainians were formed: liberal, Christian-conservative and socialist (social-democratic). Originality. The internal and external historicisms that in the 19th century are characterized. contributed to the development of three types of legal ideology - liberal, conservative and socialist. Practical significance. The results of the study can be used in further historical and legal research, preparation of special courses.

Modern features of the budget policy of the Russian Federation

Within the framework of the presented publication, the author pays attention to the consideration of the issue related to the study of the legal and theoretical foundations for the implementation of the budget policy of Russia. This aspect requires special attention, since the economic stability of the state depends on the budget policy. In addition, some researchers argue that fiscal policy can act as a kind of indicator showing which areas are of particular importance in certain circumstances. Special attention within the framework of the article is given to the analysis of the structure, features and principles of the Russian budget system in accordance with the legal acts regulating its functioning. The author notes that the principles of the budget system determine the essence of the interaction of budgets of all levels among themselves, and also establish the main guidelines in the development of institutions of budget law, which underlies the choice of directions of budget policy in the public sector. Currently, there are several points of view regarding the analysis of the budget policy implemented in recent years and approaches to designing the future, which are presented in sufficient detail in the article. The author emphasizes that an important role in ensuring the functioning of the budget system is assigned to control over the execution of the budget, the results of which should be summed up together with the results of socio-economic policy. At the same time, the achievement of the key socio-economic goals of the state acts as a fundamental factor in determining the main directions for spending budget funds. So, for example, today the main directions, according to the author, should be the sphere of education and science, since it is precisely this that can become the backbone of the country's national security in all areas, not only through the training of new qualified personnel for professional activities, but also through raising the general intellectual and cultural level of development.

A Brief Assessment of Patient Safety Culture in Anesthesia and Intensive Care Departments.

Due to the nature of their activity, anesthesia and critical care have generally well-developed patient safety cultures, which are linked to a greater level of incident awareness and reporting during clinical activity. In order to determine the status quo and identify and adopt, where appropriate, techniques and instruments for further improving patient safety, it is necessary to evaluate the culture and barriers in these departments. The main objective of our study was to assess patient safety culture in Romanian anesthesia and intensive care departments (AICDs), to pinpoint the areas that may need improvement, and to examine the correlation between the prevalence of adverse event reporting, as well as the level of self-reported patient safety culture. To determine how anesthesia and intensive care department staff perceived patient safety, the Hospital Survey on Patient Safety Culture (HSOPSC) was used in a translated Romanian version. In total, 1200 employees from 36 anesthesiology and intensive care departments across 32 hospitals in Romania received the questionnaire, representing 42.66% of all anesthesia and intensive care departments in the country. In 7 of the 12 examined dimensions, significant differences between tertiary and secondary hospitals were observed. Among all dimensions, the highest positive score was for "organizational learning and continuous development". In general, our study revealed a positive view on patient safety in anesthesia and intensive care departments. Further studies are required to determine a threshold of the level of culture development.

НАСЛЕДИЕ В.А. СУХОМЛИНСКОГО В ОБЕСПЕЧЕНИИ БЕЗОПАСНОСТИ ОБУЧАЮЩИХСЯ

The current situation of the world order in the era of global changes in the value foundations of the life of both an individual and various communities and states as a whole presents humanity with a wide range of challenges of political, economic, socio-cultural plans, overcoming which requires the education of a viable personality. Safety as a socio-cultural concept, the imperative of individual and social development needs a “safe education”, determines the need to comprehend pedagogical theories and educational practice in relation to the socio-political, economic, cultural level of development of the country and the situation of development of students. There is a demand for the development of a humane socio-personal educational paradigm (V. I. Zagvyazinsky) to implement the idea of ensuring safety in education, reflecting the goals, values, meanings of pedagogically appropriate ways and means of creating and maintaining a safe educational environment; educating a person with a culture of a safe lifestyle. The analysis of the problem in pedagogical science and educational practice indicates that the term “safety” is currently used in all spheres of human activity, in various scientific studies, in various semantic contexts. The conceptual nature of security in pedagogical research, on the one hand, confirms its global reach in solving pedagogical problems, on the other hand, it hinders the implementation of a holistic approach to its provision in the education system. Beyond pedagogical reflection are the deep foundations of the concept of “security”, reflecting the noxological orientation of educational practices in historical and pedagogical terms, along with the “non-rootedness of value valeological orientations in the real life of the Russian people” (P.F. Kubrushko, V.A. Devisilov). which led to the appeal to the pedagogical heritage of V.A. Sukhomlinsky. In the course of the study, a pedagogical understanding of the concept of security is presented — as a state of subject-subject relations, reflecting a situation in which the subjects of interaction assess the possibility of harming each other (the result of exposure that entailed undesirable and (or) adverse effects of exposure) and to themselves as insignificant. The analysis of the experience of the Pavlysh school made it possible to identify the valeological dominants of educational practices (health-oriented, organizational-guiding, communicative-creative), the implementation of which is timely and necessary both to achieve the quality of education and to educate the younger generation capable of ensuring personal, public and state security.

ИНДИКАТИВНО-СОДЕРЖАТЕЛЬНЫЙ АНАЛИЗ КАТЕГОРИИ ПОТРЕБНОСТИ НАСЕЛЕНИЯ РЕГИОНОВ В КУЛЬТУРНОМ РАЗВИТИИ

This article is devoted to the study of the needs of the population in cultural development in the subjects of the Russian Federation. The analysis of the subjects’ needs in cultural development is an important tool for the formation of cultural policy in the region, and allows to meet the needs of the population in various aspects of cultural life. As a result, an indicative and substantive analysis was conducted, in the course of which a set of indicators was developed: the number of theater and museum spectators, the share of urban population in the total population, the average age of the population, the average wage level, the number of library events and the number of cultural and leisure organizations. In addition, an analysis of the selected indicators for the year 2020 was conducted, which will help in assessing the current situation in the field of cultural development of the population in each region: it included an analysis of the schedule and actual data on the dynamics and characteristics of the selected indicators in the constituent entities of the Russian Federation. The obtained data can be used for clustering of the subjects of the Russian Federation in the context of the considered need. This will make it possible to identify similar regions with a high level of cultural development and potential for cooperation and exchange of experience, as well as regions requiring additional support and investment for the development of cultural programs and initiatives.

Влияние государственно-частного партнерства на решение проблем развития культуры в России

One of the factors in achieving the national development goals of Russia is the level of cultural development. The current state of culture is characterized by the presence of organizational and managerial, logistical, financial, economic and socio-labor problems. An important role in solving these problems is played by public-private partnership (hereinafter – PPP), through which the resources and competencies of business representatives are attracted for the creation and preservation of cultural objects. The purpose of the article is to study the impact of PPP on solving urgent problems of cultural development in Russia. The conducted research allowed us to draw conclusions about the positive effect (social, economic, cultural and educational) of the use of PPP in the field of culture and its direct connection with a comprehensive system for ensuring such a partnership, including regulatory, organizational, managerial, logistical and other elements. Emphasis is placed on the need to take into account the principles of PPP in the field of culture (legality, unification, distribution, and others). Practical measures have been developed aimed at improving these results in the future (eliminating the shortage of ready-to-launch PPP projects, ensuring the coincidence of interests and opportunities of potential participants in PPP projects, achieving a balance between measures encouraging business representatives to invest in the field of culture, and restrictions in the implementation of projects PPP). The work uses analysis, synthesis, observation and other methods. The research materials can be used in making decisions on the development of the cultural sphere in Russia on the basis of PPP.

Необходимость минимизации барьеров в межкультурных коммуникациях как способ достижения взаимопонимания в глобальной социально-экономической системе

The relevance of the research consists in suggestion that overcoming the cultural barriers is the effective way to achieving the mutual understanding among the subjects of international economic relations in the context of changes in the world under the influence of globalization processes. In the emerging global economy, the most difficult barriers to mutual understanding are cultural differences between peoples. The purpose of the study is to generalize foreign experience in understanding the issues of minimizing barriers between subjects of international communications. The purpose of the study determined the specifics of the choice of the methodology of cognition of the research topic: the author turns to the study of foreign academic literature. The idea is substantiated that the need for communication between subjects of international economic relations appears when the subject of interaction realizes the limitations of his resources and interacts with another communicator in order to fill in the missing resource. Intercultural communication is presented as a type of purposeful and self-organizing communicative interaction, the type-forming feature of which is a shortage of intersubjectively shared resources arising from the fact that communicants belong to different socio-cultural systems. If different subjects of communication can learn to overcome cross-cultural barriers, then this can lead to reaching a new, higher level of cultural development of modern civilization. It is revealed that most of the studies of Western scientists are focused on analyzing the degree of difference between Western and non-Western cultures in order to develop an understanding of how to manage non-Western cultures more effectively in the context of business interactions. Hence, a model of educational intercultural competence is being developed in science, the mastery of which will allow managers to overcome communication barriers more flexibly and effectively. Western scientists propose mainly models for overcoming cross-cultural barriers in international communications, based on the recognition that the cultures of non-Western countries should be transformed under the influence of globalization (in particular, the digitalization of socioeconomic life). Hence, the concept of a "global community" is being formed, whose representatives will gradually master the generally significant system of verbal and nonverbal codes of the global (network, digital) socioeconomic system. The necessity of developing a scientific discussion on the development of a universal model of intercultural communication, which will minimize the barriers that prevent the most effective mutual understanding between the subjects of international economic relations, taking into account their cultural differences, is substantiated.

The concept of naturalness (affinity) of law in the context of universal-historical paradigm

The problem of finding a theoretical consensus of jusnaturalist theoretical and legal positions, which has always been relevant, is now becoming one of the most pressing, and the main hopes for its solution are traditionally associated with the philosophy of law. In the article the author formulates the following thesis: the degree of development of human nature, which is a direct source of natural human rights and legal systems derived from these rights, directly depends on the volume and level of cultural development as a process of cultivating one's own ancestral strength.
 The author proposes to understand the accumulated mass of cultural achievements inherited and cultivated by a certain (local or global) human community, which together with the existing natural conditions form the natural basis of the necessary historical form of common way of life the level of cultural and tribal development achieved by them.
 Under the level of cultural development, the author proposes to understand the relationship between a given human community as a subject of nature-transforming practice, based on the available volume of cultural development, and the natural environment as an object of such nature-transforming practice. materialist historiosophical tradition is called the level of development of the productive forces of society.
 Anthropocultural dimension of a kind of "golden section", formed by the ratio of two relations - the level of cultural development (as the ratio between the existing volume of ancestral development of a particular human community and "first" nature) and a set of modifications (or classes) of human types as carriers of certain fragments essence will be a historical type of sociality, which in the framework of the approach proposed by the author will be nothing more than a way to distribute among people the historically accumulated volume of their ancestral development.

An Analysis of Traditional Chinese Patterns in Arts and Crafts

Strategy of proactive management of corporate culture of telecommunications enterprises

The article states that the corporate culture of a modern telecommunications enterprise is a unique system of values, norms and rules of behavior that is shared by the entire enterprise team and determines both internal relations in the enterprise's workforce and relations with the external environment. The corporate culture of a telecommunications enterprise is directly related to the national culture, which acts as a socio-cultural environment for the development of the former. On the other hand, the corporate culture of the enterprise significantly affects the values and attitudes of the national culture. It is substantiated that in the process of forming a strategy for proactive management of the corporate culture of telecommunications enterprises, the primary task is to coordinate the organizational structure (first of all, its main functions) with the main functions of the corporate culture of the enterprises. And this, in our opinion, can be considered a key stage in the development of the company's strategy in general, and the strategy of corporate culture management, in particular. It was determined that the principles of developing a strategy for managing the corporate culture of telecommunications enterprises should necessarily be supplemented with the principle of practicability, which will ensure the biased nature of the strategy. The relationship between the stages of diagnosing corporate culture and determining the current level of development of the corporate culture of a telecommunications enterprise has been established. He showed that diagnostic tasks meet the criteria for determining the current level of cultural development.

КУЛЬТУРА В КАРАХАНИДСКОМ ГОСУДАРСТВЕ

The relevance of the problem under consideration is determined by the demand of this paradigm for science-based nation-building for post-Soviet Kyrgyzstan. The article pays special attention to the role of alien nomadic tribes in the development of feudal culture. The mass settlement of nomadic Turks contributed to the intensive growth of cities and villages in the region, and also accelerated the process of interpenetration and mutual influence of the two cultures. By this time, the territory of the Karakhanid state became the habitat of the ancient Turkic tribes, which subsequently reached a high level of cultural development. The main author’s concept set forth in this article is to determine the degree of mutual influence of nomadic and sedentary culture on each other, i.e. about the fusion of cultures.
