Turkey’s Relations with the Countries of Latin America and the Caribbean in the 21st Century: In Search of Strategic Autonomy

Introduction. Turkey’s search for a new regional and global role in a changing world order has increased Ankara’s attention to the Global South, which was peripheral to its foreign policy priorities during the Cold War. Although Ankara’s growing engagement and influence in the Latin America and Caribbean (LAC) region has attracted increasing attention from the research community, Turkey’s foreign policy in this region is still poorly understood. This article attempts to explore Turkey’s policy in LAC during the first decades of the 21st century, placing it in the context of Turkey’s increasing desire for “strategic autonomy.” Methods. The author used a case study approach to analyze Turkey’s policy in LAC. Results. After the Justice and Development Party came to power in Turkey in 2002, Turkey began a systematic effort to develop relations with LAC, expanding political, economic, and cultural ties with countries in the region. Since the July 2016 coup attempt in Turkey, Turkey’s foreign policy has been increasingly guided by the desire for “strategic autonomy.” Growing mistrust and conflicts in Turkey’s relations with the U.S. and the EU have increased Ankara’s interest in seeking alternative partnerships and building situational alliances. Although Ankara’s growing ties with LAC countries (especially Brazil, Mexico, and Argentina) increase the autonomy of its foreign policy, Turkey remains critically dependent on the West, both economically and in terms of security.

Dispersion patterns of SARS-CoV-2 variants Gamma, Lambda and Mu in Latin America and the Caribbean

Latin America and Caribbean (LAC) regions were an important epicenter of the COVID-19 pandemic and SARS-CoV-2 evolution. Through the COVID-19 Genomic Surveillance Regional Network (COVIGEN), LAC countries produced an important number of genomic sequencing data that made possible an enhanced SARS-CoV-2 genomic surveillance capacity in the Americas, paving the way for characterization of emerging variants and helping to guide the public health response. In this study we analyzed approximately 300,000 SARS-CoV-2 sequences generated between February 2020 and March 2022 by multiple genomic surveillance efforts in LAC and reconstructed the diffusion patterns of the main variants of concern (VOCs) and of interest (VOIs) possibly originated in the Region. Our phylogenetic analysis revealed that the spread of variants Gamma, Lambda and Mu reflects human mobility patterns due to variations of international air passenger transportation and gradual lifting of social distance measures previously implemented in countries. Our results highlight the potential of genetic data to reconstruct viral spread and unveil preferential routes of viral migrations that are shaped by human mobility patterns.

The Determinants of Tax Revenue in the Context of International Transactions in the Latin America and Caribbean (LAC) Regions 2002-2019

Tax revenue is one of the backbones of economy in almost every country in the world. There are several determinants that influence the amount of tax revenue in one country, one of which is international transaction activities. Such activities can partly be presented by three variables; Foreign Direct Investment (FDI), Trade Openness (TO), and External Debt. This study aims to acknowledge the effects of international transaction experienced by a country regarding its tax revenue. External Debt is used as a moderating variable to the effects of FDI and TO on tax revenue. The data source was taken from the World Bank within the period of 2002-2019 in 19 countries around LAC regions. The study implements an associative quantitative method with PCSE regression. The result showed that FDI affects tax revenue negatively, whereas trade openness and external debt affect tax revenue positively. External debt as a moderating variable strengthens the effect of FDI and weakens the effects of trade openness to tax revenue. Further research is expected to include all the LAC countries, add more variables relevant to the international transactions, and renew the research period.

Shaping the Knowledge Base of Bioeconomy Sectors Development in Latin American and Caribbean Countries: A Bibliometric Analysis

Academic research on bioeconomy sectors in Latin American and Caribbean countries has developed exponentially over the last few years. Based on the Web of Science (WOS) database and statistical analysis of more than 18.9 thousand documents, the current article offers a bibliometric analysis of these datasets. The main bioeconomy sector identified in the results was biofuel production and all the background terms related to the primary processes of bioenergy. The other segments of the bioeconomy in the Latin America and Caribbean (LAC) region have not yet been studied with the same relevance as biofuels. Since 2008, researchers from Latin American and Caribbean countries have participated significantly in the scientific production of the field studied. However, the most relevant scientific journals belong to European countries or the United States. Journals from Latin American and Caribbean countries have very low representation, although the search topics are directly related to this region. Based on the co-occurrence of keywords, eight clusters with different levels of importance can be distinguished: (1) agriculture; (2) climate change; (3) biodiversity; (4) bioremediation; (5) bioenergy; (6) biofuels; (7) energy efficiency; and (8) bioeconomy. The above results highlight the significant research gap between biofuels and other types of bioeconomy sectors in the region. This is despite the immense biodiversity potential of the LAC countries, which can generate innovative products with bioeconomic added value that can stimulate scientific research in the sustainable bioeconomy.

Improving the accuracy of beef cattle methane inventories in Latin America and Caribbean countries

On-farm methane (CH4) emissions need to be estimated accurately so that the mitigation effect of recommended practices can be accounted for. In the present study prediction equations for enteric CH4 have been developed in lieu of expensive animal measurement approaches. Our objectives were to: (1) compile a dataset from individual beef cattle data for the Latin America and Caribbean (LAC) region; (2) determine main predictors of CH4 emission variables; (3) develop and cross-validate prediction models according to dietary forage content (DFC); and (4) compare the predictive ability of these newly-developed models with extant equations reported in literature, including those currently used for CH4 inventories in LAC countries. After outlier's screening, 1100 beef cattle observations from 55 studies were kept in the final dataset (∼ 50 % of the original dataset). Mixed-effects models were fitted with a random effect of study. The whole dataset was split according to DFC into a subset for all-forage (DFC = 100 %), high-forage (94 % ≥ DFC ≥ 54 %), and low-forage (50 % ≥ DFC) diets. Feed intake and average daily gain (ADG) were the main predictors of CH4 emission (g d−1), whereas this was feeding level [dry matter intake (DMI) as % of body weight] for CH4 yield (g kg−1 DMI). The newly-developed models were more accurate than IPCC Tier 2 equations for all subsets. Simple and multiple regression models including ADG were accurate and a feasible option to predict CH4 emission when data on feed intake are not available. Methane yield was not well predicted by any extant equation in contrast to the newly-developed models. The present study delivered new models that may be alternatives for the IPCC Tier 2 equations to improve CH4 prediction for beef cattle in inventories of LAC countries based either on more or less readily available data.

The Consequences of Gender Inequality on Latin America’s Economic Growth: Macroeconomic Evidence

This research analysed the effect of gender inequality on the economic growth of seventeen countries in the Latin America and Caribbean (LAC) region from 1990 to 2016 using an ordinary least squares (OLS) regression model with fixed effects and a quantiles via moments model. Electricity consumption from new renewable energy sources, general government capital stock, private capital stock, trade openness, and urban population were used as control variables, and a battery of preliminary and post-estimation tests were conducted to guarantee the adequacy and suitability of both methodologies. The OLS model with fixed effects supports that gender inequality negatively affects gross domestic product (GDP) per capita. The quantiles via moments (QvM) model confirms the results of the OLS model with fixed effects and reveals that with increasing quantiles (25th, 50th, and 75th), gender inequality leads to decreases in LAC countries’ growth. LAC countries’ policymakers and institutions should improve gender equality to reach a higher development level and a more prosperous society. Developing policies that contribute to increasing women’s participation in the labour market, reducing the gender pay gap, supporting women’s education and training, constructing a more women-friendly and less patriarchal society, and developing measures to limit violence against women and early pregnancy and maternal mortality rates and increase women’s decision-making positions, particularly in public policy decision making, must be implemented.

Prediction of enteric methane production and yield in sheep using a Latin America and Caribbean database

Methane (CH4) produced from enteric fermentation in ruminants has a noticeable impact on climate change. Prediction models are an alternative to current laborious and costly in vivo CH4 measurement techniques. The objectives of this study were to: (1) collate a database of individual sheep records from CH4 emission studies conducted in the Latin America and Caribbean (LAC) region; (2) identify key variables for predicting CH4 production (g/d) and CH4 yield [g/kg of dry matter intake (DMI)]; (3) develop and cross-validate these newly-developed models; and (4) compare models’ predictive ability with equations currently used to support national greenhouse gas (GHG) inventories in the LAC region. After removing outliers, the final database retained 219 individual sheep records from 11 studies, 48.2% of the original database. Models were developed using a sequential approach, by incrementally adding different variables with increasing complexity. Production and yield of CH4 were predicted by fitting mixed-effects models with a random effect of study. The predictive accuracy of fitted CH4 prediction models was evaluated using a leave-one-out cross-validation. Overall, increasing model complexity improved the predictive performance of CH4 production and yield equations. Feed intake was the most important predictor of sheep CH4 production. Our best-developed CH4 production models outperformed Tier 2 equations from the Intergovernmental Panel on Climate Change (IPCC) in the growing lambs and mature sheep subsets, whereas they performed slightly worse in the complete subset. Methane yield can be predicted using dietary forage content only, or with an increased complexity model combining body weight, feeding level, and dietary forage content. The use of the newly-developed models rather than IPCC Tier 2 equations can substantially improve the accuracy of GHG inventories from LAC countries.

57 Understanding the Burden of Burn Injury in Latin America & the Caribbean

IntroductionBurn injuries are a global health problem disproportionately affecting low- and middle-income countries, especially in Latin America and Caribbean (LAC) where cooking methods, dangerous work conditions, and minimal housing regulations place people at increased risk of burn injury. Until recently, there was limited global epidemiological data on burn injuries. Following publication of the 2017 Global Burden of Disease (GBD17) database, we obtained objective and comparable data on burn injuries while specifically focusing on LAC countries.MethodsData from all 35 LAC countries were collected from GBD17 for fire, heat, and hot substance-related injuries to calculate burn incidence, deaths, and Disability-Adjusted Life Years (DALYs) with respect to country, age, and gender from 1990 to 2017. Incidence and deaths were reported as rates per 100,000 persons. Mortality rate was reported as a percentage of deaths-to-incidence. DALYs were reported in years per 100,000 persons. Incidence, death, DALY, and mortality rate trends were assessed using age-standardized, age-stratified, and gender-specific cohorts. All statistical analyses were performed using Excel.ResultsOver 27 years, LAC’s rates for burn incidence (-19%), deaths (-63%), DALYs (-62%), and mortality (-54%) all decreased with the greatest improvements seen in Brazil and Paraguay. All indicators improved around 15% more than the global averages during the same period with LAC’s rates 30-40% below global rates by 2017. The highest burn incidence (227 cases/100,000) was in Southern Latin America (Argentina, Chile, Uruguay). The Caribbean had the worst DALYs (124 years/100,000). In 2017, LAC accounted for 7% of global burns, 5.5% of deaths, and 5.1% of DALYs with Central America contributing the greatest numbers. For 27 years, Chile had the highest burn incidence but Haiti had the greatest death, DALY, and mortality rates of all LAC. Children under 14 years of age and males were disproportionately affected compared to other regional and global cohorts.ConclusionsDespite a relatively greater reduction in burn severity and lifelong disability within LAC compared to the world, certain regions and countries exhibited significantly higher rates of burn injury, morbidity, and mortality. Central America (e.g. Costa Rica, Belize, Mexico) and the Caribbean (e.g. Haiti, Cuba) were particularly affected, comprising the majority of cases, deaths, and DALYs. This study provides essential analyses for developing regional and country-specific strategies to reduce the burden of burns through targeted interventions for prevention, workforce, and capacity building efforts.

Successful mitigation efforts entail accurate estimation of on-farm emission and prediction models can be an alternative to current laborious and costly in vivo CH4 measurement techniques. This study aimed to: (1) collate a database of individual dairy cattle CH4 emission data from studies conducted in the Latin America and Caribbean (LAC) region; (2) identify key variables for predicting CH4 production (g d−1) and yield [g kg−1 of dry matter intake (DMI)]; (3) develop and cross-validate these newly-developed models; and (4) compare models' predictive ability with equations currently used to support national greenhouse gas (GHG) inventories. A total of 42 studies including 1327 individual dairy cattle records were collated. After removing outliers, the final database retained 34 studies and 610 animal records. Production and yield of CH4 were predicted by fitting mixed-effects models with a random effect of study. Evaluation of developed models and fourteen extant equations was assessed on all-data, confined, and grazing cows subsets. Feed intake was the most important predictor of CH4 production. Our best-developed CH4 production models outperformed Tier 2 equations from the Intergovernmental Panel on Climate Change (IPCC) in the all-data and grazing subsets, whereas they had similar performance for confined animals. Developed CH4 production models that include milk yield can be accurate and useful when feed intake is missing. Some extant equations had similar predictive performance to our best-developed models and can be an option for predicting CH4 production from LAC dairy cows. Extant equations were not accurate in predicting CH4 yield. The use of the newly-developed models rather than extant equations based on energy conversion factors, as applied by the IPCC, can substantially improve the accuracy of GHG inventories in LAC countries.

Impact of the AACC Global Laboratory Quality Initiative in Partnership with Professional Societies and Universities in Latin America and the Caribbean.

The Global Lab Quality Initiative (GLQI), formerly known as the Emerging Countries program, was funded through a generous endowment from the Wallace H. Coulter Foundation. The aims of GLQI are to develop and implement innovative programs to promote education and training in laboratory medicine for low- or lower middle-income countries worldwide. From its inception in 2010, the GLQI was focused solely on the Latin America and Caribbean (LAC) region under the purview of AACC's Latin American Working Group (LAWG), the members of which have strong ties to the region thereby facilitating the partnerships with national societies. The LAWG has provided in-person workshops in the LAC countries, at the AACC Annual Scientific Meeting, and on-demand webinars. The LAWG aims to implement the GLQI aims in the LAC region. In-person workshops are based on best-practice recommendations and sources such as Clinical Laboratory Standard Institute guidelines and supplemented with professional experiences of the LAWG's lecturers and local experts of the countries visited. In 2015, the GLQI expanded to other regions of the world. Here we report the experience of the LAWG workshops, results of participant surveys, in-person visits to laboratories post-workshop, and the lessons learned throughout the years across different geographic areas. We are hopeful this report provides insights into the challenges and successes of the LAWG in LAC to help support the expansion of the GLQI.

Gender Gaps in Latin American Labor Markets: Implications from an Estimated Search Model

We develop and estimate a search model that captures the specific characteristics of Latin America and Caribbean (LAC) labor markets and the crucial differences between men and women. Labor force participation decisions are integrated in the labor market dynamics, taking into account sample selection over unobservables. The model is estimated on four LAC countries (Argentina, Chile, Colombia and Mexico) and on three education levels (Primary, Secondary and Tertiary). We use the estimated model to study changes in gender gaps and in output implied by policies that increase the labor force participation of women. We focus on four policies: an increase in the provision of child care, an increase in average female productivity, a gender-based contribution rate for formal employees, and changes in formality and informality costs. We find that the impact on the extensive margin of the female labor supply is the main channel responsible for the policy-induced increase in output.

Latin American convergence and divergence towards the mortality profiles of developed countries

It is uncertain whether Latin America and Caribbean (LAC) countries are approaching a single mortality regime. Over the last three decades, LAC has experienced major public health interventions and the highest number of homicides in the world. However, these interventions and homicide rates are not evenly shared across countries. This study documents trends in life expectancy and lifespan variability for 20 LAC countries, 2000–14. By extending a previous method, we decompose differences in lifespan variability between LAC and a developed world benchmark into cause-specific effects. For both sexes, dispersion of amenable diseases through the age span makes the largest contribution to the gap between LAC and the benchmark. Additionally, for males, the concentration of homicides, accidents, and suicides in mid-life further impedes mortality convergence. Great disparity exists in the region: while some countries are rapidly approaching the developed regime, others remain far behind and suffer a clear disadvantage in population health.

Benchmarking economic infrastructure efficiency: How does the Latin America and Caribbean region compare?

The Latin America and Caribbean (LAC) region has a sizable infrastructure gap. Physical assets, maintenance, and service provision are inadequate and below average for a region at its level of development. The most promising way to close the service gap is to increase efficiency. Relying on data on more than 80 countries for 2000 and 2016, this paper innovates by 1) developing a single economic infrastructure index to compare countries; 2) presenting an efficiency analysis that assesses whether LAC countries have room for improvement in the provision of the quantity and quality of economic infrastructure; 3) proposing a novel peer-identification conceptual framework to identify which countries are the relevant benchmarks for the region; and 4) providing evidence on how sound governance, regulation, rule of law, and the lack of corruption are related to infrastructure efficiency at the country level.

Rabies in the Americas: 1998-2014.

Through national efforts and regional cooperation under the umbrella of the Regional Program for the Elimination of Rabies, dog and human rabies have decreased significantly in Latin America and Caribbean (LAC) countries over the last three decades. To achieve this decline, LAC countries had to develop national plans, and consolidate capabilities such as regular mass dog vaccination, opportune post-exposure prophylaxis and sensitive surveillance. This paper presents longitudinal data for 21 LAC countries on dog vaccination, PEP and rabies surveillance collected from the biannual regional meeting for rabies directors from 1998–2014 and from the Regional Epidemiologic Surveillance System for Rabies (SIRVERA). Differences in human and dog rabies incidence rates and dog vaccination rates were shown between low, middle and high-income countries. At the peak, over 50 million dogs were vaccinated annually in national campaigns in the countries represented. The reported number of animal exposures remained fairly stable during the study period with an incidence rate ranging from 123 to 191 reported exposures per 100,000 people. On average, over 2 million doses of human vaccine were applied annually. In the most recent survey, only 37% of countries reported that they had sufficient financial resources to meet the program objectives. The data show a sufficient and sustained effort of the LAC countries in the area of dog vaccination and provide understanding of the baseline effort required to reduce dog-mediated rabies incidence.

Recession and Financial Development: An Empirical Analysis

We analyse the effects of financial development on recession while controlling for potential recession factors in 129 countries using data covering the 1990-2010 period. We mainly found a nonlinear and U-shaped relationship between recession and financial development with a threshold effect of 1.1528. The financial development process presents an expansionary impact for countries with financial performance less than 1.1528, and countries with financial performance above the threshold of 1.1528 present a recessionary impact. Moreover, fuels for South Asia (SASIA) and Latin America and Caribbean (LAC) countries and financial openness for sub-Saharan Africa (SSA) countries are negatively related to recessions; countries who manage their oil production in a good manner will also reduce the probability and impact of recessions. Thus, to fight against recession, SASIA and LAC countries should well manage oil production and usage while SSA countries may manage their financial openness. To the best of our knowledge, this is the first study examining this relationship using newly primary and hitherto almost unexploited “Rare macroeconomic disasters” data from Barro and Ursua (2012) which allow us to build a more specific proxy of the variable “economic recession”.

Generating revenue by raising tobacco taxes in Latin America and the Caribbean.

ABSTRACTObjective.The objective of this study was to determine if raising tobacco taxes in the Latin America and Caribbean (LAC) region will generate extra tax revenue, even at outer edges of the sensitivity analysis, with relatively high price elasticities of demand for cigarettes.Methods.A model of the cigarette market in 31 LAC countries was developed using cigarette tax, price, and retail sales data for 2014. It was then assumed that all countries increased the excise tax by 50% per pack. The model incorporated 12 studies from the LAC region that estimate the price elasticity of demand for cigarettes to quantify the expected impact of this tax increase on sales and tax revenues.Results.The tax increase would raise cigarette prices by an average of 28% across the region. The volume of cigarette sales would decrease by 7% (confidence interval (CI): 3–11). Cigarette tax revenue would increase by 32% (CI: 27–37), representing an extra US$ 7 050 million (CI: 5 984–8 086) in revenue. Almost all countries showed increases in tax revenue, even at outer edges of the sensitivity analysis.Conclusions.These findings confirm that the expected benefits of raising tobacco taxes are robust across the LAC region. Countries in the region should have confidence that raising tobacco tax rates will generate extra tax revenues.

What is the situation of blood lead levels of children living in Latin America and Caribbean Region?

Introduction. Information on the prevalence of lead exposure is essential to formulate efficient policies to public health. Developed countries have implemented successful public policies for the prevention and control of lead poisoning. In the U.S., periodically repeated prevalence studies show that blood lead levels (BLL) in children dropped in general. Although BLL of Latino children in the U.S. have also dropped in more recent years, the geometric mean remains higher than white children. We wanted to assess the BLL of children living in Latin America and Caribbean (LAC) countries, and see if the BLL found were reportedly associated with public policies implemented in these countries. Method. We conducted a literature review covering the period 2000-March 2014 in Pubmed and Lilacs databases, in English and Spanish, searching for studies reporting BLL prevalence in children aged 0-18 years living in LAC countries. No specific analytical method was selected, and given the scarcity of data, the study was very inclusive. Results. 47 papers were selected from 13 different LAC countries. The children’s BLL found in this review can be considered high (≥10µg/dL) when compared to BLL for the same age group in the U.S. However, most part of the studies reported association with some type of “lead hot spot”. Only Peru and Mexico reported BLL in children from population-based studies. Conclusions. Most part of the BLL prevalence studies done in LAC was in areas with known source emissions. The percentage of children at risk of lead poisoning in LAC is unknown, and probably underestimated. Thus, the establishment of public health policies to quantify and prevent lead poisoning is urgent. Priority should be given to identify and control “hot spots”, as the studies we found show that in these places children can be exposed to lead levels similar to those of occupational settings. The analysis suggests that access to financial institutions has expanded notably in the past decade, and the region compares favorably with other emerging market regions on this dimension. The region, however, continues to lag behind peers on broader financial development, especially with respect to markets, though there is substantial heterogeneity across countries. Financial systems in many LAC countries are also underdeveloped relative to their macroeconomic fundamentals. Further financial development could convey net benefits to the region, provided there is adequate regulatory oversight to prevent excesses.

Culture-bound syndromes in Spanish speaking Latin America: the case of Nervios, Susto and Ataques de Nervios

Background Cultural issues are important for diagnostic validity between different countries; little has been addressed from Latin America and Caribbean countries (LAC). Objective To identify LAC studies on culture-bound syndromes (CBS) and extract potential empirical evidence about Susto,Nervios and Ataques de Nervios. Methods Search strategies were carried out in Medline, Embase, Lilacs, ISI and PsycINFO, covering 1992 to 2015. Inclusion criteria studies on CBS conducted on populations residing in LAC, LAC articles on diagnostic classification and culture, where LAC has been included. Exclusion criteria studies on Latin American migrants outside LAC. Content analysis used the system proposed by Guarnaccia and Rogler (1999): epidemiological, ethnographic and socio-demographic data and identification of comorbidities with other psychiatric disorders. Results Thirty one articles were selected out of 1.090. These CBS were selected out of 1aphic data and identification of comorbidities with other ps proposed by Guarnaccia diagnostic classification and cun panic disorders and post-traumatic stress disorder and presented more psychosocial vulnerability. Discussion Analysis showed that Nervios, Susto andAtaques de Nervios are important idioms of distress, associated with socio-economically vulnerable populations and comorbidities with other psychiatric conditions, particularly post-traumatic stress disorder. More studies are needed on their relation with stress and in more LAC countries.
