Türkiye’de Asgari ücretin Makroekonomik Belirleyicileri Üzerine Teorik ve Ampirik bir Analiz

This study aims to comprehensively examine the macroeconomic factors influencing the determination of minimum wage in Turkey from both theoretical and empirical perspectives. The analysis includes variables such as real minimum wage, unionization rates, inflation levels, unemployment rates, real economic growth (GDP), and labor productivity. The findings indicate a positive relationship between unionization rates and the minimum wage, with inflation also leading to an increase in the minimum wage. Conversely, higher unemployment rates are found to decrease the minimum wage, while economic growth positively impacts it. Increased labor productivity, however, is associated with a decrease in the minimum wage. Additionally, dummy variables for crisis periods were not statistically significant. These results highlight the importance of considering various macroeconomic factors in the formulation of minimum wage policies. The Social Effects of Energy Regulation: Energy-Consuming Rights Trading System and Corporate Labor Demand

Although it is a key measure to control energy consumption and promote the improvement of industrial structure, energy market allocation reform has rarely been concerned with its impact on employment, an important livelihood issue. To fill this gap, this paper takes the Energy-Consumption Rights Trading System (ECRTS) enacted by China in 2016 as a research background and adopts the difference-in-difference approach to explore the effects and mechanisms of the ECRTS on enterprise labor demand. The results show that the ECRTS significantly reduces firms’ labor demand, particularly for low-skilled workers, through both production scale effects and technological upgrading effects. Specifically, the ECRTS has led to a decrease in sales revenues and an increase in labor productivity, thereby reducing firms’ labor demand. Heterogeneity tests indicate that the ECRTS has a greater impact on employment in firms with lower energy-consumption intensity, domestic capital injections, weaker innovation capacity, and lower market power. The paper also explores the welfare consequences of the policy, finding that while the ECRTS does not improve the environmental performance of firms it does not pass on the compliance costs of regulations to incumbent workers. The overall impact is neutral. This paper extends the study of the economic consequences of the ECRTS and has implications for other developing countries in reconciling energy regulation and employment.

Innovation and investment activities in crop production in Kazakhstan based on the example of grain industry: modern approaches

Innovative and investment development of agro-industrial complex, based on modernization of technical equipment, introduction of digital technologies, and increase in investment flow, helps to increase labor productivity and create competitive products, which determined the relevance of the study. The goal is theoretical and methodological substantiation and development of practical recommendations for stimulating innovation and investment activity in crop production sector of the republic based on the example of grain subcomplex. Methods – study of statistical, economic information, systematic approach to identifying general trends and effects, graphical representation. Results – lack of modern agricultural machinery, insufficient level of modernization of rural infrastructure and access to the market, low degree of renewal of fixed assets of enterprises, wear and tear of machinery and equipment, limited influx of investments due to seasonality and high risks for investors have become the main obstacle to sustainable growth of the main indicators of this sector of economy. The authors conducted correlation analysis of the dynamics of investment in crop production and gross production, which was confirmed by strong positive relationship. Conclusions – by summarizing, the authors recommend increase investment capital in the use of environmental and green technologies, implementing training and consulting programs for farmers on advanced technologies and innovations in crop production farms, leasing financing, and partnerships with research institutes for the exchange of knowledge and experience. Joint research and experiments should become the main tools of state regulation of innovation and investment activities in agriculture in order to ensure the country's food security. Investments and innovations should be considered as a single system, on the successful functioning of which the economic recovery and stabilization of agricultural production depend.

Employees’ Participation in Organization Management in the EAEU Member States: Traditions and Innovations

The paper provides a comprehensive analysis of the issues of employees’ participation in administration of an organization within the framework of the Eurasian Economic Union. The author begins the research with the history of the emergence of the right of employees to participate in the management of the organization, moving on to the analysis of current trends in corporate governance, where he pays special attention to the role of employees in making key decisions. It is emphasized that the active involvement of employees in the management of the organization not only contributes to the democratization of labor relations, but also directly correlates with increased labor productivity, improved corporate culture and overall job satisfaction. Through a historical review, the development of the idea of employees’ participation in management is shown: starting from the period of the birth of labor law in medieval Europe to modern practices in the member states of the Eurasian Economic Union. A separate section is devoted to the theoretical foundations of employees’ participation in management. The main part of the study focuses on the analysis of general trends and national characteristics of employees’ participation in the management of organizations in each of the EAEU member States. In conclusion, recommendations are presented concerning optimizing the mechanisms of employees’ participation in management at the level of the Eurasian Economic Union. Attention is focused on the need to take into account both common approaches and national characteristics. The author describes key problems and challenges that need to be overcome for the effective implementation of employees’ participation practices in management.

Artificial Intelligence – Illusions and Reality

Some aspects of the “artificial intelligence” phenomenon are considered, including possible political and economic reasons for its appearance. The directions for the development of artificial intelligence are outlined, which can bring real benefits to the state and society at the moment, first of all, the further development of digitalization of public administration and the improvement of devices to increase labor productivity. Signs are given that, according to the author, indicate the participation of a chatbot in preparing the text. To inform readers about the use of the chatbot, it is proposed to place special labels next to such texts. It has been suggested that the use of a chatbot in the preparation of scientific articles is an illusion that the lack of abilities, experience and professionalism can be replaced by technical competence and material resources, which in the future, with large-scale use, can lead to a distortion of the meaning of not only educational activities, but also to the changes in the researcher's activities.

Neo-Industrial Economy and Institutional Mechanisms for Ensuring Its Sustainable Development in the Context of the Fourth Industrial Revolution

Sustainable innovative development of the neo-industrial economy affects the level of well-being of the society. This makes it possible to balance the accumulation of assets, support the education and healthcare systems, and pursue an effective environmental policy. The Fourth Industrial Revolution can significantly change the structure of the economy, increasing the role of service industries, information, data processing and transmission, which are equated with strategic resources. End-to-end technologies have begun to have a significant impact on the development of industrial technologies, increasing the efficiency of production processes and coordinating the activities of space-separated companies through global networks. In the production sector, there is a constant increase in labor productivity. Non-industrial technologies are becoming the dominant factor in the sustainable innovative development of the economy in accordance with the previously existing market principles and rules. The complexity of the sustainable development of the neo-industrial economy in terms of digital transformation presupposes the active use of institutional mechanisms.

Increasing labor productivity at agricultural engineering enterprises in modern conditions is impossible without the use of robots, which should replace human labor in technological operations with dangerous and harmful production processes. (Research purpose) The research purpose is evaluating the use of robotics by enterprises of the agricultural machinery industry in the production. (Materials and methods) Conducted an assessment of the use of robotics tools when visiting enterprises in the agricultural engineering industry. (Results and discussion) It has been established that for a sustainable presence and strengthening of their positions in the market, companies producing agricultural machinery are increasing the volume of research and development work on the designs and production technologies of modern machines. It was noted that an increase in labor productivity in modern conditions is impossible without the use of robots, which are designed to replace human labor at work with harmful and dangerous production factors in procurement, when cleaning blanks, with thermal and physical methods of surface treatment of products made of various materials, when painting, as well as in order to reduce defects. It was determined that the use of robotization tools by enterprises of the agricultural machinery industry does not exceed three percent of the total volume of technological operations performed. Robotics tools are used mainly in welding operations. Loading and unloading, replacement of working tools on numerically controlled machines, as well as many other technological operations remain practically not covered. (Conclusions) The conducted studies have shown that machine-building companies have large reserves for using robotics tools in performing technological operations in order to reduce production costs and increase labor productivity. As measures to support the introduction of robots into production, grants are allocated by the Russian Digital Economy and Skolkovo foundations, preferential loans through the industrial development Fund "Digitalization of Industry".

THE CONCEPT OF PERSONNEL ADAPTATION AT ENTERPRISES: ONBORDING AND E-LEARNING

It is substantiated that the basis of the successful activity of any enterprise today is its personnel potential. From the qualification level of personnel, his general experience and motivation depends on the effectiveness of the enterprise. It is proved that possessing specific operational and strategic functions, the staff provides a leading role in the development of any enterprise. Until recently, such concepts as "personnel adaptation system" and "personnel management" were completely absent in the practice of management at enterprises.It is analysed that modern conditions of management require HR management to improve the system of adaptation of personnel at enterprises. This is the most important factor in the system of ensuring the efficiency of staff.It is substantiated that the adaptation of personnel is a complex process of familiarizing new employees with the conditions and rules of work in the enterprise, as well as assistance in integrating a new colleague into the team. This adaptation is necessary for both new employees and those who change positions, but remain to work in the enterprise. The article notes that in addition to the individual selection of personnel, the general system of personnel adaptation at enterprises is aimed at creating a favourable microclimate in the team, establishing partnerships, securing new employees at the enterprise. As a result of the functioning of this system, the enterprise receives economic stability, increasing labour productivity and the level of individual responsibility, increasing staff motivation, creating a positive image of a company or enterprise, improving competitive positions in the labour market. It is investigated that despite the fact that each individual enterprise carried out adaptation and management of personnel directly through the top management, it had an established system of personnel management. In connection with the processes of decentralization, all talent management systems needed a thorough review and updating. The usage of genetic algorithms when planning railway transportation in international connection

The railway transport system in Ukraine stands as a pivotal sector within the nation's transportation infrastructure, accounting for a substantial portion of freight and passenger movement compared to domestic alternative modes of transportation. With direct border connections and collaboration with railways in Moldova, Poland, Romania, Slovakia, and Hungary, Ukrzaliznytsia JSC facilitate operations through forty international railway crossings. The political climate in Ukraine, particularly the focus on export to EU countries, has sparked increased interest in transportation towards western border regions [1, 2]. This article delves into the challenges and opportunities surrounding the enhanced cooperation of Ukrainian border terminals with EU countries during wartime and post-war periods. It analyzes the current state of freight transportation to Europe, addressing existing challenges and outlining short- and long-term development prospects for railways. Emphasis is made on the vital role of railway transport in Ukraine's integration into the European transport network, presenting avenues for implementing plans connected with railway reconstruction and development. Container transportation commands a significant market share, with a growing trend towards its adoption. Container transport facilitates a substantial reduction in loading operations, a notable increase in labor productivity, and enables comprehensive mechanization and automation of cross-docking operations. As a transit country—four out of ten existing pan-European transport corridors traverse Ukraine— the nation possesses considerable potential for developing its railway transport system. With the third-largest railway network in Europe (19,787 km, including 9,319 km of electrified tracks), railway transport assumes a leading role in Ukraine's transportation landscape. However, despite its advantages, Ukraine's transportation and logistics system lags behind those of other countries worldwide. Modernization of tracks and rolling stock necessitates significant capital investment and time, underscoring the immediate need to enhance the quality of logistics services [3]. Therefore, this article explores optimization methods for container traffic from Ukraine to EU countries with the use of mathematical methods and algorithms. The genetic algorithm among the discussed methods is recognized as one of the premier mathematical algorithms for the specified task. This approach could play a pivotal role in establishing a robust technical system for railways along Ukraine's western border, optimizing border crossing operations, and enhancing Ukrainian railway transportation capabilities. It not only aids in identifying the fastest or most economical routes but reveals weaknesses in Ukrainian border terminals. Additional strategies can be devised for modernizing and expanding border terminals and stations by leveraging this insight, facilitating the integration of Ukrainian railways into the European transport system.

Impact of Economic Factors on the Process of Population Transition from Labour Activity to Pension in the Republic of Moldova

Abstract The purpose of research is to analyse the impact of population ageing process on labour force market, as well as economic factors on the transition from labour activity to pension in the Republic of Moldova. The change in the structure of labour force to wards elder ages, as well as interruption of active economic activity and retirement is one of the factors in economic growth slowdown, which is conditioned by a reduction of labour force reproduction and its growth. In this situation, in order to mitigate the negative consequences of labour force deficit, it is necessary to take effective measures to increase labour productivity not only to ensure economic growth, but also to ensure the welfare of the country’s population and meet the necessities of an increased share of the population-dependents (both the elderly population and children under 15). Taking into account the relevance of the above-mentioned problem, the analysis of the relationship between economic factors and the transition from labour activity to pension in the conditions of demographic ageing was carried out, including the evaluation of the role of economic factors in making a decision to exit from the labour market to pension. In this context, the comparative quantitative and qualitative analysis of tendencies in the economically active and employed population was carried out, including pre- and pension ages and the phenomenon of precarious employment, the demographic coefficient of dependence on old age, the dependence of pension from the income level, and the financial stability of the Social Insurance Budget. The proposals to improve the effectiveness of government policies in regulation and harmonization the transition from the labour market to pension, including the continuation of active economic activity was elaborated in order to reduce the negative consequences connected with the process of population ageing and to ensure the stability of labour market development. The article is developed in the framework of the research Subprogramme “The demographic transition in the Republic of Moldova: particularities, socioeconomic implications and demographic resilience straightening” (2024-2027).

The impact of digitalization and digital transformation of the construction sector on the country's economy can hardly be overestimated, as it stimulates economic growth, improves production efficiency, increases labor productivity and reduces costs, and enables market players to form a competitive advantage. In 2024, the Russian construction sector is transitioning to the mandatory use of information modeling technologies, which indicates the progressive integration of digital technologies in construction. The purpose of this article is to identify the challenges and trends of digital transformation of the construction industry in 2024, formed by the conditions of the current turbulent economic situation in Russia. The article analyzes domestic and foreign scientific publications in the field of digitalization of construction, as well as current statistical and analytical data.

The impact of the Christchurch earthquakes (2010–2011) on labour productivity in the Canterbury region in New Zealand

ABSTRACT We examine the impact of the earthquake sequence in 2010–2012 on labour productivity in New Zealand's Canterbury region, utilising a dynamic Difference-in-Differences approach and a comprehensive administrative dataset of all firms operating in New Zealand. We find a statistically significant and large positive effect on labour productivity in Christchurch City, particularly in the construction sector. This led to an observable increase in overall regional labour productivity in the Canterbury region in 2013, 2015, and 2016. In Christchurch City itself (the area most heavily impacted by the earthquakes), the positive effect lasts until 2018 and possibly later (though it is no longer statistically observable). The re-construction of the region will not continue forever, so the implications of this winding down in re-construction for labour productivity and income are potentially a matter of present and future concern.

Effectiveness assessment of technical innovations in the implementation of the modern model of the agricultural sector of Ukraine

The agricultural sector of Ukraine requires fundamental changes to improve efficiency, rural development and sustainability, which is possible through the implementation of an innovative development model. The study aimed to assess the effectiveness of the introduction of one of the types of technical innovations - agricultural drones - in the agricultural production of Ukraine. The study uses the dialectical method of scientific cognition, analysis and synthesis, systematic generalisation, comparative analysis, rating method, and the mathematical method of calculation "solution optimisation" using Excel. The study analyses modern approaches to assessing the efficiency of individual processes, which helped to formulate its algorithm for calculating the efficiency of land cultivation using agricultural drones. At the first stage of the study, the technical advantages of agricultural drones were identified, which are manifested in increased labour productivity. The second stage of the study calculated the increase in the main crops (corn, wheat, sunflower, barley, soybeans, rapeseed, peas, buckwheat, and millet) that can be obtained as a result of the use of agricultural drones on a national scale. The third stage of the study yielded an indicator of the economic efficiency of introducing agricultural drones into agricultural production, as well as a forecast of the social and environmental effects. It is emphasised that state support for the Ukrainian production of agricultural drones in various forms (subsidies, preferential lending, leasing, etc.) will contribute to the development of innovative Ukrainian industry, which will positively affect the change in the sectoral structure of the national economy and significantly increase the country's gross domestic product. The following conclusions, suggestions and practical recommendations may be useful in developing relevant programmes and measures aimed at developing the agricultural sector of Ukraine.

Economic Effectiveness and Forecasting of Scientific Activity in Azerbaijan

In the conditions of increasing international competition, sustainable development of the economy is considered to be one of the priority areas of scientific activities in the country. Since science and high technologies are the fundamental basis of innovative development, the strengthening of scientific, technical, and innovative potential for countries is considered as the goal of economic policy. In this context, the ability to achieve achievements related to scientific activity and to implement the obtained results becomes one of the factors that ensure the competitiveness of both the economy and fields and subjects in the global competitive environment. The effectiveness of scientific activity directly depends on the funding of research and development. The comparison of costs and results is closely related to the consideration of different time intervals between financing and the achievement of commercial results. Therefore, investments related to the commercialization of science appear as investments in the future. Thus, the application of the results of scientific activity to production, being considered an important factor of production intensification, ensures the increase of labor productivity, the reduction of production costs, and the improvement of the efficiency of capital investments. These, in turn, are the main conditions for the effectiveness of the integration of science and production. In the research, the effectiveness of scientific activity, the factors affecting it, the possibilities of expanding the application of scientific activity to production, and the forecast indicators of the volume of scientific and technical works shortly are determined.

Determinants of Production in the Bread and Cake Industry in Banyumas District

The industrial sector is a pertinent driving force for economic development in developing countries, including Indonesia. Therefore, the industrial sector more than other industries must be prepared to become a leading sector. One of the industrial sectors growing in the Banyumas district is the food industry, especially cakes and bread. This research aims to analyze the effect of capital, labor, and raw material on the production of the food items and identify the independent variables that influence the production the most. The population of this study is 108 bread and cake business units. The sampling technique used is Stratified Random Sampling based on the number of workers. The data analysis technique used is multiple linear regression which refers to the Cobb-Douglas production function using natural logarithms. The results show that capital, labor, and raw materials partially have a positive and significant effect on production; capital, labor, and raw materials simultaneously have a substantial impact on production; the most influential variable on production is the raw material. The research implies that the bakery industry in Banyumas Regency should use a combination of production factors such as capital, labor, and raw materials optimally to increase production. Furthermore, it is hoped that the Banyumas Regency Government and financial institutions can increase the ease of access to capital to support business development. INNOVATIVE ANTI-CRISIS MANAGEMENT AT TRADE ENTERPRISES IN THE CONTEXT OF EUROPEAN INTEGRATION AND RISKS IN UKRAINE

The article examines the activities of commercial enterprises during the crisis caused by the war, the coronavirus, and the European integration aspirations of Ukraine as a candidate for membership in the European Union. Despite the significant number of publications on anti-crisis policy, there are still unresolved problems related to risk management in the process of ensuring the anti-crisis policy of trade enterprises in the global economic uncertainty. Most of the companies in this sector suffered collapse and bankruptcy due to the complexity of operating conditions during this difficult period: power cuts, labour migration, changes in international and domestic supply conditions, selection of new suppliers, destruction of road and warehouse infrastructure, and the search for new logistics routes. The aim of this article is to offer practical recommendations that will help retailers strengthen their resilience, adapt to the changing environment through innovative crisis management measures, and quickly recover from the crisis to reach or exceed the previous level of financial and operational stability. The research methodology involves a two-pronged approach: a qualitative study through a literature review and interviews, which gives an idea of crisis management, and quantitative methods, including surveys and analysis of financial indicators. The article examines the activities of trade enterprises in the crisis period of the pre-war years, i.e., the time of the pandemic's impact on the dynamics of trade. It analyses the losses of retailers during the war. The objectives of crisis financial management are defined. The relationship between crisis management and the solvency and financial stability of trade enterprises is determined. The impact of insolvency of trade enterprises on the payment of wages to employees is identified. The authors propose a number of anti-crisis measures for trade enterprises in the context of wartime and a global pandemic, such as transition to online trading using marketing strategies and plans, cost reduction, effective inventory management, modelling the sensitivity of financial indicators to changes in the external environment, and search for innovative opportunities. Attention is focused on the growing role of human capital in business recovery, including the importance of staff training and professional development, improvement of motivation systems and human resource management. The paper suggests ways to increase labour productivity, such as process automation and the effective use of data analytics. Results. Thus, the objective need for innovative tools for crisis management of trade enterprises becomes a key element of research in the context of European integration and wartime.

Study on Labor Productivity Improvement Based on Situational Awareness and Improved Value Stream Mapping

This study addresses the issue of poor construction labor productivity, exploring the process and methodology for increasing construction workers’ participation in labor productivity improvement, as well as a situational awareness (SA) development approach for construction workers based on lean construction (LC). A framework for enhancing labor productivity through SA has been developed. A case study approach is utilized to describe the LC improvement process, which includes enhancing construction workers’ SA for waste minimization and process optimization and engaging them in LC with improved value stream mapping (VSM). The labor productivity measurement approach, combined with VSM, is used to evaluate the labor productivity improvement with labor productivity improvement rate, resource efficiency, and flow efficiency. The results demonstrate that the labor productivity of the case project has increased by 24.07%, with 11.54% contributing resource efficiency and 88.46% contributing flow efficiency, indicating a greater increase in flow efficiency. This study fills a research gap in terms of the combination of construction workers’ SA enhancement and the involvement of LC practices to boost labor productivity. Furthermore, this study proposes an SA development approach based on LC at three levels: waste perception, VSM implementation, and labor productivity improvement assessment. This provides new perspectives for leveraging construction workers’ SA to increase labor productivity. The improved VSM approach and labor productivity measurements provide an operationalization of workers’ participation in continuous improvement. This research is of great practical relevance for augmenting the competencies of construction laborers and inspiring them to engage in labor productivity enhancement.

Organizational-economic and psychological aspects of personnel management as a factor of organization development in crisis conditions

Modern business conditions require organizations to develop and implement new approaches to personnel management, which is the leading resource of their business activities. Crisis conditions can be challenging for any organization, but they can also stimulate development and promote change in a positive direction. The research aims to determine the organizational, economic, and psychological aspects of personnel management as a factor in the organization's development in crisis conditions. The article examines the general factors of organizational development in crisis conditions: stability, flexibility and adaptability, innovation, resources and finances, strategic planning, effective management, leadership and communication, personnel, customer orientation, public relations, and optimism. The necessity of combining and considering organizational, economic, and psychological aspects of personnel management in crisis conditions is substantiated. The fundamental aspects of personnel management of the organization in crisis conditions are singled out: organizational, economic, and psychological. Organizational and economic aspects of personnel management of the organization in crisis conditions: retention of qualified personnel, optimization of the number of personnel, reduction of personnel costs, and increase of labor productivity. Psychological aspects of personnel management of the organization in crisis conditions: informing, supporting, motivating, creating a favorable microclimate, and providing development opportunities. The proposed approach to highlighting the fundamental aspects of the organization's personnel management in crisis conditions will allow: to develop effective methods of personnel management in crisis conditions; increase the motivation and productivity of employees; reduce staff turnover; increase the level of financial stability and competitiveness of the organization. The principles of anti-crisis personnel management are defined. Вірогідні наслідки євроінтеграції для розвитку міграційних процесів в Україні

Population losses caused by the war, in particular forced migration abroad, are an obvious challenge to the stability of Ukraine, and can become a serious brake on its post-war recovery and development. Future EU membership carries with it the risk of further departure of citizens who will have the right to live, work, and study freely on the territory of a united Europe. In order to find adequate answers to possible problems in a timely manner, it is necessary to try to identify the most likely direction of the development of the migration situation in the context of European integration, which is the purpose of this article. Its novelty lies in the substantiation of the possible volumes of migration, its dynamics, composition and consequences under the influence of Ukraine’s accession to the European Union. The analysis is based on the most widely used theoretical approaches to explaining migration, data on intra-European migration movements after previous EU enlargements, as well as the migration experience of Ukrainians in recent decades. When processing factual and analytical material, historical, logical, comparative methods, the method of scientific abstraction are used. Both theoretical considerations and actual data indicate a natural short-term intensification of migration of the population of the countries joining the EU. As a result of the war, the destruction of the economy, unemployment and impoverishment of the population, the exodus from Ukraine may be even larger. Additional ground for such an assumption is the experience of labor migration, which has been used by Ukrainians since the 1990s as a strategy for survival in crisis conditionst. At the same time, joining the EU, as it was proven by previous enlargements, contributes to the increase of labor productivity, the activation of the economy, the inflow of foreign investments and, as a result, the gradual increase of wages and the welfare of the population, which in the context of migration reduces the motivation to leave and determines the return. Citizens of Ukraine, as a democratic state, will independently decide whether to stay in the country, leave it or return to its territory. At the same time, the state can provide institutional and informational support to migrants, protect the interests of its citizens abroad, and create conditions for return. The development of migration policy taking into account the perspective of Ukraine’s accession to the EU is extremely relevant not only from a scientific, but also from a practical point of view.
