"Economic Effectiveness of State Policy in Reforming Higher library and Information Education in Ukraine"

"The article considers the conceptual and practice issues of reforming higher library and information education in Ukraine within state policy. Two-planes approach is applied: the study combines educational research and concepts of state policy efficiency evaluation with taking into account exogenous factors. The current state, problems and prospects of LIS education in Ukraine are considered in light of overall world trends in libraries development in the 21st century and best practices of some European states. The conclusion is made that in the last decade, there has been a transformation of the instrumental, that is, technological, model of the modernization of librarianship into a conceptual one focused on the implementation of the new socio-cultural mission of libraries in the knowledge-based information society, and, accordingly, LIS education should not only correspond but get ahead of libraries evolution, with a view on extremely rapid knowledge obsolescence. The model of evaluating economic effectiveness of state policy in reforming higher library and information education is proposed, which is rather universal that nation-state- oriented, as it allows taking into account the influence of specific factors of environment."

A Study on Assessment System in Higher Educational Institutions in India

Post-independence era in India has witnessed many remarkable changes. The higher education system is one such domain. The growth of higher educational system in India has led it to become third largest in the world. Higher education has as a powerful tool to build a knowledge-based information society of the 21st Century. It becomes prime important to balance both the need and the demand for quality of the higher education. The outcome of the higher education needs to be assessed by verifying the desired level of knowledge skill acquired by the students and hence an important role is played by Assessment system used by HEI. The Paper is an attempt to strive and understand the Assessment criteria and suggestive measure to make it more effective.

Current Status and Prospects of Liberal Arts Curriculum Reorganization at Namseoul University

이 논문은 남서울대학교 교양교육과정 개편 현황을 점검하고 많은 대학들과 그 사례를 공유함으로써 미래지향적인 전망을 제시하고자 하는 데 그 목적이 있다. 남서울대학교는 2018년 시대적 변화를 선도할 수 있도록 교양교육과정을 전면적으로 개편하였다. 이번 남서울대학교의 교양교육과정 개편은 우리 대학 교육의 질을 제고함은 물론 대학 경쟁력을 높일 수 있는 계기가 될 것으로 기대한다. 학부교육의 핵심은 모든 학생들을 대상으로 하는 교양교육이다. 교양교육은 대학 교육의 핵심이며 대학의 전반적인 교육철학을 반영하는 중요성을 지닌다. 4차 산업혁명이라 불리는 지식 기반 정보사회는 대학 전체 차원에서 대학 교육목표 및 인재상과 학령기 고등교육의 일반성을 고려하여 핵심역량을 고도화하고 역량기반 및 성과 중심 교육과정을 통하여 인재 육성시스템을 고도화할 필요성이 제기되었다. 이에 우리 대학은 2018년에 2월 교양과정부에서 교양대학으로 직제를 개편함으로써 교양대학이라는 교양교육 전담기관을 통해 교양 교육과정의 주기적 개선, 그리고 교양교육의 질 관리를 위해 교육방법을 개선할 수 있는 토대를 마련하였다. 학교 내부와 외부 전문기관의 컨설팅을 통해 현황과 문제점을 객관적 시각에서 철저히 분석하여 시대 및 사회의 요구와 변화를 반영한 개편안을 마련하여 진행되었다. 우리 대학의 인재상과 교육목표에 맞는 핵심역량을 재설계하여 핵심역량 변경에 따른 교양 교과목 역량 비율을 적용한 교육과정을 운영하도록 전면적으로 개편하고 우리 대학 특성에 맞는 주요 교양교과목을 개발, 4차 산업혁명 등 최신 트렌드를 반영한 교과목도 신설하였다. 끝으로 교양교육 성과관리/질 관리 시스템 진단 및 환류 체계를 구축, 이를 교양교육과정과 수업에 반영하여 지속적으로 학습성과를 개선해 나가도록 하였다.This study aims to present a future-oriented perspective by examining the current status of the reorganization of the liberal arts curriculum at Namseoul University and share the results of this case study with other universities. In 2018, Namseoul University completely reorganized the liberal arts curriculum in order to keep up with the changing realities of the times. The reorganization of the liberal arts curriculum at Namseoul University is expected to improve the quality of university education as well as enhance the competitiveness of the university. The core of undergraduate education is liberal arts education for all students. And it is important to reflect the overall educational philosophy of the university. In today’s knowledge-based information society, called the Fourth Industrial Revolution, educational institutions need to upgrade core competencies and human capital development through a competency-based and performance-based curriculum, taking into consideration the general characteristics of human capital and higher education practices’. Namseoul University reorganized from the Liberal arts department to the liberal arts college in February 2018, which laid the foundation for improving educational methods for the incremental improvement of the liberal arts curriculum. This reorganization also improves the quality management of liberal arts education by creating a liberal arts education institute called a liberal arts college. By consulting internal and external professional organizations, the university analyzed the current situation and problems from an objective point of view and prepared the revised proposals to meet the needs of changing society. A new course reflecting the latest trends has been newly established. Finally, Namseoul University established the diagnostic and backlog system of the performance / quality management system for general education, and reflected it in the liberal education curriculum and lesson plans, so as to continuously improve the learning outcomes.

고등학생을 위한 시스템 사고 기반의 융합인재교육 프로그램 개발 및 적용 효과

In the 21st century, in a Knowledge-Based Information Society, systems thinking is a very important human resources skill in science and technology, which is required in STEAM education in order to understand and solve complex problems. The purposes of this study are: (1) to develop a STEAM education program based on systems thinking; (2) to investigate the effects of the program on students' systems thinking. The systems thinking-based STEAM education program was developed on the basis of 'ADBAS' model (Park & Lee, 2013), and focused on the theme of watermill. A total of 60 high school students participated in this study. The results of this study showed that quantitatively as well as qualitatively, systems thinking skills improved after the treatment. In conclusion, the program we developed in this study can contribute in improving high school students' systems thinking skills and creative problem-solving abilities. The findings of this study may provide useful insights into cultivating human resources with systems thinking skills and creative problem-solving abilities.

Relevance of Social Exclusion in Castellian Theory of Informationalism for South Asia

‘Social exclusion’ has become a buzzword in an era of ‘globalisation’. Many social scientists have made an attempt in defining, conceptualising, contextualising and theorising social exclusion. There is an attempt in this paper in examining social exclusion from Manuel Castells’ perspective in South Asian context. Information plays crucial role in informationalism especially due to ICT (information and communication technology). However, it has resulted into a new form of social problem, what he calls ‘redundancy of labour’ as opposed to ‘appropriation of surplus labour’ based on the notion of exploitative relations of production. Social exclusion must be looked upon not only in terms of non-access to resources but also in terms of ‘redundancy of labour’ in an era of globalisation process, intensified with ICT resulting into ‘network production’ to cope with the crisis of capitalism. It has been argued that Castellian notion of social exclusion must be understood from the perspective of technology driven information society characterised by: (a) redundancy of labour and (b) notion of network. To him, information society differs from industrial society which is characterised by: (i) appropriation of surplus labour and (ii) maximisation of profit. Redundancy of labour results into social exclusion in knowledge-based information society.

Interaction of corporate and urban systems: accumulation of intangible assets

This study develops a conceptual framework of the relationship between corporate systems and urban systems in the process of intangible asset accumulation and conducts case studies involving two distinctive and contrasting global firms. Intangible assets are important in maintaining the competitive advantage of cities and regions. The accumulation of local intangibles is the result of the evolutionary development of the relationship between the corporate system and the urban system. The results of the study suggest that the intangible assets of firms are critical in ensuring their competitiveness within a knowledge-based information society.

Study on Service Models of Digital Textbooks in Cloud Computing Environment for SMART Education

We live in a knowledge-based information society where a new technology emerges overnight and new information is produced every day. Our current shift towards a more digital world has led to an inevitable increase in the use of Information and Communication Technology (ICT) in education. With the development of innovative technology, educational content, methods of teaching and learning, educational environments, and the roles of teachers and schools can be changed. However, despite numerous efforts to improve educational standards, school systems around the world are struggling to meet the demands of the 21st century learners and employers. Climate change has also affected education. Therefore, the need for learning – and the way people learn – is changing faster than before. The paradigm shift to a world of the 21st century learning is rooted in a set of goals for all learners. SMART education is a creativity-focused, customized system for developing new ways to learn by using up-to-date technology like cloud computing, and enables students to study with various materials based on their aptitudes and intellectual levels using mobile Digital Textbook at anytime, anywhere and on any devices. This paper examines various ways of content development for digital textbook, service provision, and service delivery, and suggests the most suitable model in a cloud computing environment in order to propose a suitable service model for Digital Textbook in the cloud computing environment.

Grid-based framework for high-performance processing of scientific knowledge

An essential matter in the knowledge-based information society is how to extract useful information quickly from a large volume of literature. Since most existing data mining frameworks deal with structured input data, many limitations are faced in analyzing unstructured scientific literature and extracting new information. This study proposes a scientific-knowledge processing framework, which offers high performance by using grid computing technology for extracting important entities and their relations from the scientific literature. Since the grid computing provides a large volume of data storage and high-speed computing, the proposed framework can efficiently analyze the massive body of scientific literature and process knowledge. The workflow tool that we have developed for the proposed framework enables users to easily design and execute complicated applications that consist of complicated scientific-knowledge processes. The experimental results showed that the proposed framework reduced working time by approximately 83 % when the number of running nodes was assigned in accordance with the workload ratio of each step in scientific-knowledge processes. As a result, it is possible to effectively process a large volume of scientific literature by flexibly adjusting the number of computing nodes that constitute the grid environment as the number of documents for processing increases.

어린이를 위한 융·복합 디자인 교육 프로그램 개발연구 - 디자인과 로봇공학의 융·복합 체험교육을 중심으로 -

The convergence progress in science technology and ensuing changes in educational environments require another huge change in education programs in the 21st century defined as a knowledge-based information society. But nowadays, prospective college students are increasingly avoiding natural science and engineering. So, educational fields in korea need suitable convergence educational programs (STEAM: science, technology, engineering, arts, mathematics) for creative competent person who is training and experiencing. In addition, environmental design fields are predicting about spread of Kinetic architecture. Therefore the aim of this study is developing convergence hand-on educational program which is incorporate robot science into environmental design for children. The program and teaching materials were developed by mapping between robot science and environmental design process leading the Design Promote Committee in KIID(Korea Institute of Interior Design) supported research teams in Hansung University. And then, For utility of the program, we had a 3 times of demonstration of empirical education. First, graduate students of design and robot major, and small group of children who are selected, at last, 63 children who are applying the program randomly. For more high quality program, we were conducting survey of post-empirical education evaluation for children and their parents. In conclusion, we found out highly satisfaction of the program those two groups. Also they need more organized places, time, task and so on. And the convergence educational program would develop by systematic approach and empirical research. At last, various and series convergence programs and teaching materials would develop creative competency based for regular and irregular courses of whole educational period.

In my study titled “Regional strategies serving competitiveness”, I examine the regional strategies whose development and implementation in practice play a determinant role in the medium- and long run economic and social development of the given region. The study primarily focuses on the infrastructural basic investments that are essential from the aspect of creating a knowledge-based information society. The study also deals with a stakeholder analysis used by investors in order to focus on the quality of state administration and institution system.

Records Management and Archives in Korea : Its Development and Prospects

After almost one century of discontinuity in the archival tradition of Chosun dynasty, Korea entered the new age of records and archival management by legislating and executing the basic laws (The Records and Archives Management of Public Agencies Ad of 1999). Annals of Chosun dynasty recorded major historical facts of the five hundred years of national affairs. The Annals are major accomplishment in human history and rare in the world. It was possible because the Annals were composed of collected, selected and complied records of primary sources written and compiled by generations of historians, As important public records are needed to be preserved in original forms in modern archives, we had to develop and establish a modern archival system to appraise and select important national records for archival preservation. However, the colonialization of Korea deprived us of the opportunity to do the task, and our fine archival tradition was not succeeded. A centralized archival system began to develop since the establishment of GARS under the Ministry of Government Administration in 1969. GARS built a modem repository in Pusan in 1984 succeeding to the tradition of History Archives of Chosun dynasty. In 1998, GARS moved its headquarter to Taejon Government Complex and acquired state-of-the-art audio visual archives preservation facilities. From 1996, GARS introduced an automated archival management system to remedy the manual registration and management system complementing the preservation microfilming. Digitization of the holdings was the key project to provided the digital images of archives to users. To do this, the GARS purchased new computer/server systems and developed application softwares. Parallel to this direction, GARS drastically renovated its manpower composition toward a high level of professionalization by recruiting more archivists with historical and library science backgrounds. Conservators and computer system operators were also recruited. The new archival laws has been in effect from January 1, 2000. The new laws made following new changes in the field of records and archival administration in Korea. First, the laws regulate the records and archives of all public agencies including the Legislature, the Judiciary, the Administration, the constitutional institutions, Army, Navy, Air Force, and National Intelligence Service. A nation-wide unified records and archives management system became available. Second, public archives and records centers are to be established according to the level of the agency; a central archives at national level, special archives for the National Assembly and the Judiciary, local government archives for metropolitan cities and provinces, records center or special records center for administrative agencies. A records manager will be responsible for the records management of each administrative divisions. Third, the records in the public agencies are registered in the computer system as they are produced. Therefore, the records are traceable and will be searched or retrieved easily through internet or computer network. Fourth, qualified records managers and archivists who are professionally trained in the field of records management and archival science will be assigned mandatorily to guarantee the professional management of records and archives. Fifth, the illegal treatment of public records and archives constitutes a punishable crime. In the future, the public records find archival management will develop along with Korean government's 'Electronic Government Project.' Following changes are in prospect. First, public agencies will digitize paper records, audio-visual records, and publications as well as electronic documents, thus promoting administrative efficiency and productivity. Second, the National Assembly already established its Special Archives. The judiciary and the National Intelligence Service will follow it. More archives will be established at city and provincial levels. Third, the more our society develop into a knowledge-based information society, the more the records management function will become one of the important national government functions. As more universities, academic associations, and civil societies participate in promoting archival awareness and in establishing archival science, and more people realize the importance of the records and archives management up to the level of national public campaign, the records and archival management in Korea will develop significantly distinguishable from present practice.

The Notion of eEurope within the EU from a Legal Perspective. Challenges for the Candidate Countries after the Swedish Presidency

The article titled the notion of eEurope within the EU from a legal perspective challenges for the candidate countries after the Swedish presidency addresses one of the most recent developments in the constantly evolving European community acquis communautire, namely the newly formulated legal and institutional frameworks for the electronic (digitalised) communication networks in the context of further completing the EC single market. The author has divided his paper into four chapters. The first part of the article deals with a descriptive introduction in relation to the main cornerstones of the historical transition process in the EU from establishing the single internal market to building up a knowledge-based information society by 2010 as decided in march 2000 at the European Council summit in Lisbon. The second chapter analyses firstly the well-known commission communication on "eEurope action plan 2002" adopted in June 2000 in Santa Maria de Freira and then addresses in more detail the scientific and the practical reflections on this programme brought by the developments under the Swedish EU presidency in the first half of 2001. The third part of the thesis covers the most important challenges stemming from the new EU concept of "eEUROPE" in terms of the Central and Eastern European applicant countries. Under this heading, the author dedicates special attention on the one hand to exploring the relevant and related Hungarian experiences (with special regard to the on-going legal alignment process to the described EC acquis in Hungary) secondly to the Goteborg European Council summit, held in June 2001. Where the famous action plan for the candidate countries on "eEurope 2003" was adopted and published by the EU member states. In the final chapter of the paper, the author tries to draw up a number of conclusions and proposals as far as the required effective and proper implementation by the candidate countries of this new type of acquis is concerned with special regard to the forthcoming codificatory difficulties and challenges in particular in terms of legal dogmatics. The paper is well-documented, logically easily followable, and based on a really wide-ranging secondary literature in terms of the explored subject.
