Perkembangan Evaluasi Tata Kelola Teknologi Informasi: Literature Review

Information technology is an important organizational asset to be managed and maximized so that its use can be aligned with business needs, thus helping to improve the achievement of the organization's vision and mission. Therefore, the implementation of information technology governance in every organization needs to be monitored for its implementation, this makes the organization more mature and immediately makes improvements to its management of its IT assets. Various studies have been conducted to evaluate IT governance in organizations using various frameworks. This study aims to conduct a review of previous studies related to the development of IT governance evaluation in reviewing research activities carried out in a certain period, analyzing the framework used and why the framework is used. The results show that research to evaluate IT governance peaked in 2014 which was dominated by the institutional sector using the COBIT 5 framework and the various reasons for using COBIT 5 are discussed further in this study.

IDENTIFICATION OF THE DOMAIN PROCESS INTERSECTIONS BETWEEN COBIT 4.1 AND COBIT 5 IN THE DETERMINATION OF IT GOVERNANCE ASSESSMENT

The implementation of information technology has an essential role in organizational development to support a business process. Currently, information technology is widely adopted by the organization. It is believed to help improve the efficiency of the ongoing business process so that IT management is needed in a more structured. Thus, need a guideline that can guide IT governance so it can be measured and utilized. COBIT is one of the frameworks that can utilize in providing IT governance guidelines for organizations, and it is the main reference used in implementing IT governance in organizations. Still, the assessment process takes a long time because many processes are assessed. So conducted this research to determine the similar activities between COBIT 4.1 and COBIT 5 as the basis for determining the development of an organizational assessment process that the organization will carry out to see the efficiency of the assessed process domain. This research is focused on several organizations that have carried out IT governance assessments with COBIT 4.1 and will then implement the assessment process using COBIT 5. Still, it will usually take more time and effort if done separately to streamline the assessment process and identify domain intersects. The process from COBIT 4.1 and COBIT 5 so that the effort to carry out the assessment can be more streamlined. Thus, this research will produce a study result related to which activities intersect with each other to determine the IT governance assessment in an organization.

Identification of Influential Factors in Implementing IT Governance: A Survey Study of Indonesian Companies in the Public Sector

Aim/Purpose: This study is carried out to determine the factors influencing the implementation of IT governance in public sector. Background: IT governance in organizations plays strategic roles in deciding whether IT strategies and investments of both private and public organizations could be efficient, consistent, and transparent. IT governance has the potential to be the best practice that could improve organizational performance and competency. Methodology: The study involves qualitative and quantitative approaches, where data were collected through questionnaire, observation, interview, and document study through a sample of 367 respondents. The collected data were analyzed using Structured Equation Modeling (SEM) for validating the model and testing the hypotheses. Besides, semi-structured interview, observation, and document study were also carried out to obtain the management’s feedback on the implementation of IT governance and its activities. Contribution: The results of this study contribute to knowledge regarding good IT governance. Practically, this study can be used as a guideline for the future development and good IT governance. Findings: The findings reveal that policy has a significant direct influence on system planning, the management of IT investment, system realization, operation and maintenance, and organizational culture. The existence of IT governance policies, the success of the IT process can work well. Monitoring and evaluation processes also significantly affect system plan-ning, management of IT investment, system realization, operation and maintenance, and organizational culture. It indicates the process of monitoring and evaluation required for indications of financial efficiency, infrastructure, resources, risk and organizational success. Recommendations for Practitioners: It is important for organizational management to pay more attention to the organization’s internal controls in order to create good IT governance. Recommendation for Researchers: A comparative study between Indonesia and developing countries on the implementation of IT governance is needed to capture the differences be-tween those countries. Impact on Society: Knowledge of the factors influencing the implementation of IT governance as an effort to implement and improve the quality of IT governance. Future Research: Future studies should look further at the policy and IT governance models, specifically in public organizations, besides other influencing factors. Moreover, the outcome of this study could be generated as a guideline for the advanced development of IT governance and as a point of improvement as a way to generate a better good IT governance. It is essential because such evidence is lacking in current literature.

Assessment of IT governance in organizations: A simple integrated approach

There are various methods available for dealing with IT governance. These methods are diversified, and in some cases lengthy and complicated. This paper is concerned with providing a unified simple approach for IT governance assessment. The approach is developed and tested through the following three main steps: (1) highlighting the basic requirements of IT governance considering key available methods; (2) designing the target approach that integrates these requirements and uses knowledge management principles; and (3) illustrating the use of the approach through a typical illustrative application. The approach uses the “STOPE: Strategy, Technology, Organization, People and Environment” view to integrate the issues involved, the knowledge management principles as an added value, and the six-sigma phases as a cyclic improvement process. The work provides “fifty” main IT governance controls; and these enable finding key strengths and weaknesses of IT governance in organizations from which development directions can be derived. It should be noted that considering knowledge management, and people as a main domain in the integration view, illustrate special emphasis of the human factor in IT governance.
