Human Resource Development Investment in Chinese Private Firms: Strategic Choice and Institutional Perspectives

ABSTRACTIntegrating the strategic choice and the institutional perspectives, we provide a contextualized analysis of human resource (HR) development investment in Chinese private firms. Based on a nation-wide survey of domestic private firms, we found that strategic choice variables (i.e., private entrepreneurs’ education and governance team completeness) are positively related to HR development investment. Perceived government support for private business strengthened the positive relationships between strategic choice variables and HR development investment. Furthermore, institutional variables (i.e., owners’ political affiliation and firms’ former state ownership) explained additional variance in HR development investment above and beyond strategic choice variables. Perceived government support negatively moderated the relationship between former state ownership and HR development investment. Theoretical and policy implications were discussed at the end.

B2B relationship calculus: quantifying resource effects in service-dominant logic

Increasingly, knowledgeable business-to-business (B2B) customers and evolving customer needs are leading to seismic shifts in vendor–client interactions. Across industries, sellers are changing their business models from a simple goods orientation to a hybrid goods–services model, placing greater emphasis on delivering complete customer solutions. In such an environment, companies must find ways to prioritize investments in resource development. The service-dominant (S-D) logic framework offers significant insights into this challenge; however, these effects have not been tested quantitatively. This study addresses that gap, examining the influence of various seller resources on buyer satisfaction. An empirical analysis of buying organizations that purchased and implemented business intelligence systems finds that “augmented” operant resources that the buyers ascribe to the software’s sellers—resources that go above and beyond expectations—are the most significant predictors of both successful technology assimilation and overall customer relationship quality. In particular, an augmented operant resource reflecting a seller’s ability to see value creation opportunities from the buyer’s perspective (value mindset) has up to three times the effect on relationship satisfaction as “core” operant resources such as product-specific expertise or basic interpersonal service skills. These results can help sellers prioritize resource investments.

A global energy outlook to 2035 with strategic considerations for Asia and Middle East energy supply and demand interdependencies

This study quantitatively projects energy supply and demand in Asia and other regions of the world through 2035, focusing on the relationship between Asia and the Middle East. An integrated group of energy economics models, including a macroeconomic model, an energy supply and demand model and a technology assessment model, are used to show that the Middle East will be able to respond to an expected substantial increase in Asian fossil fuel demand. Therefore, continuing appropriate investment in resource development in the Middle East will be indispensable to ensure stability in global energy supply and demand. The Middle East is expected to focus more on its fossil fuel exports to Asia amid a decline in exports to North America and Europe. The large energy consumption and production regions are expected to become more and more interdependent.

The transfer of training at macro level in least developed countries: a case study of the ‘brain‐drain’ in Eritrea

Over the past four decades, governments in the least developed countries (LDCs – a categorization adopted by the United Nations) have been attempting to improve the skills and knowledge of their public servants by providing local and international training programs. Despite these training activities, however, many LDCs continue to experience acute shortages of high‐level technical and managerial skills. This is because LDCs are increasingly unable to retain trained personnel employed in the public sector, resulting in a ‘brain‐drain’. The present study critically assesses that part of a major human resource development project implemented in Eritrea, an LDC, between 1998 and 2005, which provided overseas scholarships for 674 public servants. Almost two‐thirds did not return to Eritrea, and the study seeks to establish the reasons for nonreturn. It identifies from the literature five factors that appear to influence return and examines the relationship between these and nonreturn. Economic and political conditions and lack of peace and stability were significant in explaining changes in nonreturn. The results point to the areas of change needed to enable LDCs to retain highly qualified nationals. These areas involve significant changes in government policy, but training providers themselves may be able to take some steps to minimize the lack of benefit from their human resource development investment. The conclusion is that the retention and effective utilization of trained people by LDCs remains challenging. In theoretical terms, the concern of this study can be seen as a macro‐level expression of the transfer problem.
