A study of the dynamics of economic stability of West Kazakhstan’s regions and recommendations for its improvement

The economic development of the West Kazakhstan’s regions, despite their significant contribution to the country’s gross regional product, is subject to various risks. To identify the main risks of economic sustainability and justify measures to overcome them, it is necessary to study the dynamics of economic indicators in these regions. The purpose of the article was to study the dynamics of economic stability of the West Kazakhstan’s regions and develop recommendations for its improvement. To achieve the goal, the following tasks were solved: to analyze the dynamics of economic stability based on the main economic indicators, which characterize the scale of the regional economy, its structure, investment volume, research and development work; to identify the risks of achieving economic stability; to determine measures to overcome these risks. The hypothesis was the assumption that achieving economic sustainability for the development of the West Kazakhstan's regions is difficult due to imbalances in their economic structure. The methods of logical, economic and statistical analysis, analogies, comparisons, a systematic approach, generalizations are used. The result of the analysis was the identification of the main risks to the economic stability of the West Kazakhstan’s regions, including the raw material nature of the economy, the low share of the manufacturing industry, insufficient budget provision, and the high vulnerability of the regions to natural disasters. Recommendations were developed to offset the negative impact of the identified risks and increase economic stability in West Kazakhstan’s regions.

Expropriation of real estate - key tool in achieving sustainable cities and communities

This article presents an analysis of the issues related to the emergence of the need for expropriation of real estate as a principal instrument for the creation of sustainable cities and communities. Therefore, following the analysis, it can be concluded that with the signing of the Association Agreement with the European Union by the Republic of Moldova, it is necessary to develop the country according to European standards. Consequently, an important component of the Sustainable Development Objective is the development of infrastructure. The development of infrastructure inevitably entails the expropriation of real estate for the construction of technical and public utilities, as well as road networks. The quality of road infrastructure, the quality of water supply, and the quality of electricity supply at the international level were subjected to analysis. Given that all infrastructure development projects are financed with foreign funds, an analysis was conducted of the volume of investments allocated by the European Bank for Reconstruction and Development (EBRD) and their distribution. In order to gain insight into the current state of affairs in Moldova, an investigation was conducted into the provision of technical building infrastructure elements by the country's development regions. It was found that, at this time, investments are required for infrastructure development, as a significant proportion of localities lack the necessary water supply and sewerage networks, as well as natural gas (see Table 1). It thus follows that the principal instrument for achieving these objectives is the expropriation of real estate for public utility.

Features of building a successful logistics business in the USA

The very intensive development of e-commerce and changing consumer behavior in the United States have provoked an unprecedented increase in freight traffic. This trend is increasing every year. Existing logistics models sometimes demonstrate the inability to effectively cope with the increased workload, which necessitates a rethink of traditional approaches to business organization in the area under consideration.There is no common position in the scientific community regarding optimal scaling strategies for logistics companies in the context of digital transformations. A number of researchers advocate the priority of technological modernization, while others focus on strengthening regional partner networks. The indicated contradiction is aggravated by the lack of knowledge of synergetic effects when integrating various options for action.The purpose of the study is to identify key success factors in building and scaling a logistics business in the United States through the prism of technological transformation of the industry and changes in market conditions.It is noted that companies integrating elements of classical logistics with digital platform solutions demonstrate an increase in the profitability of operations. At the same time, the critical success factor is not the volume of investments in technological modernization, but the ability to create effective synergy between various parts of the entrepreneurial model. The author’s view on the options for the development and scaling of logistics entrepreneurship in the United States is proposed.The article is of value to the heads of logistics companies, investors considering the possibility of entering this sector in the United States, as well as researchers dealing with the digital transformation of the analyzed industry.

Woodworking industry in Russia: analysis of the industry structure and development prospects

The state of the woodworking industry sectoral structure in Russia has been considered. The main sources for the present study were regulatory legal acts of the Russian Federation, statistical data of the Federal Forestry Agency, Federal State Statistics Service, international analytical reviews, and scientific articles. Statistical methods of comparison and analytical processing of information were used as research methods. The purpose of the study is to analyze the industry structure, as well as to identify development prospects. The number of firms in the industry and production of the main types of woodworking products in dynamics have been analyzed. The export of goods from various branches of the wood industry in the country and the index of physical volume of investment in fixed capital in the industry under consideration have been studied. The issue of waste utilization in wood processing industries due to low utilization of waste wood has been separately highlighted, and the importance of reasonable use of forest resources has been emphasized. The author concludes that, in general, the real contribution of the woodworking industry to the country’s economic development is still lagging behind the potential, but the main prospects for overcoming this condition have been highlighted, such as exports development, transportation costs reduction, state support strengthening in the industry, and improvement of waste disposal in woodworking industries.

Особливості формування виробничого потенціалу підприємств харчової промисловості

The study aims to determine the characteristics of the production potential of food industry enterprises, assess their current state, and determine directions for increasing the efficiency of production potential in martial law conditions. The research methodology involved using existing modern scientific and empirical achievements and recommendations regarding the peculiarities of the formation of the production potential of food industry enterprises. Official statistical data were used to analyze the size and scope of production, the efficiency of using labor resources, and the volume of capital investments. The time range covered 2021-2023. Indicators characterizing the efficiency of the functioning of enterprises include the volume of manufactured and sold products, the value of which increased by 15.5% and 20.6%, respectively. The number of workers employed in the production of products tended to decrease (-6.8%). The main problems accompanying food enterprises as a result of hostilities were loss of relations with suppliers, lack of stable sales directions for manufactured products, reduction in the number of personnel due to the mobilization of part of the employees, reduction in the number of personnel due to departure abroad; instability of the credit and financial sphere (high interest rates on loans, instability of the national monetary unit); absence or instability of the supply of raw materials and materials, including gas, electricity, water; occupation of territories where enterprises operate. Despite the troubles, food industry enterprises restored the pre-war level of capital investment and exceeded it by 4.3%. The state needs to focus its efforts on the following areas: financial and credit and tax incentives and infrastructure support to increase the production potential. The following programs have already been implemented and are operating to support enterprises affected by military actions: loans for working purposes at 1% per annum; an increase in the provision of state guarantees to 80; increasing the limit under the “5-7-9%” program to 150 million hryvnias; conclusion of international trade agreements for the export of manufactured products; reduction of dependence on imported raw materials; quotas for the import of products that have a higher competitive position compared to domestic types of products; reduction of bureaucracy; referral of employees to retraining and training; stimulation of innovations, etc. Keywords: production potential, resources, size and scale of activity, food industry enterprises.

FORMATION OF INVESTMENT IDEAS IN THE CONDITIONS OF CHANGE IN TECHNOLOGICAL STRUCTURES OF THE ECONOMY

In the interests of developing theoretical and methodological foundations for the reproduction of fixed capital in industrial economic systems, the methodology for forming an investment idea as the first and most important stage of the investment and construction and life cycle of industrial real estate objects is studied. The existing methodological approach is based on marketing research of the goods and services market, the search for unsatisfied demand, excess material, labor and financial resources and does not take into account the patterns of development and change in technological structures in the world economy, which determine the terms of effective use of fixed capital in industry. Reproduction of fixed capital in industry, as is known, is carried out in the form of capital investments - investments in fixed capital. These are the costs of expanded reproduction of fixed capital in the form of construction of new industrial facilities, their expansion, reconstruction and technical re-equipment and the costs of simple reproduction of fixed capital in the form of major and current repairs of industrial facilities, including the costs of design and survey work, production of construction and installation works, acquisition of machines, equipment and other costs. Considering that fixed capital in the economic systems of industry dominates over circulating capital in terms of investment volume, and the terms of its effective use determine the return and profitability of costs for expanded and simple reproduction of fixed capital in industry, this study proposes to base the methodological approach to the formation of an investment plan on the patterns of evolution and change of technological structures of the economy that determine the development of industry.

Russian Business and the Authoritarian Welfare State

Authoritarian regimes widely involve non-state actors in social welfare to increase output legitimacy and regime stability. Despite the volume of corporate social investments, the role of private companies in authoritarian welfare is still poorly understood. This study analyzes the functioning of corporate social programs in the Russian authoritarian welfare state by focusing on corporate grant competitions and corporate volunteering as means of engaging both the local population and the companies’ employees in the regions. Drawing on stakeholder theory, it investigates how companies position themselves as welfare providers and how they legitimize their role with regard to key stakeholders, including state officials, employees, and the local population. The analysis is based on in-depth interviews with company representatives and key stakeholders in four Russian regions: Kemerovo, Khanty-Mansi Autonomous Region, Tiumen′, and Volgograd. In addition, corporate social reports from 2018 and information for beneficiaries were evaluated to identify program guidelines, motivations, and stakeholder assessments. The study argues that companies play an important role as welfare providers through the financial support of social organizations and employee initiatives at the regional and the local level. By providing social investments in geographically defined “territories of presence,” Russian companies pursue a double legitimation strategy, both demonstrating their social responsibility and loyalty toward the regime and strengthening authoritarian welfare provision through private social investments. With a detailed analysis of corporate social programs, this study contributes to our understanding of the specific conditions and mechanisms of social policy in authoritarian regimes and the place that companies occupy within it.

Trilateral Dynamics of India–China–Nepal: Assessing Geo-strategic Relations in South Asia

The strategic importance of South Asia stems from its natural resources and advantageous location. However, in recent years, China and India’s rivalry in the subcontinent has altered the geo-strategic landscape in the region. Though much had been explored in the trilateral dynamics of India–China–Nepal, comparative analyses to empirically assess the relative strength of the relationships have been overlooked. Hence, the current paper examined the dynamics of these three countries by evaluating their ability to uphold their ties. It looked at India’s neighbourhood first policy with a particular focus on Nepal, and it further examined how China uses the Belt and Road Initiative (BRI) as a springboard to utilise it as a geopolitical manoeuvre to offset India’s hegemony in the area. On the empirical front, the paper examined the pattern of investment from China’s BRI in Nepal and contrasted it with China’s overall investment trends in Nepal. The paper argues that although BRI investment in Nepal is increasing, there is a significant decline in the overall investment from China. In contrast, India’s investment in Nepal had an upward trajectory that surpassed China’s investment volume. The paper discussed potential ways to achieve trilateral relations among these three countries by promoting sustained cooperation.

Downward Revision of Investment Decisions after Corporate Tax Hikes

This paper estimates the causal effect of corporate tax hikes on firm investment based on more than 1,400 local tax changes. By observing planned and realized investment volumes in a representative sample of German manufacturing firms, we can study how tax hikes induce firms to revise their investment decisions. On average, the share of firms that invest less than previously planned increases by 3 percentage points after a tax hike. This effect is twice as large during recessions. SIMULATION OF THE INFLUENCE OF THE INVESTMENT ENVIRONMENT ON THE FORMATION OF AN ATTRACTIVE MACRO SPACE OF THE ECONOMY OF UKRAINE

The economic situation in most countries demonstrates an ever-increasing demand for investment resources while their supply is significantly limited. A system of factors characterized by multidirectional action forms the so-called investment environment in the country. Its structure and level of efficiency are crucial determinants for ensuring the sustainable economic development of a country. The purpose of the study is to substantiate scientific and practical recommendations for the formation of a highly efficient macro-space of the economy of Ukraine based on the implementation of rational investment policy measures. In the course of this research, an analysis of foreign investment volumes in Ukraine was conducted, and a list of factors ensuring the positive investment image of the country in the international arena was identified. The result of the study is constructed trend lines of GDP dependence on direct foreign investors in Ukraine and abroad, as well as trend lines of GDP dependence on the level of the tax burden and the integral indicator of the level of the shadow economy; the delineation of the main directions for forming an investment environment in the context of attracting foreign capital investments. The priority vectors of optimizing the investment environment in Ukraine are substantiated and the main problems of Ukraine's investment attractiveness as a motivational factor for investment activity are determined. The strategic directions for the development of investment attractiveness of the national economy under modern business conditions have been justified. The methodological basis of the research consists of a systematic, comprehensive, and evolutionary approach. The main scientific results of the study were obtained through the use of methods such as structural-logical analysis, theoretical generalization, comparative analysis, structural-functional analysis, and a comprehensive approach based on identifying cause-and-effect relationships, as well as logical, economic and mathematical modelling, analytical, and graphical methods.

AFRICAN COUNTRIES IN THE INVESTMENT PRACTICE OF US COMPANIES

Leading the world in the sphere of outward direct investment, the US has placed less than 1% of its investment volume in Africa. However, the energy transition can stimulate investment and change the situation. Without reliable and sustainable supplies of the necessary minerals, the leadership of the United States in key sectors of the global economy is in question. The growing influence of China is also in the area of interest of the American side, since it is Africa that is the focus of the commitments related to the Belt and Road Initiative (BRI) at the regional level., Congress's desire to strengthen U.S. development finance instruments and respond to China's Belt and Road Initiative (OBOR) has prompted the creation of the U.S. International Development Finance Corporation/DFC, which will carry out all the major functions. In assisting US investors, the American side sees a reliable alternative to public investment by authoritarian governments and strategic competitors, applying best practices in terms of transparency, environmental and social safeguards, and taking into account the acceptable level of partner debt. A special arsenal of tools has been developed countering China.

Decision-Making Amid Economic Uncertainty: Exploring the Key Considerations of Commercial Property Investors

This study explored the key considerations of commercial property investors acting under conditions of economic uncertainty across the following three dimensions: market fundamentals, institutional, and behavioural factors. Over the past few decades, a series of exogenous shocks to the global economy has impacted property performance, investment volumes, and investor perceptions. Acknowledging that uncertainty further complicates investment decision-making, a mixed-methods research approach was adopted to examine the perspectives of 5 experts and 412 property investors. The findings revealed that, while most investors express negative responses to uncertainty and adopt more cautious attitudes, others are more aggressive and attempt to capitalise on emerging opportunities. Market fundamentals are not the only key consideration; access to information and investors’ behaviour all impact how decisions are made under these conditions. In particular, wealthy and more experienced investors make more comprehensive decisions, considering all three dimensions, while aggressive investors may disregard data in favour of intuition. Behavioural biases such as the bandwagon effect and fear of missing out (FOMO) all influence decisions and are sometimes exacerbated by media narratives. Practically, these considerations underscore the complexity of decision-making under conditions of uncertainty and how different investors attempt to navigate market volatility.

Impact of investments in mining on economic growth of Krasnoyarsk Krai

Aim. To evaluate the impact of investments in mineral extraction on the economic growth of Krasnoyarsk Krai using the dynamics of data for 2004–2021.Objectives. To prepare initial data for modeling in comparable prices; to build statistical models with a time lag; to determine the multiplier and gas pedal coefficients of investment; to demonstrate the possibilities of applying the obtained dependencies.Methods. The authors used the method of economic and mathematical modeling, in particular the calculation of socio-economic indicators using mathematical statistics. The regression model was built using the initial data that meet the requirements of comparability and homogeneity, are relevant and statistically reliable.Results. Dependencies reflecting the investment multiplier effect, i.e. the increase in the gross regional product (GRP) and the volume of shipped products in response to the increase in investment in mining were obtained. Dependencies reflecting the investment gas pedal effect are also obtained, showing how increased income affects the size of investment. The dependencies are applied to solve a number of practical problems.Conclusions. It has been established that investments in mining in Krasnoyarsk Krai have an impact on the growth of GRP and the volume of shipped products. The return on investment has a temporary character. The strongest impact of investments in the current year have on the growth of GRP and shipped products for the next year. The multiplier coefficient is 2.72. Increased income affects the size of investments: the growth of income from mining stimulates the growth of induced investments in the following year with the multiplier coefficient, which is equal to 0.14. The comparison of actual values of investments in mineral resources extraction and volume of shipped products with the target values laid down in the Strategy of socioeconomic development of the region until 2030 has been carried out. The target values, according to the Strategy, are determined with the help of the obtained dependencies. It was established that the actual volume of investments is sufficient to ensure the GRP growth in accordance with the Strategy at the first stage; to ensure growth at the second stage it is necessary to increase investments by 12–15 % annually; to ensure growth at the third stage it is necessary to increase investments by 9–13 % annually from the current state. In order to ensure the values of indicators on the volume of production provided for in the Strategy, it is necessary to increase output by 4–6 % annually compared to 2021.

МІЖНАРОДНЕ ІНВЕСТИЦІЙНЕ СПІВРОБІТНИЦТВО ТА ЙОГО РОЛЬ У ПОВОЄННОМУ ВІДНОВЛЕННІ ПРИМОРСЬКИХ ТЕРИТОРІЙ УКРАЇНИ

The article is devoted to the study of the scientific and theoretical foundations of international investment cooperation and the analysis of its impact on the economic development of the coastal areas of Ukraine. It is conducted the critical review of existing definitions of the studied concept. It is proposed the proper definition that considers the socio-economic nature of such cooperation. International investment cooperation should be understood as economic relations formed as a result of international investment and mediating the movement of international investments. It is defined the main purpose of the investigated phenomenon, which consists in making a profit. It is emphasized the key difference between international investment cooperation and other forms of cross-border movement of capital by the presence of a commercial basis that accompanies this process in one way or another. It is considered previous developments in formulating the principles of investment cooperation. It is proposed own list of principles for its implementation: economic expediency, freedom and equality of parties, fair distribution of benefits and risks, regulatory and tax coordination, social, environmental and ethical responsibility, strategic, transparent and contractual nature. By constructing polynomial regression equations of the dependence of the gross product of the coastal regions of Ukraine on direct foreign investment, the regularities of the influence of international investment cooperation on the economic development of the respective territories are investigated. It is determined that such cooperation is characterized by its fundamental importance for the economic growth, its direct impact on the regional economic complex, the marginal possibilities of rational placement of international investments and the unevenness of the positive effect they generate. It is substantiated the practical advantages and limitations of the potential increase in the volume of international investment in the post-war period.

Using econometric methods to analyze and evaluate the relationship between digitalization indicators and the well-being of regions of the Russian Federation

Subject. The article considers the relationship between digitalization and the level of well-being of regions of the Russian Federation. Objectives. The aim is to identify factors of digitalization that have the greatest impact on the well-being of regions of Russia. Methods. The study employs analysis and synthesis of scientific literature on the research topic, classification, and econometric modeling. Results. We developed a regression model with a fixed effect. The endogenous variable is consumer spending, exogenous variables are the proportion of organizations that used the Internet; the number of subscribers of mobile broadband Internet access per 100 people; the proportion of the population who are active Internet users. We established a relationship between the indicators of digitalization and consumer spending per capita. However, there is no direct relationship between the volume of investments in fixed assets aimed at purchasing ICT equipment with consumer spending per capita. Conclusions. The availability of Internet access is the most obvious indicator of the region's population welfare. On the contrary, the availability of services provided via the Internet did not show a strong connection with consumer spending in the region. Practical application of the constructed model will make it possible to predict the level of well-being while improving digital technologies.

REGULATORY POLICY OF THE NATIONAL BANK OF UKRAINE: PROBLEMS AND WAYS TO IMPROVE

The article notes that the National Bank of Ukraine (NBU) must ensure price stability, high and stable level of economic development and optimal employment. Conceptually agreeing with this approach, the authors prove that the mechanism for its implementation does not ensure the fulfillment of the NBU mission. Analyzing changes in the banking sector of Ukraine over the last 2.5 years, the authors emphasize that due to the implementation of insufficiently balanced NBU regulatory policy, the volume of banks' investments in NBU certificates of deposit increased almost fivefold –– from UAH 95 billion. at the beginning of 2022 to UAH 456 billion at the end of the year. As a result of such an unsuccessful policy and contrary to economic logic, the NBU generated a huge positive liquidity balance in the banking sector, while the real sector of the economy suffers from a lack of funds Undoubtedly, such regulatory actions, which are "unique" in modern economic theory and historical practice, cannot stand criticism and should be rethought and significantly revised. The reasons and consequences of such an ineffective regulatory policy of the NBU are analyzed and important conceptual ideas aimed at improving bank management are suggested. According to the formulated conclusions, it is necessary to create an effective mechanism of credit monitoring in Ukraine. The activity of which should be devoted to assessing economically justified levels of different banking rates and analyzing innovations in the ideology of banking management that are used in other countries where central banks operate very successfully.

In modern marketing, researchers are focused on the omnichannel approach due to the growing number of communication channels and sources of consumer information about brands. This paper examines the complexity and multifactorial nature of the omnichannel approach in the formation of customer experience and marketing communications in the digital environment. The article discusses the concept of a “Consumer Journey Map”, which reflects the stages of making a purchase decision, after-sales interaction and the customer experience formed within this path. This approach allows you to define and analyze the touchpoints with the consumer and information messages at each stage of the consumer journey in order to create a positive brand image. The consumer’s journey is formed by the sequential passage of a number of points of contact, which may belong to the brand, its partners or be independent. This affects the degree of brand control over the information at each of these points. Particular attention is paid to the complexity of tracking the entire variety of contact points through which the customer passes on the way to making a purchase. The management of this variety of points from the standpoint of a single communication environment of brand and consumer interaction is the subject of omnichannel marketing research. Within the framework of this study, the author considers the evaluation of the effectiveness of marketing channels at the stage of preparation for purchase. These channels may be underestimated, since in terms of direct return on marketing investments, they lose to the final pre-purchase channels, but they play a key role in shaping the customer experience leading to subsequent purchases. The article presents the results of a study of online communication based on a company providing educational services. This study demonstrates the relationship between the volume of investments in paid promotion channels and the total revenue from online channels. The results of the study emphasize the importance of the omnichannel approach in modern communication, where the buyer interacts with the brand in various channels and perceives communication as a single continuous process, even when switching from one channel to another.

Modification and termination of legal services supply agreement

The article is focused on studying the possibility to modify and terminate legal services supply agreement. The author has noted that the volume of foreign investments is a significant stimulus for the recovery of the domestic economy, and this should be facilitated by proper protection of the rights of investors as less protected participants of investment relationships. All this will contribute to the need to streamline legislative mechanisms for regulating relations in the sphere of services provision. In particular, civil regulation of legal services, despite the extraordinary social importance played by relations on providing legal services in society, has not been sufficiently developed yet, in order to affirm that a fairly well-balanced regime for regulating these relations functions in Ukraine. The author of the article has indicated that the right to apply measures of operational influence by legal services’ customers requires a clear description in the legislation, but not to be established through a multi-stage interpretation of the relevant norms. The exercise of such a right should not depend on its enshrining in the terms of legal services supply agreements, i.e. its normative basis should be the relevant legal norms, which should increase the guarantee of protection of the rights and interests of the customers of such services as less protected participants of contractual relations. The author has proved that the application of legal services on protection by the customers in the form of terminating the agreement, first of all by filing the corresponding claim to the court, has no particular specificity, compared to similar protection within other contractual obligations. The analysis of court practice indicates the lack of acute problems requiring scientific description and resolution in this regard. There is a stable court practice in Ukraine regarding the protection of legal services’ customers through the termination of relevant agreements. Termination of the contract, as a terminating legal fact, protects rather the customer’s interests, but not the rights (for safeguard of assets; for concluding the same meritous contracts with other entities, etc.). The author of the work has specified that modification and termination of legal services supply agreements, which are carried out based on the understandings between the parties, as a general rule, are not applied in the context of the parties’ reaction to the offense committed by the counterparty, but due to other motives. In particular, a significant modification of circumstances can be mentioned among such motives.

Strategic prospects for using international experience of foreign investment in Armenia

The article analyzes the strategic prospects for creating stable conditions for attracting additional volumes of foreign investment in the Armenian economy, which is due to the lack of own funds for sustainable social and economic development. The relevance of issues related to the role and place of foreign investment in Armenia, occurring due to the globalization of the world and regional economy, creating or limiting conditions for the movement of capital, has increased sharply in light of the sharp intensification of the policy of attracting foreign investment in the South Caucasus region. The practical experience of the transition period of the market economy of Armenia is summarized, as the country became more dependent on the level of regional and global integration. At this time, flows of foreign capital emerged not only in the form of government borrowings, but also in the form of diaspora transfers, assistance from international organizations, and the creation of joint ventures with Armenian entrepreneurs. Restrictions on obtaining high technologies, both in the form of goods and technical documentation, and in the form of direct investment, were gradually lifted.

The process of strategizing the formation and development of agglomerations in the Kemerovo region – Kuzbass

The article deals with various approaches to interpreting the essence of agglomerations of Kuzbass (geo-urban, legal, managerial and strategic), which ensure finding more effective methods to implement the acceleration of the region’s economic development. The author uses the theory of strategy and methodology of strategizing by Professor V.L. Kvint to analyze the targeted programs of the Kuzbass agglomerations determining the prospects for their development. The peculiar features of economic development are determined by the basic economic indicators of the region such as the volume of investment, budget revenues, and the volume of gross regional product. The author supposes that the drawback of the formation of the agglomerations development programs is the lack of forecast that could reveal global, industry and regional trends directly connected with the prospects for agglomeration. The article contains the definition of the mission and vision essential for developing strategies of agglomerations in Kuzbass; a critical analysis of goal setting has been carried out. In the perspective of development of each goal of the strategy, it is necessary to provide for the measures aimed at supporting agglomerations taking into account their demographic situation and the peculiar features of the settlement system, the level and dynamics of development of municipal bodies and natural and climatic conditions. It is important to provide for financing the reconstruction of the previously lost competitive advantages and the development of technological trends. Intermunicipal coordination development councils of the agglomerations created are recommended to take into account the lack of clear definition of the qualitative characteristics of the tasks set. The implementation of the priority directions of the social and economic transformation of Kuzbass is likely to ensure the new quality of life of the region’s population.
