Protectionism vs. Non-Interventionism: Two Approaches to Media Diversity in Commercial Terrestrial Television Regulation

Roughly a decade has now passed since the full-scale introduction of digital terrestrial television (DTTV) across the European continent. In Scandinavia, DTTV put an end to the so-called duopolistic television market model, in which a fee-financed public service broadcaster (PSB) competed with a commercial, but carefully regulated, broadcaster—a hybrid. The hybrid concept was an attempt to maintain a diverse broadcasting market also in small linguistic markets. Building on the theoretical framework of market failure, this article compares the impact on external and internal market pluralism of the protectionist policy of Norway, which has chosen to keep a hybrid channel also in the new multi-channel environment, and the non-interventionist policy of Sweden, in which the hybrid concept has been abandoned. The results point to a problematic trade-off, where the more public service-oriented Norwegian hybrid TV2 has experienced plummeting market shares, whereas the Swedish “former-hybrid” TV4—following a clear reorientation towards more market-oriented programming—has been able to uphold theirs. The findings highlight the increasing difficulties of designing effective national media policies in the globalised media landscape.

Communications Policies and the Production of Audiovisual Content in Argentina

The introduction of digital terrestrial television and the passage of the Audiovisual Communications Services Act in Argentina in 2009 led to a series of competitions to stimulate the production of new content and help dismantle the prevailing center-periphery logic in Argentine television. An examination from the perspective of the political economy of communications of these efforts in 2011–2013 indicates that they were small steps in the right direction. Further progress will require a stable source of funding, a stronger role for public televisión, and new strategies for capturing viewers. La implementación de la televisión digital terrestre y la sanción de la Ley de Servicios de Comunicación Audiovisual en Argentina en 2009 dio lugar a una serie de concursos para estimular la producción de nuevos contenidos y ayudar a desmantelar la lógica centro-periferia que predomina en la televisión argentina. Un análisis desde la perspectiva de la economía política de la comunicación de estos esfuerzos durante el periodo 2011–2013 da muestra de pequeños pasos en la dirección correcta. Para un mayor progreso se requerirá de una fuente de fondos estable, un papel fortalecido para la televisión pública, y nuevas estrategias para captar televidentes.

El ocaso de la televisión pública española ante su audiencia: un lustro decadente (2010-2015)

Spanish public television has suffered a serious loss of audience during the five-year period between 2010 and 2015. is period was marked by the introduction of digital terrestrial television in Spain, the elimination of commercial advertising in public channels and the new legal framework introduced by the General Law of Audiovisual Communication (2010), all of which are aspects that directly affected the television audience. e purpose of this paper is to gain a greater knowledge of Spanish audience and its behavior with regards to all public channels (La 1, La 2, Clan, tdp and 24 horas) from the year of digital transition (2010) to this day (2015). We will focus particularly on La 1, as the main generalist network of the group.The objectives of the research are the following: to become familiar with the Spanish viewer’s profile with regards to the television medium and to analyze the longitudinal behavior of the audience regarding all public channels. e methodology used was the case study. It is concluded that, if this trend continues, the public television offer regarding audience is on the way to becoming purely testimonial.

Interference Analysis Between Digital Terrestrial Television (DTT) and 4G LTE Mobile Networks in the Digital Dividend Bands

With the introduction of digital terrestrial television (DTT) and the analogue television switch-off, terrestrial broadcast spectrum in the UHF band is being released for mobile communications, in particular for fourth generation (4G) long term evolution (LTE) mobile services. This spectrum is known as digital dividend. An impending problem when deploying 4G LTE mobile networks in the digital dividend bands is that interferences may appear in the adjacent radio frequency channels used for DTT. In this paper, we analyze the adjacent coexistence of DTT and 4G LTE networks in the digital dividend bands at 700 MHz and 800 MHz. A generic framework is adopted such that results can be easily extrapolated to different scenarios and bands. Results are presented as a function of the guard band between technologies, for both LTE uplink and downlink adjacent to the DTT signals, and for fixed outdoor and portable indoor DTT reception. Also, the effect of using anti-LTE filters is studied.

El pluralismo en la televisión digital terrestre en España (2010-2013)

The introduction of digital terrestrial television (DTT) in Spain in April 2010 was a major change in the state broadcasting system. The aim of this article is to analyze the main consequences that the introduction of DTT has had on external pluralism and the internal pluralism of the news. External pluralism – the plurality of suppliers – was analyzed using three indicators (ownership, market share and advertising revenues) over the period 2010 – 2013. Internal pluralism – diversity reflected in media content – was analyzed using two indicators (crosschannel correlation of newsworthiness and the distribution of subjects across the channels), which were applied to the headline stories in 2012 and 2013. The article discusses the correlation between the two forms of pluralism and reaches the conclusion that external pluralism has no determining influence on internal pluralism during the period covered.

TDT en España y el dividendo digital

This paper aims to determine the evolution of the introduction of Digital Terrestrial Television in Spain. In this country, there are three territorial levels: state, regional, and local. Each of them with its own characteristics, legislation, and licensing division. This article refers to the state level. In the digital age, more attention is being paid to technology and media than to contents. From here it’s assumed that DTT challenges should focus on improving the variety and quality of content and promoting interactivity. The issue of the digital dividend will also be addressed. Before 2015, a frequency band must be reserved for other uses, in particular for the provision of advanced electronic communications services.

Multimedia on TV and the Future for Mobile Usage

Traditional television provided via terrestrial antenna is in a state of disuse, designated as antiquated by many people who are unaware that this reception was the only means of receiving TV for decades, until the advent of cable and satellite. Only 8% of the viewers in Germany have been able to resist the definite added value provided by these alternative forms of reception. — The change in recent years mainly concerns the public broadcasters who are bound by German law to deliver programs to the whole population. As a consequence of the loss of audience share, the cost per viewer of terrestrial program delivery services has increased exorbitantly. However, instead of ending terrestrial transmission, the German government decided to digitize current analog transmissions in order to offer a new system. The new system would afford an opportunity to utilize the benefits of digital transmission and incorporate the experiences of foreign markets into a plan for the successful introduction of digital terrestrial television (DTT). — In spite of diminished euphoria in other countries, Germany has concentrated on the clear advantages of DTT, including its ability to support mobile reception and data services. As a consequence, the introduction of DTT has great potential for successful placement in the market. German Television Zweites Deutsches Fernsehen (ZDF), the largest TV broadcaster in Europe, aware of its special responsibility has been involved in the project from the very beginning.

Different paths: A comparison of the introduction of digital terrestrial television in Australia and Finland

Australia and Finland provide contrasting case studies of the transition from analogue to digital terrestrial television transmission. The experiences of these two countries help identify the policy choices available to governments and provide lessons for other countries planning their digital terrestrial television systems. Overall, the digital policies adopted in Finland are much more liberal than those in Australia. The Australian experience serves to confirm the deficiency of the high definition model for digital television, and to indicate that a wider range of programming and services offers viewers a greater incentive to invest in digital reception equipment than high‐resolution picture quality. Shortcomings in policy decisions have resulted in problems for both countries since their launch of digital transmissions. There have been delays in the availability of some digital services, and the take‐up of digital equipment by viewers has been poor. The experiences of Australia and Finland suggest that the transition to digital terrestrial television broadcasting represents a situation of market failure and that governments may need to consider intervening in the market for digital reception equipment. .......

Back to the future: Digital television and convergence in the United Kingdom

The introduction of digital terrestrial television in the UK exemplifies a globally representative change in media and communications policy whereby control of market entry has shifted from government to firms. In consequence, revision and reform of the institutional arrangements for media and communication regulation and the governing doctrines which inform media and communication policy are required. The transition from analogue to digital broadcasting offers significant potential efficiency (and revenue) gains to states but at the price of a potential consolidation of already significant market power enjoyed by dominant firms. Alternative methods for delivery of digital television are reviewed and established regulatory arrangements evaluated. The advantages and disadvantages of transition from an entry control to competition based regulatory paradigm are considered and the conclusion proposed that competition based policy and regulation is necessary, but not sufficient, in contemporary circumstances.
