Science as a Global Public Good

Abstract In December 2023, the International Science Council (ISC) appointed 100 new Fellows, in recognition of outstanding contributions to promoting science as a global public good. Among them is former IUPAC President, now Past President, Professor Javier García Martínez, and former Bureau member Professor Ghada Bassioni. The Fellowship is the highest honour that can be conferred on an individual by the ISC. Together with the 123 individuals that were appointed in 2022, the new ISC Fellows will support the ISC Council in its mission at a critical moment for science and sustainability for science as we enter the UN’s International Decade of Sciences for Sustainable Development (IDSSD) in 2024.

Making geoscientific lab data FAIR: a conceptual model for a geophysical laboratory database

Abstract. The term of geoscientific laboratory measurements involves a variety of methods in geosciences. Accordingly, the resulting data comprise many different data types, formats, and sizes, respectively. Handling such a diversity of data, e.g. by storing the data in a generally applicable database, is difficult. Some discipline-specific approaches exist, but a geoscientific laboratory database that is generally applicable to different geoscientific disciplines has been lacking up to now. However, making research data available to scientists beyond a particular community has become increasingly important. Global working groups such as the Committee on Data of the International Science Council (CODATA) put effort in the development of tools to improve research data handling. International standards (e.g. ISO 19156) and ontologies (e.g. UCUM) provide a general framework for certain aspects that are elemental for the development of database models. However, these abstract models need to be adapted to meet the requirements of the geoscientific community. Within a pilot project of the NFDI4Earth initiative, we developed a conceptual model for a geoscientific laboratory database. To be able to handle the complex settings of geoscientific laboratory studies, flexibility and extensibility are key attributes of the presented approach. The model is intended to follow the FAIR (findability, accessibility, interoperability, and reusability) data principles to facilitate interdisciplinary applicability. In this study, we consider different procedures from existing database models and include these methods in the conceptual model.

Formation Enthalpies of C3 and C4 Brominated Hydrocarbons: Bringing Together Classical Thermodynamics, Modern Mass Spectrometry, and High-Level Ab Initio Calculations.

The enthalpies of formation of brominated C3-C4 hydrocarbons were critically evaluated using experimental data sources ranging from classical thermodynamics methods to modern high-precision mass spectrometry and reported in a time span of a century. The experimental data were used in conjunction with the results of modern high-level ab initio calculations. To facilitate quantitative analysis, a recently developed local coupled cluster-based computational protocol was extended to organic compounds containing univalent Br. Several erroneous data sources were identified in a course of the study. Possible reasons for the inconsistency between the ΔfHm° values recommended by the Committee on Data of the International Science Council (CODATA) and Active Thermochemical Tables for HBr in the gas and aqueous solution were discussed. The most up-to-date recommendations based on the comprehensive analysis of collected information are provided for 23 brominated hydrocarbons. For several compounds under consideration, the recommended values were previously lacking, while improved values and uncertainties were obtained for those with existing recommendations.

The interoperability of crystallographic data and databases.

Interoperability of crystallographic data with other disciplines is essential for the smooth and rapid progress of structure-based science in the computer age. Within crystallography and closely related subject areas, there is already a high level of conformance to the generally accepted FAIR principles (that data be findable, accessible, interoperable and reusable) through the adoption of common information exchange protocols by databases, publishers, instrument vendors, experimental facilities and software authors. Driven by the success within these domains, the IUCr has worked closely with CODATA (the Committee on Data of the International Science Council) to help develop the latter's commitment to cross-domain integration of discipline-specific data. The IUCr has, in particular, emphasized the need for standards relating to data quality and completeness as an adjunct to the FAIR data landscape. This can ensure definitive reusable data, which in turn can aid interoperability across domains. A microsymposium at the IUCr 2023 Congress provided an up-to-date survey of data interoperability within and outside of crystallography, expounded using a broad range of examples.

Special Issue on ICoE Taipei Integrated Research on Disaster Risk

Established in 2010 as an integrated research program for disaster risk reduction, the IRDR ICoE Taipei is co-sponsored by the International Science Council (ISC) and the United Nations Office for Disaster Risk Reduction (UNDRR). In the past decade, the IRDR ICoE Taipei has received hundreds of participants around the world to the more than a dozen international training workshops (AI, Advanced Institute) it has organized. These workshops focused mostly on the capacity building program for disaster risk reduction. Bearing this in mind, one important motivation for this Special Issue was to encourage the participants of each Advanced Institute, in particular those who were awarded Seed Grants to conduct one-year projects following each workshop, to publish the results of their studies on the topics related to disaster risk reduction. In this Special Issue, the first paper provides a brief review of the capacity building program of the IRDR ICoE Taipei, followed by three research articles. Viola van Onselen and her co-workers in Taiwan present a methodology of strategies of ecosystem-based disaster risk reduction, with several case studies in coastal environments of Taiwan. Shyamli Singh of India proposes an integrated system for sustainable rice economics linking from farm to market, a case study on one of the largest rice production fields on the Indo-Gangetic plain. From the engineering perspective, Wen-Yi Huang and his colleagues in Taiwan and Australia present a paper dealing with the reinforcement of soil walls to prevent geohazards on the roads. This is the first special issue produced as a collaboration between the IRDR ICoE Taipei and the JDR, with great support from the National Science and Technology Center for Disaster Reduction (NCDR) and Academia Sinica of Taiwan. We hope there will be more Special Issues to come in the next few years.

Evaluating the representation of disaster hazards in SNOMED CT: gaps and opportunities.

Climate change, an underlying risk driver of natural disasters, threatens the environmental sustainability, planetary health, and sustainable development goals. Incorporating disaster-related health impacts into electronic health records helps to comprehend their impact on populations, clinicians, and healthcare systems. This study aims to: (1) map the United Nations Office for Disaster Risk Reduction and International Science Council (UNDRR-ISC) Hazard Information Profiles to SNOMED CT International, a clinical terminology used by clinicians, to manage patients and provide healthcare services; and (2) to determine the extent of clinical terminologies available to capture disaster-related events. Concepts related to disasters were extracted from the UNDRR-ISC's Hazard Information Profiles and mapped to a health terminology using a procedural framework for standardized clinical terminology mapping. The mapping process involved evaluating candidate matches and creating a final list of matches to determine concept coverage. A total of 226 disaster hazard concepts were identified to adversely impact human health. Chemical and biological disaster hazard concepts had better representation than meteorological, hydrological, extraterrestrial, geohazards, environmental, technical, and societal hazard concepts in SNOMED CT. Heatwave, drought, and geographically unique disaster hazards were not found in SNOMED CT. To enhance clinical reporting of disaster hazards and climate-sensitive health outcomes, the poorly represented and missing concepts in SNOMED CT must be included. Documenting the impacts of climate change on public health using standardized clinical terminology provides the necessary real time data to capture climate-sensitive outcomes. These data are crucial for building climate-resilient healthcare systems, enhanced public health disaster responses and workflows, tracking individual health outcomes, supporting disaster risk reduction modeling, and aiding in disaster preparedness, response, and recovery efforts.

The UNDRR/ISC Hazard Definition and Classification Review and Hazard Information Profiles and Links to the Sendai Framework, the SDGs, and the Paris Agreement

Introduction:The 'all hazards' approach that the Sendai Framework on Disaster Risk Reduction calls for ‘to strengthen technical and scientific capacity to capitalize on and consolidate existing knowledge and to develop and apply methodologies and models to assess disaster risks, vulnerabilities and exposure to all hazards;’ (paragraph 24 j)’ needed clarification.Method:Following extensive scientific consultation, the United Nations Office for Disaster Risk Reduction (UNDRR) and the International Science Council (ISC) published in 2020 the UNDRR/ISC Hazard definition and classification review. This was followed by the UNDRR/ISC Hazard Information Profiles: Supplement to UNDRR-ISC Hazard Definition & Classification Review–Technical Report (2021). This Supplement consists of a description of each of the 302 hazard information profiles (HIPs), which was developed using a consultative process by scientists and experts across the globe.Results:The UNDRR/ISC Hazard Information Profiles (HIPs) provide a common set of hazard definitions and other information relevant to informing the strategies and actions of governments and stakeholders, and for managing the risks associated with hazards. They can be used whenever and wherever for assessment, planning, and action related to hazards. As such, they relate to the design, implementation, and monitoring of disaster risk reduction and risk-informed investments at all levels.Conclusion:The science-based structure of the HIPs serves to avoid confusion and duplication in the classification of hazards. It also promotes up-to-date information derived from the ‘data revolution, rigorous accountability mechanisms and renewed global partnerships’. The HIPs support the implementation of not only the Sendai Framework for Disaster Risk Reduction 2015-2030, but also the Sustainable Development Goals of Agenda 2030, the Paris Agreement and International Health Regulations (2005). In 2022 an International Science Council Policy Brief was published describing the use of UNDRR/ISC HIPs to manage risk and implement the Sendai framework for disaster risk reduction.

Data Disaster to Disaster Data: Outputs of the Inter-Agency Expert Group Disaster-related Statistics (DRS) Pilot

Introduction:A Hazard Definition and Classification Review conducted by the UN Office for Disaster Risk Reduction (UNDRR) and International Science Council (ISC) resulted in publication of Hazard Information Profiles (HIPs). The HIPs provide groundwork for developing a statistical framework enabling better understanding of the true burden of hazards globally. Furthermore, standardized data is critical for effective monitoring of the Sendai Framework, Sustainable Development Goals, and Paris Agreement on Climate Change.Following the publication of the HIPs, governments and National Statistical Offices (NSOs) have been encouraged to review their systems for classifying, monitoring and reporting on disaster risk reduction with the aim to gradually implement the HIPs in databases and reporting systems.The aim of the pilot is to provide statistical feedback on the applicability of the reviewed hazard classification and its HIPs.Method:The DRS pilot utilizes mixed-qualitative methods: Global stakeholder workshopsLiterature review to understand the gaps and good practiceUtilizing snowball methodology to cascade a survey to DRS international experts.Country-level expert focus-groups.In-country pilots (with Low, Middle, and High-income countries).Delphi Methodology with expert stakeholders to hone recommendationsResults:596 responses to the survey from across 38 countries and 90 papers were identified for literature review. Survey initially sent to 120 stakeholders, and snowball methodology increased survey reach, particularly to Global South colleagues. Expert stakeholder and country-level focus groups identified a series of good practices and recommendations enabling step-change towards a standardized global statistical framework. Delphi methodology to refine recommendations is underway.Conclusion:The DRS pilot has raised global awareness of the importance of using the HIPs in developing a robust statistical framework with usable disaster-related statistics. This will enable greater accuracy of data contributing to Sendai Framework targets A-D. Results of the pilot being used to inform the Office of National Statistics-UKHSA-Wellcome collaboration on developing Standards for Official Statistics on Climate-Health Interactions in Africa.

Alessandro Volta: Still Fully Charged After 200 Years

Abstract In the framework of the International Year of Basic Sciences for Sustainable Development (UNESCO IYBSSD July 2022—2023), the Italian IUPAC NAO organized an open and educational event titled Alessandro Volta’s heritage and electrochemistry to respond to the great challenges of the future. Designed to highlight the role of chemistry as a fundamental science to respond to big challenges, the day event was organized in collaboration with two important scientific Italian institutions including the Italian National Research Council (CNR) and the University of Insubria, with the support of IUPAC and its Committee on CHEMical Research Applied to World Needs (CHEMRAWN) (IUPAC project #2022-018-1-021), and in collaboration with the International Science Council.

Self-Consistent Extraction of Spectroscopic Bounds on Light New Physics

Fundamental physical constants are determined from a collection of precision measurements of elementary particles, atoms, and molecules. This is usually done under the assumption of the standard model (SM) of particle physics. Allowing for light new physics (NP) beyond the SM modifies the extraction of fundamental physical constants. Consequently, setting NP bounds using these data, and at the same time assuming the Committee on Data of the International Science Council recommended values for the fundamental physical constants, is not reliable. As we show in this Letter, both SM and NP parameters can be simultaneously determined in a consistent way from a global fit. For light vectors with QED-like couplings, such as the dark photon, we provide a prescription that recovers the degeneracy with the photon in the massless limit and requires calculations only at leading order in the small new physics couplings. At present, the data show tensions partially related to the proton charge radius determination. We show that these can be alleviated by including contributions from a light scalar with flavor nonuniversal couplings.

Open Science for Ukraine: the Case for International Cooperation

The war in Ukraine and resulting destruction of research institutions have severely affected Ukrainian scientists. Almost 100,000 scientists still reside in Ukraine and require international support to continue their work. Ukrainian scientists would strongly benefit from an organized effort to support them through open science policies. As a result of the ongoing invasion, academic and research institutions in Ukraine have been physically damaged, and researchers face significant obstacles in trying to continue their work. This year, the International Science Council and an international collective of the National Academies of Sciences, Engineering, and Medicine called on the scientific community to assist Ukraine by providing free access to archives, licensed software, and databases. International scientific societies and organizations such as UNESCO can use their resources to encourage collaboration and facilitate remote access to scientific resources for Ukrainian scientists. Open science policies will be key for preserving Ukrainian science and helping rebuild in the future.

Plant-pollinator Interaction Data: A case study of the WorldFAIR project

Biodiversity is a data-intensive science and relies on data from a large number of disciplines in order to build up a coherent picture of the extent and trajectory of life on earth (Bowker 2000). The ability to integrate such data from different disciplines, geographic regions and scales is crucial for making better decisions towards sustainable development. As the Biodiversity Information Standards (TDWG) community tackles standards development and adoption beyond its initial emphases on taxonomy and species distributions, expanding its impact and engaging a wider audience becomes increasingly important. Biological interactions data (e.g., predator-prey, host-parasite, plant-pollinator) have been a topic of interest within TDWG for many years and a Biological Interaction Data Interest Group (IG) was established in 2016 to address that issue. The IG has been working on the complexity of representing interactions data and surveying how Darwin Core (DwC, Wieczorek 2012) is being used to represent them (Salim 2022). The importance of cross-disciplinary science and data inspired the recently funded WorldFAIR project—Global cooperation on FAIR data policy and practice—coordinated by the Committee on Data of the International Science Council (CODATA), with the Research Data Alliance (RDA) as a major partner. WorldFAIR will work with a set of case studies to advance implementation of the FAIR data principles (Fig. 1). The FAIR data principles promote good practices in data management, by making data and metadata Findable, Accessible, Interoperable, and Reusable (Wilkinson 2016). Interoperability will be a particular focus to facilitate cross-disciplinary research. A set of recommendations and a framework for FAIR assessment in a set of disciplines will be developed (Molloy 2022). One of WorldFAIR's case studies is related to plant-pollinator interactions data. Its starting point is the model and schema proposed by Salim (2022) based on the DwC standard, which adheres to the diversifying GBIF data model strategy and on the Plant-Pollinator vocabulary described by Salim (2021). The case study on plant-pollinator interactions originated in the TDWG Biological Interaction Data Interest Group (IG) and within the RDA Improving Global Agricultural Data (IGAD) Community of Practice. IGAD is a forum for sharing experiences and providing visibility to research and work in food and agricultural data and has become a space for networking and blending ideas related to data management and interoperability. This topic was chosen because interoperability of plant-pollinator data is needed for better monitoring of pollination services, understanding the impacts of cultivated plants on wild pollinators and quantifying the contribution of wild pollinators to cultivated crops, understanding the impact of domesticated bees on wild ecosystems, and understanding the behaviour of these organisms and how this influences their effectiveness as pollinators. In addition to the ecological importance of these data, pollination is economically important for food production. In Brazil, the economic value of the pollination service was estimated at US$ 12 billion in 2018 (Wolowski 2019). All eleven case studies within the WorldFAIR project are working on FAIR Implementation Profiles (FIPs), which capture comprehensive sets of FAIR principle implementation choices made by communities of practice and which can accelerate convergence and facilitate cross-collaboration between disciplines (Schultes 2020). The FIPs are published through the FIP Wizard, which allows the creation of FAIR Enabling Resources. The FIPs creation will be repeated by the end of the project and capture results obtained from each case study in order to advance data interoperability. In the first FIP, resources from the Global Biodiversity Information Facility (GBIF) and Global Biotic Interactions (GloBI) were catalogued by the Plant-Pollinator Case Study team, and we expect to expand the existing FAIR Enabling Resources by the end of the project and contribute to plant-pollinator data interoperability and reuse. To tackle the challenge of promoting FAIR data for plant-pollinator interactions within the broad scope of the several disciplines and subdisciplines that generate and use them, we will conduct a survey of existing initiatives handling plant-pollinator interactions data and summarise the current status of best practices in the community. Once the survey is concluded, we will choose at least five agriculture-specific plant-pollination initiatives from our partners, to serve as targets for standards adoption. For data to be interoperable and reusable, it is essential that standards and best practices are community-developed to ensure adoption by the tool builders and data scientists across the globe. TDWG plays an important role in this scenario and we expect to engage the IG and other interested parties in that discussion.

Defining best practice in science is challenging. International consensus is facilitated by the International Science Council via its members such as the International Union of Crystallography (IUCr). The crystallographic community has many decades of tradition linking articles with the underpinning data, and is admired across all sciences accordingly. Crystallography has always been at the forefront of harnessing new technology in the service of consensus. Technology has provided new vast data-archiving opportunities, allowing the preservation of raw diffraction data, along with article and database depositions of a model's coordinates and associated structure factors. The raw diffraction data, which can now be preserved, are the ground truth from which all subsequent workflows develop. Journal editorial boards provide a practical forum for setting the criteria to decide if a study's files are truly the version of record. Within that, reality involves a variance of reasonable workflows. But what is a reasonable variance? Workflows must be detailed carefully by authors in explaining what they have done. There is a great, and increasing, diversity of macromolecular crystallography analyses, and yet an increased constraint on how much can be written in an article about the workflow used. Raw data provide the ultimate reproducibility evidence. A part of reproducibility and replicability is using an agreed vocabulary; the meaning of words such as precision and accuracy and, more recently, the confidence of a protein structure prediction should feature in approaching `truth'.

The centenary of IAVCEI 1919-2019 and beyond: origins and evolution of the International Association of Volcanology and Chemistry of the Earth's Interior.

IAVCEI originated in 1919 as one of the six inaugural “sections” of the International Union of Geodesy and Geophysics (IUGG). IUGG was formed by the International Research Council, which has now evolved to become the International Science Council (ISC). In 1933 the Section for Volcanology was renamed the International Association of Volcanology (IAV), and in 1967, it became the International Association of Volcanology and Geochemistry of the Earth’s Interior (IAVCEI). IAVCEI has been managed by 22 Presidents, 10 Secretaries-General, and their executive committees/bureaus. IAVCEI has always had a focus on facilitating the communication of volcanological research through organising a variety of international conferences, including IAVCEI General Assemblies, Scientific Assemblies, occasional Volcanological Congresses, and Cities on Volcanoes conferences. In addition, IAVCEI established research working groups initially which then became the association’s research commissions. The research commissions have also organised their own research workshops. Recently IAVCEI has also developed new groupings of researchers through their Network program, including the Early Career Researcher Network, which focus mostly on facilitating communication. Bulletin of Volcanology has been the official IAVCEI journal since 1924 and has undergone several facelifts in its cover and format. It has been very well served by its 11 volunteer editors, editorial board, and reviewers in almost 100 years of publication. In addition, IAVCEI was instrumental in instigating an inventory of known volcanoes through its Catalogue of the Volcanoes of the World series, a role now undertaken by the Smithsonian Institution. To acknowledge outstanding achievements in volcanological research, IAVCEI has established 6 awards since 1974. Developing a better understanding of how volcanoes erupt and the impacts of eruptions on society has been an integral responsibility of IAVCEI as the learned international association in volcanology. In the 1990s, IAVCEI initiated the Decade Volcanoes program to encourage research on 16 volcanoes that were deemed to pose significant risks to the communities around them. Some have erupted since then, but eruptions from other volcanoes have also provided significant insights into eruption processes and phenomena. Although IAVCEI’s future looks healthy, there are ways of being more proactive in improving services to members, including improving diversity and inclusiveness, greater gender balance for all positions on the IAVCEI Executive Committee, widening the representation of nationalities that serve on the Executive Committee, increasing membership numbers to generate greater income to support scientists in need of support to participate in IAVCEI activities, and significantly lowering the fee for open access publication of research papers in IAVCEI’s masthead journal, Bulletin of Volcanology.Supplementary InformationThe online version contains supplementary material available at 10.1007/s00445-021-01509-5.

A New Interdisciplinary Science Plan for Urban Health and Wellbeing in an Age of Increasing Complexity

Cities of the future will need to cope with the triple challenges of urban growth, planetary boundaries leading to reduced energy and other resources, and rapid climate change. In response to the challenges of these complexities, urban growth and innovations in networked infrastructure development need to go hand-in-hand to transform urban systems and sustain the urban health advantage. In order to achieve this, knowledge and policy-making need to undergo processes of accelerated learning. The International Science Council’s global science programme “Urban Health and Wellbeing: A Systems Approach” has formulated goals to meet the urban health challenges of future cities.

Abstract Last October, a new Governing Board has been appointed to lead the International Science Council (ISC), an international non-governmental organization that works to provide a global voice for science. The Governing Board is a central decision-making body of the Council, which was formed in 2018 by the merger of the International Council of Science (ICSU), representing the natural sciences, and the International Social Science Council (ISSC).

Climate Change 2021—The Physical Science Basis

Abstract The Intergovernmental Panel on Climate Change (IPCC) is the United Nations body responsible for assessing the science related to climate change. The Sixth Report from IPCC Working Group 1 published in August 2021 paints a very sombre picture for the future. This report was commented on in a news item by the International Science Council (ISC) on behalf of its members, of which IUPAC is a founding member.
