Validity of the 1984 Interim Guidelines on Airborne Ultrasound and Gaps in the Current Knowledge.

Airborne ultrasound is used for various purposes both in industrial and public settings, as well as being produced as a by-product by a range of sources. The International Radiation Protection Association (IRPA) published interim guidelines on limiting human exposure to airborne ultrasound in 1984, based on the limited scientific evidence that was available at that time. In order to investigate whether research since 1984 requires the development of revised exposure guidelines we considered (a) within the context of ultrasound exposure the relevance to health of the biological endpoints/mechanisms listed in the IRPA guidelines, (b) the validity of the exposure limits, and (c) whether there are biological endpoints/mechanisms not covered in the guidelines. The analysis of the available evidence showed that the biological endpoints that form the basis of the guidelines are relevant to health and the guidelines provide limits of exposure based on the evidence that was available at the time. However, the IRPA limits and their associated dosimetry were based on limited evidence, which may not be considered as scientifically substantiated. Further, there is no substantiated evidence of biological endpoints/mechanisms not covered by the IRPA guidelines. These two observations could mean that IRPA's limits are too low or too high. Research since the IRPA guidelines has made some improvements in the knowledge base, but there are still significant data gaps that need to be resolved before a formal revision of the guidelines can be made by ICNIRP, including research needs related to health outcomes and improved dosimetry. This statement makes a number of recommendations for future research on airborne ultrasound.

Using radial basis artificial neural networks to predict radiation hazard indices in geological materials.

The estimation of exposures to humans from the various sources of radiation is important. Radiation hazard indices are computed using procedures described in the literature for evaluating the combined effects of the activity concentrations of primordial radionuclides, namely, 238U, 232Th, and 40K. The computed indices are then compared to the allowed limits defined by International Radiation Protection Organizations to determine any radiation hazard associated with the geological materials. In this paper, four distinct radial basis function artificial neural network (RBF-ANN) models were developed to predict radiation hazard indices, namely, external gamma dose rates, annual effective dose, radium equivalent activity, and external hazard index. To make RBF-ANN models, 348 different geological materials' gamma spectrometry data were acquired from the literature. Radiation hazards indices predicted from each RBF-ANN model were compared to the radiation hazards calculated using gamma spectrum analysis. The predicted hazard indices values of each RBF-ANN model were found to precisely align with the calculated values. To validate the accuracy and the adaptability of each RBF-ANN model, statistical tests (determination coefficient (R2), relative absolute error (RAE), root mean square error (RMSE), Nash-Sutcliffe Efficiency (NSE)), and significance tests (F-test and Student's t-test) were performed to analyze the relationship between calculated and predicted hazard indices. Low RAE and RMSE values as well as high R2, NSE, and p-values greater than 0.95, 0.71, and 0.05, respectively, were found for RBF-ANN models. The statistical tests' results show that all RBF-ANN models created exhibit precise performance, indicating their applicability and efficiency in forecasting the radiation hazard indices of geological materials. All the RBF-ANN models can be used to predict radiation hazard indices of geological materials quite efficiently, according to the performance level attained.

Some observations on perceptions of radiation risks in the context of nuclear power plant accidents.

As highlighted by public reactions to accidents at nuclear plants in the past, such as those that occurred in Chernobyl (1986) and Fukushima (2011), and from numerous opinion surveys, there are considerable differences or gaps between how the public and radiation experts perceive the risks from radiation. Even within the community of experts, radiation risk perception differences can be present. The reasons for differences in radiation risk perceptions between the public and experts are complex and involve sociological, ethical and behavioural aspects of society. This presents significant challenges to authorities in trying to improve radiation risk communications targeted at the public within the context of radiation emergency preparedness planning. Of particular importance is to make the communications more citizen-centred than heretofore by having meaningful two-way communications and dialogue with the public. It is emphasised that such strategies should take into account and address the significant mental health and socio-economic impacts of such accidents on affected populations. In particular, the mental health impacts are inadequately addressed by current international radiation protection recommendations reflecting their long established emphasis only on physical health effects. This approach is no longer acceptable or justified.

GUI development for SSDL to calibrate photon measuring equipment

Current legislation mandates the inspection and calibration of operational survey radiation monitoring instruments used in nuclear medicine, radiotherapy departments, and other fields utilizing ionizing radiation sources. To comply with national and international radiation protection standards, Morocco's National Secondary Standard Dosimetry Laboratory provides reliable calibration results with high accuracy and covers various measurement ranges using attenuators provided by the automated Gamma G10 irradiator or validated beam qualities produced by the X-ray irradiator type X80–320 kV.This study aims to develop a digital graphical user interface using Python programming language, designed for calibrating radiation protection measuring instruments . The interface is intended to facilitate all operations and calculations related to determining calibration factors and measurement uncertainties in accordance with the ISO 4037 standard, ensuring minimal processing time and minimizing potential error sources . The interface enables calculations to be recorded, as well as the establishment and electronic archiving of the calibration certificate and the report in PDF format using the Hypertext Preprocessor FPDF library (PHP FPDF). With the development of this interface, multiple instruments can be processed per day with high accuracy, streamlining the calibration process and improving efficiency.•The importance of compliance with international standards to ensure the quality and reliability of measurements in radiation protection was examined.•Description of X-ray and Gamma-ray irradiators designed for the calibration of radiation protection measuring instruments within the Secondary Dosimetry Calibration Laboratory (SSDL) which is a member of the WHO/IAEA network within the National Center for Radiation Protection of Morocco•Graphical User Interface using python for the calibration of photon measurement instruments for radiation protection purposes was developped.

Derivation of a new dose constraint applicable to radioactive discharges from Korean nuclear power plants through retrospective dose assessment

A new methodology to derive a dose constraint for radioactive effluent from a unit of nuclear power plant (NPP) through retrospective assessment was developed to reflect operational flexibility in line with international standards. The new dose constraint can retain the safety margin between the offsite dose and the past dose constraints. As case studies, the new approach was applied to 24 Korean NPPs to address the limitations of the existing seven dose constraints that do not fully comply with current international radiation protection standards. Therefore, an effective dose constraint for Korean NPPs was proposed as no less than 0.15 mSv/y, which is comparable to the international practices and previous studies (0.05–0.3 mSv/y). Although the lower bound of the equivalent dose constraint was calculated as 0.17 mSv/y, it is not proposed in this study since the compliance with the derived effective dose constraint can prevent accompanied equivalent doses to any organs from exceeding equivalent dose limits. The new framework and the case studies are expected to contribute toward and support the revision of existing dose constraints for radioactive effluent from NPPs, ensuring better compliance with the current international safety standards as well as reflect the operational flexibility in practice.

ОБЩИЕ ПРИНЦИПЫ ПРАВОВОГО И НОРМАТИВНО-МЕТОДИЧЕСКОГО РЕГУЛИРОВАНИЯ РАДИАЦИОННОЙ БЕЗОПАСНОСТИ

Purpose: To present an analysis of the current state of the Russian legal, standard, and methodical regulatory framework of the radiation safety in comparison with up-to-date international recommendations and to propose further ways to improve it. Results: Management of the radiation safety has three levels - legal, standard and methodical. The up-to-date international system for management of the radiation safety is based on the documents of the UNSCEAR, ICRP and IAEA, which are used in national legal, standard, and methodical systems on a voluntary basis. The accumulated more than seventy-five years of experience in the widespread use of nuclear technologies shows its safety. The experience of mitigation of the radiation accidents that took place in the USSR and in Russia, including the largest one - the Chernobyl accident, leaves no doubt that the current system for management of the radiation safety is effective under normal operation of radiation facilities and in emergency situations. At the same time, the analysis shows that the Russian legal, standard, and methodical regulatory framework is based on the concepts, standards, international recommendations of the 1990s. Therefore, regarding many important aspects, they do not correspond to the up-to-date international radiation protection system and they are needed to be harmonized with international approaches in this area. Conclusion: First of all, it is necessary to develop a new federal law “On radiation safety in the Russian Federation” and after that, on its basis, to prepare new documents of the federal level: Radiation safety standards and Basic rules for management of the radiation safety. At the next stage, labour-consuming processing of the regulatory documents of the standardization system in the field of management of the radiation safety of workers, public, patients and the environment is needed to be carried out.

Women in radiation (WiR)—a perspective for the strengthening of radiation protection

Gender balance refers to the equitable treatment and access to opportunities for all genders. In order to achieve true gender balance, a variety of proactive approaches developed collaboratively, with insight from multiple perspectives, need to be implemented. With that purpose, the participation of women in professions related to radiation and radiation protection was prioritised and given high visibility by allocating a ‘Women in Radiation’ (WiR) Special Session at the 15th International Congress of the International Radiation Protection Association (IRPA), hosted by South Korea on 20 January 2021. In this session, various issues related to gender balance and equity/equality were highlighted by the panellists, and further elaborated in a subsequent discussion with attendees. The main goal of the WiR Special Session was to convene women from different organisations, career and age stages, disciplines and countries, in particular to consider the Asian–Oceanic vision and status of gender equality, along with other topics to support a ‘Call for Action’, with concrete recommendations subsequently provided to IRPA. The discussion stressed the main needs and challenges faced by women working in various radiation fields, along with raising awareness of possible professional and employment opportunities. This paper identifies some steps necessary to encourage, enhance and support the inclusion of more diversity in nuclear professions with specific emphasis on women. In conclusion, gender balance and equality must be at the heart of any strategic plan for the future of the radiological protection profession; international cooperation between relevant bodies is essential for success and could serve as a catalyst for specific policy statements aimed at achieving a balanced representation of women in radiological protection.

The Inter-Agency Committee on Radiation Safety—30 years of international coordination of radiation protection and safety matters

The Inter-Agency Committee on Radiation Safety (IACRS) was constituted in 1990, as a forum for collaboration and coordination between international bodies with regards to radiation safety. It consists today of representatives of eight intergovernmental member organizations (the European Commision, Food and Agriculture Organization, International Atomic Energy Agency (IAEA), International Labour Office, Organisation for Economic Co-operation and Development/ Nuclear Energy Agency (OECD/NEA), Pan American Health Organization, United Nations Scientific Committee on the Effects of Atomic Radiation and the World Health Organization) and five observer non-governmental organizations (International Commission on Radiological Protection, International Commission on Radiation Units & Measurements, International Electrotechnical Commission, International Radiation Protection Association and International Organization for Standardization). The IACRS provides a platform for interaction between these relevant international bodies to contribute to a common understanding of the scientific basis and legal framework for the application of the system of radiation protection, towards global harmonisation of radiation safety standards. The IACRS played a key role in the development of the International Basic Safety Standards (BSS) in 1996 and in its revision in 2014. Further, an IACRS specific Task Group—chaired by the IAEA—fosters the implementation of the BSS in a consistent and coherent manner in all Member States of the United Nations. The IACRS operates via a standing secretariat jointly provided by the IAEA and OECD/NEA and is chaired by one of its member organizations on a rotating basis for periods of about 18 months. This approach has proved to be effective and was the foundation for ensuring continuity of the work of the committee and at the same time allowing a rotating leadership for all member organizations. Currently, the IACRS is chaired by the WHO. The International Radiation Safety Framework under which the IACRS works is structured around four main areas: (a) science; (b) principles; (c) standards; and (d) practice. This paper presents briefly the mandates, roles and functions of the various international bodies that are relevant to the four above mentioned areas of work, discusses how these bodies coordinate their actions and complement each other to enhance radiation protection and safety worldwide and describes their contribution to the achievement of the Sustainable Development Goals. The paper also provides an overview of the main accomplishments of the IACRS since its inception 30 years ago, and an outlook on key challenges for its future activities.

Key outcome summaries of the scientific programme of the IRPA15 congress

This special issue of JRP includes a selection of research papers and review articles presented at the 15th Congress of the International Radiation Protection Association (IRPA15) as chosen by the scientific committee. All invited journal contributions are suitably expanded beyond the initial conference presentations to meet the criteria for a full journal article and include (a) presentation within a comprehensive radiological protection context and (b) additional data/interpretation. Published contributions address a wide spectrum of scientific topics and concepts to further develop the radiation protection (RP) system. They are based on scientific evidence and available experience in a wide spectrum of applications of the protection system. The IRPA is the international voice of the RP profession. It promotes excellence in RP by providing benchmarks of good practice, enhancing professional competence, and encourages the application of the highest standards of professional conduct, skills and knowledge for the benefit of individuals and society. Within the overarching theme of the conference ‘Bridging RP Culture and Science—Widening Public Empathy’ IRPA15 provided an invaluable opportunity to discuss and strengthen the relations between RP culture and science, and share developing scientific knowledge and related experience in RP among members of the scientific community, between representatives of key international organizations, including ICRP, IAEA, WHO, and NEA but also with the public. Some discussions focused on the rationale of available RP programmes and priorities, with an opportunity to identify and further develop key scientific issues of the current RP system as well as key processes for the interaction between members of the scientific community and society. The scientific programme of IRPA15 included eight topics and four thematic areas. The topical areas were: Underpinning Science; Dosimetry and Measurement; the System of Protection; Standards and Regulation; Practical Implementation—Medical Sector, as well as Industry and Research; Emergency Preparedness and Response; Existing Exposures and Non-ionizing Radiation. The thematic areas addressed were: Ethics; Communication and Public Understanding; RP Culture; Human Capital and Competency.

The future of our radiation protection profession

There is widespread recognition of the challenge of an ageing profession and the need to recruit, train and retain the next generation of radiation protection professionals. This challenge was the topic of a special session at the International Radiation Protection Association IRPA15 International Congress. It is necessary to address three key aspects: capturing the future professional: gaining RP knowledge and skills: addressing retention, development and career progression. We must support the flow of students into science-based topics and attractively promote our profession. The availability of university and other training courses, together with research opportunities, must be supported. Mentoring of young professionals is key, supported by empathetic seniors in the profession. The overall challenge necessitates cooperation across a wide range of organisations at both international and national level.

Radiation protection infrastructure—challenges in developing countries

A special session was held in the International Radiation Protection Association (IRPA15) Congress to address the particular challenges facing developing countries regarding radiation protection infrastructure. The objective was to identify and share the key challenges facing developing countries regarding the ability to introduce and establish effective radiation protection programmes. The experiences of key international organisations (International Atomic Energy Agency, Pan American Health Organisation and World Health Organisation) that have support programmes were discussed, along with a perspective from several countries with developing programmes. The key common challenges include: governmental commitment at senior levels, with provision of the necessary resources: establishment of an independent regulatory body and related infrastructure: appropriate numbers of qualified staff in all necessary fields, including their education and training: supporting physical infrastructure, such as dosimetry and measurement equipment including calibration laboratories. In addressing these challenges the importance of support from the key international organisations was emphasised. More emphasis should be given to the application of the graded approach. The establishment of support networks at a national or regional level that allow for the sharing of experiences and resources, and that support the wellbeing of isolated professionals, is also crucial. In this aspect the support from wider professional bodies such as IRPA and established national radiation protection societies can also play a key role.

IRPA practical guidance for engagement with the public on radiation and risk

The International Radiation Protection Association, IRPA, promotes the worldwide enhancement of professional competence, radiation protection (RP) culture and practice by providing benchmarks of good practice, as well as encouraging the application of the highest standards of professional conduct, skills and knowledge for the benefit of individuals and society. Enhancing public understanding of radiation and risk is highlighted by experiences from past emergencies, including the accident at Tokyo Electric Power Company’s (TEPCO) Fukushima Daiichi Nuclear Power Plant in 2011 and the following post-disaster recovery, as one of the most important challenges, and this challenge is common across almost all public interfaces regarding radiation and risk. To this end IRPA has been continuing a Task Group activity for Public Understanding since 2013. After a series of workshops in various regions of the world, the IRPA draft guidance was developed and issued for consultation of the Associate Societies in 2019. Through these processes, IRPA received a lot of helpful comments and suggestions. IRPA finally published ‘Practical Guidance for Engagement with the Public on Radiation and Risk’ on the IRPA website in October 2020. The objective of the guidance is two-fold. Firstly, it is to enthuse all of us in our profession to become more active public advocates for RP. Secondly, it is to provide information, experiences and techniques to help us to become more effective and comfortable in this challenging task. This paper provides a key summary of the published IRPA guidance.

The IRPA Young Generation Network: Activity Report from the Middle of 2018 to the Beginning of 2021

Since its establishment in 2018, the Young Generation Network (YGN) has been dedicated, with support of the International Radiation Protection Association (IRPA), to a variety of activities to promote communication, collaboration and professional development of students and young professionals in the area of radiation protection and its allied fields. This article reports our recent activities from the middle of 2018 to the beginning of 2021, with highlights on some important events: “Joint JHPS-SRP-KARP Workshop of Young Generation Network” (December 2019 in Japan); contribution to “Nuclear Energy Agency Workshop on Optimization: Rethinking the Art of Reasonable” (January 2020 in Portugal); survey on the impact of coronavirus disease 2019 (COVID-19) on radiation protection among IRPA YGN members (March 2020); and contribution to IRPA15 (15th International Congress of the IRPA; January–February 2021, online). The discussion and insight obtained from each activity are also summarized. The IRPA YGN will aim to achieve its on-going activities and continue to follow the ways paved in the Strategic Agenda and despite the challenges raised by the COVID-19 pandemic. Namely, running an international survey (for example, on the usage of social media in radiation protection, and on the long-term consequences of the COVID-19 pandemic), engaging national YGNs, extending the network, finding new relationships with networks with an interest in the young generation and participation in (remote) events will be aspired for.

DUŠAN SRDOČ (1929–2020): IN MEMORIAM

Dusan Srdoc was born on January 11, 1929, in Rijeka, Croatia. He graduated from the Technical Faculty of the University of Zagreb in 1953 and was employed at the Ruđer Boskovi´c Institute (RBI) in Zagreb, Croatia, where he founded a laboratory for the development and production of detectors of ionizing radiation.Dr. Srdoc and his team also developed and implemented the coupled vacuum preparation lines and electronic system for data acquisition and data evaluation. The Ruđer Boskovi´c Radiocarbon Laboratory, the first of this kind in southeastern Europe, was founded in 1968. During 1969 the whole system was tested, in 1970 the first radiocarbon dating results were obtained, and the next year they were published as Datalist I in Radiocarbon (Srdoc et al. 1971). The laboratory also implemented the measurement of tritium activity concentration by gas proportional counter, and both the multi-wire counter and the sample preparation line were produced by the laboratory staff. Dr. Srdoc was one of the founders of the Yugoslav Radiation Protection Association (YRPA) in 1963 and its first secretary. He represented Croatia and YRPA at the First International Congress on Radiation Protection in Rome in 1966. Later, this congress was recognized as the First International Congress of IRPA, the International Radiation Protection Association. We will remember Dr. Srdoc as a diligent and devoted scientist who initiated many new research topics at the Institute. For the current laboratory staff, his most important legacy is the founding of the Radiocarbon Laboratory, which is still in operation and following the top techniques and topics in the field. Dr. Srdoc taught us to look at our results from various standpoints, to question the conclusions, to not be afraid of the critics, and to continuously improve our knowledge and skills.

An audit of published South African diagnostic reference level data

Diagnostic reference levels (DRLs) are accepted as a dose optimisation tool for patients undergoing x-ray imaging and are required by South African (SA) legislation for 26 fluoroscopically guided procedures (FGPs). The aim of this paper is to collate all published SA data on DRLs in preparation for a project to establish national DRLs. Systematic searches were conducted of various applicable databases. All research that proposed DRLs for any imaging procedure in South Africa was included. Twenty-one works met inclusion criteria, the earliest from 2001. Two-thirds of all work reported on FGPs and five studies documented computed tomography DRLs. Three publications focussed exclusively on paediatric imaging DRLs. No studies on mammography or dental radiography were found. For clinical procedures with more than one proposed DRL, the range of proposed DRL varied by up to a factor of five. The highest proposed DRL is 373.1 Gy cm2 for endovascular aneurysm/aortic repair procedures. Data were collected in six public hospitals and two private hospital groups. Thirty-six authors contributed to the manuscripts, but only six studies had an inter-disciplinary authorship. This is the first paper to provide a comprehensive review of SA DRL data and thereby advances international radiation protection initiatives. The data suggests there is room for more interdisciplinary work and that there must be rigorous standardization of reported parameters and data collection. This audit also highlights the need for standardized terminology, particularly for FGPs.

Comparison of experimental and simulated responses of TL and OSL dosimeters in poly-energetic and multi-directional photon radiation fields

The aim of this paper is to examine the energy and angular responses of thermoluminescent (LiF:Mg,Ti and LiF:Mg,Cu,P) and optically stimulated luminescent (Al2O3:C) dosimeters with experimental measurements and Monte Carlo simulations. Nine radiation qualities, with mean energies ranging from 33 keV to 1.25 MeV, and five angles of incidence, between 0? and 80?, were used to conduct this analysis. The IEC 62387:2020 international radiation protection standard was used as the dosimeter response measure of quality. The experimental and simulated data exhibit that the dosimeter responses meet the standard's criteria, with certain exceptions on lower energies.

Estimation of cooling water activation in high-energy heavy ion medical accelerator

The estimation of air, material, and cooling water activation is essential for designing a robust nuclear safety protocol for high-energy heavy ion medical accelerators. Demineralized cooling water activation is simulated for the C-12 ion beam medical accelerator (synchrotron) with a maximum energy of 430 MeV/u. Three conservative scenarios are proposed for the estimation of demineralized cooling water activation. Simulations were performed by using a combination of MCNPX2.7.0 and VCINDER codes. Simulation parameters were optimized to match the volume of the cooling water in the accelerator system. The sums of the ratios of specific activities to unrestricted release limits were calculated for the three scenarios as a function of decay time. All activity concentrations are far less than the corresponding unrestricted release limits after a 1-day decay time because the sums of the ratios are all less than 1.0. Noticeable hazardous radioactive elements were found to be H-3, Be-7, and C-11 which have relatively long half-life times. Although hazardous radioactive elements with relatively short half-life times (within 10 min), such as N-13, O-14, and O-15, are also produced in large concentrations, there are no unrestricted release limits specified in the table issued by the National and International Radiation Protection Ordinances. The estimation of cooling water activation is useful for designing a nuclear safety protocol for high-energy heavy ion medical accelerator facilities. Specifically, the results suggest that the direct discharge of the cooling water waste into the environment (in case of an accident or the end of the life cycle of cooling water) must not be permitted. A separate reservoir for cooling water waste collection is recommended with a dedicated real-time measuring equipment to measure the concentrations of H-3, Be-7, C-11, N-13, O-14, and O-15 separately.

The status of the radiation safety culture within the higher education, research and teaching sectors in the UK

This article reports on the research by a working group, comprising members from the Association of University Radiation Protection Officers, on the radiation safety culture in the UK higher education, research and teaching (HERT) sectors. The impetus for this research arises from the work of the International Radiation Protection Association and their emphasis that embedding radiation safety culture within an organisation is the most effective way of delivering the standards of radiation safety and security that society expects. The deficiency in radiation safety culture has been a large contributor to major nuclear disasters, such as Chernobyl and Fukushima Daiichi. The working group designed an online survey aimed at higher education students, higher education academics, and researchers. The survey did not try to obtain an indication of safety performance, but of people’s views on behaviours and attitudes of radiation safety that reflect the current radiation safety culture in their organisation. The findings of the survey are reported in this article along with a discussion of the analysis and recommendations for improving radiation safety culture. The responses from the survey strongly indicate that the radiation safety culture in UK HERT sectors has worrying shortfalls, particularly in communication and training.

Report of IRPA task group on issues and actions taken in response to the change in eye lens dose limit

In 2018, the International Radiation Protection Association (IRPA) established its third task group (TG) on the implementation of the eye lens dose limit. To contribute to sharing experience and raising awareness within the radiation protection community about protection of workers in exposure of the lens of the eye, the TG conducted a questionnaire survey and analysed the responses. This paper provides an overview of the results of the questionnaire.
