DEVELOPING AN INTERSTATE FRAMEWORK FOR TRANSFERRING INNOVATION INITIATIVES TO THE DIGITAL ECONOMY

In the dynamic landscape of rapid scientific and technological advancements, coupled with the prioritization of innovation in economic activities, the importance of international collaboration in fostering innovation has grown significantly. This collaboration stands as a pivotal factor in shaping and enhancing the structure and infrastructure of innovative endeavors for both nations and corporations. The classification of international innovation cooperation, categorized into scientific research and development, industrial production, and science and education, underscores its multifaceted nature. The Republic of Uzbekistans dedicated efforts in these domains with Germany, Russia, and the Republic of Belarus have resulted in the implementation of 38 projects valued at 9.6 billion soums. Additionally, joint project competitions with Eurasian countries, Turkey, China, and India have been announced, showcasing a proactive approach. The tangible outcome of these initiatives is evident, as 30 billion soums have been raised to fund scientific programs, thereby serving as a catalyst for stimulating scientific creativity. Interdependencies between international innovation partnerships: the case of Central and Eastern Europe

Purpose Competitively multipolar international system demands bilateral and multilateral partnerships. Joint innovation signals close partnerships. Regional proximity of Central and Eastern Europe (CEE) to the European Union (EU) defines its research and development objectives. These objectives are additionally subjected to the USA’s geopolitical strategy in this geographical area. Hence, CEE’s limited resources require limited resources make international innovation cooperation. This paper aims to analyse whether and how CEE countries make international innovation cooperation decisions. Design/methodology/approach This paper used Organisation for Economic Co-operation and Development (OECD) database of total patent applications filed to the patent cooperation treaty (PCT) with co-applicants from abroad, where co-patents with at least one foreign inventor present a measure of international innovation partnership. A vector autoregression analysis and impulse response function were used to analyse international innovation partnership choices of eight CEE OECD countries for the period 1990–2018. Findings Innovation with the EU is of collaborative nature, commonly displaying complementary properties with the rest of the examined innovation partners, while co-patenting with the Russia and China act as substitutes or complements. Co-patenting with Russia is the most versatile, displaying both properties of collaboration and competition. Some countries exhibit complementarity in co-patenting activities with multiple partners. The significance levels of these relationships vary, indicating varying degrees of impact. Overall, these findings highlight the complex dynamics of co-patenting activities and the influence of different partners on countries’ collaborative innovation strategies. Research limitations/implications In addition to significant relationships, insignificant relationships as well as those that could bring about greater synergy are flagged in the paper. Those relationships portray possible direction into which national funds could be channelled to incite cooperation between different sectors and countries, especially as innovation partnerships are not always successful and require a long time period to materialise. Originality/value By examining bilateral innovation partnerships, this study provides an insight into the strategic political and economic spheres of influence in the CEE region.

Does the Belt and Road Initiative promote international innovation cooperation?

International innovation cooperation is crucial to the enhancement of national technological innovation capabilities in the context of globalization. Does the Belt and Road Initiative (BRI), as a major international initiative, promote innovation cooperation between China and BRI partner countries? Taking the top 80 global countries in innovation capability as the research sample, this paper uses the DID method to answer this question. The empirical results show that the BRI indeed promoted innovation cooperation between them to a certain extent. Specifically, it significantly increased the proportion of their cooperative patents in China’s total patents, and the promotion effect was more obvious for countries with better economic foundations. Furthermore, the mechanism tests indicate that shortening the institutional distance, strengthening the exchange of scientific and technological talents, and stimulating cultural differences were important mechanisms promoting their innovation cooperation. Although the BRI did not significantly increase the proportion of cooperative patents in BRI partner countries’ total patents, it effectively improved their innovation foundations and capabilities.

Does digital service trade boost technological innovation?: International evidence

Digital technology is profoundly changing the international economic and trade pattern, and digital service trade is increasingly becoming an important carrier of transnational knowledge spillover. This study investigates the relationship between digital service trade and technological innovation. Based on the panel data of 131 countries from 2005 to 2020, empirical results show that digital service trade significantly promotes technological innovation. This study shows that digital service trade can promote technological innovation through four mechanisms: increasing income incentives, accelerating knowledge spillover, triggering trade liberalization, and promoting financial deepening. The results of panel threshold model show that economic development, urbanization, and population aging can lead to regime changes in the innovation effect of digital service trade. In addition, the results of heterogeneity test show that national characteristics such as economic development, per capita income, industrialization, and economic freedom, influence the innovation effect of digital service trade. Our findings have implications for developing an international innovation cooperation system based on digital service trade.

Towards a new model of EU-China innovation cooperation: Bridging missing links between international university collaboration and international industry collaboration

This paper theoretically conceptualises and empirically explores the role of international university collaboration in building transnational university–industry co-innovation networks (TUICNs) in the EU–China context, and suggests a new model of international innovation cooperation. The theoretical framework was constructed by synthesising insights from social network theory and institutional theory. The empirical exploration was based on an analysis of interviews with 18 actors engaged in EU–China innovation cooperation. The findings suggest that international university collaboration could contribute to international industry collaboration and, therefore, to the development of TUICNs by 1) matching suitable industrial partners, 2) building trust between them, 3) giving industrial actors access to new resources, (4) enhancing the reputations of international companies in their cooperation countries, and (5) creating innovative business collaboration models. The study also addresses the following paradox in innovation studies: although the vital role of universities in national/regional innovation systems has been widely studied and the global interconnectedness of innovation networks is generally acknowledged, little attention has been given to universities’ engagement in transnational innovation (eco)systems. Based on the findings, recommendations for policymakers, universities and companies are provided in light of the shifting balance of challenges and opportunities presented by China to the EU.

E-Learning Integrated STEM Education Center (eLISE) in Asia: A Reflection Case Study of Taiwan and Vietnam Research Project

Objective:This article describes the implementation plan, advance and future directions of the academic and educational research center eLISE (e-Learning Integrated STEM Education Center) whose foundation intends to narrow the collaboration between Taiwan and Vietnam in e-Learning and STEM (Science, Technology, Engineering, Mathematics) in the framework of the New Southbound Policy[1], a long-term project announced by the Taiwanese government to strengthen the partnership with South Asian countries.
 Originality / contribution:This article contributes to the reflection about the promotion of international cooperation in innovation, scientific and technological research as well as the analysis of public policies guided towards e-Learning and STEM innovation.
 Information collection method / strategies: The stages of the research and innovation process were (1) Innovation e-Learning and STEM Instruction teaching material and module: test application, teacher workshops and interviews (2) Innovation e-Learning and STEM assessment through CloudClassRoom observation with Gamified Electronic Audio Response System and Google Bert. 
 Conclusions: The description of the implementation of eLISE, the explanation of the development of innovative curriculums and teacher workshops, as well as the talent exchange and the cooperation between industry and academy, highlights the importance of cultivate talents and workforces educated through STEM and e-Learning, seeking regional development and prosperity for both, Taiwan and Vietnam.

The effect of intellectual property treaties on international innovation collaboration: a study based on USPTO patents during 1976–2017

PurposeStudies have indicated that international innovation collaboration has promoted technology transfer and knowledge spillover between countries. The conclusion of various international intellectual property (IP) treaties has played an essential role in optimizing the international innovation and collaboration environment. This study investigates the effect of IP treaties on international innovation collaboration and whether international IP treaties can promote collaboration between a country and other economies in the world.Design/methodology/approachAfter collecting and extracting the patent record data from the United States Patent and Trademark Office (USPTO), a final dataset of 3,213,626 cooperative patents and 465,236 pairs of collaborations between two countries or regions is established. Based on the international patent collaboration data of 192 countries during 1976–2017, the changes in patent collaboration indicators after these countries joined 23 IP treaties are analyzed.FindingsInternational IP treaties have significantly increased the number of patent cooperation countries of a country and its importance in international cooperation networks. The role of IP treaties is more manifested by the increased opportunities for a country's international innovation cooperation than its influence on global innovation; this is of extreme significance for developing countries to introduce advanced technologies.Originality/valueGinarte and Park (1997) have confirmed that IP treaties have helped to raise the level of IP protection. In this study, the increase in the degree centrality of the international innovation network is evidence of IP treaties to promote innovation cooperation. For a developing country, joining an intellectual property treaty may strengthen intellectual property protection and optimize its own international innovation cooperation methods.

Compounds targeting YadC of uropathogenic Escherichia coli and its host receptor annexin A2 decrease bacterial colonization in bladder.

BackgroundUropathogenic Escherichia coli (UPEC) is the leading cause of urinary tract infections (UTIs), and fimbrial tip adhesins, play important roles in UPEC colonization. Few fimbrial tip adhesins and their receptors on host cells, which have the potential to be the therapeutic targets, have been identified.Methodsthe UPEC wild-type strain CFT073, ΔyadC and the complemented strain were used to perform assays in vitro and in vivo. The effects of D-xylose targeting YadC on UPEC colonization were evaluated. A YadC receptor was identified by far-western blotting, LC-MS/MS and co-immunoprecipitation. The effects of compounds targeting the receptor on UPEC colonization were tested.FindingsYadC was investigated for its mediation of UPEC adhesion and invasion to bladder epithelial cells in vitro; and its promotion of UPEC colonization in bladder in vivo. D-xylose, targeting YadC, showed prophylactic and therapeutic effects on UPEC colonization. Annexin A2 (ANXA2) was identified as a YadC receptor, involved in UPEC infection. ANXA2 inhibitors attenuated UPEC infections. Відкриті інноваційні системи: головні характеристики і напрями інтернаціоналізації

Розкриття особливостей та тенденцій інноваційного розвитку в сучасний період ґрунтується на визначенні його нових характеристик, обумовлених постіндустріальними трансформаціями.
 Мета написання статті – дослідження головних елементів відкритих національних інноваційних систем та напрямів їх включення у міжнародне інноваційне співробітництво. У ході виконання окреслених завдань використано методи системного та структурно-функціонального аналізу з метою обґрунтувати головні складники відкритих інноваційних систем та чинники і напрями їх формування та функціонування.
 Наголошено, що головні характеристики відкритих інноваційних систем – це інноваційне підприємництво, інноваційні мережі, інноваційна співпраця і партнерство, інноваційні кластери та екосистеми. Рушійною силою сучасного інноваційного процесу є підприємницька інноваційна діяльність, що охоплює всі стадії та сфери системного інноваційного процесу, спирається на інновації – технологічні, управлінські, ринкові, соціальні і забезпечує інноваційний розвиток суспільства.
 Виявлено, що інноваційна співпраця передбачає залучення її учасників до інноваційного процесу із застосуванням таких форм, як трансфер технологій, інформаційний обмін, наукові та освітні програми, комерційний обмін інноваційними продуктами. Інноваційне партнерство поєднує інноваційні ресурси та діяльність їх учасників – створення інноваційних підприємств, сумісне здійснення інноваційних проектів. У сучасний період інноваційна співпраця і партнерство розвиваються на рівні корпорацій, галузей та секторів національної економіки й на міжнародному рівні.
 Розвиток інноваційної співпраці та партнерства залежить від формування й стану інноваційних екосистем як середовища відкритих інновацій. Під впливом глобальних чинників розвитку інноваційних кластерів притаманна тенденція інтернаціоналізації інноваційної діяльності на основі міжнародної кооперації кластерів різних країн.
 Інноваційний розвиток приводить до певних трансформацій людського капіталу, зростання рівня його інновативності й інноваційності. Інтернаціоналізація людського капіталу інновацій відбувається на основі розвитку міжнародної науково-технічної співпраці, здійснення соціогуманітарних програм.
 Напрямами формування відкритих інноваційних систем є розвиток інноваційного підприємництва, інноваційних мереж, інноваційного співробітництва і партнерства, інноваційних екосистем та кластерів. Ядро відкритих інноваційних систем складає людський капітал інноваційного розвитку.
 Наукова новизна дослідження полягає у визначенні умов та чинників набуття інноваційними системами різного рівня відкритого характеру, обґрунтування їх складників та напрямів інтернаціоналізації. Практичне значення одержаних результатів – використання суб’єктами інноваційної діяльності матеріалів статті для організації інноваційного процесу на основі принципів відкритих інновацій.
 Подальше дослідження зазначеної наукової проблеми спрямовуватиметься на обґрунтування особливостей відтворення людського капіталу відкритих інноваційних систем.

The electronic properties of TiO2-terminated BaTiO3 (001) surface subjected to biaxial strain have been studied using first-principles calculations based on density functional theory. The Ti ions are always inward shifted either at compressive or tension strains, while the inward shift of the Ba ions occurs only for high compressive strain, implying an enhanced electric dipole moment in the case of high compressive strain. In particular, an insulator–metal transition is predicted at a compressive biaxial strain of 0.0475. These changes present a very interesting possibility for engineering the electronic properties of ferroelectric BaTiO3 (001) surface.

Relevance of innovation cooperation for firms’ innovation activity: the case of Slovenia

The paper analyses the importance of innovation cooperation on the innovation activity of Slovenian firms, and puts it within the broader context of firm’s innovation activity determinants. Probit estimations based on firm-level data confirm that, next to R&D spending, innovation cooperation is the most important factor in firms’ probability to innovate. This paper is the first to explicitly analyse the effect of variety and different types of innovation cooperation. Within innovation cooperation, a significant and positive effect on innovation activity is confirmed for domestic as well as for international innovation cooperation, for public as well as private cooperation, especially with customers, suppliers and advisors, but not for cooperation with public institutions such as universities and R&D institutes. Innovation cooperation should, thus, be more intensively promoted, especially in countries that lag behind in own R&D spending.

A Comparison of National and International Innovation Cooperation in Five European Countries

This paper analyses the differences between national and international innovation cooperation in five European countries: Belgium, Germany, Norway, Portugal and Switzerland. We find that absorptive capacity, incoming spillovers, appropriability and risk-sharing are more important in an international context. Furthermore innovation performance is positively influenced by international cooperation, but remains unaffected by national cooperation. Despite the heterogeneity of the investigated countries, we find similar determinants and impacts of innovation cooperation.

Reaching Out to Know-How: Support Instruments for Russia's International Innovation Cooperation

This article sheds light on the current status of Russia's international cooperation programs on innovation, whereby the focus is on stimulation programs for small and medium enterprises (SME)s. SMEs are the backbone of the economy among EU countries, whereas in Russia they are still in a developing phase. The analysis of bi- and multilateral tools for stimulation of SME cooperation with Russia shows that programs, projects, and budgets are increasing. This positive development takes place in spite of difficult framework conditions for businesses in Russia.

The role of national and regional innovation programmes in stimulating international cooperation in innovation

Innovation programmes have direct and indirect effects on enterprise strategies. In this paper we argue that national and regional programmes, not necessarily designed to increase international links, indirectly leverage international collaborative innovation, by providing additional funding, experience in domestic collaboration, and learning about public funding application rules. Our empirical findings confirm a positive (but small) influence of domestic-level programmes on the probability that a firm develops innovation with foreign partners. Implications for policy are multiple, including the need to consider systemic measures of innovation when evaluating the impacts of innovation programmes on firm's behaviour.
