ECONOMIC SECURITY OF COMPANIES IN THE CONDITIONS OF GLOBAL COMPETITION

A new level of development of global competition and transnationalization processes leads to increased interdependence of business entities, and changes traditional ideas about the specifics and structure of international relations and factors of ensuring economic security of companies in the world economy. This determines the purpose of the research as determining the features and content of the processes of ensuring the economic security of companies in the context of global competition. The methodological basis of the study is the fundamental provisions of the theories of globalization, economic security and corporate governance. The methodological apparatus of the study is based on: the dialectical method of cognition, systematization and generalization (when structuring the main components of international security of business entities in the economic context and determining the need to study the economic security of companies in relation to the international economic security of the State); scientific abstraction and explication (when studying the interaction of "atomized" business structures (producers and consumers) in the market in the current conditions of socially regulatory division of labor and specialization). The results of the study show that in the context of globalization, companies have to switch to new business models in order to attract capital, generate profits and ensure their own economic security. This is due to the qualitative specifics of the new model of global economic development and the growing interdependence on global factors. It has been proven that, the modern business environment is developing on the principles of a new kind of integrity of the global economic system, which in turn ensures the formation of global determinants of the functioning of enterprises both in the national and world markets. The dynamic nature of globalization processes determines the objective necessity of the essential transformation of economic security of business entities as a functional system, based on its continuous improvement. The features of globalization processes displays on economic security of economic agents were determined considering a new model of world economy development.

АНАЛІЗ ЧИННИКІВ ЕКОНОМІЧНОЇ БЕЗПЕКИ ДЕРЖАВИ В УМОВАХ ЗАГОСТРЕННЯ ГЛОБАЛЬНИХ КОНФЛІКТІВ

The article is analyzed the factors of economic security of the state in the conditions of the exacerbation of global conflicts. A leveled approach to economic security is singled out, which presents its hierarchical structure in the following form: mega level – global, international economic security; macro level – economic security of the national economy; meso level – economic security of the region and industry; micro level – economic security of enterprises and households. The six-level structure of economic security of Ukraine is considered. It is proven that each level of economic security has the formation of appropriate conditions to guarantee the proper level of functioning and development of each component, which are determined by certain limit values and meet the specified criteria. It was determined that globalization factors have a negative impact on economic security, including: a significant level of technological differentiation; weakness of the resource base; the disproportionality of the development of economies at the world level; a significant gap between commodity and financial markets; the growth of unemployment due to structural changes and new views on the quality of labor resources; deepening of social problems; increase in the number and exacerbation of existing armed conflicts; loss of national identity, etc. In addition, the main threats to economic security in modern conditions are highlighted: aggravation of military conflicts; significant level of corruption; instability of economic growth; a significant level of dependence of the national economy on the conjuncture of foreign markets; insignificant growth rates of the domestic market; low specific weight of products with a high share of added value; a significant share of the shadow economy. It is substantiated that the new model of economic security of Ukraine should take into account the actions of internal and external factors and be flexible from the point of view of space and time, that is, to face geopolitical and geoeconomic challenges. In addition, an effective model should consist of common conceptual foundations of global security and take into account the peculiarities of the national economy.

МІЖНАРОДНА ЕКОНОМІЧНА БЕЗПЕКА ТА ЦІЛІ СТАЛОГО РОЗВИТКУ: ВИЗНАЧЕННЯ ОСНОВНИХ АКЦЕНТІВ

The purpose of the article is to determine the main emphasis of the relationship between the plane of international economic security and the Sustainable Development Goals 2030. The research methodology includes a descriptive analysis of the provisions of the main international documents relevant, firstly, to the topic of international economic security and, secondly, to the concept of sustainable development; as well as elements of comparative analysis – while searching for the safe content of the SDGs 2030. The study results were obtained regarding the expediency of activating security issues, primarily within the framework of the implementation of the following Sustainable Development Goals 2030: Goal 1 “No poverty”, Goal 2 “Zero hunger”, Goal 8 “Decent work and economic growth”, Goal 10 “Reduction of inequality”, Goal 16 “Peace, justice and strong institutions”. The determined emphasis of strengthening the sustainability of international economic security will serve as guidelines for the priority direction of resources in the conditions of the war and the crises and disasters caused by it. The implementation of the processes aimed at the implementation of the SDGs directly depends on the general state of the economy in the country and the world, and, accordingly, on the situation with national and international economic security. In the conditions of the Russian war against Ukraine, economic security issues are considered as part of the national security system and in the context of interrelationships with environmental and other types of security, which are consistent with the SDGs. The scientific novelty is as follows: in the study of further development, a conceptual approach has been adopted regarding the establishment of accents in the plane of intersection of the directions of international economic security and the SDGs, which, unlike others, take into account the content of the elements of the system of international economic security, as well as its impact on the system of national economic security. The practical significance is that the obtained research results can be used in the conceptual justification of investment projects aimed at supporting the implementation of the SDGs related to security issues.

Outstanding issues in ensuring more stable international deliveries of Russian fuel and energy resources to the segments of the world economy available for exports

Relevance. The paper discusses the digital ontology-driven approach to the development of a quasi-integrated supersystem. The supersystem includes the energy sector and its supporting elements of the financial and economic system of Russia and a group of friendly countries who are consumers of Russian fuel and energy resources (FER). The approach is employed to develop measures that ensure national and international economic and energy security. International deliveries of Russian fuel and energy resources to the segments of the world economy available for exports can become unstable due to the current crisis in international economic relations. The use of the digital ontology-driven approach is a response to the need to analyze the underlying processes and predict whether such instability can become critical in the future. This is done in conjunction with configuring properly the operation of the Russian infrastructure of production, transport, storage, processing, and deliveries of fuel and energy resources. To that end, they are to be adjusted so as to align with the transformation that the destinations and structure of Russian exports are undergoing. Problem statement. We argue for the adoption of the digital ontology-driven approach to the development of a quasi-integrated supersystem. The supersystem includes the energy sector and its supporting elements of the financial and economic system of Russia and a group of friendly countries who are consumers of Russian fuel and energy resources being parties to economic unions and bilateral agreements between the countries. We identify different variants of the impact of effected discriminatory practices and the state of commodity and financial markets. We study this impact as applied to 1) Russian energy companies supplying FERs abroad, 2) consumers of Russian FERs in Russia and abroad, 3) companies transporting FERs abroad and using other countries for transit through them, and 4) manufacturers of equipment for the energy sector. ЕКОЛОГІЧНІ ПРОБЛЕМИ В КОНТЕКСТІ ПРИСКОРЕНОЇ ЕКОНОМІЧНОЇ ГЛОБАЛІЗАЦІЇ ТА БЕЗПЕЧНОГО РОЗВИТКУ

The article analyses the environmental problems of mankind in the context of rapid environmental degradation and turbulence of the global economy. The article describes the search by the international community for ways to solve global environmental and climate problems in the context of accelerating economic globalisation. Global sustainable development, defined as a set of actions and strategies aimed at improving the quality of life and meeting the needs of modern society, is associated with the use of natural resources and environmental impact. Particular attention is paid to the implementation of effective approaches to stimulating transformational changes and "green" transit of the global economy. Examples of environmental ef- ficiency of socio-economic development of national economies, regions and sectors of the global economy are considered. The author analyses the correspondence between the driving forces and environmental factors of sustainable development and such pressing environmental problems as the influences of the greenhouse effect, soil degradation, deterioration of water and forest resources, solid waste accumulation, and biodiversity loss. The role of international structures in the development of visions of environmental problems at different stages of development of the global economy is highlighted and their functional positioning is characterised. Priority directions of achieving the goals of ecological development in the context of intensification of globalisation and turbulence of international economic security are proposed. The influence of conflictogenic factors of international security on the development of the global economy is studied. The author notes the significant potential of ecological sustainable development as a tool for ensuring the sustainability of the global economy and world economic relations and the corresponding changes in the current priorities of the European Green Deal. It is emphasised that the reforms being implemented in Ukraine are coordinated with the changes taking place in the European Union. The authors also considers the reflection of environmental issues in the strategy of Ukraine's recovery after the full-scale Russian invasion and the algorithms for restoring the disturbed ecological balance in comparison with the principles of the EU's green transition.

The Council of Mutual Economic Assistance and UNIDO: in Search of a Bright Industrial Future

On the basis of COMECON archive stored in Moscow the author for the first time analyzes mechanism of common decision making among socialist countries regarding UNIDO — the UN body in charge of industrial development in 1970s — 1980s. The article is in a scientific first to represent the story of the Permanent Working Group (PRG) of the COMECON Executive Committee as a special body responsible for working out of collective politics in UNIDO. For the first time the reader can grasp the concept of World economic security which had been worked out and promoted in UN structures by the COMECON member states in the second half of 1980s. On the basis of the PRG materials author comes to the conclusion that the International economic security concept had been seen by socialist states as “elastic mutually acceptable compromise” — part and parcel of the New world economic order, promoted by the Third World countries in 1980s. The author believes that “new thinking” in international economic relations which caused the appearance of the International economic security, strategy of COMECON in UNIDO and other program documents was the idealistic attempt to build the failed socialist project of globalization of which one heard in various publications about alternative scenarios of more fair world order, yet without analysis of key strategic documents of 1980s before. The nowday search of a new model of global development invite the readers to throw a new light at the theoretical baggage of 1980s and allow us to come to new conclusions about the rise and fall of collective actions by COMECON members at the world stage.

The article analyzes the current trends of the international transport and logistics business in the system of international economic security. The development of the integration of the world economy and the globalization of business contribute to the creation of international logistics systems and global supply chains. The article highlights the main directions of increasing the efficiency of supply chain management and indicates the sources of increasing the efficiency of this process. The key negative aspects that prevent the effective functioning of international transport and logistics systems have been identified. A comparison is made between the traditional approach to production and the logistic approach, when the manufacturer starts production only when a specific order is received. The inventory management system of the seller is characterized. An overview of modern trends in the international transport and logistics business was carried out, in particular: increasing turnover while shortening delivery times, increasing investments in logistics startups by venture funds, customization, the use of multimodal transport and logistics centers, ecological logistics, etc. The main directions in which digital logistics centers can help logistics companies to achieve success are determined, in particular, it was determined that success will be achieved through the use of the method of «postponement» or «delayed product differentiation», the organization of e-commerce logistics, containerization, increasing the share of direct express deliveries from the producer to the consumer, bypassing intermediaries and intermediate warehouses, electronic exchange of data and various information, the growth of the agricultural machinery market, the use of multimodal transport and logistics centers, as well as clear planning of supply chains, flexibility, management of stocks and volumes. Also, a hypothesis was put forward about the emergence of a new term «logtech company», which includes not only the creation of new technologies, but also new logistics business models based on the joint use (shared use) of transportation.

System of economic security and levels of its formation

In order to develop a methodology for assessing the system of economic security of entities in conditions of economic and political instability, there is a necessary and urgent task to determine the nature, characteristics, relationship between its levels, factors influencing their formation. The purpose of the study is to generalize scientific approaches and clarify the essence, features and relationship between the levels of formation of the economic security system. The generalization of the existing approaches to the formation of the economic security system was carried out using a monographic method. The essence of the levels of the economic system is determined by methods of analysis and synthesis. The research analysed existing approaches to determining the hierarchy of the economic security system and presented a scheme for the formation of levels of economic security, consisting of a mega-level (global and international economic security), a macro-level (national), a meso-level (regional and sectoral economic security), a mіcro-level (economic security of entrepreneurship, enterprise, individual) and the relationship between them. The category “economic security of the industry” was defined as a set of conditions that ensure economic development, competitiveness and protection of its economic interests. It was established that the economic security of the industry depends on its specifics, functions, objects, subjects, specific risks and threats. The role of the economic security of the industry and the economic security of the individual in the system of the hierarchy of levels of economic security was substantiated. The obtained results are the basis for the development of a methodology for assessing the system of economic security of various entities, which can be used by their management in order to identify threats in a timely manner and quickly implement measures to eliminate them

Economic sovereignty and economic security of Ukraine (interrelation and mutual understanding) in the context of their doctrinal and legal support

The purpose of this article is to address current issues of doctrinal and legal security of economic security of the state with the actualisation of issues concerning the relationship between the concepts of “economic security” and “economic sovereignty” in their relationship and mutual understanding. The authors pay attention to the analysis of existing in the national legal doctrines of individual countries scientific approaches to the definition of “economic sovereignty”, clarify its main features, analyse the scientific approaches of domestic and foreign researchers to define the concept of “economic security” and on this basis own vision of the instrumental content of these definitions. It is argued that the concept of “economic sovereignty” is primary in relation to the concept of “economic security”. The article examines the national systems (models) of economic security of the state, including, in particular, American, Japanese, Chinese, models of institutional entities (in particular, the EU), models typical of countries with economies in transition. The authors found that Ukraine is characterised by a system (model) of economic security of countries with economies in transition, which is fragmented and inconsistent in its construction, which ultimately affects the state of economic security of the state as a whole. It was found that the main goal of Ukraine at this stage of its development in the context of building a national model of economic security is to create an effective system of means to overcome or minimise existing or potential threats, especially in the context of globalisation of trade and economic relations. The paper emphasises the need to borrow positive foreign experience of legal support of relations for the creation and implementation of national systems of economic security of the state to gradually transform Ukraine into an important participant in the processes of international economic security

Clustering of the economy in a comprehensive system of the international economic security: organizational economic mechanism

In a globalized world, international economic security has become the key to world order stability. Improving the resilience and competitiveness of the economy is one of the priorities for countries around the world. Furthermore, each country must ensure such a level of its national economic security that will guarantee its safe economic functioning. Clustering the economy can help countries to achieve this. Thanks to the cluster approach, it becomes possible to produce a competitive product and sell it on the world market, which will ensure the effective and rapid development of the international economy. Clustering of the economy can affect on the provision of international economic security and become its main component. Therefore, cluster formations become a productive self-sufficient element in a comprehensive system of international economic security. Empirical and theoretical methods show that there is a relationship between international economic security and clustering of the economy, which is very important in creating the conditions for the security of individual states. The article proposes to consider the clustering of the economy as the main component of a comprehensive system of international economic security. The integrated system of international economic security is presented in the form of a complex, interconnected, structured algorithm, the components of which are institutions which aimed at guaranteeing security, strategies of national security programs and plans, legal and information support and clustering of the economy. Besides, clusters can be seen as a link between politics, economics and economic security. Clustering of the economy is directly related to economic security. Clusters cover new industries, innovations, long-term cooperation. They act as catalysts for change in the country’s economy. Clusters are related to the political and economic strategies of states. The result of the authors of the strategy of international economic security and the Methodology for assessing the effectiveness of the cluster is a proposal to consider the clustering of the economy an important component of international economic security and an important component of economic policy. Clusters in the world economic system are able to ensure economic stability in times of crisis, give great economic effect and achieve joint economic success.

THE PRODUCTIVE CAPACITY OF COUNTRIES THROUGH THE PRISM OF SUSTAINABLE DEVELOPMENT GOALS: CHALLENGES TO INTERNATIONAL ECONOMIC SECURITY AND TO COMPETITIVENESS


 It is established that the competitiveness that is conditional on sets of institutions, policies and factors determining the country’s productivity transforms under the influence of challenges of sustainable development, which is reflected in international economic security strategies. The article’s objective is to investigate the compliance of the ideological foundations of the Sustained Development Goals with the assignment of productivity growth in countries. The research problem is to substantiate a stable causality between the Sustainable Development Goals and the economic security of countries and firms in the process of gaining new comparative advantages.
 The following research methods were used to achieve the objective and solve the problem covers a set of specific methods of empirical research, analysis and synthesis, abstraction, idealization, generalization and induction.
 The scientific novelty of the results is that the transformation potential of the sustainable development ideology and the resulting Sustainable Development Goals were investigated in the productivity context at macrolevel (country level) and mesolevel (firm level), which enabled: to establish the non-static nature of a comparative advantage under the influence of dialectic opposition of growth-based and development-based concepts in the economic security strategies of countries; to identify the increasing productive capacity as the fundamental interest of a country, going beyond the purely economic boundaries and overlapping with social, environmental and resource endowment dimensions; to classify the comprehensive development of a human, development of education and science, development of advanced machinery and technologies, science and technology progress, organizational and managerial improvements in the production as factors for development of productive forces.

Система соціальної складової економічної безпеки в умовах сталого розвитку

The article identifies social security as a ponderable constituent of economic security in ensuring sustainable development. Economic security and social security are combined, which are transformed into a single socioeconomic security in terms of sustainable development. Social parameters (indicators) are systematized; social problems that manifest as threats or risks; factors and social standards that are a guideline for monitoring the current state of security and the basis for identifying areas of change in its indicators. Aspects of the manifestation of social security, which are connected with ensuring personal security, absence of negative social challenges, reduction of social tension are considered. A system of the social constituent of economic security, which is aimed at ensuring a high level of protection of social interests in order to achieve the goals of sustainable development has been formed. The key issues of framing the social component of modern international economic security are identified, including the choice and justification of social parameters, methods and tools for assessing the dynamics of social indicators, the choice of social processes and phenomena that should underlie the definition of social imperative.

The role of criminalistics in the formation of analytical data on national and international economic security is revealed.

The article discusses the conceptual foundations of the analysis of national and international economic security. The author examined in detail the approaches to the definition of the concept of “economic security”. The conclusion is substantiated that today the most promising is the discussion of economic security in the context of the problem of “economic sustainability” at the national and international level. To develop priorities for economic security and determine the optimal course to achieve them, a conceptual apparatus for analyzing fundamental issues has been defined. In conclusion, key threats to the economic security of the Russian Federation are described.

International economic security in the modern era of the clash of civilizations: problem of conceptualization

This article examines the fundamental approaches towards the problem of international economic security in the developed and developing countries. In each group of the countries prevail the own methodological approaches that depend on civilizational peculiarities and historical experience of a certain country. The goal consists in examination of the key aspect of the problem of conceptualization of international economic security in terms of the clash of civilizations. The author explores various theoretical approaches towards understanding of international economic security; determines the elements of international economic security; indicates the ways for retention and strengthening of international economic security. The article describes the paramount elements of international economic security: need for ensuring sovereignty of the countries; strive towards the absence of exclusive priority in economic development of separate countries or civilizational unions; responsibility of the economically developed countries to the global community for the consequences of implemented by them economic policy; realization of mutually beneficial cooperation of all countries of the global community and peaceful regulation of economic issues; consideration of global problems of the humanity in carrying out the economic security policy; orientation towards free choice of economic paradigm and implementation of own strategy of the political and socioeconomic development by each country.

To the question of ensuring international economic security: logics and key stages

The goal of this work is to examine the history of ensuring international economic security. This goal can be achieved through the following tasks: 1) determine and explore the stages of ensuring international economic security within historical-logical aspect; 2) characterize and signify the key events of these stages; 3) assess the effectiveness of the mechanism of international legal provision of economic security within the highlighted historical periods. History of ensuring international economic security allows understanding it as the state of global economy, which drives the significant and sustainable growth of economic indexes and demonstrates efficient satisfaction of the economic interests of all nations. In this article, the provision of international economic security was examined within the historical-logical aspect, determining three stages of this process: 1) period between two world wars, when for the first time humanity set forth a task to ensure economic security as the paramount existential factor; 2) during the 1940’s – 1980’s the struggle between the global system of Socialism and Capitalist world also took place as a competition for economic efficiency of the two socioeconomic formations; 3) the third period, arriving after the collapse of the Soviet Union and global system of Socialism, is characterized as creation of unipolar world that is dominated by the United States, which initiated the globalization processes. This led to collision of civilizations, threatening to morph into a large-scale civilizational conflict. At the current stage of civilizational collision, it is difficult to reach a consensus in majority of the key issues pertaining to international economic security.

Економічна безпека підприємницьких структур в умовах діджиталізації

The purpose of this publication is to study the system of economic security parameters and improve the process of using RADAR logic as an element of assessing the information security of the enterprise. The importance of the concept of economic security of enterprises (EBP) is that scientists recognize it as an important factor in national security, since the real economy is an environment of planning, organization and the best use of resources. Four main factors of EBP are considered: a) planning; b) monitoring of the external and internal environment; (b) identifying and implementing threat response measures; d) control and improvement of the system. Taking into account the turbulence of the external environment, the impact on the formation of parameters of the EBP of macro-, meso- and microeconomic level factors is investigated. It is proposed to lay the methodology based on the model of the European Quality Management Fund (EFQM) as the basis for the formation of the EBP culture. Its goal is to achieve a high level of business excellence, the direction is to promote the processes of coordination of business and security goals, coordination of efforts to achieve sustainable security indicators, the formation of market knowledge and best practices for their exchange. The prospects for practical use of the EFQM model, the components of which are: basic concepts of perfection are carefully studied; criteria; RADAR logic. The conclusion about the feasibility of implementing the RADAR system is substantiated. Full and comprehensive implementation of the system can have a positive impact on the level of short-term liquidity of the company's assets, its long-term solvency, the formation of the desired level of profitability for shareholders, and generate positive external effects for society and the environment. The complexity of ensuring the EBP is explained by the variety of manifestations and relationships of interactive elements among the internal components of enterprises and the unpredictability of the manifestation of external factors. A logical conclusion is drawn about the importance of the EBP concept, its ability to include a significant number of factors in the sphere of management influence. The direct consequences of using the EBP concept are the comprehensive provision of both its own economic security and the fundamental principles of its organization, the safety of the activities of individuals, the ability to take into account numerous factors in the formation of the actual level of regional, national and international economic security of the state. The strategic directions of further research are outlined: study, schematization, numerical formalization of system-structural relations of components and threats to economic security of enterprises, the real sector and the national economy as a whole.
