Multispecies approaches to status assessments in support of endangered species classifications

AbstractMultispecies risk assessments have developed within many international conservation programs, reflecting a widespread need for efficiency. Under the United States Endangered Species Act (ESA), multispecies assessments ultimately lead to species‐level listing decisions. Although this approach provides opportunities for improved efficiency, it also risks overwhelming or biasing the assessment process and would benefit from clear guidance for practitioners. We reviewed multispecies assessments conducted between 1993 and 2019 for ESA listing decisions to identify the ecological basis for combining species, the assessment approach used, and the policy factors influencing their efficacy. We identified 42 cases covering 359 species. Most assessments (81%) included two to five species, although the maximum was 82. A common theme involved grouping narrow endemics or habitat specialists based on taxonomic relatedness, similar distributions, and common threats to persistence. All assessments included a combined threats analysis, but few employed a common species' response model or expert elicitation process. Although ESA risk assessments are distinct from policy decisions, most assessments (50%) supported decisions that all species warranted endangered status. Available guidance has generally emphasized ecological similarity as the key attribute leading to successful multispecies assessments. The challenge with consistently selecting species based on qualitative proxies such as common distributions or threats to persistence is that ecological patterns and processes are scale dependent. Focusing instead on the assessment methods and their potential for bias and increased efficiency may provide a stronger basis for developing consistent and transparent guidance.

Relevance of DNA preservation for future botany and ecology.

The use of molecular methods in plant systematics and taxonomy has increased during the last decades; however, the accessibility of curated genetic samples and their metadata is a bottleneck for DNA-based genetic studies in botany. Plant biodiversity DNA banks and DNA-friendly collections could be critical suppliers of curated genetic material for researchers in the current context of plant biodiversity loss. Here, we aimed to understand the potential of plant DNA banks and DNA-friendly collections to enhance the growth and openness of scientific knowledge. The preservation of genetic material should become part of a natural collection's process for the generation of extended specimens enabling the preservation of both the phenotype and genotype and contributing to the generation of data networks which cross-fertilize other fields. These curated collections are advantageous in endangered species research, detecting processes related to extinction, giving a genetic dimension to IUCN assessments or completing the Leipzig Catalogue of Vascular Plants. Therefore, DNA collections are fundamental in producing FAIR data, responsible research and innovation (RRI) and meeting the goals of international conservation programmes. The completion of natural collections is important for current research efforts and furthermore vital to support future research in an era of ongoing plant biodiversity loss.

Multi‐species, multi‐country analysis reveals North Americans are willing to pay for transborder migratory species conservation

Abstract Migratory species often provide ecosystem service benefits to people in one country while receiving habitat support in other countries. The multinational cooperation that could help ensure continued provisioning of these benefits by migration may be informed by understanding the economic values people in different countries place on the benefits they derive from migratory wildlife. We conducted contingent valuation surveys to estimate the willingness of 3733 respondents from Canada, the United States and México to invest in conservation for two disparate migratory species, the northern pintail duck Anas acuta and the Mexican free‐tailed bat Tadarida brasiliensis mexicana. With zero‐inflated mixed‐effects negative binomial regression (explaining 87% of the variation in willingness to pay for conservation), we found that respondents from each nation, after controlling for both household income and per capita national Gross Domestic Product, were willing to invest in conservation in other countries. This willingness to pay for conservation, even when respondents knew that funds would be used to support benefits accruing primarily in other countries, demonstrates the potential for support of multinational conservation policies and programmes that direct resources to locations where the most critical habitat is located, rather than where the funding is generated. These findings could be used to support the development or expansion of new and existing international conservation programmes for migratory species. Challenges of assessment and mapping of ecosystem services in Bulgarian (Rhodope) and Russian (Altai) mountain protected areas in the context of post-socialist transformations and new conservation paradigms

The overarching goal of this survey was to identify the challenges of ecosystem services assessment and mapping in Russian and Bulgarian mountain protected areas in the context of post-socialist transformations, new conservation paradigms and climate change. The Altai Mountains in Russia and the Rhodope Mountains in Bulgaria were selected as key mountain territories for comparison due to their similar characteristics: agriculture, forest exploitation, tourism activities, etc. Both in Bulgaria and in Russia, perceptions of the protected areas functioning have been changing, facilitated by global shifts. Thus, the concept of ecosystem services has now been actively introduced in nature and biodiversity conservation policies. Based on WDPA data the emergence of different types of protected areas in Russia and Bulgaria was determined. Key problems of assessment and mapping of ecosystem services in Russian and Bulgarian mountain protected areas were recognised, mainly related to the shortage and quality of baseline data. At the same time, there were also some specifics for the two countries due to their size and national legislation. Like many other mountainous regions in the world, the Rhodopes in Bulgaria and the Altai Mountains in Russia are flagships in the improvement of nature conservation strategies. These regions often participate in a variety of international conservation programmes and are constantly expanding the range of protected areas. It is generally accepted that the Altai Mountains and the Rhodopes are not only centres of biodiversity richness in their countries, but also hotspots of a variety of ecosystem services.

Assessing ecological knowledge, perceived agency, and motivations regarding wildlife and wildlife conservation in Samburu, Kenya

In international wildlife conservation programs, community engagement and incentivization strategies (e.g., wildlife-related employment, tourism income) typically reflect the ecological understandings and motivations of Western conservationists who design them. However, these views may not always be shared by people who live alongside wildlife and are the intended beneficiaries of the incentives. Such misalignments can undermine the effectiveness of conservation efforts to motivate pro-conservation behavior. In Samburu, Kenya, an area with multiple active international conservation programs, we sought to assess local residents' perspectives regarding three factors known to influence pro-environmental behavior: (a) ecological knowledge, including views on wildlife abundance and extinction risk; (b) perceptions of agency regarding wildlife conservation (here defined as the ability of humans to influence wildlife populations); and (c) personal motivations for wildlife conservation. We interviewed 74 residents and evaluated whether their perspectives aligned with the premises and assumptions that underpin the strategies commonly used by international organizations to promote wildlife conservation in the area. We found that concepts of rarity and extinction based on Western-based science were not salient in how residents thought about local wildlife populations. Consistent with core assumptions of Western conservation programs, however, most residents did feel a sense of agency to influence wildlife populations, and reported economic incentives as primary motivations for conservation. We conclude with cautionary notes regarding tacit assumptions made when promoting wildlife conservation in other cultures, and the ethics and potential unintended consequences of ‘motivation crowding’ by powerful exogenous agents.

The Kibale Chimpanzee Project: Over thirty years of research, conservation, and change

Long-term primate field research programs contribute to the protection of endangered primate species and their vanishing habitats by informing and fostering local and international conservation programs. The Kibale Chimpanzee Project (KCP) has studied the Kanyawara community of wild chimpanzees continuously since 1987, investigating a wide range of behavioral, ecological, and physiological questions. The study area includes the northwest boundary of Kibale National Park, Uganda, and has experienced habitat change driven by multiple causes, including forest regeneration, an increasingly warmer and wetter climate, and impacts from the neighboring human population. Here, we review the history of research on Kanyawara chimpanzees and examine how their demography, diet, and social behavior have changed over the last 30+ years. While Kanyawara chimpanzees were protected from the major threats of poaching and habitat loss, respiratory diseases of human origin were a major source of mortality. Many individuals were also injured by wire hunting snares. Nevertheless, the study community has grown modestly in size, individuals have become increasingly gregarious, and birth rates have increased. These results are likely attributable to improved habitat productivity that can be traced to decades-long efforts by wildlife authorities and the associated research and conservation programs in Kibale. Overall, research has contributed both to understanding interactions among nutritional ecology, social behavior, physiology, and health of an endangered species, and also to conservation activities in the Kibale community through direct interventions, positive economic impacts, and conservation education programs.

Simultaneous 'hotspots' and 'coldspots' of marine biodiversity and implications for global conservation

Global and smaller-scale assessments of biodiversity typically use only 'species' mea- sures. Using a broader set of concepts, we show that different biodiversity elements can exhibit con- trasting patterns within the same environment. The Arabian Gulf, estuaries and hydrothermal vents are stressful environments having low species richness yet high β(turnover)-diversity, and around vents taxonomic distinctness is also marked. Similarly, in the Atlantic, β-diversity of starfishes de- clines from the coasts to the deep sea, contrasting with patterns of species richness and taxonomic distinctness. Thus, environments can, unexpectedly, be both 'hotspots' and 'coldspots' of biodiversity. These results have major implications for international conservation programmes which use bio- diversity as a major criterion for identifying priority regions. Unpicking and prioritizing biodiversity's different threads will help environmental organisations better define and target hotspot regions. Current applications of complementarity could theoretically be expanded from a regional to a global perspective, to determine areas in which biodiversity representation is maximal but concepts are not applicable to assemblage properties (e.g. taxonomic distinctness).

Detection of macro-ecological patterns in South American hummingbirds is affected by spatial scale.

Scale is widely recognized as a fundamental conceptual problem in biology, but the question of whether species-richness patterns vary with scale is often ignored in macro-ecological analyses, despite the increasing application of such data in international conservation programmes. We tested for scaling effects in species-richness gradients with spatially scaled data for 241 species of South American hummingbirds (Trochilidae). Analyses revealed that scale matters above and beyond the effect of quadrat area. Species richness was positively correlated with latitude and topographical relief at ten different spatial scales spanning two orders of magnitude (ca. 12,300 to ca. 1,225,000 km2). Surprisingly, when the influence of topography was removed, the conditional variation in species richness explained by latitude fell precipitously to insignificance at coarser spatial scales. The perception of macro-ecological pattern thus depends directly upon the scale of analysis. Although our results suggest there is no single correct scale for macro-ecological analyses, the averaging effect of quadrat sampling at coarser geographical scales obscures the fine structure of species-richness gradients and localized richness peaks, decreasing the power of statistical tests to discriminate the causal agents of regional richness gradients. Ideally, the scale of analysis should be varied systematically to provide the optimal resolution of macro-ecological pattern.

Have fishes had their chips? The dilemma of threatened fishes

The conservation status and factors threatening fishes worldwide are reviewed in order to introduce a series of one-page articles on ‘Threatened fishes of the world’, and to encourage the incorporation of information on threatened fishes into international conservation programmes. Information on fish extinction and threat rates are compared with those of other animal groups, and the unique characteristics of fish conservation problems are highlighted. At present 979 species of fishes are listed as threatened in the IUCN Red List and at least 36 species and three subspecies are listed as recently extinct. It is argued that these figures are probably gross underestimates and that they may mislead conservation authorities and resource users about the seriousness of the situation. Freshwater fishes may be the most threatened group of vertebrates after the Amphibia. Urgent action is required to save many narrowly endemic, stenotopic species from extinction, especially in Africa, Asia and South America. The conservation of common species that drive essential ecological processes is also important. Anthropogenic pressures, especially habitat degradation, the introduction of invasive species and pollution, on inland and coastal waters are particularly severe and many major fish communities are threatened with elimination throughout the world. The conservation of marine fishes is complicated by the fact that it is difficult to ascertain their rarity. The importance of the retention of genetic variation is highlighted, and both orthodox and innovative conservation measures are encouraged. Further research on minimum viable populations, genetics, and the factors that cause fishes to become vulnerable to extinction, is urgently required.

Beyond Noah's Ark: the evolving role of modern zoological parks and aquariums in field conservation

Arguments are presented that zoological institutions and aquariums should take a broader view of their conservation responsibilities. The current emphasis on captive breeding and public education should be expanded to include a greater commitment to involvement in field conservation. Examples are given of various ways in which members of the American Zoo and Aquarium Association (AZA) are already contributing to a more holistic approach to conservation in the field. Examples include the use of public relations, local education, political action, scientific research, development of relevant technologies, training wildlife personnel and fund raising. Also covered are the organizational changes developed by AZA within the last three years to promote the Association's collective field‐conservation efforts. Among these are the establishment of the Field Conservation Committee (FCC) and several Fauna Interest Groups (FIGS), the formation of a set of guidelines for international conservation programmes and the further development of projects by existing conservation and scientific committees such as SSPs, Taxon Advisory Groups (TAGS) and Scientific Advisory Groups (SAGS).
