Different divergence processes of isoglosses of folk nomenclature between wild trees and rice landraces imply the need for different conservation planning based on the type of plant resources

BackgroundThe intensification of production and socio-economic changes have accelerated the loss of local traditional knowledge and plant resources. Understanding the distribution and determinants of such biocultural diversity is essential in planning efficient surveys and conservation efforts. Because the concept of biocultural diversity in socio-ecological adaptive systems comprises biological, cultural, and linguistic diversity, linguistic information should serve as a surrogate for the distribution of local biological and cultural diversity. In this study, we spatio-linguistically evaluated the names of local trees and rice landraces recorded in Ehime Prefecture, southwestern Japan.MethodsHierarchical clustering was performed separately for the names of local trees and rice landraces. By considering innate flora differences and species having multiple local names, a novel distance index was adopted for local tree names. For the names of rice landraces, Jaccard distance was adopted. V-measure and factor detector analysis were used to evaluate the spatial association between the isogloss maps of the folk nomenclature derived from the clustering and multiple thematic maps.ResultsLocal tree names showed stronger spatial association with geographical factors than rice landrace names. One folk nomenclature group of trees overlapped well with the slash-and-burn cultivation area, suggesting a link between the naming of trees and the traditional production system. In contrast, rice landraces exhibited stronger associations with folklore practices. Moreover, influences of road networks and pilgrimages on rice landraces indicated the importance of human mobility and traditional rituals on rice seed transfer. High homogeneity and low completeness in the V-measure analysis indicated that the names of local trees and rice landraces were mostly homogenous within current municipalities and were shared with a couple of adjacent municipalities. The isogloss maps help to illustrate how the biological and cultural diversity of wild trees and rice landraces are distributed. They also help to identify units for inter-municipal collaboration for effective conservation of traditional knowledge related to those plant resources and traditional rice varieties themselves.ConclusionsOur spatio-linguistic evaluation indicated that complex geographical and sociological processes influence the formation of plant folk nomenclature groups and implies a promising approach using quantitative lexico-statistical analysis to help to identify areas for biocultural diversity conservation.

Facilitating inter-municipal collaboration through mandated collaborative platform: evidence from regional environmental protection in China

ABSTRACT This article argues for the need to go beyond appreciating hierarchy and network as separate coordination processes. Rather it conceptualizes a mandated platform approach to facilitate inter-municipal collaboration with little collaboration experience and diverse interests. Based on a mandated regional platform in China, this article examines what an appropriate mandate is, and how network coordination evolves on this mandated platform. Practically, this study provides a potentially new coordination approach that integrates hierarchy and network. It also has important theoretical implications to enhance our understanding of hybrid coordination and collaborative governance in the public management field.

Making use of sense of place in amalgamated municipalities

ABSTRACT Political-administrative reorganizations are often underpinned by spatial and historical narratives to tap into people’s sense of place and, this way, justify the new territories. Using a mixed-methods study of the recently amalgamated municipality Het Hogeland (Netherlands), we studied how sense of place is politically mobilized and in what sense this corresponds with residents’ associations with their living environment. While inter-municipal collaboration had an administrative-jurisdictional logic, during the merger preparation, Het Hogeland mobilized the residents’ sense of place through references to the area’s landscape, its vernacular name and music. It also devised a participatory process involving citizen panels, polls and civil society input. Resident respondents showed strong merger support, and we found similarities between their sense of place and the municipality’s marketing. We conclude that political strategies that mobilize locally embedded socio-cultural narratives and add co-constructive elements can bridge the gap between citizen and politics that regularly occurs following territorial reorganizations.

Symbiotic integration of waste disposal capability within a city cluster: The case of the Yangtze River Delta

With the ongoing urbanization in developing regions, integrating regional waste disposal capability is challenging due to unbalanced economic development and rising environmental issues. This research proposed a multi-dimensional symbiotic integration of waste disposal capability. Applying data from the Yangtze River Delta (YRD) in China, we first explore the waste flows and interactions between cities to identify the possibility of inter-municipal collaboration based on the augmented gravity model. We then employ social network analysis to categorize the cities in the collaborative network of waste disposal into subgroups by functionalities. Finally, we proposed the top-down framework of symbiotic networks for waste disposal. Our findings indicate that YRD cities can be classified into four types according to their waste density and disposal efficiency: High-High, Low-High, Low-Low, and High-Low. We also identify three types of inter-municipal collaborative relationships: between high-density and high-efficiency cities, between high-density cities, and between high-efficiency cities. The city subgroups can be categorized into “high-efficiency clusters,” “high-density clusters,” and “hub clusters,” which pave the way for a shared or complementary urban symbiosis in the waste recycling industry. The division of roles among subgroups enables symbiotic activities within the city cluster. This paper extends the spatial scope of industrial symbiosis literature and has practical implications for transitioning to a circular economy in waste management of developing countries.

The prevalence of a bonding strategy in COVID-19 response networks: explaining intermunicipal partnering in the Santiago metropolitan region, Chile

ABSTRACT COVID-19, with its spatial particularities, has challenged the governance of institutionally fragmented regions, obliging local governments to respond collaboratively. While intermunicipal collaboration is expected, little is known about partnering strategies. Based on the institutional collective action framework, this article explains which partnering strategies (bonding or bridging) have prevailed in the city of Santiago. Using exponential random graph models, it reveals a tendency to transitive clustering, socio-territorial homophily and the importance of planned emergency intermunicipal networks. The findings demonstrate the prevalence of bonding and an absence of bridging, measured by both endogenous and exogenous factors, with implications for effective regional response.

Between Decentralization and Recentralization: Conflicts in Intramunicipal and Intermunicipal Governance in Tokyo’s Shrinking Suburbs

<p>The suburbs of Tokyo Metropolis are experiencing path-dependent, multifaceted shrinkage in socio-demographic, economic, and political and administrative (including fiscal) dimensions. The following two contradictory processes taking place in the opposite direction are at work, namely: the political and administrative decentralization of authority and responsibility (although without much fiscal devolution), and the socio-demographic, economic, and fiscal recentralization of workplaces, residences, and municipal finance. As Tokyo’s suburbs confront these contradictory processes of decentralization and recentralization, they fall into the gap between, on the one hand, policies that prioritize the internationally competitive metropolitan center by the Tokyo Metropolitan Government and, on the other hand, policies that address the growing problems of lagging provinces by the Government of Japan. These phenomena are affecting radical, but barely visible, changes in public affairs of municipal governments on the lowest tier. We thus examine the emerging modalities of intra- and inter-municipal affairs in Tokyo’s shrinking post-suburbs. First, we explore the intra-municipal upheavals, incorporating instabilities and disarrays, of ideas and practices inside a municipal government. Next, we investigate the inter-municipal upheavals that involve oscillations between unification and fragmentation among municipal governments. These interrelated intra- and inter-municipal upheavals hinder the consistency and timeliness of planning and decision-making in the local arena. In conclusion, we emphasize the importance of taming these upheavals and creating integrated governance systems by exploiting the emerging sense of the increasingly intertwined future among municipal governments. This is vital to strengthen local solidarity and promote inter-municipal collaborations at scales that can ensure metropolitan and suburban sustainability.</p>

Flexible Assertive Community Treatment in Rural and Remote Areas: A Qualitative Study of the Challenges and Adaptations of the Model.

BackgroundFlexible assertive community treatment (FACT) is an innovative model for providing long-term treatment to people with severe mental illness. The model was developed in the Netherlands but is now used in other countries, including Norway, which has a geography different from the Netherlands, with many rural and remote areas. Implementation of innovations is context dependent. The FACT model's potential in rural and remote areas has not been studied. Therefore, we aimed to gain knowledge regarding the challenges and modifications of the model in rural and remote contexts and discuss how they can affect the model's potential in such areas. This knowledge can improve the understanding of how FACT or similar services can be adapted to function most optimally in such conditions. We sought to address the following questions: Which elements of the FACT model do team leaders of the rural FACT teams find particularly challenging due to the context, and what modifications have the teams made to the model?MethodsDigital interviews were conducted with five team leaders from five rural FACT teams in different parts of Norway. They were selected using purposive sampling to include team leaders from some of the most rural teams in Norway. The interviews were analyzed using thematic text analysis.ResultsThe following three themes described elements of the FACT model that were experienced particularly challenging in the rural and remote context: multidisciplinary shared caseload approach, intensive outreach and crisis management. The following eight themes described the modifications that the teams had made to the model: intermunicipal collaboration, context-adaptive planning, delegation of tasks to municipal services, part-time employment, different geographical locations of staff, use of digital tools, fewer FACT board meetings, and reduced caseload.ConclusionsRural and remote contexts challenge the FACT model's potential. However, modifications can be made, some of which can be considered innovative modifications that can increase the model's potential in such areas, while others might move the teams further away from the model.

Local Determinants of Municipal Public Finance: The Case of Quebec in 2018

This article studies the case of local governments in the province of Quebec to understand the determinants of local public finance. First, the overall relationship (U shaped) between the size of jurisdictions and local public expenditure per capita is broken down by type of expenditure with different profiles. Moreover, the determinants of overall resources as well as types of resources (e.g., property tax, fees, grants) and expenditure (e.g., security, transportation) are explored: precise and exhaustive databases at the municipality level allow testing of the impact of size, inter-municipal collaboration, tax potential, and economic activity, as well as social and material characteristics of the citizens.

Does inter-municipal collaboration improve public service resilience? Evidence from local authorities in England

ABSTRACT Resilient organizations maintain functioning during times of unexpected adversity. Collaboration may enhance resilience by enabling scarce information, resources and capabilities to be leveraged across organizations, although it may also impede rapid and flexible decision-making. We explore this dilemma using the case of ‘inter-municipal’ collaboration in England, analysing how the first COVID-19 lockdown in 2020 affected the provision of Housing Benefit – a locally administered social-security entitlement. Using OLS, probit, random-effects GLS and Hausman-Taylor estimations on time-series data from 187 lower-tier councils, we find that collaboration partly limited the decline in service accuracy but gave no protection to service speed.

Holistic Management Assessment of an Urbanized Watershed and Kettle Pond in Southern Wisconsin

A multidisciplinary assessment of a small pond and its fully urbanized watershed was conducted to understand physical, biological, and social factors influencing this natural resource. Originally an emergent wetland lacking natural drainage, Stricker’s Pond today is a resource shared by two municipalities which has been hydrologically connected (via a man-made outlet) to the larger Yahara River watershed in Wisconsin. The assessment involved water quantity and water quality measurement and modeling, vegetation and wildlife surveys, and community surveys and observation. Major findings include the following: increased flood risk caused by large storm events; high concentrations of nitrogen and phosphorus, likely contributed by a variety of natural and anthropogenic sources, resulting in full eutrophication; varied, but generally poor, vegetation biodiversity; limited wildlife diversity; and discrepancies between the management objectives of the two municipalities which share the resource and the surrounding community’s vision for the pond. To overcome these issues, a collection of recommendations are suggested for implementation. These recommendations range from minimal reoccurring maintenance and community engagement to specific management strategies and intermunicipal collaboration. With the recommendations provided within the assessment, a new, better pathway forward can be charted for Stricker’s Pond by decision makers and community members alike. By engaging with this case study, participants will be exposed to the complexity of water resources challenges occurring in this as well as their own communities. Thus, this case study can serve to participants as an example and a baseline of how similar holistic resource management assessments can be carried out in the future.

Contested leadership and the governance of COVID-19 in Brazil: The role of local government and community activism

ABSTRACT Strong public health governance and leadership driven by scientific evidence, community participation, and attention to social and structural determinants of health are key to effective covid-19 containment. Given the failure of the federal government in Brazil to adopt effective public health measures, state and municipal governments, as well as community activists, have stepped in to fill the void. This essay examines the synergistic role that local governments, public universities, public health institutions and mutual aid initiatives have played in Brazil to advance pandemic control and mitigate the damaging effects of central government policies and neglect. Drawing on literature, media reports, and insights from journalists and activists based in Rio’s favelas, we show how grass roots groups take actions that bear complex and vital relationships with local governments, NGOs, universities, and public health institutions. Effective local public health governance goes beyond technical public health responses and involves strategies for countering chronic marginalisation and disempowerment of local communities which open new pathways for creative intermunicipal collaboration, social change, power redistribution. It remains to be seen if actions and emerging networks at the local level can exert pressure on national government while not further exacerbating the polarising politicisation of the pandemic.

ОБЗОР МЕЖРЕГИОНАЛЬНОГО НАУЧНО-ПРАКТИЧЕСКОГО КРУГЛОГО СТОЛА «МЕЖРЕГИОНАЛЬНОЕ И МЕЖМУНИЦИПАЛЬНОЕ ВЗАИМОДЕЙСТВИЕ В УСЛОВИЯХ ЭКОЛОГИЧЕСКИХ ВЫЗОВОВ НА ТЕРРИТОРИИ ВОЛЖСКОГО РЕГИОНА»

This review summarizes the keynote speeches and some presentations on specific problems delivered by the participants of the interregional scientific and practical round-table discussion “Interregional and Intermunicipal Collaboration under the Conditions of Environmental Challenges in the Volga Region” held on June 29, 2021 at Kazan Federal University. The event was attended by representatives of the local government authorities of the Republic of Tatarstan that are directly working on ensuring the environmental safety, as well as by legal scholars and applied researchers of the Volga Federal District. Based on the exchange of views, the Law Department of Kazan Federal University drafted and presented its interdiscip¬linary project “An organizational and legal mechanism of tackling ecological challenges under the conditions of spatial development of the Volga region and the Caspian ecosystems: Convergence and divergence of the legal systems of Russia, Azerbaijan, Iran, Kazakhstan, and Turkmenistan (EcoINTERVolga–Caspian)”. The article ends with a resolution adopted as a follow-up of the fruitful joint work of all participants.

Contrasts in suburban decline: a tale of three key outer suburban “Business Core Cities” in Tokyo Metropolis

ABSTRACT The overall context of decline in the polycentric suburban territory of Tokyo Metropolis contains divergent trajectories of municipal change. The key outer suburban centers of Tachikawa, Hachioji, and Ome City have different trajectories of socio-demographic, economic, and political and administrative (fiscal) change. This paper explores the mechanisms underlying their different trajectories to reveal the likely diversity of experiences. We reveal that their different trajectories have been materialized mainly by local or intra-suburban differentiations of inter-governmental, inter-sectoral, and inter-actor dynamics. Different strategies have thus emerged in the policy domain of industrial and commercial promotion. Recognition of the importance of suburban economic development tends to be delayed for municipal governments and differentiation in strategies possibly results in difficulties in promoting inter-municipal collaborations in this policy domain. We thus emphasize the necessity of integrating industrial and commercial promotion strategies in both vertical and horizontal dimensions of government to avert further suburban shrinkage.

Negotiating asymmetric borders in an emerging soft region

ABSTRACT In contemporary planning, the development of soft regions through inter-municipal collaborations plays an increasingly important role. However, as previous research has shown, local borders and local jurisdiction are likely to remain as part and parcel of the new region. This paper argues the need to consider the geography of such local borders, to reveal asymmetries which could weaken the opportunities for inter-municipal collaboration. Following relational geography, we argue that the municipalities don’t necessarily share the same border; if understood as a relational effect, the border plays different roles for each municipality. With this in mind, we offer a case study of how a Swedish local border is being negotiated within planning. The case of Kumla and Hallsberg reveals how one municipality is active in trying to negotiate the border, whereas the other procrastinates around any action which do not lie in their interest. The result is a border haunted by decades of poorly coordinated, even provocative, planning actions. Our study opens up for a discussion on asymmetries and a relational understanding of the geography (and history) of planning, as well as for further studies of the interplay between the renegotiation of the local borders within emerging soft regions.

Looking for causes of effects in cases: Evaluating intermunicipal collaboration in The Netherlands applying QCA

Abstract Economic geography and regional planning suffer from a lack of clear answers with respect to the question what methods to use to systematically explain complex territorial phenomena such as regional development. Rather than the universal effect of causes, analysis should focus on patterns revealed through case-specific effects of enabling and disabling conditions. Using qualitative configurational analysis (QCA), this paper illustrates the relevance of such an approach examining the variable effectiveness of intermunicipal collaboration in the Netherlands. Drawing on a survey of a large sample of collaborations, complemented with case-specific inside knowledge, eight conditions are found supporting collaboration effectiveness: age, size, homogeneity, project/policy activity, mission and inclusiveness. The configurational analysis uncovers one dominant evolutionary pattern (evolving policy focus), one minor pattern (metropolitan collaboration) plus two somewhat unique cases. It also finds contributing roles for mission-orientation, inclusiveness, and, somewhat surprisingly, size. QCA proves a promising tool to study complex dynamics across a population of territorial cases.

Good practices in local climate mitigation action by small and medium-sized cities; exploring meaning, implementation and linkage to actual lowering of carbon emissions in thirteen municipalities in The Netherlands

Cities around the world are gearing up to play a major role in climate change mitigation. However, concrete results – significant emissions reductions, expected from cities committed to mitigating climate change, are currently conspicuously absent. While there are several good practice guides available for large/mega cities there are little available for small and medium-sized ones (SMCs). In this paper the main research questions are, “When exploring local climate mitigation action among multiple small- and medium-sized cities, what actions are perceived as good practices?”, and “Are there any demonstrable effects linking them to achieving climate mitigation targets, and is this monitored?” A multiple case study research approach, using quali-quantitative mixed methods with multiple types of data sources, was used to analyze thirteen SMCs in the Netherlands. Results revealed twenty six good practices, with the majority exhibiting the characteristics of governing by enabling. However, no evidence was found that these good practices had been embedded in indicators or protocols, nor that they led to actual GHG emission reduction. In addition, action plans were found to be incomplete, in particular regarding implementation, and municipalities were found to work in isolation, with little inter-municipal collaboration. Moreover, whereas a monitor of local climate mitigation performance exists – using output and outcome indicators - it was found to be hardly known nor used among local policy makers. The results reveal a need to learn from good practices, to develop indicators that mirror these practices, and integrate them into local climate mitigation performance measurement tools. Currently, this is not the case, making it difficult to monitor local climate mitigation performance and progress vis-à-vis commitments made regarding the Paris Agreement.

Local Authority Responses to Climate Change in South Africa: The Challenges of Transboundary Governance

Recent progress and innovation are testament to the willingness of municipal authorities to address climate change. However, urban regions worldwide exhibit an immense diversity of conditions, capabilities and responses to the challenges of changing climatic conditions. While separated by politico-administrative borders, adjacent municipalities within such regions are connected through biophysical, politico-economic, and social systems likely to be reconfigured under changing climatic/environmental conditions. Yet, to date, politico-administrative borders have largely determined the parameters of local government climate change adaptation strategies, with insufficient attention to the role of inter-municipal collaboration, especially between neighbouring rural, peri-urban and urban municipalities, for co-ordinating such policies and interventions. Within a multi-level governance framework, this paper considers the recent evolution of climate agendas in the eThekwini (formerly Durban City Council) metropolitan municipality and the adjacent Ugu (predominantly rural) district municipality on the south coast of KwaZulu-Natal province (KZN), South Africa, focusing particularly on cross-border collaboration within the greater city region. The challenges were investigated by means of 53 in-depth, semi-structured interviews with municipal, regional and local authority association staff in November 2009, March 2012, and August 2017. Our core argument is that weak inter-municipal collaboration, particularly between urban, peri-urban and rural areas within metropolitan and functional city regions, has been a significant impediment to realizing transformative adaptation within such regions. The experiences of these two contiguous yet contrasting municipalities represent a microcosm of the dramatic discontinuities and inequalities on all variables within adjacent urban metropolitan and rural contexts in South Africa and beyond. Despite promising recent signs, the challenges of inter-municipal collaborative action are therefore formidable.

Bridging the accountability and transparency gap in inter-municipal collaboration

ABSTRACTMunicipal governments are increasingly showing interest in inter-municipal cooperation. Often overlooked in the discussion of such collaborative relationships are concerns related to accountability and transparency. In this article, we introduce a framework to measure accountability and transparency in inter-local relationships and test it with a brief case study of inter-municipal cooperative agreements collected from the Greater Toronto Area. Overall, the agreements collected score very low on our accountability scale, mainly because of low levels of public access and poor internal accountability. We conclude the study by examining the challenges of having multiple lines of accountability in local service collaboration.

Looking at Regional Governance Institutions in Other Countries as a Possible Model for U.S. Metropolitan Areas: An Examination of Multipurpose Regional Service Delivery Districts in British Columbia

General purpose or multipurpose governments at the metropolitan level have proven extremely difficult to create and sustain in the United States. In their absence, a range of institutions have evolved to address problems of regional fragmentation and to promote interlocal cooperation and collaboration. These include single-purpose regional special districts, interlocal contracts and agreements, and voluntary regional organizations of local governments such as councils of government. However, several countries make use of another institutional form, multipurpose special districts, rather than or in addition to single-purpose special districts, as a mechanism for facilitating regional governance and intermunicipal collaboration. This essay examines one example of such an institution: regional districts in British Columbia. It analyzes what accounts for their successful creation and institutionalization and considers whether such an institutional model is potentially adoptable in the United States. It focuses particularly on the perceived reduction in transaction cost for achieving intermunicipal agreements.

Promoting health by addressing living conditions in Norwegian municipalities.

Worldwide, inequalities in health are increasing, even in well-developed welfare states such as Norway, which in 2012, saw a new public health act take effect that enshrined equity in health as national policy and devolved to municipalities' responsibility to act on the social determinants of health. The act deems governance structures and "Health in All Policies" approaches as important steering mechanisms for local health promotion. The aim of this study is to investigate whether Norway's municipalities address living conditions - economic circumstances, housing, employment and educational factors - in local health promotion, and what factors are associated with doing so. All Norway's municipalities (n= 428) were included in this cross-sectional study, and both register and survey data were used and were subjected to descriptive and bi- and multivariate regression analyses. Eighty-two percent of the municipalities reported that they were capable of reducing inequalities in health. Forty percent of the municipalities defined living conditions as a main challenge in their local public health promotion, while 48% cited it as a main health promotion priority. Our study shows that defining living conditions as a main challenge is positively associated with size of municipality, and also its assessment of its own capability in reducing inequalities in health. The latter factor was also associated with actually prioritizing living conditions in health promotion, as was having established cross-sectorial working groups or inter-municipal collaboration related to local health promotion. This study underlines the importance of inter-sectoral collaboration to promote health and well-being.
