‘Green icing on the Gray Cake?’ Green infrastructure in federal enforcement action

ABSTRACT A growing number of local governments are adopting Green Infrastructure (GI) as a strategy for urban stormwater management. In the United States, GI has gained particular momentum through federal initiatives. Previous studies have identified regulatory factors playing a pivotal role in the adoption of GI at the local level. However, the integration of GI with federal enforcement actions has received limited research attention. This study examines the first generation of federal consent decrees with GI provisions to provide insights into federal GI policy and local GI planning. The findings reveal inconsistency in GI requirements, with some cases merely encouraging GI adoption, while others mandating a more specific approach to planning and implementation. Drawing on existing GI scholarship, the results of this study suggest the establishment of universal requirements, such as piloting projects, defining success criteria, and incorporating equity considerations into local GI planning.

Similarities and Dichotomies Between Nature-Based Solutions and Green Infrastructure: a Systematic Literature Review

Objective: The study seeks to address the following question: What are the similarities and dichotomies between green infrastructure (GI) and nature-based solutions (NBS) from the perspective of Brazilian researchers, and how do the identified solutions mitigate the depletion of urban ecosystem services? Method: A Systematic Literature Review (SLR) was conducted using the PRISMA protocol in research within the CAPES Journal database. The inclusion and exclusion criteria were original texts, peer-reviewed, published in national and international journals in Portuguese, covering the themes of NBS, GI, informal settlements, and public open space. After reviewing the 90 identified texts, a final selection of 41 texts was made for the SLR. Originality/Value: These texts were analyzed from a novel perspective, bringing together the themes of GI, NBS, ecosystem services protection, and urban land use. Results and Discussion: The study identified the authors’ views on the pressures of urbanization on ecosystem services and the solutions for their protection. It was concluded that the concepts of NBS and GI are often conflated in most approaches and that adopting urbanization associated with nature faces conceptual, operational, and managerial challenges. Research Implications: The research provides insights into the integration of GI and NBS in urban planning to address the challenges of uncontrolled urbanization and the degradation of ecosystem services.

What does good green and blue infrastructure policy look like: A comparative assessment of UK national planning guidance

This paper evaluates the potential of a Green Infrastructure Policy Assessment Tool (GIPAT) by assessing national planning guidance across all four devolved UK nations. National planning guidance is a key material consideration to the formulation and implementation of green infrastructure (GI) policies in statutory development plans and decision-making. Hitherto, there has been a lack of holistic assessments of GI policy in spatial planning with most attention on specific developments. GIPAT was informed by three GI initiatives; - Building with Nature, Central Scotland Green Network and Mainstreaming GI, supported by a global academic literature to address key multifunctional and mainstreaming components within 26 assessment criteria. The tool assessed, with justification, how well national guidance met the assessment criteria, together with the strength of policy wording. The results reveal a significant weakness in policy wording across all countries highlighting GI vulnerability. In terms of coverage, biodiversity and ecological networks generally score well but there are deficiencies in stewardship, blue infrastructure and mainstreaming demanding greater policy attention. There are important implications for development plan policy(ies) highlighting the need for greater integration of grey, blue and GI and improved mainstreaming as illuminated through exemplar policies. We recommend the use of Green Blue Infrastructure (GBI) to address the blue deficiency. The paper concludes with a discussion about GIPAT’s wider transferability and the need for greater research into how policies are translated into development plans and decision-making.

Knowledge, Perception, and Intention of Professionals Related to The Transformation from Gray to Green Infrastructure in Egyptian Cities.

Green infrastructure (GI) has become one of the most important urban trends that helps to preserve and develop the city’s ecosystem. With global climate change and increased carbon emissions, the need to transition from gray infrastructure to green infrastructure has increased. Or the integration of green infrastructure and existing gray infrastructure in existing cities. In Egypt, which faces significant environmental and urban challenges from an increasing population, rising temperatures, decreasing water levels, and high pollution in cities, the value of green transformation could minimize these impacts and increase the quality of life. This research aims to study the knowledge of Egyptian researchers and specialists in the fields of architecture and engineering about GI techniques. Understand their perception and ability to deal with GI. In addition to studying the challenges and opportunities facing Egypt’s green transformation from a specialized perspective. The results confirmed the lack of awareness of green infrastructure among the selected sample. The research confirmed the existence of social and economic obstacles facing the green transition. The research sets recommendations for increasing knowledge and expertise in the Egyptian market’s green transformation field.

Green infrastructure: The future of urban flood risk management?

AbstractUrban flooding is a key global challenge which is expected to become exacerbated under global change due to more intense rainfall and flashier runoff regimes over increasingly urban landscapes. Consequently, many cities are rethinking their approach to flood risk management by using green infrastructure (GI) solutions to reverse the legacy of hard engineering flood management approaches. The aim of GI is to attenuate, restore, and recreate a more natural flood response, bringing hydrological responses closer to pre‐urbanized conditions. However, GI effectiveness is often difficult to determine, and depends on both the magnitude of storm events and the spatial scale of GI infrastructure. Monitoring of the successes and failures of GI schemes is not routinely conducted. Thus, it can be difficult to determine whether GI provides a sustainable solution to manage urban flooding. This article provides an international perspective on the current use of GI for urban flood mitigation and the solutions it offers in light of current and future challenges. An increasing body of literature further suggests that GI can be optimized alongside gray infrastructure to provide a holistic solution that delivers multiple co‐benefits to the environment and society, while increasing flood resilience. GI will have to work synergistically with existing and upgraded gray infrastructure if urban flood risk is to be managed in a futureproof manner. Green Infrastructure and Biophilic Urbanism as Tools for Integrating Resource Efficient and Ecological Cities

In recent decades, the concept of resource efficient cities has emerged as an urban planning paradigm that seeks to achieve sustainable urban environments. This focus is upon compact urban environments that optimise energy, water and waste systems to create cities that help solve climate change and other resource-based sustainability issues. In parallel, there has been a long-standing tradition of ecological approaches to the design of cities that can be traced from Howard, Geddes, McHarg and Lyle. Rather than resource efficiency, the ecological approach has focused upon the retention and repair of natural landscape features and the creation of green infrastructure (GI) to manage urban water, soil and plants in a more ecologically sensitive way. There is some conflict with the resource efficient cities and ecological cities paradigms, as one is pro-density, while the other is anti-density. This article focusses upon how to integrate the two paradigms through new biophilic urbanism (BU) tools that allow the integration of nature into dense urban areas, to supplement more traditional GI tools in less dense areas. We suggest that the theory of urban fabrics can aid with regard to which tools to use where, for the integration of GI and BU into different parts of the city to achieve <em>both</em> resource efficient and ecological outcomes, that optimise energy water and waste systems, <em>and</em> increase urban nature.

Designing a green infrastructure network for metropolitan areas: a spatial planning approach

Climate change and environmental pressures in urban areas have created the need for new concepts and tools for the management of urban development that ensure the protection of natural and cultural resources while also enhancing urban resilience. Green infrastructure (GI) is often associated with sustainable goals that cities strive to achieve through a combination of natural approaches. A key concept in these approaches is the inherent capacity of the natural environment to carry out several functions, meaning that it can provide a variety of ecosystem services and deliver a wide range of policy objectives. Nevertheless, recent studies on the integration of GI into spatial planning have reported limited acknowledgement of the ecosystem services that GI can offer and a lack of a territorial perspective. This paper therefore provides a methodology that facilitates a spatial planning approach to GI planning in metropolitan areas. Based on the definition of GI proposed by the European Commission, which suggests that connectivity and multifunctionality are key to the effective implementation of GI, a two-step methodological approach to GI planning is proposed. This approach is spatially centered, thus promoting the desired territorial perspective, while it also acknowledges the notion of an ecosystem service as a basic design principle. When applied to the metropolitan area of Thessaloniki in Greece, the methodology was found to facilitate the prioritization of competing planning priorities and to promote certain planning objectives, thus enhancing urban resilience and helping to improve the efficiency of land and resource use.

Interdisciplinary Collaboration on Green Infrastructure for Urban Watershed Management: An Ohio Case Study.

Many older Midwestern cities of the United States are challenged by costly aging water infrastructure while working to revitalize urban areas. These cities developed much of their water infrastructure before the Clean Water Act became law and have struggled to mitigate contaminant loading to surface waters. An increasingly common approach to resolving these challenges is the integration of green infrastructure with gray infrastructure improvements to manage point and non-point source pollution. Stakeholder engagement and collaboration during green infrastructure planning can help address impairments and promote community involvement through the revitalization process. Mill Creek watershed in Cincinnati, OH, USA has seen improvement in watershed integrity indicators after being impaired for many decades by flashy hydrology, combined sewer overflows, and water quality degradation. A workshop was conducted to examine how integrated green and gray infrastructure has contributed to improvements in Mill Creek over the past several decades. This effort sought to examine internal and external factors that influence a multi-stakeholder watershed approach to planning, implementing, and evaluating green infrastructure techniques. Community investment and physical infrastructure, access to datasets, and skills and knowledge exchange were essential in improving use attainment in the Mill Creek. Strategic placement of green infrastructure has the potential to maximize water quality benefits and ecosystem services. However, green infrastructure deployment has been more opportunistic due to the diversity of stakeholder and decision maker interests. Future work should consider collaborative approaches to address scaling challenges and workforce development to maximize green infrastructure benefits.

Integrating green infrastructure and ecosystem services in land use planning. Results from two Finnish case studies

Scientific advancements on Green Infrastructure (GI) and Ecosystem Services (ES) have been conducted by experts from several disciplines such as landscape ecology, landscape architecture and, more recently, regional and urban planning. However, there are still difficulties in defining and operationalizing GI and ES within planning. This paper explores the possibilities and obstacles in incorporating the GI and ES concepts into policy frameworks, planning strategies and planning practices by taking as case studies the Helsinki-Uusimaa Region and the City of Järvenpää in Finland. In both cases, several studies on GI and ES have been developed with the collaboration of academics, research institutes and planners. The literature review focuses on the understanding and integration of GI and ES within land use planning. A qualitative content analysis was conducted of policy and planning documents and interviews with regional and city planners. The results show that while the national policy has already embraced the two concepts, the planning strategies of the Helsinki-Uusimaa Region and the City of Järvenpää need to fully integrate GI and ES. A wider and more concrete picture about the difficulties in operationalising GI and ES is provided by the planning practitioners. Rigid regulatory framework and current planning tools still represent obstacles to the effective integration of GI and ES. More science-practice collaborations between experts, practitioners and policymakers should support the development of our cities and urban regions having GI and ES in mind.

Air contaminants and litter fall decomposition in urban forest areas: The case of São Paulo - SP, Brazil

BackgroundUrban forests are usually affected by several types of atmospheric contaminants and by abnormal variations in weather conditions, thus facilitating the biotic homogenization and modification of ecosystem processes, such as nutrient cycling. Peri-urban forests and even natural forests that surround metropolitan areas are also subject to anthropogenic effects generated by cities, which may compromise the dynamics of these ecosystems. Hence, this study advances the hypothesis that the forests located at the margins of the Metropolitan Region of São Paulo (MRSP), Brazil, have high concentrations of atmospheric contaminants leading to adverse effects on litter fall stock. MethodsThe production, stock and decomposition of litter fall in two forests were quantified. The first, known as Guarapiranga forest, lies closer to the urban area and is located within the MRSP, approximately 20km from the city center. The second, Curucutu forest, is located 70km from the urban center. This forest is situated exactly on the border of the largest continuum of vegetation of the Atlantic Forest. To verify the reach of atmospheric pollutants from the urban area, levels of heavy metals (Cd, Pb, Ni, Cu) adsorbed on the litter fall deposited on the soil surface of the forests were also quantified. ResultsThe stock of litter fall and the levels of heavy metals were generally higher in the Guarapiranga forest in the samples collected during the lower rainfall season (dry season). Non-metric multidimensional scaling multivariate analysis showed a clear distinction of the sample units related to the concentrations of heavy metals in each forest. A subtle difference between the units related to the dry and rainy seasons in the Curucutu forest was also noted. Multivariate Analysis of Variance revealed that both site and season of the year (dry or rainy) were important to differentiate the quantity of heavy metals in litter fall stock, although the analysis did not show the interaction between these two factors. Precipitation appeared to be an important factor to disperse air pollutants; one method to better regulate this process is the development and integration of green infrastructure at city level, which might contribute to nature-based solutions. ConclusionsResults suggest that although the Curucutu forest is not very far from the MRSP, which could result in heavy metal levels similar to those observed in the Guarapiranga forest, the weather conditions, geographic location and rainfall rates might act as efficient physical barriers against the dispersion of pollutants in the urban area. However, it is important to highlight that in the period studied (2012–2013), MRSP presented unusual features during the winter period marked by the highest levels of precipitation which was due to several numbers of frontal systems and also due to their permanence for a couple days in the region. Thus, it is recommended to continue this study in order to obtain a database for characterizing the seasonal variation of air pollution levels in the litter fall and their adverse effects on ecosystem processes in these remnants of the Atlantic Forest.
