Preface

The International Conference on Artificial Intelligence Technologies and Applications (ICAITA) is an annual conference focusing on the research areas of and related to artificial intelligence technologies and applications. It aims to establish a broad and interdisciplinary platform for experts, researchers, and students worldwide to present, exchange, and discuss the latest advance and development in related disciplines and domains. This volume contains the papers collected from 2024 6th International Conference on Artificial Intelligence Technologies and Applications (ICAITA 2024), held during June 14th to 16th, 2024 in Changchun, China. The topics cover Artificial Neural Networks, Neuroinformatics, Computational Theories of Learning, Machine Learning, Fuzzy Logic and Methods, etc. Each of these papers has gained a comprehensive review by the editorial team and professional reviewers, and has been examined and evaluated for its theme, structure, method, content, language, and format. Cooperating with prestigious universities and institutes, ICAITA 2024 organized a series of programs including welcoming speech, keynote speech, oral presentation, poster presentation, academic discussion, among others, bringing together about 150 participants worldwide. In the keynote speech session, eminent speakers from top universities and institutions including Haijun Zhang (National Outstanding Youth Fund recipient, IEEE Fellow, Professor of Beijing University of Science and Technology), Xiangjian He (National-level Talent, Chair Professor of the University of Nottingham Ningbo China), Qinmin Yang (Zhejiang University), and Dongjing Miao (Harbin Institute of Technology) shared their researches and fully discussed and exchanged the development dynamics and research direction on “Artificial Intelligence Technologies and Applications.” Their presentations, based on cutting-edge research, offered unique perspectives on the forefront of computer science development, and explored future industry trends. Active participation and enthusiastic exchanges amongst experts and scholars enriched the discussions, with the sharing of novel research findings, practical experiences, and technological innovations. The 2024 6th International Conference on Artificial Intelligence Technologies and Applications has established a high-quality international academic exchange and cooperation platform for scholars and practitioners working in the fields related to artificial intelligence technologies and applications, linking the paths among science and technology, talents, industry, service, and innovation, stimulating the innovation vitality of researchers in universities and institutes, promoting the innovation and application of artificial intelligence technologies, and fostering the development of relevant industries. On behalf of the conference committee, we would like to give sincere gratitude to all the authors and speakers who have made their contributions to ICAITA 2024, editors and reviewers who have guaranteed the quality of papers with their expertise, and the committee members who have devoted themselves to the success of the conference. Selection Process Based on Advancing the Development of a Science and Technology Law System with Chinese Features

The significance of advancing socialist S&T legal system building with Chinese features is examined in this paper, along with the extensive effects it has on S&T innovation and economic growth. Against the backdrop of an increasingly competitive global scientific and technology landscape, China’s ability to innovate and achieve sustainable growth hinges on the establishment of an ideal science and technology legislative framework. This essay first examines the primary obstacles to China’s development of a science, technology, and innovation (S&T) legal system, including inadequate protection for intellectual property rights, a flawed process for transforming scientific and technological advancements, and an insufficient system for encouraging enterprise innovation. Then, this research presents a quantitative analysis model to optimize the path of science and technology legal building by applying the improved particle swarm optimization method (PSO). The model takes into account a wide range of variables, including the degree of intellectual property protection, the strength of legal backing, the pace at which scientific and technological advancements are transformed, etc. Through the analysis of simulation data, the model also confirms the promotion effect of the legal system construction on the quantity of patent applications, the success rate of innovation projects, the enterprise R&D expenditure, and the expansion of the local economy. The study’s findings demonstrate that bolstering the science and technology legal system can effectively encourage businesses to boost R&D investment and foster regional economic development in addition to greatly raising the quantity of patent applications and the success rate of innovation projects. The rigorous intellectual property protection laws and ideal legal framework for the conversion of accomplishments greatly boost the regional innovation vitality and economic efficiency, particularly in the case study of Zhongguancun in Beijing and East China. Moreover, adaptive weighting is used to enhance the PSO algorithm and optimize the development of science and technology legal system’s comprehensive performance index, thereby confirming the model’s viability and efficacy. The study’s findings offer theoretical justification and helpful advice for China’s development of a science and technology legal framework, which is crucial for fostering innovation in these fields and boosting the country’s competitiveness.

The effect of data element agglomeration on green innovation vitality in China

Green is the base color of high-quality development. In the strategic convergence period of dual-carbon goals and innovation-driven development, enhancing green innovation vitality is an important part of cultivating new drivers of innovation-driven green development and enhancing new high-quality productive forces. Whether data element agglomeration can serve as the “main engine” for enhancing green innovation vitality warrants urgent theoretical explanation and empirical testing. This article conducts a case study of 30 Chinese provinces from 2011 to 2021 to address this issue. It examines the complex effects of data element agglomeration on enhancing green innovation vitality. The results reveal that: firstly, data element agglomeration can directly affect green innovation vitality, and presents a gradient decline feature of “central > western > eastern”. Secondly, data element agglomeration can indirectly enhance green innovation vitality by strengthening government support and enhancing public environmental concern. Finally, based on regional heterogeneity, data element agglomeration has different threshold effects in driving the improvement of green innovation vitality. When government support and public environmental concern are greater than the threshold value, data element agglomeration can more positively affect green innovation vitality. This article offers valuable insights and serves as a reference for achieving the objective of “promoting data element agglomeration and enhancing green innovation vitality.”

The enabling effects of digital technology on the quality of firm development: Insights and implications

Firms are the fundamental units driving the development of regional systems, and their enhancement in overall strength determines the effectiveness of industrial collaborative innovation networks, serving as a crucial support for the high-quality development of urban agglomerations. In the digital era, how firms can improve their overall strength to enhance their supporting role in the construction of regional industrial networks is a matter of significant interest. Therefore, as a new driving force for firm development, exploring the impact of digital technology on firm development quality is of great importance. From the perspective of the enabling effects of digital technology, this paper takes A-share listed firms within China's five major urban agglomerations as the research subjects, utilizing panel data from 2012 to 2022. Through theoretical analysis and empirical testing using various econometric methods—including the fixed effects model, two-stage least squares regression model, and mediation effect model—the study investigates the impact of digital technology application on firm development quality and its underlying mechanisms. This study finds that the application of digital technology significantly enhances the quality of firm development, and as the level of digital technology application deepens, firms' development continues to improve. From the perspective of enabling factors, digital technology application can promote the improvement of firm development quality by activating innovation vitality, alleviating financing constraints, and reducing human resource management costs. The heterogeneity analysis results reveal that the impact of digital technology application on firm development quality exhibits various heterogeneous characteristics, including differences in urban agglomeration, ownership structure, and firm size.

Breaking the resource curse: The impact of digital economy on the sustainable transformation of resource-based cities

Resource-based cities (RBCs) depend heavily on the extraction and processing of natural resources, resulting in relatively simple economic structures. However, the rise of the digital economy (DIGITAL) presents numerous opportunities for economic diversification and sustainable development. Further investigation is necessary to explore DIGITAL's potential to overcome the resource curse. This study examined the influence of digital economic development on the sustainable transformation of 115 RBCs in China from 2011 to 2019. Robustness and heterogeneity tests were conducted to ensure reliability of the findings. This study concluded that DIGITAL plays a pivotal role in driving the sustainable transformation of resource-based cities (STRBC). This conclusion was supported by various robustness tests. Urban economic efficiency and the vitality of innovation and entrepreneurship were identified as key channels through which DIGITAL contributes to STRBC. Moreover, governmental environmental concern can enhance DIGITAL's role in promoting STRBC. Furthermore, DIGITAL is particularly crucial for mature, declining, and regenerating cities, and has a stronger impact on cities with larger spatial scales. This may be attributed to factors such as the levels of economic development, infrastructure construction, and policy support in these regions.

How to leverage the initiative of regional innovation subjects under the digital economy? A study on the mediating effect of innovation environment

ABSTRACT The digital economy, as the most dynamic, innovative, and widely radiating economic form at present, has become an important force driving global economic development. Against this backdrop, how to leverage the initiative of innovation subjects and enhance regional innovation vitality has become an important issue. In view of this, this study explores the impact mechanism of the digital economy on the initiative of regional innovation subjects based on data from 30 regions in China, and analyzes whether the digital economy first affects the innovation environment and then influences the initiative of innovation subjects. The results show that the digital economy significantly enhances the initiative of regional innovation subjects, and as the scale of the digital economy continues to expand, it exhibits a non-linear feature of ‘increasing marginal effects’ on leveraging the initiative of regional innovation subjects. In addition, the regional innovation environment positively moderates the relationship between the digital economy and the initiative of innovation subjects. And it partially mediates the relationship between the level of the digital economy and the initiative of enterprises; While, it fully mediates the relationship between the level of the digital economy and the initiative of universities and research and development institutions.

Research on Digital Economy Driving High Quality Development of China's Manufacturing Industry

As an important driving force of the new round of scientific and technological revolution and industrial change, the digital economy plays a key role in the high-quality development of China's manufacturing industry. This paper discusses in depth the profound impact of the digital economy on China's manufacturing industry, as well as the transformation and upgrading path of the manufacturing industry in this context. It is found that the digital economy has reshaped the value chain of the manufacturing industry through technological innovation, model innovation and organisational innovation, promoting the improvement of production efficiency and the optimisation of industrial structure. Driven by the digital economy, manufacturing enterprises have actively embraced digital technologies, such as cloud computing, big data, artificial intelligence, etc., which have promoted product personalisation, servicing and networking, and realised the transformation from traditional manufacturing to smart manufacturing. In addition, the digital economy has spawned new growth points and industrial ecosystems, such as the industrial Internet and platform economy, which have further stimulated the innovation vitality of the manufacturing industry. Government policy guidance and support, such as the construction of digital infrastructure, the opening of data resources, and the creation of an innovative environment, have played an important role in promoting this process. However, the digitisation process also involves issues such as data security, privacy protection, and skills gaps, which need to be properly addressed by improving regulations and enhancing education and training. To summarise, the digital economy has opened up new space for the high-quality development of China's manufacturing sector, but it also poses new challenges. Manufacturing enterprises, the government and relevant stakeholders need to work together to seize the opportunities of the digital economy and deal with the complex issues brought about by digital transformation, in order to achieve sustainable and inclusive growth in the manufacturing sector. This will not only help the manufacturing industry to maintain its leading position in global competition, but will also inject a strong impetus into the transformation, upgrading and sustained prosperity of China's economy.

ROBOT ADOPTION AND URBAN TOTAL FACTOR PRODUCTIVITY: EVIDENCE FROM CHINA

Industrial robots are having a profound and lasting impact on China’s economy. This research examines the deployment of industrial robots and their effects on urban total factor production from theoretical and empirical angles. It is created using panel data from 286 cities at the prefecture level between 2003 and 2017. It is found that: First, robot adoption promotes urban total factor productivity. Second, adopting robots has a more positive influence on urban total factor productivity development in western, underdeveloped, and less market-oriented areas compared to the developed and market-oriented areas in the east. Third, adopting robots could enhance urban innovation vitality, increase total factor productivity, boost industrial agglomeration, and improve technological progress or technical efficiency. Policy enlightenment provided by these findings can guide future technological advancements and promote high-quality city development.

A study on the influence of academic passion on PhD students' research engagement-The role of ambidextrous learning and academic climate.

The engagement in research, as the primary form of learning engagement for PhD students, is crucial for enhancing their competitive edge. Academic passion, a key determinant of learning engagement, plays a significant role in driving the research enthusiasm of PhD students. However, the "black box" concerning whether and how academic passion influences PhD students' research engagement remains to be explored. Addressing this gap, the present study draws upon self-determination theory, adopts the "motivation-behavior-effect" analytical framework, and incorporates ambidextrous learning as a mediator to elucidate the specific pathway through which academic passion impacts PhD students' engagement in research activities. Furthermore, it examines the facilitating role of the academic climate in this process. From December 2022 to March 2023, a questionnaire survey was conducted, collecting 522 responses from PhD students across 25 universities in China. The survey primarily assessed the PhD students' academic passion, ambidextrous learning behaviors (including tendencies towards exploratory and exploitative learning), and their perceived academic climate, investigating how these factors collectively influence their engagement in research activities. The questionnaire data were analyzed using a combination of SEM and bootstrapping with SPSS 26.0 and Mplus 8.3 software. The findings reveal that academic passion significantly positively affects PhD students' research engagement; ambidextrous learning (exploratory and exploitative learning) mediates the relationship between academic passion and PhD students' research engagement; and the academic climate effectively facilitates the transformation of PhD students' academic passion into ambidextrous learning (exploratory and exploitative learning). The study's conclusions not only foster PhD students' enthusiasm for research but also enhance learning effectiveness and innovation vitality, providing a theoretical basis for reforming the doctoral training system.

Does digital infrastructure construction impact urban carbon emission reduction? Evidence from China's smart city construction.

As the cornerstone of the digital economy, the construction of digital infrastructure plays a crucial role in promoting China's high-quality economic growth.. Against the backdrop of the "dual-carbon" goals, the development of digital infrastructure will provide new momentum for carbon emissions reduction in urban areas. This study utilizes unbalanced panel data from 277 prefecture-level cities in China between 2008 and 2019, treating the smart city construction as a quasi-natural experiment, to systematically evaluate the impact of the pilot construction of smart city on urban carbon emissions intensity. The research findings reveal that the construction of the smart city has significantly contributed to the reduction of urban carbon emissions intensity, indicating that digital infrastructure contributes to urban carbon emission reduction. The reduction of carbon emissions resulting from smart city construction is particularly significant in the East and Central regions., as well as regions with high financial development levels, regions with high human capital levels and non resource-based cities. The construction of the smart city primarily achieves the reduction of urban carbon emissions intensity through two main pathways: improving the penetration rate of digital infrastructure and enhancing technological innovation capability. Therefore, this study recommends that local governments strengthen the integration and penetration of digital infrastructure with traditional industries, foster urban innovation vitality, and accelerate the transformation towards green and low-carbon cities.

Synergistic industrial agglomeration, new quality productive forces and high-quality development of the manufacturing industry

This study analysed the impact of the mechanism of the synergistic agglomeration of manufacturing and modern service industries on the high-quality development of the manufacturing industry using the entropy value method, coupling coordination degree, and E-G index. We utilised panel data of 30 provinces and cities in China from 2012 to 2022. The study found that synergistic agglomeration significantly promotes the high-quality development of the manufacturing industry, in which ‘new quality productive forces’ play a key intermediary effect, while the innovation ecosystem has direct and indirect moderating effects on the relationship between the two. Simultaneously, industrial synergistic agglomeration, development of new productivity, construction of innovation ecosystems, and high-quality development of the manufacturing industry in all provinces and cities showed a steady increase; however, there were significant differences between regions. Based on the findings of the study, policy recommendations are suggested to further promote the synergistic development of the manufacturing industry and modern service industry. At the policy level, the government should strengthen the guidance and support of industrial synergistic agglomeration and formulate differentiated policies to promote industrial synergistic agglomeration; simultaneously, it should pay attention to the cultivation of new productivity and the construction of innovation ecosystems, optimise the allocation of innovation resources, and stimulate the vitality of innovation. At the industrial level, manufacturing enterprises should actively cooperate with modern service enterprises to achieve resource sharing and technological complementation; modern service industries should improve service quality and efficiency to meet the needs of manufacturing transformation and upgrading; and close cooperation between the industry, academia, and research institutes should be established to promote technological innovation and industrial upgradation.

Digital economy and urban entrepreneurial activity

This paper selects data from 285 cities in China from 2018 to 2022 to explore the impact of the digital economy on urban entrepreneurial activity. It is found that there is a significant positive impact of the digital economy on entrepreneurial activity; the development of the digital economy in eastern cities has a more prominent impact on entrepreneurial activity than that in central and western cities; the digital economy can effectively reduce the cost of enterprise financing, stimulate innovation vitality, and provide more opportunities for entrepreneurs to develop.

Research on Chinese Financial Industry Application Scenarios based on ChatGPT

The emergence of the artificial intelligence ChatGPT has brought a huge information impact to the traditional industry, promoting the deep integration of ChatGPT and financial institutions, stimulating its innovation vitality, and comprehensively empowering financial services. This technology is the key to promote the digital intelligence transformation of the financial industry. Based on the systematic study of the integration scenario of ChatGPT and innovative application in the financial industry and related limitations, this paper constructively puts forward suggestions and expectations for the future development of the financial industry under the background of artificial intelligence, to make some innovative exploration for the application of ChatGPT in the financial industry. According to the research, ChatGPT-like artificial intelligence's powerful natural language processing, data sorting, and analysis capabilities have great application value for financial institutions covering customer service, operation, marketing, risk control, investment and budget, etc., but there are also problems such as high cost, low credibility and security, and technical limitations. Finally, this paper puts forward effective empowerment suggestions based on three aspects: government policy, institutions and technology development.

Digital transformation, innovation capability and speed of internationalization

Based on the data of Chinese listed firms from 2012 to 2022, this paper provides an in-depth discussion of the mechanism of digital transformation on the speed of internationalization and its boundary conditions. The findings show that digital transformation significantly improves firms' adaptability to environmental changes, which in turn accelerates initial and post-entry internationalization speed. In addition, digital transformation enhances the ability to cope with uncertainty, facilitates knowledge sharing and dynamic transfer within the enterprise, and further stimulates the innovation vitality of the enterprise. Ultimately, digital transformation helps build an innovation ecosystem for the real economy and accelerates the internationalization process of enterprises.

The Influence of Digital Economy on The Vitality of Urban Double Innovation

Under the new development pattern, the rapid development of digital economy is becoming the core force to change the global economic and social structure. At the same time, China is speeding up the conversion of old and new kinetic energy, and how to activate China's dual-innovation vitality is the focus of attention from all walks of life. Based on this, this project, based on the panel data of 285 prefecture-level cities in China from 2011 to 2019, studies the influence of regional digital economic development index on urban innovation vitality through two-way fixed effect model and intermediary effect model. It is found that the digital economy can promote the promotion of urban innovation vitality, and this conclusion is still valid after replacing the robustness test of the explained variables. The further mechanism test shows that the upgrading of industrial structure is an important intermediary variable for the digital economy to enhance the dual-innovation vitality of cities, and the digital economy can promote the dual-innovation vitality of cities through the upgrading of industrial structure.

Exploring the impact of carbon finance policy on photovoltaic market development – An experience from China

Solar energy is one of the most promising clean energy photovoltaic markets that will play an important role in countries achieving economic decarbonization. A carbon financial policy is an environmental policy that utilizes financial means to reduce carbon emissions. In addition, few existing studies have used textual analysis to study the impact and mechanism of carbon financial policy on the photovoltaic market development. In order to provide theoretical and empirical support for exploring new paths, modes, and practices of carbon financial policies to promote the development of the photovoltaic market, this paper empirically analyzes the impacts and heterogeneity of carbon financial policy on photovoltaic market development based on authoritative policy perspectives with the data of 30 provinces in China from 2015 to 2021 as the research samples and explores the mechanism of its action. The study results show that carbon financial policy positively affects photovoltaic market development, and the conclusion still holds after the robustness test. Meanwhile, there is significant heterogeneity in the effects of carbon financial policies on photovoltaic market development regarding functional positioning, geographic location, economic development, resource endowment, and environmental regulation. As for the mechanism of action, carbon finance policies can promote photovoltaic market development by alleviating financing constraints, increasing innovation vitality, and promoting digital financial inclusion. The breadth of coverage and depth of use positively affect photovoltaic market development, but the degree of digitization does not have a significant effect.

The spatial and temporal situation of China's digital technology innovation and its influencing factors.

Digital technology innovation is the core driving force for the high-quality development of the digital economy, and in-depth exploration of the regional distribution pattern and formation mechanism of digital technology innovation in China is conducive to the rational layout and coordinated development of the inter-provincial digital economy. Based on the Reference Relationship Table of the Classification of Core Industries of Digital Economy and the International Patent Classification (2023), the patent authorization data of digital technology from 2012 to 2022 were obtained, and the spatiotemporal situation of China's digital technology innovation was analyzed by using ArcGIS software, Dagum's Gini coefficient, and Moran's I index, and the spatial Dubin panel model was used to explore the influencing factors of digital technology innovation. It is found that: (1) the scale and vitality of China's digital technology innovation have increased significantly, and there are obvious spatial differentiation characteristics, and the innovation level of "eastern coastal-central and western interior" is decreasing, forming a cluster distribution pattern in the Yangtze River Delta region, Beijing, Guangdong, and other places, and the degree of agglomeration is decreasing. (2) The overall regional differences in China's digital technology innovation are large, the differences between the East and the West dominate the interregional differences, and the net differences between regions are the main factors leading to regional differences. (3) There is a significant positive spatial correlation between the scale and vitality of digital technology innovation, which has a significant spatial spillover effect. (4) The results confirm that the level of economic development, digital access, financial scientific and technological support, technology market development level, and R&D intensity have a significant positive impact on the scale and vitality of digital technology innovation; The investment in scientific and technological talents has a significant positive impact on the scale of digital technology innovation, but has no significant impact on the vitality of digital technology innovation.

How Does the Government Guide Marine Resource Enterprises in China to Improve Their Business Performance? A Path Analysis Based on DEA-fsQCA

Policy guidance is a key driving force for improving the business performance of marine resource enterprises. This study establishes a DEA-fsQCA model, selects 42 listed marine resource enterprises as samples, analyzes the business performance improvement paths of marine resource enterprises, and proposes relevant policy recommendations for the government to guide marine resource enterprises to improve their business performance. The result shows that there are three different path models for the high business performance of marine resource enterprises based on their scale and property-right attributes: the “private green innovation” type, the “private green concentration” type, and the “state-owned incentive decentralized” type. According to the research results, this study suggests that, in the process of promoting the improvement of the business performance of marine resource enterprises, the Chinese government should promote the green development of enterprises, stimulate the technological innovation vitality of private marine resource enterprises, optimize enterprise executive incentive policies, and deepen the reform of mixed ownership in state-owned enterprises. Compared with previous studies, this article presents a fresh perspective on researching marine resource enterprises from a macro perspective and constructs a policy system for improving the business performance of different types of marine resource enterprises, providing valuable reference and guidance for the high-quality development of marine resource enterprises and the overall marine economy.

The innovation effect of green finance reform-based on the green innovation vitality perspective.

In order to develop green finance and realize the coordinated development of environment and economy, China set up green finance reform and innovation pilot zones in 2017. Taking the establishment of green finance reform and innovation pilot zones in China as an exogenous shock and based on the synthetic control method, this paper explores the impact of the pilot policies on green innovation vitality by taking five pilot provinces as the experimental group and 25 provinces without pilot policies as the control group. It is found that the pilot policy significantly enhances the level of green innovation dynamism in the pilot regions, but due to the different policy focuses, the innovation effect is immediate in Zhejiang, Guangdong, Guizhou, and Jiangxi, while the policy effect is significantly lagging behind in Xinjiang; government incentives are an important channel through which the policy enhances the green innovation dynamism; and the above findings are more significant in the samples of substantial green innovation dynamism and the eastern region. In addition, the extended economic consequences analysis shows that the pilot policy can significantly improve energy efficiency in the pilot region with a significant time lag. The findings of the study not only provide empirical evidence for the implementation effect of the green finance pilot policies, but also have practical implications for improving the green finance system and replicating and extending the green finance reform and innovation pilot zones.
