Organizational-economic and legal mechanisms of increasing the security efficiency of resource management of innovation-oriented enterprises of the hospitality industry in the context of digitalization

The article is devoted to the organizational, economic, and legal mechanisms that increase the security and efficiency of resource management of innovatively oriented hospitality industry enterprises in the context of digitalization. The study, crucial for the future of the hospitality industry, aimed to investigate the organizational, economic, and legal mechanisms for enhancing the security and efficiency of resource management in innovatively oriented hospitality enterprises within the context of digitalization. Given that one of the strategic tasks of the modern stage of development of the hospitality industry is to saturate the market with appropriate services that provide rationality and economy in the use of the critical resources of the enterprise: land, material, intangible, labor, financial, informational, time and entrepreneurial, its implementation determines the need the development of specific measures and the formation of a set of tools that would ensure the accelerated introduction of the hospitality industry to a new stage of economic development with further improvement of the efficiency of the production and economic potential of economic entities. The above actualizes the study of the organizational, economic, and legal mechanism of increasing the security efficiency of resource management of innovatively oriented enterprises of the hospitality industry in the context of digitalization. The directions for increasing the efficiency of the use of resources of innovatively oriented enterprises of the hospitality industry within the proposed mechanism are divided as follows: improving the quality of technical equipment, especially in the field of service provision; introduction of resource-saving technologies; introduction of new equipment and technology based on the achievements of scientific and technical progress; increasing the level of automation and robotization of technological processes and auxiliary works; reduction of production losses and waste; improvement of technological methods of production, reduction of waste and loss of resources due to the above-mentioned factors; ensuring the high quality of raw materials and materials necessary for the provision of services; introduction of new types of raw materials; improving the quality of services; selection of the most rational order forms; increasing the level of specialization of innovatively oriented enterprises of the hospitality industry. Exploring intellectual property risk inducement and formation mechanism of innovation-oriented enterprises: a grounded theory approach and system dynamics model analysis

ABSTRACT The open interconnection and sharing characteristics of innovation-oriented enterprises aggravate the potential detrimental effects of intellectual property risks, while the proliferation of uncertainty factors perpetually amplifies the ripples of these risks. This study employed the grounded theory method, complemented by expert interviews, case analyses of intellectual property risk incidents, examination of intellectual property-related laws and regulations, as well as other relevant materials. It gathered comprehensive risk information and conducted an in-depth exploration of the underlying factors that contribute to intellectual property risks in enterprises. These factors encompassed risks associated with intellectual property dispute feedback, intellectual property competition, open innovation, intellectual property legal aspects, and environmental considerations. An index system for risk factors is established based on the comprehensive information collected. Furthermore, a system flow diagram depicting the mechanism of risk formation is developed using the system dynamics model. The study delves into the causal relationships among all risk factors and examines their impact on the overall intellectual property risk system within the enterprise. By simulating the dynamic evolution trend of intellectual property risk over time, the research reveals insights that can assist innovation-oriented enterprises operating in open environments in optimising their intellectual property risk management strategies.

THE NECESSITY OF PROMOTING THE DEVELOPMENT OF INNOVOTIVE APPROACHES IN ENTERPRISES IN GEORGIA

The development of the innovative manufacturer is a significant factor in the development of the economy, which is largely directed towards the search for new things, the introduction of new technologies based on commercial goals, which as a whole requires innovation and is therefore created as an innovation-oriented enterprise. It is important to mention the small innovative enterprises, whose advantages are manifested in the nature of combining science and production. Gaining a competitive advantage in the modern world is important for all countries, since new approaches created in the heart of new thinking in the field of information technology significantly increase the switching of companies to innovations. ОПЕРЕЖАЮЩИЕ ПРАКТИКИ ВО ВЗАИМОДЕЙСТВИИ РЕГИОНАЛЬНОГО ВУЗА И ПРЕДПРИЯТИЯ-ТЕХНОЛОГИЧЕСКОГО ИННОВАТОРА

In the current socio-economic situation, the organization of advanced practical training of students is required, which ensures the formation of import substitution competencies and intensive technological development of the region. Opportunities for the development of new and promising production technologies can be created through the interaction of a regional university and innovation-oriented enterprises. To date, resources, organizational and pedagogical conditions and experience of multifunctional cooperation of a regional university with innovation-oriented enterprises for the purpose of advanced practice have not been sufficiently disclosed. There are well-known studies of a cluster of enterprises — technological innovators who need continuous improvement of personnel and are interested in partnership with vocational education. In turn, the regional university needs production resources to organize advanced professional training. The methodology of the integrative approach determines the logic and principle of the joint activities of the stakeholders of advanced training. Interested partners create joint structural units that unite on the basis of the university the production resources of the innovator enterprise, the development and transfer of technologies and scientific results of partners, the competence of the teaching staff of the university and the needs of advanced training of regional customers-employers. The activities of the Advanced Professional Training Center established in the Kumertu branch of the OSU revealed characteristic variants of such structural units: the TechnoNIKOL resource center and the KNAUF consulting center. Network interaction of stakeholders is implemented within the framework of contractual “co-resource” relations in the following areas: methodological, resource, reputational, career guidance, educational, consulting, expert, personnel, marketing, commercial, research, scientific, industrial, entrepreneurial, recruiting. Tripartite agreements “university-student-enterprise” are concluded, guaranteeing employment according to the acquired promising competencies. The leading nature of the practices is determined by taking into account the forecast of the development of the socio-economic, personnel, educational situation in the presentation of the products and services of the innovator to regional customers-employers, as well as the ecosystem development of the regional university with the optimal use of partners’ resources.

The article analyses the state of Ukraine's exports and imports of goods. The author notes that in 2022 the value of exports decreased by 35% compared to 2021, and the volume of goods decreased by 38.4%. In 2022, the volume of imports almost halved (by 48.1%), while the value decreased by only 19.6%. It can be concluded that despite martial law, Ukraine continues to operate on the international market. In order to further develop the globalisation activities of innovation-oriented enterprises and establish sustainable relationships with consumers in the international market, it is necessary to use international marketing tools. International marketing is extremely important for any company that wants to grow and expand its business, and this is especially true for innovation-oriented companies. International marketing helps innovation-oriented companies to better understand consumer behaviour in the international market and to best meet their needs. Implementing international marketing in the activities of innovation-oriented companies requires a strategic approach that takes into account global market dynamics, cultural diversity and the unique challenges of each target market. The author has found that the main goal of international marketing for innovation-oriented companies is to increase sales of goods and services, improve the company's competitiveness in the international market and increase profits. The study identifies the main differences of international marketing from traditional marketing, considers the main types of international marketing and offers stages of introduction of international marketing into the activity of an innovation-oriented enterprise. The author formulates the main reasons for the use of international marketing in the activities of innovation-oriented enterprises and lists the advantages of its use in the expansion of activities in the global market. It is also noted that before entering a new market, a company must conduct a detailed analysis and develop a strategy to ensure success in the global business environment.

Multi-Сhannel Source of Financing for Innovative Projects

The article deals with the problem of financing innovation activities that hinder the development of the innovation system of Kazakhstan. The types of sources of financing for innovative projects are given, the limitations of their use are noted. A feature of innovation-oriented enterprises is a higher demand for external sources of financing, while innovative activity is characterized by a sufficiently high degree of uncertainty and risk, therefore, the multiplicity of sources of financing, flexibility, and adaptability to a rapidly changing external environment are important principles of financing innovative projects. The use of own funds in the development and implementation of an innovative project provides maximum freedom in making managerial decisions. The implementation of innovative projects proves the effectiveness of the use of debt and equity instruments. The methodology of the study is based on a descriptive and comparative analysis of the features of domestic and foreign methods of developing innovative activities and financing innovative projects, which are not based on empirical data, synthesis, and systematic and logical approaches. The modern market economy is characterized by the inevitability of the transition to an innovative path of development, which defines itself as one of the significant factors of accelerating the economic growth of the state, and its technological and socio-economic development, ensuring economic security and competitiveness in the world market. The innovative way of economic development is based on the process of searching, preparing, creating, implementing, and commercializing innovations, i.e., ensuring the transformation of an idea directly into an innovation. The innovative development of the state is based on attracting the necessary investments that ensure economic growth, which is considered by the author of this article. In this article the authors analyze the issues of innovative development of the regional economy that are important and relevant for today’s realities in a dynamically changing external environment and sanctions policy. The main attention is paid to the processes and factors of clustering, as well as improvement of interaction efficiency between universities and enterprises, taking into account the digitalization of the economy. The purpose of the study in this paper is to analyze the factors of innovative development of regions with the help of a cluster-type technological infrastructure. The characteristics of the effective functioning of clusters are studied, which can provide an increase in the efficiency of the processes of interaction between entrepreneurs and universities. The authors also analyzed potential ways of digital technologies use to strengthen the integration between technological entrepreneurship and educational organizations, primarily the leading regional universities. In accordance with the goal, the article details the following research objectives: characterization of the features of innovative development of regional economy under sanctions; analysis of competitive advantages arising from the use of digital economy methods; analysis of the clusters functioning and the impact of innovative entrepreneurship; grouping criteria that determine the degree of efficiency of integration of enterprises and universities. The research methodology is based on the application of the principles of a systematic approach, scientific comparison, retrospective and prospective analysis. In the context of the sanctions policy and within import substitution in the economy, the appearance of national innovation system of the Russian Federation and further development of domestic scientific and technical potential, the effective commercialization of the results and achievements of research and development determine the prerequisite for the growth of the efficiency of innovative activities of entrepreneurship and, first of all, its active and direct participants – small and medium innovation-oriented enterprises. The characteristic of the industry is also presented and on its basis an analysis of the competitive advantages of Volgograd region was carried out. Further, the article discusses the features of the role of innovative potential of enterprises in the interaction between universities and entrepreneurship, identifying the main criteria for the effectiveness of the integration of universities and enterprises.

Development of Organizational and Economic Mechanism of Functioning High-Tech Enterprises in the Introduction of Digital Technologies

Scientists believe that an innovation-oriented enterprise is a specific type that is characterized by active innovation, creation, production, and sale of innovative products or products. In this study, the functioning of an innovation-oriented enterprise is based on the production of economic activity as the basis of its existence, and the use of innovation is the source and activator of its development. It is reasonable to consider innovation-oriented development as an ideology, a manifestation, and a way of development driven by or directed at innovations. The functioning of enterprises based on innovative productions ensures their self-development. The source of self-development is considered the enterprise's internal activity, and the tools are innovations, innovative changes, knowledge, and experience. For the implementation of self-development, the economic system makes the transition to a new level of functioning in the case of activation of the processes of change, the availability of the ability and interaction with the ecosystem of functioning, and the reproductive mechanism with maximum efficiency innovation. A feature of innovation-oriented enterprises in the production of self-development in functioning is the use of innovations in the development of potential, in updating and applying economic resources to form the ability to develop innovatively. In other words, it is reasonable to consider such an enterprise as a dynamic economic system that develops itself by operating in the process of functioning through innovative production in economic activity. The studied enterprises should have a high degree of functionality. At the same time, we consider a dynamic economic system to be a functional, innovation-oriented enterprise that can develop in the process of functioning and ensure the development of other economic systems along with meso-level institutions, transforming the results of their development for its further economic evolution.

Financing of innovative projects in industry

A distinctive feature of innovation-oriented enterprises is a higher demand for external sources of financing, while innovative activities are characterized by a sufficiently high degree of uncertainty and risk, therefore, the important principles of financing innovative projects are the multiplicity of financing sources, flexibility and adaptability to a rapidly changing external environment. Using in-house funds in the development and implementation of an innovative project provides maximum scale of actions in making management decisions. At the same time, international experience in the innovative projects implementation proves the effectiveness of debt and equity instruments use for project financing. The article discusses the main instruments for financing innovative projects in the Russian Federation, highlights the main stages of finding and attracting financial resources. In addition, within the framework of this study, the costs of technological innovations and the sources of their financing, the patent activity of enterprises in the Russian Federation were analyzed. The main economic reasons that impede the development of innovations project management are listed. The necessity of developing measures to expand the access of innovative enterprises to loaned sources of financing has been substantiated.

The theoretical bases of modernization of the enterprises are generalized, the key factors determining their development are considered. The characteristic features, prerequisites and main factors of technological renewal of innovation-oriented enterprises on a systemic basis are highlighted. The current directions of development of equipment and technologies are substantiated, and also the important role of knowledge, information, processes of informatization for acceleration of rates of technological updating and maintenance of sustainable development of a society is allocated. It is theoretically proved that modern trends in socio-economic systems, the desire of mankind to restore spiritual and cultural values increase the importance of new knowledge, intellectualization of economic processes and their implementation in engineering and technology.

У статті розглянуто актуальні проблеми зниження інноваційної активності українських суб’єктів підприємництва та у зв’язку з цим погіршення інших оціночних характеристик стану підприємств: втрату конкурентоспроможності, гнучкості, адаптивності та ефективності. Стан та проблеми розвитку корпоративного підприємництва визначаються детермінантами низької інноваційності українських підприємств. Метою статті є здійснення аналізу стану інноваційної діяльності українських підприємств та розроблення пропозицій з активізації процесів генерування та впровадження інновацій у внутрішньому корпоративному середовищі. Для досягнення визначеної мети було проведено динамічний та порівняльний статистичні аналізи інноваційної діяльності підприємств України та Європейського Союзу. Результати дослідження вказують на надзвичайно низький рівень та негативну динаміку інноваційної активності українських підприємств, а також колосальне відставання від рівня інноваційності підприємств Європейського Союзу. Ідентифікований стан та тенденції вказують на необхідність удосконалення процесу управління інноваціями на підприємствах шляхом цілеспрямованого впливу вищого керівництва. Практична цінність статті полягає в обґрунтуванні перспектив упровадження корпоративного підприємництва як інструменту стимулювання інновацій у внутрішньому середовищі організацій.

The article is devoted to organizational and economic aspects of the creation and functioning of horticultural innovation-oriented enterprises and substantiates scientific approaches to the development of such production and economic structures. The objective of every economic entity in the competitive economy is to maximize the profit that may be achieved not only by producing fruitful products, but by its successful sale in certain terms and markets. This is primarily due to the fact that, under market conditions for horticultural enterprises, agrobiological potential is already insufficient to effectively grow fruit and berry crops. Therefore, innovation’s activity and its results are a prerequisite for successful management of the horticulture industry in Ukraine, namely: the transition to models of horticultural innovation-oriented enterprises which will be able to ensure the competitiveness of grown fruit products in both its domestic and foreign markets. The object of the investigations was the process of innovative development of horticultural enterprises and the construction of an economic and mathematical model of optimization of pome fruits (apples) sales – the basis of the industry in most regions of Ukraine. On the research basis of organizational and economic features of innovative development in the article the economic-mathematical optimization model of production and sale (apples) in a horticultural innovation-oriented enterprise is grounded. This is the experimental farm of the Podilsky Horticultural Research Station as a testing ground for innovative developments in fruitful production. Optimization of the structure of production and sales of products on the basis of the proposed model in this horticultural enterprise allows to significantly increase the profitability of growing apple’s orchards (from 0.9 million to 35.4 million UAH). Due to its high efficiency, this innovative project can be extended to other horticultural enterprises of Ukraine, in particular in the Podillya. Innovative Performance Evaluation in Innovation-oriented Enterprises Based on Fuzzy Benchmark

Since it was difficult to identify a benchmark for innovative performance evaluation in innovation-oriented enterprises, the paper proposes a performance evaluation method based on fuzzy benchmark. Firstly, a construction way of fuzzy benchmark for innovative performance evaluation indicator is given by multi-experts. Then the quantitative indicators performance are converted to beliefs based on the fuzzy benchmark, and the qualitative indicators performance are given by belief structure directly. In addition, the performance of qualitative and quantitative indicators are aggregated by the evidential reasoning algorithm. Finally, the innovative performance of an innovation-oriented enterprise in Anhui Province is evaluated based on fuzzy benchmark, to show the feasibility and validity of this method.

INNOVATION-DRIVEN GROWTH MODEL IN THE PRESENT CONTEXT OF BUSINESS PERFORMANCE

Over the last decade, domestic enterprises have faced serious problems in the sphere of innovative development. Government’s reluctance to finance innovations has become the major obstacle leading to temporary freezing of innovation activity of enterprises. The study aims at investigating the theoretical foundation of innovative modelling of entrepreneurship and elaborating business development model of modern industrial enterprises, taking into account innovation components and the current state of the country’s economy. The theoretical and methodological basis of the research is the conceptual provisions and scientific developments of experts in innovative development and issues relating to the management of innovation processes, published in monographs, periodicals, proceedings of scientific and practical conferences on the problem. In spite of the significant contribution of domestic scholars in research and elaboration of the theoretical background of the country’s innovative development, there are a number of aspects regarding the innovations in performance modelling of industrial enterprises, which remain unclear. Results. At the present stage of development, industrial enterprises are bound to seek internal financial resources for innovative development or carry out modernization involving both domestic and foreign investments. In addition, managers of industrial enterprises have realized that innovation activity is the key to the company’s successful performance in competitive business environment. Although a significant part of domestic investment has been forwarded to innovative business development, there is a problem with the integral planning of innovative activity. Conclusions and directions for further researches. The authors have developed and proposed the basic model of innovative development of Ukrainian industrial enterprises. The model is based on the above-mentioned models of innovative development taking into account specific characteristics and factors in business model elaboration. This model envisages the development of innovation-oriented enterprise consistent with the context of economic performance. The results of the research can be used for modelling and comprehensive assessment of the model implementation in the enterprises in Dnipro region.
