South Korea’s Experience in the Development of National Innovation System

Introduction. The Republic of Korea nowadays is a leader of innovative development not only in Southeast Asia, but also at the global level. Since 1950’s thanks to the development of science, technology and innovation, one of the poorest agricultural countries has achieved unprecedented economic growth and became one of the leading advanced industrialised countries, which is popularly known as “Korea’s economic miracle.” One of the most important factors of rapid economic growth was the construction of an effective national innovation system (NIS). The purpose of the article is to analyze the main stages in the formation of the Korean national innovation system (NIS), to identify its strengths and weak points. Methods. The study used system analysis, structural-functional, historical and sociocultural approach. Conclusions. The Republic of Korea managed to construct an effective national innovation system thanks to the deduced state policy in the field of science and technology, competent strategic planning, a systematic and integrated approach to the development of innovation, large-scale and continuous R&D financing and the development of innovation infrastructure.

Strategic management of the agricultural sector's competitiveness: development of cluster structures

The article examines the possibility of developing a strategy for managing the agricultural sector's competitiveness based on cluster structure development. The existing research on this topic was analyzed, and the possibilities of clustering the agricultural sector in martial law conditions were studied. It is emphasized that in the conditions of hostilities, coordination of efforts between agricultural enterprises, authorities, local communities, and other interested parties becomes essential to ensure the stability and development of the agricultural sector; in particular, the development of cluster structures can help in increasing the resistance of agriculture to the impact of the conflict, by increasing production efficiency, diversification of sales markets, reduction of dependence on external supplies, etc. A structural-logical diagram of the strategy of managing the agricultural sector's competitiveness based on the development of cluster structures is proposed, which includes the prerequisites, main stages, and results of the clustering of the national agricultural sector. Prerequisites for the successful development of cluster structures include creating a favorable institutional environment, developing innovative infrastructure, supporting education and personnel development, creating conditions for cooperation between industry entities, and attracting investment. The general strategy of managing the competitiveness of the agricultural sector based on the development of cluster structures includes the following key stages: 1) analysis and identification of promising territories and industries; 2) initiation of cluster creation; 3) strategic planning of the cluster; 4) development and implementation of a pilot project; 5) development and implementation of strategic projects. The results of strategic management of the agricultural sector's competitiveness through the development of cluster structures can be multifaceted and include increasing productivity, improving product quality, increasing competitiveness, promoting innovation, developing regional industry clusters, and creating a favorable investment climate. In general, this strategy contributes to increasing the competitiveness of the agricultural sector and the sustainable development of rural areas. Cytotoxic-Ag-Modified Eggshell Membrane Nanocomposites as Bactericides in Concrete Mortar.

Against the backdrop of escalating infrastructure budgets worldwide, a notable portion-up to 45%-is allocated to maintenance endeavors rather than innovative infrastructure development. A substantial fraction of this maintenance commitment involves combatting concrete degradation due to microbial attacks. In response, this study endeavors to propose a remedial strategy employing nano metals and repurposed materials within cement mortar. The methodology entails the adsorption onto eggshell membranes (ESM) of silver nitrate (ESM/AgNO3) or silver nanoparticles (ESM/AgNPs) yielding silver-eggshell membrane composites. Subsequently, the resulting silver-eggshell membrane composites were introduced in different proportions to replace cement, resulting in the formulation of ten distinct mortar compositions. A thorough analysis encompassing a range of techniques, such as spectrophotometry, scanning electron microscopy, thermogravimetric analysis, X-ray fluorescence analysis, X-ray diffraction (XRD), and MTT assay, was performed on these composite blends. Additionally, evaluations of both compressive and tensile strengths were carried out. The mortar blends 3, 5, and 6, characterized by 2% ESM/AgNO3, 1% ESM/AgNPs, and 2% ESM/AgNPs cement replacement, respectively, exhibited remarkable antimicrobial efficacy, manifesting in substantial reduction in microbial cell viability (up to 50%) of typical waste activated sludge. Concurrently, a marginal reduction of approximately 10% in compressive strength was noted, juxtaposed with an insignificant change in tensile strength. This investigation sheds light on a promising avenue for addressing concrete deterioration while navigating the balance between material performance and structural integrity.

Advancements in Solar Panel Technology in Civil Engineering for Revolutionizing Renewable Energy Solutions—A Review

Globally, solar energy has become a major contributor to the rapid adoption of renewable energy. Significant energy savings have resulted from the widespread utilization of solar energy in the industrial, residential, and commercial divisions. This review article comprises research conducted over the past 15 years (2008–2023), utilizing a comprehensive collection of 163 references. Significantly, a considerable focus is directed towards the period from 2020 to 2023, encompassing an extensive investigation into the latest developments in solar panel technology in civil engineering. The article examines the incorporation of solar panels into building designs and addresses installation-related structural considerations. In addition, the present review examines the applications of solar panels in terms of innovative infrastructure development applications of solar panels, such as photovoltaic parking lot canopies and photovoltaic noise barriers, which contribute to improved energy efficiency. It also emphasizes their role in water management systems, including water treatment plants, water pumping and irrigation systems, energy-efficient solar desalination technologies, and promoting sustainable water practices. In addition, this study examines how solar panels have been incorporated into urban planning, including smart cities and public parks, thereby transforming urban landscapes into greener alternatives. This study also examined the use of solar panels in building materials, such as façade systems and solar-powered building envelope solutions, demonstrating their versatility in the construction industry. This review explores the diverse applications of solar energy, which promotes sustainable practices in various industries. Owing to the ongoing research, solar energy holds great promise for a greener and cleaner future.

Innovative infrastructure of higher education as a factor of the development of the economy of Ukraine

The purpose of the article is to determine the possibilities of the innovative infrastructure of higher education of Ukraine to influence the development of the state’s economy. The results of the conducted research are based on a critical analysis of the problems that stand in the way of the formation and further development of innovative infrastructure of national higher education. During the research, it was identified that now Ukraine has created a regulatory framework that will ensure this development, but in practice, a few higher education institutions have an innovative infrastructure. An analysis of the main forms of innovative infrastructures operating in Europe and the United States was conducted to determine the most favourable conditions and opportunities for their implementation in Ukraine. In particular, technology parks, business incubators, and clusters were considered. The most successful forms of innovative infrastructure in the world were identified, in particular, Silicon Valley and Plastic Valley. Based on the results of the research, recommendations were developed for the development of innovations commercialisation centres in higher education institutions. The practical value of the obtained results lies in identifying the main ways of establishing and developing of the innovative infrastructure of higher education in Ukraine, which can provide an opportunity to increasing the level of efficiency of the Ukrainian economy and bringing the level of educational services to the level of compliance with international standards.

Strategic prospects for the development of innovative startup companies in the Primorsky Krai

Subject. This article discusses the prospects for the development of innovative companies in the Primorsky Krai, taking into account regional specifics and competitive advantages, as well as the support measures taken at the federal level. Objectives. The article aims to analyze the present-day regional strategic trends in measures to support innovative companies and develop recommendations for their improvement. Methods. For the study, we used the methods of logical analysis, synthesis, comparison, aggregation by specific feature, and systematization. Results. The article summarizes the tools of government support for start-up companies and updates the requirements for applying the theory and practice of strategic planning in this field of activity, as well as regional strategic advantages and opportunities for further development of technology startups in the Primorsky Krai. Conclusions. The development of innovative technological start-ups is a catalyst to unlock synergies of both sectoral and regional development. The combination of strategic perspectives and implemented solutions by start-up support institutions will help form the basis for the future trend in the development of innovative infrastructure in the Primorsky Krai.

FACTORS FOR THE FORMATION OF FINANCIAL SECURITY FOR THE DEVELOPMENT OF DOMESTIC ENTERPRISES ON THE BASIS OF INNOVATION

Attention has been updated to the problems of forming financial support for the implementation of investment and innovation projects of enterprises, which aim to ensure their innovative development. Therefore, the purpose of the study is to identify the composition and analysis of the factors of the formation of financial support for the development of enterprises in Ukraine on an innovative basis. A typology of the factors of attracting financial support for investment and innovation goals was carried out in two directions: (1) internal resources and capabilities of economic entities, (2) external sources of accumulation of financial resources. Among the internal factors, the influence of such as the financial and economic condition, results and business activity of enterprises, availability of internal investment capital, innovative and technological activity of business entities, financial security and protection of intellectual property objects of innovatively active enterprises was analyzed. According to external factors, such as the development of the financial and credit system of the region, the activities of venture funds, business angels, the state of development of innovative infrastructure and the business environment were analyzed. The conditions that determine the specified factors of financial support for the innovative development of domestic enterprises are characterized, as well as their current state and the main problems that prevent the full involvement of financial and investment assets sufficient for the full-fledged conduct of innovative and technological activities by economic entities of Ukraine are identified. The scientific novelty of the research results lies in the further development of the methodological and applied principles of classification and typology of the factors of the formation of financial support for the activation of innovative activities of enterprises. The applied value of the research results lies in the possibility of identifying the available factors for the formation of financial and investment support for innovative and technological growth of business entities.

INNOVATION INFRASTRUCTURE AS A FOUNDATION FOR BUSINESS PROCESS DEVELOPMENT

Innovation infrastructure is most often associated with research activities and high-tech production. From a strategic point of view, innovation infrastructure ensures the process of realization of new or improved products, processes or production methods, thus creating the basis for highly efficient activities. In this sense, the formation of innovative infrastructure is extremely important for Ukraine as a basis for the development of high-tech industries and increasing the efficiency of business processes. Methodology. The article presents the authors' method of calculating the formation of innovation infrastructure as a basis for the development of effective business processes. According to it, it is a set of objects that create conditions for innovation and the presence of such objects can conclude the formation of innovation infrastructure. The proposed methodological approach consists of three blocks, including target block, preparation unit, evaluation and diagnostic unit. In this case the object of evaluation is innovation infrastructure. Therefore, the evaluation process should determine the level of innovation infrastructure formation. Results. On the basis of the scores of the indicators of formation of innovation infrastructure, on the one hand, it is proposed to determine a generalized score of formation of innovation infrastructure by oblasts, and on the other – an integrated specific score by provision of its facilities. Thus, the main indicators for assessing the formation of innovation infrastructure are the number of technology parks, the number of industrial parks, the number of science parks, the number of business incubators, the number of innovation centers, the number of free economic zones (with intellectual property units), the number of regional science centers. The correspondence of separate objects of innovation infrastructure with the stages of innovation process provided by them is given. It is determined that technology parks provide generation, transfer and development of knowledge, innovation centers – generation and transfer of knowledge, business incubators – acquisition and use of knowledge. Taking into account this comparative characteristic, the weight coefficients of each object of innovation infrastructure are determined. On the basis of concretization, the average score of formation of innovation infrastructure in oblasts is determined, which corresponds to the integrated score of formation of innovation infrastructure of Ukraine. Practical implications. The rating of the effectiveness of innovation infrastructure by oblasts was calculated. The top five leaders are: Kharkiv, Zaporizhzhia, Lviv, Dnipro, and Kyiv Oblasts and the city of Kyiv itself. The efficiency rating of the leading oblasts almost completely coincides with the indicator of innovation infrastructure development, with the exception of Donetsk Oblast, which has a better indicator of development than efficiency, and Zaporizhzhia Oblast, on the contrary, has an efficient infrastructure despite its low development.

Socio-Economic Essence of the National Economy`s Innovative Infrastructure

The socio-economic essence of the innovative infrastructure of the national economy has been studied. The features and forms of innovative infrastructure of the national economy are analyzed. Modern interpretations and components of the innovative infrastructure of the national economy are considered. The relevance of this article lies in highlighting the features of the formation of the modern innovative infrastructure of the national economy, which is extremely important in the conditions of military aggression. The purpose of the article is to substantiate the socio-economic essence of the innovative infrastructure of the national economy. The research methodology is represented by the methods of theoretical generalization, comparative analysis, abstract-logical. The results of the research consist in the synthesis of the historical trajectory of the development of the concept of "innovative infrastructure"; the modern interpretation of the innovative infrastructure of the national economy; highlighting the main scientific approaches to the research of innovative infrastructure; justification of the main functions of the innovative infrastructure of the national economy. It is justified that the main mission of the innovation infrastructure is the role of a catalyst between the inexperienced and low-income (experience, money, organizational knowledge) inventor and the market of goods and services. Tasks regarding the formation and development of innovative infrastructure are proposed: the development of the scientific, technical and innovative potential of the regions and the country as a whole; achieving an increase in production volumes through structural restructuring of the economy and replacement of traditional products with innovative knowledge-intensive products that are in demand; increasing the level of competitiveness of domestic products at the expense of science-intensive innovative achievements. The practical significance of the study is that taking into account the peculiarities of the formation of the innovative infrastructure of the national economy will allow speeding up the European integration processes and increasing the level of security for the infrastructure facilities of the national economy.

Role of genomic medicine and implementing equitable access for critically ill infants in neonatal intensive care units.

Genetic disorders are a leading cause of morbidity and mortality in infants admitted to neonatal intensive care units. This population has immense potential to benefit from genomic medicine, as early precision diagnosis is critical to early personalized management. However, the implementation of genomic medicine in neonatology thus far has arguably worsened health inequities, and strategies are urgently needed to achieve equitable access to genomics in neonatal care. In this perspective, we demonstrate the utility of genomic sequencing in critically ill infants and highlight three key recommendations to advance equitable access: recruitment of underrepresented populations, education of non-genetics providers to empower practice of genomic medicine, and development of innovative infrastructure to implement genomic medicine across diverse settings.

Стратегічний розвиток стартапів в інноваційному середовищі

The aim of the article is a theoretical and methodological substantiation of the scientific and practical process of the strategic development of startups in the innovative environment in the current conditions of economic management. According to the results of the carried out study, it is found that the successful development of the economy of any contemporary country is directly related to the level of innovative development and access to the markets of advanced technologies. The process of generation and implementation of innovations is the basis for successful transformation into a modern knowledge-intensive and dynamically developing market economy. One of the key factors ensuring the effectiveness of this process is the creation of an innovation infrastructure, an important element of which is startups as the most operational and flexible market of participants. It is generally accepted that the evaluation of a startup is a sign of success. This indicates progressive development and attractiveness for involving financial sources. However, unlike the valuation of the State-owned companies, the process for private companies is opaque and often based on assumptions made after the announcement of late investment rounds. This approach does not allow for an objective evaluation of a startup. The shares issued at later stages are more expensive – not only because of the objective success of the company, but also because of specific preferences. The article discusses the advantages of creating startups, identifies trends in increasing innovative development and proposes long-term development of a startup at all life cycles. It is determined that the reorganization of the innovation infrastructure for supporting startups includes solving the current and strategic tasks related, first of all, to investment support for the generation of innovation. Taking into account the complexity of the structural composition of the elements involved in the processes of creation and development of innovative infrastructure to support startups, and the strategic orientedness of the tasks they solve, the development of the organizational structure and economic mechanism of interaction between startups is the basis for the development of innovation infrastructure, contributing to the effective organization of information exchange between the elements of the innovation infrastructure.

Accounting in digital business security: a transformational approach

Introduction. The article examines the features of accounting and reporting for digital assurance of business efficiency based on a modern approach. It has been proven that the goal of digitization is achieved under the conditions of digital transformation of existing and creation of new sectors of the economy, as well as restructuring of spheres of life into new, more efficient and modern ones. Accordingly, the reconstruction of the national economy and the development of innovative infrastructure require an appropriate level of capital investments, these can be both external and internal investments in the investment-attractive innovative infrastructure of the economy. The investment attraction process is preceded by the stage of presenting generalized accounting information about the prospects for changes in the business's economic potential, both for the short-term and the long-term perspective in a reporting format that cannot be provided by traditional public financial reporting. However, such information content contains n-dimensional actuarial reporting, which serves as the basis of value-oriented management and draws its content from the actuarial accounting system. The peculiarities of drawing up a 3D Balance Sheet (Statement of Financial Status) and a 3D Statement of Financial Results (Report on Total Income) based on business operations without drawing up accounting records are outlined. It has been proven that the traditional accounting paradigm has long since acquired a digital format of generalization of information through the prism of modern information technologies, then a new innovative step for its development in the context of mass digitization and the digital economy should be an innovative N-dimensional 5D interpretation of the spatial representation of generalized accounting information, which is expedient digital visa in the environment of Ukrainian software products "Master: Accounting", "Dilovod" or "ISpro". The purpose of the article is to investigate the specifics of the theoretical, methodological and practical principles of actuarial accounting for the information provision of real and potential investors, as well as other capital providers, through the prism of actuarial reporting, which eliminates agency contradictions between business owners (shareholders) and top management managers, which will contribute to the effective reconstruction of Ukraine's economy. The main research hypothesis is related to the assumption that actuarial accounting is able to provide interested parties with the most complete, systematic, verified and adequate to their requests Method (methodology). Includes general scientific methods - elements of the theory of logic; methods of theoretical generalization and abstract science; methods of comparison and grouping; classification method. The results. As a result of the conducted research, elements of scientific novelty were obtained, which are as follows: it is proposed to actively introduce an innovative type of accounting - actuarial, in the format of an n-dimensional actuarial accounting paradigm for domestic economic entities in the conditions of the digital economy. Which in terms of content meets the requirements of real and potential investors. The course, within the framework of such a strategy of successful post-war reconstruction and strategic business development, will contribute not only to an active movement in the direction of digitalization of society, but will also ensure an innovative transformation of the accounting system. Therefore, the practical significance of the conducted research lies in the development of recommendations for filling out financial statements, bypassing the stage of drawing up accounting records at domestic enterprises, which will contribute to the prompt and objective assessment of the impact of each business operation on changes in the structure of the Balance Sheet (Statement of Financial Position) and the Report on Financial results (Report on total income) in the actuarial accounting system.

DEVELOPMENT OF INTERMUNICIPAL COMMUNITY COOPERATION: STRATEGIC ALTERNATIVES

The relevance of the problem of ensuring the development of inter-municipal cooperation of territorial communities and in particular the strategizing of this process is revealed. The purpose of the study was to improve methodological recommendations for strategic planning of the development of inter-municipal community cooperation in Ukraine. It is shown that intermunicipal cooperation has a high potential for accumulation and effective use of local resources, ensuring social and economic development. It is pointed out that the development of inter-municipal cooperation of communities is able to ensure the achievement of real economic independence and self-sufficiency of territories, especially those communities that are currently subsidized or depressed. It is emphasized that inter-municipal cooperation of communities in the field of local economic development begins with the identification of partner communities and common economic interests. On this basis, specific business projects are defined, which will be implemented by joint efforts. It is substantiated that joint business projects are implemented in accordance with the defined goal. It is most appropriate to choose one of the four alternatives: (1) an expansive model of economic development, (2) an intensive growth model, (3) a diversification strategy, (4) an adaptive model of cooperation to ensure local economic development. Intermunicipal cooperation of two or more communities in the economic sphere should be interpreted as a separate business project. Under such an approach, its purpose, ultimate goals, measures to be implemented, and resources to be involved will be clearly defined. The project character of intermunicipal cooperation of communities is given by the fact that such cooperation is oriented, rather, towards achieving a certain common goal than stimulating economic development in one community. The scientific novelty of the research results lies in the further development of the methodological foundations of cooperation between territorial communities in the field of economics. The applied value of the research results lies in the formation of the algorithm of actions of local self-government bodies on the way to the development of innovative infrastructure to support innovative business.

Marketing strategy as a factor of innovation infrastructure development

The paper considers the essence, properties and tasks of innovation infrastructure, including the level of theoretical maturity of scientific research in the marketing management of innovation infrastructure. The insufficient level of systematic study of the phenomenon of market infrastructure in the market processes, both in the modern legislative environment of Ukraine and in scientific and theoretical knowledge, is revealed. In particular, by inducing the properties of market infrastructure on the innovation infrastructure, the necessity of conducting scientific research in the direction of developing theoretical and methodological knowledge on marketing strategic management of innovation infrastructure is outlined. Therefore, taking into account the duality of innovation activity, such as the imperative of creative generation of new ideas and their subsequent commercialization, it is proposed to consider the marketing strategy as a significant factor in the development and stability of innovation infrastructure, which can be attributed to the system-forming one. Based on the study, it can be stated that innovation infrastructure is a systemic component of the innovation economy and acts as a guarantor of economic development, which is able to determine the vector and high level of development of the country's economy; to ensure close convergence of research, educational, production potential, social and market potential, which will also ensure improved diffusion of innovations. Based on the study, the criteria for determining the essence of innovation infrastructure are systematized. In contrast to the static understanding of the market infrastructure as a set of its subjects, we have accumulated the vision of other researchers regarding the importance of managerial influence on the dynamics of economic processes in infrastructure by systematizing the marketing strategies of innovation infrastructure subjects. The proposed conceptual model of the marketing strategy for the development of innovation infrastructure provides the formation of integrated marketing solutions for the development of innovation infrastructure and takes into account the characteristics of marketing processes, levels of competition, socio-economic and regional development tasks of regions and the state as a whole. Abstract. The purpose of the study is to substantiate the theoretical, methodological and practical foundations for the formation of an innovative model of the agricultural sector of the domestic economy. Innovative development as a mechanism for strategic modernization of agricultural industries at the present stage is a key factor in improving its socio-economic indicators, and innovations form the basis for ensuring the pace and quality of increasing the country's production potential and increasing the competitiveness of agricultural products. Research methods. To reveal the purpose, the theoretical and methodological basis was the fundamental research of domestic and foreign scientists in the field of innovative development of the agricultural sector of Russia. In particular, the monographic method was used in the process of studying promising experience in the development of innovative infrastructure; analytical – for a systematic analysis of the current state of development of innovative infrastructure of agricultural enterprises; tabular-graphic – for visual presentation of research materials; comparison – to compare economic phenomena within different time periods in order to establish causal relationships. Scientific novelty. In the course of the research, a methodological context for the formation of an innovative model based on the principles of sustainable development was developed, taking into account the importance of the agricultural sector as a system in which relations guaranteeing the country’s food security are implemented. Results. Strategic priorities and ideological guidelines are proposed for the implementation of the concept of permanence in the agricultural sector of the economy as part of solving the problem of innovatization of the industry with subsequent increase in its competitiveness. The study of trends and patterns of functioning of economic entities in the conditions of permanent changes in the external and internal environment shows that the development of economic systems in recent years is mainly associated with innovative activities that provide modernization, renewal, structural restructuring and, as a result, increasing the economic efficiency of the agrarian economy.

Prospects for the development of the innovative infrastructure of the country under the conditions of Industry 4.0

Problem setting. In the conditions of the digital economy, the level of development of science and technology is a determining factor in the progress of society and a source of economic growth in Ukraine. Therefore, one of the priority tasks of modern state policy is the formation and ensuring the functioning of a stable innovative infrastructure. Target of research. To conduct an analysis of the current legislation in the field of innovation to identify the effectiveness of the influence of state regulation on the development of innovative infrastructure and its components in the conditions of Industry 4.0. Analysis of recent researches and publications. In the domestic scientific literature, among the representatives of both economic and legal sciences, in the conditions of qualitative changes in the world economy, the problem of the development of innovative infrastructure, its essence and history are dealt with, in particular, by such scientists as H. P. Klimova, I V. Podrez-Ryapolova, A. S. Samorodov, V. V. Maloyvan and others. Article’s main body. The article examines the prospects for the development of Ukraine’s innovative infrastructure in the conditions of the digital economy, and solves the problems of ensuring the effectiveness of its functioning. The current legislation of Ukraine in this area, international legal acts, scientific works have been analyzed, conclusions have been drawn that have both theoretical and practical significance regarding the outlined issue. It is noted that the infrastructure (production, social, urban, innovative, research, educational, information, etc.) in the market economy is traditionally considered as a specific system (subsystem) of interconnected institutions, the purpose of which is to create general conditions for the functioning of subjects in various spheres of economy. It was concluded that the innovative infrastructure of Ukraine consists of a set of enterprises, organizations, institutions, their associations, associations of any form of ownership, which provide services for the provision of innovative activities (financial, consulting, marketing, information and communication, legal, educational, etc.). The state must provide conditions for the development of the infrastructure of knowledge dissemination (patent organizations, research centers, communication links, open databases, etc.), organize an innovative structure of education and science, providing sufficient funding for these systems, and also direct its efforts to the development of human creative potential. At the same time, solving the problem of the competitiveness of scientific research and scientific and technical (experimental) development in modern conditions is impossible without the integration of the scientific and innovative system of Ukraine into the European Research Area – a system of programs and political instruments that unites the institutional environment of research and development of the states that are members of the European Union and associated members for the purpose of development of international scientific and technical cooperation, free transfer of knowledge, mobility of researchers. Conclusions and prospects for the development. Summarizing the above, it should be noted that in the conditions of the digital economy, one of the priority tasks of modern state policy is the formation and ensuring the functioning of a stable innovative infrastructure, in particular, the creation of the necessary organizational, legal and financial conditions for the development of the research infrastructure system, promoting the integration of the scientific and innovative system of Ukraine to the EDP, the development of «digital infrastructures», in particular, e-infrastructures, the accession of Ukraine to the Single Digital Market of the EU, the adaptation of higher education to the European Higher Education Area.

INTERNET MARKETING INFRASTRUCTURE TO SUPPORT THE INNOVATIVE DEVELOPMENT OF THE REGION

Topicality. The infrastructure of innovation activity should be considered as an independent sphere of the economy, the feature of which is not the production of material products, but the provision of services.With the development of a market economy, based on independent and autonomous producers who are completely isolated and competitive, it becomes problematic to maintain stable economic ties within economic systems at different levels, such as state, regional and even local. Therefore, the main function of the infrastructure is the formation of the necessary conditions for the management of economic entities. Infrastructure, as an independent part of the economic mechanism, should promote the free exchange of market resources and implement the functions of self-regulation and self-adjustment of the regional economy at all its levels due to market fluctuations.Today the issues of development of innovation infrastructure at the regional level in the conditions of formation of market type of economic relations are not finally resolved and need further deep elaborations, therefore our goal is to define the infrastructure of innovation activity as an integral complex of functional organizational and economic institutions that directly provide the conditions for the implementation of innovation processes by economic entities on the basis of the principles of economic efficiency.Aim and tasks. The aim of the article is to determine the place of innovation in the development of modern market regional economy and to establish the role and importance of infrastructure that would promote the rapid development of science and technology in a special and extremely important for Ukraine Southern region. The peculiarities of the region are the harmonious formation of modern infrastructure on the basis of building a complex of institutions and various research organizations, which would aim to spread the rich domestic and foreign experience of innovative development.Research results. The material base of the innovation infrastructure is an area with a developed economic, production and social structure, the objects of which are focused on the mass introduction of new technologies and the development of new knowledge-intensive products.The innovation infrastructure consists of the following main elements and components: research, design, research and experimental organizations that work in the field of innovation and increase the innovation potential of the region; manufacturing enterprises that implement the results of research and development and inventions, introduce them into the production of knowledge-intensive goods and services; management, marketing, advertising services aimed at disseminating the latest technologies and developments, promoting the achievements of domestic research centers; innovation funds, commercial banks, insurance companies, exchanges of scientific and technical products that accumulate the latest developments and innovations for commercial purposes; institutions of scientific and technical expertise, legal protection of intellectual property, ensuring the inviolability of intellectual property and legal capacity.A special role is given to educational and training institutions that specialize in training and retraining of specialists in scientific and technical fields of science and technology; information and communication departments, editorial and publishing organizations and structures, patent offices, licensing chambers and state statistical bodies; organizations for servicing innovative developments, leasing, transport and freight forwarding companies, customs departments and other government agencies.Conclusion. The innovation and investment process within the region must be managed and regulated professionally and effectively, and for this it is necessary to have a system of evaluation indicators and use the latest methods of managing regional innovation and investment infrastructure. The administrative bodies of the region's innovation infrastructure management should have significant economic levers in their hands to manage the innovation and investment process, namely through the mechanism of creating research and development institutions, educational institutions and experimental laboratories in the region. Creating favorable conditions and a favorable field for investors, providing priorities in lending to entrepreneurs, supporting with financial subsidies, leasing of new high-tech machines and mechanisms, providing timely important economic information on domestic and global markets.

Development of the university's innovation assessment system at the national level

The paper examines approaches to the assessment of innovation activity of Russian universities and concludes that there is no unified assessment methodology and a set of relevant indicators. As a single assessment tool at the state level, it is proposed to use Monitoring the effectiveness of the activities of educational institutions of higher education. For these purposes, the author proposes to allocate an independent block of indicators in the monitoring structure that reflect the innovative activity of the university as comprehensively as possible. At the same time, part of the indicators should be transferred from the Monitoring section on the evaluation of research activities. The author supports the approach of forming a set of indicators for assessing innovation activity in three areas innovation potential, innovation activity and the effectiveness of innovation activity. At the same time, based on the legislatively fixed concept of innovation activity, the author of the article suggests that when choosing indicators for assessing innovation activity, include only indicators reflecting the effects (primarily economic) of the implementation of innovative projects and the creation (development) of innovation infrastructure. Based on the results of the analysis of currently available indicators in Monitoring, the author proposes to include additional 14 indicators in the assessment of the university's innovation activity, distributing them into the above groups, which will allow the most comprehensive assessment of this area of activity of Russian universities and conduct correct comparisons with other universities, regardless of their size.

ОПРЕДЕЛЕНИЕ НАПРАВЛЕНИЙ РАЗВИТИЯ ОБЪЕКТОВ ПРОИЗВОДСТВЕННО-ТЕХНОЛОГИЧЕСКОЙ ИННОВАЦИОННОЙ ИНФРАСТРУКТУРЫ В СИСТЕМЕ РЕГИОНАЛЬНОЙ ЭКОНОМИКИ

At the present state of development of regional economy, we can see a constant growth of amount of innovation infrastructure objects. In this case, actual problems of systematization, evaluation of the effectiveness of functioning, choosing ways of development and management of innovation infrastructure objects arise. The goal of this article is to determine the ways for development of production and technological innovation infrastructure in the system of the regional economy by effectiveness of functioning analysis of innovation infrastructure objects. By result of analysis of methods and ways of evaluation of the effectiveness of functioning of development production and technological innovation infrastructure, and the results of ratings of infrastructure objects by the government and social and business organizations, authors have determined key/fundamental ways of development of production and technological innovation infrastructure objects and innovation activity. The authors have done the conclusions about the necessity of development of the legal regulation of innovation infrastructure objects, creation of the system of monitoring and collecting data, management companies financial improvement, strengthening the control over the spending of budget investments and transfers, creation of the methods of evaluation of the effectiveness of functioning of development production and technological innovation infrastructure. Also, evaluation of the effectiveness of functioning of development production and technological innovation activity have to take into account the specifics of such objects and determine the efficiency of functioning of both the object of innovation infrastructure directly (as a business entity characterized by the presence of a property complex, residents, resources and a management company), and its effectiveness in terms of achieving the goals of creating such an infrastructure object and its impact on socio-economic development of the region.
