The Implementation of Innovation-Driven Entrepreneurship for the Development of Small, Medium Enterprise

Abstract. This article discusses the innovation-driven entrepreneur while also highlighting the impact of technical innovation on early-stage entrepreneurial activity and how it can boost economic growth in emerging nations. In order to pinpoint the inventive initiatives of entrepreneurship, this article’s literature study focuses on innovation and entrepreneurship. The results show the maximum frequency of entrepreneurial activities among those initiatives that affirm that products and services offered are perceived as novel only by some customers and initiatives that use technologies between 1 and 5 years.

ENTREPRENEURSHIP AND INTRAPRENEURSHIP IN PUBLIC HEALTH: A THEORETICAL REVIEW

The article considers theoretical approaches to determining the essence and characteristics of the organization of entrepreneurial activity in the field of public health. The emphasis is on innovative entrepreneurship, which involves entering new, often unknown or untested markets, which are characterized by high uncertainty. Innovation-driven entrepreneurship does not necessarily require new high-tech advances - rather, it is a new recombination that creates a new way of doing a certain set of activities. It is noted that intrapreneurship, which is based on innovative developments of employees of medical organizations, is also a form of entrepreneurial activity in the field of public health.

‘Put heads together’: How engaging communities of inquiry propels innovation-driven entrepreneurship in emerging economies

ABSTRACT Recent studies have indicated that innovation-driven entrepreneurship is far more beneficial than traditional entrepreneurship in emerging economies. However, how to propel this type of entrepreneurship remains somewhat unclear. Thus, this study applied social cognitive theory to reveal how engaging communities of inquiry stimulate innovation-driven entrepreneurship in emerging economies. A hierarchical regression analysis on a sample of 207 Chinese entrepreneurs revealed that open community engagement predicts active innovation-driven entrepreneurship, whereas more focused community engagement hinders it. Both relationships are weakened when the entrepreneurial environment is seen as more munificent. The findings advance the entrepreneurship literature by adding understanding of the two kinds of community engagement and explicating their effects on innovation-driven entrepreneurship from the social interaction point of view. That constitutes practical guidance for entrepreneurs, and a basis for governments seeking to encourage innovation-driven entrepreneurship.

Is pension insurance a barrier to entrepreneurship? New evidence from China

This article provides evidence of the impact of pension insurance on entrepreneurship. It uses recent, nationally representative sample data from the Chinese General Social Survey (2013). We use a probit regression model to investigate whether the pension insurance converge rate affects the probability of a person becoming an entrepreneur. We find that the presence of both basic pension and business pension insurance reduce individual entrepreneurial probability. We also find that the two types of pension insurance do not appear to increase entrepreneurship among any particular subgroup, based on geo graphical regions, gender, education, social connection or marital status. Moreover, we argue that the basic pension and business pension insurance actually have a negative effect on the probability of small business entrepreneurship. Even, we have found there seems to be one important exception to this general pattern. For, most importantly, basic pension and business pension insurance have a positive effect on the probability of one particular kind of entrepreneurship: Innovation-driven entrepreneurship. Exploring possible mechanisms, we find that the important transmission channels through which pension insurance affects business creation is the lack of security and total family income.

The key success factors of the AI industry entrepreneurial process in China Great Bay Area: A systematic approach study

In the traditional entrepreneurial process theory, opportunities, resources and entrepreneurs (teams) are regarded as the basic elements of the entrepreneurial process. In the era of artificial intelligence under the new economic normal, the diffusion of technological innovation not only catalyzes the internal components and external environment of entrepreneurship, but more importantly reconstructs a new combination of the key success factors (KSFs) for entrepreneurship. Technological innovation-driven entrepreneurship, as a new form of entrepreneurship, poses new challenges to the traditional entrepreneurial process theory. Using the Co-citation Context Analysis (CCA) method, we innovated the operational definition of the KSFs of entrepreneurship, and horizontally displayed 4 stages of the entrepreneurial process, including 66 key success factors in 17 dimensions. We used the explanatory structural modeling method and Matrice d'Impacts Croises-Multipication Applique A Classement (MICMAC) to analyze and identify the driving force and dependence force of KSFs, and longitudinally present the multi-level structural process relationship of the systematic entrepreneurial process. Our research focuses on three aspects: (1) To find out the KSFs of innovation-driven entrepreneurial processes. (2) To explore the relationship between internal drivers and new combinations of external dynamic environmental factors in the process of systematic entrepreneurship. (3) To demonstrate the common characteristics of the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) entrepreneurs' teamwork, innovation drive and competitiveness. The results show that entrepreneurial performance, entrepreneurial environment, and entrepreneurial group characteristics are still the basic elements of the entrepreneurial process, but in the era of artificial intelligence under the new economic normal, the KSFs of the systematic entrepreneurial process are changing dynamically, interactively and iteratively. The two-way influence and criss-cross evolution of the driving force and dependence of the KSFs in the entrepreneurial process promote the occurrence of innovation-driven entrepreneurship, which is a topic that initial entrepreneurs and entrepreneurs must pay attention to.

Innovation Capabilities and the Performance of Start-Ups in Korea: The Role of Government Support Policies

What kind of capacity is needed to improve the performance of start-ups? How effective are government support policies in improving start-up performance? Start-ups are critical firm group for ensuring the prospective and sustainable growth of an economy, and thus many countries’ governments have established support policies and they are likely to engage more widely in forward-looking political support activities to ensure further growth and expansion. In this paper, the effect of innovation capabilities and government support policies on start-up performance is examined. We used an unbalanced panel data analysis with a random effect generalized least squares. We investigated the effect of government support policies on 4368 Korean start-ups. The findings indicated that technology and knowledge capabilities had positive effects on the sales performance of start-ups, and government financial support positively affected the relationship between knowledge capability and firm performance. However, when government financial support increased, marketing capability was negatively associated with firm performance. These results demonstrate the significant role of government financial support, including its crowding in but also its crowding out effect. Practical implications: To be more effective, governments should employ innovation-driven entrepreneurship policy approaches to support start-ups. To improve their performance, start-ups need to increase their technology and knowledge capabilities. This study extends recent efforts to understand more fully the effect of government support policies on start-ups differing in their technology, knowledge, and marketing capabilities.

Performance Evaluation of Entrepreneurship Development Schemes of National Handicapped and Finance Development Corporation

The growth and development of all economies greatly depend on entrepreneurial activity. Entrepreneurs are the nerves of economic development as they provide a source of income and employment. They create an atmosphere of employment generation for others and produce new and innovative product and services. Entrepreneurial supportive environments are essential for entrepreneurship development and are evolving all around the developing economies. An idea of entrepreneurial environment has five metrics, such as easy access to funding, entrepreneurial culture, entrepreneurial supportive regulatory measures, entrepreneurial supportive mechanism and entrepreneur friendly policies. The public and private sector have an equal role to play in the development of entrepreneurial eco-system. There are four factors necessary for entrepreneurial opportunities such as factor-driven entrepreneurship, efficiency-driven entrepreneurship, innovation-driven entrepreneurship, and necessity-driven entrepreneurship. Entrepreneurship has been considered as the backbone of economic growth. The level of economic activities of a country largely depends on the level of entrepreneurial activities in that country. Entrepreneurs are not born but can be created and nurtured through appropriate interventions in the form of entrepreneurship development programmes. In the modern competitive world a number of opportunities emerged from the evolving Information Technology Revolution. A large part of the population in India generally the marginalised society of differently abled people lags behind in taking advantage of the emerging world of entrepreneurship development. Therefore, there is a need to provide skill development through entrepreneurship development programmes to such people in order to bring them to the mainstream of economic development.

How does urban agglomeration integration promote entrepreneurship in China? Evidence from regional human capital spillovers and market integration

Using firm birth records and startup data matched with cities' characteristics, this paper analyzes nearly 300 prefecture-level cities to examine the role of human capital and market access in shaping the economic geography of innovation-driven entrepreneurship in China. We document strong positive entrepreneurial effects of local human capital resources and market size as well as market integration and human capital spillovers from mega-urban agglomerations of integrated cities. Our estimates point to an elasticity of innovation-driven entrepreneurship with respect to human capital spillovers of 0.50–0.79. The elasticity with respect to market integration is 0.53–0.89. Our results also suggest heterogeneous human capital spillover and market integration effects across urban agglomerations. These effects are more robust in first-tier urban agglomerations because first-tier urban agglomerations have a stronger economic base and greater connectivity. Strong human capital spillover and large gains from access to surrounding economic mass jointly highlight the integrated development of mega-urban agglomerations in China. We discuss policy implications that concern promotion of local innovation-driven entrepreneurship by strengthening intercity coordination, building transportation and social infrastructure, and improving urban management.

Towards an Untrepreneurial Economy? The Entrepreneurship Industry and the Rise of the Veblenian Entrepreneur

What is driving the declining quality of innovation-driven entrepreneurship? In this paper, we argue the growing entrepreneurship industry is an important yet overlooked explanation. This rapidly growing industry has transformed the nature of entrepreneurship and encouraged a particular form of low-quality entrepreneurship. It has done so by leveraging the Ideology of Entrepreneurialism to mass-produce and mass-market products that make possible what we term Veblenian Entrepreneurship. This is entrepreneurship pursued primarily as a form of conspicuous consumption. Aside from lowering average entrepreneurial quality, Veblenian Entrepreneurship has a range of (short-run) positive and (medium and long-run) negative effects for both individuals and society at large. We argue that the rise of the Veblenian Entrepreneur has contributed to creating an increasingly Untrepreneurial Economy. That is an economy which superficially appears innovation-driven and dynamic, but is actually rife with inefficiencies and unable to generate economically meaningful growth through innovation.

Universities' institutional settings and academic entrepreneurship: Notes from a developing country

The evolving role of universities drives attention to initiatives aiming at making these institutions hubs of entrepreneurial activity. Nonetheless, literature has defied the extent of these changes, thus calling for further approaches dealing with the heterogeneous nature of contextual influences on academic entrepreneurship. Aiming at disentangling the role of the academic environment upon academic entrepreneurship, this article evaluates impacts associated with university-level institutional settings. We draw from a dataset that contains information from 680 faculty members of 70 Higher Education Institutions (HEIs) located across 22 Brazilian States. Estimations of econometric models account for entrepreneurial activity, innovation-driven entrepreneurship and high-growth new ventures. Results highlight the lack of significance in most institutional variables, suggesting some level of ineffectiveness in initiatives aiming at promoting academic entrepreneurship in Brazilian universities. Main implications are related to the difficulty in adapting strategies that proved successful in specific universities from the context of developed countries.

Determinants of student entrepreneurship

Purpose The purpose of this paper is to analyze this phenomenon and identify its determinants using data from Brazilian higher education institutions. Design/methodology/approach Based on a data set comprehending 2,230 university students from 70 different institutions across the country, the authors develop five Probit models to assess impacts related to individual traits and systemic conditions on five dependent dimensions: entrepreneurial activity, potential entrepreneurs, high-impact entrepreneurship, serial entrepreneurship and innovation-driven entrepreneurship. Findings The lack of significance in many of the variables included in estimations suggests that student entrepreneurship seems to be a rather random phenomenon in Brazil. Research limitations/implications Findings pose challenges for student entrepreneurship, as targets for intervention are not clear. Originality/value Over the past decades, universities have been receiving an increasing demand to go beyond their role of producing science and technology to explore its knowledge potential to produce novel commercial applications. However, while there is a growing interest in ways to foster scientific academic entrepreneurship, universities also serve as a positive environment for student entrepreneurship training, knowledge sharing, testing ideas and learning. So far, the importance of student entrepreneurship has received far less attention than it likely deserves.

Socio-cultural barriers to developing a regional entrepreneurial ecosystem

PurposeThe purpose of this paper is to provide a contextual analysis that helps explain how socio-cultural factors are negatively impacting the evolution of the entrepreneurial ecosystem in a struggling regional economy.Design/methodology/approachA case study method is used to provide a detailed contextual analysis triangulating primary and secondary data.FindingsThis paper provides insight into a region impeded from embracing the benefits of innovation-driven entrepreneurship in fostering economic development. The authors show that socio-cultural factors may be inhibiting the region from having a functional entrepreneurial ecosystem that can support innovation. Specific aspects of culture and social capital weaknesses are identified and insight into the potential causes of these impediments were offered. As well, the paper shows how the fundamental nature of culture may be affecting other elements of the entrepreneurial ecosystem from maturing.Originality/valueThis paper adds to a small, but growing, body of literature that is illustrating the evolutionary nature of entrepreneurial ecosystems and the significant impact of socio-cultural attributes to that evolution. This paper responds to calls to investigate contexts in which innovation does not thrive and where economic challenges prevail. The value of this research paper is to provide conceptual contributions in a contextual analysis from which other researchers can draw comparisons, insights and inspiration for similar approaches. Despite the abundance of research discussing the importance of culture, there are very few actual case studies showing concrete examples of culture and its influence on a region’s entrepreneurial ecosystem.

New directions in regional innovation policy: a network model for generating entrepreneurship and economic development

ABSTRACTLifting the economic performance of lagging regions continues to puzzle economic development practitioners and analysts. As a means of contributing some solutions to this puzzle, this paper examines a policy intervention that promotes regional development through a public–private-sector initiative that uses a network model to catalyze innovation-driven entrepreneurship. It focuses on a programme operated by the Alacrity Foundation in the region of Wales, UK. The paper argues that Alacrity’s model offers a novel means of attempting to facilitate regional development through a programme that intertwines elements relating to entrepreneurship, innovation, and network policy and practice. It is novel in the sense that it seeks to de-risk the entrepreneurial and innovation process in a regional environment that is not traditionally strong in this respect. It is concluded that such programmes indicate that policy is beginning to embrace a number of ideas emerging from theoretical work on the drivers of regional innovation and growth.

Innovation-driven entrepreneurship in developing economies

The knowledge spillover theory of entrepreneurship (KSTE) has recently emerged as an influential research stream that examines the origin, development and economic impact of innovation-driven entrepreneurship. While empirical evidence has shown that the main premise of the KSTE generally holds in most advanced economies, the purpose of the present study is to investigate the extent to which the ideas advocated by the KSTE are generalizable to different contexts in developing countries. On applying a logistic multilevel analysis to a sample of almost 250,000 individuals across 45 developing countries, the results show that the different context found in developing economies produces a limited connection between knowledge spillovers, innovation and entrepreneurship in comparison with the conventional linkage studied in the KSTE literature.

Beyond aspiring to become the “next” Silicon Valley, how can a region leverage innovation-driven entrepreneurship for economic and social progress? Given the poor performance of government support for entrepreneurship, should the job be left to the private sector? Moving beyond the traditional public-private debate, the MIT Regional Entrepreneurship Acceleration Program (REAP) ( ) charts a new approach. REAP builds on an ecosystem framework drawing on recent research highlighting distinct, yet interdependent, roles of innovative capacity (the ability to develop new technology), entrepreneurial capacity (the ability to scale startup businesses), and the economic clusters supporting a region. Rather than focus solely on entrepreneurship (as do many government initiatives) or innovation (often focused on increased R&D investment), REAP builds on evidence that successful regions link the two to establish a comparative advantage through innovation-driven startups. MIT REAP's 2-year program brings together regional teams of entrepreneurs; risk-capital, corporate, and university leadership; and government. Although this approach is simple to describe, most regions have found it challenging to link high-level stakeholders for sustained effort (and are often surprised by the many connections that are “missing” from their ecosystem). Teams undertake data-driven, regional diagnoses, including assessing strengths and weaknesses in their regional capacities, and benchmark their ecosystem using our novel methodology for measuring entrepreneurial quality through the use of business registration records and predictive analytics ([ 1 ][1]). These insights are turned into action: Teams aim to catalyze their innovation ecosystem in a measurable and sustainable way and build an organization for ongoing regional collective action. For example, REAP Scotland is leading changes in Scotland's economic-development approach to emphasize entrepreneurial mentoring (an area that had been previously downplayed) and the development of a dynamic network for Scottish entrepreneurs and expatriates (a potential strength that had not previously been leveraged).
